Iraq seeks to buy 36 F-16 fighters from U.S

Fri Sep 5, 5:32 AM ET

(Reuters) - The Iraqi government is seeking to buy 36 advanced F-16 fighters from the U.S., American military officials familiar with the request told the Wall Street Journal.

This move could help Iraq reduce its reliance on U.S. air power and potentially allow more American forces to withdraw from the country than had been proposed.

The F-16, made by Lockheed Martin Corp, is the most sophisticated weapons system Iraq has attempted to purchase so far.

Late in July, the U.S. Department of Defense had approved up to $10.7 billion in arms sales for Iraq, including a $2.16 billion sale of M1A1 Abrams tanks built by General Dynamics Corp.

The U.S. recently announced F-16 sales to Morocco and Romania. Those sales, each for roughly $100 million per plane with training, related equipment and support included, offer an indication of how lucrative the Iraq deal could be for Lockheed Martin and its suppliers.

Iraq now appears determined to significantly expand the air power of its military, which has become more competent and confident in recent months but depends heavily on the U.S. for air support.

Iraq quickly has become one of the biggest weapons buyers in the world as it seeks to strengthen and professionalise its fighting force.

No one was available at the U.S. Department of Defense for comment.

L-3 Awarded Contract to Build Iraq F-16 Block 52 Full Mission Trainers

NEW YORK--(BUSINESS WIRE)--Feb. 18, 2013-- L-3 Communications (NYSE: LLL) announced today that its Link Simulation & Training (L-3 Link) division has been awarded a contract from the U.S. Air Force Life Cycle Management Center at Wright-Patterson Air Force Base near Dayton, Ohio, to build two F-16 Block 52 Full Mission Trainers (FMTs) for the Iraqi Air Force.
“L-3 is focused on diversifying our business, both internationally and commercially, and this award further demonstrates our commitment to that strategy,” said Steve Kantor, president of L-3’s Electronic Systems Group. “We have long been a leader in military simulation and training, and this is our first-ever military simulator sale to Iraq.”
The F-16 Block 52 FMTs, being built at L-3’s Arlington, Texas facility, will incorporate the company’s HD World® integrated simulation product line. High-definition databases, image generators, SimuSphere HD-9 visual displays and physics-based processing technology will produce highly realistic and relevant fighter training environments within a geo-specific visual system database of Iraq.
The FMTs will incorporate L-3’s simulated Joint Helmet Mounted Cueing System, enabling pilots to view flight information wherever they turn their head while conducting a flight. This simulation capability will allow pilots to practice control of aircraft targeting systems and sensors.
“We welcome Iraq as our 11th international customer for F-16 training systems,” said Lenny Genna, president of L-3 Link. “Our immersive, high-definition simulation solution will enable Iraqi Air Force F-16 pilots to gain training credit equivalent to live training while conducting new pilot and advanced skills training.”
L-3 is the leading provider of F-16 simulators worldwide. Since the 1970s, the company has delivered over 140 F-16 training devices in support of the U.S. Air Force, Air National Guard and international militaries.
Headquartered in New York City, L-3 employs approximately 51,000 people worldwide and is a prime contractor in C3ISR (Command, Control, Communications, Intelligence, Surveillance and Reconnaissance) systems, aircraft modernization and maintenance, and national security solutions. L-3 is also a leading provider of a broad range of electronic systems used on military and commercial platforms. The company reported 2012 sales of $13.1 billion.

A TV interview yesterday with the former defence minister Abdul Qadir Al Obaydi discussed issues relating to Iraq's armament programme.

a brief translation :

1- The russian weapons order is part of phase 2 of Iraq's armament programme (a three phase operation ending in 2020 with "full capability").
2- Iraq had evaluated the AH-64D and Tiger and Mi28 helicopters and chose the Mi28 as its attack helicopter for the army aviation (my note: the AH-1Z are destined for the basra operations command specifically for use by the marines and army / navy there)
3- Iraq will not buy any "eastern" tanks on top of the salvage/donations they operate now because as he said they are "bombs on tracks" - only "western" tanks will be bought in future (they are looking at EDA M1A1s and recently ordered 6 EDA tanks for evaluation)
4- Iraq's armament programme will continue, and the politicians attempting to scuttle the deal with russia will not succeed.

Earlier Iraq's current defence minister indicated the following bits of news:
1- Iraq had urgent requirement for fighter aircraft and the russian side had agreed to make an emergency delivery of 8 ready fighters (presumably MiG29M from the undelivered syrian order) by June 2013.
2- There were 7 main items on the Iraqi shopping list which was valued at $4.5Bn USD for the first contract alone, and these were:

-Pantsir-S1 SAMs
-TOR-M2 SAMs
-Mi28NE helicopters
-Mi17v5 helicopters
-MiG29M/M2 fighters
-SU30-MK2 fighter
-BMP-3 IFVs

He also indicated that due to the political uproar and unnecessary outcries in parliament in Iraq that almost scuppered the deal, in future military deals will not be openly publicised by the government to avoid the delays and embarrassment to international relations that it caused (russians were not happy with the melodrama in Iraq over the deals).

US Navy Delivers Two Coastal Patrol Boats to Iraq

By US Navy on Monday, February 25th, 2013

The U.S. Navy delivered two more 35-meter patrol boats (PB-310 and PB-311) to the Iraqi navy at the Umm Qasr naval facility in Iraq, Feb. 17, after each craft successfully completed reactivation in Bahrain.

These are the 10th and 11th vessels in the 12-boat procurement which will assist in reconstituting Iraq’s ability to enforce maritime sovereignty and security in the northern Arabian Gulf.

“Our Navy shipbuilding team has again succeeded in working closely with their Iraqi counterparts to deliver these important assets to the Iraqi navy,” said Frank McCarthey, Program Executive Office (PEO) Ships’ program manager for Support Ships, Boats and Craft. “Together with the nine patrol boats previously delivered, these two new vessels are a significant step toward meeting Iraq’s security requirements in the northern Arabian Gulf.”

The U.S. Navy and Swiftships Shipbuilders, LLC, Morgan City, La., are supporting the Iraqi navy in the procurement and construction of the patrol boats. The boat is armed with a 30 millimeter gun weapon system, provides for a crew of 25 and is capable of reaching 30 knots.

The Support Ships, Boats and Craft Program Office in the U.S Navy’s PEO Ships, is managing the acquisition of the patrol boats as a foreign military sales case, with the final patrol boat planned for delivery later this year. In addition, the program office delivered two 60-meter offshore support vessels to the Iraqi Navy in December 2012.

PEO Ships currently manages the design and construction of all U.S. Navy destroyers, amphibious ships, special mission and support ships, as well as a wide range of small boats and craft for U.S. agencies and allied nations.

DUBAI, February 28 (RIA Novosti) - A senior Iraqi lawmaker on Thursday accused Ukraine of delivering low-quality armored personnel carriers and breaching the delivery terms of a contract signed in 2009.

“A probe into Ukrainian arms deliveries to Iraq revealed corruption with regard to Part 3 of the contract, concerning the sale of 420 armored personnel carriers, of which only about 100 have been delivered to date despite the fact that the contract was ratified several years ago,” Shiwan Muhammad Taha, a member of the Iraqi parliament’s security and defense commission, said in an interview with RIA Novosti’s Arabic-language newswire.

All the BTR-4 vehicles delivered so far have “very old, rusty bodies,” he said, adding that “the machines are dysfunctional.”

The Iraqi parliament has urged the government to set up a special committee to investigate the contract’s implementation and sue those responsible, Taha said.

Iraqi Defense Minister Saadoun al-Dulaimi will shortly be summoned to parliament to explain the situation, he said.

There has been no comment from Ukraine as of late Thursday afternoon.

Earlier this month, Iraq’s parliamentary anticorruption commission circulated an in-house report on violations revealed in the implementation of the Ukrainian-Iraqi arms contract, including the $456 million BTR-4 deal.

Ukraine is one of the world’s largest arms sellers.

In 2009, Ukraine and Iraq signed a $2.4 billion contract for the delivery of armored vehicles, aircraft and related equipment, and precision guided weapon systems, as well as the provision of modernization and maintenance services. The contract has been on the verge of termination several times over delivery delays.

MOSCOW, March 4 (RIA Novosti) - Russia will deliver attack helicopters and air-defense systems to Iraq before the summer, Iraqi Foreign Minister Hoshyar Zebari said on Monday.

Delivery of the Russian arms will start as soon as financial matters are dealt with, he added.

“I believe the first arms deliveries from Russia to Iraq will start before the beginning of the summer at the latest,” he said in an interview with Golos Rossii Radio.

Concerning Iraq’s plans to buy Lochkeed Martin F-16 fighters from the United States, Zebari said Iraq “has no problems with the Americans on this deal.”

“Deliveries are due to begin in 2014,” he said.

In November, Iraq’s acting Defense Minister Sadun Al-Dulaymi denied reports that Bagdad was annulling a $4.2 billion arms deal with Russia over concerns about possible corruption.

Russia and Iraq had announced an agreement to deliver Russian Mi-28NE attack helicopters and Pantsyr mobile air-defense systems following October’s visit to Moscow by Iraqi Prime Minister Nouri al-Maliki, during which he met his Russian counterpart, Dmitry Medvedev.

An Iraqi government spokesman announced shortly afterwards that the deal was on hold pending a review. "When Maliki returned from his trip to Russia, he had some suspicions of corruption, so he decided to review the whole deal. There is an investigation going on, on this," the spokesman told AFP.

At the time the arms deal was announced in October, the Russian press had hailed it as the country’s largest since 2006.

Under the deal, Moscow is to supply 30 Mil Mi-28NE night/all-weather capable attack helicopters, and 50 Pantsyr-S1 gun-missile short-range air defense systems.
