Mexico – C-130J-30 Aircraft
WASHINGTON, September 25, 2012– The Defense Security Cooperation Agency notified Congress September 21 of a possible Foreign Military Sale to the Government of Mexico for two C-130J-30 aircraft and associated equipment, parts, training and logistical support for an estimated cost of $412 million.
The Government of Mexico has requested a sale of 2 C-130J-30 aircraft, 10 AE2100D3 engines (8 installed and 2 spares), aircraft modifications, Government Furnished Equipment, communication equipment, spare and repair parts, support and test equipment, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The estimated cost is $412 million.
This proposed sale will contribute to the foreign policy and national security of the United States by providing presidential support and potentially supporting missions in Mexico’s fight against criminal organizations, drugs, and gang activities. This proposed sale directly supports the Mexican government and serves the interests of the Mexican people and the United States.
The proposed sale of C-130Js to Mexico will primarily be used for presidential support, but may also be used to support drug interdiction and other security missions by providing airlift support for its forces. Mexico, which already operates a mix of legacy C-130s, will have no difficulty absorbing these additional aircraft into its inventory. Mexico has also requested that the sale include three years of training and sustainment support.
The proposed sale of these aircraft and support will not alter the basic military balance in the region.
The prime contractor will be Lockheed Martin-Aerospace in Marietta, Georgia. There are no known offset agreements in connection with this potential sale.
Implementation of this proposed sale will require the assignment of four contractor representatives and four Field Service Representatives (two from Lockheed Martin and two from Rolls Royce) for a period of three years. Also, U.S. government personnel will be assigned to for a period of three years to assist the purchaser in establishing a supply system in support of flight operations, supply management, inventory control, and documentation procedures.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

Mexican military parade showcases latest projects By Inigo Guevara 10/16/2012 Mexico's 202nd Annual Independence Day military parade in September served to showcase several of the military's industrial projects.
The display was significant as it was the last for outgoing-President Felipe Calderon, who has used the military as the main tool of his government's national security policy for fighting powerful drug cartels.
The ceremony in Mexico City began with a 20-minute manoeuvre to assemble a mobile bridge system, known as the SMB 60-10 Crocodile.
According to Mexican Army Colonel Juan Saucedo, the bridge system's technology was acquired from German company Inter-Commerz Innovationstechnik GmbH, and will be further developed to the army's requirements by the Military Industries' General Directorate (DGIM), which is a part of the Ministry of National Defence (SEDENA).
The bridge is assembled in 10-metre sections for up to 400 m, can support vehicles weighing up to 60 tons, and is ideal for disaster relief operations.
The DGIM also displayed nine of its new DN-XI tactical protected vehicles based on the Ford Super Duty F-550 chassis. The DN-XI, which appears to be influenced by Oshkosh's SandCat vehicle, is tailored for Mexican requirements such as additional armour, a reconfigured rear for additional cargo capacity, and rear-view mirrors for added visibility.

SEDENA officials confirm the seizure of 58 AK-47 rifles heading south on the MX-85 Highway in Tamaulipas. Third Damen Stan Patrol Spa 4207 patrol vessel for Mexican Navy
The Mexican Navy has contracted Damen Shipyards Group for the design and material package of a Damen Stan Patrol 4207, including technical assistance. Construction of the vessel will start in the summer of 2013 at ASTIMAR 1 (Tampico), one of the five naval shipyards of Astilleros de la Secretaría de Marina. The vessels are designed to perform patrol duties in designated areas. Other clients who operate similar vessels in the region include navies and coast guards of Jamaica, Barbados, the Dutch Caribbean, Honduras and the Canadian Coast Guard.
When it comes to maritime defence and security, Damen offers a portfolio of proven vessels ranging from 7m - 200m. Damen designs and delivers Frigates, Corvettes, (high-speed) Inshore and Offshore Patrol Vessels, Auxiliary Ships (such as Landing Platform Docks), Interceptors and many other types.
The Spa 4207 patrol vessel will be the third of its class. The previous two vessels, ARM Tenochtitlan (PC-331) and ARM Teotihuacan (PC-332), started construction in 2011 and were delivered mid-2012.

KIEV, June 19 (Xinhua) -- Ukraine is seeking to supply tanks and armored vehicles to Mexico, the Ukroboronprom state defense company said on Wednesday.
Ukroboronprom is ready to offer Mexico armored personnel carriers APC-3E1 and APC-4, "Oplot" and "Bulat" tanks, precision-guided weapons, and other products, said Ukroboronprom Director General Sergey Gromov.
As Mexico still uses Soviet-made aviation equipment, Ukroboronprom is ready to take part in renovation and modernization of such machinery, said Gromov.
He also said that Ukraine and Mexico have great potential in technical cooperation in the military filed, particularly in joint production of precision-guided weapons.
According to Stockholm International Peace Research Institute, Ukraine exported arms worth 1.334 billion U.S. dollars last year, making it the world's fourth largest arms supplier.

Mexican army captures Zetas head One of Mexico's most wanted drug lords has been captured: Miguel Angel Trevino Morales, also known as "Z-40."
Trevino Morales, leader of the brutal Los Zetas cartel, was caught Sunday by Mexico Marines in his hometown of Nuevo Laredo, just over the U.S. border, CBS News has learned.
The U.S. State Department had offered a $5 million reward for Trevino Morales.
The Zetas cartel is among Mexico's most violent drug organizations, notorious for civilian killings and beheadings. Trevino Morales' brother, Jose, was recently sentenced to 20 years in prison in Texas for using a racetrack to hide illegal drug profits for his brothers.
Las Zetas is one of eight major, rival drug cartels involved in an ongoing conflict for regional control.
Another horse ranch in Oklahoma was raided in June under suspicions it also hosted a money-laundering operation for Miguel Angel Trevino Morales.

HERNDON, VA--(Marketwired - Sep 26, 2013) - EADS North America will deliver contractor logistics support and service (CLSS) to four CN235-300 Maritime Patrol Aircraft (MPA) for Mexican Navy. The CLSS contract consists of one base year with four one-year options. The contract includes a field service representative to provide on-site technical support, management of parts and depot maintenance.
EADS North America delivered the four Airbus Military CN235-300 MPAs to the Mexican Navy in 2011 and 2012 under a U.S. Coast Guard managed foreign military sales agreement. The CN235-300 MPAs enhance Mexico's ability to support the Mérida Initiative, a cooperative security arrangement between the U.S., Mexico and Central American countries. The aircraft's missions include homeland security, search and rescue, military readiness, cargo and personnel transport, drug interdiction and maritime environmental protection.
"This aircraft is playing a vital role serving American security interests, and we're proud to continue to support this key foreign military sales initiative for the U.S. government," said Sean O'Keefe, EADS North America Chairman and CEO.
The MPA configuration of the CN235-300 incorporates the latest technology developed for surveillance over the sea. The combination of a forward-looking infrared system and search radar allows the aircraft to locate and track ships to conduct thorough patrols of a coastline. The Automatic Identification System and the Fully Integrated Tactical System (FITS) help make this aircraft the ideal tool to carry out military surveillance missions for the Mexican Navy. The FITS was developed by Airbus Military and ensures that the extensive data gathered by the aircraft's onboard sensors can easily be used by the crew to execute their mission.
The U.S Coast Guard employs the CN235-300 in the HC-144A Ocean Sentry variant.

T-6C supplémentaires pour le Mexique !
Wichita, au Kansas Beechcraft Corporation a annoncé la vente de 6 avions T-6C destinés à la Force aérienne du Mexique (FAM), le contrat comprend également les pièces et support destinés au personnel de maintenance FAM.
Cette commande fait suite à une commande initiale de six T-6C datant de janvier 2012 Ces six T- 6C constituent une autre étape dans le remplacement vieillissement PC-7 la flotte de la FAM . Beechcraft ayant été choisi par le Mexique, car la société Suisse Pilatus ne pouvaient proposer un appareil armé.
Le T-6 « Texan II » :
Le Hawker-Beechcraft T-6B « Texan II» est la version la plus moderne disponible de la gamme T6, le cockpit comprend un Head-Up Display (HUD) couplé avec panneau de configuration Up-Front (UFCP), et Hands-On Throttle and Stick, soit le système mains sur manettes et manche. Le T-6B dispose d’une avionique avec écrans EFIS et système d’enregistrement des données de vol numérique. Le T-6B est un avion d'entraînement primaire qui permet un enseignement de base aux procédures de vol et aux instruments et permet d’effectuer les figures d’introduction à la voltige.
Le Beechcraft T-6 «Texan II» est un aéronef à turbopropulseur monomoteur construit par la Raytheon Aircraft Company (maintenant Hawker-Beechcraft). Basé sur une cellule de Pilatus PC-9.
Le T-6 est un développement du Pilatus PC-9, modifiés de manière significative par Beechcraft en vue d'entrer dans le système commun de formation primaire d'aéronef (JPATS) prévu pour les Forces aériennes américaines. Des modifications mineures ont été introduites sur la cellule d’un PC-9, mais des conflits entrer l’USAF et la Navy ont entraîné des retards et des augmentations de coûts (par rapport aux estimations initiales de 3,9 millions à près de 6 millions dollars par avion). De plus, le T-6 se retrouve avec un surpoids de 22% vis-à-vis du PC-9 initial.
Le modèle T-6C est le même que le modèle que le « B » mais permet l’emplois d’armes de bord, telles que : canons, roquettes et bombes.
