Les chantiers navals russes livreront 17 navires en 2011



En 2011, le consortium russe de construction navale OSK livrera à la Marine du pays et aux clients étrangers 17 bâtiments de guerre, dont deux sous-marins nucléaires lanceurs d'engins (SNLE), a annoncé mercredi aux journalistes le PDG du consortium, Roman Trotsenko.

"Cette année, nous projetons de livrer 17 bâtiments de guerre aux forces navales russes et aux clients étrangers, y compris des SNLE et des bâtiments de surface", a-t-il déclaré lors du Salon international de la défense maritime (IMDS-2011) qui se déroule du 29 juin au 2 juillet à Saint-Pétersbourg.

M. Trotsenko a précisé que la Marine russe recevrait deux sous-marins nucléaires, mais a refusé de citer leurs noms.

Une source bien informée au sein du complexe militaro-industriel a confié à RIA Novosti qu'il s'agissait du sous-marin stratégique Iouri Dolgorouki (utilisé mardi pour un test du missile balistique intercontinental Boulava) et du sous-marin nucléaire à fonctions multiples Severodvinsk.

Selon M. Trotsenko, l'OSK construit actuellement 54 navires, dont 40 pour les forces navales russes et 14 pour des pays étrangers.

Severodvinsk-based Shipbuilding Center ‘Zvezdochka’ is a diversified shipbuilding enterprise. It has two covered slipways with 7 shipbuilding sites which are designed for overhaul and construction of vessels with a launching weight of up to 18,000 tons. The firm is majority owned by Northern Shipbuilding and Ship Repair Center, part of JSC United Shipbuilding Corporation.Project 667BDRM Delfin nuclear-powered subs are basic assets of Russia’s maritime nuclear deterrence force. Their construction was started in 1981 at Sevmash shipyard. In total, the Russian Navy received seven submarines of the class between 1984 till 1990. Presently, Russian Navy operates six of them. Zvezdochka shipyard has repaired and modernized all of them from 1999 to 2012. Verkhoturye SSBN – lead sub of the class– was laid down at Sevmash shipyard in February 1981.

Russia to Reopen Arctic Airbases

Selected air units of Russia’s Western military district will start this year preparations to return to abandoned Arctic airfields, the commander of the district’s aviation Maj. Gen. Igor Makushev said on Wednesday.

Military airfields in the Arctic were used extensively in the Soviet era, but after the collapse of the Soviet Union in 1991 they have been generally mothballed.

“We will start reopening airfields on Novaya Zemlya and in Naryan-Mar as early as this summer,” Makushev told a news conference in St. Petersburg.

Plans for next year include the reopening of a military airfield on Graham Bell Island, which is part of Franz Josef Land.

Russia has announced plans to deploy a combined-arms force to protect its political and economic interests in the Arctic region by 2020, including military, border and coastal guard units to guarantee Russia's military security in diverse military and political circumstances.

Russian Defense Minister Anatoly Serdyukov said in July 2011 that two arctic brigades would be stationed in “Murmansk or Arkhangelsk or some other place.”

The aircraft also had a history of snags with its propfan engines.

Russia pulled out of the project in 2006, with Russia Air Force commander Vladimir Mikhailov stating it did not need the aircraft and would prefer the modernized Il-76, but it later rejoined the program.

Le gouvernement russe a approuvé le 31 mai le programme fédéral de développement des frontières nationales de la Russie d'ici 2020, prévoyant l'octroi de 134 milliards de roubles (3,3 mds EUR) à ces fins, rapporte mercredi l'Agence fédérale pour le développement des frontières nationales (Rosgranitsa).

"Le programme a pour but de créer un système moderne de protection des frontières nationales, de former les conditions favorables pour le commerce extérieur et le transport international en développant les sites de l'infrastructure frontalière", lit-on dans un communiqué de l'agence publié mercredi.

Selon le document, le nouveau programme prévoit de nouvelles approches concernant le développement des frontières nationales, notamment l'application de technologies modernes dans la construction des sites frontaliers, le renforcement des unités opérationnelles de gardes-frontière, l'introduction de systèmes automatisés de contrôle et l'achat de nouvelles armes et matériel.

Le programme précédent de développement des frontières s'est achevé en 2011, les dépenses de l'État ayant atteint au total 110 milliards de roubles (2,7 milliards d'euros).

Yury Dolgoruky to Complete Sea Trial on Thursday

Russia's latest ballistic missile submarine, the Borey class Yury Dolgoruky will complete an initial sea trial on June 7, its maker Sevmash shipyard said on Tuesday.

"The Yury Dolgoruky will complete an initial sea trial on June 7. If all testing goes successfully, the boat will be accepted into service in the near future," a Sevmash source told RIA Novosti, adding that no tests of the boat's future primary armament, the Bulava ICBM, are planned during the sea trial.

The Bulava will be test-fired again this year, but from another boat of this class, the Alexander Nevsky, and if the test is successful, the two systems will be accepted into the service this year.

Defense Minister Anatoly Serdyukov and former navy commander Admiral Vladimir Vysotsky have previously said that the Borey class boats and Bulava, would enter service this fall.

The 24,000 ton displacement Borey class boats will carry 16 Bulava missiles. The new boats will be the mainstay of Russia's naval nuclear deterrent fleet after 2018, replacing the existing Project 941 and Project 667 (NATO Typhoon and Delta-3 and Delta-4) class ballistic missile submarines.

Russia’s Eastern Military District took delivery of a “regimental” set of S-400 Triumph air defense missile systems, the Defense Ministry said on Saturday.

Russia currently has four S-400 regiments - two in the Moscow region, one in the Baltic Fleet and one in the Eastern Military District.

By 2020, Russia is to have 28 S-400 regiments, each comprised of two battalions, mainly in maritime and border areas.
The S-400 Triumph long- to medium-range surface-to-air missile system can effectively engage any aerial target, including aircraft, unmanned aerial vehicles, and cruise and ballistic missiles at up to 400 kilometers and an altitude of up to 30 kilometers.

The Russian Defense Ministry has said there are no plans so far to export the S-400, which will be produced only for the Russian Armed Forces.

The Russian Air Force has contracted the Tupolev design bureau to develop and produce two prototypes of special-mission versions of its Tu-214 commercial transport aircraft, designated Tu-214R, developed under the codename ‘Project 141’.

The aircraft is considered as the successor of the Ilyushin IL20M ELINT aircraft, which has remained in operational service for five decades. The Tu-214R was originally scheduled to enter service in 2008 but by that time the aircraft hasn’t made its first flight yet. At present the scheduled Initial Operational Service milestone is expected by mid 2013 with the follow on prototype fielded a year later.

The aircraft is configured to carry the MRC-411 multi-intelligence payload, to include electronic intelligence (ELINT) sensors, side-looking Synthetic Aperture Radar (SAR) and other Signals Intelligence (SIGINT) and Communications Intelligence (COMINT). In addition, the aircraft will carry multi-spectral electro-optical systems, providing a true Multi-Int support to Russian military forces.

Tu-214R first flew in 2009 and is expected to become available by 2013, following the completion of the test flying campaign. The second prototype, currently in assembly at Kazan Aircraft Production Association (KAPO) will enter service in 2014. KAPO has teamed with the Tupolev Design Bureau to become the manufacturing center for its civil and military aircraft, including the Tu-214R. The delay has exposed KAPO to legal actions by the Ministry of defense but Moscow is still supportive of this program.

Russian Helicopters has received 5 billion rubles ($160 mln) from the federal budget for the development of three types of unmanned aerial vehicles (UAV).

After charging that smaller domestic developers wasted public funds - and pointedly purchasing Israeli drones for military trials - the Defense Ministry has switched to a big holding with sufficient capacity to develop and produce indigenous UAVs.

According to the Gazeta.ru portal, the company has been contracted by the Russian Defense Ministry to develop light-, medium-, and heavy-weight rotary UAVs for reconnaissance, strike and transportation purposes.

A prototype of a short-range drone, Ka-135, with carrying capacity of up to 100 kg, must be developed by 2015.

A heavy-weight UAV, dubbed Albatros, is expected to be developed by 2017. It can be used as a strike or transport drone.

The most recent contract envisions the development of a medium-weight UAV with operational range of up to 300 km.

If successful, Russian Helicopters may receive additional funding in the future to develop two more types of UAVs to be delivered to the military and police.

Russian Air Force to Get 10 MiG-31BMs This Year

The Russian Air Force's Central Military District will receive its first ten modernized MiG-31BM interceptors this year, the District's press service said on Monday.

"The air forces of the Central Military District will take delivery of 10 MiG-31BM fighter-interceptors and two Mi-26 heavy transport helicopters this year," a Central Military District representative said.

The Russian Air Force has previously said it intends to take delivery of up to 60 MiG-31BMs by 2020, under a contract signed with United Aircraft Corporation in 2011.

The MiG-31BM is a heavily modified variant of the MiG-31, featuring upgraded avionics and digital data links, a new multimode radar, color multi-function cockpit displays, and a more powerful fire-control system. It can detect airborne targets at the range of 320 kilometers (200 miles) and simultaneously track up to 10 targets.

The MiG-31BM can carry new air-to-air missiles including the K-37M long-range air-to-air missile, which has been developed specifically for it according to Douglas Barrie, an air warfare analyst at the London-based International Institute for Strategic Studies.

Russian Helicopters Completes Delivers of Ka-32A11BCs to Russia’s Emergencies Ministry Ahead of Schedule

Moscow | Russian Helicopters, a leading global designer and manufacturer of helicopters and part of the Russian state defence industry holding Oboronprom, announces the early completion of its contact to supply five search-and-rescue helicopters to the Russian Emergencies Ministry (EMERCOM).

The fifth and final Ka-32A11BC was delivered to the Ministry under a contract to supply five Ka-32A11BC helicopters configured for medical operations and also ready to have fire-fighting equipment fitted. All five machines are fitted with medical modules produced by the Kamov Design Bureau and certificated in June 2012 by Russia’s health and social development service.

The Ka-32A11BCs were delivered six months ahead of the schedule agreed under the contract signed with the Ministry in 2009.

It is planned that the helicopters will be used for patrolling the main road between Moscow and St. Petersburg as part of the Ministry’s road-safety programme for Russia’s federal highways.

Russian Helicopters and the Emergencies Ministry’s Aviation Administration in 2009 signed a supply agreement under which the Company will supply helicopters to create an integrated road-safety system involving airborne search-and-rescue and medical units and helicopter-based first-aid brigades. In total, the Ministry’s Aviation Administration may acquire 62 light and 123 medium helicopters.

Experts say that the Ka-32A11BC is one of the best helicopters for search-and-rescue and fire-fighting operations anywhere in the world. On 19 June, Ka-32As and an Mi-26T belonging to the Ministry and fitted with external water discharge units were instrumental in effectively and rapidly localising and extinguishing a large fire across an area of about 1,000 sq m in northern Moscow.

Earlier this year, in April Ka-32As and Mi-26T of the Russian Emergencies Ministry put out a fire on the 66th and 67th floor of the Moscow International Business Centre (“Moscow City”). Using other fire-fighting equipment was impossible at such a height, and helicopters proved to be the only effective way of tackling the fire on the upper floors of the building.

Airborne search-and-rescue bodies and companies in countries across the world operate helicopters of the Ka-32A series for fire fighting, maintaining public order, evacuating sick and wounded people from disaster zones, law enforcement and border patrols.

The ??-32?11?? is a multi-role variant of the ??-32?. The helicopter is unique in its capability of carrying loads on an external sling and as a “flying crane” for the erection of tall structures. The coaxial rotors of the Ka-32A11BC have a number of advantages in hover accuracy and maneuverability, allowing it to perform complex installation and construction tasks. The Ka-32A11BC can be employed in a wide variety of tasks, including horizontal firefighting using a water cannon., search and rescue and medevac missions. Today the Ka-32A11BC is certificated in major regions of the world, in North and South America, Europe, and Asia. For instance, in 2011 the helicopter received type certificates in Brazil and India, while European certification was achieved in 2009 (EASA type certificate EASA.IM.R.133). In 2008 the??-32?11?? was certificated in China, Indonesia, and South Korea. In 2007 it received the Chilean certificate, and the Mexican one came as early as 2005. In 2006, the helicopter was awarded a supplement to the airworthiness certificate in Canada. which allowed it to carry corporate passengers (the Canadian certificate itself was issued back in 1998).The??-32?11?? was designed by the Kamov design bureau, a part of the Russian Helicopters industry holding. Mass production is based at the aviation plant in Kumertau. Over 140 have been built, and about half of these is in operation in over 30 countries worldwide.

The Russian Foundation for Advanced Research Projects in the Defense Industry will finance high-risk projects, a deputy prime minister said on Thursday.

“I believe that the foundation will take on all high-risk and fundamental research projects in the military-industrial complex,” said Dmitry Rogozin, who oversees the defense related sectors of industry.

President Vladimir Putin has submitted to parliament a bill on the foundation’s establishment, which is expected to become Russia’s answer to the United States Defense Advanced Research Projects Agency (DARPA).

The foundation will be tasked with informing the country’s leadership on projects that can ensure Russian superiority in defense technology.
It will also analyze the risks of any Russian technological backwardness and technological dependence on other powers.

The new nuclear-powered Borei class submarine “Yuri Dolgorukii” will join the Russian Navy next month, Vice-Admiral Viktor Chirkov told the RIA Novosti news agency in St. Petersburg, adding that Russian submarines have already been equipped with the sea-based ballistic “Bulava” missile de facto.

The intercontinental “Bulava” missile has a range of 8,000 kilometres, and its weight is about 37 tons.

The “Bulava” missile can carry 6 to 8 hypersonic nuclear multiple re-entry vehicles.

Un chasseur Sukhoï Su-27 s'est écrasé jeudi matin dans la région de Petrozavodsk, en Carélie, ses pilotes ayant réussi à s'éjecter, a annoncé à RIA Novosti une source au sein des forces de l'ordre de la république située dans le nord-ouest de la Russie.

"L'appareil s'est écrasé à trois kilomètres de l'aérodrome de Bessovets situé à 14 kilomètres de la ville de Petrozavodsk. Les deux pilotes, qui ont réussi à s'éjecter, ont été retrouvés peu après la catastrophe par un groupe de sauveteurs", a indiqué l'interlocuteur de l'agence.

Une enquête a été ouverte afin d'élucider les causes de l'accident.

Selon une source au sein du ministère russe de la Défense, le chasseur Su-27 n'était pas équipé d'armements, car il s'agissait d'un vol d'entraînement.

A new long-range missile for Russia’s formidable S-400 air defense system will soon enter service, chief-of-staff of Russia’s Air and Missile Defense Command Maj. Gen. Andrei Demin said on Thursday.

“A long-range missile for S-400 has passed all trials and will soon be delivered to air defense units,” Demin told RIA Novosti without specifying the model.

According to experts, it could be the 40N6 variant, which has an active radar homing head and is capable of destroying airborne targets at ranges of up to 400 kilometers (250 miles).

Russia currently has four S-400 regiments - two in the Moscow region, one in the Baltic exclave of Kaliningrad, and one in the Eastern Military District.

By 2020, Russia is to have 28 S-400 regiments, each comprised of two battalions, mainly in maritime and border areas.

The S-400 Triumf long- to medium-range surface-to-air missile system can effectively engage any aerial target, including aircraft, unmanned aerial vehicles, and cruise and ballistic missiles at up to 400 kilometers and an altitude of up to 30 kilometers.

Newly appointed Commander-in-Chief of the Russian Air Force Victor Bondarev has given a press conference in Moscow.



Major General Bondarev related to journalists plans for the Air Force’s development, and voiced some previously unknown information.



C-500 in the year 2013



The greatest interest aroused by Bondarev’s statement was that the first complex of new generation C-500 anti-missile systems could be supplied to the troops already in 2013, though it had been previously announced that the system would only be ready for testing in 2015. Such a sharp “acceleration” of the process raises questions, but a possible explanation lies in the system being gradually brought to specified conditions.

Taking the year 2013 as a starting point, it is logical to assume that this year only a “reduced” version of the system, equipped with a “transition” combat control item, radar from the previous C-400 system, and a new missile launch pad will be ready for testing. Later, in the next 3-5 years, as new elements of the system are developed and adopted, the troops will be supplied with improved variants of the system. This practice has a number of advantages. Due to the fact that personnel of several regiments have already mastered experimental anti-missile systems by the time standard systems are adopted, it will be possible to reduce the time needed for training detachments.



Reaction time and combat readiness



One of the modern military aircraft’s main characteristics is its reaction time to threats, and during his press conference Bondarev also drew attention to this factor. Answering the question about the state of the air defense system, he said that today the time of reaction to the appearance of an enemy aircraft in the zone of responsibility was 3-4 seconds, which allowed the intercepting of almost any target.

Maj. Gen. Bondarev also voiced another figure – 4 hours – which applies to the Air Force’s reaction time. This figure was mentioned in response to the question about the necessity of resuming Russian military aircrafts’ permanent presence on Sakhalin and expanding Russia’s presence in the Arctic.

He stressed that “If we are not present somewhere today, that doesn't mean that we can't appear there very quickly. The Air Force is a mobile type of armed forces, and airplanes can reach the same Sakhalin Island in four hours.”

The Commander-in-Chief also noted that Russian military aviation was regularly training quick redeployment to advanced aerodromes.

Maintenance of the Air Force in combat readiness is possible only in case of uninterrupted training of flight personnel. Today it is conducted both with the use of simulators allowing the practice of actions in emergency situations, and in the air. Moreover, the number of flight hours per crew is growing. In 2011, on average for the Air Force it totaled more than 90 hours, and this year it is going to exceed 100 hours per year.

In 2012, Air Force academies that have completed their restructuring are resuming the intake of students. This year about 180 students will enter universities aiming to become pilots in the Russian Air Force, and about 80 more will train to become pilots in other state structures possessing aviation of its own, such as the Ministry of Internal Affairs, the Federal Security Service, and the Ministry of Emergency Situations. Next year, this number should be increased. Theoretically, while Russia plans to bring the number of its Air Force to 2200-2500 airplanes and helicopters by the mid-2020s, it will be necessary to have 4500-5000 people as flight personnel. Thus, it is essential to increase the intake of students at the academies.



Retiring the Antonov An-26



Bondarev did not disclose the number of aircraft which should be supplied to the Air Force this year. However, he made several interesting points when speaking about modernization plans and decommissioning of aircraft. In particular, according to the Commander-in-Chief, the Antonov An-26 light military transport aircraft will be completely written off in the next few years. “These airplanes are absolutely out of date, and their further modernization is inexpedient,” he noted. This statement brings us back to the problem of replacing light transport aircraft, which was the topic of many discussions including those on Voice of Russia’s website. Touching upon a possible successor, Bondarev noted that a new light transport airplane was being developed for the Air Force, but he did not name either the developer, or the scheduled time of production.

Meanwhile, nothing can prevent analysts from making an educated guess. Based on the availability of relevant projects that are within the reach of our Air Force, it is highly probable that work on the Ilyushin Il-112В project will resume. The 2011 report by OJSC Ilyushin Aviation Company published on the Internet states the company’s desire to reinvigorate the Ministry of Defense’s interest in the project. It is noteworthy that in May 2010 the Ministry of Defense dropped the Il-112В project as the price of its development had twice exceeded the initialestimate.

If the military and the United Aircraft Corporation do find common ground, and work on the Il-112В project resumes, this will be an optimal solution for the Russian Air Force, because in this case there will be no need to search for a foreign aircraft to fill the gap left by the An-26.

Moscow Times is reporting the Russian Air Force has grounded its SU-27 fleet after a fourth generation fighter crashed Thursday in Russia’s Far East killing one pilot and injuring the other.

Russian Air Force officials expect the investigation into the crash to last up to 30 days. Flights have been suspended until the conclusion of the investigation.

Russia built the SU-27 to compete with America’s F-15. About 450 SU-27 Flankers make up the Russian fleet while another 200 have been shipped to Russian allies such as China. There have been no reports of other countries grounding their SU-27 fleets.

Investigators have recovered the flight recorders. Officials told Moscow Times the crash was likely caused by pilot error or technical problems with the onboard flight system. There’s also the possibility the crash was caused by a bird.

Considering Russia’s flagging defense budget, the military can’t afford to lose fourth generation fighters in training runs. Despite the lack of air-to-air combat, the world’s fighter aircraft have experienced a string of problems. The U.S. Air Force is still trying to figure out why the F-22 fighter jet keeps suffocating its pilots.

Thursday’s crash coincidentally occurred near where a Tu-134 airliner crashed that killed 47 people. That investigation later found the pilot was drunk.

La Flotte du Pacifique russe aux exercices RIMPAK 2012

Le détachement de navires de la Flotte russe du Pacifique est arrivé ce samedi de Vladivostok à la base navale des États-Unis - Pearl Harbor à participer aux exercices navals internationales RIMPAK 2012.

La phase active des exercices se déroulera du 11 juillet au 2 août. 45 navires de guerre et des navires auxiliaires provenant de 22 pays, ainsi que 100 avions et plus de 20.000 marins y participeront. Les gars de la marine russe participent à ces exercices internationaux pour la première fois, qui ont lieu depuis 1971.

Le but principal de manœuvres – de pratiquer l'interaction des forces navales de la « ceinture du Pacifique » et d'accroître leur préparation pour les opérations conjointes de lutte contre la piraterie maritime, le terrorisme, ainsi que pour l'action humanitaire en cas de catastrophes naturelles et industrielles.
