The Finnish army is only achieving an approximate 40% operational serviceability rate on its current NHIndustries NH90 transport helicopter fleet, its chief of aviation has claimed, as its final example is set to be delivered in the coming weeks.

Based on the number of available aircraft – there are currently five aircraft per year undergoing retrofit – the service is only working at a 40% availability rate. However, it hopes to take this to 50% over the next three years, Lt Col Tuure Lehtoranta told the Defence IQ International Military Helicopter conference in London.

The arrival of the army’s final NH90, which Lehoranta says will be delivered in the next few weeks, will take the service’s fleet to 20 aircraft.

“The serviceability and the availability of [the] NH90 has been a big challenge,” Lehtoranta says.

Lehtoranta adds that at one point in 2014 the serviceability rate reached a low of 19%. The availability of spares is one factor behind the low availability rates, for which there is a 200-day average turnaround.

“That is totally unacceptable,” Lehtoranta says, noting that the “NH90 is a great tool for pilots, and for the army it is working very well”.

The army has recorded some 7,000 flight hours on the type, making it one of the more experienced operators of the NH90 out of the 13 nations that have ordered the rotorcraft.

During the conference NHI president Vincent Dubrule said 53 aircraft were delivered in 2014, with 232 delivered so far out of 500 on order, and the company plans to continue delivering some 50 of the type per year in 2015 and 2016.

“The feedback we have in general… is that all customers are pleased with the product,” Dubrule says.

He notes that the company is looking to increase spares and maintenance availability for the aircraft.

Les forces spéciales de la Finlande ont choisi le fusil d'assaut belge FN SCAR-L comme une nouvelle arme à feu standard.

Le FN SCAR-L sera le premier 5.56x45 mm OTAN calibre arme à feu a présenté à la Forces de défense finlandaise (DFF). Il viendra compléter l'actuel fusil d'assaut RK 95 TP chambrée pour la cartouche de russe 7,62 x 39 mm. Les deux armes serviront en parallèle par des soldats finlandais.

"Nous avons décidé que le fusil pour les forces spéciales [devrait être] compatible avec d'autres nations pour utilisation dans la gestion des crises et de la défense nationale, » dit l'inspecteur de l'infanterie Colonel Jukka Valkeajärvi.

L'arme a été approuvée après essais sur le terrain. Un contrat pour fusils FN SCAR-L et de lance-grenades de FN40GL-L baril sous doit être signé en mars.

Les unités de forces spéciales cherchent également une nouvelle lumière mitrailleuse chambrée en 5.56x45 mm. La FN Minimi et le H & K MG4 sont testés dans le centre de formation de l'armée finlandaise (Utin Jääkärirykmentti).

Finlande a lancé son « système d'arme reconnaissance » pour les forces spéciales en mars 2014. Sous lui, le pays était à la recherche pour 200-300 fusils chambrées en 5.56x45 mm et 50-75 lance-grenades chambrées en munitions de faible vitesse 40 x 46 mm. Fusils sont réglés pour être équipés des accessoires supplémentaires, y compris le pointeur laser et de lumière tactique Insight modèle 7500 (AN/PEQ-2 a). La Défense finlandaise a annoncé mardi avoir tiré un coup de semonce en mer Baltique afin de chasser un éventuel sous-marin qui se serait trouvé dans ses eaux territoriales près d'Helsinki.

"Dans le cadre de la surveillance de l'intégrité du territoire, la Marine a fait une observation d'un éventuel objet sous-marin" lundi vers midi, aux confins des eaux territoriales et au large de la capitale, a indiqué le ministère de la Défense dans un communiqué.

"Une mission de reconnaissance a été conduite avec des navires en surface. Une nouvelle observation a été faite dans la zone de recherche" dans la nuit de lundi à mardi, a-t-il poursuivi. Puis "du fait des observations, un coup de semonce a été tiré au moyen de bombes sous-marines d'avertissement à 3 heures du matin".

Le ministre de la Défense, Carl Haglund, a expliqué au quotidien Hufvudstadsbladet qu'il s'agissait de bombes "qui émettent un bruit sourd mais ne causent pas de dommages directs". "Avec elles, on peut montrer qu'on a mis au jour une activité" suspecte.

Plus aucune autre observation n'a été faite par la suite, selon la Finlande, qui n'a pas donné de précisions sur le type de sous-marin dont il pourrait s'agir.

"La Marine poursuit son enquête actuellement pour savoir ce qui s'est passé exactement", a déclaré à l'AFP un porte-parole du ministère, Max Arhippainen.

L'incident intervient dans un contexte d'activité militaire russe accrue en mer Baltique, qui a poussé la Finlande à annoncer l'intensification de la coopération avec les autres pays nordiques, et en particulier son voisin suédois.

En octobre, la Suède avait recherché en vain pendant une semaine un sous-marin "étranger" observé à plusieurs reprises dans ses eaux territoriales près de Stockholm. La Russie, bien que tous les regards se soient tournés vers elle, avait nié que ce sous-marin puisse être l'un des siens.

La Finlande partage une frontière de 1.340 kilomètres avec la Russie, voisin avec lequel elle a tâché de maintenir de bonnes relations depuis la fin de la Seconde Guerre mondiale.

Elle a tradition de pays non aligné, et la majorité de l'opinion publique et de la classe politique sont opposées à une adhésion à l'Otan, idée contre laquelle Moscou l'a mise en garde à plusieurs reprises.

La semaine passée, l’armée finlandaise a écrit à ses 900.000 réservistes afin de leur expliquer ce qu’ils devaient faire en cas de « situation de crise ». Le ministère de la Défense a précisé que cette initiative n’avait rien à voir avec les tensions actuelles avec la Russie.

« Cette lettre aux réservistes a pour objectif de développer une meilleure communication avec (eux), cela n’a pas de rapport avec la situation de sécurité », a ainsi affirmé, le 2 mai,  Mika Kalliomaa, un porte-parole, tout en admettant que cela pouvait prêter à confusion.

Cette initiative, a-t-il expliqué, avait été décidée en 2014.

De son côté, le ministre finlandais de la Défense, Carl Haglund, a précisé que le but de cette opération n’était pas du tout « d’envoyer un message à la Russie ». En tout cas, elle a été lancée alors que la marine finlandaise venait d’effectuer des tirs de semonce pour éloigner un sous-marin répéré au large d’Helsinki, le 28 avril.

Les relations entre la Finlande et la Russie sont tendues depuis l’annexion de la Crimée et le conflit dans l’est de l’Ukraine, où Moscou est accusé d’appuyer les rebelles séparatistes. En outre, les ministres de la Défense des pays nordiques ont fait état, dans une tribune commune publiée le mois dernier, d’une dégradation de la sécuriité régionale en raison d’une « augmentation des exercices militaires russes et une intensification des les activités de renseignement dans la région de la Baltique et les régions du Nord ».

Ainsi, la Russie a remis en service une ancienne base sur la péninsule de Kola, située à une quarantaine de kilomètres de la frontière avec la Finlande. En outre, l’aviation russe a, à plusierus reprises l’an passé, violé l’espace aérien finlandais.

Aussi, la nouvelle majorité issue des dernières élections législatives, qui s’apprête à former un nouveau gouvernement, devrait augmenter les dépenses militaires du pays, du moins si elle tient les engagement pris lors de la campagne électorale.

La coalition formée par le Parti du Centre et la formation eurosceptique des « Vrais Finlandais » n’est en principe pas favorable à une intégration au sein de l’Otan et plaide en effet pour une hausse de l’effort de défense comprise entre 5 et 15% sur la période 2016-2024 afin de pouvoir financer l’acquisition de nouveaux équipements pour moderniser les capacités militaires du pays. Dont le remplacement des 62 avions F/A-18 Hornet acquis dans les années 1990.

Depuis 2008, les dépenses militaires finlandaises n’ont cessé de diminuer, notamment en raison de la crise financière et d’une plus faible demande des produits finlandais sur le marché de l’exportation. En 2015, le budget de la Défense a ainsi encore baissé de 2% pour tomber à 2,6 milliards d’euros.

L’opinion publique finlandaise serait favorable à une hausse de l’effort de défense, d’après un sondage réalisé en mars par l’institut TNS Gallup :  environ 60% des personnes interrogées ont dit être d’accord avec la proposition d’augmenter les dépenses militaires. Et 33% ont indiqué vouloir un référendum sur une possible adhésion de leur pays à l’Otan.

La Finlande a annoncé jeudi qu'elle envisageait cinq appareils, dont le Rafale, pour remplacer d'ici à 2030 sa flotte d'avions de combats, qui comprend 60 McDonnell Douglas F/A-18 Hornet.

«Ces cinq avions sont l'Eurofighter [Typhoon], le Rafale du français Dassault, les américains Boeing Super Hornet et Lockheed Martin JSF F-35, et le suédois JAS Gripen» de Saab, a déclaré lors d'une conférence de presse à Helsinki le major-général Lauri Puranen, responsable d'un groupe de travail sur la défense. «Tous sont envisageables et nous n'avons pas de favori», a-t-il précisé.

Marasme économique du pays

Interrogé sur le nombre d'avions envisagé, Lauri Puranen a répondu qu'il ne le révélerait pas. «Mais je peux dire que le nombre actuel d'appareils a correspondu jusque-là aux besoins d'un pays de cette taille», a-t-il affirmé.

La Finlande, pays non-membre de l'Otan qui partage une frontière de 1.340 kilomètres avec la Russie, prévoit de demander aux constructeurs de lui faire part de leur intérêt dans les mois à venir.

L'appel d'offres commencerait en 2017 ou 2018, et la décision serait prise d'ici à 2021. Les médias finlandais ont évoqué un marché de 6 à 10 milliards d'euros.

Des analystes de la défense ont estimé que le coût serait un critère crucial pour Helsinki, dans un pays en plein marasme économique et gouverné par une coalition pro-austérité.

The Finnish Defence Forces have ordered more Next generation Light Anti-tank Weapons (NLAWs) from Saab Dynamics, the Finnish Defence Forces Logistics Department has announced.

The contract, worth EUR32 million (USD35.5 million), also includes night vision devices from Millog and training tools from Insta DefSec and Saab Training Systems.

The NLAW is a disposable infantry-carried, fire-and-forget anti-tank guided weapon (ATGW), effective at ranges of up to 600 m. It features two operational modes: direct attack, for use against soft targets; and overfly top attack, for use against armoured targets. The missile is armed with a single 102 mm shaped charge, angled 90° downwards to provide optimum armour penetration when in overfly top attack mode. This is triggered by a dual laser/active magnetic proximity fuze system. The shoulder-fired missile is soft-launched to enable it to be fired from within buildings and other confined spaces.

Deliveries of the missiles and associated equipment are expected to begin this year and be completed in 2016. Also included in the contract is an option for additional missiles, which with taxes brings the cumulative value of the order to EUR42 million. The latest contract was signed on 26 June, according to the Finnish Defence Forces Logistics Department.

The NLAW is currently used by Finland, Indonesia, Luxembourg, Sweden, and the United Kingdom, where much of the NLAW is made.

Airbus Helicopters and Patria, the company responsible for the local assembly of the NH90, marked the important milestone of the delivery of the 20th and last serial NH90 during a ceremony with the customer at Patria’s facility in Halli, Finland.

“These helicopters are used for various tasks of the Finnish Defense Forces such as national defense, international crisis management and for SAR missions” said Jussi Ristimäki, FDF Program Manager for the NH90.

The very first flight of a Finnish NH90 took place in the Airbus Helicopters facility in Marignane in 2004 and the Finnish customer took delivery of the first NH90 in 2008. The remaining 19 helicopters were assembled by Patria in Finland. The contract was signed in 2001 for an order of 20 NH90 in TTH version for the Finnish Armed Forces and they have reached more than 7, 500 flight hours since delivery.

“The delivery of this last serial helicopter is a significant milestone for the Finnish NH90 Program, and now moving forward we will concentrate on the retrofit program, which is already in progress,” said Ernst Heckert, NHI and Airbus Helicopters Program Manager for the Finnish NH90.

The NH90 is well suited for the severe metrological conditions in Northern Europe. Flying through the clouds causes ice to form, making the NH90’s deicing system indispensable for the Finnish winter. In addition, whiteout conditions are a common occurance during helicopter missions in this cold climate, and clouds, fog, and snow can severely obstruct visibility. The NH90’s state-of-the art 4-axis autopilot and the fly-by-wire controls contribute to safety and maximum flight performance in such severe operating conditions. The NH90 is the first serial helicopter in the world to be equipped with Fly-By-Wire technologies, significantly reducing pilot workload and allowing for this state-of-the-art helicopter to be piloted with ease.

The twin-engine, medium-size NH90 helicopter program is managed by the consortium NHIndustries, the Company owned by AgustaWestland (32%), Airbus Helicopters (62.5%), and Fokker (5.5%).

HELSINKI — Finland's Armed Forces Command has added a quick response dynamic with plans to locate rapid reaction units (RRUs) to military districts that fall under the command of the country's four military provinces.

Defense Minister Jussi Niinistö described the initiative as necessary to strengthen operational readiness and bolster Finland's overall defense and deterrence capabilities against rising regional tensions over Russia's military intervention in Ukraine.

The focus of deployment for the RRUs, which constitute a new feature within Finland's territorial-based, infantry-centered defense strategy, will be military districts close to Finland's 833-mile border with Russia.

Finnish territorial defense doctrine traditionally has been to use mobile field Army units backed by mainly local reserve forces to counter, delay, repel and inflict heavy losses on aggressors attacking across Finland's heavily forested, lake-rich frontier and inland terrains.

The RRUs will add a front-line rapid deployment combat force to the military's arsenal. The modular-type structure will enable RRUs to be used in defensive and offensive forward roles.

The RRUs are intended to comprise a mix of career officers and soldiers, as well as troops drawn from special forces units, retrained reservists and conscripts.

"The deployment of troops is our touchstone. Both the Air Force and Navy have a rapid-response capability, and this is the challenge that the Army now has," Niinistö said.

The Ministry of Defense is considering proposals to increase the Finnish Armed Force's recruitment and training budget to broaden the scope for reservist-dedicated service contracts and refresher courses.

Legislative hurdles will need to be cleared before the RRUs can take reservists in large numbers, said Ilkka Kanerva, chairman of the Finland's Parliamentary Defense Committee.

"New legislation is needed to enable the armed forces to recruit reservists in a transparent and efficient way. Under the present system, reservist contracts do not stipulate exact service times or how quickly reservists can be mobilized and armed," Kanerva said.

The transformed security situation in the Nordic and Baltic regions has forced the government and the military to accelerate the process of establishing, training and deploying RRUs, said Kanerva.

"Finland must reform its preparedness so that our defense organization and structures are at an appropriate level. It is legislation that is lagging behind right now," Kanerva said.

The Finnish armed forces has a standing strength of 12,000 troops. The conscript-centered armed forces, based on current reservist numbers, can mobilize up to 230,000 combat troops and service personnel within one to four weeks. About 21,600 conscripts are expected to complete their call-up training in 2015.

The decision to establish and deploy RRUs in a largely offensive role comes as the Finnish government reaches a provisional agreement with opposition parties to increase the defense budget in 2016-2020.

The growing all-party support for a much larger defense budget is being driven by unprecedented public support for a stronger military organization, a greater deterrence capability and a closer relationship with NATO.

The broad political backing for higher spending levels comes after successive years of cuts to the armed forces' core budget. The slide continued in 2015 when spending as a ratio of GDP dropped to 1.28 percent, down from 1.34 percent in 2014. The core defense budget in 2015 is set at $2.9 billion.

The Finnish government's unease over Ukraine is also reflected in several initiatives taken since April. These included a communication sent by the government to private companies, including in the strategic defense and security sectors, to inform them of upcoming changes to Finnish defense strategy.

The companies contacted form the basis of the so-called state-industrial-service wartime partnership that underscores Finland's Total Defense strategy. The communiqué stated that companies would receive further information in coming months regarding enhanced military and national defense preparedness programs.

In May, reservists received letters from the Armed Forces Command notifying them of their assigned combat and service roles in a wartime situation. The communication also informed reservists of structural changes to the national defense organization, which has been undergoing modernization since 2008.

The RRUs, which are expected to be organized in a similar manner to that of the armed forces' international-mission oriented Rapid Deployment Force (RDF), are the latest part of the Army's modernization drive.

Established in 1996, the battalion-level RDF is trained to participate at "short notice" in multinational peacekeeping and "crisis management" operations. The RDF's core structure comprises a mechanized Jaeger-standard specialized forces battalion, a combat engineer battalion, a brigade-level command-and-communications system and a civil-military cooperation company.

If the new RRUs are structured in the style of the RDF, they will have a modular organization capable of operating alongside, or as part of, a larger integrated force, in coordinated missions with both naval warships and Air Force fighter support units.

The military's modernization program has reinforced shortfalls in the Navy's and Army's operating capabilities. The Navy took delivery of its first Jehu-class fast landing boats in June, filling a void in its littoral fleet for a multipurpose craft that can be used for troop transports, sea surveillance, battle and battle support missions.

The Navy's Squadron 2020 project has underlined the need for a new multipurpose warship to replace its existing fleet of Hämeenmaa and Rauma class ships. Emphasis is being placed on acquiring a ship type with advanced submarine hunting capabilities.

The Army's purchase of 20 NH90 helicopters has improved its tactical and transport capability. The final NH90 aircraft, assembled by Patria in Finland, was delivered in June.

La Finlande convoque trois fois plus de réservistes pour des cours de perfectionnement

En mai dernier, l’on apprenait que les forces armées finlandaises avaient écrit à 900.000 réservistes pour leur expliquer la conduite à tenir en cas de grave crise.

À l’époque, Helsinki expliqua que cette initiative n’avait aucun rapport avec la détérioration des relations avec Moscou depuis l’affaire de la Crimée et le conflit dans le sud-est de l’Ukraine, où la Russie est accusée de soutenir les séparatistes qui lui sont favorables.

En outre, quelques semaines plus tôt, les ministres de la Défense des pays nordiques avaient dénoncé, dans une tribune commune, une « augmentation des exercices militaires russes et une intensification des les activités de renseignement dans la région de la Baltique et les régions du Nord », responsables, selon eux, d’une dégradation de la sécurité régionale.

Ainsi, l’espace aérien de la Finlande avait été violé à plusieurs reprises, en 2014, par des avions russes. Et, en juin 2013, soit bien avant la crise ukrainienne, l’état-major finlandais avait fait état d’incidents similaires.

Quoi qu’il en soit, c’est dans ce contexte que l’état-major finlandais vient de convoquer 18.000 réservistes pour des exercices de « perfectionnement ». Soit trois fois plus que l’an dernier. Et, comme en mai dernier, cette mesure n’a officiellement aucun rapport avec les tensions avec la Russie puisqu’elle aurait été décidé il y a trois ans.

C’est du moins l’explication donnée par le colonel Hannu Hypponen. « Lors des trois dernières années, les forces armées devaient faire des économies. Le nombre de réservistes convoqués est au même niveau qui était le sien en 2010″, a-t-il dit.

« Environ 2.400 postes ont été supprimés, ce qui a permis de faire des économies dans les dépenses de personnel qui peuvent maintenant être affectées aux activités opérationnelles comme les cours de perfectionnement », a expliqué le colonel Hypponen.

En Finlande, le service militaire est obligatoire. Les réservistes peuvent être de nouveau appelés pour des cours de perfectionnement d’une durée moyenne de 5 à 7 jours.

Cela, oujours selon le colonel Hypponen, les activités militaires russes dans la région ont eu d’autres conséquences pour la Finlande, qui n’est pas membre de l’Otan. Comme par exemple une coopération plus étroite en matière de défense avec les pays nordiques, en particulier avec la Suède.

Qui plus est, le débat sur une éventuelle adhésion à l’Otan a été relancé en Finlande, qui partage 1.340 km de frontière avec la Russie. Le nouveau Premier ministre finlandais, Juha Sipila, n’y est cependant pas favorable… mais « tout en se gardant cette possibilité si besoin », avait expliqué, au quotidien Le Monde,  Timo Laaninen, le secrétaire général de son  parti.

Two JAS 39 Gripens from F 21 Norrbotten Wing of the Swedish Air Force are set to arrive at Hosio on Wednesday September 23 as scheduled in the CBT program for the year.

Road base exercises are conducted on a regular basis on highway strips throughout Finland as an element of the Air Force's new battle concept. This exercise marks the occasion of the first CBT missions flown from a road base.

The Minister of Defence yesterday officially gave the Finnish Defence Forces the go-ahead to start the procurement program of the next squadron of ships for the Finnish Navy. This program, going under the name of Laivue 2020 (Squadron 2020, in Finnish), has as its stated aim the procurement of four (at the moment) corvettes to replace the three minelayers of the Pohjanmaa- and Hämeenmaa-classes, as well as the four light fast attack craft of the Rauma-class.

In general, most of what was said at the press conference held by the Minister of Defence Niinistö and the Commander of the Navy, Rear Admiral Takanen, is known from before. There will be a new class of ships, which will be built with a “high degree of indigenous content”, and which will be capable of performing “all missions the Navy by law is set to handle” (i.e. safeguarding Finnish merchant shipping and protecting our seaside borders from unwanted attention) all year round in all weather conditions.

As such, these will feature anti-air, anti-submarine, [and] anti-shipping capability. While geared towards ‘traditional’ coastal defence missions, they will also feature a secondary capability for international missions. Their most important distinguishing feature will be their size, which will make them some of the largest, if not the largest, warships throughout the history of the Finnish Navy.

Amongst the new information was that the timeline is getting clearer: the Requests for Information will be sent out this year or during the beginning of next, after which the Requests for Quotation will follow in late 2016/early 2017. The order should be finalised in 2018, after which the vessels will be built during 2019 to 2024, with initial operational capability 2025, and the squadron operational as a cohesive unit in 2028. The MoD estimates that building the new vessels will cost EUR1.2 billion (USD1.34 billion).

La Finlande lance la compétition pour remplacer ses Hornet !




Helsinki, cette fois c’est officiel, la Finlande lance la compétition en vue de remplacer sa flotte de d’avions de combat Boeing F/A-18 C/D « Hornet ». Pour ce faire, le gouvernement prévoit une enveloppe de 7,6 milliards de dollar, qui doit encore être validée par le Parlement.

Le Ministre de la Défense Jussi Niinistö a autorisé l'armée de l'air à ce mardi à débuter, le processus de sélection pour le projet « HX ». Le cahier des charges comprend 64 pages (les coûts et la basse observabilité étant les mots clefs) et va être envoyé, avec une demande de renseignements aux différents avionneurs potentiels, d’ici le mois de février 2016. Les avionneurs ont jusqu’en février 2018 pour transmettre une première offre à la Finlande. Le choix devrait normalement être connu, selon le calendrier actuel, au début de l’année 2021, afin de permettre une entrée en service du premier appareil en 2026.

Les aéronefs en compétitions:

On retrouve une nouvelle fois les grands classiques du moment, avec le Lockheed-Martin F-35 «Lightning II», le Saab JAS-39 Gripen E MS21, l’Eurofighter «Typhoon II» T3A/B Block20 et le Dassault Rafale F3-R, ainsi que le Boeing F/A-18 E/F « Super Hornet ».

Le Hornet en Finlande :

C’est en 1992 que la Finlande décida d’acquérir 64 F/A-18 C/D «Hornet» pour remplacer les bons vieux MiG-21 et Saab J-35 «Draken». A l’époque, les Hornet finlandais ne sont pas complètement équipés, notamment en matière de guerre électronique et d’avionique, ce qui avait permis à l’époque de faire baisser le prix d’achat. Mais dès le début des années 2000, la Finlande décida d’équiper ses « Hornet » des systèmes manquants. Depuis les « Hornet » finlandais ont reçu les missiles air-air à moyenne portée de type AIM-120 AMRAAM avec un système de système de visée plus performant et de doter ceux-ci, du système de guerre électronique AN/ALQ-67.

Le groupe de travail du ministère de la Défense finlandais a recommandé que la flotte de F/A-18C/D puisse entrer en retraite durant la période 2025-2030. A signaler, que la Finlande considère que le coût d'un programme d'extension de vie des « Hornet » est à la fois risqué et prohibitif.

En avril, les ministres de la Défense des pays nordiques ont publié une tribune commune pour déplorer une « dégradation » sensible de la situation sécuritaire dans leur environnement proche – en raison, notamment, de l’intensification des activités militaires russes – et plaidé pour une coopération plus étroite entre les forces armées dont ils ont la charge.

Au cours de ces derniers mois, deux pays scandinaves – la Finlande et la Suède – ont dénoncé plusieurs violations de leur intégrité territoriale par des avions – voire des sous-marins – russes. Et c’est sans compter sur les intimidations de Moscou… Les autorités suédoises ont par exemple été menacées de « représailles » en cas d’adhésion à l’Otan.

Seulement, après des années de disette budgétaire, les forces finlandaises et suédoises ne sont pas les mieux armées pour faire face à ce nouveau contexte sécuritaire. D’où la nécessité de rechercher des axes de coopération, d’autant plus que ces deux pays ne sont pas membres de l’Alliance atlantique.

C’est ainsi que le gouvernement suédois a officiellement confirmé, la semaine passée, la création, avec la Finlande, d’une force navale conjointe, qui, appelée « Swedish Finnish Naval Task Force » (SFNTG), devra être « interopérable » avec les unités de l’Otan.

Cette nouvelle force conjointe est vue « comme un moyen rentable d’utiliser conjointement les ressources navales et les capacités » des forces armées suédoises et finlandaises, avance Stockholm, qui précise qu’un groupe de travail sera chargé » les conditions juridiques » de cette coopération.

Cette « Task Force » devra être en mesure de mener de « répondre à des crises » dans l’Arctique et les régions environnantes. A priori, des unités finlandaises pourront donc passer sous commandement suédois et vice-versa.

The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on November 9, 2015.

The Government of Finland has requested a possible sale of forty (40) Guided Multiple Launch Rocket Pods: Fifteen Pods of M31A1 Unitary Missiles (6 missiles per pod for a total of 90 missiles) and 25 Pods of M30A1Alternative Warhead Missiles (6 missiles per pod for a total of 150 missiles). Also included are publications, personnel training and training equipment, software development, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The total estimated cost is $150 million.

This proposed sale will contribute to the foreign policy and national security objectives of the United States by helping to improve the security of a friendly country which has been, and continues to be, an important force for political stability and economic progress in Europe. The proposed sale of the GMLRS M31A1 Unitary and M30A1 GMLRS Alternative Warhead Rockets will improve Finland's capability to meet current and future threats.

Finland will use this enhanced capability to strengthen and secure its national borders. Finland will have no difficulty absorbing these rocket pods into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

GMLRS-Unitary is launched from the M270A1 Multiple Launch Rocket System (MLRS) and the M142 High Mobility Artillery Rocket System (HIMARS).

In May 2011, the Finnish Army placed a $45.3m order to upgrade its 22 M270 MLRS launchers. The upgrade enables the launchers to fire precision GPS-guided munitions.

La coalition gouvernementale en place à Helsinki depuis les élections législatives du printemps dernier devait augmenter le budget finlandais de la Défense de 5 à 15% sur la période 2016-2024. Du moins était-ce l’engagement qui avait été pris pendant la campagne électorale, en raison des tensions géopolitiques liées à la Russie.

Seulement, l’économie finlandaise va très mal… Et pas seulement à cause du rachat de Nokia par Microsoft. La dette publique continue ainsi d’augmenter, de même que le chômage. Les relations tendues avec Moscou n’arrangent rien étant donné que la Russie, qui est par ailleurs en récession, est l’un des principaux marchés à l’exportation de la Finlande.

Pour son ministre des Finances, ce pays est devenu « l’homme malade de l’Europe ». Et le Premier ministre, Juha Sipila, a même fait des comparaisons avec la Grèce, qui, comme la Finlande, appartient à la zone Euro.

Tout cela donne lieu à des tensions politiques : la coalition au pouvoir a ainsi failli éclaté, en raison de désaccords au sujet d’une réforme ambitieuse du système de santé. Et quelques parlementaires de la majorité sont allé jusqu’à demander une sortie de la zone euro pour que la Finlande puisse retrouver plus de marges de manoeuvres en dévaluant sa monnaie pour relancer ses exportations.

Dans ce contexte, les promesses de revoir à la hausse le budget de la Défense ont été reportées aux calendes grecques. Pourtant, l’effort finlandais en matière de défense n’a cessé d’être revu à la baisse depuis 10 ans. Et pourtant, cela n’a pas empêché la Finlande de perdre son « triple A » et de connaître le marasme économique dans lequel elle se débat aujourd’hui.

En 2016, les forces armées finlandaises ne disposeront pas des crédits supplémentaires qu’elles pouvaient espérer. Pire : elles devront trouver entre 80 et 100 millions d’euros d’économies, susceptibles d’être ensuite réinvestis dans l’acquisition de nouveaux matériels.

Pourtant, le gouvernement finlandais a donné son feu vert, fin octobre, au programme H-X, qui, jugé « crucial et stratégique », vise à remplacer les avions de combat F/A-18 Hornet des forces aériennes finlandaises à l’horizon 2025-2030. Un appel d’offres sera lancé – en principe – en 2018/2019. Mais dans quel état sera l’économie finlandaise?

Déjà, le ministère finlandais de la Défense a annoncé, le 10 novembre, l’abandon de son projet d’acquérir de nouveaux avions d’entraînement, officiellement parce qu’il n’était pas « une option suffisamment efficiente en termes de coûts ».

Le souhait de la force aérienne finlandaise était de remplacer ses 28 avions de facture locale L-70 Vinka, utilisés depuis les années 1970 pour la formation initiale de ses jeunes pilotes, qui poursuivront ensuite leur entraînement sur Hawk 50. Pour cela, il lui fallait trouver un appareil simple et bon marché, tant à l’achat qu’à l’utilisation.

Six constructeurs furent contactés, dont Pilatus (Suisse), Grob (Allemagne), Pacific Aerospace (Nouvelle-Zélande, avec le CT-4 Airtrainer), Beechcraft (États-Unis), Korea Aerospace Industries (Corée du Sud) et Zlin Aircraft (République tchèque).

Seulement, au vu des exigences finlandaises en termes de coûts, seuls Zlin Aircraft et Grob restèrent dans la course. Mais là encore, l’offre du constructeur allemand, basée sur le Grob 120, a donc été finalement écarté, car trop onéreuse.

« Le Grob est un grand avion qui répond à toutes nos exigences et les dépasse même. Cependant, il est tellement cher que le budget prévu serait insuffisant pour en acheter en nombre suffisant », a expliqué le général Kari Renko.

Le Z-242 de Zlin aurait pu donc faire l’affaire. Mais il a été aussi écarté pour une raison assez surprenante : l’habitacle de cet avion serait trop exigu pour les élèves pilotes finlandais. « Ils ne seraient pas entrés dans l’avion. Il est trop petit », a expliqué le général Renko au quotidien Helsingin Sanomat.

Du coup, les L-70 devront rester en service pendant un ou deux ans de plus, le temps pour la Force aérienne finlandaise de trouver une solution. Mais au vu des difficultés financières du pays, ce n’est pas gagné… À moins d’en passer par une coopération avec un autre pays de l’Union européenne.

Bittium has received a purchase order from the Finnish Defence Forces to start the productization of the European high data rate radio waveform developed in the ESSOR (European Secure Software-defined Radio) program. The productization will begin with a study and the porting of the ESSOR waveform to the software-defined radio based Bittium Tactical Wireless IP Network (TAC WIN) system in use in the Finnish Defence Forces.


Bittium has been part of the ESSOR program since it started in January 2009. The aim of the program is to develop the European software-defined radio technology in order to improve the capabilities for cooperation in joint inter-country operations.

The now ordered porting of the waveform to the national software-defined radio based system adheres to the goal of the ESSOR program in enabling the interoperability of the systems in joint European operations.

The first phase of the European Defence Agency’s ESSOR program has now successfully ended. In addition to the European high data rate radio waveform the program has produced the definition for the European software-defined radio architecture. It is based on the Software Communication Architecture (SCA) developed originally in the United States in the Joint Tactical Radio System (JTRS) program.

The SCA is expected to be the standard for radio systems used by authorities in joint international operations and crisis management. The goal of the ESSOR program is also to have the ESSOR waveform accepted as the standard for NATO’s high data rate waveform.

Besides Bittium the other parties in the first phase of the ESSOR program were Indra from Spain, Radmor from Poland, Saab from Sweden, Selex ES from Italy, and Thales Communications & Security from France. The parties are currently in negotiations about the second phase of the program. The most important goal of the second phase is to achieve operational performance for the ESSOR system.

Bittium Tactical Wireless IP Network (TAC WIN), which is in use in the Finnish Defence Forces and acts as the platform for the ESSOR waveform, is a wireless broadband network system intended for military and public safety use. With the system MANET (mobile ad hoc network), link, and connection networks can be formed into one logical IP network quickly, no matter what the location is. It is compatible with existing fixed and wireless network infrastructures.

The core of the system is a software-defined radio based tactical router, which is versatile, easily adaptable to different needs and can be easily updated with software for future needs. With the tactical router users can freely form both wired and wireless broadband data transfer connections.

The system comprises also three types of radio heads, and each radio head covers its own frequency band area and can be used for flexible formation of different network topologies for different communication needs. All the products of the system are designed for harsh conditions, and thanks to the system's automated functions the implementation of the system can be done quickly.

The Finnish Defence Forces started the procurement for the system by signing a delivery contract with Bittium in September 2011, and it continued with related product deliveries that started in December 2012 and continued after an additional purchase order received in July 2014.

The value of the received purchase order is EUR 2.85 million (excl. VAT). The order has no significant impact on Bittium's net sales, operating result or financial standing, and it has also no effect on Bittium's financial outlook for the year 2015, published on November 5, 2015 in Bittium's Interim Report January-September 2015.



Bittium Tactical Wireless IP Network (TAC WIN), which is in use in the Finnish Defence Forces and acts as the platform for the ESSOR waveform, is a wireless broadband network system intended for military and public safety use. With the system MANET (mobile ad hoc network), link, and connection networks can be formed into one logical IP network quickly, no matter what the location is. It is compatible with existing fixed and wireless network infrastructures.

The core of the system is a software-defined radio based tactical router, which is versatile, easily adaptable to different needs and can be easily updated with software for future needs. With the tactical router users can freely form both wired and wireless broadband data transfer connections.

The system comprises also three types of radio heads, and each radio head covers its own frequency band area and can be used for flexible formation of different network topologies for different communication needs. All the products of the system are designed for harsh conditions, and thanks to the system's automated functions the implementation of the system can be done quickly.

The Finnish Defence Forces started the procurement for the system by signing a delivery contract with Bittium in September 2011, and it continued with related product deliveries that started in December 2012 and continued after an additional purchase order received in July 2014.

Update: Finland issues RfI for HX fighter replacement effort

Finland has issued requests for information (RfI's) regarding its fighter replacement requirement (HX) to five manufacturers with the aim of fielding a replacement for its current fleet of F/A-18 Hornet aircraft by 2025.

The RfI, which was issued on 16 December and announced two days later, was sent to BAE Systems for the Eurofighter Typhoon; to Boeing for the F/A-18 Hornet and F-15 Eagle; to Dassault for the Rafale; to Lockheed Martin for the F-35 Lightning II Joint Strike Fighter (JSF) and F-16 Fighting Falcon; and to Saab for the Gripen. Although not specified in the Ministry of Defence's (MoD's) announcement, it is almost certain that it is requesting information on the latest variant F/A-18E/F Super Hornet, F-15 Advanced Eagle, and Gripen E/F.

Responses to the RfI are expected no later than October 2016, with a request for proposals (RfP's) due in the spring of 2018 and a contract award in 2021.

In October Finland formally launched its HX project to replace the air force's 55 F/A-18C and seven F/A-18D Hornets that have been in service since the mid-1990s. According to the MoD, the Hornet fleet is expected to reach the end of its service life by the end of the 2020s due to overall structural fatigue, the weakening of relative capabilities, and the availability of the aircraft's systems, spare parts, and software, and this out-of-service date ties in with the planned entry-into-service of its replacement in 2025. Full operational capability is expected around 2030.

As well as procuring a replacement platform, Finland is also looking to establish in-country maintenance, repair, and overhaul (MRO) facilities through an industrial offset package. According to the MoD, the HX programme will require separate funding as it cannot be financed under the country's current defence budget framework.

Finnish Border Guard deploys OPV for Mediterranean maritime security operation

The Finnish Border Guard offshore patrol vessel (OPV) FNS Merikarhu sailed from Helsinki on 7 January to support a European Union (EU) maritime security operation in the Aegean Sea, in the first time that Finland has deployed an OPV for such operations abroad.

The deployment of the Improved Tursas-class ship to the operation - the operation co-ordinated by EU Border Security Agency Frontex - in the eastern Aegean Sea follows a request received from Greece in December 2015. The region is regarded as a 'hot spot' for maritime migration activity, and Finland's border guard already has a small coastal patrol boat deployed to the operation (the patrol boat arrived off the island of Kos on 13 October 2015, and will operate in this region until 29 February).

Merikarhu will be based at the island of Leros, and its duties - under Greek command, with the Hellenic Coast Guard leading the operation - will include patrolling between the Greek islands and the Turkish coast. At a pre-departure briefing on 7 January, Lieutenant Commander Mikko Simola, the border guard's liaison officer with Frontex, described Merikarhu 's duties as including border controls and improving situational awareness in its area of operations, in particular helping to control and manage the flow of migrants at sea. Lt Cdr Simola highlighted the wider added value of Merikarhu 's participation for Finland and other EU states, noting that "by enhancing border security in Greece, the Finnish Border Guard supports the internal security of the whole Schengen area."

Built in 1994 and previously the border guard's flagship, Merikarhu has been updated with equipment including a thermal camera (which can help spot gatherings of people on the coastline), satellite communications, two rigid-hull inflatable boats, medical facilities, and a 6-ton crane.

The Sisu SA-240 military truck was primarily designed to tow heavy artillery pieces
