CARACAS, Venezuela - The Venezuelan Air Force has received the first six of an order for 18 K-8 Karakorum trainer, or light attack, planes from China, along with control systems to maintain the aircraft.
"Because we are going to transform Venezuela into an economic, social, moral and technological power, we require the ability to defend [ourselves]," President Hugo Chavez said in a March 13 ceremony as he praised his country's friendship with "socialist and revolutionary China."Related Topics
The Venezuelan and Chinese governments negotiated the acquisition in late 2008 as part of Caracas' move to modernize and replace its aging fleet, which is largely based on U.S. technology. The K-8s are two-seater aircraft that can reach 40,000 feet. They can be equipped with machine guns and light bombs. The K-8s were jointly developed by China and Pakistan to support ground operations. Gen. Jorge Arevalo, a regional military commander, said last year that China would make three deliveries of the warplanes in 2010, starting with this first installment. Russia, China and Belarus are Venezuela's main military suppliers. Last year, Caracas said it had obtained a $2.2 billion line of credit from Russia to purchase nearly 100 T-72 tanks and a series of anti-aircraft rocket systems from its strategic ally.

Venezuela intends to acquire a second batch of Hongdu K-8W armed jet trainers from China, according to President Hugo Chavez.
Revealing the plan on 6 June during his weekly television programme, Chavez said the aircraft are intended to equip a second squadron, and to replace the air force's remaining Canadair VF-5A/Bs.
Indicating that a further 22 K-8Ws would be acquired, Chavez says $82 million has been set aside for the purchase.
The Venezuelan air force in March took delivery of its first six K-8Ws from an 18-aircraft order signed in late 2008. The type was acquired to fill a gap left following the retirement of its last Rockwell T-2D Buckeyes.
Although used primarily for advanced training duties, the new type is also expected to perform light strike tasks, as shown by its participation in an exercise earlier this month alongside the air force's Sukhoi Su-30s and Lockheed Martin F-16s.
The follow-on purchase raises questions as to whether the Venezuelan government will pursue the acquisition of 18 twin-engined Hongdu L-15 lead-in fighter trainers previously evaluated by air force personnel.
Meanwhile, the Venezuelan government is also negotiating possible further equipment purchases with Russia.
An undisclosed number of Ilyushin Il-114MP maritime patrol and strike aircraft are understood to be on its wishlist, along with 10 Mil Mi-28N attack helicopters and 12 Antonov An-148 transports. _________________ | |

Apparently they are three diesel-electric powered subs of the “Varshavianka” class, project 636 (‘Kilo’ according to NATO nomenclature), at a cost of over a billion US dollars of which 800 million were financed by Moscow. The ‘Kilo’ class submersibles are third generation equipped with four 533 mm torpedo launchers and ten missile launchers from cruise Club-S. These weapons could enable the subs to attack fixed or mobile submerged, coastal or sea surface targets under conditions of intense “radio-electronic” interference. Currently the Venezuelan navy has two German built submarines U-209, launched in 1975 which were refurbished but are considered of “limited action” for the current scenario.

MOSCOW, Sept 22 (Reuters) - Russia's United Shipbuilding Company (USC) will deliver to Venezueala 10 crude oil tankers worth a total of $700 million, state-controlled news agency RIA reported on Wednesday quoting an USC official.
"The agreement foresees delivery of 10 vessels to Venezuela till 2016," RIA quoted Igor Ryabov as saying.
He said three aframax tankers will be built in South Korea's Daewoo plants, and seven will be produced in Russia.
In June, Daewoo Shipbuilding & Marine Engineering (042660.KS: Quote), the world's second-largest shipbuilder, formed a joint venture with USC, Zvezda DSME.

El pasado viernes 28 de enero fue entregado el Submarino Sábalo S-31, totalmente operativo y repotenciado, en acto trasmitido en cadena nacional que contó con la presencia del Presidente de la República Bolivariana de Venezuela, Hugo Chávez, después de un proceso de mantenimiento mayor y de reemplazo de componentes tecnológicos, realizado con una alta participación de ingenieros, técnicos y empresas venezolanas.
Tras este acto, el presidente del Instituto de Ingeniería para la Investigación y Desarrollo Tecnológico (Fiidt), organismo adscrito al Ministerio del Poder Popular para Ciencia Tecnología e Industrias Intermedias (MCTI), Raúl Pacheco, realizó una visita el día jueves 3 de febrero de 2011, a las instalaciones del Escuadrón de Submarinos de la Armada Bolivariana indicó el MCTI.
La visita atendió a la invitación efectuada por el capitán de navío Eladio Jiménez, comandante del submarino Sábalo, y tuvo como finalidad revisar logros y programar la continuación del convenio suscrito desde 2004 entre el Ministerio del Poder Popular para la Defensa y el MCTI, en el cual participaron la empresa Diques y Astilleros Nacionales C.A. (Dianca) responsable de las unidades Sábalo S-31 y Caribe S-32 y la Fiidt como proveedor de servicios tecnológicos.
Transferencia tecnológica En esta visita, Pacheco hizo un recuento del aporte realizado en materia de desarrollo tecnológico por la Fiidt, incluyendo el mantenimiento del Sistema Integrado de Sensores Submarinos (ISUS) elemento vital para la navegación, la aplicación de ingeniería de reversa de tarjetas electrónicas, el mantenimiento preventivo y correctivo de partes y piezas, la documentación de todos los procesos, así como la transferencia de tecnología a la Armada de la República Bolivariana de Venezuela, proceso inscrito en la política de soberanía tecnológica trazada por el Gobierno Bolivariano.
El encuentro sirvió para adelantar conversaciones e identificar propuestas para futuros desarrollos tecnológicos que garantizarán el mantenimiento y operatividad de los submarinos Sábalo y Caribe.

Chávez’s purchase of $15 billion in weapons causes concern in Latin America
With the acquisition of hundreds of tanks, helicopters and bulletproof vehicles as well as submarines and missile networks, Venezuela is arming itself at a speed unprecedented in the history of the South American country. Experts consulted by El Nuevo Herald have said that Hugo Chávez’s has created unrest in the region with purchases to expand its military that total more than $15 billion. The analysts warned that the purchases are made in an improvised fashion, following a “dubious” process with no bidding or prior studies, which could lead the country to acquire a Russian technology difficult to adopt and rejected by segments of the National Armed Forces. The funds Chávez is using for the purchase of these new weapons, the largest in the nation’s history, are in good part coming from loans. “There have been important acquisitions in the country but never of such magnitude,” said Carlos Julio Peñaloza, former chief of the Unified Command of Venezuela’s Armed Forces. And it could end up being a lot more than $15 billion. Some analysts said that the purchases made so far add up to about $30 billion, a figure Chávez himself has said he wishes to spend to modernize the country’s armed forces. A report by the Association for Citizen Control for the Security and Defense of the Nation, a Venezuelan NGO that follows this issue closely, says the country has received or is about to receive a long list of equipment and military installations supplied mostly by Russia, China and Spain. The list includes 92 mid-size T-72B1V tanks, about 240 bulletproof infantry vehicles (BMP-3 and 8x8 BTR-80), nine submarines, nearly 50 vessels of different sizes, dozens of Sukhoi Su-30MK2 fighting airplanes, an undetermined number of Chinese J-10 fighter airplanes, and close to a hundred Russian helicopters, a good part of which were designed for combat operations. The information also includes S-300 anti-airstrike missile systems, known by NATO as SA-20 Gargoyle, capable of following 100 objectives at the same time, including cruise missiles, while trying to down six of them simultaneously from a distance of 125 miles. Venezuela has also obtained commitments to build weapon plants in the country, including a powder factory with Iran’s help, a plant to build AK-103/AK-104 assault rifles and a plant to build 7.6 by 39 mm ammunition. Chávez has also acquired about 100,000 AK-103/AK-104 assault rifles, and 5,000 high-precision Dragunov SDVS rifles for snipers, besides 1,000 portable RPG-7V2 anti-tank rocket launchers, plus another 1,000 portable anti-air Igla-S missile launchers. The latter ones, of similar characteristics as the U.S. Stinger, have generated unrest within the U.S State Dept., which fears that some might end up in the hands of Colombian guerrillas with devastating results against the helicopters their neighbor country uses to fight rebel forces. Washington has watched closely the purchases Venezuela has made in recent years. State Department officials have expressed concerns to their Russian counterparts about the massive sales of weapons to the South American country. Michael Shifter, president of Inter-American Dialogue, a think-tank based in Washington, said the lack of transparency in the acquisition of weapons in Latin America is a preoccupying issue, but that Venezuela’s purchases, combined with Chávez’s inflammatory rhetoric, could prompt other countries to arm themselves. Shifter said part of the purchases could be justified by the need to modernize the country’s armed forces, but the absence of clarity about the equipments and the purpose for which they are being obtained creates nervousness in the region. “The problem is Chávez’s belligerent rhetoric,” Shifter said. “This creates more concern and anxiety about the purpose of these weapons and their intended use.”
