Pakistan to buy German subs, ignore French
KARACHI: In a departure from the past practice of acquiring submarines from France, Pakistan will buy three German Type 214 submarines.
Walter Freitag, the chief executive officer of the HDW, the largest conventional submarine maker in the world, told The News on Tuesday in an exclusive interview at the IDEAS 2008 here that his company had finalised technical specifications with the navy to build three Type 214 submarines in Pakistan.
The commercial contract has been finalised up to 95 per cent, he said, hoping the final contract in this regard will be signed soon. This is the first time that a clear picture of the billion-dollar deal that the Pakistan Navy is expected to sign in coming months has emerged. Earlier, during mid-90s, the navy had selected three French Agosta 90-B submarines, which were in addition to the two acquired earlier. The deal had generated a lot of controversy at that time.
This time French firm Armaris had offered to supply Pakistan three updated single-hulled, diesel-electric submarines all-French version of the Franco-Spanish Scorpene boat equipped with air-independent propulsion, a deal totalling about $1.2 billion.
However, Walter Freitag said he did not see that kind of controversy enveloping this project perceived during the 90s. The Pakistan Navy understands submarines and ours are the best, he said, rejecting claims of competitors that the Greek Navy had rejected Type 214.
In the Hellenic Navys case, a neutral surveyor was appointed, who decided that the submarine was technically OK and ready for commissioning, he said. The HDW CEO said the Type 214 was technologically more advanced than those of competitors. We use higher grade steel material, which allows greater diving depth, he said. Also, we have fuel cell AIPs and can integrate Harpoons with the Type 214.
The first submarine would be delivered to the Pakistan Navy in 64 months after signing of the contract while the rest would be completed successively in 12 months. Walter Freitag stated that they would be using facilities at the Karachi Shipyard for building Type 214 and minimal upgrade would be required. He added that the Type 214 was 100 per cent German and there was no chance of embargo on it in any case.
Meanwhile, authoritative sources told The News that the decision to acquire Type 214 over the French submarine was made not only because the submarine was more advanced than the French Marlin, but also because many countries had deployed the Type 214 submarines, so there would be no issue of spares.
They said Turkey would be acquiring six Type 214s, South Korea had ordered six more in addition to three ordered earlier, Portugal had bought two, besides several bought by the German Navy. As such, supportability for the Type 214 for the next 30-35 years would not be a major concern.

ISLAMABAD: Pakistan on Friday successfully test-fired short range surface-to-surface missile 'Hatf IX' that has a range of 60 kilometres and can cover parts of India.
The test of the missile also called Nasr was conducted with successive launches of four missiles from a state-of-the-art Multi Tube Launcher with Salvo Mode, the military said.
Hatf with in-flight manoeuvre capability is a quick response system, with shoot and scoot attributes. It contributes to the full spectrum deterrence against the prevailing threat spectrum.
Addressing the participants at the launch area, chairman of Joint Chiefs of Staff Committee, General Rashad Mahmood, congratulated the scientists and engineers on achieving yet another milestone towards Pakistan's deterrence capability.
He appreciated the professional attributes of all concerned which made possible the successful launch of the weapon system.
Mahmood showed his full confidence over the Strategic Command and Control System and the capability of Pakistan's armed forces to safeguard the security of the country.
The successful test launch was also warmly appreciated by Pakistan President Mamnoon Hussain and Prime Minister Nawaz Sharif.
The flight test was witnessed by the chairman of Joint Chiefs of Staff Committee, director general Strategic Plans Division, Lieutenant General Zubair Mahmood Hayat, commander Army Strategic Forces Command, Lieutenant General Obaid Ullah Khan and others.

Pakistan Navy successfully test-fires torpedoes, anti-ship guided missiles
KARACHI: Chief of Naval Staff (CNS), Admiral Asif Sandila while expressing his satisfaction over war preparations of the Pakistan Navy, has said that the navy is determined to be all time prepared to deal with any challenges posed to the national security, ARY News reported.
Pakistan Navy conducted fire-power exercises in the North of Arabian Sea on Saturday, in order to check the effectiveness of Navy’s state-of-the-art weaponry and the ability of precisely hitting the targets.
During the exercises, Pakistan Navy fired torpedoes from Agosta 90B Class Submarine and anti-ship guided missiles from Navy’s fast attack missile craft.
The Spokesperson of the Pakistan Navy told that all the weapons successfully hit the targets in today’s exercises.
Naval Chief, Admiral Asif Sandila witnessed the entire process from different fleet units and expressed his satisfaction over the war preparations of the Pakistan Navy.
Moreover, he congratulated the Navy personnel for conducting successful missile tests.

Pakistan requests GRC43M cutters from US
The US Defense Security Cooperation Agency (DSCA) has notified Congress of a potential foreign military sale (FMS) of global response cutters (GRC43M), support and associated equipment to Pakistan.
Under the estimated $350m FMS programme, Pakistan has requested eight GRC43M cutters, in addition to eight outfitted 25mm or 30mm naval gun systems, 32 M2-HB .50 calibre machine guns and 32 7.62mm guns.
The proposed package comprises eight 8m rigid inflatable boats, ballistic / armour protection of critical spaces, command and control equipment, communication equipment, navigation equipment, support equipment, spare and repair parts, tools, and test equipment.
Also included is technical data and publications, personnel training, US Government and contractor engineering, technical and logistics support services, as well as other associated elements of logistics and programme support.
Mainly aimed at improving Pakistan's potential to implement the rule of law over coastal areas, the latest procurement will help protect seaborne energy corridors, disrupt piracy along the north Arabian Sea, and limit the trafficking of narcotics and other illegal goods.
The new vessels will also provide the Pakistan Navy with the potential for medium-to-long endurance coverage of 660 miles of coastline.
WSY in Port Angeles, Washington, US, has been named as the prime contractor for the FMS programme.

Deal to sell MI-35 helicopters 'politically approved': Russian envoy
ISLAMABAD: Russian envoy to Pakistan Alexey Dedov on Wednesday said that the MI-35 helicopter deal with Moscow and Islamabad is "politically approved", Radio Pakistan reported.
In an interview with Radio Pakistan, Dedov said that the Russian Defense Minister Sergey Shoygu will visit Islamabad soon. The report further stated that Alexey Dedov said the deal between Pakistan and Russia will help combat terrorism.
While Dedov said the deal has been "politically approved", further negotiations on details of the political-commercial contract are in progress.
The ambassador also said that Russian Defense Minister Sergey Shoygu has talks with Pakistani counterparts on his agenda, to discuss the sale of defence equipment to Pakistan.
Pakistan’s request for MI-35 helicopters has been on the table since 2009, but Russia had kept the issue pending because of the Indian factor.
India had long been Russia’s ‘exclusive military technical cooperation partner’. However, Moscow has reportedly downgraded that status to ‘preferred partner’ after India diversified its defence procurements and increasingly began relying on Western sources for meeting its hardware requirements. Russia has, meanwhile, reviewed its policy of selling military equipment to Pakistan.
Ambassador Dedov, however, had earlier maintained that there was no ban on selling defence equipment to Pakistan.
MI-35s are multi-purpose military transport helicopters which can be used for combat missions.
The Pakistan government has been saying that it genuinely needed these helicopters for counter-terrorism operations.

A Mirage aircraft of the Pakistan Air Force crashed tonight on the outskirts of Karachi, killing the pilot.
The aircraft was on a routine night operational training mission when it went down in Gadaap area near Karachi, the Pakistan Air Force (PAF) said in a statement.
The pilot of the aircraft Squadron Leader Tanvir Ahmed was killed in the crash, it said.
No loss of civilian life and property has been reported on ground.
A board of inquiry has been ordered by the PAF to determine the cause of accident.
This is the third incident in recent times that a PAF training aircraft has crashed.
A PAF fighter aircraft crashed near Kuchlak, a suburb of Quetta, due to a technical fault last October while in September two pilots were wounded after their MFI-17 Mushshak aircraft crashed near the hills of Ziarat, about 40-kilometres off the Khalid Airbase in Quetta.

PAF wants to buy Chinese stealth aircraft: minister
ISLAMABAD: The Pakistan Air Force (PAF) has expressed interest in procuring fourth generation stealth fighter aircraft FC-31 from China.
Minister for Defence Production Rana Tanveer Hussain told Dawn on Friday the matter was being discussed with Chinese authorities.
It is for the first time that a senior government functionary has confirmed talks with China over purchase of the longer-range stealth aircraft — an issue that has been a subject of speculation in defence circles since the 10th edition of the Zhuhai Air Show (China) held earlier this month, when the aircraft was unveiled.
The Jane’s Defence Weekly had quoted an unnamed Pakistani official as saying that the PAF was holding talks with China for the purchase of 30 to 40 of the Shenyang FC-31 fighter planes and that discussions had gone beyond initial inquiries.
The FC-31 is being developed by China primarily for the export market. Chinese officials claim that several countries have expressed interest in the aircraft believed to be comparable to US F-35 Joint Strike Fighter.
A prototype of the aircraft, designated as J-31, has been flown by the Chinese aircraft research and development firm Shenyang Aviation Company for a couple of years now.
What particularly interests the PAF is that FC-31 prototype (J-31) and JF-17 use the same Russian Klimov RD-93 engines.
Pakistan is increasingly relying on China as a reliable source for its defence procurements.
Mr Hussain said that Pakistan was also interested in Chinese attack helicopter Z-10.
China and Pakistan had earlier co-produced JF-17 Thunder. Pakistan has been eagerly trying to market this fighter aircraft.
“We have nearly confirmed orders from seven countries for JF-17,” Mr Hussain said.
Pakistan, which is at present producing Block-2 of JF-17 at the Pakistan Aeronautical Complex, Kamra, is eyeing orders from countries in the Middle East and Africa.
“The PAF has a requirement of 250 aircraft, but now we have decided that we’ll sell some of the JF-17 Block-2 to international buyers besides fulfilling our local demand,” the minister said.
The minister sounded upbeat about the upcoming four-day defence exhibition IDEAS 2014 beginning in Karachi on Dec 1.
Some 175 companies, including 34 local firms, are participating in the international event this year.
Mr Hussain said a few MoUs and agreements on joint ventures were expected to be signed during the exhibition, but no orders were expected at the event.
“The basic spirit behind the exhibition is to increase interaction with defence industry (officials) of other countries and provide exposure to our own industry,” he said.

ISLAMABAD: A Pakistan Air Force (PAF) Mirage-5 jet crashed in Athara Hazari area situated in Punjab's Jhang district on Monday. The pilot of the aircraft managed to survive the crash.
The fighter jet was on a routine training mission when it met with the crash, according to a spokesperson of the PAF Air Commodore Tariq, who added that the aircraft's pilot remained safe in the incident as he had executed a safe ejection.
"No loss of civilian life and property has been reported on ground," the spokesman told Dawn, adding that a board of inquiry has been ordered by the Air Headquarters in Islamabad to determine the cause of accident.
A PAF Mirage training jet had crashed in Gadap area on the outskirts of Karachi on Nov 21 while it was on a training flight, killing its pilot and squadron leader Tanveer Ahmed.
Earlier in June, three people were killed and eight others injured when a PAF fighter plane had crashed at a bus terminal in Karachi’s Baldia Town area.

KARACHI: The head of Pakistan Aeronautical Complex (PAC) said on Tuesday that 50 home-assembled multi-role JF-17 Thunder fighter jets had been introduced into the Pakistan airforce.
Air Marshal Javed Ahmed, chief of the PAC, said the Pakistan Air Force (PAF) had already received 50 of the home-made aircraft and that the supply of the second block would start this month.
“The five aircraft of the next block would be inducted (into PAF) this year,” Air Marshal Javed Ahmed, told AFP on the sidelines of the International Defence Exhibition And Seminars (Ideas) in Karachi, an arms fair that brings together dealers from all over the world.
“JF-17 is a modern aircraft, it fulfils all the needs of PAF, it is affordable, the cockpit is very user friendly, all beyond visual range attack capabilities as well as stand of deliveries are available at this aircraft, “Ahmed said.
Pakistani ordnance factories have recently been making attempts to develop arms to meet domestic needs, as well as seeking to tap into the export market.
“A lot of international customers from developing countries have shown interest in the aircraft and we are in active negotiations with many countries,” the PAC chief said.

Pakistan interested to buy China’s Z 10 helicopters
ISLAMABAD: Pakistan’s closest friend China is expected to give another gift this year in shape of their famous helicopter Z10.
According to reports, Three Z10 helicopters are expected to be included in Pakistan Army aviation fleet, which will be helpful in cleaning the terrorism in the county.
Pakistan shown interest in purchasing Z10 helicopters, sources said.
The helicopter is capable of targeting the enemy with a range of 3 to 4 kilometers without coming in reader. It is also capable of targeting in the air as well as on ground from air.
With the induction of Z10, Pakistan Army’s capability of targeting the terrorists will increase. Pakistan is already using the helicopters effectively in the war against terrorism.
On the other hand Pakistan is also interested to by Russian’s Mi-30 helicopters as well. This will not only strengthen the defence of the country but also help force to counter-terrorism effectively.

JF-17 Thunder inducted in PAF Combat Commanders School
JF-17 Thunder, the multi-role and all weather fighter aircraft, was formally inducted in the prestigious Combat Commanders’ School (CCS) of Pakistan Air Force (PAF) here on Monday.
The induction of this indigenous war fighting machine will further facilitate advanced combat training of PAF fighter pilots.
Deputy Chief of the Air Staff (Operations), Air Marshal Sohail Aman, was the chief guest on the occasion.
When smoke grey camouflaged Thunders landed at the air base, the jubilant crowd gathered at the occasion welcomed them with a thunderous applause.
The smartly turned out PAF ground crew received the aircraft at the tarmac.
As the fighter pilots stepped out of the cockpits, they were presented bouquets by young children. Later on, the chief guest met the air and ground crew and had a group.
While addressing on the occasion, the Deputy Chief of the Air Staff (Operations) said PAF was fully prepared to meet the external and internal challenges.
He said the role of air power had increased manifold and it had become a weapon of first choice.
In his welcome address, Commander Mushaf Base, Air Commodore Sarfraz Khan said the induction of JF-17 Thunder in CCS would open new vistas of training for PAF pilots.
He said so far 50 JF-17 Thunder aircraft had been commissioned in the PAF.
It may be mentioned here that the induction of JF-17 aircraft in the PAF started in 2007. Today, it is operating two JF-17 squadrons, which are actively engaged in all types of operations.
Induction of JF-17 aircraft in CCS is a major milestone towards self-reliance and enhancement of operational capability.
Jointly co-developed by Pakistan and China, JF-17 Thunder is a light weight all weather multi-role fighter aircraft.
Modern state of the art avionics suite, advance cockpit layout with capability to carry a number of air to air and air to ground/seas weapons makes it a formidable, affordable and dependable fighter aircraft.
Integration of a potent BVR missile further makes it versatile fighter aircraft in today’s air battle arena.

Pakistan successfully tested what it described as the "indigenously developed" Ra'ad air-launched cruise missile (ALCM) on 2 February, according to an Inter-Services Public Relations (ISPR) statement. The 4.85 m-long, nuclear-capable Ra'ad was launched from an undisclosed air platform and was the fifth successful test firing to be announced. All previous tests, the most recent of which was on 31 May 2012, were conducted using an upgraded Dassault Mirage III ROSE aircraft. The 350 km-range missile enables Pakistan to achieve "strategic standoff capability" on land and at sea, the Pakistan Army said. Lieutenant General Zubair Mahmood Hayat, director general of the Strategic Plans Division, described it as a major step towards strengthening Pakistan's full spectrum credible minimum deterrence. This is aimed at achieving strategic stability in the region, he added. The test took place two days after India tested a canister-based version of its nuclear-capable Agni 5 missile, which has a range of 5,000 km.

IHS Jane's Air Launched Weapons describes the Ra'ad (also known as the Hatf 8 or Hatf VIII) as "part of Pakistan's wide-reaching strategic missile development programme that includes short-, medium-, and intermediate-range ballistic missiles and ground-launched cruise missiles". Air Launched Weapons also notes that the Ra'ad bears a resemblance to several proposed South African stand-off weapon projects such as MUPSOW and Torgos, and that Pakistan and South Africa have previously worked together in advanced weapons development. "Kentron (now Denel) has already supplied its Raptor powered glide bomb to the Pakistan Air Force (PAF) and the extension of that relationship to include more advanced weapons would seem to be a logical step," it notes. The first Ra'ad test launch was announced on 25 August 2007. It was conducted over the Rawalpindi test range. Pakistan television footage showed the missile under a Mirage IIIEA ROSE-1 during take-off and in flight. Missile release and engine start were shown, followed by in-flight filming of the missile. It is not known if this test represented the first flight of the weapon, or was simply a point in an ongoing test programme. A second launch was reported in May 2008, a third in April 2011, and the fourth in May 2012.
JF-17 Thunder: Govt to buy jet engines directly from Russia
ISLAMABAD:
Pakistan will directly import engines from Russia to manufacture its JF-17 Thunder fighter jets. The engines were earlier imported via China.
According to sources in ministry of defence production, China has recently issued no objection certificate (NOC) to Pakistan, which was earlier producing the fighter jet as a joint venture with China.
“The Chinese NOC now allows Pakistan to import fighter jet engines from Russia directly,” a source said. “This will not only reduce the cost of production of the fighter jet but will also lead to enhanced defence cooperation between Russia and Pakistan.”
Islamabad and Moscow had recently agreed to boost cooperation in several spheres including that of defence during the recent Russian defence minister’s visit to Pakistan. “This is a significant move since Pakistan had never struck any direct defence deal with Russia,” the sources said.
“Russia was clearly tilted towards India and the new Russian policy towards Pakistan is seen as a coup pulled by the country’s foreign policy.

Pakistan Inducts China-Built Eagle AWACS Into Air Force
Islamabad: Pakistan air force on Thursday inducted the advanced China-built Karakoram Eagle AWACS aircraft, capable of detecting hostile aerial and sea surface targets far before ground-based radars regardless of their height.
Pakistan Air Force (PAF) said the new aircraft were inducted into its premier No 4 Squadron at ceremony held at an operational PAF base in Karachi.
"With the addition of AWACS, Pakistan air defence is now able to look deeper in enemy territory, be it land or sea," the air force said.
The Karakorum Eagle Airborne Warning and Control System (AWACS) can detect aerial as well as sea surface targets at a fairly long distance regardless of their height, it said.
The aircraft maintains link with ground command and control centres to provide comprehensive air picture.
"After an early detection, AWACS can direct own fighter aircraft to intercept or neutralise the emerging threat, well before it can threaten our national assets. AWACS ability of detecting sea targets would also enhance the capabilities of Pakistan Navy," it said.
Prime Minister Nawaz Sharif, who was the chief guest at the induction ceremony, said the PAF has always proved equal to the task even in the most challenging times and has measured up to the expectations of the nation.
He said the fast emerging threat posed by the forces of extremism and militancy is a menace that must be eliminated before it brings any more damage to our progression, social fibre, international image and national security.
"I am happy that PAF has contributed tremendously in the operations against the miscreants and has always remained steadfast in safeguarding national security against any threat be it external or internal," he said.
"The whole nation takes great pride in the significant successes achieved by PAF in the precise targeting of terrorists' hideouts."
Sharif said Pakistan is a peace-loving country, and pursues peaceful relations with international community, especially with neighbours.
"However, we stand determined to safeguard our national interests and uphold our sovereignty against any aggressor," he said.
Air Chief Marshal Tahir Rafique Butt termed the induction a significant moment for the PAF.
"Re-equipping the Squadron with this state-of-the-art aircraft will enable PAF to effectively counter all threats against Pakistan's aerial frontiers and add a new dimension to the National security," he said.
"Induction of Karakoram Eagle AWACS would revolutionise PAF's operational concepts. With its induction, PAF is transforming into a modern versatile and capability based force," Butt said. Story First Published: February 27, 2015 00:17 IS

ils doivent avoir une belle couverture avec tout ca et les Erieye suedois. je me demande aussi s´ils ont encore les P-3 AEW/Hawkeye offerts par les US dont certains detruits..

les américain en avait livré 2 ou 3 p-3 si mes souvenirs sont bons 1 seulement a été brulé pendant l'attentat de karachi

ISLAMABAD — Pakistan test-fired a nuclear-capable ballistic missile on Monday, the military said, less than a week after the first high-level talks with arch-rivals India for nearly a year.
The military said the Shaheen III surface-to-surface missile had a range of 2,750 kilometers (1,700 miles) and can carry nuclear and conventional warheads.
"The test launch, with its impact point in the Arabian Sea, was aimed at validating various design and technical parameters of the weapon system at maximum range," the military said in a statement.
India and Pakistan — which have fought three wars since independence from Britain in 1947 — have routinely carried out missile tests since both demonstrated nuclear weapons capability in 1998.
Pakistan's most recent missile test came last month with the launch of a low-flying, terrain-hugging cruise missile capable of carrying a nuclear warhead.
Indian Foreign Secretary Subrahmanyam Jaishankar visited Islamabad last week for talks with his Pakistani counterpart.
It was the first senior-level dialogue between the nuclear-armed rivals since their prime ministers met in New Delhi last May.
