Pakistan to buy German subs, ignore French



KARACHI: In a departure from the past practice of acquiring submarines from France, Pakistan will buy three German Type 214 submarines.

Walter Freitag, the chief executive officer of the HDW, the largest conventional submarine maker in the world, told The News on Tuesday in an exclusive interview at the IDEAS 2008 here that his company had finalised technical specifications with the navy to build three Type 214 submarines in Pakistan.

The commercial contract has been finalised up to 95 per cent, he said, hoping the final contract in this regard will be signed soon. This is the first time that a clear picture of the billion-dollar deal that the Pakistan Navy is expected to sign in coming months has emerged. Earlier, during mid-90s, the navy had selected three French Agosta 90-B submarines, which were in addition to the two acquired earlier. The deal had generated a lot of controversy at that time.

This time French firm Armaris had offered to supply Pakistan three updated single-hulled, diesel-electric submarines all-French version of the Franco-Spanish Scorpene boat equipped with air-independent propulsion, a deal totalling about $1.2 billion.

However, Walter Freitag said he did not see that kind of controversy enveloping this project perceived during the 90s. The Pakistan Navy understands submarines and ours are the best, he said, rejecting claims of competitors that the Greek Navy had rejected Type 214.

In the Hellenic Navys case, a neutral surveyor was appointed, who decided that the submarine was technically OK and ready for commissioning, he said. The HDW CEO said the Type 214 was technologically more advanced than those of competitors. We use higher grade steel material, which allows greater diving depth, he said. Also, we have fuel cell AIPs and can integrate Harpoons with the Type 214.

The first submarine would be delivered to the Pakistan Navy in 64 months after signing of the contract while the rest would be completed successively in 12 months. Walter Freitag stated that they would be using facilities at the Karachi Shipyard for building Type 214 and minimal upgrade would be required. He added that the Type 214 was 100 per cent German and there was no chance of embargo on it in any case.

Meanwhile, authoritative sources told The News that the decision to acquire Type 214 over the French submarine was made not only because the submarine was more advanced than the French Marlin, but also because many countries had deployed the Type 214 submarines, so there would be no issue of spares.

They said Turkey would be acquiring six Type 214s, South Korea had ordered six more in addition to three ordered earlier, Portugal had bought two, besides several bought by the German Navy. As such, supportability for the Type 214 for the next 30-35 years would not be a major concern.

WASHINGTON | The Air Force is set to deliver the first of 18 new F-16 Fighting Falcon jet fighters to the Pakistani air force in a sign of deepening relations between the United States and Pakistan.

Three F-16s are scheduled to arrive in Pakistan on June 26, with 15 more to be delivered later this year and next, Air Force Maj. Todd Robbins, the Pakistan country director in the office of the undersecretary of the Air Force for international affairs, said in an interview with American Forces Press Service.

“This is the most visible part of a strong and growing relationship between the two air forces that will benefit us both near-term and long-term,” Robbins said.

This sale of F-16s to Pakistan renews new aircraft sales that existed between the United States and Pakistan in the 1980s, but were halted in the 1990s. Defense Secretary Robert M. Gates and other U.S. military and civilian leaders have spoken out about “not repeating the mistakes” of the U.S. halt in relations with Pakistan in the late 1980s and early 1990s.

In March, the United States and Pakistan held their first ministerial-level strategic dialogue here, co-chaired by Secretary of State Hillary Rodham Clinton and Pakistan Foreign Minister Makhdoom Shah Mahmood Qureshi. High-level officials from both governments participated in the dialogue, including Gates and Navy Adm. Mike Mullen, chairman of the Joint Chiefs of Staff.

Gates said then that the talks included discussion of “how we can help Pakistan in dealing with the security challenges that face them, but also face us and NATO as well.”

The two countries held follow-up meetings in Pakistan in early June that focused on improving military-to-military relations and security cooperation, officials said.

Relations with Pakistan improved after Sept. 11, 2001, Robbins said, “and this is just one very tangible example of the currently strong and growing relationship between the U.S. Air Force and the Pakistan air force and, in the larger context, between the United States and Pakistan.”

The F-16 is a multirole jet fighter sold to 24 countries around the world, according to its manufacturer, Lockheed Martin. The 18 being sold to Pakistan are the Block 52 versions of the aircraft, Robbins said, which will give Pakistan new capabilities, including day-night, all-weather and precision-attack capabilities.

“They’ve not had [these capabilities] before, so this is a major milestone in the U.S. providing this capability, which older models [of F-16s] don’t have,” he said. “This will enable them to strike terrorists within their borders while helping them to avoid collateral damage. It’s an increase in capabilities that are beneficial to us all.”

Pakistan is paying $1.4 billion for the 18 new aircraft, in addition to $1.3 billion in upgrades to its existing F-16 fleet, which are to begin being delivered in 2012, Robbins said.

The Air Force also is training Pakistan air force pilots. The first eight recently completed training with the Arizona National Guard in Tucson, with additional training done by Lockheed Martin, Robbins said. The Air Force also is training Pakistanis in night-attack training and recently completed training for four instructors and five flight leads, he said.

ISLAMABAD: Pakistan Air Forces is all set to receive four latest F-16 Block 52 jets from US at Shahbaz Airbase in this week.

US will deliver 18 F-16 jets to Pakistan and four of them will reach Shahbaz Airbase, Jacobabad this week.

Shahbaz Airbase has been converted into latest operational airbase before arrival of these jets. Eight pilots of PAF have already completed their F-16 training in US.

Sources said that US is also providing additional technical assistance to PAF regarding F-16 jets. The addition of these jets will boost the operational capabilities of the air force.

ISLAMABAD: Pakistan will receive the first four of 18 upgraded F-16s from the US this week and the multi-role combat jets will give its air force the capability to conduct night operations and use precision-guided munitions.

The four Block 52 F-16s are due to arrive at Shahbaz airbase in Jacobabad on Saturday, official sources were quoted as saying by the Dawn newspaper.

The delivery of all 18 jets ordered by Pakistan from the US will be completed by the end of this year, the sources said.

The jets will enhance Pakistan Air Force's capabilities for the ongoing war against terror, the sources were quoted as saying.

Pakistan is also conducting negotiations with the US for purchasing another 14 new F-16s, the sources said.

The Block 52 F-16s are more advanced than the F-16 A/B jets in the PAF's existing fleet.

The PAF is in the process of conducting a mid-life upgrade of its fleet of 30-year-old F-16s.

Four of the 45 old F-16s are currently being upgraded and they will be ready in a couple of months, the sources said.

Ahead of the delivery of the Block 52 F-16s, eight Pakistani pilots underwent training in the US.

The training included a course to make the transition from the F-16 A/B to the F-16 Block C/D aircraft, flight lead upgrade training and instructor pilot certification so that they eight pilots could train others to fly the new jets.

Pakistan Navy inducts two U.S. maritime patrol aircraft
In an induction ceremony held today at PNS Mehran, Karachi, U.S. and Pakistani officials commemorated the delivery of two P-3C Orion maritime patrol aircraft to the Government of Pakistan from the United States. The aircraft will enhance the Pakistan Navy's maritime patrol operations. Approximately 250 U.S. and Pakistani officials attended the ceremony, including Pakistan Chief of Naval Staff, ADM NomanBashir, U.S. Consul General Steve Faken, and U.S. Army Brig. Gen. Michael Nagata.
"The delivery of these aircraft to Pakistan demonstrates the U.S. Government's commitment to a long-term, strategic partnership with Pakistan-one based on shared interests and mutual respect, that will continue to expand and deepen in future years," said Brig. Gen. Nagata.
The aircraft were transferred to the Pakistan Navy during a ceremony in Jacksonville, Fla., on April 30, and flown to Pakistan by U.S. and Pakistan Navy aircrews. By 2012, the Pakistan Navy will receive a total of eight P-3C aircraft.
During the last three years, U.S. civilian and security assistance to Pakistan has totaled more than $4 billion. Assistance has included support for medical aid, school refurbishment, bridge and well reconstruction, food distribution, agricultural and education projects.
Specific security assistance includes 14 F-16 fighter aircraft, 10 Mi-17 and two Bell 412EP helicopters, five fast patrol boats, 115 Howitzer self-propelled field artillery cannons, more than 450 vehicles for Pakistan's Frontier Corps, hundreds of night vision goggles, day/night scopes, radios, and thousands of protective vests and first-aid items for Pakistan's security forces.

Le Pakistan renouvelle sa flotte de chasseurs en recevant samedi trois des 18 F-16 Block 52 commandés aux Etats-Unis pour 1,4 milliards de dollards.

Ces F-16 Block 52 viennent rejoindre une flotte d'une cinquantaine de F-16, majoritairement des F-15A/B Block 15 acquis dans les années 1980. D'après le Major Todd Robbins, en charge du Pakistan au bureau des affaires internationales de l'US Air Force, ces nouveaux avions vont apporter de nouvelles capacités de combat de nuit, vol tout-temps, et bombardement de précision à l'armée de l'air pakistanaise. "Ceci va leur permettre de frapper les terroristes à l'intérieur de leurs frontières tout en leur permettant d'éviter des dommages collatéraux. C'est une augmentation de capacités dont nous bénéficions tous", annonce ce responsable. Le dernier avion devrait être livré l'an prochain.

Le Pakistan, en plus de cette commande de 1,4 milliards de dollards, a dépensé 1,3 milliards de dollards pour mettre à jour sa flotte actuelle de F-16 à l'horizon 2012. L'USAF entraîne aussi les pilotes pakistanais : les huit premiers ont récemment terminé leur période d'entraînement avec l'Air National Guard à Tucson (Arizona), avec un entraînement supplémentaire proposé par Lockheed Martin, d'après Robbins.

Cette commande est un signe de l'amélioration des relations entre les Etats-Unis et le Pakistan depuis le 11 Septembre, et est clairement située dans le cadre du soutien du Pakistan à la guerre contre le terrorisme des Etats-Unis. Les relations entre les deux Etats sont passées par des hauts et des bas depuis la Seconde Guerre mondiale, au gré des guerres avec l'Inde et des ambitions nucléaires du Pakistan. Une précédente commande de F-16, à la fin des années 80, dans le cadre du programme Peace Gate III, avait ainsi été gelée et les avions gardés aux Etats-Unis, le Pakistan étant suspecté d'avoir acquis une capacité nucléaire.

Pakistan’s first batch of three new Lockheed Martin F-16C/D Block 52 fighters touched down at its air force’s Shahbaz (Jacobabad) air base on 26 June.

Ferried from the USA by Pakistan air force pilots, the trio included two twin-seat examples, registered 10804 and 10805. The other was a single-seat aircraft marked as 902.

They represent the first shipment from a 2006 contract for 12 C-model fighters and six F-16Ds.

“The delivery of all 18 aircraft will complete by the end of this year,” the air force says. “Pakistan attaches great significance to its air defence needs,” the service adds, while describing the new arrivals as “much superior” to its legacy fleet of F-16A/Bs.

Pakistan has 25 F-16As and 21 F-16Bs in active use, as listed in Flightglobal’s MiliCAS database. These were delivered between 1982 and 1994, it says.

Islamabad’s first Pratt & Whitney F100-229-engined F-16D, registered as 10801, was delivered in late 2009 to support development and training activities in the USA.

The F-16 Block 52 represents the latest configuration of Lockheed Martin's 4th generation multirole fighter, offering additional fuel and payload capacity, new or improved avionics and sensors, and color cockpit displays with enhanced pilot/vehicle interfaces. The next batch of new F-16s is scheduled for delivery to Pakistan in August, with all 18 fighter aircraft arriving by January 2012.

In addition to the delivery of these new aircraft, the U.S. is working with the PAF to update 45 F-16s from its existing fighter fleet through the U.S. Foreign Military Financing security assistance program. When the updates are completed, these aircraft will have very similar capabilities to the new F-16s, to include advanced communications and a precision targeting system. The first batch of updated F-16s is scheduled to arrive in Pakistan in early 2012.

la Turquie voudrait sans doute limiter l'influence indienne croissante dans la région et préserver sa zone d'influence
mais je ne pense pas que les turques voient d'un bon oeil, les rapports sino-pakistanais, le pakistan aura des choix osés à faire dans l'avenir
l'économie pakistanaise est ruiné et ils ne sont pas en mesure de collaborer avec vous dans de programme R&D commun
à moins que Ankara vise à développer son arsenal ballistique et cherche à profiter de la longue expérience pakistanaise dans ce domaine

The Type 054 is successor to the Jiangwei and Jianghu class frigates of the People’s Liberation Army Navy. It has been compared to the French La Fayette class frigate. The 4,000 ton (estimated) Type 054 incorporates many stealth features: sloped hull design; radar absorbent materials; and reduction of surface equipment and features.
The main weapon is two four-cell launchers with the YJ-83 sea-skimming anti-shipcruise missile. It also has an eight-cell launcher with the HQ-7 SAM, which is an improved version of the French Crotale missile. The HQ-7 system has 8 ready to fire missiles, plus 16 stored in the automatic reloader. There is a helicopter flight deck at the stern. It also has a 100 mm main gun and four AK-630 CIWS turrets.
BEIJING, July 22 (APP): Pakistan Navy is very satisfied with the performance of the F-22P frigate it bought from China and hopes to further the cooperation with the nation, said Admiral Noman Bashir, Pakistan’s Chief of Naval Staff. Two of the four F-22P frigates it ordered are already in service in Pakistan Navy, with the third one scheduled to be commissioned on September 15 this year. It is also expected that all the four ships will be in service by 2013. “We are very happy with the performance, and some technology is as good as in Western countries,” the China Daily quoted Admiral Noman Bashir, who visited China four times last year.
Pakistan also hopes to buy bigger ships with more firepower from China, such as 4,000 ton class frigates.
Pakistan has proposed to develop strategic maritime cooperation with China in both military and commercial sects, such as in fishery, economic development zones, and cargo, he said.
“The friendship between China and Pakistan is greater than the Himalayas and deeper than the Ocean. We already made progress in air force and other areas, now we should further and expand the cooperation in Navy, a broadly-based relation.”
Pakistan’s strategic geographical location in the Arabian Sea and its long coastline mean its possible contribution to the missions of China’s navy, particularly under the context of energy need from the Persian Gulf, said Pakistan officials.
Pakistan also has rich experiences in countering illegal activities at sea in order to maintain maritime security, four ships participated in anti-piracy operations, and there has been no act of maritime terrorism in its region in the recent past.
“We can provide facilities, ports, logistics, maintenance among other things (to Chinese navy),” said a Pakistan navy official.
Pakistan hopes to buy more ships from China, UK and France according to its development plan

La Turquie ne s'oppose pas à la coopération Chine-Pakistan, au contraire.. La Turquie s'approche de plus en plus de la Chine, n'oublions pas, qu'on avait développé ensemble plusieurs projets balistiques dans le passé..

Le Pakistan est le seul pays qui a la plus grande importance aux yeux des turcs, un Turquie sans le Pakistan serait utopique, la Turquie soutiendra le Pakistan dans toutes les circonstances et c'est pareil pour les pakistanais envers les turcs..

C'est un pays frère, fraternel, le Pakistan aura toute ça place dans le développement en commun...

La Chine a livré une troisième frégate à la marine pakistanaise

La Chine a livré la troisième frégate du type F-22P à la marine Pakistanaise ce mercredi.
La frégate F-22P est une version améliorée de frégate chinoise du type 053H3 . Les trois premières ont été construites aux chantiers navals Hudong Zhonghua de Shanghai alors que la dernière sera assemblée par the Karachi Shipyard. Selon, la marine pakistanaise la construction de cette dernière se poursuit de manière satisfaisante.
Le contrat a été signé le 4 Avril 2006 avec la conclusion d’un accord pour le financement et le transfert de technologie. Le contrat de $750 million inclut aussi 4 à 6 hélicoptères Harbin Z-9EC de lutte anti sous marine ainsi que les munitions pour les frégates.

Le premier bâtiment, le PNS Zulfiquar, a été transférée le 30 Juillet 2009 et le second, le PNS Shamsheer, le 23 janvier 2010.



L'armement de cette classe reste conventionnel et s’articule autour du missile antinavire C802 qui est sur le marché depuis 1989. Ce missile a une portée de 120 kilomètres dans sa version de base et est comparable au missile Harpoon. Le navire dispose d’un canon de 76.2 mm calibre AK–176M, de deux CIWS de 30mm pour la défense terminale. Au niveau antiaérien, il est equipé de la copie chinoise du crotale, le FM-90N a huit lanceurs. Le bâtiment a une capacité anti-sous marine grâce a des tubes lance torpilles modèle ET-52C et les capteurs associés. Le bâtiment embarque l’hélicoptère Z9EC de lute anti-sous-marine. Cet hélicoptère est spécialement configuré pour la lutte ASM dispose de torpilles. Il peut aussi servir de relais pour le missile antinavire C802 augmentant ainsi sa portée.

La 4eme est en cours de construction au pakistan ... Mais il semblerait que la construction soit légèrement plus lente, car les pakistanais ne maitrisent pas vraiment la fabrication de navire de guerre... C'est un métier pas n'importe qui peut le maitriser du jour au lendemain !

Livraison imminente de la première batterie de missile sol-air Spada 2000 au Pakistan

La Pakistan Air Force (PAF) a commandé en 2007 plusieurs batteries de défense antiaérienne Spada2000 avec un lot de 750 missiles Aspide. La presse annonce que le Pakistan va tester le système de défense au cours de mois juillet 2010. La livraison des dix batteries commandées devrait être achevée avant 2013.

Le système Spada 2000 a été évalué par la PAF en 2006 et a été sélectionné au détriment de plusieurs systèmes concurrents. Il s'agit d'un système de défense sol-air à basse et moyenne altitude avec un radar d'une portée de 60 Km produit par MBDA (autrefois Alenia Marconi Systems).
Il est fortement automatisé et fonctionne en tout temps, de jour comme de nuit. Le système a un temps de réaction extrêmement court et exige très peu d'opérateurs. L'unité peut opérer indépendamment ou peut être intégrée avec des centres de défense aérienne nationaux.
Le Spada 2000 est constitué de modules intégrés dans des shelters. qui fournissent une haute mobilité tactique et stratégique. Le système consiste en centre de détection et deux ou quatre sections de tir, chaque section équipée de deux lance-missiles. Chaque lance-missiles dispose de six Aspide prêts-au tir.

Des essais de tirs vont être réalisés au cours du 2ème semestre 2010. Le système devra ensuite intégré au système de défense de la PAF. L'Aspide 2000 serait crédité d'un taux de succès excédant 97 % sur plus de 600 missiles tirés dans le monde entier. Spada 2000 est en service en Italie et en Espagne et au sein de la force aérienne koweïtienne.

En février 2008, MBDA a lancé la construction d'installations à Karachi pour assurer la maintenance des systèmes pakistanais.

Le Pakistan dispose en terme de défense sol-air plusieurs milliers de systèmes sol air très courte portée. L'armée de terre met en œuvre plus de 2500 ANZA Mk1/Mk2 de conception nationale aux caractéristiques comparables aux SA7. 60 FIM-92A STINGER quelques HN-5A; 230 Mistral et 2000 RBS-7 complètent cet équipement.
L'armée de l'air met en oeuvre plus de 144 Crotale qui seront remplacés par les SPADA 2000 ainsi que des SA-2 Guideline déjà anciens.
Le Pakistan est en discussion avec la Chine pour acquérir la version chinoise haute altitude du système sol-air russe SU-300. Le même que l'Iran n'arrive pas à obtenir de la Russie à la suite de pressions américaines.

Bonjour tout le monde

Je suis nouveau ici donc si je fais pas les choses correctement, merci de me recadrer.

Voila, dans le cadre d'un sport, mon frère c'est procuré un tenue Pakistanaise. Il y avait dessus 3 éléments que nous ne sommes pas parvenu à identifiés.
Avant de poster ici j'ai passé toute la journée d'hier chercher sur google sans trouvé mes infos et 4h de recherches sur votre forum.
