- Inauguration of the Fourteenth NATO Regional Cooperation Course (NRCC-14)
On 28th September 2015, the NATO Defense College in Rome had the pleasure of welcoming new participants to the 14th edition of the NATO Regional Cooperation Course (NRCC 14).
The NRCC is one of the NDC’s principal educational programmes and brings together participants from NATO countries, the Partnership for Peace (PfP), the Mediterranean Dialogue (MD) and the Istanbul Cooperation Initiative (ICI), as well as Global Partners.
The Course has a fundamental purpose: to reach a better understanding of complex issues in today’s rapidly changing security environment, with a special focus on the Middle East, from the perspective of MD, ICI, PfP and NATO member countries, thereby promoting closer dialogue and cooperation.
In the Ismay Auditorium, Course Members were welcomed by the NDC Commandant MGen Janusz Bojarski (POL F), as well as by the Dean Dr Daria Daniels Skodnik (SVN C) and by the Director of the Middle East Faculty Col Giuseppe Morabito (ITA A), together with MEF staff.
MGen Bojarski underlined the importance of the NRCC, which gives participants a unique opportunity to interact, openly deliberate and better understand each other on crucial international security challenges linking NATO with the MENA region.
Furthermore, the Dean stressed the fundamental role that the NDC plays as the Alliance’s premier academic institution. Col Morabito concluded the inauguration ceremony by providing details of the NRCC's organization, objectives and curriculum content.
The inauguration lecture was delivered by LtGen Giorgio Battisti (ITA A), Commandant of the Italian Army Training and Doctrine Command. He described his experience as ISAF Deputy Chief of Staff Support and Italian Senior National Representative, and then focused on the NATO Regional Cooperation Course as a perfect avenue to promote dialogue and to reinforce cooperation for a better future by sharing values such as bravery, loyalty and honour.
This year, the NRCC brings together 42 participants from 17 countries. As in recent editions of the course, participants will attend a Papal audience at St Peter’s Basilica, visit the Great Mosque of Rome and the city’s historic Synagogue, with a view to improving knowledge and understanding of the three great monotheistic religions. There will also be a number of significant institutional visits during Field Study periods: in Brussels (NATO HQ and Shape), Naples (JFS and the Oriental University), Capua, Caserta, Monte Cassino, as well, of course, as Rome.
The College extends a warm welcome to all NRCC participants, and wishes them a pleasant and profitable stay in the Eternal City.

AGADIR, Morocco -- A NATO Civil-Military Co-operation Mobile Training Team visited Morocco in order to conduct a seminar, Oct. 26-30. The visit followed along the consolidated path of Mediterranean Dialogue initiative and in view of the Wales NATO summit of 2014.
Headed by Col. Fabrizio Zacchè, CMI/CIMIC branch head of Allied Joint Force Command Naples, a NATO delegation composed of JFC Naples and Multinational CIMIC Group staff officers conducted a CIMIC seminar in the southern area’s headquarters of the Royal Armed Forces (RAF) in Agadir. The aim of the seminar was to provide basic information about CIMIC core functions, CIMIC techniques, tactics and procedures and CIMIC in operations, mainly referring to Kosovo and Afghanistan.
Over the last few years Morocco has put in a huge effort to develop a crisis management capability to handle national crisis situations, and a specific seminary was organized last March in Rabat with American experts. Moreover, based on the major experiences abroad in the Balkans (SFOR and KFOR), and recently in Nigeria, Gabon, Congo, Gaza Strip, Tunisia and Jordan (mainly with field hospital / medical assets), and in Yemen (with maneuver forces), the Royal Morocco would develop a CIMIC capability in line with NATO doctrine and experience.
At the beginning of the seminar, addressing a warm welcome to the NATO delegation, the chief of the southern area’s HQ, Brig. Gen. BENLOUALI, stressed the importance of CIMIC as an operational function. He expanded to stress the importance of CIMIC to facilitate civil-military liaison in areas of operation in a very unpredictable context, more and more characterized by asymmetric threats. He additionally championed the idea of developing a national CIMIC capability in order to contribute to the comprehensive approach and to provide greater support to the commander in operations. In this framework, 30 officers attended the seminary. The troops were all from different organizations of the Moroccan Armed Forces and all playing a relevant role as "special echelon” to promote the CIMIC culture at a national level and pave the way to develop an initial Moroccan CIMIC concept and capability.
Officials say the recent CIMIC MTT activity in Morocco can be considered as a unique starting point for further fruitful initiative specifically for Morocco, and broadly speaking for other Mediterranean Dialogue Partners in order to improve the contribution to the regional security.

NATO Military Committee Chairman calls for stronger ties between NATO and its Mediterranean partners
During his visit to the Kingdom of Morocco (29 - 30 January, 2016), General Petr Pavel held bilateral talks in Rabat with Mr. Abdellatif Loudiyi, Minister Delegate to the Head of Government for the Administration of National Defence, General Bouchaid Arroub, Chief of Defence and the Chiefs of Staff of the Land, Naval and Air Forces.
General Pavel praised the long-standing cooperation between NATO and Morocco in the framework of the Mediterranean Dialogue (Med Dialogue). He took the opportunity to discuss NATO’s continued commitment to working with Morocco, through the Med Dialogue partnership, in addressing the security challenges the nation and North African region are facing. General Pavel added that “we will continue to enhance our work with Morocco to make the most of the opportunities offered by their partnership with NATO, including the Defence Capacity Building Initiative and the Individual Partnership and Cooperation Programme”.
The Chairman also highlighted Morocco’s participation in NATO Operations and exercises. The Royal Moroccan Armed Forces have greatly contributed to NATO operations and have shown an active interest in current NATO naval operations, such as Active Endeavour in the Mediterranean. NATO promotes military-to-military cooperation to improve the ability of partner military forces to operate with NATO forces. This interoperability is practised regularly in NATO exercises and partners are often invited to participate or observe. “Trident Juncture 2015 was our biggest exercises in two decades. More than 30 nations and around 36,000 troops participated. Morocco was one of the Partner nations that was an observer at the exercise”, underlined General Pavel.

Les deux responsables ont, par ailleurs, examiné les moyens d’encourager et d’élargir cette coopération. Ils ont exprimé leur satisfaction quant à l’excellence des liens de partenariat entre les Forces Armées Royales et le Commandement militaire de l’OTAN, ajoute la même source. Parmi les questions qui ont été discutées au cours de ces entretiens, la situation sécuritaire au Sahel et en Méditerranée ainsi que la lutte antiterroriste. Les relations entre le Royaume du Maroc et l’OTAN sont régies par le Programme Individuel de Partenariat et de Coopération sous forme de plan d’action multidimensionnel, visant le renforcement des capacités et de l’interopérabilité dans le domaine de la défense. M. Alexander Vershbow, Secrétaire Général Délégué de l’OTAN, effectue une visite au Royaume, les 18 et 19 février 2016, à la tête d’une importante délégation.

Morocco joins NATO Interoperability Platform
GABORONE, Botswana — The North Atlantic Treaty Organization (NATO) has incorporated the Royal Moroccan Armed Forces into its Interoperability Platform and stepped up military cooperation and special forces training with Egypt, Tunisia and Mauritania.
Addressing the just-concluded NATO-Morocco Public Diplomacy Seminar held in Rabat, NATO Deputy Secretary General Alexander Vershbow said the new program is aimed at strengthening the defense and security sectors of partners in the Middle East and North Africa.
Vershbow said Morocco's membership of the NATO Interoperability Platform will enable its forces to be trained to standards that will enable them to operate side by side with NATO forces in continuing and upcoming joint regional security initiatives against terrorism and religious extremism.
Further, Vershbow said Morocco's joining of the NATO Interoperability Platform caps a long history of bilateral diplomatic and defense cooperation, which dates back from the Kosovo war to cooperation in the NATO aerial campaign in support of militias who fought the Libyan war in 2011 and the recent airstrikes against the Islamic State group in Iraq.
Vershbow also lauded Moroccan efforts in support of ongoing diplomatic efforts to resolve the chaotic Libyan civil war, which has since evolved into the new regional training center, safe haven and weapons source for Islamic extremist groups.
The proliferation of these armed groups, weapons and the threats posed by returning militants who fought for ISIS in Syria, Iraq and Libya has prompted a new NATO pivot to confront militancy in the Middle East and North African regions:
"Across the Middle East and North Africa, NATO is working to develop and strengthen the defense and security sectors of our partners. We have worked with Egypt’s military to introduce new mine detection and clearing technology. We are developing a program with Tunisia to train their special forces.
"In Mauritania, NATO is supporting the construction of safe munitions depots and training military personnel as they return to civilian life. And here in Morocco, you have joined NATO’s Interoperability Platform so that our armed forces will be better able to operate side by side," Vershbow said.
He pledged NATO's willingness to continue working with regional partner armies in the areas of training and technical help to support the fight against ISIS and other militant groups in the Middle East and North African regions.

22 APR 2016 KENITRA, Morocco - A mobile team from Allied Joint Force Command Naples' J5 Plans and Policy Branch conducted crisis response planning training, April 16 - 22, 2016.
The training took place north of Rabat, at the College Royal de l’Enseignement Militaire Supèrieur (CREMS). The team of three introduced more than 60 officers from the Royal Armed Forces (RAF) of Morocco to the comprehensive operational planning process.
The training familiarized the officers to roles of a Joint Operations Planning Group, either as an operational level or functional-area planner, while serving within a joint operational level headquarters. Further, the officers were presented with applications of the Comprehensive Operation Planning Directive (COPD) principles.
The introduction also focused on the structure and duties of a Joint Operation Center within the NATO structure.
"We are extremely honored to receive the JFC Naples' Mobile Training Team for such committed assistance, which is an expression of the consolidated and continuous dialogue, consultation and cooperation, within the framework of the Mediterranean Dialogue, and of the integration of the Royal Armed Forces of the Kingdom of Morocco in the interoperability platforms with NATO," said Moroccan Royal Army Brigadier General Omar Elouadoudi, CREMS Director.
As a demonstration of the value of integration and interoperability with NATO partner nations, JFC Naples has increased the amount of mobile training team (MTT) engagements over the last two years with more than 30 MTT events scheduled for 2016. _________________ | |

Assemblée parlementaire de l'Otan Le Maroc participa à la 62e session à Istanbul
L'Assemblée parlementaire de l'Organisation du traité de l'Atlantique nord (AP-Otan) a entamé, samedi à Istanbul, les travaux de sa 62e session annuelle avec la participation du Maroc.
Le Royaume est représenté à cette assemblée, qui se poursuivra jusqu'à lundi en se penchant notamment sur les questions du terrorisme, de la dissuasion et de l'avenir des relations transatlantiques, par Mohamed El Azri de la Chambre des conseillers.
Cette assemblée devra passer en revue les préparatifs auxquels se livre l'Alliance afin de renforcer sa présence militaire dans les pays baltes et en Pologne et d'élaborer des mesures pour combattre le terrorisme dans les pays membres de l'Organisation comme au Moyen-Orient, selon un communiqué de l'alliance.
Au moment où Daech se trouve sous pression en Iraq et en Syrie, les parlementaires comptent préconiser un partage plus large des informations et un durcissement des contrôles aux frontières face aux craintes que la pression à laquelle l'organisation terroriste est soumise au Moyen-Orient rende plus vraisemblable un retour en Europe des «combattants étrangers» ayant rejoint ses rangs.
Les efforts consentis par l'Otan pour épauler les Alliés les plus touchés par l'afflux de réfugiés sont également à l'ordre du jour de la session.
L'Assemblée exprimera également son soutien à la mission Resolute Support de l'OTAN en Afghanistan, demandera que les lacunes subsistant sur le plan de la sécurité soient comblées et se prononcera pour une intensification de la lutte contre la corruption.
Les parlementaires devront élire, lundi, le successeur du président de l'AP-Otan l'américain Michael R. Turner dont le mandat de deux ans touche à sa fin.
L'AP-Otan rassemble des délégués des pays alliés et de pays partenaires ainsi que des observateurs et des représentants de diverses organisations.

Diplomats from the Kingdom of Morocco visit NATO HQ

On 29 and 30 October, NATO’s Political Affairs and Security Policy Division received a delegation of diplomats from the Kingdom of Morocco.
The visit took place in the framework of NATO’s Public Diplomacy activities under the Mediterranean Dialogue.
The Moroccan delegation received briefings from senior officials from the International Staff and International Military Staff at NATO. Briefings delivered by NATO officials covered the Mediterranean Dialogue, relevant areas of NATO-Morocco cooperation and NATO’s operations and current agenda.
The visit to NATO HQ included a visit to the Euro-Atlantic Disaster Response Coordination Centre (EADRCC).

- Allied Air Command Mobile Training Teams provide critical training to Partner Nations
RAMSTEIN, Germany – In early December, NATO’s Allied Air Command sent Mobile Training Teams to the United Arab Emirates and Morocco to conduct training with these Partner Countries. The visit to the Joint Command Abu Dhabi, United Arab Emirates, focused on the Air Operations Planning Process. It was the first of this kind Allied Air Command has ever conducted with this Istanbul Cooperation Initiative Partner. The visit to the 2nd Royal Moroccan Air Force Base at Meknes, Morocco, a member of the Mediterranean Dialogue Partnership Framework, was conducted to impart knowledge on Joint Terminal Attack Controller concepts.
"Mobile Training Teams are a critical tool in NATO’s Security Cooperation apparatus,” said German Lieutenant Colonel Jochen Rosendahl, Team Chief for the United Arab Emirates visit. "Requested by the Nation and funded by NATO we are building the partnership with the United Arab Emirates Air Force; while this enhances our relationship at the working level it allows them to further enhance their overall capabilities as a NATO Partner,” Rosendahl added.
"Especially those Mobile Training Teams involving cross domain capabilities like that of Joint Terminal Attack Controllers help establish strategic ties with key partners outside of the traditional alliance,” said Lieutenant Colonel James "Sniper” Krischke, lead Instructor for the Mobile Training Team to Morocco. "Sharing NATO’s Tactical Air Control Party expertise with our Moroccan counterparts fosters a truly joint approach to deterrence and multinational peacekeeping,” he added.
Allied Air Command Mobile Training Teams consist of seasoned and experienced specialists and subject matter experts. These teams are a significant tool to enable NATO’s Military Partnership programme overall intent of developing, maintaining or strengthening NATO-Partners relations with a view to achieving mutual trust and confidence between military authorities. Through these and future mobile training team visits to the United Arab Emirates and Morocco, Allied Air Command remains committed to offering opportunities that enable NATO Partners as a more ready and postured force, enhancing regional security and stability.
With the expert visits to Morocco and the United Arab Emirates, the 2018 visit cycle for Allied Air Command Mobile Training Teams draws to close after providing another major contribution to Cooperative Security, one of NATO’s core tasks.
