Saudi Arabia plans to buy more American weaponry
MOSCOW | Saudi Arabia is planning to reach an agreement with the United States on the purchase of artillery systems worth $186 million, Arabian website Elaf said citing a high-ranking source in the Saudi government.
Last month the parties agreed on the details of the upcoming deal, according to which Washington would supply 36 155-mm guns and 54 105-mm guns, the source said.
In October 2010, U.S. President Barack Obama announced the largest arms exports contract in the history of the country. The United States will supply various types of weapons to Saudi Arabia worth $60 billion. The orders include 84 new F-15 fighter jets and a contract to upgrade 70 F-15s already in service with the Saudi air force. Washington will also deliver 70 Apache helicopters, 72 Black Hawk helicopters, 36 Little Birds and 12 MD-530F helicopters, and a wide range of rockets, bombs and other equipment. (RIA Novosti)

Royal Saudi Air Force starts flight training on the A330 MRTT with Airbus Military
Royal Saudi Air Force (RSAF) crews started flight training on their first A330 MRTT with Airbus Military instructors at the Airbus Military Getafe facilities in Spain yesterday 25th October. This will allow the crews to qualify for Air Logistic Transport and Air-to-Air Refueling with pods and boom.
Col Pilote Mashhour Bin Abdallah AL BURIKAN, RSAF A330 MRTT 13th Flying Wing Commander, and Lt Pilote Khaled Bin Abdallah AL MAJED, whose picture was taken inside the RSAF A330 MRTT cockpit, and the rest of the RSAF Aircrew will be training with Airbus Military over the next two months.
This training will prepare the first A330 MRTT delivery to the RSAF to take place next month. Next RSAF MRTT aircraft deliveries are scheduled for 2012.

Robins official says massive Saudi F-15 sale remains on track despite delays
A senior Robins Air Force Base official believes the massive $29.4 billion upgrade to the Royal Saudi Air Force’s F-15 fleet remains on track although the Saudi government has not yet signed the agreement.
The pending sale calls for delivery of 84 new F-15SA or “Saudi advanced” jets and the upgrade of 70 RSAF F-15S aircraft. The package also includes updates at five Saudi bases, new weaponry, training and sustainment through 2020.
Final agreement from the Saudi government was expected by mid summer, but that did not occur. Col. Robert Stambaugh, who heads the project for the Warner Robins Air Logistics Center, attributes that to the sheer scope of the effort.
“Typically, the Saudi timeline (for signature) is about six months which would have been the end of September,” Stambaugh pointed out. “We expected them to potentially sign this one early. But this is the biggest foreign military sale in history times three. So you can understand why they would be hesitant -- $30 billion is a lot of money even for the Saudi Arabian government.”
Robins Air Force Base, the sustainment focal point for the U.S. Air Force’s F-15 fleet, will be a key player in the project when it becomes official. For almost three decades, Robins has partnered with the RSAF in supporting that nation’s F-15s. The new program would add about 100 people to the Robins payroll including some who will be positioned in Saudi Arabia.
Stambaugh said Boeing, the F-15 manufacturer, and a host of suppliers are cooperating to sustain the terms originally offered to the Saudi government in April.
“That means the letter of offer and acceptance or LOA we issued is still valid,” he said, “and the Saudi government has given us no indication that the deal is off.”
The Boeing F-15 production line, now in its fourth decade of operation, remains intact and ready to begin production on the Saudi jets.
“Boeing has not ramped down activity, so they are continuing at risk,” Stambaugh reported. “We have worked with Boeing and with suppliers to ensure the price we have in the LOA remains valid and we can still provide the aircraft and support that’s included at or below the LOA dollar figure. We wouldn’t be able to do that without talking to Boeing.”
Reports originally surfaced that Boeing would shut down its F-15 production line in 2012 if additional orders were not received by the end of 2011. The company has since backed off that timeline. According to media reports, Boeing will deliver the last of 21 F-15Ks to South Korea in March of next year. Singapore’s fleet of 24 F-15SGs also will be completed next year. The company is competing for a follow-on South Korean buy of 40 to 60 aircraft.
The former Warner Robins ALC vice commander does not believe the sale is being held up by politics.
“In fact,” Stambaugh pointed out, “there have been several U.S. Army helicopter cases approved by the Saudi government since early summer. They were smaller programs but in the billions of dollars. So if the Saudi government really had a problem with the U.S. they probably wouldn’t have signed those.”
In the meantime, the Robins program office has developed contingency plans to sustain the existing Saudi fleet for another year, including older F-15s scheduled for retirement under the new agreement.
“We are insuring our Saudi partners are covered whether or not they sign and execute this LOA,” the colonel stressed. “We’re committed to doing that.”

WASHINGTON, Oct. 27, 2011 – The Defense Security Cooperation Agency notified Congress Oct. 26 of a possible Foreign Military Sale to the Kingdom of Saudi Arabia for 124 M1151A1-B1 Up-Armored High Mobility Multi-Purpose Wheeled Vehicles (HMMWVs), 99 M1152A1-B2 Up-Armored HMMWVs and associated equipment, parts, training and logistical support for an estimated cost of $33 million.
The Kingdom of Saudi Arabia has requested a possible sale of 124 M1151A1-B1 Up-Armored High Mobility Multi-Purpose Wheeled Vehicles (HMMWVs) and 99 M1152A1-B2 Up-Armored HMMWVs, with supplemental armor kits, spare and repair parts, support and test equipment, publications and technical documentation, personnel training and training equipment, U.S. Government and contractor engineering, technical and logistics support services, and other related elements of logistical and program support. The estimated cost is $33 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been, and continues to be, an important force for political stability and economic progress in the Middle East.
The proposed sale will provide a highly mobile and light combat vehicle capability enabling the Royal Saudi Land Forces (RSLF) to rapidly engage and defeat perimeter security threats and readily employ counter and anti-terrorism measures. The RSLF already has HMMWVs in its inventory and will have no difficulty absorbing these vehicles.

Russia may sell air defense systems, helicopters to Saudi Arabia
Russia is close to signing new contracts with Saudi Arabia on the export of helicopters and air defense missiles systems in addition to recent arms deals with Riyadh, state-run arms exporter Rosoboronexport said on Monday.
“Rosoboronexport has already signed a number of big contracts [with Saudi Arabia], and they are being implemented,” deputy head of Rosoboronexport Alexander Mikheyev said at the Dubai-2011 airshow. He did not specify the ongoing agreements with Saudi Arabia.
“We have also done intensive work on new contracts, including on helicopters and air defense systems. Russia is ready to continue these negotiations as soon as the Saudi Defense Ministry makes a decision," Mikheyev said.
Russia has been negotiating a $6 bln-arms deal with Saudi Arabia since 2007.
The “arms package” reportedly includes T-90S main battle tanks, BMP-3 infantry fighting vehicles, Mi-35 (Hind) attack helicopters, and Mi-17 (Hip) multirole helicopters, as well as Pansir-S1 air defense systems.
S-400 Triumf air missile defense system
Several media sources have also mentioned that Russia could sell advanced S-300 or even S-400 air defense missile systems to Saudi Arabia.
Potential arms sales to Saudi Arabia would be a major breakthrough for Russia, as the Saudi arms market has been dominated by the United States and Britain since the Soviet era.

C'est un très beau bâtiment qui est arrivé, le 8 novembre, dans la base navale de Toulon. La frégate saoudienne Makkah va rester dans le port varois et au large de celui-ci jusqu'au 20 décembre. Durant cette période, elle va, notamment, participer à des entrainements avec des bâtiments de la Marine nationale. Commandée par le Capitaine de Vaisseau Abdulah Mohamed Alshaikh, la Makkah est armée par un équipage de 31 officiers, 106 officiers mariniers, ainsi que 85 quartier-maitres et matelots. Seconde des trois frégates du type F3000, vendues par Thales et construites par DCNS dans le cadre du programme Sawari II, la Makkah a été livrée en 2004. Comme ses sisterships, l'Al Riyad (2002) et l'Al Dammam (2004), cette frégate est une version améliorée des frégates françaises du type La Fayette.
Longues de 133 mètres pour un déplacement de 4650 tonnes à pleine charge, les F3000, capables d'atteindre 25 noeuds, disposent d'un armement conséquent. Elles peuvent, en effet, mettre en oeuvre 8 missiles antinavire Exocet MM40, 16 missiles surface-air Aster 15, une tourelle de 76mm, deux canons de 20mm, des torpilles (4 tubes) et un hélicoptère Dauphin. Les équipements électroniques comprennent un radar Arabel, qui sert à la conduite de tir des Aster, un radar de veille Jupiter (DRBV-26 D), une conduite de tir Castor pour l'artillerie, un sonar remorqué Captas 20, deux lance-leurres Dagaie et des systèmes de guerre électronique. La Makkah est notamment connue pour avoir été gravement endommagée en décembre 2004 peu après sa mise en service. Echoué sur un récif en mer Rouge, le bâtiment, dont la coque aurait été déchirée sur environ la moitié de sa longueur, a nécessité plusieurs années de réparation à Djeddah.

DUBAI Air Show, United Arab Emirates - Sikorsky Aerospace Services (SAS) announced today the signing of a follow-on contract with the Royal Saudi Land Forces Aviation Command (RSLFAC) to upgrade its fleet of BLACK HAWK UH-60A helicopters to the more modern UH-60L aircraft configuration. SAS is the aftermarket division of Sikorsky Aircraft Corp., a subsidiary of United Technologies Corp. (NYSE:UTX).
The parties anticipate that as a result of this upgrade program the RSLFAC’s fleet of 12 UH-60A BLACK HAWK helicopters will benefit from improved performance, increased mission readiness, extended service life, and reduced maintenance and support costs.
“Our A-to-L conversion program for the UH-60A BLACK HAWK helicopters provides the Saudi Land Forces with a cost-effective option to extend the service life of their fleets while permitting better integration with newer BLACK HAWK helicopter models,” said David Adler, President of Sikorsky Aerospace Services.
Based on the success of the H-60 Helicopter Recapitalization and Upgrade Program for U.S. Army BLACK HAWK aircraft, the H-60 helicopter modernization program offers comprehensive fleet upgrades for Sikorsky’s global customers. The RSLFAC A-to-L conversion plan is the second international modernization program under contract with SAS.
The A-to-L upgrade program incorporates key improvements consisting of a T700 to T701D engine upgrade for increased power and reliability, and upgraded flight controls, avionics and instrument panel modifications. Additionally, each upgraded H-60 helicopter will be equipped with a new Aircraft Flight Control Computer (AFCC) as well as new wiring harnesses, a high speed shaft and a sealed lead acid battery.

d'après les fiches techniques, pas de lance torpilles sur les Lafayette (sauf si sur-mesure pour les saouds). Etonnant d'ailleurs pour des frégates de ce tonnage.

Les Sawari II sont dérivé des Lafayettes, mais elles leur sont supérieur ( pas d'Aster sur les Lafayettes ) et se sont bien des tubes lance torpilles à l'arrière

La frégate Makkah entrée en service en juillet 2004 est du type F 3000 S construite à Lorient, Dérivée des La Fayette, elle est cependant totalement différente et surtout beaucoup plus armée et équipée de matériels plus performants . 3 unités ont été construites dans le cadre du programme Sawari II passé en 1994. La MAKKAH s'était litteralement empalée sur un récif en mer rouge lequelques semaines après son entrée en service, elle a été récemment réparée aprés une longue période d'abandon sur son lieu d'échouage, Elle a été abandonnée à cause des difficultés à déséchouer le navire. Le Prince Fahd, qui était CEMM à l'époque, était à l'origine de l'accident et n'ont pas le commandant de vaisseau comme je vous ai déjà dit.
D'un déplacement de 4650Tpc et d'une longueur de 133m, la Makkah est armée de 8 MM40BkII, 16 Aster15 ( avec capacité de recevoir des Aster30 ), un OM 76mm SR, 2 canons 20mm et 4 TLT pour F17P à la poupe ou on trouve aussi le sonar remorqué Captas 20. Elle dipose d'un Hangar et plateforme pour hélicos avec système de manutention SAMAHE accueillant un Dauphin 2. le radar sous radôme est un Arabel, l'autre est un DRBV 26 D

La mise en service a été lancé bien avant l'arrivée du Block III , un upgrade pour le Block III serait de bonne augure pour eux
