(Reuters) - The Iraqi government is seeking to buy 36 advanced F-16 fighters from the U.S., American military officials familiar with the request told the Wall Street Journal.
This move could help Iraq reduce its reliance on U.S. air power and potentially allow more American forces to withdraw from the country than had been proposed.
The F-16, made by Lockheed Martin Corp, is the most sophisticated weapons system Iraq has attempted to purchase so far.
Late in July, the U.S. Department of Defense had approved up to $10.7 billion in arms sales for Iraq, including a $2.16 billion sale of M1A1 Abrams tanks built by General Dynamics Corp.
The U.S. recently announced F-16 sales to Morocco and Romania. Those sales, each for roughly $100 million per plane with training, related equipment and support included, offer an indication of how lucrative the Iraq deal could be for Lockheed Martin and its suppliers.
Iraq now appears determined to significantly expand the air power of its military, which has become more competent and confident in recent months but depends heavily on the U.S. for air support.
Iraq quickly has become one of the biggest weapons buyers in the world as it seeks to strengthen and professionalise its fighting force.
No one was available at the U.S. Department of Defense for comment.

| Il y avait une étude faite par le pentagone qui démontrait qu'à partir d'une certaine quantité d'arment, il revenait plus cher de les rappatrier que de les laisser....

je vais essayer de retrouver cette étude. oui deja quand ils ont été en Somalie ils voulus donné je dis bien donné une vingtaine de Bell UH-1N à l'armée belge présente pour ne pas devoir les rembarquer on a pas voulus (ils sont co...s ces belges) | |

ALI AIR BASE, Iraq | Iraqi air force officials opened new facilities and transferred Squadron 70 to Ali Air Base, Iraq, during a ceremony Nov. 23 here. The opening of these facilities and the Squadron 70 transfer is a milestone for the Iraqi air force on its way to securing the southern provinces, officials said. "Today is a very exciting day as we welcome the Iraqi air force back to Nasariyah -- a base critical to the future of Iraq's air sovereignty," said Brig. Gen. Scott Hanson, the commander of the 321st Air Expeditionary Wing and director of Iraqi Training and Advisory Mission - Air Force. "It opens a new chapter in the long and distinguished history of the Iraqi air force." Squadron 70 moved to Ali Base Oct. 17 from Basra. Since the move, Squadron 70 has provided surveillance and reconnaissance support of the Hajj, provided ISR support for Iraqi security forces and secured Iraqi's vital infrastructure and borders, officials said. "This base now provides critical mission support to the Iraqi air force's fleet of CH-2000 aircraft as they carry out their surveillance and reconnaissance mission, securing Iraqi infrastructure and helping to keep their fellow Iraqi citizens safe from harm," General Hanson said. "Bringing a flying unit onto a new base is never an easy job. To prepare the base for its new mission many tasks needed to occur before Squadron 70 could launch its first sortie." To date, U.S. Forces-Iraq has transferred excess equipment and open facilities to enable Squadron 70's operations at Ali Air Base. This includes the newly refurbished dining facility that held a traditional Iraqi meal from both the Iraqi air force and U.S. servicemembers attending the ceremony. "I am honored to be here as a part of this big event," said Staff Lt. Gen. Ahmed Anwar, the Iraqi air force chief of staff. "It took a lot of work to put bring Squadron 70 to Ali Base. It is thanks to the U.S. military advisers, the Ministry of Defense, and the Iraqi air force that we are able to celebrate today. This base ensures the Iraqi air force is capable to take the steps to secure Iraq."

The proposed sale of the ammunition and support will advance Iraq’s efforts to develop an integrated ground defense capability, a strong national defense, and a dedicated military force. This will enable the Iraqi Government to sustain its efforts to establish stability.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The prime contractor will be General Dynamics-Ordnance Tactical Systems in St Petersburg, Florida. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will not require the assignment of U.S. Government and contractor representatives to Iraq.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

Another batch of 12 M1A1 Abrams tanks purchased by the government of Iraq from the United States arrived on Dec. 22 at Umm Qasr. Once the tanks are deprocessed, this will total 63 tanks integrated into the Iraqi Army.
The tanks will be transitioned to the Iraqis at the Besmaya Combat Training Center, said Army Lt. Col. Tom Bentzel, the Iraq foreign military sales director with Project Manager Heavy Brigade Combat Team. Once fielded, he said, the Iraqi Army is expected to integrate the tanks into the 9th Iraqi Army Mechanized Division, located in central Iraq.
"The delivery of these tanks is a significant milestone which begins to establish Iraq's conventional defensive capabilities," said United States Forces - Iraq Deputy Commanding General for Advising and Training U.S. Army Lt. Gen. Michael D. Barbero. "A secure and stable Iraq that has the capability to defend its sovereignty will be a stabilizing influence in the region."
The Iraqi Army and U.S. Army have been working together since 2009 to familiarize Iraqi tank crew members with the Abrams tank in anticipation of an expected arrival of 140 total tanks- 65 crews are already trained. Iraqi crew members are also scheduled to receive a new equipment training package in conjunction with the fielding of the tanks.
The government of Iraq purchased the equipment under a Foreign Military Sales agreement with the United States government. "We are proud to deliver the best tank in the world to our Iraqi counterparts," Bentzel said.

- New Iraqi Army training site opens
CONTINGENCY OPERATING SITE, Iraq | Soldiers assigned to 1st Squadron, 9th Cavalry Regiment, 4th Advise and Assist Brigade, 1st Cavalry Division, began training Iraqi soldiers at al-Ghuzlani Warrior Training Center, Iraq, Jan. 3.
Approximately 564 Iraqi Army (IA) soldiers assigned to 1st Battalion, 11th Brigade, 3rd Iraqi Army Division, participated in the training as part of "al-Tadreeb al-Shamil," which is Arabic for all inclusive training. The collective training was conducted at the newly-developed training site to help hone their ability to secure their country.
"We are training the 3rd Iraqi Army Division on basic soldiering skills and individual training to support collective tasks," said Command Sgt. Maj. Duane Detweiler, the senior enlisted member in the unit.
"By the time we are done training, we will have more confident Iraqi soldiers and a more capable Iraqi Army," said Detweiler. "They will have confidence in themselves, their leaders and their country."
The U.S. troops began a four-week training program implementing squad, platoon, company and battalion-level training, with the intent to rotate 3rd IA Div. battalions every 30 days until the IA division is fully trained on conventional offensive and defensive maneuver operations.
The inaugural training cycle will culminate with a battalion-level live-fire exercise conducted by IA soldiers.
Staff Sgt. Clint Jacobs, a cavalry scout squad leader assigned to Troop A, 1st Sqdn., 9th Cav. Regt., worked with Iraqi soldiers refining their basic team and squad-level movement drills.
Once the Iraqi soldiers performed the individual infantry drills effectively, Jacobs allowed Iraqi squad leaders to conduct the movement training.
"We are using the 'crawl, walk, run' method, and we are starting at the beginning," said Jacobs.
Jacobs said his Soldiers are responsible for building the IA soldiers' capabilities, training IA leaders to build upon individual and collective core competencies at squad, platoon and company levels.
U.S. forces are working with leaders of 3rd IA Div. to build a lasting foundation for new Iraqi soldiers as they arrive to their units, explained Jacobs.
In the days before the first training cycle began at the new training site, troopers of 1st Sqdn., 9th Cav. Regt. set up the training lanes, running through rehearsals and making adjustments to ensure the training will be a success for the first Iraqi battalion to participate in the inaugural training program.
Long Knife troopers of 4th Advise and Assist Brigade, 1st Cav. Div. are assisting the IA forces in leading classroom and hands-on training applications during the month-long training cycle, said 1st Lt. Sean Mitcham, a platoon leader with Troop C, 1st Sqdn., 9th Cav. Regt.
"We're teaching them techniques used by American fighters. Once the training is complete, they'll be able to mold it into their own system to make it work for them," said Mitcham.

Iraqi Air Force Conducts Aerial Demonstrations
Three T-6A Texan IIs fly over formations of Iraqi Army soldiers during the annual Army Day parade marking the 90th anniversary of Iraq ground forces, Jan. 6 at the International Zone, Baghdad, Iraq. Iraqi Air Force has flown 20 Raytheon-built T-6A Texan II turboprop trainer aircraft in 12 flyovers and conducted aerial demonstrations during the annual Iraqi Army Day Parade at the International Zone in Baghdad. Capt Martin Lopez, a T-6A Texan II instructor pilot assigned to the 52nd Expeditionary Flying Training Squadron at Coalition Operating Base Speicher in Tikrit, Iraq, said the demonstrations showcased the increasing capabilities of the IAF and its movement toward complete air sovereignty. The Iraqi Air Force uses the T-6 primarily for pilot training, and it is playing a significant role in helping re-establish Iraq's air fleet. Iraqi and US pilots fly together in training aircraft like the T-6A, featured in the aerial demonstration during the Iraqi Army Day celebration, Lopez added.

- Royal Navy moves Iraqi Navy step forward
The Iraqi Navy's new Swift patrol boat - number 301. (Photo: UK MoD) British-trained members of the Iraqi Navy have conducted their first patrol of Iraqi territorial waters surrounding the Al Basrah Oil Terminal (ABOT) in their new Swift patrol boat.
The Royal Navy has been training the Iraqi Navy in Umm Qasr as part of a coalition training team since 2004. Most recently they have been supporting the Iraqi Navy by delivering Swift patrol boat training and mentoring the future Iraqi Navy training staff.
In advance of the first operational patrol the crew had to complete a final sea assessment conducted by a joint Iraqi and coalition team. They passed with flying colours and proceeded on patrol immediately.
The importance of the patrol to the Iraqi Navy was emphasised by it occurring on Iraqi National Army Day - 7 January 2011.
Lieutenant Abdul, the captain of patrol boat 301, said: "It was a significant day, especially since the patrol was part of the Iraqi National Army Day."
Captain Gary Sutton, Commanding Officer Iraqi Training and Advisory Mission - Navy [ITAM-N] (Umm Qasr), said: "Today the Iraqi Navy has made a huge step forward with the first Swiftships patrol of ABOT. I am proud of their accomplishment, but I would also like to acknowledge the achievements of the highly professional training and advisory coalition team in ITAM-N whose training of the Iraqi Navy made this possible."
This new class of modern patrol boat marks a significant step forward in the operational capability of the Iraqi Navy.
Built by Swiftships in the USA, these high-speed, 35-metre vessels are armed with the 30mm British MSI gun and are ideal for their role of defending the vitally important Iraqi offshore oil infrastructure.
The Iraqi Navy of 2,500 personnel, 11 patrol boats and 35 fast attack craft will be joined over the next 12 months by a further 14 Swift patrol boats. | |

BAGHDAD - The Iraq Army Aviation Command accepted delivery of four new Mi-171E helicopters at its headquarters in Taji, as two were delivered Jan. 16 followed two more Jan. 23.
This latest delivery brings Iraq Army Aviation Command’s total inventory of Mi-171E helicopters to 14, as part of a foreign-military-sales purchase made by the Iraqi Ministry of Defense. The delivery was part of an ongoing deal coordinated with the help of U.S. Forces-Iraq’s Iraq Security Assistance Mission.
During Operation New Dawn, U.S. forces will continue to advise, train, assist and equip the Iraqi security forces, conduct partnered counterterrorism operations, and support and protect civilian and military efforts focused on developing Iraqi civil and institutional capacity.
These Russian-made aircraft will be used to conduct a variety of missions including counterterrorism, airlift and intelligence, surveillance and reconnaissance.
Iraq’s fleet of multipurpose helicopters now includes 30 Mi-17, which includes a number of aircraft that were already in the Iraqi inventory, and 14 Mi-171E helicopters.

VSD to Support Iraqi Navy
The US Naval Air Warfare Center has awarded a contract to VSD LLC to develop and deliver training systems and an offshore support vessel (OSV) to the Iraqi Navy. VSD will design, develop, construct, install and test the Iraqi Navy training systems and provide training support, as well as deliver the 60m-long OSV. The company will train and manage Iraqi engineers to develop four simulators to include the full mission bridge trainer, 30mm fire control trainer, engine control room trainer, and small arms trainer. The training support will help Iraqi sailors to better operate the OSV as well as to maintain and sustain the operational requirements and systems availability throughout its service life. Work on the $15m contract is expected to be complete by November 2011.

France Offers To Sell Iraq Mirage Fighter Jets
BAGHDAD - France has proposed to sell 18 Mirage fighters to Iraq, which is already negotiating a deal for U.S. F-16s to protect its skies after American forces pull out at the end of this year, the French ambassador said. "France has proposed to sell 18 Mirage F1 retrofitted aircraft that can be delivered from late 2011 and immediately operational because many Iraqi pilots were trained in the past on this type of plane," Boris Boillon told Agence France-Presse on Jan. 27. He said France was offering the multi-role planes for $1 billion (733 million euros). Baghdad has been negotiating to buy 18 U.S.-made F-16s, and the cabinet on Jan. 26 authorized Prime Minister Nouri al-Maliki to negotiate the terms of the first payment on the contract, a statement said. Boillon said that, because of the price tag, the Mirage offer would not affect the F-16 deal. "This [Mirage] sale is in the context of a proposal on a comprehensive military air program that France has submitted to this country," Boillon said. Iraq's government spokesman said that Baghdad welcomed any offer. "Iraq needs to build up its Air Force and that needs tens of fighters to protect its sovereignty," Ali-al Dabbagh said. "Any origin of high quality with good offer will be welcomed taking in consideration that we need to unify the source of arming if they fulfill Iraq's requirements," he said, without disclosing the cost of the F-16 deal. The Iraqi government "has submitted a letter of request for 18 F-16s and packages composed of spare parts, support equipment, weapons, logistics support and training," said U.S. Army Capt. Dan Churchill, a U.S. military spokesman in Iraq. "The delivery and cost of the aircraft will be dependent upon a finalized purchase, which has not yet happened." In early September, U.S. Army Gen. Michael Barbero, then deputy commander of U.S. forces in Iraq, said the absence of a multi-role fighter limited Iraq's air capabilities. "They will not have the capability to provide air sovereignty, to fully protect the skies over Iraq, because they will lack a multi-role fighter," he said.
