Le président du Bundeswehverband (syndicat des soldats), André Wüstner, a exprimé ses frustrations dans une longue interview donnée au quotidien Die Welt (31/10). Dans laquelle il se plaint du décalage croissant entre les promesses et la réalité. Certes, M. Wüstner salue les efforts de sa ministre, Ursula von der Leyen, pour obtenir plus de moyens financiers et matériels, tout en clarifiant les processus complexe d’équipements et de commandes. «Mais la plupart des mesures annoncées ne le sont que sur le papier», précise-t-il en soulignant qu’au train actuel, il faudra des années avant de retrouver un niveau d’opérabilité qu’impose la situation actuelle.

Retards sur les vaisseaux MKS 180, les systèmes antimissiles ou encore les drones armés. Mais pas seulement : «Le contrat pour 100 Leopard 2 supplémentaires n’est toujours pas signé», précise-t-il en critiquant les nouvelles procédures de passation de contrat. «Le ministère est devenu extrêmement prudent, presque trop prudent. Je le comprends. Cependant, le contrat le meilleur et le plus longtemps négocié ne nous aide pas si les équipements dont nous avons urgemment besoin aujourd’hui arrivent dans dix ans», explique-t-il en demandant la mise en place de procédures d’achats accélérées pour les cinq prochaines années, «sinon, nous ne pourrons garantir notre engagement auprès de l’Otan et ailleurs», précise-t-il, avouant par exemple que les stocks de munitions de la Bundeswehr ne pourraient guère permettre plus de quelques jours de combats intensifs.

Alors que le Bundestag doit entériner les prévisions budgétaires, André Wüstner estime que le budget militaire doit connaître, non pas une augmentation de 36,6 milliards d’euros à 39 milliards d’euros d’ici à 2021, mais à 45 milliards d’euros. Evoquant le nouveau Livre blanc de la Défense, qui explique et justifie l’engagement renforcé de la Bundeswehr au niveau international, M. Wüstner critique clairement les partis en charge qui n’assument pas les orientations stratégiques choisies : «Beaucoup de soldats sont profondément déçus de voir que la coalition est trop lâche pour discuter de cela au Parlement. Pourquoi la politique ne veut-elle pas parler ouvertement de sa politique de sécurité, de ses stratégies et des raisons de notre engagement ? Ces questions obsèdent les soldats et ne renforcent pas leur confiance», ajoute-il en estimant qu’en matière de sécurité, le mutisme «n’est pas la bonne option».

Delivery schedule for German H145M light attack helicopters

Starting in 2024, the Bundeswehr (German Armed Forces) will receive the first of Airbus H145M Leichter Kampfhubschrauber (LKH, light attack helicopters) for which the formal contract was signed on 14 November 2023.

In phase one, the framework agreement contains a firm order for 62 aircraft, which are to be delivered between 2024 and 2028. The H145Ms are delivered with mission equipment for the combat role (24 aircraft), training/professionalisation (33 aircraft) and Special Operation Forces (5 aircraft). The helicopters are equipped with the H-Force weapons management system, which enables customised armament with appropriate reconnaissance and fire control systems.

The Internationales Hubschrauberausbildungszentrum (IHAz, International Helicopter Training Centre) in Bückeburg will be the first unit to receive two helicopters in the training role at the end of 2024. The training centre will receive a total of 23 helicopters for basic helicopter training. Eight agreed simulators will be built on site in 2026/2027 by converting the existing EC135 simulators.

The first of five LKHs in the combat role will go to Hubschraubergeschwader 64 (HSG64) in Laupheim at the end of 2025, which already operates the largely identical H145M SOF. According to Airbus, the helicopters can be equipped with axial ballistic and guided weapons for this role. Airbus introduced LKH with a machine gun pod, rapid-fire cannon, guided and unguided missiles and an electro-optical targeting system. With a state-of-the-art self-protection system, the helicopters can be converted into a version for special operations that also includes a rappelling device, as Airbus writes.

Kampfhubschraubergeschwader 36 (KHR36) in Fritzlar is scheduled to receive the first helicopters in the combat role, including armament, from mid-2026. The LKHs are intended to replace the Tiger attack helicopters as a bridge solution, which will gradually reach the current qualified service life from 2031. This is intended to maintain the ability to provide ground-level air support to defend armored units until a decision is made on the successor to the Tiger.

The two Transporthubschrauberregimenten (THR, Transport Helicopter Regiments) will each receive five LKHs in the training/professionalisation role. THR30 (Niederstetten) and THR10 (Faßberg) will receive their LKHs from March 2027 respectively February 2028. The 62nd and last helicopter from the firm order is scheduled to be delivered on 31 July 2028.

In summary, two to four helicopters will be delivered in the first two years (2024-2025) and the remaining 56 helicopters will be delivered in roughly equal tranches over the next three years until 2028.

Rheinmetall awarded €50 million contract to supply infrared decoys to protect German aircraft


The Bundeswehr has awarded Rheinmetall a substantial order for decoy flares for protecting aircraft. The German military can now procure over
470,000 decoys from Rheinmetall’s tried-and-tested Birdie product line. Covering the period December 2023 to December 2029, the contract
is worth nearly €50 million.

Hartpunkt reported that on February 26, 2024, the German armed forces placed an order for a specialized silenced weapon from Heckler & Koch.
This weapon, based on the HK437 model and chambered in .300 Blackout (7.62 mm x 35 mm), will be introduced into the armed forces under the
designation G39. According to Hartpunkt's sources, the contract was awarded in mid-February 2024.

Rheinmetall Secures Contract with Germany for PzH 2000 Self-Propelled Howitzers
