- Bulgaria will delay the purchase of eight fighter jets to replace Soviet-era aircraft because of budget cuts next year.
A procurement plan and tender for the acquisition of military aircraft will be postponed after the Cabinet decided to narrow the 2012 budget deficit to 1.35 percent of gross domestic product, from 2 percent this year, Defense Minister Anyu Angelov told reporters in Sofia today.
“Work on the procurement plan will continue, though it won’t be ready by the end of the year as initially planned,” Angelov said. “The tender procedure won’t be opened in 2012 due to insufficient financial support in the current budget.”
Bulgaria wants to replace its Soviet-era MiG-21 and SU-25 fighters with military aircraft that meet the requirements of the North Atlantic Treaty Organization. The first delivery was previously planned for 2014 or 2015, Angelov said in a March 23 interview. Bulgaria also has 16 MiG-29 fighters, which it plans to use until their service life expires in 2029.
The European Union’s poorest state in terms of economic output per capita will narrow next year’s budget deficit to contain the impact of the euro area’s sovereign-debt crisis as economic recovery slows. The government plans to cut the budgets of defense and security agencies and increase spending on education, science, health care and the justice system, Finance Minister Simeon Djankov said on Oct. 24.

A ‘museum’ aircraft with new avionics for the Bulgarian Air force
Aviation magazine “Club KRILE” (WINGS) is as always the first to bring the aviation news to you. Last week we were the first to inform about the coming visit of Israeli company IAI (http://www.pan.bg/view_article-1-5101-Izraelska-delegaciq-v-Bylgariq-po-pokana-na-MO.html) and today IAI offered Kfir as a new combat aircraft for the Bulgarian Air force. It coincided with the two days visit of Israeli Prime Minister Benjamin Netanyahu in Bulgaria, which may bring another competitor for a new fighter for Bulgarian Air force – the modernized Kfir C.60. Two weeks ago the Bulgaria defense minister Anu Angelov was ‘tempted’ by such an offer when visited the IAI booth at the Paris Air show. The supposed price in times smaller compared to the ones offered by the companies requested by RfI, sent in February to Eurofighter, SAAB, Boeing and Martin Lockheed. And the official announcement from today is that Bulgaria and Israel will hold a first joint session of their governments and sign a defence cooperation agreement on July 7 in Sofia, the Bulgarian foreign ministry said Tuesday. "This is the first joint session that Israel holds with another country in the (Balkan) region," ministry spokeswoman Vesela Cherneva said. Cherneva said the two countries will sign a bilateral agreement for defence cooperation, with Israeli companies encouraged to participate in the modernisation of Bulgaria's defence equipment.

- Alenia Aeronautica signs a €25 million contract for the logistic support of Bulgarian C-27Js
Alenia Aeronautica (a Finmeccanica company) and Bulgaria’s Defence Minister, Anyu Angelov, have signed, a few days ago, a framework agreement defining the procedures for the supply of logistic support services to the C-27J fleet of the Bulgarian Air Force, for a ten-year period, thus strengthening even more the relationship between Alenia Aeronautica and the Bulgarian customer. Within the agreement, a first contract has been signed for the supply of logistic support services, for a five-year period, worth totally 25 million euro.
Giuseppe Giordo, Alenia Aeronautica’s Chief Executive Officer and Responsible for Finmeccanica’s Aeronautics Sector, has commented: “We deem it fundamental to offer our customers ever more integrated services through an ad-hoc and timely support to ensure a long product’s life cycle and make the most of the customers’ investment. The approach adopted with Bulgaria, that has allowed us to effectively capitalise the available financial resources, certainly represents a pattern applicable to many of Alenia Aeronautica’s customers in order to guarantee the operational long-term efficiency of their C-27Js”.
The supply envisaged by the contract includes, in addition to the spare parts, ground support equipment, technical material, maintenance inspections, training activities, also a specific and continuous on-site technical assistance, thanks to a ‘Field Service Representative’ at Sofia’s Bulgarian base, to fully meet the technical-operational requirements of the customer.
Alenia Aeronautica delivered on 31st of March, at Sofia’ military base “Vrazhdebna” (in Bulgaria) the last of the 3 C-27Js ordered in 2006 by the Bulgarian Air Force, inaugurating on that occasion a centre for the aircraft’s logistic support.
The C-27J is a new-generation tactical transport aircraft compliant with NATO standards and interoperable with heavier airlifters in service with other Atlantic Alliance countries and also capable of operating in the most complex operational scenarios, thanks to its active and passive self-defence systems. The Bulgarian C-27Js are in fact equipped with self-defence systems that significantly improve the aircraft’s capability of operating in the most difficult operational conditions.
In addition to Bulgaria, the C-27J has been ordered by the air forces of Italy, Greece, Lithuania, Romania, Morocco (first non-NATO Country), Mexico and by the US.
The C-27J Spartan, made by Alenia Aeronautica, is a twin-engine turboprop tactical transport aircraft with state-of-the-art technology in avionics, propulsion and systems. It provides high performances, high cost effectiveness, extreme operating flexibility, best performances for an aircraft of its category in all weather conditions and is the only aircraft of its class offering interoperability with heavier airlifters.
Purposefully designed for all tactical transport operations in support of front line troops and thanks to its capability of operating in full autonomy and of taking-off and landing in any weather condition from/on semi-prepared runways (long less than 500 metres), the C-27J proves to be also an ideal aircraft for civil defence and support to humanitarian missions.

Germany to Offer Fighters to Bulgaria
The deal is for eight second-hand Eurofighters
It is expected that during his visit to Germany at the end of January PM Boyko Borissov would receive an attractive offer for used Eurofighters, The Standart learnt. The first visit of Bulgaria’s premier for 2012 will be to Germany on January 17-18. He will meet with Chancellor Angela Merkel and during the private talks all bilateral issues will be discussed. During the meetings the details on the German offer for the fighters would be clarified. According to off-the- record information, the proposal includes training of Bulgarian pilots. Germany is one of the four countries which manufacture Eurofighters. This is one of the most modern military aircraft in the world. The abilities of Eurofighter were demonstrated during the air show near the city of Plovdiv in September last year. In February, 2011, Bulgaria’s defense ministry asked about the bids all manufacturers of Eurofighter for the delivery of 8 fighters. EADS consortium which manufactures Eurofigheter made an offer of 80 million euro per a brand new fighter. US State Secretary Donates Fighter Jets during Bulgarian Trip
During her visit to Bulgaria, US Secretary of State, Hillary Clinton, is to extend an official offer to the Bulgarian government for the acquiring from the American army of several secondhand fighter jets F-16.
The proposal would be for Bulgaria to receive them as a gift, according to a report of the Bulgarian "Trud" (Labor) daily. Bulgaria will, however, have to find the money for repairs and for putting them into use.
The US will offer 4Block-25 craft, manufactured about 20 years ago, which are part of the frozen reserves of the American army. "Trud" is citing experts saying that in order to make them usable, Bulgaria will have to shell about BGN 15-20 M on average for each of them.
They also stress that the US Administration aims at expanding the market for such equipment on the Balkans.
In addition to the said amount, there would be a need to build a logistics base and train maintenance personnel. For several years now, Bulgarian pilots are training with the US Air Force, precisely on these fighter jets.
During her official visit to Bulgaria Clinton will also meet with Prime Minister, Boyko Borisov, and President, Rosen Plevneliev.
Ministers of the cabinet will be present during the talks.
Hillary Clinton has already been to Bulgaria in her capacity of First Lady, when husband Bill Clinton was US President. The visit to Sofia took place in October 1998, when she participated in the conference "Women of the 21st century."
The visit comes on the invitation of Nikolay Mladenov back in October 2010 during his visit to the US when the Bulgarian government's anti-corruption measures were discussed.
Mladenov informs that other topics of the agenda include alleviating US visa regime for Bulgarian citizens, Bulgaria recognizing years of service for Bulgarians, who have worked in the US; strategic partnership between Bulgaria and the US in the security sector, in NATO, and in the NATO mission in Afghanistan, partnership on the Balkans, and the situation in the Middle East novinite | |

- Mig-29 crashes during Bulgarian – US Air Force exercise: a dramatic photo sequence shows the mishap
On Apr. 26, 2012, a Bulgarian MiG-29UB (“11″ white), involved in the Thracian Star 2012 exercise with the U.S. Air Force F-16s from Aviano, crashed into a river between the southern villages of Tsarimir and Golyam Chardak near Plovdiv, in Bulgaria.
The two pilots, Maj. Doychinov and Capt. Metodiev, ejected safely from the aircraft, and no victims or injured have been reported on the ground.
A photographer, Stoian Stoianov, caught the entire scene on photographs that were posted on a Bulgarian website.
