(Reuters) - The Iraqi government is seeking to buy 36 advanced F-16 fighters from the U.S., American military officials familiar with the request told the Wall Street Journal.
This move could help Iraq reduce its reliance on U.S. air power and potentially allow more American forces to withdraw from the country than had been proposed.
The F-16, made by Lockheed Martin Corp, is the most sophisticated weapons system Iraq has attempted to purchase so far.
Late in July, the U.S. Department of Defense had approved up to $10.7 billion in arms sales for Iraq, including a $2.16 billion sale of M1A1 Abrams tanks built by General Dynamics Corp.
The U.S. recently announced F-16 sales to Morocco and Romania. Those sales, each for roughly $100 million per plane with training, related equipment and support included, offer an indication of how lucrative the Iraq deal could be for Lockheed Martin and its suppliers.
Iraq now appears determined to significantly expand the air power of its military, which has become more competent and confident in recent months but depends heavily on the U.S. for air support.
Iraq quickly has become one of the biggest weapons buyers in the world as it seeks to strengthen and professionalise its fighting force.
No one was available at the U.S. Department of Defense for comment.

Iraqi Air Force Takes Delivery of T-6A Training Aircraft The Iraqi Air Force (IqAF) has taken delivery of three T-6A Texan II training aircraft in Tikrit, increasing the number of total training aircraft to 11. The IqAF will use the T-6As to develop a self-sustaining pilot training programme and train new pilots before flying more sophisticated multirole fighter aircraft. Currently, the US Air Force's 52nd Expeditionary Flying Training Squadron is training 12 instructor pilot candidates to serve as instructors in the T-6A aircraft. The first four instructor pilots will complete training by summer 2011, and the remaining eight by 2011. The IqAF received its first four T-6As in December 2009, followed by an additional four in February, with another four scheduled for delivery in November.

UMM QASR, Iraq - Iraq inaugurated the first in a fleet of U.S.-built patrol boats on Sept. 26, part of efforts to boost its naval capacity and secure key oil platforms ahead of an American pullout next year. The rapid build-up of the Iraqi Navy is seen as crucial to protecting the terminals through which the vast majority of the country's crude is exported, with oil accounting for around 95 percent of government income.Related Topics
In a ceremony at Umm Qasr Naval Base, about 310 miles south of Baghdad, sailors demonstrated the capabilities of the boat - named "PB 301" - by showing it chase down smaller vessels. A six-piece military band played as the boat was unveiled at a ceremony attended by Iraqi Defense Minister Abdul Qader Obeidi and U.S. Army Lt. Gen. Michael Barbero, the top American commander responsible for training Iraq's security forces. "I am proud to be among the first to witness the historical arrival and commissioning of Iraq's first patrol boat," said U.S. Navy Vice Adm. Kevin McCoy, the commander of the Naval Sea Systems Command, which is primarily tasked with building and supporting the U.S. Navy's fleet. "This occasion reflects the important ties that bound our governments and our commitment to supporting a strong coalition partnership that is based on mutual respect and cooperation." Also as part of the ceremony, Iraqi Navy SEALs showed off "stop and search" skills aboard a demonstration vessel, and 177 naval cadets graduated from officer training to become lieutenants. Crews for the new high-speed patrol boats are currently being trained in the United States, with 15 ultimately set to be delivered to Iraq. Three are set to arrive in December, with the remaining 11 due for delivery next year. The Iraqi Navy, re-established two years after the 2003 U.S.-led invasion that ousted dictator Saddam Hussein, now has 47 vessels, according to a U.S. Army spokeswoman. It currently handles on-site and perimeter defense for the Khor al-Amiya oil terminal, and on-site defense for the Al-Basra oil terminal, which are six miles apart and 60 miles off the port of Umm Qasr, sandwiched between Iranian and Kuwaiti waters. About 80 percent of Iraq's oil exports pass through the two terminals, with three more set to be added by the end of next year as the country seeks to ramp up oil exports by as much as five times. By that time, when U.S. forces will have had to withdraw completely from the country under the terms of a bilateral security pact, Iraq will be solely responsible for all security at oil facilities, including platforms. U.S. officers are confident their Iraqi comrades are up to the task. "The Iraqi Navy will be fully capable to defend the oil platforms, the territorial waters and the ports," Barbero said in an interview this month. The old Iraqi navy was destroyed in the 1991 Gulf War and again in the 2003 invasion. The United States pulled out combat troops from Iraq at the start of this month, and will complete a full withdrawal at the end of 2011.

Iraq – Contractor Technical Support for the Mobile Communications Centers
WASHINGTON, September 24, 2010 – The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale to Iraq of contractor logistics support for Mobile Communications Centers and associated parts and equipment for a complete package worth approximately $57 million.
The Government of Iraq has requested a possible sale of contractor technical support for the development and modification of Mobile Communications Centers that includes the design, supply and installation of all communication equipment. Also included are warranties, spare and repair parts, support equipment, publications and technical data, personnel training and training equipment, contractor engineering and technical support services, and other related elements of logistics support. The estimated cost is $57 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country. This proposed sale directly supports the Iraq government and serves the interests of the Iraqi people and the U.S.
The proposed sale of the communication equipment will advance Iraq’s efforts to develop a strong national policy authority and military. The communications equipment will provide Iraq with spares, training, and technical support for its existing communications network. This will enable the Government of Iraq to assume the missions currently accomplished by U.S. and coalition forces and to sustain itself in its efforts to bring stability to Iraq. The proposed sale of this equipment and support will not alter the basic military balance in the region.
The prime contractors will be ITT Corporation, Defense Electronics Services in McLean, Virginia, and the Harris Corporation in White Plains, New York. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will require multiple U.S. contractor field service representatives to be stationed in country for a period of approximately three years.

United Press International (UPI) has reported that Iraq is moving forward with plans to buy 24 Hawk jet training aircraft from BAE Systems of Britain, a deal worth up to $1.6bn, as it gradually rebuilds its air force amid the US military withdrawal.
Cambridge Systems to Provide Maritime Surveillance System to Iraqi Navy
The US Navy has awarded a delivery order to Cambridge International Systems to provide a maritime surveillance system to the Iraqi Navy. Under the terms of the contract, Cambridge will supply new mobile (ashore) surveillance systems and provide a wide range of communications upgrades. The maritime surveillance system will improve command and control capabilities of the Iraqi Navy in monitoring and protecting its maritime assets and territorial waters. The system will integrate with existing surveillance systems and components, whilst being fully interoperable with the navy's new patrol boats and offshore support vessels. The contract is part of an existing US Navy's Space and Naval Warfare Systems Command (SPAWARSYSCOM) indefinite-delivery / indefinite-quantity contract.

BAGHDAD | Iraqi and U.S. senior leaders gathered at Camp Iraqi Hero Oct. 14 to commemorate the Iraqi Army's expanding inventory of M1A1 Abrams tanks, increasing its conventional defensive capabilities.
"This is a significant milestone in the progress the Iraqi Army has made in the last seven years," said United States Forces-Iraq Deputy Commanding General for Advising and Training, U.S. Army Lt. Gen. Michael D. Barbero.
To date 35 tanks have arrived at the Besmaya Combat Training Center as part of a larger, comprehensive program to modernize Iraq's conventional defensive capabilities. The package also includes eight M88A2 recovery vehicles, training courses, maintenance training courses, and training ammunition. The remaining 105 tanks and recovery vehicles are scheduled to arrive by December 2011.
"We need to be ready to protect the Iraqi people 24 hours a day, seven days a week; this is our duty," said Iraq's Defense Minister Lt. Gen. Abdul Qadir Mohammed Jassim Obeidi al-Mifarji.
The beginning of Operation New Dawn in September marked a critical transition in the American-Iraqi partnership. The remaining 50,000 U.S. troops in Iraq are now dedicated to the Advising and Training mission, Barbero said. U.S. troops are partnered with Iraqi Security Forces to assist them in strengthening their conventional defensive capabilities.
The U.S. and Iraqi Armies collaboratively developed a training program in beginning in 2009 to help familiarize Iraqi crewmembers with the Abrams tank in anticipation of the Iraqi tanks' arrival. "What other country in the world would let another country use their tanks for training?" said the defense minister.
"The Iraqi Army has been the fastest growing Army in the world," Barbero said. "These tanks represent this growth and will help strengthen the Iraqi Army's ability to protect the sovereignty of Iraq."
