- German Air Force Takes Over MANTIS C-RAM System
HUSUM/BONN, Germany | Since 1 January 2011 the German Air Force (Luftwaffe) operates a new weapon system: MANTIS. The short-range counter-rocket, artillery and mortar (C-RAM) system will be deployed with the 1st air defence squadron (Flugabwehrraketengeschwader 1) based in Husum, Germany.
On 21 August 2010 the German Defence Minister, Karl-Theodor zu Guttenberg, decided that the responsibility for all air defence and anti-aircraft tasks will be assumed by the Luftwaffe.
LONG-TERM OBJECTIVE: PROTECTION IN KUNDUZ
A first noticeable milestone resulting from this decision is the transfer of responsibility for the close-range C-RAM protection from the Army to the Luftwaffe. On 1 January 2011 the MANTIS weapon system, including all relevant project elements, was handed over to the Luftwaffe.
The system will be operated by an air defence company based in Husum, which will be activated on 1 April 2011.
The Luftwaffe plans to complete operational readiness of the MANTIS weapon system as soon as possible to guarantee the system’s deployment to Afghanistan in 2011 where it will protect the Kunduz field camp.

German Air Contingent Replaces USAF Troops on Baltic Air Policing Mission
US Air Force (USAF) troops conducting the quick reaction alert (QRA) Baltic air policing mission are being replaced by a German air contingent with six F-4 Phantom fighters after four months of standby, at the Lithuanian Air Force's Air Base in Šiauliai. The Baltic air-policing mission is a Nato air defence QRA in order to guard airspace over the three Baltic states of Estonia, Latvia and Lithuania. The current, fourth, rotation of German troops comes from Wittmund Air Force Base, Germany. It includes over a hundred troops consisting of pilots, technicians, medical personnel and communications specialists. Germany says has no plans to boost Afghan AWACS force
(Reuters) - Germany does not plan to support a request made by field commanders for more AWACS reconnaissance aircraft in Afghanistan, Foreign Minister Guido Westerwelle said on Sunday. Westerwelle said the decision would be no surprise for allies as he had informed the top commander of U.S. and NATO forces in Afghanistan, General David Petraeus, of it weeks ago during a visit to Berlin. "We made it clear to our partners early on that we will not take part, as our main focus is on local training," he said. Petraeus requested the additional aircraft from NATO late last year. German media have reported that increased AWACS capability would require Berlin to send about 100 additional troops to Afghanistan to man the flying radar stations. Germany's deployment in Afghanistan is already unpopular with public opinion, and a decision to send any new detachment could be blocked in parliament due to conflict over its mandate and funding. The United States, which currently flies AWACS surveillance missions over Afghanistan using its own planes, overhauled its Afghan strategy last year. A review last month found U.S. and NATO forces were making headway against the Taliban and al Qaeda but that serious challenges remain. Governments in Europe and the United States are seeking an end to the long, expensive war, and NATO leaders agreed at a summit in Lisbon in November to end combat operations and hand security responsibility to Afghan forces by the end of 2014. Excerpts of a defense ministry proposal obtained by Reuters on Saturday showed that Germany's government will ask parliament this month for approval to start withdrawing troops from Afghanistan at the end of the year.

Germany has resumed its provision of quick reaction alert (QRA) cover for NATO's Baltic member states, with a detachment of six McDonnell Douglas F-4F Phantoms in place at Siauliai air base, Lithuania.
The German air force's 71, or "Richthofen", Fighter Squadron assumed the air policing task for Estonia, Latvia and Lithuania on 5 January, with its F-4s replacing a previous US Air Force contingent of Boeing F-15Cs. The service's new commitment - its fourth at Siauliai since NATO assumed the Baltic QRA task in April 2004 - also comprises around 100 personnel.
Germany's previous four-month deployment to Siauliai, conducted between September and December 2009, was split between its F-4s and Eurofighters. Its Phantoms will maintain the latest presence at the base until late April, when the service will hand over responsibility to the French air force. Paris has already twice met the NATO commitment using Dassault Mirage 2000 fighters, most recently in early 2010.
The USAF's 493rd Expeditionary Fighter Squadron flew 66 training sorties and performed two live scrambles from Siauliai late in 2010, identifying three unknown aircraft, the service says. Lawmaker: Germany further reduces A400M order
BERLIN (AP) — Germany will further cut the number of Airbus A400M military planes bound for its air force by selling some planes on order to other buyers, a senior lawmaker said Tuesday. Germany will stick with its already reduced order of 53 A400M military transport aircraft, but now plans to resell 13 of them to cut costs, said Juergen Koppelin, the governing Free Democrats' deputy caucus leader. European aerospace company EADS' plane-making subsidiary Airbus is building the A400M — a four-engine turboprop billed as crucial for modernizing Europe's air forces, but it has been plagued by delivery delays and cost overruns. Germany's Defense Ministry declined to comment on the deal and said the matter would be discussed Wednesday in the parliament's budget committee. While the industry seems unaffected by the latest reduction in the number of transport planes Germany wants to put in use, the agreement comes as a new blow to the country's military, which hopes to replace its ageing fleet of 83 Transall C-160 transport planes. The scaling down also coincides with the armed forces' biggest reform since World War II, ending conscription by this summer and trimming down troop levels from 250,000 to a volunteer force of 185,000. The reform is meant to save billions of euros while making the military more flexible and giving it a greater capacity to deploy more soldiers in far-flung places for which the A400M is key. The military transport plane program nearly collapsed over cost overruns, and a struggle between the plane's manufacturer and its military customers over technical and financial problems came to a head last year after EADS threatened to pull the plug on the project. The integration and launch behaviour of these precision weapons were verified during test flights in Vidsel, Sweden, in September 2010. Cassidian has already started to upgrade the first seríes aircraft in Manching. Deliveries of ASSTA 3 Tornados to the German Air Force are scheduled to start in mid-2012. The German Air Force received its first ASSTA 2 Tornado at the beginning of 2010. The ASSTA 2 enhancements include modern colour screens, a digitised map display, an improved TDASS radar warning system (Tornado Defensive Aids Subsystem), an enhanced navigation system and more powerful computers. With the support of Alenia in Italy and BAE Systems in the UK, Cassidian is responsible on behalf of Panavia GmbH for the project management, development, manufacture and installation of the combat efficiency improvements for the German Tornados. As an industrial partner in the trinational Tornado programme, Cassidian was in charge of developing and manufacturing all of the Tornado’s centre fuselage sections, and was also responsible for the avionics, the communication system, the flight control computer and the aircraft’s entire computer system. Le Parlement allemand a voté la fin du service militaire obligatoire dans le cadre d'une réduction des effectifs militaires de 250.000 à 185.000 soldats. À partir de mars, la Bundeswehr ne recrutera que des volontaires, à raison de 15.000 par an pour un service militaire court. L'armée comptera par ailleurs quelque 170.000 professionnels. - Cassidian Wins Order for German Future Soldier Kit
Cassidian has been commissioned by Germany’s Federal Office of Defence Technology and Procurement (BWB) to deliver a further 400 units of the Future Soldier System (Infanterist der Zukunft) in its basic version (IdZ BS).
This is part of an immediate procurement measure to meet the needs of the Bundeswehr forces deployed in Afghanistan in the context of the International Security Assistance Force (ISAF) mission. It means that another 400 Bundeswehr soldiers will be supported by the tried and tested soldier system for mission preparation and execution. This new delivery will raise the Bundeswehr’s total number of IdZ BS equipment sets to 2,900.
An IdZ BS system for equipping an infantry squad (ten soldiers) consists of an identical basic configuration for all soldiers (including modular bullet-proof vest in protection class I to IV, C4I equipment including NaviPad for situational awareness and transmitting messages, target data and images, night vision device, tactical radio) and various special items (such as laser range finder, camera, thermal image sighting device).

Germany on Wednesday approved plans to supply crews for NATO surveillance aircraft over Afghanistan and withdraw staff from the Mediterranean to avoid military involvement in Libya. Chancellor Angela Merkel's cabinet endorsed sending up to 300 German AWACS aerial reconnaissance personnel to Afghanistan, government sources said, under a policy of easing the burden on NATO while refusing to take part in strikes on Libya. The government has come under fire at home for breaking ranks with NATO allies the United States, France and Britain when it abstained last week in a U.N. Security Council resolution authorising the Libyan action. Defence Minister Thomas de Maiziere said Germans would be withdrawn from AWACS reconnaissance aircraft over the Mediterranean but denied this was a direct exchange. De Maiziere restated Berlin's reservations about the Libyan mission and said taking part in AWACS operations over the Mediterranean, which would aid strikes on Libya, would require a mandate from the German parliament. "If we moved from pure reconnaissance to possible participation in operational deployments, then we would need a mandate from the Bundestag. We don't want to seek this because we're not participating in this military action," he told Deutschlandfunk radio. NATO's AWACS operation is based in Germany and about a third of the personnel are German. Deployment to Afghanistan, where Berlin has about 5,000 troops, aims to free up U.S. AWACS crews there so that they can move to the Mediterranean. "This is material relief for NATO and a political sign of our solidarity with the alliance," said de Maiziere, an ally of Merkel and fellow Christian Democrat (CDU). The CDU faces a fight to hold on to Baden-Wuerttemberg, one of Germany's biggest states, in elections on Sunday. Since World War Two Germans have been traditionally wary of foreign military operations and all such missions require approval from the Bundestag. Foreign Minister Guido Westerwelle, head of Merkel's Free Democrat (FDP) coalition allies, had until now argued against Germany crewing AWACS over Afghanistan. - Germany investigates what caused Eurofighter to drop fuel tanks
A German air force Eurofighter lost two 1,000 litre (265USgal) underwing fuel tanks during a routine training flight over the southern state of Bavaria on 28 March. The two tanks detached from the fighter at around 14:30 local time and the crew immediately reported their loss. A search effort was launched to locate the missing equipment, which was found about 20km (12 miles) west of Augsburg later that day An investigation into the reason for the tank loss is under way. It is technically possible for the flightcrew to detach the equipment from the aircraft. The German defence ministry says that, in "purely theoretical terms", it was possible for the pilots to deliberately jettison the tanks. Idar-Oberstein | In the presence of the vice president of the Federal Office for Defence Technology and Procurement, Reinhard Schütte, the artillery school in Idar Oberstein, Germany, received its first MARS II rocket launching system in the Guided Multiple-Launch Rocket System (GMLRS) edition. Krauss-Maffei Wegmann (KMW) thereby delivered a fully modernised combat system with an increased combat efficacy just 2¼ years after the signing of the pre-series-contract in December 2008.

- German Army Orders Further Lifesavers DINGO 2
Krauss-Maffei Wegmann (KMW) has received an order for the assembly and delivery of 39 DINGO 2 in its most modern version, the DINGO 2 GE from the Federal Office for Defence and Procurement (BWB) in Koblenz.
The vice president of the BWB, Reinhard Schütte, and KMW COO Jürgen Weber, signed a corresponding contract in Koblenz today. KMW will deliver the vehicles to the army by November 2011. Shortly after they will be at the disposal of the Bundeswehr in Afghanistan.
