(Reuters) - The Iraqi government is seeking to buy 36 advanced F-16 fighters from the U.S., American military officials familiar with the request told the Wall Street Journal.
This move could help Iraq reduce its reliance on U.S. air power and potentially allow more American forces to withdraw from the country than had been proposed.
The F-16, made by Lockheed Martin Corp, is the most sophisticated weapons system Iraq has attempted to purchase so far.
Late in July, the U.S. Department of Defense had approved up to $10.7 billion in arms sales for Iraq, including a $2.16 billion sale of M1A1 Abrams tanks built by General Dynamics Corp.
The U.S. recently announced F-16 sales to Morocco and Romania. Those sales, each for roughly $100 million per plane with training, related equipment and support included, offer an indication of how lucrative the Iraq deal could be for Lockheed Martin and its suppliers.
Iraq now appears determined to significantly expand the air power of its military, which has become more competent and confident in recent months but depends heavily on the U.S. for air support.
Iraq quickly has become one of the biggest weapons buyers in the world as it seeks to strengthen and professionalise its fighting force.
No one was available at the U.S. Department of Defense for comment.

Iraqi officials on Saturday said Islamic State of Iraq and Syria (ISIS) militants shot down Iraqi helicopter near Samarra, killing two pilots onboard and raising fresh concerns about the extremists' ability to attack aircraft amid ongoing U.S.-led coalition airstrikes.
The attack happened in the Shiite holy city of Samarra, about 95 kilometers (60 miles) north of Baghdad. A senior Defense Ministry official told The Associated Press the Sunni militants used a shoulder-fired rocket launcher to shoot down the EC635 helicopter on the outskirts of the city. An army official corroborated the information. Both spoke on condition of anonymity as they weren't authorized to speak to journalists.
The EC635, built by Airbus Helicopters, is used for transport, surveillance and combat.
The militants shot down at least two other Iraqi military helicopters near the city of Beiji in October. Some fear the militants may have captured ground-to-air missiles capable of shooting down airplanes when they overran Iraqi and Syrian army bases this summer.
European airlines including Virgin Atlantic, KLM and Air France, U.S. carrier Delta Air Lines and Dubai-based Emirates changed their commercial flight plans over the summer to avoid Iraqi airspace. The U.S.-trained Iraqi military virtually collapsed in the face of the militants' blitz, shedding their uniforms and abandoning sophisticated weapons near the northern city of Mosul.

As the U.S. helps the Iraqi government in its fight against the Islamic State of Iraq and Syria (ISIS), the country's military is missing one vital ingredient, air power. Tuesday, the Iraqis will get their first shipment of American-made F-16s, but they'll be delivered to a base in Arizona because Iraq is still too dangerous, reports CBS News correspondent Margaret Brennan with this exclusive, inside look.
The Iraqi government has no combat-ready air force, just a few dozen outdated planes, which means it can't control its own airspace -- a major disadvantage in their fight against ISIS.
Mohammed Hama is head of his class at one of America's premier schools for fighter pilots, run by the Air National Guard, in Tucson. He's learning how to fly F-16s, the American-made, $60 million fighting machines with a top speed of about 1,500 mph.
"Being up there is, I mean, I can't describe it to you," Hama said. "You've got to be up there so you can feel the rush."
Captain Hama is practicing on jets in Arizona because the airbases where he would
train in Iraq are under attack by ISIS. The 36 F-16s that the Iraqi government just purchased for nearly $7 billion dollars will be stationed in Tucson until security improves.
Flight instructor Julian Pacheco is fine tuning the Iraqi pilots. Students log 300 hours of flying time, learn how to conduct bombing raids and what to do if they're shot down.
He said he's certain he's building an Iraqi air force from the ground up.
"Currently, they don't have a great tactical presence in Iraq, and this is going to be a great way for them to join the fight to defend their nation," Pacheco said.
"If they're not ready to fly because their mind is somewhere else, then they let us know that, and we quickly take them off the schedule and give them the time that they need to collect themselves and report back to work ready to fly," Pacheco said.
The major question is when Iraq will finally be safe enough to host this new air force.
Commander Phil Purcell, who oversees training at the Arizona base, said he isn't sure when the pilots will actually be able to fly in missions, but he's trying to keep them from getting rusty and hopes to use the delay to their advantage.
"The only thing this allows us to do is, by having the aircraft here, we can give them more opportunity to gain more experience while they're here and waiting to go back home," Purcell said.
Captain Hama said the Iraqi people need their help now.
"They can't wait to see the F-16 actually flying over Iraq to provide some cover," he said.
There are 14 pilots training in Tucson, but CBS News couldn't show their faces because, if recognized, it could endanger them and their families back home. Captain Hama comes from a well-known Iraqi family and CBS News obtained clearance to use his image.
Iraqi Prime Minister Haider al-Abadi has asked the U.S. and its allies for more military training programs like this one, and he hopes to launch an offensive against ISIS this spring.
But with the Iraqi army unable to secure airbases and no U.S. or allied troops on the ground to help, there is no clear timeline for when the Iraqis can effectively join the fight.

MOSCOW, December 25 (Sputnik) — Islamic State militants' positions near the Iraqi city of Tikrit were targeted by Iraqi military airstrikes, conducted from Russian-built Su-25 fighter jets, the local Al Sumaria TV channel reported on Thursday.
"Iraqi pilots on Russian Sukhoi fighter jets have today bombed Daesh [Islamic State] targets near Yathrib [some 80 km south of Tikrit], forcing militants to flee the area," a local military source was cited as saying by Al Sumaria.
According to the source, these are the first Sukhoi flights to take place near Tikrit, the administrative center of the Saladin governorate to the north of Baghdad.

Known for their brutal tactics, Islamic State jihadists have seized vast areas in Iraq and neighboring Syria, declaring an Islamic caliphate in the territories under their control. An international coalition led by the United States is currently carrying out airstrikes against the militants' targets in both countries.

Iraqi air force pilots have started training on the service’s first two Lockheed Martin F-16Ds, following a US government decision to transfer the jets to an Air National Guard facility at Tucson International airport in Arizona.
The aircraft relocated to Tuscon on 16 December included Iraq’s first example, aircraft 1601, which made its debut flight from Lockheed’s Fort Worth production site in Texas in May 2014. It was accompanied to its temporary training home by two-seat aircraft 1602 (below). Both F-16Ds had been formally delivered to Iraqi ownership early last June.

Iraq’s 36-aircraft order includes 24 single-seat F-16Cs in the Block 52 production standard, plus 12 D-model trainers.
“Six more F-16s are scheduled to be delivered [to Tucson] over the next five months,” the USAF revealed in an 18 December news release.
“Bringing the aircraft here lets the pilots get used to their new airplanes in a good training environment. They can concentrate on how to fly this new aircraft and use its systems. When we can deliver the aircraft in-country, they’ll be ready to go,” says Lt Col Julian Pacheco, director of operations at the 152nd Fighter Squadron; part of the Arizona Air National Guard’s 162nd Wing.

The Iraqi Ministry of Defence (MoD) unveiled, on 13 January, one of the 152 mm D-20 artillery pieces that were recently delivered from Bulgaria.
In a video released by the MoD, a Bulgarian diplomat said that a total of 18 D-20s had been delivered.
Bulgaria announced in September that it had donated surplus arms and ammunition, including 1,800 firearms and 6,000 rounds, worth BNG5.96 million (USD3.58 million) to Iraq as part of an international effort to support Iraqi forces against the Islamic State militant group. It said the weapons and ammunition were transported with the help of partner countries.
ANALYSIS
Iraq appears to be rapidly building up its inventory of Soviet-designed artillery. The Russian newspaper Vedomosti reported on 30 July 2014 that Iraq had signed contracts covering the delivery of "two or three divisions" of 152 mm 2A65 MSTA-B towed howitzers, the same number of 122 mm Grad multiple rocket launchers (MRLs), a significant number of mortars, and TOS-1A Solntsepek MRLs. Some of these have already been delivered and used in counter-insurgency operations.
The D-20 and 2A65 use the same cased ammunition and they are simpler to operate and maintain than the US-made M198 howitzer that is currently the Iraqi Army's standard heavy artillery piece. There have been no indications that the US is preparing to replace the M198 howitzers that the Iraqi Army lost during the Islamic State offensive last year.

- ABU DHABI — The United Arab Emirates may be offloading up to 10 Mirage 2000-9s to the Iraqi Air Force in March, according to a UAE government source. The decision comes after the Dec. 15 visit of Iraqi Prime Minister Haider al-Abadi to Abu Dhabi to "discuss mechanisms to enhance cooperation between the two countries and dry up the sources of terrorism." "The UAE is trying to fortify Iraq's security from north to south, specifically the areas from Baghdad to Erbil," the source said. "Mainly, Erbil because many UAE strategic interests are there with regards to oil and gas investments as well as others." "During discussions, the UAE offered a batch of upgraded Mirage 2000-9s to Iraq, they are expected to be under 10 aircraft," the source added. The UAE has 36 multirole Mirage 2000 fighters that have been in service since 1986, 30 of which have been extensively refurbished and then upgraded to the same standard as the newer fleet of 32 Mirage 2000-9s delivered starting in 2003 by France's Dassault Aviation. The technologies and advanced capabilities that the Mirage 2000-9s incorporate include Dassault's "Rafale technology," with similar modular avionics, an LCD glass cockpit with full night vision goggles compatibility, and advanced sensors and systems, according to the Bader 21 purchase agreement signed in 1998. At the core of the Mirage 2000-9's navigation and attack system is a Thales-and Dassault-developed modular data processing unit similar to the one used in the Rafale. This serves as the mission computer, manages the navigation and attack system, controls the cockpit display system and generates symbology for the head-up and head-down displays. As a result, the Mirage 2000-9 is claimed to enjoy a world-beating, highly intuitive man-machine interface. The UAE in 2014 also offered an undisclosed number of Mirage 2000-9s to Egypt as part of its Falcon Eye military satellite deal with France. According to the source, discussions included the possible purchase of 40 Rafale Fighters and the refurbishment of the UAE's Mirage 2000-9 fleet with intent to provide to the Egyptian Air Force. The UAE is also completing the purchase of 24 Embraer EMB-314 Super Tucano light strike aircraft for border patrol and anti-insurgency operations. A number of those will also be provided to the Iraqi Air Force, the source said. "The UAE is also presenting a number of the Super Tucano aircrafts from Brazil before the end of this month for border patrol and counterinsurgency to Iraq," he said. "We are hoping to finalize the deal before the end of the month." On Jan. 2 Brazilian Air Force commander Gen. Juniti Saito announced that the UAE has begun negotiations for the procurement. He said the UAE wants six of the aircraft to be delivered immediately. The source added that an undisclosed number of light Russian-made special operations forces tactical weapons will be provided for the Iraqi Army. "Al-Abadi will be coming back in March to discuss the procedures for providing aircraft and weapons," the source said. A spokesman for the Iraqi Prime Minister, Sabri Saad, said in December that key issues were discussed during the visit in relation to supporting efforts to fund the reconstruction of affected areas. "Iraq faces an existential threat and challenge ... all countries in the region have reason to cooperation in all political, security and social fields in order to defeat terrorism of [the Islamic State group's] terrorist gangs," he said. During a November visit, UAE Foreign Minister Sheikh Abdullah Bin Zayed al-Nahyan pledged to support Iraq. Abdullah said the UAE would continue to back the political process in Iraq, which would lead to security, justice and equality in the unstable country. "We stand by brotherly Iraq as it is making efforts for reconstruction and achievement of peace and safety and in combating the forces of terrorism, which poses a danger to all the countries of the region and defaces the values of our true religion, Islam," Abdullah said

- UAE to donate Super Tucanos to Iraq

The United Arab Emirates (UAE) is to supply Iraq with a number of Embraer EMB-314 Super Tucano light strike aircraft to help combat the Islamic State, a government official has reportedly disclosed.
With IHS Jane's having first reported that the UAE had recently ordered up to 24 Super Tucanos, the official told Defense News on 17 January that the emirates will transfer an undisclosed number to the Iraqi Air Force (IqAF) "before the end of the month".
On 5 January, the Brazilian Air Force (Força Aérea Brasileira: FAB) commander General Juniti Saito said that six of these 24 aircraft were to be supplied from the FAB's own inventory so as to expedite deliveries. While these aircraft were to be handed over to the UAE "immediately", there has been no official word as to whether they have indeed arrived.
As well as the Super Tucanos, the UAE is also reported to be donating up to 10 Dassault Mirage 2000-9 combat aircraft, plus other ground-based weapons systems to the Iraqi government.
Embraer had not responded to a request for comment by the time IHS Jane's went to press, while the UAE government would not provide comment.
ANALYSIS
When the UAE's intentions to procure the Super Tucanos was first revealed by IHS Jane's in early January, it was noted that the emirates already fields 15 Pilatus PC-21 trainer/light strike turboprops, and has 24 IOMAX Archangel light strike turboprops on order.
At that time, it was understood that with the PC-21s being used exclusively in a training role and the Archangels being used by the country's special forces, the Super Tucanos were being procured by the UAE Air Force and Air Defence (UAE AF & AD) to fill a gap in the service's light strike capabilities.
However, news that at least some (and possibly all) of these Super Tucanos will instead be diverted to Iraq is in keeping with the UAE's policy of providing such light strike turboprops to its allies as a means of combating the regional Islamist threat.
In late 2013, the UAE AF & AD handed over six IOMAX AT-802 Border Patrol Aircraft (BPA) Block 1 to Jordan (originally in an unarmed configuration, but later provisioned for GBU-58 250 lb precision-guided bombs and/or AGM-114 Hellfire missiles). These are now understood to be operationally deployed by Jordan alongside its two Airbus CN235-100M gunships, and six Cessna C208B Grand Caravan turboprop command, control, communications, computers, intelligence, surveillance and reconnaissance (C4ISR) platforms.
IHS Jane's also understands that the UAE has donated up to 12 of its remaining AT-802 BPAs to Egypt in support of that country's campaign against Islamist militants operating in the Sinai Peninsula. Sources have said that these aircraft are still owned and crewed by the UAE AF & AD, but that they may be transferred to the Egyptian Air Force providing that approval can be granted from the US government.
As for Iraq, the air force already fields 15 Beechcraft Texan II and 20 Lasta 95 turboprop trainer aircraft that can double-up as basic light strike platforms, as well as 11 Hellfire-armed Cessna 208B Grand Caravans. Neither Iraq nor the UAE have personnel trained on the Super Tucano, which opens the question as to who will be flying them, especially given the haste with which the first six are being entered into service.

| Si l'Armée de l'Air Irakienne est assez conne pour engager des Super Tucano contre l'EI, alors ils se feront couper en petits morceaux par les différents canon de 23mm. Sauf s'ils sont utilisés pour des frappes de loins avec des Hellfire ou autres. | |

The Czech defence company Excalibur Army delivered an unspecified number of refurbished T-72 main battle tanks (MBTs) and BVP-1 infantry fighting vehicles (IFVs) to Iraq on 5 February.
"We do not wish to disclose the exact number of vehicles that were handed over to the customer yesterday, nor intend to disclose the overall number of either BVP-1 vehicles or T-72 tanks," Excalibur spokesperson Andrej Cirtek told IHS Jane's . "What I can say is that the contract calls for the delivery of over 100 refurbished vehicles over a period of several years."
The BVP-1 is the version of the BMP-1 that was built in Czechoslovakia during the Cold War.
Cirtek added that Excalibur and the Iraqi defence ministry have agreed not to disclose the value of the contract saying only that it was worth several hundred million Czech crowns.
Apart from supplying the vehicles, Excalibur Army will also deliver complete sets of spare parts for each vehicle.
The Iraqi Ministry of Defence had been negotiating with several potential suppliers from Ukraine, Russia, and elsewhere in Europe.
Excalibur CEO Jaroslav Strnad told media his company was selected by the Iraqi defence ministry over other potential suppliers because of the right balance between price, in-house know-how, and the ability to deliver the vehicles in a timely manner.
Excalibur also began delivering refurbished BVP-1 infantry fighting vehicles and T-72 MBTs to the government of Nigeria beginning in late January. Similar to Iraq, Nigeria intends to use the armoured vehicles to combat Islamist insurgents active on its territory.
