Lockheed Martin a signé avec Sofia un contrat évalué à 512 millions de dollars pour la vente de huit F-16 Block 70.

Et la Bulgarie volera américain... comme beaucoup de pays européens. Le ministère de la Défense américain (DoD) a annoncé jeudi que Lockheed Martin avait signé avec Sofia un contrat FMS (Foreign military sales) évalué à 512 millions de dollars pour la vente de huit F-16 Block 70. Fabriqués dans la nouvelle ligne de production de F-16 à Greenville (Caroline du Sud), les avions de combat américains, qui devraient être livrés en 2027, vont remplacer une flotte de 15 MiG-29 bulgares (sur 19) encore en service jusqu'en 2029. Membre de l'OTAN, la Bulgarie compte également dans sa flotte huit Sukhoi, dont deux d'entrainement.

La Bulgarie assurera la défense de son espace aérien

Sofia avait opté en décembre 2018 pour les F-16 parmi trois autres appareils en compétition : le F/A-18 Super Hornet de Boeing, l'Eurofighter Tranche 1 d'occasion (Italie) et le JAS-39 Gripen C/D (Suède). Puis, le Département d'État américain avait approuvé cette vente en juin 2019. Il avait évalué la vente ainsi que le soutien des appareils à 1,67 milliard de dollars.
Cette vente avait alors estimé le DoD contribuera à améliorer la sécurité d'un allié de l'OTAN et d'un partenaire clé des États-Unis pour assurer la paix et la stabilité dans cette région. Elle permettra également à la Bulgarie d'assurer la défense de son espace aérien et d'être interopérable avec les États-Unis et l'OTAN. Selon le DoD, la Bulgarie s'appuie actuellement sur les États-Unis et le Royaume-Uni pour opérer des missions de police aérienne bulgares. "En acquérant ces F-16, la Bulgarie sera en mesure d'assurer la défense de son propre espace aérien et de ses frontières", avait expliqué le DoD.

Premiers pilotes bulgares en transformation sur F-16 !



Les quatre premiers pilotes bulgares ont été annoncés lors d’une réception avec le ministre bulgare de la Défense, Krassimir Karakachanov, avant leur départ aux Etatas-Unis pour s’entraîner sur le nouvel avion de combat Lockheed-Martin F-16 « VIPER » qui varemplacer les MiG-29 « Fulcrum ».

"C'est l'avenir de l'aviation bulgare", a déclaré le ministre. «Avec tout le respect que je vous dois et les meilleurs sentiments pour le MiG-29 et nos autres équipements de combat, notre avenir est différent et nous parions déjà sur un nouveau type d'avion de combat.»


Les pilotes, surnommés «The Magnificent Four» par les médias bulgares, sont le major Stoyan Petkov, le capitaine Alexander Velinov, le capitaine Todor Todorov et le lieutenant en chef Simeon Georgiev. Une fois aux États-Unis, ils entreprendront un cours spécialisé en anglais (ils parlent tous déjà l'anglais), avant de passer par le cursus de formation complet de l'US Air Force pour le F-16, en commençant par le Beechcraft T-6C Texan II, avant progressant sur le Northrop T-38C Talon, puis sur le F-16 lui-même. Cela se déroulera à divers endroits aux États-Unis et durera trois ans et quatre mois.

Le F-16 « Viper » pour la Bulgarie :

En plus des 8 appareils F-16 C/D Block 70/72, le contrat comprend notamment un large éventail d’équipements, d’armes et la formation et de soutien connexes. Son inclus : neuf radars AN/APG-83 AESA (Active Scanning Electronically Scanning Array) de Northrop-Grumman, quatre nacelles de ciblage SNIPER AN/AAQ-33, 16 missiles air-air de moyenne portée évolués AIM-120C7 AMRAAM, 24 missiles AIM-9X Sidewinder, neuf canons M61 Vulcan de 20 mm, 15 kits de bombe guidée GBU-49 Enhanced Paveway II, 15 kits de bombe guidée Laser JDAM GBU-54, 28 bombes de petit diamètre GBU-39 SDB-1 et 24 bombes MK-82 tritonales.
Les systèmes défensifs comprennent neuf suites de guerre électronique défensive intégrées internes AN/ALQ-211, des distributeurs de contre-mesures passifs/actifs.

Les autres systèmes et services comprennent un simulateur de vol et de maintenance, du matériel de communication, des installations et une assistance pour la construction, des pièces de rechange, une formation et des services techniques d’ingénierie et de soutien logistique.

Lockheed-Martin F-16 « Viper » Block70 :

Le Lockheed-Martin F-16 « Viper » Block70/72 est le dernier et le plus avancé de la famille des « Fighting Falcon ». La configuration F-16V comprend de nombreuses améliorations destinées à maintenir le F-16 à la pointe des avions de combat. Selon Lockheed-Martin, cette nouvelle version va fournir des capacités de combat de pointe tout en restant une solution évolutive et abordable pour le client.

Le F-16V dispose d’un nouveau radar à antenne électronique Electronically Scanned Array (AESA) Northrop-Grumman APG-83 « Radar Scalable Agile Beam ». L'APG-83 fournit aux pilotes une vision inégalée en matière de détail de la zone de cibles et d’affichages cartographiques numérique couplé à un système IRST. L’avionique est également améliorée avec un écran géant 6x8 central (CPD) à haute résolution, un nouveau bus de données à haute vitesse. Les capacités opérationnelles sont améliorées grâce à un nouveau système de liaisons de données Link-16 « Theater Data Link », l’adjonction de la dernière version de la nacelle de désignation « Sniper », d’un nouveau système de navigation et de précision par GPS. L’avion est également doté du système automatique Ground Collision Avoidance (Auto GCAS). En matière d’armement, le F-16V permet d’emporter l’ensemble des armes disponibles et futures au sein de l’US Air Force.

Bulgaria receives first two Su-25s upgraded and overhauled by Belarus

The Bulgarian Air Force (BuAF) took delivery of its first pair of Su-25 close air support aircraft that were overhauled and upgraded by and received a life extension from the 558 ARZ company in Belarus. The aircraft, one single and one twin seater, were airlifted in a disassembled state to Bezmer airbase in south-eastern Bulgaria on 21-22 September, the Ministry of Defence (MoD) announced in a press release on 23 September. The remaining six aircraft - one twin and five single seaters - are slated for delivery until the end of February 2021.

The Bulgarian MoD signed the BGN82.5 million (USD49.2 million) contract with 558 ARZ, covering eight aircraft, in December 2018.

After the overhaul, the Su-25s are certified for a total service life of 40 years, with a life extension of 800 flight hours and 10 years of operation. The overhaul of the aircraft’s R-95Sh turbojet engines will provide a service life of 500 hours. These life extension figures will allow the BuAF to continue operating the Su-25 until 2027-28, with an option for another 10-year extension of the aircraft’s service life to 50 years, which would require another airframe and engine overhaul.

  Bulgarian navy inducts former Dutch mine sweepers of Tripartite type

On October 14, 2020, a ceremony was held in Varna for the induction in the Bulgarian navy of two mine sweepers of the Tripartite type
(Alkmaar type) built in the 1980s – M856 Maassluis and M859 Hellevoetsluis – which were previously operated by the Dutch navy.

The ships received the Bulgarian names "Mesta" (number 31) and "Struma" (number 33) in reference to rivers. The ceremony was attended by the Minister of Defense of Bulgaria Krasimir Karakachanov and the Commander of the Bulgarian Navy Rear Admiral Kirill Mikhailov.

The agreement on the acquisition for the Bulgarian fleet of two mine sweepers of the Tripartite type (the Dutch designation type Alkmaar), which were decommissioned from the Dutch Navy, was concluded by the Bulgarian Ministry of Defense at the end of 2019. The cost of acquiring minesweepers amounted to only 2.395 million euros. Another 2 million euros were spent on reactivation and delivery of the minesweepers to Bulgaria, and another 1.5 million euros will be spent on retrofitting the ships.

Both the Dutch mine sweepers M856 Maassluis and M859 Hellevoetsluis acquired by the Bulgarians were commissioned by the Dutch Navy in 1984-1985 and withdrawn from the fleet in 2011. Both mine sweepers were delivered to Varna on September 23, 2020.

During their service in the Netherlands Navy, both these ships were modernized in 2005-2006 as part of the Belgian-Dutch program BENECUP, with the installation of a new system of anti-mine weapons, including the Atlas Elektronik INCMS mine action control system, Thales Type 2022 Mk III mine detection system and underwater mine countermeasures. Atlas Seafox MIDS and Saab Bofors Double Eagle Mk III Mod 1.

The Bulgarian Navy already has one mine sweeper of the Tripartite type - the M922 Myosotis – purchased under a 2004 agreement from the Belgian fleet, which, after being repaired since March 2009, is part of the Bulgarian fleet as Tsibar (number 32).

These 600-ton composite-hull mine sweepers were built under the joint Franco-Belgian-Dutch Tripartite program in the 1980s. As part of the trilateral program, then 15 minesweepers were built for the Netherlands Navy and ten each for the French and Belgian navies. Now the Netherlands Navy has six minesweepers of this type, and the Belgian Navy has five, and in these two fleets, the Tripartite type minesweepers are planned to be replaced from 2024-2025 with new large mine-sweeping ships, which will be built by the Belgium Naval & Robotics consortium. Le chantier naval Lürssen fournira deux patrouilleurs armés à la Bulgarie

Le chantier naval allemand Lürssen a signé un contrat pour la livraison de deux patrouilleurs armés jeudi à Sofia, a annoncé le ministère bulgare de la Défense.

Les deux navires multifontionnels doivent entrer en exploitation en 2025 et 2026 et seront assemblés à Varna (est) en coopération avec le sous-traitant bulgare Delfin.

Le montant exact du contrat, plafonné à 503 millions d'euros par le parlement bulgare, n'a pas été précisé.

L'offre de Lürssen a été préférée à celle du groupe industriel public italien Fincantieri.

"Après la précédente signature d'un contrat pour des avions de chasse, nous modernisons encore notre armée", avec ces navires, a déclaré le ministre de la Défense Krassimir Karakatchanov.

La Bulgarie, membre de l'Union européenne et de l'Otan, avait acheté en juillet six avions de combat américains F-16 Block 70 d'une valeur de 1,256 milliard de dollars, qui seront livrés d'ici 2024.

Sensor solutions specialist Hensoldt will bring its latest-technology capabilities in Identification-Friend-or-Foe (IFF) into the upcoming IFF modernization programme of the Bulgarian armed forces.

Hensoldt was awarded by NATO Communications and Information Agency (NCI Agency), a multimillion Euro contract to deliver a number of MSSR 2000 ID secondary radars as well as cryptographic and test equipment and related services. The IFF systems will upgrade the equipment of several airspace surveillance sites of the Bulgarian armed forces to the new NATO “Mode 5” standard which will improve the distinction between friendly and hostile forces and thus help to avoid friendly fire.

IFF systems, so-called secondary surveillance radars (SSR), precisely identify aircraft by automatically sending interrogation signals which are answered by so-called transponders on-board friendly aircraft. Thus, IFF enables field commanders to quickly distinguish friendly from hostile forces. Unlike Mode 4 used hitherto, Mode 5 employs sophisticated encryption techniques to avoid hostile signal manipulation, thus ensuring that the identification process is absolutely reliable and secure. “Mode 5” is in the process of being introduced in all western armies as a precondition of joint operations of US/NATO and allied forces.

Hensoldt is an expert in Mode 5 IFF. It is under contract to upgrade German, French and UK armed forces’ IFF systems to the “Mode 5” standard and has delivered IFF systems – including crypto devices - for ground and naval applications of several NATO nations. Among others, the company’s equipment is deployed on all German Navy ships as well as several UK Royal Navy ships. In Germany, the company has established the air traffic control/IFF network of the German Air Force covering an airspace of 1,700 x 1,500 kilometers. In total, Hensoldt has more than 400 IFF systems under contract in 42 nations.

According to information published by NVL Group on December 3, 2021, the German firm, formerly Lürssen Defence, and its local shipyard partner MTG Dolphin, joined representatives of the contracting authority to launch the construction of the first of two Multipurpose Modular Patrol Vessels (MMPV) for the Bulgarian Navy in Varna, Bulgaria.

The highlight of the traditional steel-cutting ceremony was the power-up of the plasma cutting system for the first steel cut. Both vessels are being built at MTG Dolphin in Varna under the management of NVL Group and with the involvement of numerous Bulgarian suppliers.

The vessels, which are around 90 meters long, with around 2,300 tons of displacement, are based on a proven design from the NVL portfolio and feature an integrated Combat Management System.

The units are predestined for tasks within the framework of international alliance missions of NATO and the EU and enable the Bulgarian Navy to counter air- and land-based threats as well as surface and undersea threats.

The MMPV project, with a total volume of around 420 million euros, is currently the largest new-build project of the Bulgarian Navy. Delivery of the first vessel is scheduled for the third quarter of 2025, and the second vessel a year later.

The ships' design is loosely based on the German Braunschweig-class corvette that is Germany's newest class of ocean-going corvettes. The vessels have a displacement of 1,840 tonnes (1,810 long tons) and a length of 89.12 m (292 ft 5 in).

La Bulgarie va renforcer sa flotte de F-16 !


Le gouvernement bulgare a approuvé cette semaine le financement de 8 Lockheed Martin F-16C/D Block 70 supplémentaires. Le contrat de 1,3 milliard de dollars comprend notamment des armes et du matériel connexe. Les livraison doivent débuter en 2027.

Rappel

Après un premier choix avec le Saab JAS-39 C/D Gripen en 2017, l’opposition arrivée au pouvoir à casser la décision et relancé un appel d’offres. Les Etats-Unis, la Suède et l'Italie ont répondu à la demande de propositions de la Bulgarie concernant la fourniture de 16 avions de combat neufs ou d’occasions en provenance des États-Unis, du Portugal, de la France, de l'Allemagne, d’Israël, de l'Italie et de la Suède. Au final, les USA proposent le Lockheed-Martin F-16 et le Boeing F/A-18 E/F « Super Hornet », l’Italie l’Eurofighter T1 d’occasion et la Suède des Gripen E.

Le Cabinet du ministre de la Défense a recommandé l’achat de F-16 le 9 janvier 2019 et l’approbation du Parlement pour entamer les négociations a été donnée le 16 janvier. En avril 2020, le pays a signé pour un premier lot de 8 appareils.

Second lot de 8 avions

La Defense Security Cooperation Agency (DSCA) des États-Unis a annoncé le 4 avril dernier l'approbation pour la vente de quatre F-16C Block 70 monoplaces et de quatre F-16D Block 70 biplaces.

"La vente proposée améliorera la capacité de la Bulgarie à faire face aux menaces actuelles et futures en permettant à l'armée de l'air bulgare (BUAF) de déployer régulièrement des avions de combat modernes dans la région de la mer Noire", a déclaré la DSCA. "L'acquisition de ces avions fournira à la Bulgarie une plate-forme interopérable de l'OTAN et permettrait à la BuAF d'opérer plus fréquemment aux côtés d'autres opérateurs régionaux de F-16, promouvant une doctrine et des opérations communes."

L'approbation du Département d'État couvre l'avion, l'équipement connexe, les armes, la formation et le soutien pour un montant estimé à 1,673 milliard de dollars.

According to a PR published on December 14, 2022, NVL Group and its local partner MTG Dolphin, together with representatives of the customer, started production of the second of two modular multipurpose patrol vessels (MMPV) for the Bulgarian Navy.

The tradition of steel cutting is the first major milestone in the production process of a new ship. The two vessels are being built at MTG Dolphin in Varna under the management of the NVL Group and with the participation of numerous Bulgarian suppliers.

The vessels, which are 90 meters in length, with a displacement of approximately 2,300 t, are based on a proven NVL design and feature an integrated combat management system.

The units are predestined for tasks within the framework of international alliance missions for NATO and the EU, and will enable the Bulgarian Navy to counter air and land-based threats as well as surface and undersea threats. Delivery of the first vessel is scheduled for the third quarter of 2025, and the second vessel a year later.

On February 28, 2022, Bulgaria’s government approved a report by an interdepartmental working group recommending handing the tender to supply two Multipurpose Modular Patrol Vessels to German shipbuilding company Fr. Lürssen Werft GmbH & Co.KG (NLV Group).

The offer from the German company was within the project’s financial framework of 984 million leva, including value-added tax (about 503 million euros).

Bulgarian Air Force L-39s to be modernised and overhauled


The Czech company Aero Vodochody has secured a contract for the overhaul and modernisation of the L-39ZA Albatros training and light attack aircraft from the Bulgarski Voenno Vzdushni Sili (BVVS, Bulgarian Air Force).


The original Russian avionics will be replaced by Western ones,  so the navigation, communication, identification and recording equipment will be modernised. Also the engines and the Safir auxiliary launch unit will be overhauled.
The now secured contract concerns the first two L-39s that are expected to arrive in Czechia at the end of January 2023. Completion of the overhaul and modernisation is expected in 2024 and afterwards the aircraft will fly back to Bulgaria. It is reported that the upgraded L-39s can fly 7,5 years or 1,500 flight hours.


Vice President Filip Kulštrunk of Aero Vodochody said “I am delighted with the successful completion of the tender and the opportunity to support another of the users of our legendary L-39 Albatros aircraft. We are systematically working to strengthen and develop relationships with the current users of our aircraft. Thus, Bulgaria joins the ranks of customers who have opted for overhaul and partial modernisation of their aircraft”.


At this moment the Bulgarian Air Force operates six L-39s which belong to UAGr. Utchebna Avio Eskadrilla L-39 and are based at 12 Air Base, Dolna Mitropolia.

Dans la partie thématique de son avis budgétaire sur les crédits devant être alloués au programme 146 « Équipement des Forces – Dissuasion] en 2024, le député Mounir Belhamiti souligne que la hausse des dépenses militaires en Europe depuis le début de la guerre en Ukraine n’a bénéficié que « marginalement » à la Base industrielle et technologique de défense européenne [BITDE].

« La volonté des États européens de recompléter leurs stocks et d’acquérir des capacités dans les plus brefs délais, a abouti à ce que ces investissements soient principalement affectés aux achats sur étagère auprès de pays tiers, dans un contexte où l’industrie européenne, dont les chaînes de production sont dimensionnées pour des commandes de ‘temps de paix’, pouvait difficilement répondre à la demande », explique le député.

Et d’ajouter, en citant une récente étude de l’Institut des relations internationales et stratégiques [IRIS], que « 78% des 100 milliards de commandes d’équipements passées par des États membres de l’Union européenne [UE] depuis février 2022 ont été conclues auprès de pays tiers à l’UE » et « 63% des commandes européennes ont été passées au bénéfice des seuls États-Unis ». Quant au « commerce intra-européen », qui ne représente donc que 22% de ces investissements, la « part de marché de la France ne représente que 12% ».

Il y a tout lieu de penser que cette tendance ne s’inversera pas à brève échéance… Déjà, la Roumanie est en bonne voie de se procurer 54 chars américains M1A2 Abrams [sous réserve de réussir à faire coïncider le montant de la commande avec ses possibilités financières]. Et la Bulgarie vient de confirmer l’achat de véhicules de combat d’infanterie [VCI] Stryker auprès des États-Unis, afin de remplacer les BMP-1 d’origine soviétique encore en service au sein de son armée.

En effet, le 9 novembre, par 134 voix contre 55, l’Assemblée nationale bulgare a donné son feu vert à l’achat de 183 Stryker pour un montant d’environ 1,3 milliard de dollars [soit 1,22 milliard d’euros, ndlr], cette somme comprenant également la livraison de 15 véhicules « auxiliaires ». Ce qui est conforme, à 200 millions près, au devis proposé en septembre dernier par la Defense Security Cooperation Agency [DSCA], chargée d’instruire les demandes d’achat d’équipements militaires américains.

« C’est une bonne décision et je suis vraiment désolé qu’il y ait des représentants du peuple qui travaillent contre les intérêts de l’armée bulgare », a commenté Todor Tagarev, le ministre bulgare de la Défense.

Pour rappel, Sofia avait d’abord lancé un appel d’offres pour se procurer 150 nouveaux VCI. D’une valeur de 1,5 milliard de levs [770 millions d’euros], celui-ci avait mis en concurrence General Dynamics Land Systems [le fabricant du Stryker, ndlr] et le finlandais Patria. Mais cette procédure avait été annulée parce que les prix proposés par les deux soumissionnaires finalistes dépassaient « largement le montant de l’enveloppe approuvé par l’Assemblée nationale ».

Puis, en mai dernier, Sofia fit savoir qu’un contrat de gouvernement à gouvernement avec les États-Unis serait privilégié pour se procurer des blindés Stryker.

Selon le ministère bulgare de la Défense, le délai « pour la production et la livraison » des blindés est « d’environ 36 mois à compter de la notification du contrat » à l’industriel par le Pentagone. Les premiers exemplaires seront remis à l’armée bulgare au début du second semestre de l’année 2025. Les autres suivront, à raison de dix par mois, en 2026 et en 2027.

Pour rappel, le Stryker est utilisé par l’US Army depuis le début des années 2000. D’une masse de 18 tonnes et disposant d’une autonomie de 500 km, ce blindé est capable de rouler jusqu’à 100 km/h, en transportant 9 soldats à bord. Il se décline en 18 versions différentes. La Bulgarie sera le cinquième pays à s’en doter, après les États-Unis, la Thaïlande, la Macédoine du Nord et l’Ukraine.

First F-16 Block 70 for Bulgarian Air Force

In the second week of January 2024, the Bulgarian Minister of Defence Todor Tagarev visited the F-16 production facility in Greenville (SC) where he viewed the production of the F-16 Block 70 Fighting Falcon for the Bulgarski Voenno Vzdushni Sili (BVVS, Bulgarian Air Force).

He was accompanied by the Bulgarian Ambassador Georgi Panayotov, and the Bulgarian Defence Chief Adm. Emil Eftimov. According to Lockheed Martin there are currently seven F-16s are in various stages of production, and the inaugural flight of the first fighter is planned for later this year.

In a brief official ceremony, he signed the fuselage of the first dual-seat aircraft with c/n MY-01.




In total, Bulgaria ordered sixteen F-16C and F-16D Block 70 fighter aircraft. With the first order, placed in July 2019, Bulgaria signed up for eight F-16 Block 70 fighters. It was not specified how the order was divided between single-seat and dual seat aircraft, but Scramble Magazine assesses that this order consists of six F-16C and two F-16D models. In April 2020, Lockheed Martin Aeronautics, Fort Worth (TX), was awarded a USD 512 million contract for the construction of eight F-16 Block 70s for the Republic of Bulgaria. This Foreign Military Sales (FMS) contract included USD 4,1 million worth of pre-priced options.

Bulgaria Air Force first F 16 Block 70 signing fuselage credit Lockheed Martin 320In August 2021, the Bulgarian Ministry of Defence requested for a second batch of eight F-16 Block 70 fighters, consisting of four F-16C Block 70 and four F-16D Block 70 fighters plus related equipment like spare engines, missiles, bombs and Active Electronically Scanned Array (AESA) radars. On 4 April 2022, the US State Department has made a determination approving a possible Foreign Military Sale to the Government of Bulgaria of eight Lockheed Martin F-16 Block 70 Fighting Falcons and related equipment valued at USD 1,7 billion.

Next to Slovakia, Bulgaria will be the second European country to receive the F-16C/D Block 70.
