Le Koweït serait "fier" de disposer du Rafale dans ses armées, a affirmé le ministre koweïtien de la défense et premier vice-premier ministre mercredi 21 octobre à Paris. L'intérêt du Koweït pour l'avion de Dassault mettrait fin, s'il se confirme, aux échecs répétés de l'avion-phare de l'industrie aérienne de défense française qui n'a encore jamais été exporté. Le président français Nicolas Sarkozy avait déclaré en février que la France et le Koweït discutaient de la vente éventuelle de bâtiments de guerre et de 14 à 28 Rafale.
"Nous espérons voir une offre [française] bientôt à ce sujet", a ajouté cheikh Jaber Moubarak Al-Hamad Al-Sabah, précisant qu'elle "sera étudiée très sérieusement et de façon très claire par l'armée de l'air koweïtienne". Le ministre koweïtien de la défense a fait ces déclarations devant la presse après avoir signé un nouvel accord de coopération bilatérale dans le domaine de l'échange d'information, l'assistance, la formation et l'équipement des forces armées avec son homologue français Hervé Morin.
Après ses multiples revers pour vendre ses Rafale, la France a entamé des négociations avec le Brésil et les Emirats arabes unis. Le ministre de la défense brésilien a confirmé mi-septembre la préférence de son pays pour l'avion de combat de Dassault, en raison du transfert de technologie total proposé par les Français.
L'éventuelle vente de Rafale au Koweït viendrait confirmer le rapprochement opéré ces derniers mois avec les Etats du Golfe. M. Sarkozy a inauguré fin mai une base militaire française permanente aux Emirats arabes unis, renouvelant simultanément un accord de défense avec les Emirats datant de 1995. Paris est également lié depuis 1994 au Qatar par un accord de défense et devait ouvrir à Doha une branche de l'Ecole militaire de Saint-Cyr, la première hors de France.

La France devrait organisé une grande gagnotte en faveur du M88 90Kn, Sarko en VRP se déplacera dans les pays du golf, prêchant la bonne parole et les Cheikh eux laisseront un petit chèque au passage.

Kuwait’s minister of defence and deputy prime minister, Sheikh Jaber al Hamad al Sabah, said in Paris yesterday that the agreement, which will ease the exchange of information and training, “allows clearer flexibility for the political leaderships and paves the way for strategic co-operation between Kuwaiti and French forces”.
Sheikh Jaber repeated his country’s desire to buy the Dassault Rafale combat jets and is awaiting terms of the sale from Paris. He said the French offers that accompany the agreement will be “submitted to the constitutional and legal institutions to make a decision” and “we will soon see this plane within Kuwait’s armed forces”.
The agreement is the latest sign of increasing military co-operation between the two countries. President Nicolas Sarkozy pushed the sale of 14 to 28 Rafale jets in February, the first visit of a French leader to Kuwait since 1991. Mr Sarkozy’s tour included Bahrain and Oman, other countries in the Gulf he said had been “neglected” by the French administration.
The French military, which had helped liberate Kuwait from the Iraqi occupation in 1991, held joint military manoeuvres with their Kuwaiti counterparts in the country’s desert in April this year. The last military agreement signed between the two countries was in 1992.
The French defence minister, Herve Morin, said after signing the accord: “France has decided to regain its place and to play a full role to secure the stability and security of this strategic region.”
“Countries in the Gulf know that they can find in France a second partner, one which is a friend of the Americans but which has its own vision of security and stability,” Mr Morin said.
But analysts dispute whether the French are trying to set themselves up as an alternative strategic partner to the US in the Gulf, or are just using this angle as a sales pitch for the new Rafale jets, which were introduced in 2000.
“Sarkozy has taken charge of placing Rafale everywhere. He will sell it wherever he can. It’s not about being interested in Kuwait; it’s business first,” said Assaf Kfoury, the general manager of Tactical Report, a Lebanese provider of intelligence on Middle East energy and defence.
“Kuwait’s relationship with France will never be as comprehensive as its relationship with the US. Kuwait wants to buy the US’s Super Hornet more than the Rafale. They already have a defence agreement with the US, and it’s much more expansive,” Mr Kfoury said.
Riad Kahwaji, the CEO of Inegma, an institute for Near East and Gulf military analysis based in Dubai, said: “None of the current players can replace the US, but they can play a stronger role in the region.”
France now has the second largest naval fleet in the region, they opened the Gulf’s only non-US foreign base in Abu Dhabi this year and they have a deal to replace the UAE’s fleet of Mirage jets with 60 Rafales, Mr Kahwaji said. “It’s clear that France is pushing to have a bigger role. Kuwait - Facilities and Infrastructure Construction Support Services
WASHINGTON, Dec. 18, 2009 – The Defense Security Cooperation Agency notified Congress Dec. 17 of a possible Foreign Military Sale to Kuwait of construction support services to provide administrative, operational, storage, support facilities and utility infrastructure for the 26th Al Soor Brigade facilities for a complete package worth approximately $360 million. The Government of Kuwait has requested a possible sale of construction support services to provide administrative, operational, storage, support facilities and utility infrastructure for the 26th Al Soor Brigade facilities. The U.S. Army Corps of Engineers (USACE) will provide engineering, planning, design, acquisition, contract administration, construction management, and other technical services for construction of facilities and infrastructure for administration, operational equipment maintenance, logistical and base support, soldiers’ living and recreational facilities, training, ranges, perimeter security, supply and storage, and utility infrastructure. The estimated cost is $360 million. This proposed sale would enhance the establishment of an all encompassing modern military facility that will serve both as a training base and a base of operations for a premier unit of the Kuwaiti Defense Force responsible for the security and stability of Kuwait. The facility scope of work is similar to other facilities built in the past by the US Army Corps of Engineers in other Middle Eastern countries, and the effort promotes the modernization and development of a Major Non-NATO ally. This proposed sale also would contribute to the foreign policy and national security of the U.S. by enhancing Kuwait’s self defense capabilities and supporting the USG’s efforts in coalition operations.

Lockheed Martin Awarded Contract For Kuwait Air Force KC-130J Tankers
MARIETTA, Ga., May 27th, 2010 -- Lockheed Martin [NYSE: LMT] has received a $245 million contract from the U.S. Government for the Foreign Military Sale of three KC 130J tanker aircraft to Kuwait. The program will be managed by the U.S. Navy.
The Kuwait Air Force’s new KC-130Js will provide aerial refueling for its F 18 fleet and augment its current airlift fleet of three Lockheed Martin L-100s. Kuwait’s KC-130Js also will perform air mobility, disaster relief and humanitarian missions throughout the world.
“We are proud to add yet another country to the growing worldwide C-130J community,” said Jim Grant, Lockheed Martin vice president for C-130 business development. “The combination of tanking and airlift missions yet again shows the tremendous versatility of this proven aircraft. KC-130Js have been used in high-tempo operations for the last five years and will provide Kuwait with an effective, efficient and reliable multi-mission capability.”
Kuwait’s first KC-130J delivery is scheduled for late 2013, with deliveries completed in early 2014. Using only wing and external tanks, the KC-130J has a 57,500 pound fuel offload capability. The KC 130J is configured to accept a fuselage tank, adding another 24,392 pounds of available fuel. The standard probe-and-drogue configuration of the KC 130J is suited for both fixed and rotary wing aircraft. In addition to aerial and ground refueling, the KC-130J has the same airlift capability as non-tanker variants — including airdrop and paradrop.

Kuwait has surprised Boeing by asking for information on the F-15 Silent Eagle, making it the first non-operator of classic F-15s to express an interest in the latest version of the fighter.
Paul Oliver, Boeing's vice-president for the Middle East and Africa, confirms that a Middle Eastern country that is looking to "recapitalise" its air force has expressed an interest. However, he declines to say if the country is Kuwait.
Boeing itself has been saying over the last year that the Silent Eagle is aimed primarily at the countries that operate classic F-15s, and it has been focused on promoting its F/A-18E/F to those who do not and are looking for new fighters.
The F-15 would offer an air force a longer-range strike capability, and the potential to carry a bigger weapons payload, than the F/A-18E/F.
"Right not, this potential customer is asking if it can have information about the F-15. A lot of customers are looking to recapitalise their fighters," he adds. "There are a lot of countries looking for alternative platforms to the [Lockheed Martin] F-35 in the Middle East, and this is one of those."
Kuwait operates classic Boeing F/A-18C/Ds, and Oliver says that it has been considering upgrades for those fighters. However, the country is also believed to be keen to begin an international tender for fighters. If it upgrades the classic Hornets, the new fighters would augment rather than replace them.

Regarding the Rafale fighters deal, Sheikh Jaber said his ministry set up an inspection panel to probe the French assault jets as well as their US peers. “What suits the Kuwaiti army among these warplanes will be giving the go ahead,” he noted. “The Rafale fighters have not been approved yet. Under the instructions of the State Audit Bureau (SAB) the comparison between the fighter jets goes on in a practical, objective and impartial way,” Sheikh Jaber explained.

WASHINGTON, September 24, 2010 – The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale to Kuwait of one Boeing C-17 GLOBEMASTER III aircraft and associated parts, equipment and logistics support for a complete package worth approximately $693 million.
The Government of Kuwait has requested a possible sale of one Boeing C-17 GLOBEMASTER III aircraft, four Turbofan F117-PW-100 engines installed on the aircraft, one spare Turbofan F117-PW-100 engine, one AN/ALE-47 Counter-Measures Dispensing System (CMDS), one AN/AAR-47 Missile Warning System, aircraft ferry services, refueling support, precision navigation equipment, spare and repairs parts, support, personnel training and training equipment, publications and technical data, U.S. Government and contractor engineering, technical, and logistics support services, and other related elements of logistics support. The estimated cost is $693 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a Major Non-NATO ally which has been, and continues to be, an important force for political stability and economic progress in the Middle East.
This proposed sale will provide a long-range, strategic airlift capability to the Kuwaiti Air Force (KAF) allowing them to meet operational requirements. The KAF is tasked with relief support, humanitarian disaster and peacekeeping missions, as well as transporting dignitaries and cultural assets to various regional and international destinations. This proposed sale will further enhance its interoperability with the U.S. Air Force airlift system in the region. Kuwait will have no difficulty absorbing this aircraft into its armed forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
This prime contractor will be The Boeing Company in Chicago, Illinois. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will require the assignment of additional U.S. Government or contractor representatives to Kuwait. The number required will be determined in joint negotiations as the program proceeds through the development, production, and equipment installation phases.

Le grand carénage est assuré localement par DCI-Desco dans le cadre d'un contrat signé en 2008 et devant s'achever en 2012. « Afin de répondre aux exigences de la marine koweitienne pour le carénage de ces navires fortement armés qui font de ce programme une opération complexe, DCI-DESCO a fédéré autour de lui un groupement d'industriels français de la maintenance navale. Depuis Février 2010, DCI-Navfco intervient également dans ce projet pour la formation opérationnelle des équipages des 8 patrouilleurs », explique la société française, détenue par le ministère de la Défense et des industriels tricolores. >Longs de 42 mètres pour un déplacement de 250 tonnes en charge, les patrouilleurs koweïtiens peuvent atteindre 30 noeuds. Armés par un équipage de 29 marins, ils disposent de quatre missiles Sea Skua, un canon de 40mm, une pièce de 20mm et deux mitrailleuses de 12.7mm. L'électronique comprend un radar de veille MRR-3D, un radar de navigation Racal-Decca une conduite de tir Sea Spray pour les missiles et une conduite Najir pour l'artillerie.
