(Reuters) - The Iraqi government is seeking to buy 36 advanced F-16 fighters from the U.S., American military officials familiar with the request told the Wall Street Journal.
This move could help Iraq reduce its reliance on U.S. air power and potentially allow more American forces to withdraw from the country than had been proposed.
The F-16, made by Lockheed Martin Corp, is the most sophisticated weapons system Iraq has attempted to purchase so far.
Late in July, the U.S. Department of Defense had approved up to $10.7 billion in arms sales for Iraq, including a $2.16 billion sale of M1A1 Abrams tanks built by General Dynamics Corp.
The U.S. recently announced F-16 sales to Morocco and Romania. Those sales, each for roughly $100 million per plane with training, related equipment and support included, offer an indication of how lucrative the Iraq deal could be for Lockheed Martin and its suppliers.
Iraq now appears determined to significantly expand the air power of its military, which has become more competent and confident in recent months but depends heavily on the U.S. for air support.
Iraq quickly has become one of the biggest weapons buyers in the world as it seeks to strengthen and professionalise its fighting force.
No one was available at the U.S. Department of Defense for comment.

The announcement of the deal came as Iraq and the U.S. government discuss whether to keep some U.S. troops or military trainers in the OPEC country after the planned withdrawal of the last American soldiers at the end of the year.
"A delegation from the Iraqi Air Force along with advisers will travel to revive the contract to include a larger number than the contract had agreed before... we will make it 36 instead of 18," Maliki told reporters.
"We have to provide Iraq with airplanes to safeguard its sovereignty," he said.
Iraq's air force is one of the weakest branches of its armed forces, which are still battling insurgents and militias more than eight years after the U.S.-led invasion that toppled Sunni dictator Saddam Hussein.
Earlier this year, Iraq delayed the purchase of F-16s, made by Lockheed Martin Corp , after putting $900 million of allocated funds into its national food programme to ease pressure from Iraqis staging demonstrations in protest against poor basic services.
Iraq's government is discussing whether to ask for civilian contractors rather than keep U.S. troops on the ground after the withdrawal deadline, according to Iraqi sources. Keeping American soldiers on Iraqi soil is a sensitive issue for Maliki's fragile coalition.

Despite news out of Baghdad that Iraq is shopping for 36 F-16s, the Pentagon clarified that current discussions are for 18 aircraft only.
Request for more F-16s by Iraq just a beginning
Lockheed Martin's prospects for receiving an F-16 order from Iraq may have improved significantly over the weekend, but a contract could still be a ways off.
A Pentagon spokesman said Monday that Iraq's renewed interest in an F-16 order should result in further negotiations between the U.S. and Iraqi governments after a planned sale of 18 planes initiated last year was put on hold.
"We're still working on letters of offer and acceptance for 18" F-16s, said Maj. Christopher Perrine, a spokesman for the Department of Defense.
Iraqi Prime Minister Nouri Al-Maliki said Saturday that the government planned to come back to the U.S. government with a request to purchase 36 F-16s.
The Pentagon notified Congress last October of a plan to sell Iraq 18 planes plus weapons, spare parts and equipment for $4.2 billion. But that deal was placed on hold because the Iraqi government did not budget the money.
Perrine said that to sell more than 18 aircraft, the Pentagon would have to again notify Congress, which would have 30 days to vote to block a sale.
Lockheed is eager to book new F-16 orders to keep its production and supply lines running, both at the company's Fort Worth plant and among major suppliers locally and around the world.
As of last week, Lockheed has just 65 unfilled F-16 orders, only enough to keep the production line running through 2013.
Production of many parts and components often begins two or more years before final assembly of the F-16.
About 2,000 workers are directly employed by Lockheed in Fort Worth on the F-16 program, and many more work at companies in the region that manufacture or supply structural parts and other components. Bob Cox, 817-390-7723

Arinc Completes IQAF Mi-17 Helicopters Overhaul Programme
Arinc Engineering Services has handed over the final two Russian Mi-17 helicopters for use by the Iraqi Air Force (IQAF).
The delivery marks the completion of the modification of 22 Russian Mi-17 helicopters for use by the IQAF, ahead of schedule.
Arinc was awarded the helicopter overhaul contract from the US Army, while the Arinc Engineering Services Program Office in Warner Robins, Georgia, US, managed the contract.
AAL Group worked as a subcontractor under the programme.
Arinc Engineering Services, which also provides aircraft maintenance training for the IQAF, completed a similar upgrade of ten Mi-17 helicopters for the Afghan Air Force last year.

Czechs ready to trade L-159 fighters for Iraqi oil
Aero Vodochody boss Ladislav Šimek says Iraq now interested in obtaining 36 Czech L-159 fighter planes – in exchange for oil
During the visit by Czech Prime Minister Petr Nečas (Civic Democrats, ODS) to Iraq in May, his Iraqi counterpart, Nuri al-Maliki, announced that the two sides were negotiating the sale to Baghdad of 24 L-159 fighter planes manufactured by the Czech firm Aero Vodochody and owned by the Czech Air Force. On Friday, the daily E15 cited Aero Vodochody boss Ladislav Šimek as saying the Iraqis are now interested in acquiring 36 of the Czech planes in exchange for oil.
“In technical and price terms, the Czech offer is unrivalled and the best. What’s more, it contains benefits such as the option of paying not with money, but crude oil deliveries,” Aero Vodochody President, Ladislav Šimek, told the daily E15. The Czech offer also has the advantage in that the planes could be delivered very quickly. As of 2000, the Czech military took delivery of 74 L-159s, but only 24 are in service. With the exception of two L-159s that were sold to Spain, the remaining planes are in storage. Tough competition
The Czech offer faces competition from British Hawk light combat and training plane manufactured by BAE Systems, and the T-50 Golden Eagle, developed and manufactured by Lockheed Martin of the US together with Korea Aerospace Industries and Korea’s Agency for Defense Development. Like the L-159 and the Hawk, the T-50 Golden Eagle is a training plane and light fighter plane but is the only supersonic model of the three.
“There are strong players standing against us. With similar such contracts, political battles decide and the characteristics of the plane are secondary,” Šimek said.
Defense Minister Alexandr Vondra (ODS), who was part of the official Czech delegation to Iraq headed by Nečas in May, announced at the time that the Iraqi armed forces had opted for the Czech L-159s. Vondra also said the Czech side had offered to modernize Iraq’s Soviet-designed T-72 tanks, which are still in production in Russia, and Soviet-era Mi-17 helicopters, which are also still in production.

CAMP TAJI, Iraq | With less than six months remaining before the U.S. withdraws from Iraq, U.S. military air advisors here are doubling their training efforts to ensure Iraqi Airmen are prepared to defend their boarders from the sky.
Air Force and Army pilots and maintainers from the 721st Air Expeditionary Advisory Squadron are training Iraqi Army Aviation Command airmen to maintain and operate the Bell 407 helicopter to ensure they can train future Iraqi airmen as the deadline for the U.S. to withdraw nears.
"The real goal is to make sure that when we leave they can (reproduce) that training and that they can continue to create qualified pilots," said Army Maj. Kevin Ferner, Bell 407 helicopter instructor pilot and air advisor from the 721st AEAS.
The advisory team has trained and qualified more than fifty percent of the Iraqi airmen currently in the pilot training program. They are training them during the day, and at night using night vision goggles. Some of the more advanced pilots are training with ground forces conducting information, surveillance and reconnaissance operations.
"We are helping them jump start their training program as much as they can, but they'll have to be able to maintain it," Ferner said. "If they can maintain their level of training when we leave, even if they dip a little, then that's a success. If they can do better than what they are doing now, then super."
According to the major, learning to fly the Bell 407 helicopters is akin to driving a high performance racecar because everything is done manually, requiring the pilot to use the full range of human sensory. Many larger, more complex helicopters employ automatic flight stabilization controls not present on the Bell model. The four-blade, single-engine, civil utility helicopter requires the pilot to possess a honed ability to sense what the aircraft is doing.
"Stability augmentation systems assist pilots in all aspects of flight providing a great benefit to the pilot," the major said. "However, for pilots to learn to fly without any of these enhancements requires and challenges them to truly fly. There are no automatic inputs, just the ones they make. They feel all the effects of the wind, acceleration, trim and power adjustments -- they truly learn to fly."
The Bell 407 is typically used by civilian and government agencies for corporate and offshore transport, air ambulance, law enforcement, news gathering and even movie making. Similar to their civilian and government counterpart uses, the IqAF will use the helicopter to patrol the Iraqi skies and U.S. air advisors have confidence that once they leave, the helicopters will be in good hands.
"The (new) lieutenants are excellent; they are like sponges, soaking up anything you can give them academically," Ferner said. "They are even disappointed when they disappoint (the advisors). The lieutenants do believe they can make a change and it shows. They come prepared to train and they are fun to fly with."
The Iraqi pilots are certainly the eyes on target when it comes to defending Iraq, but the pilots are only part of the equation. A team of qualified and motivated aircraft maintainers are also needed to ensure mission success. Tech. Sgt. Ryan Potter, a CV-22 Osprey crew chief and Bell 407 helicopter maintenance advisor, is working daily with the enlisted IqAAC airmen who are responsible for maintaining the aircraft Iraqi pilots rely on every day.
"The success of the Bell 407 mission depends, to a great extent, on the skills and expertise of the maintenance team," said Potter, deployed from the 1st Special Operation Maintenance Operations Squadron at Hurlburt Field, Fla.
It has been less than eight months since the squadron took possession of the airframe. Potter believes in the short amount of time the squadron has been flying the Bell, the Iraqi maintainers have transformed into what he describes as being any other well trained and motivated maintainer found on an American flightline.
"Right now, they are demonstrating that they have the capacity to be great maintainers," Potter said. "When they are asked to do something, they ask no questions and make no complaints, they get out there and do it. They are extremely capable people that have a ton of motivation and it's just what Iraqi Air Force needs as they rebuild their air force."
Beginning early next year, the IqAAC will acquire 24 Bell 407 helicopters with new armament capabilities, to be added to the three training models they already own. As the clock continues to tick down toward the exit of U.S. forces, U.S. advisors continue to be committed to helping train the Iraqi aviators with the necessary skills to carry on.

Aero Vodochody boss optimistic about Iraq L-159 decision
Iraq is understood to be close to a deal to buy about 24 surplus L-159 light combat aircraft from the Czech Republic.
Ladislav Simek, chief executive of Czech aerostructures specialist Aero Vodochody, which built 72 L-159s for the country's air force a decade ago, said he is "quite optimistic" about an imminent agreement from Baghdad. "It is a long process, but we hope to finalise this year," he said.
Aero Vodochody has been responsible for maintaining and, in co-operation with the Czech government, trying to find new homes for surplus L-159s since part of the fleet was furloughed, largely unflown in active service, in 2005.

Speaking at the MAKS air show in Moscow, Simek said he also believes there is "a good chance" of selling the L-159 to Poland. Warsaw is seeking 16 lead-in fighter trainer and light-attack aircraft, with the Alenia Aermacchi M-346 and Korea Aerospace Industries/Lockheed Martin T-50 also in contention.
Prague held on to 24 of its Honeywell F124-100-powered aircraft, including four two-seat T1 examples, which it now operates alongside 14 Saab Gripen C/Ds.
Since building the L-159s, Aero Vodochody has been repositioning itself away from a vertically-integrated airframer towards aerostructures, and being a risk-sharing partner on a number of civil and military programmes with Alenia Aeronautica, Boeing, Bombardier and Sikorsky.
Earlier this year it signed a deal with Embraer to design and manufacture the fixed leading edge on the Brazilian company's KC-390 transport/tanker. | |

Le premier ministre irakien Nouri al-Maliki avait en effet annoncé le 30 juillet une commande de 36 chasseurs F-16 aux États-Unis. L’Irak avait ainsi doublé sa commande initiale de 18 à 36 avions, qui doit être financé par les recettes du pétrole.
Néanmoins, les récits diffèrent légèrement. D’autres rapports mentionnent que seules des négociations ont été relancées, et que le contrat est loin d’être signé. | quel blocage?tu parle de la diete en equipement modernes?surement,ils ont tjs l´iran en tete,peut etre qu´il y´a un US dans le crew des KA-ISR,en plus des autres en ground qui permettent aux avions de voler _________________ | |

Iraq signs deal to buy 18 F-16 warplanes
(Reuters) - Iraq has signed a contract to buy 18 Lockheed Martin F-16 warplanes to bolster its air force, an adviser to Prime Minister Nuri al-Maliki said on Monday.
The value of the deal was not immediately known, but a senior U.S. military official said recently the offer on the table for the Iraqi government was valued at "roughly $3 billion."
Iraqi and U.S. military officials have said strengthening its air force is one of Baghdad's top priorities as U.S. troops prepare to leave by December 31, more than eight years after the invasion that ousted Saddam Hussein.
"The contract was signed ... and a part of the contract cost was sent to the bank account of the company," said Maliki's media adviser, Ali al-Moussawi.
Lockheed said in a statement it looked forward to a partnership with Baghdad and was "pleased with the confidence Iraq places in our products." It declined to comment on the specifics of the deal, referring questions to the Iraqi and U.S. governments.
The Pentagon said it was aware of news reports that Iraq had signed the agreement but did not immediately confirm and referred questions to Baghdad.
Iraq has long sought a combat jet for its rebuilt air force. The government delayed a planned purchase of F-16s in February to divert a $900 million down payment to its national food ration program to help quell street protests.
Maliki said on July 30 Iraq would buy 36 F-16s, double the number it had originally planned, to shore up its weak air defenses. The OPEC producer has found itself flush with cash this year, reaping windfall profits as world oil prices have remained above budget projections.
The two sides have been negotiating for the F-16 Block 52 export model with sophisticated avionics and weapons in a deal that included maintenance and training, a U.S. military official said.
Iraq is relying on the U.S. military for air support as it rebuilds its forces and battles a stubborn Islamist insurgency. Washington and Baghdad are discussing whether to keep some U.S. troops or military trainers in Iraq beyond the year-end deadline for U.S. departure.
Iraq's two airborne defense units, the Air Force and Army Aviation Command, have only 158 aircraft, including 89 helicopters and 69 airplanes, and about 7,500 personnel, according to U.S. figures.
At present, it has three Cessna Caravan propeller planes equipped with Hellfire missiles but no combat jets, a U.S. military official said.

Le général Handy avait précisé que la livraison des avions s'accompagnerait de la présence d'instructeurs américains en Irak. Dix pilotes irakiens s'entraînent déjà au maniement de ces appareils aux Etats-Unis et leur formation pourrait s'achever avant la livraison des premiers avions, selon lui.

9/27/2011 - CAMP SPEICHER, Iraq (AFNS) -- "Iraqi air power starts here," are the words written above the doorway of the Iraqi air force's Squadron 203, a T-6A Texas II flight training squadron at Tikrit Air Base, Iraq.
The words ring true, in part, because of the efforts of the U.S. Air Force's 52nd Expeditionary Flying Training Squadron, which flew its last Iraqi training mission under the current security agreement with Squadron 203 Sept. 5. Eleven qualified Iraqi T-6 instructor pilots have emerged from the joint program, creating organic pilot training capabilities within the Iraqi air force.
"They are the foundation of the Iraqi air force pilot training," said Lt. Col. Andy Hamann, the 52nd EFTS commander.
Airmen from the 52nd EFTS have been working with the Iraqi air force for the last 21 months in the T-6, conducting primary flight training and instructor pilot training. The single-engine, two-seat T-6 is used by more than six countries as a primary fixed wing trainer, including the U.S. Air Force and U.S. Navy.
The squadron received delivery of their first T-6 Dec. 16, 2009 and performed their first mission two weeks later. A little more than one year later, Iraqi air force Lt. Col. Hamid, the Iraqi Squadron 203 commander, became the first fully qualified instructor pilot for Iraq.
It takes nearly 18-months and more than 280 flight and simulator hours to produce an instructor pilot. Now, the squadron has 11 fully qualified instructor pilots ready to lead their air force by teaching others. Starting with nothing, the Iraiq air force has developed fully functional training shops ranging from training, standardization and evaluation, safety, flight commanders and life support.
"They've really stepped up to the challenge of running their own squadron," said Capt. Aaron Knight, an instructor pilot. "They're shining examples of good pilots and good officers. I'm extremely impressed with the maturity they have shown."
The flight standard that has been set is another aspect of the mission the advisers said they have worked hard to maintain.
"The standard we've held here as we trained the Iraqis is the same standard we use in our Air Force pilot training as well as the instructor pilot training," Hamann said. "I'm confident they are able to take this mission."
At the Iraqi air force T-6 instructor pilot graduation ceremony held on Sept. 5, Hamann said, "I hope that in the skies around this region and around the globe, our two air forces . . . and our pilots will fly together in missions beyond the training missions we are doing here; potentially humanitarian assistance missions and peace keeping missions in cargo aircraft, coalition operations and training exercises in fighter and mobility aircraft and as well as other missions."
In addition to their mission advising, training and assisting the Iraqi air force to grow foundational and enduring capabilities in flight training, U.S. Airmen have established enduring professional and personal relationships. with their Iraqi counterparts.
"What I'm most proud of are the relationships this squadron has built together," Hamann said. "We've had more than 50 individuals come through the 52nd EFTS over the last two years to train the Iraqis. The camaraderie on the flightline, in the briefing rooms and in the life support areas is really strong."
Ten more students are in the training pipeline now, and possibly 15 to 20 more will be by the end of the year, officials said. The goal is to eventually have 30 instructor pilots, two for every T-6 aircraft in the inventory.
"I've had a good experience working with the 52nd training squadron and learning from the expert American pilots," said Iraqi air force Abood, one of the first certified Iraqi instructor pilots. "(Now) I will try to transfer what I've learned to the new Iraqi training pilots. We will always keep the bar up. Our goal is to help build a strong air force and I think the beginnings of that will happen at Squadron 203."
