Sikorsky Signs German Cyclone Development Agreement Sikorsky Aircraft has signed an agreement with RUAG to introduce the Cyclone multimission helicopter to Germany. Sikorsky will develop the helicopter, a derivative of the S-92, for German Air Force and Navy programmes. Cyclone is modelled on the Black Hawk helicopter, and will be used for anti-submarine and anti-surface warfare, as well as search and rescue missions. It will feature enhanced rotor and drive designs, bird strike protection, a flaw and damage-tolerant design and protection from turbine bursts. It will include crashworthy seats, crash-resistant fuel systems, and high-intensity radio frequency (HIRF) and lightning protection system.

Die Marine soll mittel- bis langfristig acht Fregatten, zehn Schnellboote und 21 Sea King-Hubschrauber außer Dienst stellen und statt vier nur noch drei neue Fregatten der Klasse 125 bestellen. Wie die "Bild" weiter berichtet, trifft es die Truppe am Ende wohl noch härter: Wenn wirklich 40.000 Stellen von Zeit- und Berufssoldaten gestrichen werden sollten, käme es zu weiteren Einschnitten.

German Pilots Train In Israel For War Against Moslems
August 6, 2010: German UAV operators are in Israel to learn how to operate the Heron UAVs they are taking to Afghanistan. Late last year, Germany joined a growing list of NATO nations that are obtaining Israeli Heron UAVs for their troops in Afghanistan. A German firm is partnering with the Israeli manufacturer to provide maintenance services (because Afghanistan, like many Moslem nations, does not allow Israelis on its territory). The German Herons will become operational in Afghanistan this year. Australian troops in Afghanistan begun using Israeli Heron UAVs last year. Australian troops went to Canada to receive training on the Heron, which Canadian troops had also adopted. Canada received its first Heron two years ago. This model of the Heron is very similar to the 1.1 ton U.S. Predator. This Heron has a 227 kg/500 pound payload capacity and can stay in the air for more than 24 hours per sortie. Sending their UAV operators to Israel for training is causing Germany some diplomatic problems, mainly because two Germans are accused of spying for Israel in Lebanon. One, who was working for the state telecommunications company, fled the country before he could be arrested. The other, working as a technical expert at a Lebanese cheese factory, was arrested. Germany has 4,700 troops in Afghanistan, a situation that is condemned by Islamic radicals throughout the Moslem world. While Australia and Germany are buying its Herons (for about $10 million each), Canada is leasing them. Two years ago, Canada also ordered half a dozen of the larger Israeli Heron TP UAVs. Equipped with a powerful (1,200 horsepower) turbo prop engine, the 4.6 ton aircraft can operate at 14 kilometers/45,000 feet. That is, above commercial air traffic, and all the air-traffic-control regulations that discourage, and often forbid, UAV use at the same altitude as commercial aircraft. The Heron TP has a one ton payload, enabling it to carry sensors that can give a detailed view of what's on the ground, even from that high up. The endurance of 36 hours makes the Heron TP a competitor for the U.S. MQ-9 Reaper (or Predator B), which is the same size as Heron TP. The Heron line of UAVs has been around longer than the Predators, and have a comparable track record. India and European nations have eagerly sought to buy various models of the Heron. The Heron TP is also suitable for maritime patrol, and is a low cost competitor to the Global Hawk, which has far more range than most nations need for their naval reconnaissance aircraft. Heron is actually getting a lot of sales because the Predator manufacturer cannot keep up with American military and CIA orders. Israeli UAVs have a good reputation, although many nations avoid buying Israeli weapons because of the potential backlash from Arab oil suppliers. But in this case, politics is less important than providing their troops with an aircraft that has proved its ability to find an elusive enemy, and making it much more difficult to ambush your own troops. Israeli UAVs are used in 40 countries, and have a good reputation for reliability and effectiveness.

Lean and Mean? German Armed Forces to be Restructured
German Defence Minister Presents Draft Reform Plans for Armed Forces
09:28 GMT, August 25, 2010 defpro.com | In a major effort to meet the required budget savings, called for by the German government, Defence Minister Karl-Theodor zu Guttenberg on Monday presented the Ministry’s draft plans to reform the German Armed Forces’ structure. Although the draft plans comprise five different models, the Defence Minister pointed out his preferred approach. According to this model, the German Armed Forces (Bundeswehr) would be reduced by about a third of its present force from 252,000 down to 163,500 soldiers over the next few years. A significant element of this plan is to suspend conscription in the short term, which is being controversially discussed throughout the nation and even within the ranks of the conservative-liberal administration.
The public debate about conscription is not new. However, at the latest since the financial and economic crisis led to significant budget cuts, it has been linked to saving money and went beyond the point of equity (approximately only 16 per cent of an age-group is being drafted) and other general considerations. Despite the Minister’s plans to suspend conscription, he emphasised that it will retain its place in the constitution as it may be again needed in the future. Zu Guttenberg stated in a press conference on Monday: “I’m always surprised of the one or the other wise guy who knows how the world will look like in 20 or 30 years. I don’t know. And therefore, I think that we also need to have the possibility to draft young people, should it be required in the future.”
Despite the challenges which the Bundeswehr would encounter when abandoning conscription, the Defence Minister is convinced that the Armed Forces will be more effective after having been restructured. “By the end of the year it ought to become clear that the Bundeswehr will become smaller, but better,” zu Guttenberg stated. But will the Bundeswehr prove itself capable of becoming ‘lean and mean’ although it already reached its force limits, being committed to various military operations around the globe, including demanding operations such as Afghanistan? The current structures have already proven to be inefficient in providing deployed troops in time and in the amount required with adequate equipment to fulfil their tasks properly and safely.
Both the last as well as the present Parliamentary Commissioner for the Armed Forces have repeatedly expressed serious criticism of the equipment of German troops in Afghanistan. However, this criticism remained more or less unheard by the Ministry of Defence until the unfortunate death of seven German soldiers within only a few days in April. And even after these incidents, the criticism of Hellmut Königshaus, the current Parliamentary Commissioner who said that the equipment of the Bundeswehr in Afghanistan is a “drama”, was rejected by the Defence Ministry.
Despite its responsibility for the soldiers deployed around the globe and the repeated calls for an effective reform of the Bundeswehr’s structures heard for decades, the Defence Ministry proves that it takes significant financial restrictions until restructuring is seriously being considered. After all, the Defence Ministry has been asked to save some € 8,3 billion by 2014.
Now the Defence Ministry embarked on a political path that may lead to a new era for the German Armed Forces. The Bundeswehr may see itself reduced to a professional standing army of 156,000 soldiers. The intended overall force of 163,500 soldiers will be reached by zu Guttenberg’s idea of offering a voluntary military service for a period of 12 to 23 months. It will have the character of a “try-out” service from which the professional army will principally recruit new members. The Defence Minister anticipates that up to 7,500 young men and women will step up to the plate to voluntarily serve their country. While being aware of the deficits of the compulsory military service during the past years, the Defence Minister emphasises that he trusts in the motto “Do something for your country.” In his press statement, zu Guttenberg stated: “This embraces the principle that it has never caused harm to any young person to render a service to society.”
However, it is not with these kind of appeals that the Minister will increase the attractiveness of choosing to sacrifice one year or more and, thereby, staying out of the very competitive training and job market. According to Financial Times Deutschland, even the Chief of Staff of the Bundeswehr, General Volker Wieker, expressed his doubts about this approach, saying that this plan is too optimistic.
Another problem, which the Defence Ministry by nature doesn’t give enough consideration, is the future of the alternative service, closely linked to the compulsory military service. Should compulsory conscription be suspended for a certain period of time, this will mean that up to 90,000 jobs in hospitals, nursing homes and many more civilian institutions will have to be staffed by fully employed persons. Not that this possibly couldn’t have a positive effect on the job market; however, these institutions are not know for being excessively funded and already increasingly employ fewer people for the same amount of work to save costs. In order to respond to such a scenario, Family Minister Kristina Schroeder proposed on Monday to introduce a national voluntary community service. Yet, this service will have the same problems as military service if it leads to loitering away indispensable time on the job market.
As announced by zu Guttenberg, the Defence Ministry will now discuss its draft plans with the political parties and parliamentary groups to find a common solution and to implement an effective restructuring plan as soon as possible. With all the criticism already coming from within the administration’s ranks as well as from the opposition, it remains to be seen how far the current plans will be watered down by compromises to meet all concerns and political interests.
Although zu Guttenberg emphasised that there will be “no reform dependent of the cash position,” security political concerns appear to be reduced to an absolute minimum in light of the enormous budget reduction which the Bundeswehr faces. This assumption is being supported by former Chief of Staff and Chairman of the NATO Military Committee, General (rtd.) Harald Kujat, who said in an interview that the Bundeswehr is being financially starved to death. Kujat recently told German news service tagesschau.de: “We have heard a number of figures: We know that we have to save money and that, therefore, the size of the Bundeswehr has to be reduced. That is not security-political thinking; it is a cost saving debate. And it is not a responsible defence policy; it is algebra.”
Referring to the planned strength of the Bundeswehr, Kujat further said: “In my opinion, the amount of soldiers stated by the Defence Minister, is too narrowly considered. The commitments within the Alliance cannot be met that way. After all, we are the second largest country in NATO and the largest in Europe.”
Kujat concludes that the Bundeswehr will become smaller but not better. In light of inevitable budget costs, even supporters of the compulsory conscription such as Kujat acknowledge that it cannot be sustained in its present form. However, many claim that, once being suspended, even if remaining in the constitution, this will be the end of compulsory conscription in Germany.
Whether a reduction of the Bundeswehr’s strength (along with all required changes to its complex present structure and while continuing to fulfil its international commitments) can save more than eight billion Euros by 2014 remains arguable. It certainly is a further aspect by which the work of the current administration will be measured in the future – an administration which has already lost majority in opinion polls in less than one year of power.

c´est un debat tres vif surtout au sein du parti conservateur CDU/CSU,d´ou le mnistre zu Guttenberg meme vient,il a reusit a surprendre/choquer son camps avec son pragmatisme. la Bundeswehr sera appelée plus a intervenir dans les crises inter,operations de maintient de la paix et contre les catastrophoes naturelles,avec un fomrat compact de 165.000 dont 7000 reservistes,mais les 4 plans/options ne sont pas encore définitifs...

La professionnalisation de la Bundeswehr, qui n'en est en réalité pas une, n'est pas une bonne nouvelle, d'une part ce sont les militaires de carrière qui coûtent le plus cher à entretenir, pas les appelés (il y a à l'heure actuelle 25000 jeunes allemands qui acceptent un service militaire plus long allant jusqu'à 23 mois), et pas forcément pour faire mieux que ces derniers comme il est facile de le constater dans d'autres armées européennes devenues armées de métiers. D'autre part deux phénomènes sont à la base de ce revirement en Allemagne, la crise économique d'abord, et les coupures dans les budgets qu'elle impose, puis la nécessite de répondre aux pressants diktats du maître américain qui cherche de la viande pour l'Afghanistan et ailleurs. Guttenberg n'a pas inventé la poudre, mais il pourrait bien faire sauter la baraque...

Si l'Allemagne peut compter sur 25000 jeunes afin de servir jusqu'à 23 mois dans le Bundeswehr, on se demande bien comment, en améliorant les conditions matérielles des appelés, on ne pourrait pas, en ces temps de crise, en trouver 50000, voire bien plus, tout en réduisant le nombre de soldat de métiers. Encore faut-il savoir ce que l'on ferait d'une armée qui augmenteraient ses effectifs d'appelés, ceux qui coûtent le moins, au détriment des effectifs d'engagés, qui eux coûtent bien plus.

Bien vu Rafi Ce sont les contingents d'appelés qui donnent son âme à une armée, qui maintiennent un lien direct avec la population. Pour ce qu'ils coûtent, à en croire Rafi, c'est bête de s'en priver.

Qui peut assurer qu'un volontaire de demain sera mieux entrainé qu'un appelé d'aujourd'hui? La France en a fait l'amère expérience en constatant après la professionnalisation que ces derniers avaient de meilleurs résultats aux tirs que les engagés, et cela, par justement manque d'entrainement...
Quelles sont les missions premières de l'armée allemande? Défendre le pays, sa population, ses institutions, et participer avec ses alliés à la défense commune.

H.S/ Que rapporte au peuple allemand la projection de ses forces à l'extérieur ? Les guerres des Américains ne sont pas celles des Allemands. Ce qui était une guerre contre le terrorisme en Astan est entrain de tourner à l'installation d'un système de pillage des ressources naturelles à grande échelle, avec prolifération du trafic d'opium, insécurité permanente pour les afghans et instabilité permanente dans la région. Tout ce que ça peut rapporter aux Allemands, c'est des morts sur le théâtre d'opérations, des pertes d'argent inutiles et la haine des islamistes radicaux qui peuvent s'attaquer aux Allemands sur leur propre territoire, alors que jusqu'à présent, ils leur foutent la paix.
