Russian defence minister confirms one-year delay in delivery of Admiral Gorshkov

Russian Defence Minister Anatoly Serdyukov on Wednesday confirmed a delay of one year in the delivery of aircraft carrier Admiral Gorshkov to India.

Amidst reports of imposition of a penalty for the delay, Serdyukov arrived in the national capital earlier in the day for defence minister-level talks.

The minister's confirmation to the projection of one-year delay comes as a big setback for the Indian Navy , which was hoping to commission Gorshkov before December this year.

Earlier, India had on Tuesday warned that it could impose a penalty of up to five per cent of the total deal worth over $2.3 billion for the delay in handing over of the aircraft carrier. A senior defence ministry official put the likely amount of penalty at Rs.600 crore.

A final decision in this regard, however, was likely to be taken after Serdyukov's meeting with his Indian counterpart A.K. Antony.

Russian diplomatic sources questioned as to how India could impose such a penalty when they had not done so in the case of delivery of Scorpene submarines, whose delivery schedule has also slipped by over three years.

The first of the six Scorpene submarine contracted from France was supposed to be delivered in 2012, but now it is scheduled for induction into the navy only by December 2015.

At the meeting, India was expected to raise the issue of delay in delivery of Gorshkov. The delivery schedule of the already much-delayed 45,000-tonne warship slipped further after it encountered engine malfunctions during sea trials in Russia.

The ship, rechristened INS Vikramaditya, was scheduled for commissioning into Indian Navy by December 4, but Russian media reports have suggested that it would now be delivered only in October 2013. The carrier was originally scheduled to join the navy in 2008.

New Delhi: India is all set to procure 42 Su-30 MKI combat aircraft and 71 medium-lift helicopters from Russia.

The issue was discussed during meeting between Defence Minister AK Antony and his Russian counterpart Anatoly Serdyukov in New Delhi and an agreement in this regard is expected to be signed during the visit of President Vladimir Putin on November 1, sources said.

The 42 Su-30MKIs will add to the firepower of the Indian Air Force and after this, the number of these aircraft will be around 272, they said. During the meeting, the two sides were also understood to have discussed the upgrade programme of the existing inventory of these aircraft in the IAF.

The discussion for procurement of 71 Mi-17 V5 helicopters for the IAF and the Ministry of Home Affairs (MHA) was also discussed during the meeting on Tuesday.

Under the procurement, India will buy 59 choppers for the IAF whereas the remaining will be used by the MHA and the Central Armed Police Forces (CAPF) most probably foranti-Naxal operations.

The US is offering 245 Stinger missiles to India as part of a weapons package for the Apache attack choppers being acquired by the Air Force.

"245 air-to-air Stinger missiles and 56 launchers are included in the weapons package for the Apache helicopters," officials of Raytheon, which manufactures the missiles, said.

"The Stinger compliments the advanced performance of the Apache by providing the IAF with the critical air-to-air defence capability," they said.

India has selected the American Apache helicopter for its requirement of 22 attack helicopters which will have both air-to-ground and air-to-air roles in the service.

"Yes, Apache is final now," IAF Chief Air Chief Marshal N A K Browne had recently told a press conference when asked if the service was procuring the American choppers. The two sides are at present negotiating the contract.

The American helicopter edged out the Russian Mi-28 in the race for the IAF contract.

The surface-to-air version of the Stinger missile is widely credited for the collapse of Russian helicopter fleet in Afghan war in 1980s and was also used by Pakistani troops to bring down an IAF Mi-17 helicopter during the Kargil war in 1999.

Commenting on its relations with Indian armed forces, Raytheon said it was "providing advanced air traffic management AutoTrac technology solution for the IAF" as part of Modernisation of Air Field Infrastructure (MAFI) project.

Under the MAFI programme, India is planning to upgrade 30 military air fields to enable them to carry out night operations and operate large-bodied planes such as the C-17 Heavy-lift transport aircraft.

Indian Army to get its own attack helicopters

New Delhi: In a move that is likely to raise hackles within the Indian Air Force (IAF), the government has decided to allow the Indian Army to acquire its own fleet of attack helicopters.

The decision comes days after IAF chief Air Marshal N A K Browne told reporters on October 5 that it was not possible to have "little air forces". Days later, on October 9, Defence Minister A K Antony, had termed the fight between the IAF and Army over the attack helicopters as a 'family problem'.

National Security Advisor Shiv Shanker Menon had to intervene on behalf of Defence Minister A K Antony in the three year row between the Air Force and the Army over who would own the attack helicopters.

After talking to both Air Chief Marshal N A K Browne and Army Chief General Bikram Singh this week, Mr Menon advised the Government that Army should own and operate the medium lift attack helicopters. The first batch of Apache helicopters to be bought from USA programme may go the Indian Army. Currently, India has two squadrons of attack helicopters, Mi-25 and Mi-35, which are maintained and manned by the Indian Air Force but under the operational control of the Indian Army.

The Indian Army has been for long making a case for having its own fleet of attack helicopters. The Army contends that having its own attack helicopters rather than depending on the IAF would give the land forces more power and reach in tactical situations.

It also argued that having its own attack helicopters is integral to the Cold Start Doctrine - designed to cut down the time taken to mobilise troops. Apart from the three strike Corps, Army has now designated its holding corps as the pivot which can launch offensive defence before strike corps take over. Concerned with enormous time taken to mobilise the strike corps after the 2001 terrorist strike on the Indian Parliament - after which India nearly went to war with Pakistan - the Army revised its deployment and operational plans.

The IAF, however, argues that using attack helicopters without the support of larger air assets like interceptor and attack aircraft would make the slow moving attack helicopters vulnerable. And to ensure that large aircraft are always available to support and sanitise airspace, the attack helicopters should be with the IAF. Also, the IAF contends land forces which are equipped with attack helicopters - like the US - fights wars differently than India.

The IAF had also contended that allowing the Army to own attack helicopter would lead to duplication of assets.

The proposal to arm the Indian Army with attack helicopters was mooted by the former controversial Chief of Army Staff V K Singh as a part of transformation of the Army into a more leaner, meaner and network-centric force. Four exercises held on the western front under Western and South Western Commands in 2011 and 2012 had brought out the need to have attack helicopters as an integral part of the assembled firepower. The proposal was shelved after the relation between the Government and Army Headquarters plummeted following the age row of General V K Singh.

India it cutting its order for a fifth-generation stealth fighter being developed jointly with Russia by a third, India's Air Chief Marshal N A K Browne told India Strategic.

India's Hindustan Aeronatics Limited (HAL) is to build the Fifth Generation Fighter Aircraft (FGFA), a derivative of the Sukhoi T-50, in India. The two nations signed a 50/50 joint venture to build the aircraft in December 2011.Russia is currently testing a handful of prototypes of the T-50 aircraft, which is due to enter service with the Russian Air Force after 2017.

India will now order just 144 of the fighters, all single-seat models, Browne said, down from an originally-intended batch of around 200, including 48 two-seaters.

The original figure, of 200 aircraft, would have been possible if the aircraft was ready by 2017, with the first batch coming from Russian production lines. But India now wants to take on a greater share of development, pushing back the production date for the Indian variant, which is likely to be 2020 at the earliest.

India wants to produce some of the aircraft's computers, software, guidance systems and other systems, as it did for a similar project with Russia producing a locally-made variant of the Sukhoi Su-30MKI strike aircraft. Russia will provide the aircraft's Saturn 117S engines and some stealth technology elements for the plane.

A total cost for the program has yet to be worked out, but could total around $30 billion including development costs, HAL sources told India Strategic.

The two countries are in talks on the first research and development phase. After this agreement is signed, a first prototype will likely be delivered to India in 2014, followed by two more in 2017 and 2019. Series production aircraft “will only be ordered based on the final configuration and performance of the third prototype,” Browne said.

“The downward shift in number may be indicative of the projected cost of the platform, although given that the aircraft is still likely a decade away from Indian service then the planned off-take number could well change," says Douglas Barrie, air warfare analyst at the London-based International Institute of Strategic Studies.

"Also of note is the suggestion that the aircraft will all be single-seaters. The air force has in the past, including with the MMRCA program [to buy light fighters], tended to prefer a mix of single and two-seat aircraft,” he added.

Two co-pilots of an Indian Navy Chetak helicopter have died after it crashed in Goa

A diver who was on board has also been killed.

The rotor of the helicopter, which had flown from Mumbai to Dabolim, broke off while landing, the PTI has reported quoting Navy sources. The chopper then caught fire, they said.
A press release issued by the Navy says ... The helicopter on transit from Mumbai to Bangalore was to make a scheduled re-fuelling halt at Goa. A Board of Inquiry to ascertain the cause has been ordered.

Army to buy copter-borne early warning systems

In a first that will give a major boost to the Army’s aviation wing, India is planning to procure helicopter-borne early warning systems for the land force. The final specifications for the system are being chalked out, following which a tender process will be initiated this year.

The new system could be fitted on board the Army’s existing Advanced Light Helicopters (ALH) and will give formation commanders an insight into enemy territory while serving as warning systems for approaching aircraft and armoured units.

Sources said the Army is in the final stages of ordering the new system and is considering involving the Indian private sector in the programme. The other option is to rope in Defence Public Sector Unit, Bharat Electronics Limited (BEL), to design and develop the system.

The project, which would involve developing a new system in collaboration with a foreign partner, can be lucrative for the Indian defence industry, as the final order would be for a large number of the early warning systems.

The new systems would give a fillip to the Army’s aviation wing that has seen a steady growth in the past few years. Starting with the small Chetak/Cheetah single-engine choppers, Army aviation is now operating the ALH and is set to order a new fleet of light attack helicopters that are being developed by Hindustan Aeronautics Limited (HAL).

The early warning systems would be integrated with attack helicopter squadrons that the Army plans to induct in coming years and will act as valuable force multipliers.

While the Air Force does operate early warning systems, it does not have any such helicopter-borne systems that are vital for close-in, ground combat situations where enemy armour and rotary wing aircraft operate.
Meanwhile, the Army recently won a tussle with the Air Force on control over attack helicopter squadrons. Traditionally operated by the Air Force, the Army has them under its operational control and has now been selected for operating them also as is the norm world over.

India plans to impart power punch to Jaguar fighters


NEW DELHI: India is finally giving its Jaguar "strike" fighters some much-needed new teeth with advanced missiles, engines and avionics. Apart from having a maritime strike role as well, the Jaguars have long been identified by IAF as the jets capable of delivering nuclear weapons if required.

The IAF on Monday issued a RFP (request for proposal) to M/s Honeywell Aerospace, the US-based manufacturer of aircraft engines and avionics, to "completely re-engine" 125 Jaguars and provide 270 F-125IN turbofan engines.

Concurrently, IAF is all set for the first test-flight of a Jagaur fighter upgraded to "Darin-III" standards by defence PSU Hindustan Aeronautics (HAL), with new-generation avionics including a glass cockpit and autopilot, next month.

Grappling with only 34 fighter squadrons when at least 44 are needed to be "comfortable" against Pakistan and China, IAF has been progressively going in for upgrade of its existing fighters as well as planning new inductions to retain its aerial combat ratio while phasing out the old MiG variants.

IAF already has upgrade projects underway for 51 Mirage-2000s for Rs 17,547 crore and 63 MiG-29s for $964 million, even as it inducts 272 Sukhoi-30MKIs at a cost upwards of $12 billion. Then, it plans to induct 126 French Rafale fighters in the almost $20 billion MMRCA (medium multi-role combat aircraft) project.

For futuristic requirements, IAF is looking at inducting over 200 stealth fifth-generation fighter aircraft from 2022 onwards, after joint development and production with Russia, at an overall cost that will eventually touch $35 billion.

Air Chief Marshal N A K Browne on Tuesday told top IAF commanders that the force was "going through a very busy and challenging" period. "Our focus now, and at all times, must be on three priority areas - operational capability, operational infrastructure and operational security, especially in view of the new inductions in our inventory."

As for the Jaguar project, the plan is to finish the "design and development" phase with Honeywell on the initial two fighters by 2015-16. The "complete re-engine" phase of the remaining 123 fighters will be completed by 2023-24 by HAL under transfer of technology from the US firm.

IAF had inducted 40 Jaguars from UK from 1979 onwards, which was later followed by indigenous licensed production by HAL. But with progressive upgrades of avionics and weapon systems, the overweight fighters have been suffering from their "under-powered" Adour-811 engines manufactured by Rolls-Royce. Several Jaguar crashes have also occurred due to engine problems.

"There is a serious low thrust engine issue. Earlier, Rolls-Royce was also in the race to supply more powerful engines for the Jaguars but the company withdrew its bid last year. So, IAF got the clearance from the Defence Acquisitions Council to move the project on a single vendor (Honeywell) basis," said a source.

Few Positive Points about this upgrade with respect to Present config of MI-35..

1. The new flair pod have better visual of surroundings than IAI upgrade..

2. The Gun and Ammo can be same as LCH & Rudhra..

3. The Wing-tip pylons now can carry variety of ATGM or Rocket Pods, this was not possible before..

IAF MI-35 were updated by IAI, But now IA have this helo also Will have LCH and Rudra, Its important that Logistics should be reduced if not for the whole Platform..

New Delhi: The Cabinet Committee on Security (CCS), the highest decision making body for security issues headed by Prime Minister Dr Manmohan Singh, today cleared the acquisition of air-launched version of BrahMos missiles for the Russian-made Su-30 MKi air planes and Russian made Invar anti-tank missiles. The acquisition is estimated to cost the Indian exchequer Rs. 8000 crore.

Earlier, in March, 2012, in a letter to the Prime Minister and Defence Minister A K Antony, former Army Chief General V K Singh had highlighted severe shortfalls in ammunitions and missiles and had pointed out the Indian Army had tank ammunition for three-four days only.

Sources told NDTV that the CCS cleared the Rs. 6,000 crore plan to acquire the air-launched version of the BrahMos missile for India's main stay fighter plane Su-30 MKi.

BrahMos, a super-sonic missile that can travel at about 3 mach speed, is already being used by the Indian Navy and the Indian Army. It is a joint venture between India and Russia.

The Indian Air Force is expected to get about 200 of these missiles. Su-30 MKi will have to be modified to enable them to carry the air version of the BrahMos. In its current form only a single BrahMos can be fitted in the underbelly of the Su-30 MKi. There is, however, an effort to miniaturise the missiles and also modify the Sukhoi-30 under-the-wing-pods so that more than one missile can be fitted into a single aircraft. Hindustan Aeronautics Limited (HAL) is currently working on the modifications.

The first test launch of the air version of the BrahMos is expected to be conducted in December 2012. The BrahMos air version missiles will have range of about 290 kilometres and will enable the Indian Air Force to hit targets deep inside Pakistan while flying within Indian air space.

The CCS also cleared the acquisition of Invar anti-tank missiles for T-90 tanks at a total estimated cost of Rs. 2,000 crore to tide over crippling shortage of tank ammunition. The Invar Missile are fired from the barrel of the T-90 tanks. The Army wants about 20,000 Invar missiles. Source said that about 10,000 of these missiles would be brought from Russian whereas the remaining would be produced by Bharat Dynamics Limited (BDL) under Transfer of Technology (ToT).

India, US to Exercise Submarine Rescue Operations

Ill-equipped to carry out a submarine rescue operations in case of an underwater accident, India will join hands with the US to learn the tricks of the trade by holding a joint exercise on the specialist job later this month.


India already has a tie-up with the US for help and equipment to rescue submariners stuck inside a vessel in case there is an underwater accident in any of its 14 diesel-electric submarines currently in service.


According to sources, the US will bring a submarine rescue system, which is a Deep Submergence Rescue Vessel (DSRV) or a Submarine Rescue Chamber (SRC), for the exercise to train the Indian Navy personnel in rescue acts.


The training exercise will take place off Mumbai, according to sources.


"The US will fly the submarine rescue system to Mumbai and then it would be shipped to the exercise location, where it will be used for a dive deep under water to mate with the disabled submarine to rescue sailors. This is a specialist operation that is rarely practiced by Indian Navy sailors," the sources said.


DSRV is like a mini submarine equipped with pressurised chambers, sonars and cameras, and it can rescue 24 sailors at a time from a depth 600 metres.


The DSRV links up with the mishap-hit vessel's hatch and the sailors stuck in the ill-fated submarine could get into the DSRV, which will then delink from the submarine and bring the rescued sailors to the surface.


At present, Indian Navy sailors use 'submarine escape pressurized suits' or take the help of diving support ships like INS Nireekshak. But these could be used only for relatively shallow waters.


The Indian Navy is also in the process of procuring two DSRVs of its own at an estimated cost of $200 million or Rs.1,000 crore. But that process is delayed by nearly a decade now.


As an interim measure, India signed the agreement with the US Navy in 1997 for its 'global submarine rescue fly-away kit' service, paying an initial amount of $734,443.


But, after the Indian nuclear tests at Pokhran in 1998, the India-US agreement was scuttled due to international sanctions.


The contract was revived only in 2004, but the six-year interim has led to delays in putting in place the necessary infrastructure for India to avail the US submarine rescue service, including the fitting of 'Padeyes' that are holding devices welded on to the Indian submarine's escape hatches to secure the DSRV.


The Indo-US deal envisages the Americans to provide the rescue service within 72 hours of an emergency notification.


India currently has a fleet of ageing 10 Russian 'Kilo' class and four German HDW submarines, apart from the newly acquired nuclear-powered INS Chakra leased from Russia earlier this year.


It is also building six French Scorpene 'killer' submarines at the Mumbai-based Mazagon Docks Limited under Project-75 estimated to cost Rs.23,562 crore ($4.6 billion) that are scheduled for delivery from 2015-2020.


It also hopes to own an indigenous nuclear submarine from 2013, named INS Arihant, followed by two more nuclear-powered vessels later in the decade.

IAF Deal For VVIP Choppers Under Scanner

Defence Ministry is seeking details from the Italian government about its investigations into the deal for procuring 12 VVIP choppers for the IAF after an American-Italian person was arrested for allegedly paying kickbacks for securing the deal for Agusta Westland.


American-Italian citizen Guido Ralph Haschke was arrested two days back in Switzerland in connection with an Italian investigation into the allegations but was released on bail yesterday.


India had signed a deal with Agusta Westland in 2010 for 560 million Euro to supply 12 AW 101 choppers and deliveries are scheduled to begin in the early part of 2013.


Meanwhile, taking note of the reports, Defence Minister A K Antony has asked ministry officials to get in touch with Italian authorities to get details of their ongoing investigations into the case, Defence Ministry officials said.


The ministry had earlier asked the Indian Ambassador in Rome to submit a report on Italian investigations after the matter first came up in the media there.


However, the External Affairs Ministry has now asked the Defence Ministry to directly get in touch with the Italian government in view of the "technical nature" of the case, they said.


Asked if the Defence Ministry was planning to scrap the deal, they said it would be "too premature" as there was no official report in this regard.


Questions over probity in the deal were first raised in April in the Italian media after which India had asked its embassy there to keep a tab on the developments in the case.


In April, Italian prosecutors went to Switzerland to collect evidence and verify money flows through Swiss accounts.


The main Italian probe has targeted Finmeccanica chairman and chief executive Giuseppe Orsi.


The investigation was reportedly triggered by allegations of an ex-Finmeccanica employee, himself under investigation.


India signed deal in 2010 to procure these triple-engine choppers for ferrying VVIPs and they are scheduled to replace the Russian-origin Mi-8 helicopters.

India and Japan have recently concluded discussing the cooperation in key bilateral areas; including maritime, cyber and outer space security, in Tokyo where foreign and Defence secretaries of both nations were present. Both countries also held talks pertaining to regional and international security situation as part of the 2nd India-Japan 2+2 Dialogue, according to Indian Foreign Ministry.

The 2nd India-Japan 2+2 Dialogue involved the foreign and Defence secretaries of both nations reviewing the bilateral security and Defence cooperation. The current meet comes ahead of Indian Prime Minister Manmohan Singh's visit to Japan on November 15. The delegation agreed to an early meeting of the new India - Japan Cyber Security Dialogue.

As for the Indian delegation, it was led by Foreign Secretary Ranjan Mathai and Defence Secretary Shashi Kant Sharma while Deputy Foreign Minister Akitaka Saiki and Administrative Vice Defence Minister Hironori Kanazawa led Japanese delegation. Both sides discussed their respective Defence and security policies in the background of each country's security environment.

This has been India's first 2+2 dialogue with any country and serves as an indicator of greater bilateral ties and Defence cooperation between both the countries. The India-Japan 2+2 Dialogue has been deliberated by the Action Plan to Advance Security Cooperation concluded between the two countries in December 2009. These consultations were built on the last round of the 2+2 Dialogue held at New Delhi in June 2010.

The India-Japan Defence and security partnership received a major impetus last year when Japanese Prime Minister Yoshihiko Noda lifted a longstanding national ban on arms exports. As per the new guidelines, Japan can sell weapons and military equipment for use in peace-keeping and peace-building operations. Besides, it can also now jointly develop weapons systems and military technology with select nations.

India and Japan held their first-ever maritime exercise in June this year off the coast of Tokyo. Two destroyers, one maritime patrol aircraft and a helicopter of the Japanese Maritime Self Defence Force (JMSDF) participated in the exercise whereas INS Rana, INS Shivalik, INS Karmukh and fleet tanker INS Shakti represented India.

In May this year, Indo-Japanese interactions reached its high point when interaction between their two establishments consisting of four dialogues across the economic and political spectrum. During that time, as many as seven Japanese ministers had flown in from Tokyo to meet their Indian counterparts.

Lockheed Martin Eyes Dual Helicopter Bid Strategy for India Deal

Lockheed Martin Corp. (LMT) said it may offer India a mixed helicopter offering as it competes for an order for more than $2 billion worth of maritime aircraft.

Lockheed, based in Bethesda, Maryland, and United Technologies Corp. (UTX)’s Sikorsky are trying to tempt India with an offering comprised of the more capable MH-60R helicopter to fight against ships coupled with the basic MH-60S to help lower costs, said George Barton, vice president for business development at Lockheed Martin Mission Systems and Sensors. India is poised to formally kick off the competition for at least 75 naval helicopters.

The 2008 terrorist attacks on Mumbai and growing trade have driven India to put increased focus on controlling sea-lanes approaching the country. The heightened concern about threats from the sea is shared by Middle East and southeast Asian states, providing a sales opportunity for defense contractors at a time other markets are contracting.

“The maritime helicopter market is unique in that countries have to protect the sea-lines of communications,”Barton said in an interview at the Euronaval maritime conference at Le Bourget on the northern outskirts of Paris.

Lockheed Martin and Sikorsky, who developed the MH-60R for the U.S. Navy and sold the system to Australia last year, see Saudi Arabia, Qatar, the United Arab Emirates, as well as Malaysia, Singapore and Thailand among potential buyers, Barton said. Thailand last year already agreed to buy the MH-60S.

The next big competition for the MH-60R will be in Denmark. The country is expected to take a decision on who will provide nine maritime helicopters before year-end, Barton said. The competition pits the MH-60R against the AgustaWestland AW159 being developed by Finmeccanica SpA (FNC)’s helicopter arm for the U.K. The two competitors also are doing battle in South Korea, where a decision to provide eight helicopters is likely next year.

Indian Army to Send 400 Troops for Indo-US Exercise At Fort Bragg in US

The Indian Army has indicated that for the first time, it will be sending about 400 soldiers to Fort Bragg in May for a military exercise with the 82nd Airborne Division. The ‘Yudh-Abhyas’ exercise will take place between May 3 to May 17 and about 400 U.S. soldiers will also be involved. The 82nd Airborne Division is an active duty airborne infantry division of the United States Army.

The exercise ‘Yudh Abhyas’ has been taking place for many years between India and US and it will be an exchange of combat units. The exercise takes place in India and US alternatively every year. According to media reports in US, the exercise has been discussed with Maj. Gen. John W. Nicholson, the commanding general of the 82nd Airborne Division. Soldiers from the 18th Airborne Corps and California National Guard also will participate, according to reports.


While these kinds of exercises are mostly done in the Pacific, the US has decided to add a twist to the exercise this time by changing the location to Fort Bragg, North Carolina. As of now, no details of the exercise has been forthcoming despite the fact that planning underway by the US and Indian army officials.

During the upcoming exercise in May, the US has clarified that emphasis will not lie on missions but to ensure that both armies can work together seamlessly. Besides, the idea of interaction and exchange is the essential motive. Besides, both the nations have a considerably robust army and similar equipment and the likelihood of them working together in missions in the future cannot be ruled out.

The ‘Yudh-Abhyas ‘ exercise aims to focus on bilateral operations, the exchange of ideas and developing the ability for the Indian US and soldiers with to operate with synergy. The first Yudh Abhyas exercise happened seven years ago at the basic platoon level and has now turned in to an advanced command post and field training exercise.

This ‘Yudh Abhyas’ that took place this year in India involved a US Army contingent from the US Army Pacific (USARPAC), part of their Pacific Command (PACOM) and troops from the 2nd Squadron 14th US Cavalry Regiment from 25th Infantry Division, Hawaii, along with a platoon of Strykers. The Indian Army fielded a similarly-sized mechanized infantry unit. Indian Army stated that the exercise was a success with a range of key surveillance, communications and Improvised Explosive Devices detection and neutralisation technologies being put to use by both sides.

NEW DELHI — Airbus has been selected as the preferred vendor over Russia’s Ilyushin to supply six aerial tankers for the Indian Air Force in a $1 billion tender, according to Indian Defence Ministry officials.

After the commercial bids were opened earlier this month, the base price of the Russian Il-78 tanker was quoted as lower than that of the A330, but when factoring in maintenance and fuel costs, the Airbus was the better value, said a Defence Ministry official. The official refused to provide the exact quotes of the bids, and said the Russian government-owned company had not yet been officially informed about the decision.

Russian diplomats confirmed they had not been informed of the Airbus selection.

Boeing withdrew from the competition in 2010, leaving only the A330 and Il-78 in competition. The tender in 2010 also was sent to EADS, Lockheed Martin and Antonov of Ukraine. Antonov did not qualify, and Lockheed and Boeing did not participate.

The Indian Air Force is using six Il-78 midair refuelers bought from Uzbekistan and plans to buy 12 additional tankers, which includes the six from Airbus.

Defence Ministry sources said it is not yet decided if a fresh tender will be opened to buy the remaining six or if a repeat order will be given to the winner to the current competition.

The current tender is itself a rebid of a 2006 tender in which the A330 finished behind the Il-78 tanker, but the Indian Air Force preferred the European tanker. When the matter was sent to India’s Finance Ministry, it said the lowest bidder should be the winner. The controversy led to the cancellation of the tender.

Defence Minister A.K. Antony wrote the Indian Parliament on Dec. 14, 2009, that the Finance Ministry had expressed reservations about the competition.

“The procurement proposal had been progressed in accordance with the Defence Procurement Procedure — 2006 and thereafter referred to the Ministry of Finance who has expressed certain reservations relating to the competitiveness of the bids and the reasonableness of the price,” Antony wrote.

The Indian Air Force plans to deploy the tankers at Panagarh Air Base in the eastern state of West Bengal to help increase the range of its Su-30MKI fighter jets, which would enable the Indian aircraft to penetrate deeply into China, an Air Force official said.

In addition to lower fuel costs, the Airbus tanker is optimized for high-altitude cruise and fitted with advance avionics, the IAF official said.

Ce passage est à retenir, très souvent dans les suppositions d'achat les membres proposent le matos russe arguant qu'il est moins cher et plus abrodable à l'achat, et oublient qu'il est plus couteux en MCO et autres.

NEW DELHI — The Indian Air Force is entering the global market to buy six additional aerostat radars for more than $400 million, a decision that avoids awarding a repeat order to Rafael of Israel.

In the next one or two months, India will float tenders to Britain’s BAE Systems, U.S. companies Lockheed Martin and Northrop Grumman, France’s Thales, Israel Aerospace Industries and Russia’s Rosoboronexport, sources said.

The Indian Ministry of Defence agreed with the Air Force that fresh bids from the global market were better than giving repeat orders to

Rafael. Air Force officials were not satisfied with the maintenance of two aerostat radars Rafael supplied, sources said.

Specifically, one of the two aerostat radars supplied by Rafael in 2007 was damaged in inclement weather along the Pakistan border in 2009 and has yet to become operational.

An Indian MoD source said Rafael demanded a high price for repair of the damaged radar, annoying the MoD.

The radars were based on a 2005 contract for three radars, which was awarded on a single-vendor basis.

Rafael executives in India were unavailable for comment on the accusations.

The state-owned Defence Research and Development Organisation is developing two home-grown aerostat prototypes. The total requirement is close to 30 in the next 10 years.

Radars mounted on aerostats, or tethered balloons, provide long-range, low-altitude detection of hostile aircraft. The Air Force requires the aerostat radars, which can be raised to 15,000 feet above sea level.

The aerostat radars to be purchased will include an advanced programmable radar, electronic intelligence, communication intelligence, V/UHF radio telephone equipment and identification-friend-or-foe technology. The radars will have a coverage area of 10 to 350 kilometers and be able to pick up targets ranging from ground level to 30,000 feet.

In addition, the payload will include an air surveillance radar to detect missiles and fighter aircraft at various ranges, a surface surveillance radar and a combined surveillance radar for air and surface targets.

“Both India and Pakistan are using aerostat radars, and the need for deployment of such systems has increased further to monitor of low-flying aircraft,” defense analyst Nitin Mehta said. “Each aerostat is capable of providing a three-dimensional, low-altitude coverage equal to more than 40 ground-based radars.”

Even the Indian Navy is planning to deploy aerostat radars for surveillance along the coastal border, an Indian Navy official said.

RAC MiG has completed sea trials of its MiG-29K/KUB combat aircraft involving the Indian navy's future aircraft carrier INS Vikramaditya, with deliveries under New Delhi's 2010 contract on track to start late this year.

"All tests on the ship have been completed successfully, and the customer signed the respective protocol. We no longer need a carrier [for trials]," says RAC MiG general director Sergei Korotkov. The Indian navy has already received 16 K-model fighters and KUB-variant trainers from a previous order, and "these aircraft are being successfully operated", he adds.

Meanwhile, a first batch of six Indian air force MiG-29s to be upgraded to an improved UPG standard have been completed at the Russian company's Lukhovitsy plant to the south of Moscow. Introducing a new avionics suite harmonised with that of the MiG-29K, the work is being performed under a March 2008 contract, with 90% of the aircraft to be modified in India under Russian supervision.

Speaking at the Lukhovitsy site on 25 October, Korotkov said RAC MiG has "a considerable backlog of orders from the local customer and foreign countries, which gives us a high workload through to 2017". This represents business worth more than $6 billion, he added.

In addition to building new deck-based fighters for the Indian and Russian navies, the company is also on schedule to hand over its first MiG-35s to the Russian air force next year. Korotkov says he expects the Russian defence ministry to order more of the latter type in 2013-14.
