y´a la norme OTAN qui leur lie les poings et ce que j´appelerai le complexe "occidental" qui ne les laissera pas acheter du chinois par exemple,meme si 4 fois moins cher pour meme effet(ou presque). les US en ces temps maigres surfacturent les ventes a ce que je remarque(last notifications),pour compenser le local,surtout les pays "riches" /alliés laissent des plumes(S.korea: 1B$ = 8 MH60/1WCMD ~1M$) bien que ca profite au processus FMS en package,ca ne peut legitimer ces prix chers,faut voir ailleurs..

The Finnish Air Force has made a successful first flight of the BOL countermeasures dispensing system from defence- and security company Saab on the F-18 Hornet fighter.
The integration of the BOL countermeasures dispenser is part of Finnish Air Force Hornet Mid Life Upgrade 2 (MLU2) Program and Saab was awarded the contract for production and integration of the BOL countermeasures dispenser system in September 2009.
PROVEN PERFORMANCE
The BOL Countermeasures Dispensing System from Saab protects the Aircraft against both heat-seeking and radar guided missiles and has proven superior performance. The BOL integration on the F-18’s dramatically increases the amount of countermeasure payload carried by each aircraft, significantly improving combat survivability.
The BOL system uses wingtip vortices to distribute the chaff- and IR payload, which greatly improves dispersion and the rapid formation of a protective cloud, while avoiding the need for pyrotechnics and making it quicker, easier and safer to load the system. Each BOL holds 160 chaff/IR packages, five times more than conventional pyrotechnical dispensers.
The BOL countermeasures dispenser system is in operational service on the Royal Australian Air Force’s F/A-18 Hornet, theUKTornado,USAir Force/Air National Guard’s F-15 Eagle, EF-2000 Typhoon and the Gripen fighter.

Finland to Buy ATACMS T2K Unitary Missiles in Possible $132 Million Deal
Launch of an Army Tactical Missile System (ATACMS) surface-to-surface missile.
13:49 GMT, July 23, 2012 WASHINGTON | The Defense Security Cooperation Agency (DSCA) announced on Friday that it notified U.S. Congress July 5 of a possible Foreign Military Sale (FMS) to the Government of Finland for 70 M57 Army Tactical Missile System (ATACMS) T2K Unitary Missiles and associated equipment, parts, training and logistical support for an estimated cost of $132 million. This transmittal supersedes Transmittal No. 12-25 and replaces the M39 with the ATACMS M57 Block IA T2K Unitary Missile which accurately reflects the Finnish request and is consistent with U.S. export policy.
The Government of Finland has requested a possible sale of 70 M57 Army Tactical Missile System (ATACMS) T2K Unitary Missiles, Missile Common Test Device software, ATACMS Quality Assurance Team support, spare and repair parts, tools and test equipment, support equipment, personnel training and training equipment, publications and technical data, U.S. government and contractor engineering and logistics support services, and other related elements of logistics support. The estimated cost is $132 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country which has been, and continues to be, an important force for political stability and economic progress in Europe.
Finland intends to use these defense articles and services to expand its existing army architecture and improve its self-defense capabilities. This will contribute to the Finnish Defense Forces’ goal of modernizing its capability while further enhancing interoperability between Finland, the United States, and other allies.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The prime contractor will be Lockheed Martin Missiles and Fire Control in Dallas, Texas. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will require up to two U.S. Government or contractor representatives to travel to Finland for up to one week for equipment de-processing/fielding, system checkout, and training. There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
The proposed sale of this equipment and support will not alter the basic military balance in the region. "The delivery is an important achievement in our goal to be the preferred partner in the area of tactical communications for the Finnish Defence Forces," Viitaniemi added.
Under the contract, the company will be responsible for pilot delivery of unspecified units of EB Tough VoIP Field Phones to Finland's defence forces as part of first phase of the army's long-term procurement programme.
The systems will be installed into the army's field and mechanised artillery, as well as multiple rocket launchers systems (MRLS) to help support the new network-centric defence model, designed to improve conducting joint operations.
Tough VoIP Field Phones are specifically designed to improve soldiers' performance and operational capabilities by bringing broadband IP data connectivity and voice services directly to the battlefield.
Elektrobit is planning to display the system along with its Tactical Wireless IP Network products at the forthcoming Military Communications (MILCOM) 2012 conference in Orlando, Florida, US, from 29 October to 1 November.

Finland buys used BV206's from Norway
Finland has signed an agreement for purchase of 123 BV-206 D6N all-terrain vehicles. Deal is part of project to improve local troops and their mobility.
The deal has option for 150 additional vehicles. Price is approximately 27000€ per vehicle. They have been used for average of 4000km and are in excellent shape.
These vehicles will replace Sisu Na-140 BT vehicles. Operating costs for these vehicles are significantly lower than the current vehicles that use gasoline. The old vehicles will be used up by 2017. After that they will be sold in auctions.
Defense Forces started project in 2009 to ensure usability of these type of tracked vehicles. It's aim was to increase service life for these vehicles until 2025-2030. According to conclusions made by the project, Defense Forces decided to buy vehicles from Norway. Defense Forces will need to replace total of 400 such vehicles.
Defence Chief: Defence Forces Face Funding Shortage

Chief of Finland’s Defence Forces, Vice Admiral Juha Rannikko, has called for a review of funding for Finland’s basic defence duties and programs before the end of the decade.
A reduction in budgetary allocations is threatening the ability of the country’s defence forces to fulfil their duties says defence chief Juha Rannikko.
Speaking during Thursday's Independence Day parade in Kouvola, southeast Finland, Rannikko said that the defence forces cannot complete their mission if funding remains at levels set for 2015.
“Funding evaluation has resulted in defence force reform at the same time that savings targets cut the defence budget by about ten percent for the period 2012 to 2015,” Rannikko said.
The defence chief said that the three main tasks of the defence forces are to ensure Finland's military defense, to support other organisations and to participate in international crisis management programmes into the next decade.

Rolls-Royce Wins Contract to Supply Waterjets for the Finnish Navy's New High Speed Landing Craft

Rolls-Royce has won a contract to supply water jets to power Marine Alutech Oy Ab's new Watercat M18 AMC high speed troop transport craft that are currently under construction for the Finnish Navy.
The boats, classified as U700, are designed and built by the Marine Alutech shipyard in Teijo, Finland, which specialises in patrol and military vessels.
The contract, for 12 craft, will involve the supply of Rolls-Royce 40A3 water jets (two per craft), and a state-of-art control system that will enhance the manoeuvring capabilities of the vessels.
Andrew Marsh, Rolls-Royce, President – Naval, said: "This latest contract reaffirms our leading position in the supply of water jet technology for a variety of naval craft, where speed, manoeuvrability and the capability to operate in shallow waters are crucial customer requirements. We're delighted to be working with Marine Alutech and building on our excellent relationship with the Finnish Navy."
The 19 metre long vessels will be able to reach speeds in excess of 40 knots and are suitable for a range of duties including troop transportation, medical and evacuation tasks, and landing operations. They are designed to operate in archipelago, coastal and offshore conditions, and will enter service from the middle of 2014.
Water jets enable operation in shallow waters and offer higher speeds and better manoeuvrability than conventional propellers. The official handover of the first torsion-free container frame on SISU chassis took place at the headquarters of the Finnish airforce in Tikkakoski at the end of January. All 14 vehicles have been equipped with an electro-hydraulic levelling system designed by Empl.
The system was specially adapted to the requirements of a mobile radar system used on the container frame, which will in future ensure extended air space monitoring in Finland.
ELECTRO-HYDRAULIC SUPPORT
The hydraulic supports and automatic levelling system mounted on the container frame have been specifically developed and tested for military applications. This newly developed system makes levelling with an accuracy of ± 0.5° possible. Different terrain inclines in both a longitudinal and horizontal direction can thus be balanced out in coordination with the relevant vehicle manufacturers in heavy-duty vehicles with two to four axles. The lifting force is variable and may be up to 18 tonnes per support. A cable remote control is used for operation.

Finland buys PKM:s from Russia Finnish Defense Forces will buy PK machineguns and their spare parts. Deal has been signed with AO Rosoboronexport. The price tag for the deal is 3.1M €.
The procurement was started in 2012. Machine guns and their spare part will be shipped to Army and Navy within 2013. They are of same type as the machine guns that Defense Forces already has in use.
The spare parts will ensure life cycle of the old and new machine guns to 2020.
Finnish Defence Forces preparing to take over command in Lebanon - new duties for reservists
The Finnish Defence Forces are preparing to take over the lead from the Irish in the Irish-Finnish Battalion in the UNIFIL Operation from November 2013 onwards. As a Lead Nation, Finland’s contribution will increase from 176 soldiers to ca. 330. The Finnish president made the decision on 15 March 2013
The total strength of the UNIFIL Operation is 11,600 soldiers, of which 176 are Finnish. Most of the Finns serve in the Irish-Finnish Jaeger Battalion in southern Lebanon. Some also serve in headquarters and support duties.
The Defence Forces will plan and prepare the personnel tasks required of a Lead Nation in the first half of 2013. The FDF have initiated task planning, which will then be carried out together with the UN, the UNIFIL Operation and Ireland. As national and international preparations and decisions progress, the Defence Forces will start HR planning for tasks. Lead Nation personnel have more tasks, especially in headquarters and support.
Once task descriptions will have been finalised, duties reserved for FDF and Border Guard regular personnel only will be posted on the FDF’s intranet. As well as bringing changes to existing duties, becoming a Lead Nation means there will be many entirely new duties to fill.
Currently it would appear that professionals from the Reserve would be required in nursing, IT, maintenance and construction. Reservists (incl. retired personnel) may express their readiness for crisis management duties on the Defence Forces website (www.rauhanturvaajaksi.fi). As planning progresses, the FDF will publish more information on the said website.

Elektrobit will deliver EB Tactical Wireless IP Network Communication system to Finnish army
Elektrobit (EB) has signed a contract with the Finnish Defence Forces for deliveries of the EB Tactical Wireless IP Network communication system. The product delivery contains tactical routers and radio head units for the land force’s communication needs.
The Finnish Air Force has confirmed that the majority of its Hornet fighter jets have been grounded due to a flaw in the ejector seat mechanism.
A defect has been detected in the ejector seat of the F-18 Hornet fighter jet used by the Finnish Defence Forces. As a result, the Air Force has issued a flight ban on the majority of the fleet’s Hornets.
The American manufacturer reportedly detected a malfunction in the powder cartridge required to power the seat and reported the defect to the FDF. It says the faulty cartridge is not guaranteed to work in all situations -- and may even completely fail to eject in some circumstances.
The Chief of Staff of the Air Force, Brigadier General Kari Salmi, said that the flight ban affects all one-seater Hornet aircraft. The ban does not affect two-seaters, since the powder cartridges come from a different manufacturing batch. The Air Force currently owns nearly 20 two-seater jets.
“They are reserved for our emergency response duties,” Salmi added.
The Brigadier-General pointed out that the flight ban will not affect Air Force operations, since Finland has some 60 Hornet jets.
However the ban will affect training flights and flight drills -- three-day aerial exercises due to take place in northern and eastern Finland this week have had to be cancelled.
Defence Forces engineers will replace the faulty cartridges with new units acquired from the US.

Lockheed Martin Receives $34 Million JASSM® Contract for Additional Integration onto Finish Air Force F-18
Orlando, Fla., June 10, 2013 – Lockheed Martin [NYSE: LMT] received a $34.2 million Foreign Military Sales contract from the U.S. Air Force to support additional integration of the Joint Air-to-Surface Standoff Missile (JASSM) onto the Finnish Air Force F-18C/D aircraft.
Finland is the second international customer for JASSM. This second contract for Finland includes test missiles, software development and engineering documentation. The first contract was awarded in 2012, which initiated the six-year integration, production and sustainment effort.
The program is a joint effort between the U.S. Navy, U.S. Air Force, Lockheed Martin and the Finnish Air Force. Airworthiness activities will occur at NAS Patuxent River, Md., followed by flight testing at the Naval Air Warfare Center Weapons Division in China Lake, Calif.
“JASSM’s capabilities and proven reliability will play an essential role in assisting the Republic of Finland to achieve their national defense objectives,” said Bob Adams, international program manager of long-range strike systems at Lockheed Martin Missiles and Fire Control. “We are on schedule to support the operational requirements of the Finnish Air Force’s F-18 mid-life upgrade effort.”
The contract award follows several recent JASSM program milestones, including successful completion of the Lot 6 Reliability Assessment Program and completion of the JASSM-ER initial operational test and evaluation program, which resulted in recommendation for full-rate production.
JASSM is an autonomous, air-to-ground, precision-guided standoff missile designed to meet the needs of U.S. and allied warfighters. Armed with a penetrator and blast fragmentation warhead, JASSM cruises autonomously, day or night in all weather conditions. The missile employs an infrared seeker and enhanced digital anti-jam Global Positioning System to find specific points on targets.
The stealthy JASSM is integrated on the U.S. Air Force’s B-1, B-2, B-52, F-16 and F-15E. Internationally, JASSM is certified on the F/A-18A/B for the Royal Australian Air Force. Future integration efforts will focus on U.S. and international versions of the Lockheed Martin F-35 Lightning II fighter aircraft and other international platforms.
JASSM is produced at the company’s award-winning manufacturing facility in Troy, Ala., recently honored as an Industry Week “Best Plant” for 2012. The company has assembled more than 1,200 JASSM cruise missiles for testing and operational use toward a total U.S. Air Force objective of 4,900.

Finland Accuses Russia of Airspace Violation
Two Russian military aircraft are suspected of having violated Finland’s airspace, the Finnish Defense Ministry said in a statement Wednesday.
The incident took place Tuesday morning over the Gulf of Finland, the ministry said on its website.
The report did not identify the Russian aircraft, saying only that F/A-18 Hornet fighter jets of the Finnish Air Force were dispatched in order to identify the invaders.
The Russian Defense Ministry has not commented on the accusations.
This is the second such incident in a month. The Russian military denied the accusations the last time, but admitted a military aircraft came near the Finnish airspace due to bad weather.
In 2008, Finland announced plans to purchase 12 new radar systems because of alleged regular violations of its airspace by Russian jets. The first radar was deployed last January.
