With few internal or external threats, German defense policy is largely aligned towards the prevention and containment of crises and conflicts. Despite this, the country's defense spend which is valued at US$43.5 billion in 2009, spends as much as US$14.4 billion on procurement of military hardware. Furthermore, the country has a mature domestic sector, capable of fulfilling both domestic and export requirements. Nevertheless, Germany's participation in peacekeeping activities and in the development of advanced military transport aircraft is expected to support the growth of its defense industry over the forecast period.

Kassel, Germany - Delivery of the new Puma infantry fighting vehicle (IFV) to the German military has officially started, with two vehicles handed over by Krauss-Maffei Wegmann (KMW) and Rheinmetall to the Federal Office of Defense Technology and Procurement here on Dec. 6. These vehicles will be used for verification tests, whose findings will be incorporated into the production.
"This is a crucial day on the way of introducing the Puma to the German armed forces. We have undergone a challenging period of research and development, pushing the limits of this technology," according to a statement from KMW CEO Frank Haun and Klaus Eberhardt, CEO of Rheinmetall. The Bundeswehr is supposed to receive 405 Puma IFVs. They will replace the Marder IFV, which has been used by the German Army for more than 30 years. The contract, which was signed in July 2009, is worth about 3.1 billion euros ($4.13 billion). According to its developers, no comparable vehicle will provide its crew with such a high level of protection from typical conflict zone threats such as land mines, rocket-propelled grenades and improvised explosive devices. At the same time, the Puma is light enough to be airlifted, for example, by the future A400M transport plane

Ça c'est un provocation, sans y répondre, il va falloir que les chancelleries des pays musulmans s'activent en envoyant la photo à qui de droit et demandent des comptes aux autorités allemandes qui je suis sûr n'en demandent pas tant.

STRASBOURG, France - A battalion of German combat troops was officially stationed in eastern France on Dec. 10 for the first time since Nazi forces ended their occupation after World War II.
The battalion, part of the joint Franco-German Brigade, is stationed at Illkirch-Graffenstaden outside Strasbourg, near the German border, and will by 2012 consist of 600 battle-ready soldiers. The historic move, aimed at cementing friendship between the neighbors who fought three devastating wars in 75 years, was agreed by French President Nicolas Sarkozy and German Chancellor Angela Merkel at a Munich summit in 2009. French Defence Minister Alain Juppe and his German counterpart Karl-Theodor zu Guttenberg attended a ceremony to mark the event, with Juppe hailing "a new impetus to move forward the construction of Europe." Guttenberg stressed that "the cooperation between our two countries benefits all of Europe" as the 291st Infantry Battalion received its colors under a driving rain. Merkel and Sarkozy, who held talks in the southwestern German city of Freiburg on Dec. 10, also hailed the troops' arrival. "German soldiers are today welcome in France," Merkel told a joint news conference. "For me, that has great symbolism, after all the misdeeds Germany was guilty of during the Nazi era." Added Sarkozy: "It is an honor for us to receive German soldiers in a peaceful context on the French Republic's territory. "I was always surprised that the Franco-German Brigade only consisted of French soldiers stationed in Germany. "We are two sovereign nations, two countries at peace, two countries that founded Europe," he said, in apparent reference to the European Union's 1952 forerunner, the European Coal and Steel Community. The community was set up in the wake of World War II with the explicit aim of making another conflict between France and Germany materially impossible by creating industrial interdependence. German soldiers have been arriving at the base since April and took part in Armistice Day commemorations alongside their French counterparts for the first time. Two French regiments within the Franco-German Brigade, which became operational in 1989 and consists of about 5,400 troops, are stationed in southwestern Germany, at Donaueschingen and Immendingen. The German battalion is to be stationed in Alsace, a region that changed hands several times between France and Germany over the centuries.

German Air Force Receives Last KEPD 350 Guided Missile
Taurus System and Saab Dynamics have concluded a series order with delivery of the 600th missile to the German Federal Office of Defence Technology and Procurement (BWB) for delivery to the German Air Force. The German Luftwaffe deploys the Taurus KEPD 350 precision stand-off guided missile system on the fighter-bomber Tornado IDS (Interdictor / Strike). The Taurus KEPD 350 is one of the most modern long-range stand-off guided missile systems. Taurus is designed for precision strike and its Tri-Tec navigation system consists of a GPS-supported inertial navigation, a radar altimetre and an imaging IR seeker head. To achieve the maximum effect against the target, Taurus utilises the Mephisto tandem warhead system with distance sensor, shaped charge, penetrator and PIMPF intelligent detonator system. It is designed to combat a wide range of targets, including hard, deeply buried targets, enabling the neutralisation of high value point and area targets whilst avoiding collateral damage and without exposing launch aircraft and crews to enemy air defences.

German Air Force to Receive Euro Hawk Aircraft in 2011
The German Air Force unmanned aircraft system Euro Hawk, developed by Northrop Grumman and EADS Cassidian, has proved its long-endurance capability with a 30hr flight over Edwards Air Force Base in California, US. The Euro Hawk is the first international configuration of the RQ-4 Global Hawk high-altitude, long-endurance UAS. Northrop Grumman Aerospace Systems' strike and surveillance systems division vice-president and general manager Duke Dufresne said the flight has not only demonstrated the aircraft's endurance capability, but has also enabled the team to collect crucial communications data points. Cassidian unmanned aerial systems senior-vice president Nicolas Chamussy said the aircraft will undergo additional flight testing in Germany before being delivered to the German Air Force by the end of 2011 to replace the fleet of manned Breguet Atlantic aircraft, which went out of service this year. The Euro Hawk will be equipped with a signals intelligence mission system developed by Cassidian, providing standoff capability to detect electronic and communications emitters. Delivery of four subsequent systems is anticipated between 2015 and 2016 following successful testing and introduction in German operational service.

General Dynamics Awarded Contract for 195 additional EAGLE vehicles for Germany
On December 20, 2010, General Dynamics European Land Systems entered a contract with the Bundesamt für Wehrtechnik und Beschaffung (BWB) for the delivery of 195 highly protected EAGLE vehicles as evidence of the close cooperation between the two entities and the good performance of the vehicle. The vehicles will be jointly manufactured at GDELS-Mowag and GDELS-Germany and also with the participation of numerous German subcontractors. The new order is in addition to orders awarded between 2008 and 2010, and increases the German EAGLE fleet to a total of 473 vehicles. The contract value for the 195 EAGLE vehicles signed on Dec. 20, 2010 is €125 million or US$165 million.
Within the framework of the procurement of protected Class 2 Command and Function vehicles, the EAGLE was selected in 2008 following 2 years of intensive evaluation. This vehicle replaces a large number of existing unprotected and light protected vehicles of the Bundeswehr on foreign missions. Due to its high protection level, deployability, agility and tactical mobility, the EAGLE is suitable for the entire mission spectrum in this class of vehicles. The EAGLE can be used for various missions by applying modular add-on kits.
The first contract for the delivery of 198 EAGLE vehicles was signed by the BWB and GDELS in November 2008. By May 2009, the first vehicles were delivered and deployed to Afghanistan, where they have demonstrated their outstanding reliability and high availability. The delivery of the first 198 vehicles to the Bundeswehr was completed in September 2010, three months ahead of the contractual delivery schedule.
The urgent need for highly protected vehicles in the Bundeswehr led to another order of 20 EAGLE BAT Ambulance Vehicles in November 2009 plus an order of an additional 60 EAGLE patrol vehicles for the German Bundeswehr in mid-April 2010. The December 20 order for an additional 195 vehicles will ensure the continuous supply of urgently needed protected Command and Function vehicles over the coming years. Those vehicles are scheduled to be manufactured and delivered within 2011 and 2012.
All vehicles for the Bundeswehr will be jointly manufactured by General Dynamics European Land Systems-Mowag in Kreuzlingen, Switzerland, and General Dynamics European Land Systems-Germany in Kaiserslautern. Numerous other German suppliers will be engaged in the manufacture and supply of many key components.
These orders reflect the strong relationship with the BWB and the Bundeswehr as a key customer for General Dynamics European Land Systems and underline the international success of the highly protected EAGLE.
The EAGLE
The EAGLE sets the standard for protected wheeled vehicles in the weight class of up to 9.5 t. The vehicle has a length of 5.40 m, a height of 2.4 m and a width of 2.16 m. It reaches a top speed of 110 km/h on the road and manages gradients of up to 60%. The 245 hp turbocharged diesel engine, in connection with a 5-speed automatic transmission, the unique DeDion axle system with the patented roll stabilizer, the tire pressure control system and the permanent all-wheel drive give the EAGLE superior on-road and off-road mobility. Thanks to the modular protection system, the EAGLE offers a very high level of protection against ballistic threats, mines, and IEDs. Furthermore, the vehicle is equipped with an NBC overpressure system.

First Multi A4 FSA from Rheinmetall MAN Military Vehicles transferred to German military
Heavily protected driver’s cab means greater crew survivability
Made by Rheinmetall MAN Military Vehicles GmbH (RMMV), the first Multi A4 FSA protected military transport vehicle has been formally transferred to the Bundeswehr at an official rollout ceremony in Munich.
Featuring a heavily protected driver’s cab, the Multi A4 FSA does an excellent job of keeping its occupants safe from typical threats encountered during deployed operations. Capable of carrying a 16 ton-payload, the high-performance Multi A4 FSA system platform is well suited to a wide variety of transport roles. An efficient, well-protected system, this robust RMMV vehicle bridges a significant capabilities gap, enabling the German military to supply and support the growing number of remote outposts in Afghanistan it is currently setting up under a new strategy. By the end of 2010, the Bundeswehr will have around forty of these vehicles in its inventory, with a further 60 Multi A4 FSAs to follow in short order.
This means that the Bundeswehr will soon have at its disposal 100 out of a total of 157 vehicles ordered thus far under a series production contract that runs until Q1 2012. Since October 2010, MAN Nutzfahrzeuge AG and Rheinmetall MAN Military Vehicles GmbH have been successfully carrying out acceptance testing of the first serially produced vehicles, which are based on RMMV’s 8x8 SX45 chassis. Since training is taking place in tandem with ongoing deliveries of the Multi A4 FSA, the vehicle will be ready to go into action abroad early in 2010, performing a wide array of operational support missions. In particular, the new vehicles will make a major contribution to force protection by enhancing the security of troops engaged in logistical and transport operations.
The “multi” in Multi A4 FSA is a German acronym standing for “Mechanisierte Umschlag-, Lagerung-, Transport-Integration”, i.e. “mechanized handling, storage and transport integration”, while FSA is short for “Fahrzeugschutzausstattung”, underscoring the vehicle’s integral forces protection features which, unlike in modular solutions, are built in right from the start rather than retrofitted. The protected all-steel driver’s cab, equipped with heated bullet-resistant glass windows, provides the crew with effective protection against ballistic threats, blast mines and roadside bombs.
Besides standardized, interchangeable load carriers from its predecessor vehicle (the A3) and multifunctional containers, the Multi A4 FSA is able to load and transport 20-foot ISO containers without a variable loader platform completely on its own. When mounted with a protected container for transporting personnel (the “MuConPers”), the Multi A4 FSA is able to transport up to 18 people with the highest system-compatible level of protection.
