PICTURE: UAE gets second C-17 transport

Boeing delivered its second C-17 strategic transport to the United Arab Emirates Air Force and Air Defence on 10 June, exactly one month after the service had accepted its first example.

Pictured at Boeing’s Long Beach site in California, the aircraft is among six on order for the UAE. Two more of these will be delivered this year, with the remaining two to be handed over during 2012.

The United Arab Emirates has scaled back by about one-third its planned acquisition of Lockheed Martin Corp. (LMT) missile interceptors in what was a potential $6.95 billion package, according to the U.S. Missile Defense Agency.
The UAE last August “adjusted its requirement” to 96 Terminal High Altitude Area Defense interceptors from 144, according to an unreleased “Selected Acquisition Report” submitted to Congress in April. Bloomberg News obtained the document, which disclosed the reduction.
The UAE also reduced its purchase -- from four to two -- of the AN/TPY-2 mobile search and tracking radar made by Raytheon Co. (RTN) The new radar plan supports two missile batteries, rather than three, the MDA said.
The UAE is seeking to be the first Thaad international buyer. In September 2008, when the deal was first proposed for congressional approval, the Pentagon said it would be worth as much as $6.95 billion if all options were exercised. The UAE is also buying the Lockheed Martin-Raytheon Patriot Pac-3 missile for low-level air defense.
The Thaad missile is also a centerpiece of the regional missile defense that the Obama administration plans to deploy in the Middle East against Iran’s medium- and long-range ballistic missiles. Batteries of land-based interceptors would be linked to the U.S. Navy radar and control systems on Aegis-class destroyers and cruisers.
Talks ‘Constructive’


UAE spokesman Bader Bin Saeed, in an e-mail statement, said his government had no comment. A spokesman for Bethesda, Maryland-based Lockheed Martin, Jeff Adams, said in an e-mail that negotiations are ongoing. “We cannot comment on specifics at this time,” he said.
In a May 24 interview Lockheed CEO Robert Stevens said discussions with the UAE “are ongoing and constructive. The level of interest is high and the system has demonstrated its efficacy.” He declined to say when the discussions will conclude in a sale.
Stevens said at a June 2 investors conference that the UAE has “very much reinforced the desire to acquire” the Thaad interceptors in a sale he called “a very substantial, more than $1 billion class order.”
He said that “the timing will probably unfold in two pieces: an advanced procurement or long-lead procurement phase, maybe at the end of this year; and maybe by about the middle of next year, the balance of that order.”
More Competition


Lockheed is also competing in the UAE for a battle management, command and control system called the Extended Air Defense Ground Environment-Tactical, Patrick Dewar, the company’s senior vice president for strategy and business development, said in an interview at the Paris Air Show.
The system, valued at about $1 billion, would integrate UAE’s Patriot anti-missile batteries with the Thaad systems, Dewar said. Lockheed is competing against ThalesRaytheon Systems, a joint venture of Thales Group of Neuilly-sur-Seine, France and Waltham, Massachusetts-based Raytheon, Dewar said.

Raytheon Company has completed the first major delivery of materials under the UAE contract.

Three test missile assets were delivered to the U.S. Government to conduct United Nations testing that supports the final hazard classification for the new production run of GEM-T missiles.

"This is a significant milestone for the UAE Patriot program," said Sanjay Kapoor, vice president for Patriot Programs at Raytheon Integrated Defense Systems (IDS). "Our focus on new-build systems and technology refreshes has led to the modernization of Patriot and reinforced its standing as the premier air and missile defense system of choice."

Raytheon IDS is the prime contractor for both domestic and international Patriot Air and Missile Defense Systems and system integrator for Patriot Advanced Capability-3 missiles.

The Government of the United Arab Emirates (UAE) has requested a possible sale of 5 UH-60M BLACKHAWK VIP helicopters, 12 T700-GE-701D engines (10 installed and 2 spares), 6 AN/APR-39A(V)4 Radar Signal Detecting Sets, 80 AN/AVS-9 Night Vision Devices, 6 Star Safire III Forward Looking Infrared Radar Systems, 6 AAR-57(V)3 Common Missile Warning Systems, 6 AN/AVR-2B Laser Warning Sets, C406 Electronic Locator Transmitters, Traffic Collision Avoidance Systems and Weather Radars, Aviation Mission Planning Station, government furnished equipment, ferry support, spare and repair parts, publications and technical documentation, support equipment, personnel training and training equipment, ground support, communications equipment, U.S. Government and contractor technical and logistics support services, tools and test equipment, and other related elements of logistics support. The estimated cost is $217 million.

This proposed sale will contribute to the foreign policy and national security of the United States by meeting the legitimate security and defense needs of a partner nation that, has been and continues to be an important force for peace, political stability, and economic progress in the Middle East.

The UAE will use these helicopters for intra-country transportation of UAE officials to militarily critical training and operation sites. The UH-60M BLACKHAWK helicopters will enhance the safety of key UAE personnel by providing for the detection and avoidance of rocket/missile attacks by indigenous or foreign terrorist elements. The UAE will have no difficulty absorbing these helicopters into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractors will be: Sikorsky Aircraft Corporation of Stratford, Connecticut, and General Electric Aircraft Company of Lynn, Massachusetts. The purchaser has requested offsets; however, at this time, agreements are undetermined and will be defined in negotiations between the purchaser and contractor.

Implementation of this proposed sale will require the deployment of a minimum of two Contractor Field Service representatives to the United Arab Emirates for approximately two years after initial fielding to assist in the delivery and deployment of the helicopters.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

PARIS - The United Arab Emirates (UAE) is now talking with Lockheed Martin about buying more F-16 fighter aircraft because France's offer of an advanced version of the Rafale combat jet is seen as too expensive, said a source familiar with the negotiations in the gulf.

"The UAE is finding the Rafale offer to be too costly compared to the capabilities of aircraft and other technologies on the market," the source said. "The negotiations with France are still ongoing and both sides are looking for a compromise."

The UAE has been seen as a potential first export buyer of the Dassault Rafale in a deal estimated at $10 billion. Meetings on the Rafale sale were held at the Paris Air Show, which ended June 26.

But price resistance has led UAE officials to open discussions with Lockheed Martin to buy more F-16s with the latest "weaponry and targeting sensors," the source said.

Last year, UAE officials asked for technical information on the Boeing F/A-18 E/F Super Hornet, following a political chill at the highest levels between Abu Dhabi and Paris.

In negotiations with the French, the elements said to be stretching the UAE's planned budget are the co-development costs for a more powerful "special" Rafale version, plus maintenance and spare parts. The UAE wants its Rafales powered by uprated Snecma M88 engines, whose 9 tons of thrust provide 1.5 tons more than the version flown by the French Air Force. Other improvements requested include a longer range active electronically scanned array (AESA) radar and a more capable Spectra electronic warfare suite.

The upgrades previously have been estimated at 2 billion euros ($2.9 billion) by then-French Defense Minister Hervé Morin.

Dassault Aviation declined to comment.

Shortly before the Paris Air Show, Dassault Chief Executive Charles Edelstenne said of the Rafale offer to the UAE, "the talks are advancing."

The gulf source said, "Lockheed Martin is offering a very attractive financial package."

A UAE sale might help Lockheed keep its F-16 assembly line open, after India rejected the U.S. fighter from its short list for the Medium Multirole Combat Aircraft competition.

Lockheed officials were unable to comment by press time.

France badly needs export success on the Rafale, a showcase of military technological competence, as the national defense budget assumes foreign contracts to help pay for a steady rate of production.

Dassault has said it must build 11 Rafale units a year to keep the line working at an economic rate.

Large companies depending on the Rafale include Safran subsidiaries Sagem, for the forward looking infrared gear, Snecma for the twin engines, Thales for the electronics and RBE2 AESA radar, and MBDA, which hopes to sell the Meteor long-range missile.

In the 1990s, the UAE bought 80 F-16 E/F fighters with distinctive conformal fuel tanks, under a $7.3 billion foreign military sales (FMS) contract, of which a reported $3 billion went to co-develop the Block 60 Desert Falcon, widely viewed as the most capable of the F-16s worldwide. As co-developer, the UAE is co-owner of some of the sensitive military technology on the Block 60 version. As part of the deal, UAE personnel worked on the co-development program, and Lockheed trained Emirati nationals to service the Block 60 aircraft.

The 1990s also saw the UAE buy Dassault Mirage 2000-9 fighters, which were more advanced than the 2000-5 version flown by the French Air Force. Older Mirage fighters were also upgraded to the more capable variant.

The Mirage 2000-9 fleet still has a long life ahead of it, but the UAE could start taking delivery of the new F-16s in under five years while keeping the existing Mirage aircraft, the source said.

France has previously offered to buy back the Mirage fleet and resell the fighters in export markets to encourage the sale of the Rafale to the UAE.

The UAE has purchased the Black Shaheen cruise missile for the Mirage. In long-range strike, the UAE also has the Hakim, which was shown under the wing of a Rafale model displayed on missile manufacturer MBDA's stand at the IDEX arms show in Abu Dhabi in February.

Après avoir mené des négociations exclusives avec Dassault Aviation pour l’achat de chasseurs multirôles Rafale, l’armée de l’air émiratie aurait commencé à étudier d’autres options pour son futur avion de combat.

Initiées il y a quatre ans, les négociations avec le groupe français n’ont toujours pas abouti, ouvrant la porte de la compétition à l’américain Lockheed Martin, indique une source d’Abou Dhabi. La source émiratie souligne qu’Abou Dhabi s’est plaint à plusieurs reprises du manque de souplesse de l’industriel français dans les négociations sur le Rafale, alors que les multiples interventions du président Sarkozy n’ont pas réussi à aplanir les difficultés.

Outre la question du prix des avions, les difficultés portent principalement sur quatre demandes des Emiratis : la fourniture d’un moteur plus puissant que celui qui équipe actuelle­ment le Rafale, la reprise de leurs Mirage 2000-9 (au nombre de 62) et la possibilité d’utiliser les armements des 2000-9 sur Rafale.

Au cours de sa dernière visite à Abou Dhabi, le ministre français de la Défense, Gérard Longuet, aurait présenté une nouvelle offre, à un prix global de neuf milliards d’euros. Il s’agit de la troisième offre, la première ayant été chiffrée à treize milliards et la seconde à dix milliards.

L’Elysée aurait demandé aux sociétés membres du Rafale Team de se concerter pour que chacune prenne sa part du rabais supplémentaire d’un milliard d’euros. De son côté, Abou Dhabi s’en tient toujours à un budget de sept milliards.

Profitant ainsi du désaccord entre Français et Emiratis, l’administration américaine a poussé l’option Lockheed Martin, qui a réussi à ouvrir des négociations avec les EAU pour évaluer leurs besoins. Le groupe américain propose, pour sa part, l’avion de combat de cinquième génération F-35 JSF.

Sachant qu’il ne pourra livrer cet appareil qu’en 2020 (au plus tôt), compte tenu du retard pris par le programme, Washington aurait proposé à Abou Dhabi de fournir, en attendant, des F-16 Block 60 supplémentaires. L’armée de l’air émiratie dispose actuellement de 80 avions de ce type. Les Américains ont même proposé de livrer des F-16 d’occasion de l’Usaf, en les portant au standard Block 60, pour pallier au trou capacitaire, en attendant de livrer tous les F-35. Washington devra ensuite reprendre tous les F-16 au fur et à mesure que les nouveaux avions seront livrés.

Alors que les négociateurs français avaient le sentiment que l’ouverture de discussions avec Lockheed Martin n’était qu’un moyen de faire pression sur eux, l’avancée de ces discussions signale qu’elles pourraient bien aboutir. D’autant que vient d’être lancée la modernisation des systèmes d’armes des Mirage 2000-9 par les Emiratis, qui éloigne les perspectives de reprise par la France exigée en cas d’achat du Rafale.

Si la mission du Rafale Team semble bien se compliquer, on peut néanmoins douter que l’offre F-35 de Lockheed respecte au final l’enveloppe de 7 milliards de dollars dont dispose les Emiratis.

beh comme j'avais dis dans un de mes postes précédent sur les voitures française , sa se vois plus clairement sur des produits comme les avions de chasse , les francais on le savoir faire mais a quelle prix , ils ont du mal a maitrisé les coups , faute de la R&d qui coute un bras , et le manque de marché ...

Ils payent surtout leurs erreur de chois stratégique des annés 80, en abandonnant le programme Eurofighter pour développer seul son propre chasseur, la France a misé sur le mauvais "cheval", aujourd'hui la R&D investie SEUL, doit être justifié par un prix de vente élevé !

Ce qui met l'appareil en position délicate face à ses concurents direct, F-16 amortie depuis bien longtemps et un Typhoon qui coute moin cher car son développement a été partagé

Pour mois c une façon de pressionné plus les français

Parce que Franchement des F-35 avec un Budgète 7 milliards de $ en plus les F-35 ne serons la qu’a partir de 2020 si et je répète si tous va bien chose qui est très difficiles avec la crise écono qui frape les pays constructeur du F-35

ABU DHABI // A fighter jet pilot was killed on Tuesday when his aircraft crashed during a routine training flight.
The pilot who died was First Lt Pilot Suhail Mubarak Abdullah Al Dhaheri. His aircraft was believed to be a Dassault Mirage 2000, one of more than 60 in the Air Force fleet.
A short statement released by the Armed Forces and published on WAM, the state news agency, gave no details of the exact location or cause of the crash.
A man who said he knew the pilot’s brother told The National the fighter crashed in the desert between Liwa in Al Ain and Al Dhafra in Abu Dhabi.
He said the pilot was from Fujairah and that his family name was Al Dhohori.
Prayers for the pilot were held yesteday afternoon at the Sheikh Zayed Mosque in Dibba, Fujairah.
According to Islamic rituals, the body should be buried after prayers in his memory. Condolences are being offered to the victim’s family.

la ils sont operés intensivement par l´ANG de Tucson pour entrainer les emiratis,ca ne baisse pas de régime de vol,et sur le desert faut relativiser avec la propreté apres missions,surtout camo gris.
