(Reuters) - The Iraqi government is seeking to buy 36 advanced F-16 fighters from the U.S., American military officials familiar with the request told the Wall Street Journal.
This move could help Iraq reduce its reliance on U.S. air power and potentially allow more American forces to withdraw from the country than had been proposed.
The F-16, made by Lockheed Martin Corp, is the most sophisticated weapons system Iraq has attempted to purchase so far.
Late in July, the U.S. Department of Defense had approved up to $10.7 billion in arms sales for Iraq, including a $2.16 billion sale of M1A1 Abrams tanks built by General Dynamics Corp.
The U.S. recently announced F-16 sales to Morocco and Romania. Those sales, each for roughly $100 million per plane with training, related equipment and support included, offer an indication of how lucrative the Iraq deal could be for Lockheed Martin and its suppliers.
Iraq now appears determined to significantly expand the air power of its military, which has become more competent and confident in recent months but depends heavily on the U.S. for air support.
Iraq quickly has become one of the biggest weapons buyers in the world as it seeks to strengthen and professionalise its fighting force.
No one was available at the U.S. Department of Defense for comment.

WASHINGTON, March 30, 2011 – The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale to the Government of Iraq of six AN/TPQ-36(V)10 FIREFINDER Radar Systems, 18 AN/TPQ-48 Light Weight Counter-Mortar Radars and associated equipment, parts, training and logistical support for an estimated cost of $299 million.
The Government of Iraq has requested a possible sale of 6 AN/TPQ-36(V)10 FIREFINDER Radar Systems, 18 AN/TPQ-48 Light Weight Counter-Mortar Radars, 3 Meteorological Measuring Sets, 36 export variant Single Channel Ground and Airborne Radio Systems, 6 Advanced Field Artillery Tactical Data Systems, 3 Position and Azimuth Determining Systems, government furnished equipment, common hardware and software, communication support equipment, tools and test equipment, spare and repair parts, support equipment, publications and technical data, personnel training and training equipment, U.S. Government and contractor engineering, logistics, and technical support services, and other related elements of logistics support. The estimated cost is $299 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country.
This proposed sale directly supports the Iraq government and serves the interests of the Iraqi people and the U.S.
The proposed sale of the FIREFINDER radars will advance Iraq’s efforts to develop an integrated ground defense capability and to develop a strong and dedicated military force. The FIREFINDER radars will enable Iraq to assume some of the missions currently accomplished by U.S. and coalition forces and to sustain itself in its efforts to establish stability to Iraq.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The prime contractors will be Thales Raytheon Systems in Fullerton, California, Northrop Grumman in Los Angeles, California, Smith-Detection Technologies in Edgewood, Maryland, ITT Corporation, Defense Electronics Services in McLean, Virginia, Raytheon Company in Waltham, Massachusetts, L-3 Communications in New York, New York, and SRCTec, Incorporated in North Syracuse, New York. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will require U.S. Government or contractor representatives to travel to Iraq for up to three years for equipment de-processing/fielding, system checkout, new equipment training, and logistics support. DSCA _________________ | |

Iraq says ready to buy Czech-made combat jets
Iraq is ready to buy light attack aircraft, offered for sale by the Czech republic earlier this month, Iraqi Prime Minister Nuri al-Maliki said after talks with his Czech counterpart in Baghdad. The visit to Baghdad by Czech Prime Minister Petr Necas, which began on Monday, focused on bilateral economic and political cooperation. In mid-April, the Czech Republic announced its plans to offer Iraq 24 L-159 combat aircraft and help in modernizing the Iraqi helicopter fleet. The single-seat L-159 ALCA is a light multi-role combat aircraft designed for a variety of air-to-air, air-to-ground and reconnaissance missions. The jet was developed in the late 1990s by Aero Vodochody on the basis of the proven airframe design and aerodynamic configuration of the L39 Albatros and L59 family of combat trainers. The aircraft is equipped with an advanced multi-mode radar for all-weather, day-and-night missions and can carry a wide range of NATO-standard payloads including air-to-air and air-to-ground missiles and laser guided bombs. - BAE Systems Awarded $14 Million to Support Fielding Vehicles for the Iraqi Army
BAE Systems was awarded a $14.2 million contract to provide field service representatives to support the transition activities of 1,026 refurbished M113A2s and 21 refurbished M88A1s to the Iraqi Army. This work will include maintenance support and training to the crews and units that will operate and maintain this equipment.
“We have provided this type of support to U.S. allies and partners for decades, and understand the importance of helping to increase capabilities for the Iraqi Army,” said Robert Houston, vice president of the Readiness and Sustainment business at BAE Systems. “The training and support we are providing will give Iraqi soldiers the knowledge and confidence they need to operate this U.S. equipment.”
These work directives were awarded by U.S. Army TACOM Life Cycle Management Command in support of foreign military sales to Iraq.
BAE Systems is a world class provider of training and field service representatives, with over 1,000 people deployed in several countries, supporting U.S. military forces and its partners and allies.
The contract award builds on earlier work BAE Systems completed in support of foreign military sales to Iraq. Under previous contracts, BAE Systems delivered 618 Iraqi Light Armored Vehicles and eight M88A2 Heavy Recovery Vehicles to the U.S. Government in support of Iraq’s Armed Forces. The United States and Iraq had reached an informal agreement for such a sale some months ago, but that deal was never formalized and did not take place, according to Johnson.
The fighters would be used to protect Iraq's airspace, Johnson said. It's expected the F-16s would be equipped with both air-to-air missiles and air-to-ground weapons. The potential sale comes as U.S. concerns continue to grow about Iran's rising power in the region, as Washington prepares to end much of its military mission in Iraq by the end of the year.
If Iraq makes a formal request to purchase the jets and it is approved by the Obama administration and Congress, the cost could reach $4 billion when weapons, spare parts and maintenance are added. Johnson said the majority of the costs are likely to be paid using Iraqi oil revenues.
As with all foreign military sales, the United States places restrictions on technology transfers to ensure that U.S. technology does not fall into unapproved hands. If a request for a purchase is made by Iraq, Baghdad would have to provide assurances that it could control the technology, a U.S. official said.
Iraq's fledgling air force already has helicopters and some small surveillance aircraft.
