Elbit Systems has received a contract to supply advanced helmet-mounted display systems for the South Korean army's Korean Utility Helicopter (KUH) programme.
Under the deal, Elbit will supply prime contractor Korea Aerospace Industries with equipment for its ongoing development effort, which is expected to lead to the manufacture of up to 250 tactical transport helicopters. The Israeli company's initial contract covers those development aircraft due to be delivered in 2009-10, but it believes the agreement could lead to follow-on orders to equip the entire KUH fleet and additional military rotorcraft.
"We believe this selection will lead to further head-up display projects in South Korea and worldwide," says Yoram Shmuely, co-general manager of Elbit's Aerospace Division.
Elbit says its helmet-mounted display systems enable helicopter pilots to fly with their "head out of the cockpit", boosting situational awareness and safety by projecting essential flight data, plus navigation waypoints and threat data into their line of sight.

Boeing delivers first Peace Eye 737 AEW&C to South Korea
ROKAF BASE GIMHAE, South Korea, Sept. 21, 2011 -- A team led by Boeing [NYSE: BA] today delivered the first Peace Eye 737 Airborne Early Warning and Control (AEW&C) aircraft to the Republic of Korea Air Force (ROKAF).
The aircraft was delivered during a ceremony attended by officials from the ROKAF, the Defense Acquisition Program Administration (DAPA), the South Korean and U.S. governments, industry partners and Boeing at ROKAF Base Gimhae, the main operating base for the Peace Eye fleet.
"Peace Eye increases South Korea's self-defense capacity with powerful airborne-surveillance and battle-management capabilities that will help enhance the security of the Korean peninsula," said Randy Price, Peace Eye program manager for Boeing. "Working closely with the ROKAF, DAPA, the U.S. government and our Korean industry partners was key to making today's milestone a reality."
Three additional Peace Eye aircraft are being modified by Korean Aerospace Industries in Sacheon, Korea, and will be delivered to the ROKAF in 2012.
The Peace Eye program includes four 737 AEW&C aircraft plus ground support segments for mission crew training, mission support and system maintenance. 737 AEW&C aircraft also are in production for the governments of Australia and Turkey.
Based on the Boeing Next-Generation 737-700 commercial airplane, the 737 AEW&C aircraft is designed to provide airborne battle-management capability with an advanced multirole electronically scanned radar and 10 state-of-the-art mission crew consoles that are able to track airborne and maritime targets simultaneously. The mission crew can direct offensive and defensive forces while maintaining continuous surveillance of the operational area.

En parlant de la Corée du Sud, il faut savoir que leur DCA moyen Portée est composé de plusieurs batteries HAWK XXI utilisant le missile MIM23K ( une version développée au début des années 90 pour faire de l'Anti-Missiles-Balistiqes, 45Km de portée et une altitude de 20Km ) ... ces Batteries intégrent aussi le Sentinel.

Seoul seeks own missile defense system
Preliminary study on missile shield system to be completed by year-end
The South Korean military is seeking to develop its own version of the Patriot missile system, which is capable of intercepting North Korean ballistic missiles and fighter jets, multiple sources said Friday.
It is pushing to build the envisioned long-range surface-to-air missile with an operational range about twice that of the U.S.-made Patriot Advanced Capability-3, they said. PAC-3 has a maximum range of around 70 kilometers.
The move comes as North Korea has been continuing its development of missile and nuclear capabilities, which have posed a threat not only to neighboring countries such as South Korea and Japan, but also to the U.S.
The state-run Defense Agency for Technology and Quality will finish its preliminary research on the new weaponry by the end of this year, they said.
The military plans to set up its basic development strategy by January or February next year and begin the “exploratory development” process to check the feasibility before development of the weaponry begins, the sources said.
The envisioned project to produce some 10 such missiles is expected to cost around 970 billion won ($812 million).
The military is seeking to make the new missile capable of intercepting enemy aircraft flying at altitudes of higher than 60 kilometers. Its range is expected to be four times longer than the PAC-2 missiles and indigenous Cheolmae-II intermediate-range missiles, all of which have been run by the South Korean military.
The military plans to establish a three-tier aerial defense system with the envisioned missile covering high-altitude hostile targets and the PAC-2 and Cheolmae-II missiles handling the mid-altitude missiles.
“The development of the missile was included in the 2009 basic defense reform plan and a decision on that was made in April last year. I understand that it is designed to protect key national institutions and military facilities in the central and southern parts of the country,” a source said, declining to be named.
U.S. officials have repeatedly expressed concerns over the reclusive state’s development of warheads and delivery systems for them.
Earlier this year, then U.S. Defense Secretary Robert Gates said North Korea with its continuing development of missiles and nuclear technologies is becoming a “direct” threat to the U.S.
The longest-range North Korean ballistic missile, which has been deployed since 2007, is the Musudan missile with a range of 3,000-4,000 kilometers. This missile, in theory, brings Guam, a key U.S. strategic base in the Asia-Pacific region, within its range.
The longest-range North Korean missile under development is the Taepodong-2 missile, presumed to have a range of more than 6,700 kilometers, far enough to hit parts of Alaska, but still incapable of reaching the U.S. mainland.

Leak of military documents
The South Korean Air Force has lost secret documents containing its responses in the event of all-our war between the two Koreas. Air Force Chief of Staff Park Jong-heon said Friday at the parliamentary inspection of the government by the National Assembly`s National Defense Committee, “Documents on Operation Plan 3600 and Operation Order 2500 were lost during the Ulchi Freedom Guardian drill in August.” Operation Plan 3600 is a second-grade military secret containing plans of the Air Force’s wartime support and defense of bases. Operation Order 2500 is a third-grade secret about peacetime drills by the Air Force.
If the documents fall into North Korea’s hands, the Stalinist country will have full knowledge of the South Korean Air Force’s responses in times of war. To prevent this from happening, more than 10 wartime operational scenarios under which the South Korean Air Force is operating should be scrapped and new scenarios should be drawn up. To do this, a considerable amount of money and time are needed. It is also not easy to devise new scenarios that are better than existing ones.
The response to the leak of the documents is also regrettable. Though two months have passed since they were lost, the Air Force has yet to confirm if the documents were leaked or destroyed in the process of destruction of Ulchi Freedom Guardian-related documents. Destruction of secret documents needs clear reasons such as the expiration of a preservation term and double or triple signatures by those in charge of destruction. If the Air Force failed to find such reasons and signatures, it should have concluded that the documents were leaked and begun tracing them. Seoul should look into whether the Air Force is refusing to give a full explanation on the loss of the secret documents to avoid punishment.
Leaks of military secrets have been too frequent. Former Air Force Chief of Staff Kim Sang-tae is on trial for allegedly leaking second and third-grade military secrets on the buildup of Air Force capability and their sale to the American military contractor Lockheed Martin. In July, an Army general was indicted for transferring part of Operational Plan 5027, a second-grade military secret, to a North Korean spy. Security awareness of military secrets has weakened throughout South Korea`s armed forces.
The South Korean Defense Ministry must get to the bottom of the matter and harshly punish those responsible to prevent a repeat. North Korea is eager to withdraw secret information on the South by mobilizing all methods, such as infiltration of spies and computer hacking. The South Korean military should be thoroughly prepared for security breaches. The protection of military secrets is a prerequisite for victory in battle.

European consortium of Typhoon fighter jet offers technology transfer to S. Korea
MUNICH/MADRID (Yonhap) -- With Korea scheduled to select the winner of its project for 60 new fighter jets next fall, the European consortium of Eurofighter Typhoon aircraft has offered to fully share its technology with its South Korean partners.
Germany, Spain, Italy and Britain are partners in the development and production of the Typhoon, with their consortium of Cassidian, a subsidiary of the European Aeronautic Defense and Space Company (EADS), in charge. Cassidian officials told a group of visiting South Korean journalists, first in Munich and later in Madrid, that their company is committed to transfer their technology to South Korea, if Typhoon beats out its rivals in October next year.
"We think we can provide also a huge technology transfer package," said Mariano Barrena, vice president of Cassidian Air Systems, a business unit of Cassidian, in Madrid. He also serves as head of the Eurofighter's bid in South Korea.
He was addressing reporters after a tour of the final assembly line in Spain on Oct. 13. Each of the four nations operates its own final assembly hangar, as the Typhoon is made from parts produced by different companies in the four partner countries.
Britain's BAE Systems makes the front fuselage, canopy and tail fin; Alenia Aeronautica in Italy puts together the left wing and rear fuselage; EADS CASA in Spain builds the right wing and leading edge slats; finally, Premium AEROTEC in Germany makes the main center fuselage.
Barrena stressed Spain's three partners will not object to the sharing of their technology.
"When we approach potential export customers, we have a prior agreement on whatever we do," the official said. "We talk the same language. There's no possibility of trouble on the transfer of technology."
In its second bid for the South Korean market, Typhoon is competing with three other fighter models: the F-15SE Silent Eagle by Boeing, F-35 Lightning II by Lockheed Martin and T-50 PAK-FA by Russian firm Sukhoi. Boeing's bid won Seoul's earlier project to acquire fighter aircraft.
This year, experts see the bid as essentially a three-horse race among the Typhoon, F-15SE and F-35 Lightning II. Austria, Britain, Germany, Italy, Saudi Arabia and Spain are currently operating the Typhoon at 16 air bases.
According to the Defense Acquisition Program Administration in Seoul, the project to acquire 60 fifth-generation stealth fighters is worth 8.29 trillion won (US$7.2 billion).
Marco Valerio Bonelli, head of public relations and communications for Eurofighter, called the company's stance a "no black box" approach, saying there would be "no restriction on access to information on technology."
Cassidian made a similar offer to the Indian Air Force in July this year. Peter Maute, senior vice president of Cassidian handling portfolio management and sales, made that proposal to Indian journalists then.
Last week, he repeated the pitch to South Korea in Munich, saying the offer will help reduce development costs in South Korea.
"We're willing to support Korea to achieve self-reliance," Maute said. "One of our strong efforts (in the bid) is that we're willing to offer to Korea to participate in technology not just in the Eurofighter program but also for use in indigenous development."
The three front runners come with varying degrees of capabilities. The F-35 Lightning II and F-15SE, both more recent models than the Typhoon, are equipped with sophisticated stealth features. The Typhoon is seen as lagging behind the two in stealth characteristics, but officials claimed it can more than compensate with its versatility and proven operational track record in battlefields.
"The Eurofighter Typhoon is the most advanced, multirole fighter in the market today," Bonelli said during a presentation in Munich. "It's an aircraft that can do air-to-air operations with superiority and air-to-ground operations with total accuracy. We offer a total flexibility and interoperability with all U.S. and South Korean aircraft."
Maute said Typhoons have accumulated more than 125,000 hours in operations, most recently in Libya.
As for stealth capabilities, Eurofighter officials suggested they might be overrated. Lars Jorgensen, manager of market research and business development for Eurofighter, said non-stealth attack aircraft have proven to work as well as stealth jets under similar conditions. He said stealth fighters often require a lot of help from support assets, in the form of other, expensive fighters.
"The Typhoon is a balanced solution," Jorgensen said in Munich, listing off the Typhoon's other strengths, such as its ability to fight electronic warfare and carry a heavy load of weapons as well as its latest communications devices.
"Stealth might work with a lot of help, but (it leads to) a lot of losses," Jorgensen added.
The Typhoon lost to Boeing's F-15K in South Korea's acquisition project in 2002. Eurofighter officials said their aircraft has gained more combat experience since and that they have a chance to win the bid this time.
"We're very willing and highly motivated to enter the Korean market," Maute said. "We're offering a very good product to Korea."

Eurocopter aims for S. Korean contracts
SEOUL, Oct. 20 (UPI) -- Eurocopter is planning to offer two defense aircraft platforms to South Korea in response to possible requests for proposals.
The company, which has headquarters in France, said the aircraft would be the Panther platform for the Light Attack Helicopter program and the Tiger for the Heavy Attack Helicopter program.
The two formal Requests for Proposal are expected to be issued by Seoul next year.
"These programs represent a key part of our long-term strategy in South Korea," said Eurocopter President and Chief Executive Officer Lutz Bertling.
"For the LAH program, we will once again support Korea Aerospace Industries in the competition, ensuring the continued development of the country's aerospace industry and defense capability.
"As for the AH-X program, the Tiger's modern state-of-the-art technology is undisputed and it has certainly proven its operational capability and reliability in Afghanistan and Libya, making it the best helicopter to meet (South Korea's) requirements."
In supporting KAI in the light attack helicopters program, Eurocopter is proposing the Panther, the military variant of Eurocopter's Dauphin, as the baseline platform for LAH development. The LAH program calls for a light aircraft in the 4.5 metric ton class with a seating capacity of six-to-eight.
With more than 1,000 Dauphin/Panther aircraft produced, it is a no-risk platform which, in its latest evolution, has the most modern avionics, engines and systems to give outstanding battle-winning performance, Eurocopter said. It is a high-speed, maneuverable, discreet and powerful asset.
Developed to South Korean military requirements by KAI, the Panther will give world-beating performance in a proven airframe with worldwide support, the company said.
Tiger is the ideal aircraft for South Korea's heavy attack helicopter requirement. It is a multi-role combat helicopter with a record of outstanding operations in close combat attack missions and as escort for utility and assault helicopters.
Eurocopter described the Tiger as "a modern, combat proven system offering unmatched performance, effectiveness, availability and support."
"Tiger has now set the standards against which all other heavy attack helicopters are measured," it said.
With 75 helicopters delivered to customers as of Aug. 31, the Tiger fleet has clocked around 30,000 flight hours.
Three Tigers have been continuously deployed by the French army in Afghanistan since July 2009 and users' feedback has been excellent, both regarding performance and maintainability.
The Tiger showed a very high level of availability (more than 90 percent) and has logged approximately 2,100 flight hours, out of which 25 percent were performed at night.
