Elbit Systems has received a contract to supply advanced helmet-mounted display systems for the South Korean army's Korean Utility Helicopter (KUH) programme.
Under the deal, Elbit will supply prime contractor Korea Aerospace Industries with equipment for its ongoing development effort, which is expected to lead to the manufacture of up to 250 tactical transport helicopters. The Israeli company's initial contract covers those development aircraft due to be delivered in 2009-10, but it believes the agreement could lead to follow-on orders to equip the entire KUH fleet and additional military rotorcraft.
"We believe this selection will lead to further head-up display projects in South Korea and worldwide," says Yoram Shmuely, co-general manager of Elbit's Aerospace Division.
Elbit says its helmet-mounted display systems enable helicopter pilots to fly with their "head out of the cockpit", boosting situational awareness and safety by projecting essential flight data, plus navigation waypoints and threat data into their line of sight.

Boeing to test F-15SE fighter jet for South Korea
Boeing is scheduled to conduct a series of ground, wind-tunnel and flight tests on new F-15 Silent Eagle (F-15SE) systems as part of South Korea's F-X III contract.
Boeing vice-president for sales Howard Berry said that the wind-tunnel tests on a scale model of the F-15SE will start in March or April. The model used will include weapons bays to assess the aerodynamic performance from various angles for the Silent Eagle's proposed canted vertical tails.
The weapon bays are the modified conformal fuel tanks, which allow the F-15 to store weapons internally and lower the aircraft's radar profile; the bays themselves have already undergone testing, as reported by Flightglobal.
Other key elements of the F-15SE include radar cross-section (RCS) reductions, aerodynamic improvements, as well as advanced avionics enhancements.
It is fitted with advanced cockpit systems, a digital electronic warfare system and sensors. Flight testing will be carried out in the fourth quarter of 2012 or early 2013, Berry added.
The Silent Eagle was originally designed with tails canted at 15º as a stealth technique, enabling the aircraft to bank up to 15º on either side, without presenting a 90º angle to airborne radars and also to improve the aerodynamic performance of the aircraft.
Scheduled tests are aimed to prepare the Silent Eagle to be ready for operations with South Korea from 2016. The nation is likely to release a request for proposals for the F-X III requirements following a contract, which will be awarded in October 2012 for up to 62 aircraft.
The Boeing-built F-15E dual-role fighter is the latest version of the Eagle, a Mach 2.5-class twin-engine fighter. Currently, more than 1,500 F-15s are in service with the US, Israel, Japan and Saudi Arabia, including more than 220 F-15E fighters.
The fifth-generation combat aircraft, if selected against Eurofighter Typhoon and the Lockheed Martin F-35, will replace the aging South Korean Air Force fighter jet fleet.

Boeing Awarded Performance Based Logistics Contract for Sustainment of Korea F-15Ks
ST. LOUIS, Feb. 23, 2012 -- The Boeing Company [NYSE: BA] has received a Performance Based Logistics (PBL) contract from the Republic of Korea's Defense Acquisition Program Administration (DAPA) to ensure the long-term, affordable sustainment of the Republic of Korea Air Force (ROKAF) fleet of F-15K fighter jets. The five-year contract, valued at approximately US$300 million, also brings new opportunities to local industry. Hyundai Glovis will provide in-country logistics handling and supply chain distribution activities.
"Boeing is pleased to continue supporting the ROKAF F-15 fleet, which already has achieved some of the best mission-capability rates of any air force operating the F-15, and those rates have continuously improved since the aircraft's introduction to the ROKAF," said Jim O'Neill, vice president and general manager, Boeing Integrated Logistics. "A PBL approach will ensure the F-15K remains operationally ready to protect the Republic of Korea for years to come by keeping mission-essential parts available when needed to meet the ROKAF's F-15K Mission Capability needs, while managing overall life-cycle cost and providing new opportunities for Korean industry."
Boeing will perform the work using its proven integrated logistics model, which combines supply chain forecasting; coordinated procurement of production and spare parts to benefit from economies of scale; rigorous supplier contracting, quality and risk-management practices; and more efficient delivery processes, as well as collaboration with customer maintenance depots and local industry.
"Hyundai Glovis brings its expertise in logistics handling and distribution to Boeing's long-term PBL solution, helping ensure the ROKAF has the right parts at the right place at the right time," said Brian Kim, vice president, Boeing Defense, Space & Security Business Development for Korea.
PBL is an alternative to the traditional transactional approach to purchasing supply and maintenance support for defense programs. With PBLs, customers buy agreed-to outcomes -- for example, a set mission-readiness rate -- versus purchasing spare parts on a transactional basis. PBLs can be tailored to meet the customer’s needs, from supply of spares and repairs to management of complex systems or full operational fleet support. State-owned aircraft maker PT Dirgantara Indonesia (PT DI) will on Friday deliver its fourth CN 235 plane ordered by Korea Coast Guard.
The maritime patrol aircraft will be officially handed over at PT DI’s hangar in Bandung, West Java.
The plane will be flown to South Korea by pilot Cap. Adi Budi Atmoko and co-pilot Capt. Ester Gayatri Saleh.
The US$94.5 million fleet purchase contract was signed in 2008 in Seoul. The first two aircraft were delivered in May 2011, while the third plane was dispatched last December.
South Korea operates eight CN 235s, six of which are for military purposes. The other two are used for VIP flights. (fzm/swd)

Korean Air delivers rewired F-15 fighter
Korean Air on Tuesday made its first delivery of a rewired U.S. fighter plane from its Busan Tech Center under a $400 million order it won from the U.S. Air Force last September.
Under the deal, Korean Air will work on 60 F-15 fighters stationed in the Pacific region by 2016, replacing their tail wings and re-wiring them in line with the U.S. military’s project to improve its combat strength. Korean Air will also carry out maintenance work.
The airliner said it replaced some 15,000 Kepton wires used in the F-15 with more elastic Teflon wires and ran tests to make sure all systems work perfectly.

U.S. Department of Defense officials in charge of the contract management and the F-15 operating troops attended the delivery ceremony on Tuesday at the Busan Tech Center.
Korean Air, which provides the only a consolidated maintenance depot for military aircraft in the Asia Pacific region, has repaired some 530 F-15 fighter jets belonging to the U.S. Army, Air Force and Navy since 1983.
Starting with the production of military aircraft such as the F-5 E/F, 500MD and Uh-60 helicopters, Korean Air has accumulated technologies for the production of helicopters and unmanned aircraft since 1976.
The company has expanded to the production of commercial aircraft components since 1986 and has supplied airplane bodies and wings to global aircraft manufacturers such as Airbus and Boeing.

15:09 GMT, April 3, 2012 DAEGU AIR BASE, Republic of Korea | Boeing delivered the final two F-15K Slam Eagles to the Republic of Korea Air Force (ROKAF) on April 2 at Daegu Air Base. All ROKAF F-15Ks were delivered on cost and on schedule.
"Boeing is proud to have worked with the ROKAF to ensure that their F-15Ks included all the capability and power necessary to defend their homeland through 2040 and beyond," said Roger Besancenez, F-15 Program vice president for Boeing.
Boeing will continue to support the ROKAF fleet through the long-term, affordable Performance Based Logistics (PBL) sustainment contract the company received from the Republic of Korea’s Defense Acquisition Program Administration in February.
The five-year PBL contract brings new opportunities to local industry, beginning with Hyundai Glovis, which is providing in-country logistics handling and supply chain distribution activities. Those opportunities continue a strong history of contributions to the F-15, including:
• Doosan DST: embedded GPS inertial navigation system • Hanwha: hydraulic and flight control actuators • Huneed Technologies: wire harnesses • Korea Aerospace Industries: wings and forward fuselage • LIG Nex 1: networking and avionics technology • Samsung Thales: electronic countermeasure and radar warning receiver components • WIA: landing gear components.
Additionally, companies such as Korean Airlines Aerospace Division have benefited indirectly through competitive work placement opportunities and other projects identified through Boeing offset programs.
"The F-15 program is a hallmark of the productive partnership that Boeing shares with Korea to foster long-term industrial growth," said Pat Gaines, Boeing Korea president. "F-15Ks help keep Korea safe and produce jobs here and in the United States."
Boeing has a strong history of cooperation with the Republic of Korea, going back a half century. Today, Boeing works with nearly 20 Korean companies and spent more than $250 million with them in 2011, maintaining Korea's position in the top quartile of nations with which Boeing does business.
Korea chose the F-15K over three competitors in June 2002, awarding Boeing a multibillion-dollar contract to supply the ROKAF with 40 F-15K Slam Eagle fighter jets. In October 2005, Boeing delivered the first two F-15Ks at the Seoul Air Show. Boeing delivered the 40th F 15K aircraft during the ROKAF’s participation in the prestigious Red Flag exercise at Nellis Air Force Base, Nev., in August 2008 and officially completed the delivery in October 2008. The company won a contract to produce 21 additional F 15K aircraft in April 2008 as part of Korea's Next Fighter II program.

Russia's main military aircraft maker has decided not to take part in South Korea’s largest-ever arms tender, for a new fighter aircraft, The Korea Times said on Monday citing the country’s military procurement authorities.
The winner of the FX-III tender will sign a $7.3-billion deal to supply 60 advanced fighter jets with stealth capability for South Korea’s Air Force.
“No Russian firm submitted an application to attend the program’s explanatory session, which was a prerequisite to participate, by the Friday registration deadline,” a spokesman for South Korea’s Defense Acquisition Program Administration (DAPA) told the paper.
DAPA earlier said Russia’s aircraft manufacturer Sukhoi was listed as one of the four contenders for the F-X III project with its Sukhoi T-50 PAK FA stealth multirole fighter, against American manufacturers Boeing, offering the F-15SE Silent Eagle, Lockheed Martin with the F-35 Lightning II and the European Aeronautic Defense and Space Company (EADS)’s Eurofighter Typhoon.
Saab also filed an application to participate in the tender with its Gripen multirole fighters, but South Korean officials say the aircraft “does not meet many of the Air Force’s requirements.”
Sukhoi pulled out of the race because it had not sought approval from the Russian government and the local trade mission, officials at the Trade Representation of the Russian Federation in Korea said .
“Both the Russian government and its trade delegations here have yet to receive any proposal from any Russian aviation companies,” a senior Russian trade representative told The Korea Times.
In the early 2000s, Sukhoi lost in the first phase of the tender program, FX-I, largely over concerns about interoperability between the Su-35 fighter it was then offering with South Korea’s existing fleet of mainly U.S.-made aircraft.
Korea has already purchased 60 F-15s from Boeing, which won both the FX-I and II projects in 2002 and 2008.

SEOUL, May 17 (Yonhap) -- The Air Force has taken delivery of a third advanced surveillance plane from U.S. aircraft giant Boeing on Thursday, officials said, to strengthen South Korea's capacity to carry out aerial surveillance of North Korea.
The Defense Acquisition Program Administration (DAPA) said in a statement the Air Force will soon deploy its third E-737 Airborne Early Warning and Control plane, dubbed "Peace Eye" in South Korea.
In 2006, South Korea reached a US$1.6 billion deal with Boeing to buy four modified versions of the high-altitude surveillance aircraft. The first two planes were delivered to the Air Force last year.
The DAPA said that under Boeing's supervision, Korea Aerospace Industries, a local aerospace company, manufactured the radar system and other electronic parts for the third E-737.
The E-737, equipped with a sophisticated radar system called a Multi-role Electronically Scanned Array, can detect and monitor up to 1,000 airborne or surface targets simultaneously.

The aircraft was delivered ahead of schedule to ROKAF Base Gimhae, the main operating base for the Peace Eye fleet. Peace Eye No. 3 is the second aircraft in the fleet to be modified into an AEW&C configuration by Korea Aerospace Industries (KAI) at its facility in Sacheon.
"A key factor in our continuing success in delivering Peace Eye's powerful capability is the close working relationship that exists among the Boeing team, the ROKAF, the Defense Acquisition Program Administration, and our Korean and U.S. industry partners," said Randy Price, Boeing Peace Eye program manager.
The last Peace Eye aircraft being modified by KAI will be delivered to the ROKAF by the end of this year.
The Peace Eye program includes four 737 AEW&C aircraft, plus ground support segments for mission crew training, mission support and system maintenance. Five AEW&C aircraft are in operation for the government of Australia. Turkey's first AEW&C aircraft is on plan for delivery later this year.
Based on the Boeing Next-Generation 737-700 commercial airplane, the 737 AEW&C aircraft is designed to provide airborne-battle-management capability with an advanced multirole electronically scanned radar and state-of-the-art mission crew consoles that are able to track airborne and maritime targets simultaneously. The mission crew can direct offensive and defensive forces while maintaining continuous surveillance of the operational area.

WASHINGTON, May 22, 2012 – The Defense Security Cooperation Agency notified Congress today of a possible Foreign Military Sale to the Government of Korea for 18 UGM-84L HARPOON Block II All-Up-Round Missiles and associated parts, equipment, logistical support and training for an estimated cost of $84 million.
The Government of Korea has requested a possible sale of 18 UGM-84L HARPOON Block II All-Up-Round Missiles, 1 UGM-84L HARPOON telemetry exercise section, containers, Guidance Control Units (GCU) spares, recertification and reconfiguration support, spare and repair parts, tools and tool sets, support equipment, personnel training and training equipment, publications and technical data, U.S. Government and contractor engineering and logistics support services, and other related elements of logistics support. The estimated cost is $84 million.
The Government of Korea is one of the major political and economic powers in East Asia and the Western Pacific and a key partner of the United States in ensuring peace and stability in that region. It is vital to the U.S. national interest to assist our Korean ally in developing and maintaining a strong and ready self-defense capability, which will contribute to an acceptable military balance in the area.
The Republic of Korea (ROK) intends to use the HARPOON Block II missiles to supplement its existing HARPOON missile capability. This will enhance the capabilities of the ROK Navy and support its regional influence, a key factor in Overseas Contingency Operations. The acquisition of the HARPOON Block II missiles and support will supplement current weapon inventories and bring the ROK’s Naval Anti-Surface Warfare performance up to existing regional baselines. The proposed sale will provide a defensive capability while enhancing interoperability with the U.S. and other allied forces. Korea will have no difficulty absorbing these additional missiles into its armed forces. The proposed sale of HARPOON missiles will not alter the basic military balance in the region.
The prime contractor will be the Boeing Company in St Louis, Missouri. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor personnel to Korea. However, U.S. Government or contractor personnel in-country visits will be required on a temporary basis for program, technical, and management oversight and support requirements.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale. This notice of a potential sale is required by law and does not mean the sale has been concluded. - DSCA _________________ | |
