(Reuters) - The Iraqi government is seeking to buy 36 advanced F-16 fighters from the U.S., American military officials familiar with the request told the Wall Street Journal.


This move could help Iraq reduce its reliance on U.S. air power and potentially allow more American forces to withdraw from the country than had been proposed.

The F-16, made by Lockheed Martin Corp, is the most sophisticated weapons system Iraq has attempted to purchase so far.

Late in July, the U.S. Department of Defense had approved up to $10.7 billion in arms sales for Iraq, including a $2.16 billion sale of M1A1 Abrams tanks built by General Dynamics Corp.

The U.S. recently announced F-16 sales to Morocco and Romania. Those sales, each for roughly $100 million per plane with training, related equipment and support included, offer an indication of how lucrative the Iraq deal could be for Lockheed Martin and its suppliers.

Iraq now appears determined to significantly expand the air power of its military, which has become more competent and confident in recent months but depends heavily on the U.S. for air support.

Iraq quickly has become one of the biggest weapons buyers in the world as it seeks to strengthen and professionalise its fighting force.

No one was available at the U.S. Department of Defense for comment.

UMM QASR, Iraq --- The U.S. Navy delivered two more 35-meter patrol boats (PB-310 and PB-311) to the Iraqi navy at the Umm Qasr naval facility in Iraq, Feb. 17, after each craft successfully completed reactivation in Bahrain.

These are the 10th and 11th vessels in the 12-boat procurement which will assist in reconstituting Iraq's ability to enforce maritime sovereignty and security in the northern Arabian Gulf.

"Our Navy shipbuilding team has again succeeded in working closely with their Iraqi counterparts to deliver these important assets to the Iraqi navy," said Frank McCarthey, Program Executive Office (PEO) Ships' program manager for Support Ships, Boats and Craft. "Together with the nine patrol boats previously delivered, these two new vessels are a significant step toward meeting Iraq's security requirements in the northern Arabian Gulf."

The U.S. Navy and Swiftships Shipbuilders, LLC, Morgan City, La., are supporting the Iraqi navy in the procurement and construction of the patrol boats. The boat is armed with a 30 millimeter gun weapon system, provides for a crew of 25 and is capable of reaching 30 knots.

The Support Ships, Boats and Craft Program Office in the U.S Navy's PEO Ships, is managing the acquisition of the patrol boats as a foreign military sales case, with the final patrol boat planned for delivery later this year. In addition, the program office delivered two 60-meter offshore support vessels to the Iraqi Navy in December 2012.

PEO Ships currently manages the design and construction of all U.S. Navy destroyers, amphibious ships, special mission and support ships, as well as a wide range of small boats and craft for U.S. agencies and allied nations.

oui, l'ambassade US...
le futur : bien malin celui qi pourra te répondre. Plusieurs magazines (dont le nouvel obs) ont fait de bons dossiers sur l'irak, la guerre, la guerre civile et ses conséquences.

Iraq to Receive Final Three C-130Js

MARIETTA, Ga., April 29, 2013 – The Iraqi Air Force (IQAF) is set to receive its final three Lockheed Martin [NYSE: LMT] C-130J Super Hercules airlifters. Aircraft number 5721 was the first of these aircraft to be ferried from Lockheed Martin’s production facility here on April 23, 2013. All three C-130Js were ferried to U.S. Air Force bases prior to delivery to the IQAF.

The IQAF, a legacy C-130 operator, received its first C-130J in December 2012 and will have a total of six C-130Js in its new Hercules fleet. The IQAF uses the airlifters for intra-theater support for its troops and to provide humanitarian relief operations in various locations.

Headquartered in Bethesda, Md., Lockheed Martin is a global security and aerospace company that employs about 118,000 people worldwide and is principally engaged in the research, design, development, manufacture, integration, and sustainment of advanced technology systems, products, and services. Army completes armed helicopters’ delivery to Iraqis


The Army completed a milestone in helping to maintain stability in Iraq now that the U.S. military has departed.

The Armed Scout Helicopters Project Office, along with several representatives from different organizations on Redstone Arsenal, made the eighth delivery of the Iraqi Armed 407 Bell helicopters to Iraq.

Three IA-407s were rolled away from the Science and Engineering Services Inc., or SESi, hangar and into a C-17 military transport aircraft flown by the New York Air National Guard on April 3. This makes the 24th IA 407 aircraft and their associated support equipment to be delivered to Iraq.

Lt. Col. Chris Mills, product manager for the Armed Reconnaissance Helicopter who is also leading the charge for the development and management of the Iraqi Armed 407 program, said the program is crucial for the U.S. and for the Army for several reasons.

“First, our Army is providing an armed scout capability to our allies in the country of Iraq. Second, we’re meeting the obligations of a foreign military sales case. And finally, this delivery showcases the capabilities of the Redstone Arsenal enterprise,” he said.

That enterprise is a total team approach from many organizations on Redstone. They include the Program Executive Office for Aviation with ASH Project Office, Security Assistance Command including the Security Assistance Training Management Office, Aviation and Missile Command with the Security Assistance Management Directorate, Aviation and Missile Research Development and Engineering Center with the Aviation Engineering Directorate and the Prototype Integration Facility, Army Contracting Command, Test and Evaluation Command with the Aviation Flight Test Directorate and Redstone Test Center, Aviation Applied Technology Directorate, SESi with the Joint Venture Yulista and SES, Joint Munitions Command, the Air Force, Garrison, the Office of Security Cooperation in Iraq, and the Iraqi 21st Aviation Squadron in Iraq.

“This is an important milestone in this program,” Mills said. “The PM is the lead systems integrator, but almost all the major activities on the Arsenal were involved in the success here.”

Three training aircraft, or T-407s, were delivered to Iraq in 2010. The first production IA 407 was delivered in August 2012. “We’ve been delivering three a month except for March due to availability of transportation,” Mills said.

Three prototype aircraft will remain on Redstone in accordance with the Iraqis’ wishes for the aircraft’s future development and testing. “If they change their mind and want us to deliver those, then we will bring them to a production configuration and deliver them,” Mills said.

Hal Ridley, chief logistician for ARH Project Office, has made all the deliveries except for two. Mills noted that this is an impressive feat since each rotation takes from 10-15 days. “Each time the team returns from Iraq, we’re preparing for the next delivery, so it’s a pretty aggressive schedule,” Ridley said.

The delivery process has also been impressive. “The first time the team loaded the aircraft in the C-17, it took three hours,” Ridley said. “Now it takes them less than two hours.” The buildup of each aircraft has also become vastly efficient. “The first one took about three days. Now we’re knocking it out in two,” Ridley said.

The success of the program has proven that the resources needed for program success are resident on Redstone Arsenal and in the Huntsville area.

What makes the IA-407 program unique is that the Army had to take a commercial-of-the shelf, or COTS, platform like the Bell 407 and conduct a total reconfiguration according to the specifications that Iraq wanted. Most FMS cases, on the other hand, involve aircraft or products that are already built with some minor modifications made.

“The team proved that we could develop and prototype something here and actually produce it in a reasonable amount of time,” Ridley said.

The program also showed the Army both the positives and negatives of using COTS. “We knew the concept was possible,” said Ridley, “but there were risks.” The project office had to take a COTS product, modify it, then test it for military purposes.

“It becomes a big challenge for the program because of unique issues you run into converting commercial products into something for military use,” Ridley said. “Additionally, we had to take contractual concepts, look outside of the box in several cases because this program is something that a normal contracting process wouldn’t fit into.”

Through innovative ideas and hard work, the IA-407 program has become a model for possible future developmental FMS cases. “We broke the paradigm to get things done,” Mills said. “The project office served as the focal point, but we had to leverage all the capabilities on Redstone.”

From conceptual phase in 2009 to final delivery in 2013 is a relatively short amount of time compared to normal developmental programs.

“I’m very satisfied,” Mills said. “We’re fulfilling an obligation and an important security assistance mission. We’ve also gotten to know the customer in Iraq, and it’s satisfying to know that we’ve given our allies these capabilities that will enable them to protect their own country, as well as ours in the process.”

Ridley, who has been with the program since its inception, said it is very gratifying to have been a part of it from start to finish. “I’m very proud to be a part of the team that supplied a good product to the customer, and that they’re very happy with,” he said.

Said Mills, “The whole success of the program has been that everybody had to pull together as a team.”

The team made continuous improvements from day one through its many successors. Mills credited his project manager predecessors: Lt. Col. Jong Lee, who laid the groundwork for the program; and Lt. Col. Courtney Cote, who oversaw most of its execution.

“We just put our heads down and started working to get it done,” Mills said. “We leveraged support from across Redstone. It wasn’t just one organization.”

La Russie a lancé la production de matériels militaires, principalement d'hélicoptères, destinés à l'Irak, conformément à un contrat de quatre milliards de dollars signé en 2012, a annoncé jeudi à Amman le président du holding russe de hautes technologies Rostec Sergueï Tchemezov.

"Le contrat que nous avons signé avec l'Irak est entré en vigueur, nous avons lancé la production. Le contrat signé pendant une visite du chef du gouvernement irakien Nouri al-Maliki à Moscou porte surtout sur la livraison d'hélicoptères, son montant dépasse quatre milliards de dollars", a indiqué M.Tchemezov devant les journalistes.

Selon les informations précédentes, l'Irak et la Russie ont signé un accord sur l'achat d'armes russes pour 4,3 milliards de dollars en octobre 2012. Aucune information officielle sur les modalités du contrat n'a été communiquée.

Selon le directeur du Centre russe d'analyse du commerce mondial d'armes, Igor Korotchenko, il s'agit du plus gros contrat signé par Moscou en 2012.

Russia has started fulfilling its recent arms exports contract with Iraq after receiving an advance payment from Baghdad, Russian Technologies (Rostech) CEO Sergei Chemezov said. “The contract is being implemented, the production of ordered equipment has started,” Chemezov told RIA Novosti at the opening ceremony of a Russian grenade-launcher assembly facility in Jordan on Thursday.
Iraqi Prime Minister Nuri al-Maliki signed an arms package purchase agreement with Russia worth $4.2 billion during his visit to Moscow in October 2012.
Under the deal, Moscow is to supply 30 Mil Mi-28NE night/all-weather capable attack helicopters, and 50 Pantsir-S1 gun-missile short-range air defense systems.
The deal was suspended by Iraqi authorities a few weeks after the signing over suspicions of corruption. The Iraqi Parliament initiated an investigation into several officials suspected of taking kickbacks.
However, Iraqi Foreign Minister Hoshyar Zebari said in March 2013 that Iraq and Russia had initialed a revised deal and deliveries under the contract would start by summer.
The corruption investigation was closed shortly after but resumed in May. Iraqi officials said at the time the probe would not affect the Russian contract.

Déjà que l’unité de l’Irak est mise à mal par la rivalité entre chiites et arabes sunnites, l’annonce de la défection de plus d’un millier de soldats kurdes n’arrangera certainement pas la situation.
Membres de la 16e Brigade de l’armée irakienne, ces soldats ont indiqué avoir pris cette décision suite à un différend avec leur hiérarchie. En avril, il avaient en effet refusé de prendre part à une opération ordonnée par le gouvernement contre une ville majoritairement peuplée de sunnites.
Désormais, les 1.070 soldats kurdes qui ont fait défection, parmi lesquels l’on compte le commandant de la 16e Brigade ainsi que deux chefs de bataillons – remplacés depuis par des officiers arabes -, pourraient être intégrés aux peshmerga, c’est à dire les Gardes régionaux qui, dotés d’un armement léger, sont à la disposition du gouvenement régional kurde, étant donné que le Kurdistan irakien bénéficie d’une large autonomie reconnue par la constitution irakienne et par la communauté internationale.
“Si nous ne trouvons pas d’accord avec Bagdad au sujet de ces soldats, nous sommes prêts à les intégrer aux peshmerga”, a expliqué Halkurd Mullah Ali, le porte-parole du ministère des Gardes régionaux kurdes. Pour le moment, ces anciens militaires de l’armée irakienne sont sans solde et perçoivent seulement des rations de la part des autorités kurdes pour leur subsistance.

The Iraqi Navy's Umm Qasr base is scheduled for further expansion to enable support of rapidly expanding fleet of patrol boats.
A new floating pier approximately 165 m in length will be constructed and attached to an existing concrete pier at the Umm Qasr base, according to a pre-solicitation notice of a tender that will be released by the US Army Corps of Engineers on 25 June. The notice said the contract will also involve dredging 900,000 m 3 of material so that the new pier can handle vessels with a draft of up to 6 m. Funded by US Foreign Military Financing, the contract is estimated to be worth USD10-25 million and is expected to take 900 days to complete after it has been awarded on 25 October.

MOSCOW, June 28 (RIA Novosti) - Russia will supply over 10 fully armed and equipped Mi-28NE Night Hunter attack helicopters to Iraq under a multi-billion dollar agreement, a representative of Russia’s state arms exporter told RIA Novosti on Friday.

Russia and Iraq signed a $4.3 billion agreement on cooperation in the defense and technology sector in 2012, and this is the first time the number of Night Hunters under the contract has been disclosed.

Alexander Mikheyev, deputy general director at Russia’s state arms exporter Rosoboronexport, said that the helicopter contract also covers pilot and technical personnel training and the delivery of essential weapons systems.

This is the first contract with Iraq under the package agreement, he added.

Foreign Military Sales to Iraq of 1,026 M113 armored tracked vehicles that were Excess Defense Articles (EDA) has provided the country's Army with an armored capability, while the divesture of the vehicles resulted in U.S. cost avoidance for storage, and demilitarization. The vehicles were refurbished through a public-private partnership by Anniston Army Depot (Ala.) and BAE Systems, keeping the organic industrial skill base exercised in repairing M113s and providing hundreds of thousands of core work hours.


REDSTONE ARSENAL, Ala. - Using 1,026 M113A2 armored personnel carriers from the U.S. Army's Excess Defense Articles (EDA) obtained through Security Assistance Command's (USASAC) Foreign Military Sales (FMS) program, and the refurbishment expertise provided by an Army Materiel Command (AMC) public-private partnership, provided the means for the Iraqi Army to begin standing-up its planned six-division armored capability.

"This was a win-win situation for both the Iraqis and the U.S. because in the Iraqi's case, they went from a non-existent armored capability in 2010, to plans for six divisions," Col. Sammy Hargrove, USASAC's CENTCOM Regional Operations Director said. "For the U.S., we divested ourselves of 1,026 M113s, most of which were incurring storage costs at Sierra Army Depot (Calif.) for close to 20 years. Demilitarizing that many vehicles can be cost-prohibitive. Using the FMS process ultimately saves the U.S. money."

The estimated U.S. cost avoidance for the storage and demilitarization of the 1,026 M113s is $31 million.

"The M113 is also just a great vehicle and offers a lot of versatility. Obtaining these through EDA also made this an affordable option for the Iraqis," Hargrove, who also served as the Army Team Chief and USASAC Liaison Officer for the Iraq-Security Assistance Mission (I-SAM) prior to his current position, said.

The M113 is part of the largest family of tracked vehicles in the world and has more than 40 variants. It can transport more than 12 troops and a driver, and can perform long distance travel over rough terrain, while also capable of high-speed operation on roads and highways.

Another advantage of using FMS as an EDA divesture tool is the opportunity for the organic industrial base to provide its services for refurbishment, modernization and/or Repair and Return (R&R) to the customer country. In the case of maintenance involving EDA, the AMC Life Cycle Management Command's (LCMC) Security Assistance Management Directorate (SAMD), which in this case was TACOM, works with the organic industrial base to help determine the best options for bringing the materiel to the standards required by the customer. This information is used to develop the FMS Letter of Offer and Acceptance (LOA) that serves as the official agreement between the partner country and the U.S. Army.

The requirements for the 1,026 M113 Family of Vehicles was actually broken down into two FMS cases. The initial requirement and LOA came from U.S. Forces-Iraq (USF-I), and was for 586 M113s in the fall of 2010.

"The emphasis was on expediency," Ryan Calvin, who served as USASAC's team lead for Iraq from November 2010 through November 2012, said. "That was during the period of transition, and the emphasis was getting the materiel on the ground," Calvin added.

The requirement and LOA with the Iraqis for the additional 440 M113s followed the initial agreement for the 586. The contract was awarded to BAE Systems, with ANAD assisting with part of the refurbishment work.

"ANAD worked 43,084.4 core hours on the BAE vehicles," Gunnels added. With the additional work from BAE, the total contract cost for all 1,026 was $51 million.

Anniston Army Depot's (Ala.), or ANAD's, ability to accommodate the large quantity and variety of vehicles, along with its capability to meet the fast paced production schedule requirements made it the natural choice for conducting the work.

"When Anniston was asked to improve the schedule, they stepped up to the plate and did that," Bert Liptak, director of TACOM's SAMD said.

The work on the M113s began in February 2011 at ANAD and was conducted in partnership with defense contractor BAE systems, which provided supply chain management. The total value of the work was more than $45 million, and according to ANAD's Deputy Director of Production Management, Chuck Gunnels, it resulted in 330,136.6 core hours for the depot. While the initial emphasis was on expediency, ANAD made a significant contribution by suggesting standards for the vehicle refurbishment be improved.

"The scope initially had certain guidelines, but the vehicle performance wasn't acceptable. We recommended that the Powerpacks/engines be repaired. This was done to improve the durability and reliability of the vehicles," Gunnels stated.

Willie Collins, whose final active duty assignment was as a lieutenant colonel with the Iraq-Training and Advisory Mission (I-TAM), and who now serves as a USASAC Iraq Country Program Manager, also noted that transitions in-country shaped the M113 cases.

"They (the Iraqis) were transitioning from internal security to both internal and external security. The need became more than just M113s, but for the MEC (Mission Essential Capability), which meant training and communications (radios), etc."

USASAC leads AMC's Security Assistance Enterprise, and according to both Collins and Calvin, the success of these cases would not have been possible without each organization completing its portion of the process in a seamless manner.

"This really touched everyone. TACOM SAMD coordinated the refurbishment work which led to ACC (Army Contracting Command) awarding the contracts for the work, and then you have ANAD and BAE working together in a public-private partnership. Then you have CECOM (Communications-Electronics Command) SAMD getting the radios, and SATMO (U.S. Army Security Assistance Training Management Organization) and PEO (Program Executive Office)-STRI supporting the training. But you also have TRANSCOM (Transportation Command) and SDDC (Military Surface Deployment and Distribution Command), JMC (Joint Munitions Command) and ASC (Army Sustainment Command) playing critical roles," Calvin added.

Hargrove also noted that the number of personnel still with AMC in some capacity who were also in Iraq when the M113 cases were being worked has created a greater understanding of how important these vehicles are to the Iraqis.

"Not just myself, Willie (Collins), Ryan (Calvin), but we have Tim Sullivan (retired colonel) in USASAC G3/5 (Operations Division chief) who was the ANAD commander when the work began there, COL (Larry) Fuller, our (USASAC) Chief of Staff who oversaw the AMC maintenance training, and even Gen. (Dennis) Via (who commanded the AMC Responsible Reset Task Force and is now AMC's Commanding General)."

Collins and Calvin both commented that the cases seemed to touch everyone in the Army, and the status of the M113s did receive visibility at the highest levels.

"This particular topic was briefed to the Vice Chief of Staff of the Army and the Army Staff each month at the Equipment Distribution Review Board (EDRB)," Conrad Bonner, USASAC G-3/5 Director stated.

Providing the 1,026 M113s that were EDA through the FMS process, and having them refurbished through the public-private partnership are self-evident benefits in that there was cost-avoidance through divesture of the EDA, while the refurbishment resulted in hundreds of thousands of core hour work and kept the skill base exercised in repairing M113s at a key organic industrial base.

"The public-private partnership between ANAD and BAE on this program was important because it provided another good example of how an organic industrial installation can work in partnership with a private corporation to provide best value to customer," Phillip Dean, ANAD's chief of Logistics and Business Development Office summarized.

The cases also proved how well the process can work for both the U.S and its partner country.

"The importance of completing this program to standards required and in the agreed upon time frame was to show that ANAD can be relied upon to successfully complete the assigned missions and build customer confidence in the FMS arena," Dean said.

USASAC's mission includes building partner capacity, and that accurately describes what the M113s are doing for Iraq, according to Hargrove.

"This provides them an independent capability for internal and external security. They were just so proud to have these and to have the training and other support to be able to operate these. Now, it's all about sustaining these vehicles," Hargrove added. "Which makes AMC an important part of the Iraqi's future and demonstrates its diverse global capability."
