L'Inde: l'autre Puissance d'Asie




Les articles réguliers sur la Chine et ses avancées dans l’aéronautique civile et militaire ne doivent pas nous faire oublier que l’Asie compte d’autres puissances pour qui l’aéronautique est vitale.

C’est le cas du plus grand compétiteur asiatique de la Chine : l’Inde. Ce pays-continent dispose des capacités scientifiques et industrielles pour développer comme lui ses capacités de frappe.

Tout d’abord dans le domaine balistique l’Inde souhaite décupler ses capacités et sa volonté s’exprime dans les projets hautement symboliques que sont les missiles BRAHMOS et AGNI ; mais l’Inde a développé son propre chasseur, tout comme la Chine, et prépare la relève !

Grâce à l’apport technologique Russe, une joint venture a été créée entre les deux pays pour la mise au point et la commercialisation du missile de croisière BRAHMOS qui peut être de trois versions : sol-sol ou terre-mer, mer-mer ou air-mer (depuis un Su-30MKI). Une variante sous-marine est en cours de développement. Dans sa version navale, le BRAHMOS est supersonique (Mach 2, a une trajectoire rasante et une portée max de 300km (à comparer avec les capacités de l’exocet : missile subsonique Mach 0,9 et 180km de portée seulement). Récemment l’Inde a décidé d’investir 250 millions US$ pour développer une version du missile pouvant voler à Mach 5. On le voit ce missile donnera à la marine indienne et à ses forces armées en général des capacités de loin supérieures à ce que dispose toues les marines européennes et chinoise !

Le missile AGNI consiste lui en un missile balistique à capacité nucléaire (notez que le BRAHMOS pourrait être équipé lui aussi) initiale, de conception nationale. Il existe en trois versions : AGNI 1 DE 2500km de portée ; l’AGNI 2 de 3000km de portée théorique, et l’AGNI 3 (en développement) de 5000 km de portée à terme. Ces missiles représentent avec le missile de théâtre PRITHVI les vecteurs de la dissuasion nucléaire indienne.

Mais l’Inde ne sera jamais une puissance aéronautique complète si elle ne développe pas son aéronautique militaire, et le dernier appel d’offre international pour acquérir un chasseur de dernière génération (9 milliards US$) pourrait bien être le dernier du genre, et voir les russes remporter le marché assez logiquement. En effet l’Inde et la Russie veulent développer en commun un chasseur de 5ème génération : c’est l’objet de l’accord signé à Moscou en octobre 2007 pour le projet PAK FA (Future Tactical Aviation Aircraft Complex).

Contrairement au F-22 RAPTOR US le projet russo-indien prévoit un avion tant furtif qu’hyper manœuvrable via des tuyères mobiles développées pour le Su-27, ainsi qu’un radar et des missiles à longues portées. A noter que le radar disposera de capacité de brouillage (existant déjà sur des Mig 29 et qui pourrait exister sur le RAFALE cette information n’ayant jamais été confirmée). Le mariage entre le génie aéronautique russe et le génie électronique et informatique indien devrait donner un résultat très intéressant.

Mais ce projet en commun ne signifie pas que l’Inde ne sait pas construire de chasseur de manière autonome : elle a en effet développé par elle-même le LCA (LIGHT COMBAT AIRCRAFT) . La décision de développer ce projet fut prise en 1983 pour remplacer les Mig-21 et les caractéristiques techniques sont fixées en 1990. Le projet recevra l’appui de constructeurs européens comme DASSAULT, SAAB, et BAE, et son design montre que les ingénieurs indiens se sont inspirés du mirage 2000 et du F-18 pour les entrées d’air.

L’appareil sera à terme équipé d’un réacteur de conception nationale KAVERI GTX-35VS double flux de 8,5 tonnes de poussée (SNECMA SAFRAN fournissant les filtres et les régulateurs). Le radar doppler multi-cible est développé par HAL avec l’aide d’industriels étrangers, tout comme l’avionique (THOMSON-CSF aujourd’hui THALES) et une centrale inertielle fournie par l’américain HONEYWELL.

L’avion sera équipé de missile russe R-73 VYMPEL et du missile de conception nationale ASTRA.

Initialement prévu pour entrer en service en 1995 le LCA a fait son premier vol en 2001. Malgré le retard du projet et les difficultés de son développement, cet appareil donne aux industries indiennes des compétences et une expérience certaine au moins égale à ce que la Chine peut faire.

On le voit là encore, l’Inde entend développer ses compétences pour faire face à la Chine mais aussi pour s’installer pleinement à la table des grandes puissances. Notons que la Russie s’installe comme un acteur moteur de l’essor indien dans l’aéronautique.

Indian Navy Plans a Second Floating Dock
The Indian Navy has proposed the aquisition of a second floating dock (FDN-2) at an estimated cost of Rs3bn ($67.2m), to be stationed at Andaman and Nicobar Islands.
The navy had floated the expression of interest for FDN-2 and procurement plans are in advanced stages, a navy official said.
FDN-2 would be smaller with a lifting capacity of around 8,000t, and the proposed contenders for the contract could be Russia and Germany.
The need for FDN-2 is due to an increase in the number of warships over the next decade, though FDN-1 is optimally utilised except for aircraft carriers and oil tankers.
The Japanese-built FDN-1 was procured at a cost of Rs2.5bn-Rs3bn ($56m-$67.2m) and has a lifting capacity of 11,500t, according to the Economic Times.

En Inde, les Russes en passe de remporter un énorme marché d'avions de combat


Avec l'Inde, il faut être prudent en matière de contrats d'armement. Mais à lire ce matin le Times of India, grand quotidien de New Delhi, l'énorme contrat MMRCA (Medium Multi Role Combat Aircraft), visant à fournir 126 avions de combat de cinquième génération à ce pays, est en passe d'être remporté par un concurrent russe qui n'avait pas été annoncé, le Sukhoi T-50 PAK-FA. Face à lui, les Français proposent toujours le Rafale F3 de Dassault Aviation associé à Safran et à Thales. En avril 2009, le Rafale avait été exclu de l'appel d'offres, avant d'y être réintégré. Mais l'avion français s'est toujours trouvé en position d'outsider, jamais de favori. En janvier 2008, alors en visite en Inde, Nicolas Sarkozy avait expliqué : "Je m'occupe aussi de l'avion qui ne se vend pas."
Les Américains de Lockheed-Martin proposent le F-16IN Block 70 Super-Viper, avec radar APG-80 AESA, tandis que Boeing met en avant son F/A-18E/F Super Hornet Block 2. Les Suédois proposent le JAS-39IN Gripen de Saab, les Britanniques et les Allemands poussent l'Eurofighter Typhoon. Jusqu'à l'annonce de ce matin, les Russes n'étaient censés proposer que le Mig 35 de Mikoyan Gourevitch (Russie). Le choix du Sukhoi T-50 PAK-FA a été confirmé par le chef d'état-major de l'armée de l'air, P. V. Naik. Les discussions devraient avancer lors de la visite à New Delhi du président russe Dmitri Medvedev, attendu en décembre, et lors de celle du ministre de la Défense, Anatoly Serdyukov, qui sera en Inde le 8 octobre.

Cette victoire russe reste à confirmer, les Indiens étant coutumiers des annonces prématurées, des années avant la conclusion des négociations. Mais les choses semblent bien engagées pour les Russes, dont les avions forment déjà l'ossature de toutes les forces aériennes indiennes. Le Sukhoi T-50 PAK-FA est le dernier-né des avions de combat russes. Le Sukhoi T-50 PAK-FA a effectué son premier vol en janvier 2010. C'est un appareil de 30 tonnes, présenté par les Russes comme le concurrent du plus performant des avions américains, le F-22, ce qui reste à démontrer

L'Inde ne touchera pas son premier SNA avant 2011

SNA du type Akula crédits : MARINE RUSSE

La livraison à l'Inde du sous-marin nucléaire d'attaque russe Nerpa est apparemment repoussée à mars 2011. Du type Akula, ce bâtiment, qui sera armé sous le nom de Chakra, sera le premier SNA de la marine indienne. Un contrat de location de 10 ans a été signé en 2004, deux ans avant la mise à flot du sous-marin. En novembre 2008, lors d'une série d'essais en mer, le bâtiment avait été victime d'un accident. Le déclenchement du système d'extinction d'incendie par gaz inerte avait fait 20 morts et autant de blessés.
Long de 110.3 mètres pour un déplacement de 9100 tonnes en plongée, le futur Chakra a été mis sur cale en 1993. Capable d'atteindre 30 noeuds en plongée, il compte 14 tubes (4 de 650mm et 10 de 533mm) pour 40 torpilles et missiles SS-N-15 ou SS-N-16, ainsi qu'un système SA-N-8 avec 8 missiles.

New generation Il-76 military transporter knocks at India's doors
Designated as the IL-76MF, the successor to the legendary military transport plane, IL-76 marked its maiden flight in Tashkent, Uzbekistan on September 30, 2010.
The new generation plane is intended to make a strong case for sale to India as New Delhi has of late been buying U.S. C-17 and C130J Hercules aircraft which are several times more expensive than the Russian airlifter. India has a requirement for over 25 military heavy lift planes over the next 10 years.
The IL-76MF provides 25% increase in transport efficiency, 15 ton increase of take-off weight, enlarged fuselage by 6 m and 20 ton increase of load-carrying capacity, according to IRKUT which is marketing the aircraft.
It is equipped with new PS-90A-76 engines and the new integrated piloting and navigation equipment complies with all International Civil Aviation Organization (ICAO)requirements on noise, emission, navigation accuracy and flights safety.
More than 900 IL-76 aircraft of different modifications were delivered to the customers from various countries of the world.

IAF Considers New Air Base Near Chinese Border
The Indian Air Force (IAF) has sought permission from the country's government to develop a new air base in Ladakh, near the Chinese border.
If the government gives approval for the new Nyoma Air Base at 13,300ft, located 23km from the line of actual control (LAC), it will be the IAF's highest operational air base.
The IAF will use the airfield to deploy all types of aircraft, including frontline fighter aircraft to increase its strength on the Chinese border.
The development of the Nyoma advanced landing ground (ALG) into a full-fledged airbase will take nearly four years to complete, according to indianexpress.com.
The air force's Su-30MKI fighters have been specially modified to operate at altitude and will be able to function from the Nyoma base.
In September 2009, the Nyoma ALG was made operational with the landing of an AN-32 medium-lift transport aircraft

India to Acquire Additional P-8I Long-Range Maritime Patrol Aircraft

India plans to acquire four additional Boeing P-8I Poseidon long-range maritime patrol aircraft, defence ministry sources have revealed.
"The new P-8Is will cost the same as each of the eight ordered in January 2009, without any cost escalation. In the original $2.1bn contract, the offsets were valued at over $600m," sources said.
The P-8Is are capable of anti-submarine and anti-surface warfare, surveillance missions, and are equipped with torpedoes, depth bombs and Harpoon missiles.
The aircraft will be customised to meet Indian Naval requirements, with communication, electronic warfare and other systems being sourced from India.
India is filling gaps in its maritime snooping capabilities in the Indian Ocean region (IOR), according to the Times of India.
Currently, the navy operates a reconnaissance fleet of eight aging Russian Tupolev-142M turboprops and five upgraded Ilyushin-38SD aircraft, a dozen Israeli Heron and Searcher-II spy drones, and a few Dornier-228 squadrons.

New Delhi, Oct 5, (PTI):

India today took a major step towards upgrading its Navy's maritime air reconnaissance capability and amphibious warfare strength by deciding to order four each of P8I Poseidon aircraft and Landing Pontoon Docks (LPDs) totally worth over USD 5 billion.

The four P8I long-range maritime patrol aircraft will be an add-on to the eight that India ordered from the US in January 2009 for USD 2.1 billion or nearly Rs 10,000 crore. These four aircraft from the US aerospace major Boeing's stable would cost India about USD 1 billion (less than Rs 5,000 crore). The four LPDs, on the lines of INS Jalashwa that India bought from the US for USD 50 million in 2007, would come at a cost of Rs 16,000 crore and a global tender would be issued for its under the Defence Ministry's 'Buy and Make' production policy. Under this, India would make the warships through license from a foreign firm. The 17,000-tonne Jalashwa, formerly USS Trenton, is a Austin class amphibious warfare ship that can carry about 1,000 fully armed army men and has four beach landing craft and six helicopters. The two decisions were taken at the meeting of the Defence Acquisition Council (DAC) headed by Defence Minister A K Antony and attended by the three armed forces chiefs and the defence secretary this evening, ministry sources told PTI. The decisions come close on the heels of Antony and Navy Chief Admiral Nirmal Verma's visit to the US last week when they had met the American security top brass to discuss both business and defence cooperation. Now the proposals for both these purchases would be sent to the Cabinet Committee on Security (CCS) for clearance, the sources added. With the purchase of four more P8Is, Navy will operate a total of 12 of these aircraft that would plug a major gap in its capabilities to keep an eye on adversaries in the Indian Ocean Region (IOR), in which China has been making significant forays in the last one year citing anti-piracy operations. The Poseidon will provide the Navy with an option of a long-range reconnaissance mission in the entire maritime domain in IOR that India has been claiming to be its area of responsibility. Currently, though, Navy is woefully short of maritime surveillance platforms, operating eight aging Tu-142 turboprops and five Ilyushin-38s (upgraded in recent years), both of Russian origin. It also has Israeli 'Heron' and 'Searcher-II' unmanned aerial vehicles to perform the same role, but at shorter distances. Modeled on Boeing 737 commercial airliners with cruise speeds of 445 knots, the P8Is can also perform anti-submarine and anti-surface warfare roles, as they will be armed with torpedoes, depth chargers and Harpoon missiles. These aircraft have a mission range of 600 nautical miles and six hours of loitering time. Along with mid-air refueling capacity, their range could be extended further to 1,200 nautical miles. The first of the P8Is are expected to be delivered to the Navy by Boeing in 2013 and the rest to follow in the next six years, the sources said.

Nouveaux chasseurs pour l'Inde: il ne s'agit pas de copier le T-50 (Défense)
Le chasseur de cinquième génération mis au point conjointement par la Russie et l'Inde ne sera non plus une copie du T-50, mais un nouvel avion, a déclaré jeudi à RIA Novosti une source haut placée de la délégation russe dirigée par le ministre de la Défense Anatoli Serdioukov en visite à New Delhi.

"Evidemment, cet appareil ne copiera pas le chasseur T-50", a indiqué la source en ajoutant toutefois que les idées conçues lors de la mise au point du chasseur T-50 seront utilisées pour la construction du nouveau chasseur russo-indien.

Auparavant, le ministre indien de la Défense le ministre indien de la Défense Arackaparambil Kurian Antony a annoncé au cours d'une conférence de presse que l'Inde avait l'intention de doter son Armée de l'air de 250 à 300 chasseurs de cinquième génération développés conjointement avec la Russie.

Ce nouveau chasseur devrait voir le jour d'ici 2015-2016 en deux versions, l'une étant monoplace et la deuxième biplace. Les frais de mise au point seront répartis à parts égales entre la Russie et l'Inde.

The Indian Air Force (IAF) will begin field evaluation trials of Hawker Beechcraft Corporation's (HBC) T-6C military trainer aircraft today at Air Force Station Jamnagar in India.
The IAF will initially acquire 75 trainer aircraft with options to acquire 100 such aircraft to replace its HPT-32 Deepak 2 trainer.
During the five-day evaluation trial, there will be flights by the IAF test and instructor pilots, as well as demonstrations of the T-6C's maintainability.
The T-6C aircraft includes an integrated glass cockpit and an advanced avionics suite that significantly increases advanced training opportunities.
The aircraft also includes a head-up display, up-front control panel, three multifunction displays and hands-on throttle and stick controls.
Equipped with a hardpoint wing, the T-6C aircraft can accommodate external fuel tanks.

RAF Typhoons and SU-30 MKI participating in INDO-UK air exercise

Indo-UK Air Force Exercise named Ex-Indradhanush would be taking place at Air Force Station Kalaikunda, in West Midinapur district, West Bengal from 18 Oct 2010 till 03 Nov 2010.
This would be for the first time when RAF (Royal Air Force) Typhoons would be seen in a joint operational scenario in India. The IAF would be participating in this exercise with its SU-30 MKI, Mirage 2000s, Mig 27s and Airborne Early Warning and Control Systems(AWACS) Aircraft.

The RAF would also be deploying its AWACS (E-3D) and Air to Air refuellers (VC-10).

Along with the intent of improving cooperating at international level, the aim of this joint exercise is to enhance mutual understanding and refine procedures for future joint exercise between the two Air Forces.

According to the Air Marshal KK Nohwar, Air Officer Commanding-in-Chief, Eastern Air Command “the exercise Indradhanush is an opportunity for both the Air Forces to get an insight into each others operational philosophies and work cultures. This will greatly enhance the understanding of our Air Force to operate in scenario involving state of the art technologies”.

In a written brief to the participating aircrew, Air Marshal LK Malhotra, Senior Air Staff Officer of the Eastern Air Command said “This exercise will prove to be a boon for both the nations to fine tune their procedures for multi-national operations, which are likely to happen with greater frequency in future. It will help fine tune tactics for large force engagements and also share each others experience to hone up the skills even more”.

Les chantiers Fincantieri de Sestri Ponente (Gênes) ont annoncé, hier, le lancement du Shakti, un pétrolier-ravitailleur destiné à l'Inde. Le bâtiment est identique au Deepak, mis à flot en février dernier et actuellement en achèvement à l'établissement de Muggiano (La Spezia). La livraison du Shakti est prévue à l'autonome 2011.
Longs de 175 mètres pour une largeur de 25 mètres, ces pétroliers-ravitailleurs afficheront un déplacement de 27.500 tonnes en charge. Capables d'atteindre 20 noeuds, ils pourront accueillir 250 personnes et disposeront d'un hangar pour un hélicoptère de 10 tonnes. Ces pétroliers à double coque répondent aux dernières règlementations de l'Organisation Maritime Internationale (OMI).

Guillaud will hold talks with Indian National Security Adviser Shivshankar Menon; Air Chief Marshal P.V. Naik, the Air Force's chief; Navy chief Adm. Nirmal Verma; and Army chief Gen. V.K. Singh.
France hopes to finalize a deal to upgrade Indian Mirage 2000-5 aircraft at a cost of about $2 billion before Sarkozy's visit, and would like to see its Rafale aircraft selected for the $10 billion Medium Multirole Combat Aircraft program, said a diplomat at the French Embassy here.
Guillaud also will visit Mazagon Docks in Mumbai, where India's French-designed Scorpene submarines are under construction under a $4 billion contract awarded in 2005. However, the subs are more than 30 months behind schedule, mainly due to delays in the supply of auxiliary parts to the Indian shipyard, a senior Indian Army official said.
The French also are eyeing the Navy's $10 billion submarine building program, for which formal tenders are expected to be floated by year's end.
India and France have also been working on a joint development of Maitri low-level quick-reaction missiles, to be built jointly by India's state-owned Defence Research Development Organisation and French company MBDA. However, no formal agreement has been inked despite nearly three years of talks on the project.

Coopération Indo-Vietnamienne

L'Inde a annoncé en marge des rencontres ministérielles de l'ASEAN son projet de coopérer avec le Viet-Nam dans le domaine militaire. Le ministre de la défense indien a rencontré à Hanoï, son homologue et le premier ministre Mr Nguyên Tân Dung et abordé ces questions de défense.

L'Inde s'est déclarée prête à effectuer des exercices conjoints avec l'armée vietnamienne et à l' aider à accroitre ses capacités. Ce soutien s'appliquerait en particulier à la marine. Le ministre de la défense Mr Antony a assuré les dirigeants Vietnamiens que l'Inde l'assistera dans le domaine de la construction, et de la maintenance des plate formes (navales).

Les discussions ont été menées par M. Antony ministre de la défense indien lors de rencontres bilatérales avec le commandement vietnamien en particulier, le général Phung Quang Thanh, ministre de la Défense Nationale et le premier ministre.

Les armées coopèreront aussi dans le domaine de l'informatique et de l'apprentissage de la langue anglaise pour les personnels de l' armée vietnamienne. L'inde a aussi offert son assistance pour la préparation des forces Vietnamiennes aux missions de maintien de la paix, domaine ou l'Inde a une très grande expérience.

L'inde est demandeuse de coopération dans le domaine de la guérilla ou contre -insurrection. Le premier exercice entre les armées indiennes et vietnamiennes devrait concerner le combat en montage et dans la jungle et se dérouler en Inde.

Le Général Thanh, ministre de la défense a déclaré que l'Inde occupe une position spéciale dans la politique étrangère vietnamienne. Il a appelé a plus de visite de bâtiments de guerre indien au Vietnam et a offert un soutien logistique dans ces ports.

Ce rapprochement indien isole toujours un peu plus la Chine dans cette la région. Face a la montée en puissance des armées chinoises, de nombreux pays s'inquiètent et cherchent a accroitre leur coopération militaire.

The Indian Navy has received a new auxiliary craft, Ambuda, to be inducted into its southern naval command at South Jetty, Naval Base.
The 50m-long 930t vessel is fitted with two engines, can carry a crew of 19 and cruises at a speed of 12kt, according to the Hindu.
The auxiliary craft is also equipped with the latest communication and navigation equipment, and carries a rigid inflatable boat (RIB).
The craft has a capacity of 500t of freshwater and is capable of serving the navy's warships at anchorage to ensure quick operational turnaround.
Ambuda is the third such vessel being built for the Indian Navy.

Le nouveau drone indien Rustom 1 peut porter une charge utile de 75kg, sa durée de vol est de 12 à 15 heures et il est capable de voler à 7,5km d'altitude. A la différence de tous les autres drones indiens, Rustom 1 n'utilise pas de parachute, mais se pose sur une piste d'atterrissage. Il est contrôlé à distance par un système mis au point par la DRDO.

NEW DELHI — India is looking at fitting its Sukhoi Su-30MKI fighters with Russian Phazotron Zhuk-AE active, electronically scanned array (AESA) radars.

The X-band radar can track 30 aerial targets in the track-while-scan mode and engage six targets simultaneously in attack mode. By 2018, the Indian air force inventory is expected to comprise around 300 Su-30MKIs.

India’s Sukhois currently use N011M passive array technology, which delivers less peak power than an AESA. The N011M also has limitations in its back-end processing and requires more maintenance.

Defense Minister A.K. Antony recently told the Indian parliament about a proposal to upgrade the Indian air force’s Su-30 fleet. The upgrade is be carried out by Hindustan Aeronautics Ltd. and Russia’s Irkutsk, the original equipment manufacturer, starting in 2012. It is likely that the order for the AESA also will be made simultaneously, as the radar will have to be integrated into most parts of the aircraft, including the navigation systems and engines.

The Su-30 entered service in India in 2000 — the purchase was approved in 1997 — and the aircraft have not been upgraded since.

AESA technology offers improved performance and reliability compared with traditional mechanically scanned array radars. India also has made it clear that having an AESA will be critical in the competition for 126 medium multi-role combat aircraft (MMRCA). For instance, the F-16IN is being proposed with the Northrop Grumman APG-80, while the F/A-18E/F is being bid with the Raytheon APG-78. All the other contenders have offered an AESA road map,

During the April trials for the MiG-35, the Zhuk AE test radar had a slightly smaller array than the production version would feature. The MiG-35 also is a contender in the MMRCA competition.

India would also expect to field an AESA on the fifth-generation fighter — the co-development and production effort with Russia built around the Sukhoi T-50.

Boeing confident with Indian Super Hornet bid

Boeing is optimistic it will make the shortlist for India's medium multirole combat aircraft (MMRCA) requirement in 2011 with its F/A-18E/F Super Hornet, says Rick McCrary, capture team manager for its Defense, Space & Security business unit.

With India having completed in-country flight evaluations of the six candidate airframes, McCrary believes a shortlist will be issued next year to narrow the field, most likely after the Aero India air show in Bangalore.

"I think it will be the heavy twins," he says, referring to the Super Hornet and rival offers with the Dassault Rafale, Eurofighter Typhoon and RSK MiG-35. "They're looking for more serious medium combat aircraft, in weight and performance," he says.

Lockheed Martin and Saab are also pursuing the MMRCA contract offering their single-engined F-16IN and Gripen NG designs.

The Indian air force is seeking an initial 126 aircraft, with an option for 50% more at the same unit price, but McCrary says the service could eventually need up to 400 of the winning design. "They've got a huge air force, but it's ageing," he notes.

Deliveries will start within 36 months of a contract award, which is expected to be made in 2012. The first 18 aircraft will be completed by the successful bidder before final assembly and manufacturing responsibilities are progressively transferred to India. "This is a 20-year programme," McCrary notes.

In the case of Boeing, the company would first transfer final assembly and test of the Super Hornet for India from its St Louis site in Missouri and then "work back from there."

McCrary says New Delhi's recent selection of GE Aviation's F414 engine - which also powers the Super Hornet - for the MkII version of its Tejas light combat aircraft could help Boeing's bid for MMRCA. "We think they're disconnected, but would certainly like to think there's some synergy there."

Boeing also continues to answer requests for information about the Super Hornet from the United Arab Emirates about its new fighter requirement. France is also pursuing a proposed sale of its Rafale to the UAE's air force.

EADS May Offer A330 MRTT at Competitive Price to India



The European Aeronautic Defence and Space Company (EADS) has said that it will offer its new advanced A330 MRTT at a competitive price to India for the reopened multibillion-dollar contract.
India will buy six additional air-to-air refuellers to strengthen its fleet of six Russian IL-78 tankers, according to the Hindu.
The company said the A330 MRTT will be equipped with the aerial refuelling boom system (ARBS), technology that will enable refuelling in adverse weather, day or night.
The A330 MRTT will also use the stereoscopic vision and laser-based infrared lighting system.
Airbus Military defence capability marketing vice-president Peter Scoffham said the new technology on offer to India would bridge the gap between strategic and tactical tankers.
India has issued a fresh request for proposals (RFP) for six in-flight refuelling aircraft, reviving the tender worth Rs60bn ($1.3bn) that was cancelled in January.

India approves local supplier for Su-30 cockpit displays

An Indian-produced cockpit display system has been approved for frontline service in the country's Sukhoi Su-30MKI fighters.

The multifunction display is produced by Samtel Hal Display Systems, a joint venture between Samtel Display Systems and Hindustan Aeronautics. It can display a range of mission-critical information, such as maps and combat data.

"The real purpose of the joint venture is to make indigenous all types of cockpit displays for the Indian air force's new or upgraded planes," says Puneet Kaur, executive director of Samtel. The equipment can be installed in fixed-wing aircraft and helicopters, he adds.

The new display was approved after more than a year of tests in the Su-30MKI conducted by the Indian air force.



Kaur says the joint venture with Hindustan Aeronautics has already signed memoranda of understanding with manufacturers involved in the air force's 126-platform medium multi-role combat aircraft (MMRCA) contest, to supply the ultimate winner with its equipment.

Contenders for the MMRCA deal are the Boeing F/A-18E/F Super Hornet, Dassault Rafale, Eurofighter Typhoon, Lockheed Martin F-16, RSK MiG-35 and Saab Gripen NG.

Samudra Prahari, the first-ever pollution control warship, commissioned on 9 October, has arrived at Karwar from Mumbai, India.
The warship is the first in Asia and third in the world that has the sophisticated equipment to control oil spillage and pollution, and provide deep-sea protection and security to the west coast, according to the Times of India.
The warship has a boat set on either sides of the ship that will spread the oil-controlling booms in a circular manner to prevent oil from mixing with water.
The ship has a centralised control system and a special type of electric management system. It can also accomodate Chetak and other lightweight helicopters, and five high-speed boats.

India starts to develop new 5th generation fighter




MUMBAI – India has launched a project to indigenously develop its own new generation fighter to improve aerial guarding capability, local media reported on Sunday.

The Defense Research and Development Organization (DRDO) has embarked on a project to indigenously develop new generation fighter, which would have similar operational functions of the world’s advanced fifth-generation fighters, the Indian newspaper the Tribune reported, citing Subramanayam, Director of the DRDO’s Aeronautical Development Agency (ADA).

The world’s fifth generation fighters were led by the US most sophisticated stealth fighter F-22 in late 2005. Those fighters claimed the capabilities of “first-look, first-shot, first-kill” by being designed from the start to operate in a network-centric combat environment, and to feature low signatures employing advanced materials and shaping techniques.

Subramanyam said the new generation fighter would be a twin- engine aircraft, just like existing MiG-29 fighter, and its total weight is about 20 tons, different from the joint Indo-Russian fifth generation fighter with a weight of 30 tons.

The DRDO is expected to finish the definition of the new generation fighter’s technical and operational requirements and lay out the broad concepts for the new fighter’s development within about one and half a year.

The official said the first indigenously developed jet fighter Tejas will receive operational clearance in the next two months and is scheduled to enter the service with the Indian Air Force next year.

The United States is likely to bend its Foreign Military Sales (FMS) rules by offering the Lockheed Martin- Raytheon manufactured Javelin Anti-tank guided missile(ATGM) in a tender for approximately 1000 units of the highly effective ATGM. India had floated a tender in which the Israeli Spiker missile is also a contender.

FMS deals only involve direct government-to-government transactions and the U.S. government does not participate in competitive tenders for defence equipment sales.

Executives of Lockheed Martin indicated during a background briefing in New Delhi that the missile was classed as "FMS only", which means only the U.S. government could authorize sale of the missile after direct negotiations with the purchasing country's government. FMS transactions allow the U.S. government to impose certain conditions which individual companies may not be able to do while dealing with foreign governments.

Most high tech defense equipment which the U.S. considers vital to maintain its technological edge, is classed under FMS and Uncle Sam buys the equipment from the manufacturer and sells it to the buying country's defence force.

The Javelin has completed its trails in India, according to the Lockheed Martin executives and they are awaiting the next move from the Indian establishment. India will evaluate the Javelin against the Israeli Spike, man-portable ATGM which has seen sales success in a number of countries.

While the U.S. Javelin is considered one of the most accurate ATGMs in the world with proven systems, the Israeli "Spike", manufactured by Rafael has met with more sales success and is operational in a number of countries in Europe, South America and Asia.

The large size of the Indian order, upwards of 1000 missiles initially, with a strong possibility of follow-on orders could be worth upwards of $250 million initially.

Bharat Dynamics to supply Milan 2T anti-tank guided missile to the Indian Army

Bharat Dynamics Ltd (BDL) signed on Friday a contract worth Rs 300 crore for the supply of Milan 2T, a second generation, anti-tank guided missile to the Army.
The missile has a range of about 2 km with a tandem warhead. The deal was signed by the Hyderabad-based, Defence Public Sector Undertaking with the Union Government in New Delhi, according to a company press release here on Saturday.
MILAN is a European anti-tank guided missile. Design of the MILAN started in 1962. It was ready for trials in 1971, and was accepted for service in 1972.
It is a wire guided SACLOS (Semi-Automatic Command to Line-Of-Sight) missile, which means the sight of the launch unit has to be aimed at the target to guide the missile. The MILAN can be equipped with a MIRA thermal sight, to give it night-firing ability.
