Mexican Navy Inks Another Contract for Damen Stan Patrol 4207

Armée Mexicaine / Mexican Armed Forces / Fuerzas Armadas de Mexico - Page 6 Mexican-Navy-Inks-Another-Contract-for-Damen-Stan-Patrol-4207

In November 2013 the Mexican Navy (Secretaría de Marina) and Damen Shipyards Group (the Netherlands) signed another contract for a Damen Stan Patrol 4207.

The Mexican Navy already operates two similar Patrol Vessels and has currently two ships under construction in their shipyard ‘Astillero de Marina Numero 1’ in Tampico, which is situated on the coast of the Gulf of Mexico.
The vessel is the fifth one of the Tenochtitlan-class and will be constructed by the Mexican Navy, while Damen will supply a partial material package and technical assistance. The steel for the hull and part of the piping will be acquired by the Mexican Navy. Keel laying is expected to be early 2014. The vessel will be named ‘Uxmal’, after an ancient Mayan city on the Yucatan peninsula.

Armée Mexicaine / Mexican Armed Forces / Fuerzas Armadas de Mexico - Page 6 Mexican-Navy-Inks-Another-Contract-for-Damen-Stan-Patrol-4207.

This project is another example of how Damen, through its ‘building on site’ programme (i.e. Damen Technical Cooperation), enables customers to build high quality vessels in their own yards, gaining experience and being able to contribute to the development of the local shipbuilding industry. This concept has proven to be successful over thirty years in five continents in different market segments.

CAE to supply T-6C ground-based training system to Mexican Air Force

CAE has been awarded a contract for delivery of a T-6C ground-based training system (GBTS) to the Mexican Air Force (FAM).

Awarded by Beechcraft, the contract is part of a series of contracts, having a combined value of more than C$110m ($101.8m) to supply a range of training systems and services to multiple defence customers.

Under the contract, the company will develop and deliver a comprehensive T-6C GBTS to FAM's Zopapan Air Base near Guadalajara, Mexico.

CAE Defence and Security Group president Gene Colabatistto said the company has a skilled and experienced training systems integrator with the proven capability to deliver comprehensive, integrated training solutions.

''We are encouraged by the pipeline of global opportunities we have in front of us in both the traditional defence market as well as adjacencies such as public safety and security," Colabatistto said.

Featuring a T-6C operational flight trainer (OFT), computer-based classroom training systems and courseware, the GBTS forms part of an overall training solution Beechcraft is supplying to FAM that includes 12 T-6C+ military trainer aircraft.

The T-6C OFT will feature a high-fidelity replica of the T-6C cockpit, with a fully-enclosed 270° by 70° field-of-view display system driven by the CAE Medallion-6000 image generator.

Equipped with the CAE-developed common database (CDB), the T-6C OFT will support night-vision goggle (NGV) training, and is designed with the latest technologies to support training that progresses to fourth and fifth generation lead-in trainer and fighter platforms.

Delivery is scheduled to take place in 2015.

An upgraded variant of the Hawker T-6 military trainer aircraft used by the US Air Force (USAF) and Navy, the T-6C+ is designed to carry external stores and deliver practice weapons for training purposes.

The contracts also include a new programme to provide Beechcraft T-44C aircrew training for the US Navy and a foreign military sale (FMS) order for the supply of an MH-60R Seahawk helicopter simulator to the Royal Danish Navy.

Mexico signs for unmanned Dominators

Aeronautics has signed a contract to supply two Dominator XP unmanned air systems to the armed forces of Mexico.

Based on Diamond Aircraft's twin-engined DA42, the Dominator XP has a flight endurance of 28h and is capable of carrying a 300kg (660lb) payload. The modified aircraft can be flown to an altitude of up to 30,000ft (9,150m) and has a top speed of 190kt (351km/h).

A first export sale of the type was made in mid-2011, shortly after Aeronautics had secured clearance from Israel's defence ministry. One Dominator XP is currently operated by CAE in Alma, Quebec, and is being used to support Project "Miskam", which is aimed at evaluating the use of UAS in civil airspace.

The reported new sale to Mexico follows a recent marketing effort to offer the converted aircraft with a variety of payloads. Aeronautics declines to comment on the matter.

As recently reported by Flightglobal, Aeronautics is currently evaluating the conversion of additional manned aircraft types for unmanned operations.

Mexico is expanding its fleet of Beechcraft T-6C Texan trainers with a new order for two aircraft by the nation's navy, the company says.

The aircraft, designated T-6C+ models, will be delivered "this summer", Beechcraft says.

Beechcraft, a division of Textron, says it is also working on a contract to provide two years of parts support, pilot and mechanic training and field support to the Mexican navy.

The aircraft will have glass cockpits with Esterline CMC Cockpit 4000 avionics, which include flight management systems and a global positioning system certificated by the US Federal Aviation Administration, says Beechcraft.

The Mexican air force already has six T-6s, and has placed an order for an additional six aircraft, according to Flightglobal’s MiliCAS database.

The announcement comes two months after news broke that New Zealand will buy 11 T-6Cs in a $127 million deal that includes simulators, classroom- and computer-based training equipment and other training and maintenance support.

U.S. Plans to Sell Mexico 18 Black Hawks to Tackle Drug Trade
Spare Parts, Training and Other Expenses Push Value of Potential Contract to $680 Million

The State Department approved the potential sale of 18 UH-60M Black Hawks made by Sikorsky Aircraft Corp. in an announcement that comes ahead of a planned visit to Mexico this week by U.S. Secretary of Defense Chuck Hagel.

In its efforts to tackle the drug trade, Mexico has acquired maritime patrol planes, smaller helicopters, unmanned aerial vehicles and surveillance equipment. Its military budget has tripled over the past decade to 100 billion Mexican pesos ($7.68 billion) last year, according to the Stockholm International Peace Research Institute, a think tank.

Mexico had been given helicopters in 2010 under the U.S.-funded Mérida Initiative targeting the drug trade, with three going to each the federal police and the navy. One of the police helicopters crashed during a supply mission last year.

The Pentagon's Defense Security Cooperation Agency disclosed Mexico's request to acquire the 18 helicopters—structured as a government-to-government foreign military sale—in a posting on its website Monday. With engines made by a unit of General Electric Co. GE +0.11% , the agency said spare parts, training and other expenses take the potential contract value to $680 million.

However, Sikorsky, a unit of United Technologies Corp. UTX -0.23% , said the proposed sale wouldn't help resolve a simmering dispute with the Pentagon over the likely cancellation of an order for 29 MH-60R Seahawk helicopters.

The U.S. Navy wants to cancel the deal if the aircraft carrier USS George Washington is retired in 2016 because of budget cuts. The 29 helicopters are tied to a $11.7 billion multiyear deal with Sikorsky agreed to by the Navy and the Army in 2012. The planned cancellation could trigger penalties for the Navy and inflate the cost of the remaining helicopters.

While some U.S. defense companies have looked to export sales to fill the gap created by falling domestic sales, a Sikorsky spokesman said the existing Seahawk deal with the Navy didn't allow for their replacement with Black Hawks. While the helicopters look similar, they are produced by different supply chains because of their contrasting equipment and capabilities, said the spokesman.

Mexico starts A400M evaluation

Mexico is conducting an evaluation of the Airbus Defence & Space A400M, following the arrival of an example of the tactical transport in the country for the first time on 15 May.

Airbus released an image showing one of its “Grizzly” development aircraft taxiing in at Mexico City’s international airport, from where it will “show its performance in a series of demonstration flights”.

Armée Mexicaine / Mexican Armed Forces / Fuerzas Armadas de Mexico - Page 6 Getasset

Airbus Defence & Space

Operated by a crew led by experimental test pilot Ignacio “Nacho” Lombo – one of the Airbus personnel to have been on board the type’s first flight in December 2009 – the aircraft is scheduled to remain in Mexico until 23 May. During its visit, the type will "demonstrate its capabilities to meet the challenges of this country", Lombo says.

Mexico’s air force is an existing operator of the Airbus C295 medium transport, along with rival manufacturer Alenia Aermacchi’s C-27J Spartan. Flightglobal’s Ascend Online database records its current tactical airlift inventory as including a mix of five Lockheed Martin C-130E/K Hercules built between 1964 and 1968 and one civilian-standard L-100. The service has previously shown interest in possibly acquiring a pair of new-generation C-130Js from the USA.

Mexico - UH-60M Black Hawk Helicopters

WASHINGTON, Jun 24, 2014 - The State Department has made a determination approving a possible Foreign Military Sale to Mexico for UH-60M Black Hawk Helicopters and associated equipment, parts, training and logistical support for an estimated cost of $225 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on Jun 24, 2014.

The Government of Mexico has requested a possible sale of 5 UH-60M Black Hawk Helicopters in standard USG configuration with designated unique equipment and Government Furnished Equipment (GFE), 13 T700-GE-701D Engines (10 installed and 3 spares), 12 Embedded Global Positioning Systems/Inertial Navigation Systems (10 installed and 2 spares), 10 M134 7.62mm Machine Guns, 5 Star Safire III Forward Looking Infrared Radar Systems, 1 Aviation Mission Planning System, and 1 Aviation Ground Power Unit. Also included are communication equipment including AN/ARC-210 RT-8100 series radios, Identification Friend or Foe (IFF) systems, aircraft warranty, air worthiness support, facility construction, spare and repair parts, support equipment, publications and technical documentation, personnel training and training equipment, site surveys, tool and test equipment, U.S. Government and contractor technical and logistics support services, and other related elements of program, technical and logistics support. The estimated cost is $225 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a strategic partner. Mexico has been a strong partner in combating organized crime and drug trafficking organizations. The sale of these UH-60M helicopters to Mexico will significantly increase and strengthen its capability to provide in-country airlift support for its forces engaged in counter-drug operations.

Mexico intends to use these defense articles and services to modernize its armed forces and expand its existing naval/maritime support in its efforts to combat drug trafficking organizations.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractors will be Sikorsky Aircraft Company in Stratford, Connecticut; and General Electric Aircraft Company (GEAC) in Lynn, Massachusetts. There are no known offset agreements in connection with this potential sale.

Implementation of this proposed sale may require the assignment of an additional three U.S. Government and five contractor representatives in country full-time to support the delivery and training for approximately two years.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

All questions regarding this proposed Foreign Military Sale should be directed to the State Department's Bureau of Political Military Affairs, Office of Congressional and Public Affairs, pm-cpa@state.gov.

FARNBOROUGH, U.K., July 15, 2014 – Beechcraft Corporation, a subsidiary of Textron Aviation Inc., a Textron Inc. (NYSE:TXT) company, announced today at the Farnborough International Airshow that it has delivered the first of four Beechcraft King Air 350ER aircraft ordered by the Mexican Navy Secretaría de Marina (SEMAR). In addition to the aircraft, Beechcraft will support SEMAR with on-the-ground service, support and training through its Global Mission Support organization.King Air

Rear Admiral Jose Marie Macedo, Director General of Naval Aviation Operations, visited company headquarters in Wichita, Kan., to accept delivery of the aircraft, which will be stationed at the naval base in Veracruz. The remaining three aircraft will be delivered by the second quarter of 2015.

“SEMAR recognizes the Beechcraft King Air as a cost-effective and reliable partner for special missions work within the country,” said Dan Keady, vice president, Special Missions. “The Mexican Navy operated a King Air C90 in the past and it’s great to see the King Air family return to its fleet. The delivery of the King Air 350ER further expands the Beechcraft relationship with SEMAR, which earlier this year placed an initial order for two T-6C+ military trainers.”

This week at Farnborough, the Textron Aviation display includes a specially modified Beechcraft King Air 350ER, which is operated out of Northern Europe and fitted with a unique and flexible mission package that supports search and rescue, fishery inspection, pollution monitoring and seaway/shipping lane surveillance missions. The King Air 350ER was selected for these missions due to its high dash speeds, long endurance, high reliability and low operating cost.

Fort Worth, TX (March 2, 2015) – Bell Helicopter a Textron Inc. company (NYSE: TXT), announced the sale of 15 Bell 407GXs to the Mexican Air Force (FAM) with deliveries to begin this year. The aircraft will be configured for a variety of parapublic missions.

“We are extremely pleased to provide the Mexican Air Force with such a high performing and reliable aircraft,” said Jay Ortiz, Bell Helicopter’s vice president for Latin American sales. “The Bell 407GX continues to receive a positive response around the world across multiple segments, but particularly from parapublic agencies for offering the most advanced technology to help better serve and protect their citizens.”

As the primary aircraft operating branch of the Mexican Armed Forces, the FAM covers the entire country, with 18 military air bases located across Mexico. The FAM have been operating Bell helicopters since 1973 with the delivery of a Bell 206-B, and their fleet currently includes a Bell 412EP, Bell 212 and Bell 206.

The Bell 407GXs will be operated by the 111th Air Squadron based at the Military Airbase in Zapopan, Jalisco.

“Bell Helicopter has close to 1,400 commercial aircraft flying in Latin America and more than 340 in Mexico alone, so the region continues to be an important market for us,” added Ortiz.

The Bell 407GX delivers power and speed with a smooth, quiet ride and a spacious cabin that accommodates six passengers. The aircraft also features the fully-integrated Garmin G1000H™ flight deck, providing critical flight information at a glance for greater situational awareness and increased safety. The Bell 407GX flight deck's high resolution LCD screens host primary flight and multi-function display information, including Helicopter Terrain Awareness Warning System, Helicopter Synthetic Vision Technology™, Traffic Information Systems and more. Mexico - UH-60M Black Hawk Helicopters

Armée Mexicaine / Mexican Armed Forces / Fuerzas Armadas de Mexico - Page 6 Sikorsky_UH-60M_Black_Hawk%2C_Mexico_-_Navy_JP7602302

WASHINGTON, Mar 17, 2015 – The State Department has made a determination approving a possible Foreign Military Sale to Mexico for UH-60M Black Hawk Helicopters and associated equipment, parts, training and logistical support for an estimated cost of $110 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on March 16, 2015.

The Government of Mexico has requested a possible sale of three UH-60M Black Hawk helicopters in standard U.S. Government configuration, with designated unique equipment, Government Furnished Equipment (GFE), six T700-GE-701D Engines, six H-764G Embedded Global Positioning System/Inertial Navigation Systems (EGIs), six M134 7.62mm Machine Guns, three Star Safire III Forward Looking Infrared Radar Systems, three Aviation Mission Planning Systems, twelve AN/AVS-9 Night Vision Goggles, and one Aviation Ground Power Unit. Also included are spare and repair parts, support equipment, communication equipment, facility construction, air worthiness support, publications and technical documentation, personnel training and training equipment, warranties, U.S. Government and contractor technical, engineering, and logistics support services, and other related element of logistics and program support. The estimated cost is $110 million.

The principal contractors will be the Sikorsky Aircraft Company in Stratford, Connecticut; and General Electric Aircraft Company (GEAC) in Lynn, Massachusetts. There are no known offset agreements in connection with this potential sale.

Implementation of this proposed sale may require the assignment of one additional U.S. Government representative and one contractor representative in country full-time to support the delivery and training for approximately two years.

Inigo Guevara, Washington, DC - IHS Jane's Defence Weekly

The aircraft is part of a government-to-government agreement between the Secretariat of National Defence (SEDENA) and the Canadian Commercial Corporation (CCC) that led to the 'C-130K Maintenance and Modernisation Programme' signed in November 2013 and launched that December.

Cascade Aerospace was certified by Lockheed Martin as a C-130 Heavy Maintenance Centre (HMC) in 2012 and Mexico became its first international customer for the modernisation programme.

The contract's maintenance element included taking the aircraft through a wing availability and sustainment programme, while the modernisation includes an auxiliary power unit and Rockwell Collins' Flight2 avionics.

Mexico plans to invest up to USD107 mn to modernize 105 ERC 90 Lynx armoured vehicles
Published: Tuesday, 14 July 2015 08:08

The Mexican National Defense Secretary (Sedena) recently announced that it plans to invest almost USD 107mn to modernize 105 armoured vehicles in service with the Mexican Army. According to documents published in late June by the Ministry of the Treasury, Mexico will overhaul half of its 207 ERC 90 Lynx 6x6 reconnaissance and combat armoured vehicles.

Through this USD107.4 million programme, SEDENA intends to procure 105 upgraded armoured vehicles that will bring four of its nine Armoured Reconnaissance Regiments (RBRs) to full strength.

The Mexican army currently deploys 207 Panhard Defense ERC 90 combat reconnaissance vehicles, 4x4 VBL scout vehicles, and 6x6 VCR armoured personnel carriers in total as part of the 1st RBR and 2nd RBR in Temamantla, Mexico State, 3rd RBR in Cuernavaca, Morelos, and 4th RBR in Queretaro.

Moreover, the Mexican Department of Defense maintains a production plan of an indigenously-made armoured vehicle, with at least 100 vehicles " DN-XI" to be produced, with an estimated investment of USD27 million. The vehicle could leave the factory of the Mexican military industry in 2018.

The ERC 90 F1 Lynx was designed and manufactured by Hispano-Suiza (which is no longer involved in the design, development and production of armoured fighting vehicle turrets) and armed with a 90 mm F1 gun, a 7.62 mm coaxial machine gun and two 80 mm smoke grenade dischargers on either side of the turret at the rear.

Mexican Navy (Armada de México) Looking to Procure Six New Frigates by 2024

According to Mexican media, the Ministry of Treasury and Public Finance of Mexico announced an official request by the Mexican Ministry of the Navy: Allocation of about US $ 355.7 million to start construction of a new type of Frigate for the Mexican Navy in a national shipyard

he amount of appropriations should be distributed over three years (2016-2018). It is expected that the frigate will be launched by 2018 and handed over to the Mexican Navy in 2020. According to the same local media, by 2024 the Navy of Mexico expect to get six frigates of the new type. Their construction will be carried out with foreign assistance. The most likely shipyard for the construction will be Astilleros de Marina No 20 (ASTIMAR 20) located in Salina Cruz (Oaxaca), The same shipyard was in charge of construction for Mexican Navy patrol ships types Sierra, Durango and Oaxaca, and recently build two large amphibious ships such as the Logistic Support Ship Montes Azules.

The official requirement of Mexico are not publicly known but they likely require a relatively medium displacement multi-purpose vessel (2000 to 2500 tons). Mexican media report that the main options being considered are the Gowind 2500 Corvette of France's DCNS and some SIGMA variants (SIGMA 10513 and SIGMA 10514) of Netherlands shipbuilding group Damen.

The Gowind 2500 Corvette is DCNS’ response to 21st century defence and security challenges, combining unrivalled stealth features, resilience and high availability at sea with outstanding AAW, ASW and ASuW performances. The type has already been selected by the Royal Malaysian Navy (6 vessels) and by the Egyptian Navy (4 vessels).
