(Reuters) - The Iraqi government is seeking to buy 36 advanced F-16 fighters from the U.S., American military officials familiar with the request told the Wall Street Journal.
This move could help Iraq reduce its reliance on U.S. air power and potentially allow more American forces to withdraw from the country than had been proposed.
The F-16, made by Lockheed Martin Corp, is the most sophisticated weapons system Iraq has attempted to purchase so far.
Late in July, the U.S. Department of Defense had approved up to $10.7 billion in arms sales for Iraq, including a $2.16 billion sale of M1A1 Abrams tanks built by General Dynamics Corp.
The U.S. recently announced F-16 sales to Morocco and Romania. Those sales, each for roughly $100 million per plane with training, related equipment and support included, offer an indication of how lucrative the Iraq deal could be for Lockheed Martin and its suppliers.
Iraq now appears determined to significantly expand the air power of its military, which has become more competent and confident in recent months but depends heavily on the U.S. for air support.
Iraq quickly has become one of the biggest weapons buyers in the world as it seeks to strengthen and professionalise its fighting force.
No one was available at the U.S. Department of Defense for comment.

US Navy Delivers Two Coastal Patrol Boats to Iraq

The U.S. Navy delivered two more 35-meter patrol boats (PB-310 and PB-311) to the Iraqi navy at the Umm Qasr naval facility in Iraq, Feb. 17, after each craft successfully completed reactivation in Bahrain.
These are the 10th and 11th vessels in the 12-boat procurement which will assist in reconstituting Iraq’s ability to enforce maritime sovereignty and security in the northern Arabian Gulf.
“Our Navy shipbuilding team has again succeeded in working closely with their Iraqi counterparts to deliver these important assets to the Iraqi navy,” said Frank McCarthey, Program Executive Office (PEO) Ships’ program manager for Support Ships, Boats and Craft. “Together with the nine patrol boats previously delivered, these two new vessels are a significant step toward meeting Iraq’s security requirements in the northern Arabian Gulf.”
The U.S. Navy and Swiftships Shipbuilders, LLC, Morgan City, La., are supporting the Iraqi navy in the procurement and construction of the patrol boats. The boat is armed with a 30 millimeter gun weapon system, provides for a crew of 25 and is capable of reaching 30 knots.
The Support Ships, Boats and Craft Program Office in the U.S Navy’s PEO Ships, is managing the acquisition of the patrol boats as a foreign military sales case, with the final patrol boat planned for delivery later this year. In addition, the program office delivered two 60-meter offshore support vessels to the Iraqi Navy in December 2012.
PEO Ships currently manages the design and construction of all U.S. Navy destroyers, amphibious ships, special mission and support ships, as well as a wide range of small boats and craft for U.S. agencies and allied nations.

“A probe into Ukrainian arms deliveries to Iraq revealed corruption with regard to Part 3 of the contract, concerning the sale of 420 armored personnel carriers, of which only about 100 have been delivered to date despite the fact that the contract was ratified several years ago,” Shiwan Muhammad Taha, a member of the Iraqi parliament’s security and defense commission, said in an interview with RIA Novosti’s Arabic-language newswire.
All the BTR-4 vehicles delivered so far have “very old, rusty bodies,” he said, adding that “the machines are dysfunctional.”
The Iraqi parliament has urged the government to set up a special committee to investigate the contract’s implementation and sue those responsible, Taha said.
Iraqi Defense Minister Saadoun al-Dulaimi will shortly be summoned to parliament to explain the situation, he said.
There has been no comment from Ukraine as of late Thursday afternoon.
Earlier this month, Iraq’s parliamentary anticorruption commission circulated an in-house report on violations revealed in the implementation of the Ukrainian-Iraqi arms contract, including the $456 million BTR-4 deal.
Ukraine is one of the world’s largest arms sellers.
In 2009, Ukraine and Iraq signed a $2.4 billion contract for the delivery of armored vehicles, aircraft and related equipment, and precision guided weapon systems, as well as the provision of modernization and maintenance services. The contract has been on the verge of termination several times over delivery delays.

Russia and Iraq had announced an agreement to deliver Russian Mi-28NE attack helicopters and Pantsyr mobile air-defense systems following October’s visit to Moscow by Iraqi Prime Minister Nouri al-Maliki, during which he met his Russian counterpart, Dmitry Medvedev.
An Iraqi government spokesman announced shortly afterwards that the deal was on hold pending a review. "When Maliki returned from his trip to Russia, he had some suspicions of corruption, so he decided to review the whole deal. There is an investigation going on, on this," the spokesman told AFP.
At the time the arms deal was announced in October, the Russian press had hailed it as the country’s largest since 2006.
Under the deal, Moscow is to supply 30 Mil Mi-28NE night/all-weather capable attack helicopters, and 50 Pantsyr-S1 gun-missile short-range air defense systems.

Depuis l’embuscade où sont tombés, dans la région d’Al-Anbar, 48 militaires syriens réfugiés en Irak après la prise du poste frontière syrien de Ya’roubiya par des moudjahidine de Jabhat al- Nusra (Front du soutien), le régime de Bagdad s’attend au pire. Les assaillants – membres semble-t-il de « L’Etat islamique d’Irak » – étaient munis d’armes lourdes et disposaient à n’en pas douter de renseignements sensibles leur permettant de suivre tous les déplacements du convoi. Les Syriens et les militaires irakiens qui les protégeaient ont tous été tués. Pour Nouri al-Maliki, la situation en Irak est « alarmante », le pays est, selon lui, « au bord d’une guerre interconfessionnelle que personne ne remportera » (2).
C’est sans doute la raison pour laquelle, Ali Moussawi - porte-parole du Premier ministre - et Hoshyar Zebari - ministre kurde irakien des Affaires étrangères - ont lancé, le 5 mars, un véritable appel à l’aide aux Etats-Unis. Ils demandent à l’administration Obama la livraison, en urgence absolue, de F-16, d’hélicoptères Apaches, d’équipements électroniques sophistiqués, d’un système de surveillance des frontières et, même, a précisé Moussawi : « des batteries de missiles Patriot » ! Nouri al-Maliki fait les yeux doux aux Etats-Unis car si les chiites pro-iraniens sont au pouvoir à Bagdad, force est de constater qu’ils sont incapables de contrôler le pays.
