Le National Audit Office (NAO), l’équivalent britannique de la Cour des Comptes, a indiqué que les nouveaux destroyers Type 45 de la Royal Navy auraient 2 ans de retard. Le budget prévu a été dépassé de 1,5 milliard de £ pour 6 exemplaires. Le NAO a aussi indiqué que les navires prendraient au départ la mer sans leur système de missiles anti-aériens à cause de retard dans la mise au point. Le ministère a indiqué que, après des retards au début du programme, il respectait désormais le calendrier. Les destroyers sont les chevaux de trait de la Royal Navy, protégeant contre des attaques aériennes les bâtiments plus gros comme les porte-avions, et fournissant un appui feu pour les troupes au sol. Ils effectuent aussi un large éventail d’autres missions comme les patrouilles anti-pirates et le secours en cas de catastrophe naturelle. Une flotte vieillissante Le ministère britannique de la défense avait d’abord prévu d’acheter 12 destroyers Type 45, mais ce chiffre avait été réduit à 8 en 2004, puis à seulement 6 l’an dernier. Néanmoins, le NAO indique que le programme, qui devait au départ couter 5 milliards de £, couterait au final près de 6,5 milliards de £ (pour un nombre de bâtiments divisé par 2). Le premier des destroyers, le HMS Daring, qui a été lancé en 2006, ne dispose toujours pas de la totalité de son système de communications. Il ne recevra pas avant 2011 son principal système de missiles anti-aérien, le PAAMS. Celui-ci peut abattre en même temps plusieurs appareils ou missiles ennemis. Il devra aussi attendre jusqu’en 2014 pour être équipé de la capacité de combat en coopération, qui relie ensemble les systèmes de combat et les senseurs de plusieurs navires, améliorant leur capacité à combattre ensemble. Le NAO indique que, en raison de ces retards, la Royal Navy devra conserver plus longtemps ses destroyers Type 42 vieillissants, qui avaient été conçus pour la Guerre Froide et que les Type 45 doivent remplacer.

The United Kingdom requests these capabilities to provide for the safety of its deployed troops in support of overseas contingency operations. This program will ensure the United Kingdom can effectively operate in hazardous areas in a safe, survivable vehicle, and enhance the United Kingdom’s interoperability with U.S. forces. The United Kingdom is a staunch supporter of the U.S. in Iraq and Afghanistan. - New camouflage for British warfighters arrives in Afghanistan
A soldier in Afghanistan wearing the new camouflage pattern. British military personnel in Afghanistan have started wearing uniforms bearing the first new camouflage design in over 40 years. The new Multi-Terrain Pattern (MTP) camouflage was unveiled in December last year and began to be worn by soldiers in Afghanistan in April 2010. It will be issued to all military personnel by 2012. The camouflage is intended to help British troops blend into Afghanistan's varied terrain. It was trialled in laboratory tests and field evaluations to assess overall performance, with pilot trials held before the final testing. This included aerial and scientific photography to provide the right colours and brightness for the new camouflage pattern. Colours were fed into a computer and computer modelling was used to represent the Green Zone, deserts and mixed environments in Afghanistan. A number of camouflage samples were then generated based on the colours found in Afghanistan and via the computer modelling trials.
The new MTP camouflage will work across different terrains in Helmand province, such as compounds, grassland, crops and woodland - all the areas our troops encounter on patrol.
Members of the Royal Dragoon Guards are among the first to be issued with the new pattern.
Sergeant Luke Cunningham said: "I was in Afghanistan in 2008 and so I have worn both Combat 95 and Multi-Terrain Pattern camouflage on operations.
"The new camo is definitely better for the conditions we face in the Green Zone of Helmand. It's more comfortable and it is superior in terms of the operations we're undertaking."
It is the first time since 1968 that the British Armed Forces have changed the camouflage pattern.
Colonel Stephen James, Project Team Leader for the Defence Equipment and Support Clothing Team, who was responsible for delivering the new pattern, said:
"We have presented the new designs to the US Department of Defense and, following our recommendations, the US Army are about to adopt the same technology for their uniform in Afghanistan."
Samples of the MTP camouflage were tested in the UK, Cyprus, Kenya and Afghanistan by the Infantry Trials Unit.
The new uniform is part of the MOD's ongoing programme of work to provide the best possible equipment and support to the front line. defpro | |

The UK Royal Air Force will send its remaining British Aerospace Nimrod R1 signals intelligence aircraft to Afghanistan later this year. The mission will be the type's last major deployment before its retirement in March 2011.
"Nimrod R1 SIGINT platforms belonging to 51 Sqn will deploy soon to contribute to coalition operations in Afghanistan," says Air Cdre "Flash" Gordon, air officer the RAF's intelligence, surveillance, target acquisition and reconnaissance component.
"The deployment is expected to last until the platform retirement in March 2011," he told Shephard's electronic warfare conference in Berlin earlier this month.
Currently equipped with two aircraft at RAF Waddington in Lincolnshire, the RAF's Nimrod R1 component has recently received unspecified upgrades, including to the type's communications intelligence suite, Gordon says. A third R1 was retired from service in October 2009.
The UK Ministry of Defence recently confirmed plans to replace its Nimrod R1s with three Boeing 707-based RC-135 Rivet Joint platforms. These will be equipped with the same mission suite employed by US Air Force, ensuring continuous and common equipment upgrades.
The UK's first Rivet Joint will be inducted into service in 2014. In the meantime, RAF crews are to be trained on USAF aircraft as part of a co-manning initiative.
In addition to the Nimrod R1 capability, the RAF has deployed several other ISTAR assets into the Afghan theatre of operations.
These include General Atomics MQ-9 Reaper remotely piloted aircraft, Raytheon Systems Sentinel R1 airborne ground surveillance aircraft and the Beechcraft King Air 350ER-based Shadow R1. The service also flies Goodrich Raptor reconnaissance pod-equipped Panavia Tornado GR4s from Kandahar airfield. _________________ | |

New British Army Lynx helicopters boost air support in Afghanistan
Upgraded Army Lynx Mk9A helicopters have arrived for use in Afghanistan after being shipped from the UK, and are already being put to good use. The Lynx Mk9As, with their increased fire power, more powerful engines, and the ability to operate all year in the harsh ‘hot and high’ Afghan environment, have increased the total number of flying hours available to commanders. The stripped-down helicopters were transported by C-17 Globemaster aircraft from RAF Brize Norton to Camp Bastion in Afghanistan. There, the rotor blades were fitted and familiarisation flights took place before operational sorties began in earnest earlier this month. The Lynx Mk9A is fitted with a more advanced communication system, improved surveillance equipment and the M3M machine gun – a 0.50-calibre weapon capable of firing over 850 rounds per minute. The new helicopters are already performing a wide range of front line tasks, including convoy overwatch, support helicopter escort, reconnaissance and surveillance, and the movement of forces.

Le HMS Sceptre, dernier sous-marin nucléaire d'attaque du type Swiftsure, est rentré pour la dernière fois, le 26 mai, à sa base de Faslane, en Ecosse. A l'issue d'un ultime déploiement de 8 mois, débuté en octobre 2009 et qui l'a conduit au Portugal, en Afrique du sud, aux Emirats Arabes Unis et en Turquie (soit 31.000 milles), le bâtiment va être désarmé. « C'est un triste jour pour la communauté des sous-mariniers car le HMS Sceptre, dernier sous-marin de la classe Swiftsure, est rentré à la maison pour la dernière fois. Mais nous avons terminé en beauté en menant à bien un déploiement long et exigeant, contribuant à la sécurité et la prospérité du Royaume-Uni. Mon équipage a été digne de la réputation des Swiftsure et le HMS Sceptre a prouvé combien les sous-marins de cette classe, qui ont commencé leur vie pendant la guerre froide, se sont adaptés aux besoins d'aujourd'hui », a expliqué à son arrivée à Faslane le commandant du bâtiment, Steve Waller. Construit aux chantiers de Barrow-in-Furness, le HMS Sceptre a été admis au service actif en 1978. Long de 82.9 mètres pour un déplacement de 4900 tonnes en plongée, il pouvait mettre en oeuvre 25 armes (torpilles Spearfish, et missiles de croisière Tomahawk) via 5 tubes de 533mm. Armé par un équipage de 126 hommes, dont 13 officiers, il pouvait atteindre la vitesse de 30 noeuds en plongée. Six SNA de ce type ont été construits. La tête de série, le HMS Swiftsure, a été désarmé en 1991 suite à des problèmes de fissures sur le réacteur. Les autres ont été retirés du service en 2003 (HMS Spendid), 2006 (HMS Spartan et HMS Sovereign) et 2008 (HMS Superb). La flotte de sous-marins nucléaires d'attaque de la marine britannique repose aujourd'hui sur les 7 bâtiments du type Trafalgar, mis en service entre 1983 et 1991. Mais le HMS Trafalgar doit être prochainement désarmé. La succession est assurée par les nouveaux SNA du type Asture dont la tête de série est actuellement en essais. M&M La Royale a presque le même nombre de SNA que la RN, de jamais vu depuis 45, si on considère que le Trafalgar va peut être partir avant l'ASA de l'Astute ils seront à parité sur les SNA ... Inconcevable il y a encore 15 ans !!! Comme quoi une Marine est un outil bcp plus facile à perdre qu'à construire... et encor ... !! c'est l'occasion pour moi de rappeler une chose, c'est pas vraiment en escortant leur GAN que les anglais ont usé leur SNA, mais à l'époque de la guerre froide ils (les Swiftsure notamment, réputés pour leur silence -à l'époque) ont beaucoup, beaucoup navigé sous le nez des soviets là haut dans le Nord _________________ | |

- Royal Navy Deploys Frigate to Gulf
The UK Royal Navy has deployed guided-missile frigate HMS Somerset on a six-month tour to the Gulf to provide security for Iraqi offshore oil infrastructure. During the deployment, the Type 23 frigate will support Operation Active Endeavour in the Mediterranean, providing reassurance and reinforcing freedom of navigation and also conduct anti-piracy operations off the Horn of Africa. The frigate will also take part in several multinational naval exercises in a bid to support UK strategic interests in the Middle East. The vessel recently completed its operational sea training including successful missile firings of its Seawolf point defence missile system. HMS Dauntless, the second of the Royal Navy's new, formidable Type 45 destroyers, was formally commissioned into the fleet today, Thursday 3 June 2010.
Hundreds of guests including families of the 190-strong ship's company attended the colourful 'christening' ceremony at Portsmouth Naval Base.
Principal guests were Lady Mary Burnell-Nugent, the ship's sponsor who launched the ship at BAE Systems' Govan shipyard in Glasgow in January 2007, the First Sea Lord, Admiral Sir Mark Stanhope, and Commander-in-Chief Fleet, Admiral Sir Trevor Soar.
The ceremony was conducted by the Venerable John Green, Chaplain of the Fleet.
Lady Burnell-Nugent inspected some of the crew on parade and also the Collingwood Royal Marines Band which provided musical accompaniment for the hour-long ceremony.
HMS Dauntless' Commanding Officer, Captain Richard Powell, read out the Commissioning Warrant and the ceremony was rounded off in traditional Royal Navy fashion with the cutting of a commissioning cake.
Performing the honour were the Commanding Officers's wife, Carolyn, and Engineering Technician Robert Clough, aged 17, who is the youngest member of the ship's company.
Captain Powell said today was a proud moment for all on board HMS Dauntless:
"The Type 45 destroyer represents the cutting-edge of air defence and propulsion technology and reflects the excellence of British manufacturing expertise delivering real operational capability.
"The ship is able to deal not only with today's threats but most importantly tomorrow's and will be a key element of the 21st century Royal Navy."
HMS Dauntless is the second of six Type 45 destroyers being built for the Royal Navy. All will be based in Portsmouth.
The first, HMS Daring, was commissioned last July and the third, Diamond, will make her first entry into Portsmouth by the end of the year. All six are scheduled to be in service by the middle of the decade.
The Type 45 destroyer is the largest and most powerful air defence destroyer ever built for the Royal Navy. It will provide UK Defence with a world-class military capability.
The prime role of the Type 45 destroyer will be air defence: protecting UK national and allied/coalition forces against enemy aircraft and missiles. It will carry the UK variant of the world-leading Principal Anti-Air Missile System (PAAMS) including the UK-designed Sampson multi-function radar.
This system, which has been named Sea Viper by the Royal Navy, will set new standards in air defence, capable of defending the Type 45 and ships in its company from multiple attacks from even the most sophisticated anti-ship missiles and aircraft.
In addition to its world-class air defence capability, one of the Type 45s greatest assets is its versatility. The Type 45 will be able to act as a base platform for a deployable headquarters, from where operations can be commanded. This will result in an improvement in our expeditionary capability.
The Type 45 will also be able to embark up to 60 troops (over and above its own complement) and their equipment, and support them with a modern medical facility that can deliver surgical capability.
The Type 45 also has a large flight deck that can accommodate helicopters up to and including the size of a Chinook. The ship can also take up to 700 people if necessary to support a civilian evacuation from war zones or natural disasters.
The Type 45 is not only a world class anti-air warfare destroyer. - ITT receives $53 million order from the United Kingdom for night vision goggles
ROANOKE, Va., June, 18, 2010—ITT Corporation (NYSE:ITT) has received a $53 million order from the United Kingdom Ministry of Defence (MoD) for head-mounted night vision systems (HMNVS) that provide ground-based soldiers with superior performance during nighttime operations. To date, this is ITT’s largest order from the United Kingdom for night vision systems. The deliveries of the HMNVS will take place over the customer’s next five fiscal years.
“This recent order from the United Kingdom Ministry of Defence shows the high degree of confidence the customer has in ITT and our ability to deliver Generation 3 night vision technology,” said Bruce A. ITT has supported the UK MoD’s HMNVS program since 2003 by providing these battle-ready systems. In addition to the new systems produced at ITT’s facility in Roanoke, Virginia, ITT Defence Ltd. in Basingstoke, U.K. has also provided in-country, logistics support to the growing fleet of HMNVS since 2005. They have converted nearly 2,000 HMNVS from dual-battery to single-battery configuration and provide expedited repair to any systems requiring maintenance before, during or after deployment.
In addition to the faster repairs, ITT has increased its manufacturing capacity to meet the requirements of the international market. The expanded capacity has enabled ITT to deliver night vision technology to U.S. allies and coalition forces within 120 days after receiving an approved export license from the U.S. Department of State.
The HMNVS is the MoD’s variant of the AN/PVS-14, the ITT supplied night vision goggles that are commonly used by the U.S. military and homeland security agencies. The AN/PVS-14 is a lightweight, single-battery monocular goggle equipped with ITT’s Generation (Gen) 3 night vision technology, the most advanced night vision in the field today. ITT’s Gen 3 goggles provide the clearest, sharpest image available for soldiers performing nighttime operations, giving them the advantage on the battlefield. The UK Ministry of Defence has awarded a £45m contract to the Supacat–Babcock industry alliance for over 140 further Jackal weapons-mounted 4x4 patrol vehicles to support operations in Afghanistan. The new order will bring the total number of Jackal vehicles in service with the UK Armed Forces to over 400, in 3 configurations; Jackal 1, Jackal 2 and this latest improved variant, Jackal 2a.
Production of the Jackal 2a vehicle uplift commenced in February 2010, immediately following on from final delivery of a UOR contract placed with the Supacat–Babcock alliance in April 2009 for approximately 120 Jackal 2 and more than 70 new 6x6 ‘Coyote’ Tactical Support Vehicle (Light) (TSV(L)). This contract has been completed successfully to a high quality standard and on time.
The upgraded Jackal 2a is an enhanced version of the successful Jackal 2 with the design changes driven by direct operational feedback. The primary change is the introduction of a new cab design with integrated mine blast protection which simplifies production and improves the performance over that offered by the previous system fitted to Jackal 2.
Dubbed `Jackal` by UK Armed Forces, it has proved its supreme versatility as a weapons-mounted light patrol vehicle in Afghanistan, combining speed and maneovrability with unparalleled cross-country performance over the region’s harsh terrain.
Supacat and Babcock formed an industry alliance to ensure UK Armed Forces receive the best equipment in the shortest possible timescale. Supacat is prime contractor and as the design authority is responsible for design, development, prototyping, integration and overall programme management. Babcock is responsible for detailed production planning, purchasing and manufacture at their Devonport facility.
