Germany – Tornado Aircraft Training and Logistics Support
The Defense Security Cooperation Agency notified Congress Wednesday of a possible Foreign Military Sale to the Government of Germany for base services for its Tornado aircraft operations, including associated equipment, ammunition, parts, training and logistical support for an estimated cost of $300 million. The Government of Germany has requested the continuation of base services for the German Air Force Tornado aircraft operations at Holloman Air Force Base (AFB), New Mexico. Base services provided will be for operations and logistics support including training, fuel, munitions, base operating support, and other related operational/logistics requirements. Munitions will include 720 MK 82, 135 MK 84, and 5 Target Drone BQM 167. The estimated cost is $300 million. This proposed sale will contribute to the foreign policy and national security of the United States by improving the military capabilities of Germany and enhancing standardization and interoperability with U.S. forces. Holloman AFB is the only location where the German Air Force trains aircrews in Tornado aircraft operations and tactics. These operations began at U.S. Air Force facilities in 1989. The proposed sale of this equipment and support will not alter the basic military balance in the region. There is no prime contractor involved in this program. There are no known offset agreements proposed in connection with this potential sale. Implementation of this sale will not require the assignment of any additional U.S. government or contractor representatives to Germany. There will be no adverse impact on U.S. defense readiness as a result of this proposed sale. This notice of a potential sale is required by law and does not mean the sale has been concluded. IAI' Heron UAS Reaches Full Operational Capability Under German Armed Forces in Afghanistan
The German Air Force recently announced that the "Heron", Israel Aerospace Industries (IAI)' advanced unmanned aerial system (UAS), has achieved full operational capability (FOC) under its activities in Afghanistan.
It's a significant milestone for the program, where IAI provided its Heron UAV system, together with its partner Rheinmetall Defence, to the Bundeswehr (German Armed Forces). The program included full in-theatre logistical and maintenance services performed by Rheinmetall.
The aerial platforms supplied, are equipped with IAI's stabilized day/night electro-optical, SAR payloads and Satellite Communications (SATCOM). Within five months of the signing of the contract, Heron was already deployed in the Afghan skies.
The Heron MALE (Medium Altitude Long Endurance) UAS, is an interim solution, yet decisively enhances the Bundeswehr’s important real- time intelligence, reconnaissance and surveillance (ISR) capabilities in their missions in Afghanistan. Heron is the first unmanned aerial system (UAS) ever to operate under the aegis of the GAF.
To date, the SAATEG interim solution has flown over 4,000 hours in Afghanistan, representing an average of twenty hours a day. At the end of May, the German Air Force declared the Heron squadron based in Mazar-e-Sharif to be fully operational.
Given its positive experience with the system, the Bundeswehr opted to extend the original one-year service contract for a further two years.
Furthermore, the German Air Force is reviewing ways of enhancing its performance. In response to the Bundeswehr’s requirement for a follow-on solution for SAATEG in the near term IAI and Rheinmetall plan to participate in the tender and offer IAI's Heron TP (turbo prop) strategic UAS. An advanced version of the Heron, the Heron TP is ready to go into operation right away. Heron TP was successfully inducted into the Israeli Air Force in February 2010.
To a large extent, the system will be modified and produced in Germany, meaning that it will make a major contribution to national know-how in this field.
Heron
The 16.6 meter wingspan Heron, weighs 1,200 kg, is designed for strategic and tactical missions, reaches an altitude of 30,000 feet, and loiters for up to 30 hours.
The Heron is a member of the strategic UAV family, which also includes the Heron Turbo Prop (TP).
Heron TP
The Heron TP system includes a platform weighing 5,000 kg for medium altitude missions (45,000 ft). This UAV gives its operators flexibility in changing payload configurations according to the specific mission. Its wingspan is 26 meters and it can loiter continuously for 36 hours, carrying up to 1,000 kg of payloads. It has an operating ceiling of 45,000 feet (14,800 meter), higher than that of a civilian aircraft. Moreover, the Heron TP can operate in all weathers and climate zones.
Technologically speaking, the Heron TP represents the state of the art as well as offering robust scope for growth, especially with respect to payload. Various sensors can be easily integrated into the platform.

Eurocopter to equip German NH90 TTH helicopters for forward intensive-care air MedEvac missions
Paris | Eurocopter and the German Federal Ministry of Defence today signed a contract to upgrade 12 German Armed Forces NH90 tactical transport helicopters (TTH) for quick-change, intensive-care medical transport in forward air evacuation operations.
This agreement, which was concluded at the 2011 Paris Air Show, includes the delivery of Forward Air MedEvac Kits (FwdAirMedEvac), enabling retrofit of the multi-role NH90 military helicopters in Eurocopter’s response to a German Ministry of Defense initiative to establish the capability for protected medical evacuation in combat situations.
The NH90 FwdAirMedEvac configuration enables military forces to perform evacuation missions by helicopter over any terrain, day or night and in all weather and visual flight conditions – irrespective of the threat scenario. For Germany’s application, the acquisition of FwdAirMedEvac Kits will lead to a deployment of this capability in July 2012.
The Paris Air Show contract signing was performed in the presence of Ralf Barnscheidt, Eurocopter’s senior vice president for the German governmental customer; Klaus Przemeck, the Eurocopter group’s Vice President - NH90 Program NAHEMA TTH; and Helmut Richter from the Federal Office for Defence Technology and Procurement (BWB), who represented the German government.
“Eurocopter developed a Forward Air Medical Evacuation Kit that is tailored to the German Armed Forces’ future needs,” Barnscheidt said. “It completes the NH90’s multi-role capabilities and – in a time of limited budgets – offers a full, efficient and economical solution to perform challenging evacuation missions.”
In the FwdAirMedEvac configuration, NH90 helicopters can be equipped with two intensive care stations for treating wounded personnel, along with seats for the medical team. The mission package can be installed aboard an NH90 TTH in only 30 minutes. Medical equipment such as a defibrillator, a transport ventilator and a surveillance monitor allow onboard medical treatment of injured and traumatized victims. The layout of working areas is designed to meet requirements of the German Army Medical Service.
A typical scenario for MedEvac missions could include the deployment of two helicopters: one to evacuate wounded soldiers or civilians; the second to provide armed coverage of the mission.
The systems selected for this configuration ensure rapid helicopter availability, as they are compatible with the current NH90 program. To reduce the approval procedure, a portion of the development work originally planned for the Final Operational Configuration (FOC) NH90 has been moved forward. Already-existing NH90 systems such as electronic countermeasures, helmet-mounted display for low-altitude night flight, and secure voice communications will be adapted to the new mission requirements.
The NH90 is the largest military helicopter program ever undertaken in Europe. This twin-engine, medium-lift helicopter, equipped with state-of-the-art technology, is delivered in two versions: The Tactical Transport Helicopter (TTH) and the NATO Frigate Helicopter (NFH). The German Armed Forces have ordered a total of 122 NH90s in the TTH variant, 80 for the airborne units of the Army and 42 for the Air Force.
As the most modern rotary-wing aircraft in its class, the NH90 features a high level of system integration built around a dual-bus core avionics system, a full glass cockpit with multifunction displays, and fly-by-wire controls with 4-axis automatic flight control.
The NH90 program is managed by NHIndustries, a consortium owned by AgustaWestland (32%), Eurocopter (62.5%), and Fokker Aerostructures (5.5%). Firm orders for all NH90 versions have reached 529 helicopters for 19 armed forces of 14 different nations: France, Germany, Italy, The Netherlands, Portugal, Finland, Norway, Sweden, Greece, Oman, Australia, New Zealand, Spain and Belgium.

Active Defence System ADS tested on Fuchs/Fox
Rheinmetall and ADS GmbH present innovative protection technology for tactical vehicles in Lohmar
The German Bundeswehr is currently testing the newly developed standoff Active Defence System (ADS), which has already undergone successful road tests at the WTD 41 test center in Trier. In order to thoroughly analyse how the system functions as well as its operational effectiveness, the ADS has been installed into a Fuchs/Fox armoured transport vehicle for testing purposes. The Active Defence System is designed to provide practically any standard military vehicle – not just Bundeswehr systems – with significantly improved protection from operational threats.
The ADS belongs to a new generation of active standoff protection technologies. It is the world's most advanced and effective system for protecting military vehicles in practically all weight classes from modern operational threats, especially rocket propelled grenades, guided missiles and certain improvised explosive devices.
Adhering to the hard-kill principle, ADS is the world's only system that is capable of preventing attacks launched in the immediate vicinity of the vehicle, i.e. in a radius of approximately 10-15 metres. Sensors detect an incoming threat such as a shaped charge warhead or antitank guided missile very close to the vehicle. Within microseconds, the system springs into action, instantly destroying the incoming threat just before it hits its intended target. The downward direction of the ADS makes it the only high-performance, close-range protective system that minimizes collateral damage in the area around the vehicle.
Successful integration by Rheinmetall and ADS GmbH of an ADS system into a Fuchs/Fox armoured transport vehicle demonstrates that legacy vehicles can be modified for current operational scenarios. First fielded by the German armed forces some thirty years ago, Rheinmetall has steadily improved the protection level and combat effectiveness of this tried-and-tested three-axle wheeled vehicle by adding modular protection equipment, a reinforced chassis or an anti-spall liner for reducing the threat from fragments. The latest version, the Fuchs/Fox 1A8, also features extensive anti-landmine and IED protection, including heavy armour elements, seating decoupled from the floor of the hull, textile weapon holders as well as nets for securing all wall-mounted components. ADS technology offers active protection against antitank weapons for the first time.
The company ADS Gesellschaft für aktive Schutzsysteme mbH, in which majority shareholder Rheinmetall AG of Düsseldorf holds a 74% stake, with the remainder owned by IBD GmbH of Lohmar, has now booked a first serial production order for the system.
Other NATO armies are currently showing great interest in ADS technology. Experts put the number of military vehicles requiring an active protection system of this type in the tens of thousands.
COMPREHENSIVE PROTECTION COMPETENCE FROM RHEINMETALL
It takes a well-balanced combination of active and passive protection solutions and soft-kill solutions to provide military vehicles with a level of security commensurate with contemporary threats.
Rheinmetall has thus been expanding its force protection portfolio step by step, partly by buying specialist producers. Able to draw on the expertise of Rheinmetall Chempro GmbH, Rheinmetall Verseidag Ballistic Protection GmbH and ADS Gesellschaft für aktive Schutzsysteme mbH, the Group now has a unique array of sophisticated protection technologies at its disposal.
Protection in line with the "onion principle" Rheinmetall's comprehensive protection concept is based on a multi-level approach. ADS – effectively serving as the first line of defence – offers an especially robust and innovative solution that neutralizes incoming projectiles before they reach their target.
However, a second line of defence consisting of passive solutions remains indispensable, including armour plates made of composite or ceramics materials. Rheinmetall is pushing forward in this field with complete solutions for military users from a single source, including bullet-resistant driver's cabs for logistical vehicles and trucks.
A series of highly effective soft-kill solutions rounds out the Group's protection concept not only for ground vehicles but also for helicopters, fixed-wing aircraft and ships. Smoke/obscurant systems such as Rosy make vehicles invisible to the enemy in the event of an attack, while Rheinmetall's MASS naval countermeasures system already sets the standard worldwide. MASS launches decoys to create phantom targets for enemy missiles that reliably lure projectiles away from their actual targets.

German company ADS has developed the Active Defense System designed to provide active standoff protection of vehicles against anti-tank weapons, missiles and improvised explosive devices. The Advanced Modular Armored Protection Active Defense System (AMAP-ADS) consists of electro-optical (EO) sensors and directed energy countermeasures mounted on the roof of a vehicle.
Fuchs 1A8 with ADS-AMAP
ADS claims AMAP-ADS is the one and only system that can defeat any threat launched at close range (10-15 meters). The use of directed energy reduces collateral damage to a minimum, including damage to the vehicle carrying the system. The system's sensors and countermeasures provide overlapping coverage and the latter can be reloaded by the crew within minutes, according to ADS.
EO sensor
A prewarner identifies potential threats 10 meters away and activates the EO sensor, which confirms the threat half a meter away, in which case the directed energy countermeasures destroy the projectile just before impact, all within microseconds. Projectiles like rocket propelled grenades are reduced to a flame right before potential impact.

AMAP-ADS does not engage threats if their predicted trajectory will miss the vehicle it is protecting. The system weighs 150-600 kilograms, depending on the vehicle it is mounted on, which can range from a 4x4 to a tank.
ADS is circumspect about how the directed energy countermeasures work and its first customer, an unidentified Asian military whose order will allow serial production of AMAP-ADS to begin in 2012. The system has been tested on a whole range of wheeled and tracked vehicles, including by the Bundeswehr on a Fuchs (Fox) 1A8.

Pretoria-based Land Mobility Technologies (LMT) will next week start delivering armoured cabs to Mercedes Benz Special Trucks in Germany for fitting to a undisclosed number of Actros heavy recovery vehicles ordered for immediate use by German troops in Afghanistan.
The cabs are being manufactured by LMT at its Waltloo factory. The company says it received the contract in March 2011. Mercedes Benz, announcing the order in May, said the supply of the vehicles “will substantially enlarge the capabilities of the Bundeswehr.”
The companies say the vehicles will be of the same configuration and with the same high level of protection as the 120 successfully operated by the Canadian Forces in Afghanistan since March 2008.
“The vehicles will ensure the best available protection in wheeled logistics vehicles for the German soldiers in operation, Mercedes Benz said in its may statement. “With the heavily-armoured Actros 4151 AK 8x8, Mercedes-Benz is setting new standards in special-purpose logistics vehicles. The Actros provides Level 4 ballistic protection and Level 4b mine protection according to STANAG 4569. Thanks to its extremely effective armour against blasts and shrapnel, the Actros is also setting standards when it comes to protection against IED's and car bombs.
“The systems of the heavily-armoured Actros 4151 AK 8x8 have been further optimised on the basis of many years of experience. Thanks to their excellent cab protection, high-performance chassis and tried-and-tested bodies, the vehicles are able to offer a deployment availability of over 95%.”
Mercedes Benz adds the armoured cab can be tilted forward so as to guarantee access to the engine compartment, which is also armoured. A new seating system with 5-point seat belts provides the optimum basis for protecting the occupants against attack, including from the side. At the same time the seats offer both secure support when driving off-road as well as good freedom of movement. A high-performance air conditioning system helps to ensure optimum temperatures are maintained, even in extreme climatic conditions.
A particular challenge faced by heavy recovery vehicles is the distribution of axle loads in all deployment situations - from heavy-duty recovery applications through to driving when empty. While the weight of the armoured cab lies across the front axles only, in recovery situations the weight of the raised, towed vehicle places a load on the rear axles which can act like a huge lever. The Actros 4151 AK 8x8 Recovery vehicle, however, has been designed in such a way as to ensure a substantially uniform axle load distribution and also enable safe handling in both heavy-duty recovery situations and also when driving unladen, the company says.
The protected Special Vehicle has a weight of 33.500 kg, a length of 10.530 mm, a width of 2.800 mm and a height of 3.400 mm. The wheelbase of the Mercedes-Benz Actros 8x8 is 5.580 mm. The BlueTec 5-V8-engine of the type OM 502 LA has a power of 375 kW/ 510 hp.
The recovery technology consists of the wreckerbody made bei Empl, three Rotzler-winches and a Hiab-front-crane. The Rotzler-winches have a max. tractive power of 25 to with a cable-length of 100 m. The Hiab-crane has a lifting capacity of 7.500 kg with 2,60 m. The arm of the Empl-wrecker has a lifting height of 5m and a lifting capacity of 16 metric tons. The wrecker capacity while driving is more than 12mt.

Germany’s first Euro Hawk unmanned air vehicle is en route to Europe, having made a delayed departure from Edwards AFB in California at around 11:50 local time on 20 July. The Northrop Grumman RQ-4 Global Hawk derivative is expected to touch down at EADS’s Manching site near Munich at around 10:00 local time on 21 July, barring any significant weather delays. Following an arrival ceremony, the unmanned system will enter modification to have its Cassidian-developed electronic and signals intelligence mission equipment integrated. Once adapted, the UAV will be placed into an extensive period of evaluation with the German military’s WTD-61 test organisation. The high-altitude, long-endurance type is due to replace the air force’s retired Dassault/Breguet Altantic surveillance aircraft from around the middle of this decade. Previous flight tests of the Euro Hawk air vehicle (file image above) conducted in the USA have proven the design’s ability to operate at altitudes up to 60,000ft (18,300m), and to deliver an endurance of 30h-plus. The US Federal Aviation Authority has declined to provide further details with regard to the flight plan issue which prevented the Euro Hawk from taking off on 18 July, as previously planned. “We provided a recommended flight route for the Euro Hawk delivery flight to ensure the aircraft is operated as expeditiously and safely as possible to maintain the high level of safety of the National Airspace System,” it said in a statement. It deferred additional questions to Northrop.

German Air Force to Receive Survitec Protective Suits
German Air Force (Luftwaffe) procurement agency BWB has awarded a contract to Survitec Group to deliver protective clothing for the Luftwaffe.
Survitec Group defence sales vice-president David Griffiths said the protective systems would offer enhanced protection to all aircrew, enabling operations to be conducted in the most challenging and extreme environments.
The systems to delivered under the multimillion-euro deal will also provide protection in cold water, as well as thermal installation and protection from fire.
Belfast Telegraph quoted a Survitec spokeswoman to report that component parts for the suits were being supplied by UK companies across Survitec, while the suits are assembled by DSB in Hanover, Germany.
