SOURCE:Flight International UAE display team pilots complete initial training in Italy By Luca Peruzzi
Eight pilots designated as members of the United Arab Emirates' Al-Fursan (The Knights) display team completed the "basic" phase of their aerobatic flying training course at Italy's Udine Rivolto air base on 28 January.
The pilots amassed a combined total of 400 flight hours using Italian air force Alenia Aermacchi MB-339A advanced jet trainers since June 2010. They were instructed by six former members of the nation's Frecce Tricolori display team, all current air force pilots.
Now back in the UAE, the pilots will start the second phase of their training this month, which covers advanced aerobatic flying in formation. Italian instructors will support the work, which is expected to last for another 18 months.
Once operational, the Al-Fursan team will perform displays using seven upgraded MB-339As, including one solo example.

The United Arab Emirates air force recently flew a squadron of F-16 block 60 Desert Falcons across the Atlantic Ocean for the first time to participate in Red Flag 11-2 and strengthen partnerships with allied nations.
This is the second time the United Arab Emirates has trained in a Red Flag exercise, but the first time they have made the long journey from their home nation. "The first time, the jets were at Tucson and they brought them up here on a short ferry flight, then just dropped them back off," said Maj. Kevin Daugherty, F-16 extended training service specialist pilot. Flying the transatlantic flight provided an excellent training opportunity for the F-16 squadron, but was not without its challenges. "Bringing a squadron from the U.S. is much easier than flying 9,000 miles from our home," said Lt. Col. Buti Al Neyadi, Saheen3 squadron commander. "[During the flight] nothing continued as planned, regarding the diverting, the availability of tankers and diplomatically, which made it a challenge, but I can say we achieved 100 percent success arriving here." However, there is a reason for making the 10-hour flight, he said. It builds experience utilizing the air force outside of the United Arab Emirates and coordinating with the U.S.
The experience gained by the squadron during the journey will help the pilots reach the goals set for the exercise.
"Our goal is to strengthen our training and partnership with the United States and to build up interoperability with the U.S.," Colonel Neyadi said.
Interoperability is not only important to the United Arab Emirates, but also to the U.S. Air Force.
"The U.A.E. is an important regional ally," Major Daugherty said. "We operate from bases in the region and rely on the U.A.E. as a regional partner and they are becoming a truly important ally.
"For us to practice together, to train together and to learn to interoperate is very important for any future operations, contingencies or even training."
The importance of an air force capable of working with other nations is a lesson learned from past conflicts that can be applied to train for today's and tomorrow's fight.
"After Desert Storm, we realized that the air force played a big role in the freedom of Kuwait," Colonel Neyadi said. "At that time we started modernizing our air force.
"The environment that the world is facing, like fighting terrorist and asymmetric warfare, really puts more demand on interoperability and working together to fight. [Training together] is an important element that needs to be focused on more between our nation."

Fincantieri delivers tailor-made vessels to UAE Navy
Abu Dhabi: The UAE is the first country in the Middle East to invest in two tailor-made naval vessels each worth over €90 million (Dh450 million) — through a recent partnership with a renowned Italian shipbuilder Fincantieri. Fincantieri is present in the UAE through a partnership with Al Fattan Ship Industry. Apart from their 200 years of shipbuilding experience that involves in manufacturing about 7,000 vessels and cruise ships — Fincantieri has already delivered the two vessels to the UAE Navy. Gulf News spoke to Fulfaro Achille, head of business development of Fincantieri its upcoming projects with Al Fattan Ship Industries, which has 15 years of experience in the industry including the military sector. As part of their plan to strengthen their presence in the UAE, Fincantieri formed a joint venture - Etihad Ship Building - with Al Fattan Ship Industries and Melara Middle East. Etihad Ship Building's production facility is located in Al Fattan's existing production factory line. The project is expected to leverage the capabilities in combat and weapon systems integration. Fincantieri has a 35 per cent stake in the venture whereas Al Fattan Ship Industries owns 51 per cent, and Melara Middle East holds the rest 14 per cent. "This initiative is part of our collaboration with the UAE Navy in evaluating which types of equipment would be beneficial for the UAE, be it vessels, small submarines, mega-yachts [over 70 metres long] or civil ships," said Achille. Fincantieri signed their first contract with the UAE Navy in 2009 — to help build the platform and physical installation of the ASW (anti-submarine warfare) Vessel Abu Dhabi Class which is expected to be commissioned by 2012, for the UAE Navy. The ASW will mainly carry out patrolling and surveillance activities and may be employed in anti-submarine, anti-aircraft and surface activities. The vessel will exchange tactical data in real time with other naval vessels and provide support and shelter for the UAE Navy helicopters. The many combat systems in ASW include an air and surface surveillance radar and a fire control system. Second contract "ASW can be used for defence and attack, and is the first anti-submarine vessel in the Middle East. We're in talks with the UAE Navy for a second similar vessel which takes approximately 20 months to build," Achille said. Fincantieri signed a second contract with the UAE Navy in 2010 to deliver the Stealth Inshore Patrol Vessel — Falaj 2 — which features advanced stealth characteristics. The vessel is suited to carrying out patrol and surveillance operations to self-defence in case of threats from air, sea and land in national and international scenarios. "Stealth is capable of hiding and detecting infra-red and radar cross sections. Through our joint venture with our partners — Al Fattan, we plan to build four stealth vessels, the first to be delivered by next year, which is about the same time we will provide our UAE based shipyard with crew training, technical assistance and supply of spare parts," he said. Fincantieri is also in talks with Kuwait regarding the delivery of 25 to 30 metre aluminium boats. An €80 million project has also been signed with the Iraqi Navy for four patrol vessels.

IDEX: UAE To Modify Black Hawks Into Gunships
ABU DHABI - The United Arab Emirates is set to turn a number of its Sikorsky Black Hawks into gunships in a deal with the U.S. helicopter maker worth nearly 1 billion Arab Emirate dirhams ($272 million).Related Topics
The announcement of a plan to buy weaponization kits for 23 of its Black Hawk UH-60M helicopters was the pick of a 4 billion Arab Emirate dirham order bonanza unveiled by the UAE armed forces at the IDEX show Feb. 21 in Abu Dhabi. Included in the list of 21 orders was a second deal with Sikorsky, this time a program to train Black Hawk pilots and technicians in a contract valued at 65 million Arab Emirate dirhams. The scheme to turn the UH-60M into an air assault machine gives the U.S. helicopter maker a launch customer for the Battle Hawk weaponization package it has been working on for some time now. A Sikorsky spokesman here was unable to give additional information on the deals. Information previously released by the company shows the weaponization package will give the UAE military a helicopter able to fire rockets, heavy-caliber machine guns and missiles from four weapon stations. The bulk of the work will be undertaken by AMMROC, the maintenance, overhaul and repair center set up here last year in a joint venture between Sikorsky and a local company, Abu Dhabi Aircraft Technologies. With further development work still needed on the weaponization package, sources said it was likely the first modified helicopters would be handed over to the UAE around 2014. The deal could be expanded later to cover further weaponization kits, the sources said. UAE has long been tipped as a launch customer for the Battle Hawk package, but Sikorsky wasn't the only helicopter manufacturer to benefit from new orders here. AgustaWestland secured a 336 million Arab Emirate dirham order for the delivery of four AW139 rotorcraft for VIP duties. The helicopter deals kicked off what is likely to become a daily routine of contract announcements here if the last IDEX show provides an example. Almost every day at IDEX 2009, the IDEX spokesman arrived in the press center to reel off a long list of orders running into billions of dirhams. The centerpiece announcement in 2009 was the purchase of Alenia Aermacchi M-346 trainers and light attack aircraft. That deal remains on ice with the two sides at loggerheads over a number of issues, and there is little indication the deal will be signed any time soon. Asked whether there had been any progress toward signing the deal, IDEX spokesman Maj. Gen. Obaid Al Ketbi said there was "nothing much happening in that area." Then, as now, many of the announcements for small-value deals caught contractors by surprise. Included in the list of contracts this time around is South Korean company Hanwha, which is supplying arms and ammunition; engines for unmanned air systems from Denel of South Africa; fire control systems for naval guns from Selex of Italy; munitions from Diehl BGT Defence of Germany; and bulletproof vests from local company Al Naboodah Protection. The IDEX spokesman there would be more deals to come over the next few days.

Fighters in for major upgrades
ABU DHABI // The UAE will spend more than Dh400 million to modernise its existing fleet of Mirage and F-16 fighter jets, the military announced yesterday. The deals involve weaponry and software upgrades for the Mirages, and reconnaissance pods and other equipment for the F-16 Desert Falcons. The two aircraft types are the mainstays of the UAE Air Force, which has 60 Mirages and almost 80 F-16s. The pods would give the UAE's F-16s, already among the most advanced of their kind in the world, improved surveillance capability. Major General Obeid al Ketbi, the spokesman for the International Defence Exhibition (Idex), also announced yesterday deals totalling nearly Dh4 billion. Idex ends tomorrow. "As part of the effort of the Armed Forces to raise the capability of the Mirage-2000 planes, the French Dassault Aviation company has been contracted to develop its weapons systems," he said. The contract is worth Dh112.4m. Dassault Aviation is the manufacturer of the Mirage and the more advanced Rafale fighter. The F-16 project was awarded to Goodrich Corporation, an American company, in a deal worth nearly Dh300m. The announcements raise questions about whether the UAE, which has said it intends to replace its existing Mirage fleet, is instead extending the life of the Mirages. The questions come amid speculation about when the country might conclude a deal for the Rafale, one that has been pending since 2008. The Mirage "is a modern plane and one of the best fighter planes in the world," said Maj Gen al Ketbi, when asked whether this indicated the UAE wanted to extend the life of its Mirage fleet. "These are improvements in its performance. With any military equipment, there is constant development." Boeing, the maker of the F-16 and the F/A-18 Super Hornet fighter jets, the latter of which is a competitor to the Rafale, denied that it had received requests for technical information on the Super Hornets, concerning a possible UAE purchase. "If the UAE did ask for technical information, they will have asked the US government," said Paul Oliver, the vice president for Middle East and Africa at Boeing. "F/A-18 sales have only been conducted government-to-government. We have not had any requests from the US government." Dassault said earlier in the day that the Rafale talks were ongoing, but that part of the company's commitment to the UAE involved upgrading the current Mirage fleet. When asked about the Rafale deal, Maj Gen al Ketbi said technical committees were studying the Rafale, but had not made a decision about whether it would be an appropriate choice for the UAE. "The Rafale plane is one of the modern planes available globally today, and we are always studying … modern armaments around the world," he said. "The studies are continuing but there has been no decision."
He would not say whether the Rafale was facing competition from other fighter jets. Asked about the UAE's defence budget, Maj Gen al Ketbi said it varied annually, depending on the needs of the Armed Forces and whether new contracts were delayed. But he added that all weapons deals were conducted strategically. "We do have an armament plan," he said. "All the procurement depends on the requirements of the Armed Forces, so there is no specific plus and minus figure for this. It depends on the different situations." While there was a rough estimate, the exact figure depended on the status of negotiations, he said. Maj Gen al Ketbi also said there was "no indication" that ongoing protests in the Middle East, including those in Libya and Bahrain, had affected Idex. "As far as I know, all the delegations arrived on plan, and left on plan according to their business schedules," he said.

DATE:23/02/11 SOURCE:Flight International UAE to get Predator XP By Gayle Putrich
General Atomics Aeronautical Systems, Inc. (GA-ASI) and International Golden Group (IGG) have signed a memorandum of understanding (MOU) to offer a version of Predator unmanned aerial vehicle to the United Arab Emirates.
Designated the Predator XP - XP for "export" - the aircraft has the same physical dimensions, altitude, speed, and 40h endurance as the RQ-1 Predator aircraft first flown by the USAir Force in 1995, the company says. Predator XP is equipped with the same intelligence, surveillance and reconnaissance (ISR) capabilities as the RQ-1 and could be outfitted with multiple exportable sensors, including electro-optical/infrared cameras and GA-ASI's Lynx multi-mode radar.
International sales of all GA-ASI UAV products has been restricted to NATO and select allies due to US government export restrictions, but the company was recently licensed to sell Predator XP to Middle East and North African nations, GA-ASI says.
"GA-ASI's establishment of a working relationship with IGG represents a strategic commitment by both companies to help the UAE strengthen its national security and protect critical infrastructure," says Neal Blue, GA-ASI chairman and CEO.
IGG and GA-ASI have previously worked together to bring the manned Griffin Eye ISR system to UAE.
"IGG recognizes that the search for excellence is the key to our success and this drives us to achieve more - not only on behalf of our customers, but also on behalf of our international partners," says Fadel al-Kaabi, IGG's CEO.

SOURCE:Flight International UAE stops talks with Alenia Aermacchi on M-346 contract By Siva Govindasamy
Negotiations between the United Arab Emirates and Alenia Aermacchi over the possible sale of M-346 advanced jet trainers have stopped, with industry sources saying there is no word on when they might resume.
Abu Dhabi announced at IDEX 2009 that it had selected the M-346 over the Korea Aerospace Industries T-50 in its advanced jet trainer competition, with deliveries then scheduled to begin in 2012. Negotiations then began for a contract worth €1 billion ($1.37 billion) for 48 M-346s, including several in a light-attack configuration, plus flight simulators and other ground-based training systems.
Mubadala Development was to have established a local final assembly line for the type, and manufacture composite aerostructures for the civil sector.
Two years on, however, the contract has not been signed. UAE military chiefs have been saying that their focus has been on "higher priority" procurements such as existing orders for Boeing C-17 and Lockheed Martin C-130J transports, and with Airbus Military for A330 multi-role tanker transports.
Abu Dhabi is also assessing the Boeing F/A-18E/F Super Hornet and Dassault Rafale to replace its Dassault Mirage fighters.
There have also been reports that there was a misunderstanding over the aircraft's specifications, and that components wanted by the UAE were not included. Industry officials at IDEX 2011, however, say other issues have also resulted in the delay.
"Political problems that are outside my domain have resulted in the delays," says Vincenzo Giangrasso, Alenia Aermacchi's vice-president for customer services. "We still hope to overcome the situation and we just need some patience. We are pretty sure that a solution will be found shortly."
Giangrasso adds that the Italian company remains confident of concluding a deal, given that the M-346 remains the UAE air force's preferred choice. "We have discussed the technical issues with the end user, and the air force is very happy with the aircraft. The air force did a very professional job in their technical evaluation," he says.
Industry sources say that it is unlikely that a fresh tender will be called, and add that the situation just "needs a bit of time" before both parties start talking again. The door appears to remain closed to KAI and the T-50, with officials from the South Korean company agreeing.
"Obviously, we would love to get back into the competition and offer the T-50. But we have not had any discussions with the UAE officials about the T-50 since they picked the M-346, and we are not expecting that to change any time soon," says a KAI official.
Both Alenia Aermacchi and KAI, however, expect the Middle East and Gulf to remain major markets for their trainers, given the large number of fighter competitions that are going on in the region.

UAE To Upgrade 135 BMP-3 Armored Infantry Vehicles
The UAE is upgrading 135 BMP-3 amphibious infantry carriers under a $74 million contract awarded through Russia's arme exporter Rosoboronexport.
The United Arab Emirates has announced at IDEX 2011 the conclusion of an agreement for the modernization of 135 Russian produced BMP-3 amphibious infantry fighting vehicles in service with the UAE land forces. The a $74-million upgrade contract was negotiated with Russian arms exporter Rosoboronexport. The current upgrade is expected to modernize these vehicles into ‘BMP-3M’ level, integrating a modern turbocharged 660 hp UTD-32 engine, improved fire control system and upgraded armor package. Rosoboronexport is offering the new BPM-3M with the Arena-E Active Protection System (APS), but to date, this APS system has not yet been ordered by foreign (or domestic) customers. The main armament remains unchanged, with three coaxial weapons – the 2A70 low-velocity 100mm gun (which can also fire guided missiles), a 2A72 30mm automatic cannon, and 7.62mm coax machine gun. The vehicle carries two additional 7.62mm machine guns mounted on hull and turret positions. The turret of the M’ model is equipped with all-new optronics and fire control system, a new ammunition loader, the BZS1 gunner sight, integrated thermal imager and laser illuminator provided by Sagem and new commander’s periscope. BMP-3 is capable of speeds up to 70 kilometers per hour when driving on the highway, or up to ten miles an hour swimming at sea. The cruising range of the upgraded model is 600 kilometers. The UAE is the largest international operator of BMP-3 vehicles. Between 1992 and 2000 about 600 BMP-3 were delivered. The chassis were manufactured by the Kurganmashzavod plant in western Siberia and turrets delivered by the Tula based Instrument Design Bureau (KBP). These vehicles are now reaching their mid-life point and require significant improvements.
A prototype of a modified BMP-3 developed in Germany by the Industriewerke Saar (IWS) company uses forward-mounted engine and rear-mounted turret, offering more efficient use of space. Photo via ArabDefense blog.
The UAE has also pursued parallel tracks for the vehicle’s upgrade; few years ago Industriewerke Saar GmbH (IWS), a member of the Diehl Defence group, was contracted by the UAE to develop an ambitious modification of the vehicle. IWS introduced a single prototype of the modified BMP-3 but, apparently, this effort has not been pursued further. While the basic BMP-3 accomodates nine troops in addition to the three-man crew, the redesigned vehicle offers only six positions, but these ergonomic positions offer more sustainable combat missions, rapid disembarkation and more useful space. IWS has moved the engine from the original lower rear position to the front, clearing more spacious accommodation for six troops. The front-mounted powerpack comprised a MTU-V6 engine and Renk automatic transmission. To maintain floating stability the turret was moved backward. The UAE has also explored utilizing parts of the BMP-3 on other vehicles. In 2007 a version of the Patria AMV was displayed at the IDEX exhibition mounting the BMP-3 turret.
The UAE is currently the largest international operator of the Russian BMP-3.

Sweden to deliver an early warning air-borne system to UAE in April Haseeb Haider
16 March 2011 ABU DHABI — Sweden’s Saab Group, one of the leading global defence contractors, will deliver to the UAE next month the second of the two Erieye long range Airborne Early Warning & Control systems.
“The Swedish firm won a deal in November 2009, to sell two latest early warning systems to the UAE,” to beef up its ariel and on land surveillance, Magnus Scholdtz, Sweden Ambassador said.Speaking to reporters on the occasion of opening of the Middle East’s largest IKEA store on Yas Island, he said each system will cost Dh750 million.
“It marks the growing trade and economic ties between the UAE and Sweden,“ he said.
“We’ve offered to the UAE to sell four more such aircraft... it is up to the UAE to decide,” the ambassador said.
“The surveillance system will map whatever is happening in the air and in waters by producing a real time picture of the neighbourhood, “the ambassador said. The information obtained can be used for border surveillance, rescue operations as well as in combating terrorism and organised crime. The ambassador said that Sweden’s trade with the UAE is growing and despite the global financial crisis in the last two years, it has grown to $1 billion in 2010, which is higher than what was reported in the previous year.Ambassador Magnus was pretty satisfied with the size of the trade between the two nations, as Sweden is ‘self sufficient’ in its energy needs, and does not import oil and gas from the UAE.
“We generate 40 per cent of our electric power from hydro resources, another 40 per cent comes from nuclear reactors while the rest is generated from renewable resources,”, he said.Sweden’s economy, which was hit by the global economic crisis, he said was fast recovering with economic growth rate expected to grow 7.3 per cent this year.About the home furnishing chain of stores IKEA, the ambassador said it was part of Sweden’s flagship companies, who were playing their role in boosting the economy.

"We're trying to market that version to the UAE, Saudi Arabia and a few other countries," Pace says.
General Atomics last month announced an agreement with the International Golden Group that could lead to the partners supplying the Predator XP to the UAE's armed forces.
