Elbit Systems lands helmet-mounted display deal with South Korea

Elbit Systems has received a contract to supply advanced helmet-mounted display systems for the South Korean army's Korean Utility Helicopter (KUH) programme.

Under the deal, Elbit will supply prime contractor Korea Aerospace Industries with equipment for its ongoing development effort, which is expected to lead to the manufacture of up to 250 tactical transport helicopters. The Israeli company's initial contract covers those development aircraft due to be delivered in 2009-10, but it believes the agreement could lead to follow-on orders to equip the entire KUH fleet and additional military rotorcraft.

"We believe this selection will lead to further head-up display projects in South Korea and worldwide," says Yoram Shmuely, co-general manager of Elbit's Aerospace Division.

Elbit says its helmet-mounted display systems enable helicopter pilots to fly with their "head out of the cockpit", boosting situational awareness and safety by projecting essential flight data, plus navigation waypoints and threat data into their line of sight.

SEOUL - Plus de 10.000 soldats américains participeront la semaine prochaine à un exercice de débarquement en Corée du Sud, dans le cadre de manoeuvres annuelles auxquelles le Nord a répondu par des tirs de missiles, a annoncé l'armée US.
 
Le Japon et le régime nord-coréen sont de leur côté convenus jeudi de relancer des discussions au niveau gouvernemental suspendues en 2012.
 
Les exercices de débarquement amphibie américano-sud-coréens, baptisés Ssang Yong (Dragons jumeaux), comptent parmi les plus ambitieux jamais réalisés par les deux alliés, selon la presse locale.
 
Ils se tiendront entre le 27 mars et le 7 avril sur la côte sud-est de la Corée du Sud et mobiliseront 7.500 soldats d'infanterie de marine, 2.000 membres des forces navales, a précisé un porte-parole de l'armée américaine à l'AFP.
 
Selon l'agence de presse sud-coréenne Yonhap, 4.500 soldats sud-coréens y prendront part.
 
Ssang Yong 14 est un exercice annuel conjoint réalisé par les forces d'infanterie et de marine avec la ROK (République de Corée, Corée du Sud) afin de renforcer l'interopérabilité et les relations de travail des deux armées, a souligné l'armée US dans un communiqué.
 
La Corée du Sud et les Etats-Unis, qui maintiennent 28.500 soldats en permanence sur le territoire sud-coréen, ont lancé le 24 février leurs manoeuvres annuelles conjointes qui doivent durer jusqu'à la mi-avril.
 
Dans une apparente démonstration de force destinée à manifester son mécontentement, la Corée du Nord, qui voit dans ces exercices une répétition générale à l'invasion de son territoire, a effectué de multiples tirs de missiles ces dernières semaines.
 
Et la puissante Commission nord-coréenne de défense nationale a menacé de faire une nouvelle démonstration de sa force de dissuasion nucléaire.
 
De telles déclarations, selon les analystes, augurent de possibles préparatifs en vue d'un quatrième essai nucléaire, après ceux réalisés en 2006, 2009 et en février dernier.
 
Après des mois de fortes tensions à l'hiver 2012 et au printemps 2013, les relations entre Séoul et Pyongyang sont néanmoins entrées dans une phase de calme relatif, qui s'est traduit le mois dernier par la réunion de familles séparées par la guerre de Corée (1950-1953), les premières depuis trois ans.
 
La Corée du Nord a également repris langue avec le Japon, ancienne puissance coloniale dont la présence brutale entre 1910 et 1945 sur la péninsule coréenne continue de générer des frictions entre Tokyo d'un côté, Séoul et Pyongyang de l'autre.
 
Des diplomates japonais et nord-coréens se sont mis d'accord pour prendre les dispositions en vue d'une reprise des consultations au niveau des gouvernements, a déclaré à l'AFP une responsable du ministère japonais des Affaires étrangères.
 
Les deux pays n'entretiennent pas de relations diplomatiques. Tokyo insiste pour que soit résolue la question des enlèvements de citoyens japonais par la Corée du Nord durant la Guerre froide, que Pyongyang forçait ensuite à enseigner la langue et la culture nippones à ses espions.
 
De son côté, Pyongyang estime que le Japon doit encore des compensations et des excuses pour son occupation de la péninsule coréenne.

South Korea boosts air defenses with about $6.8 billion budget for F-35s


(Reuters) - South Korea expects to pay around 7.34 trillion won ($6.79 billion) for 40 Lockheed Martin (LMT.N) F-35 fighter jets, two sources with knowledge of the matter said on Monday, as Seoul boosts its air defenses amid simmering tensions in the region.

South Korea also confirmed plans to buy four Northrop Grumman (NOC.N) Global Hawk unmanned aircraft to monitor its prickly neighbor North Korea. The drones will cost about 880 billion won and will be delivered starting 2018, one of the sources said.

The defense deals also come as ties between Japan, China and South Korea have chilled over the past year, and the region's three powers look to beef up their defensive capabilities.

Seoul's arms procurement agency reported the estimated budget of around 7.34 trillion won to buy the radar-evading F-35s plus support systems to a committee overseeing military purchases earlier on Monday, the second source said.

The sources declined to be identified as they were not authorized to speak to media.

South Korea says the F-35 deal will be finalized in the third quarter, with the first delivery in 2018.

The budget has received the final approval of the finance ministry, Defense Acquisition Program Administration (DAPA) spokesman Baek Youn-hyeong said.

Lockheed said in a statement it welcomed South Korea's announcement and it would support discussions between Seoul and Washington to finalize the order this year.

South Korea decided to redraw the terms of a 8.3 trillion won tender to buy 60 fighters last year after dropping an option to buy Boeing Co's (BA.N) F-15s in favor of purchasing a fighter with stealth capabilities.

In December, Seoul reduced the purchase to an initial 40 jets.

"Lockheed Martin agrees ... that the cost of the F-35 is on a downward path that will lead to a Unit Recurring Flyaway (URF) cost for an F-35A of between $80-85 million," said Randy Howard, Director of Lockheed Martin's F-35 Korea Business Development in an emailed statement last week.

A separate South Korean military source briefed on the buy cautioned that although F-35 flyaway cost is expected to fall between now and first delivery, Lockheed's projections might not fully apply to South Korea as the estimate "paints a rosy picture" that appears to presuppose "the best scenario" for the progress of the F-35 program.

The announcement provided some good news for Lockheed after a spate of critical reports on challenges with software development for the fighter, the emergence of additional bulkhead cracks during long-term durability testing, and news that Italy could further scale back its plans to buy 90 F-35s.

Italy had already cut its planned order by 30 percent two years ago.

South Korea is the 10th country to make a firm commitment to buy the new Lockheed fighter, joining the United States, Britain, Australia, Norway, Italy, the Netherlands, Japan, Israel and Turkey.

Canada and Denmark, which help fund development of the F-35, are still deciding whether to buy F-35s or other fighters. Singapore has also expressed interest in the planes.

South Korea was the eighth largest importer of major weapons in the world between 2009 and 2013, with 80 percent of the imports supplied from the United States, according to think tank Stockholm International Peace Research Institute (SIPRI). ($1 = 1080.2500 Korean won)

South Korea intends to buy Northrop Grumman Corp’s Global Hawk unmanned aircraft to monitor North Korea, the country’s arms acquisition agency said on Monday.The country plans to buy four Global Hawks for about 880 billion won ($814.63 million) with the first delivery by 2018, a source briefed on the matter told Reuters on Monday.
The acquisition is to be conducted through the U.S. Foreign Minitary Sale (FMS) program, Defense Acquisition Program Administration (DAPA) said in a statement.

SEOUL, March 27 (Yonhap) -- The United States has demanded that South Korea accept a six-fold increase in the purchase price of F-15K's night sensors, citing discontinued production, a senior defense ministry official said Thursday.

The South Korean Air Force currently operates 60 F-15K Slam Eagles acquired from U.S. aerospace contractor Boeing through two deals in 2002 and 2008. It received the last jet in 2012.

Lockheed Martin installed 10 Tiger Eye sensor suites in the first batch of 10 jets in 2009 to help them fly at a low altitude in order to avoid radar detection and launch precision attacks at night and in bad weather. They consist of navigation systems and targeting pod devices.

Although Lockheed Martin had promoted the Tiger Eye as the advanced navigation and targeting system for the South Korean contract, Seoul has been struggling with its maintenance of the discontinued model in the past several years.

"U.S. officials are asking for six times the initial price, saying the manufacturing of the Tiger Eye has been halted," the ministry official said on the condition of anonymity, without disclosing price details price of the components.

The U.S. had raised suspicions that South Korean engineers were illegally disassembling the sensor installed under F-15K's fuselage, prompting defense officials of the two nations to launch a week-long investigation in June 2011.

"South Korea is the only country that still uses the Tiger Eye," another military official said. "The U.S. officials said the price hike of the Tiger Eye is inevitable, as only a limited number is manufactured at South Korea's request, though its production had already been stopped."

Following the discontinued production of the Tiger Eye, South Korea in 2010 bought 40 Sniper Advanced Targeting Pods (ATP) from Lockheed Martin, which have an enhanced laser designator and tracker for laser-guided bombs.

The pod features a third-generation forward looking infrared (FLIR) receiver, which allows observation and tracking in darkness.

As part of efforts to handle the sudden price hike in major components for weapons, the defense ministry is pushing to adopt a rotational fund system to buy key components in advance if they are expected to be phased out soon.

The ministry said it is working on details of the new system with a goal of implementing it next year.

Meanwhile, Boeing has reportedly asked for 290 billion won (US$270 million) to provide technology support for the airborne early warning and control system (AWACS) "Peace Eye" for three years starting from 2015, when the free technology support expires, according to the defense ministry.

This is almost double Seoul's budget that was initially assigned for the technology support program based on the previous agreement, it added.

"We have requested that Boeing submit details of the technology support programs," a ministry official said. "The ministry plans to sign a deal in August after cutting the price through negotiations."

Boeing won a contract in 2006 to provide four spy aircraft, modeled after its 737-700 aircraft, which are capable of detecting and following up to 1,000 airborne or surface targets at the same time within a 400-kilometer radius.

MARIETTA, Ga., March 27, 2014 – The Republic of Korea ushered in a new era in air mobility today with the delivery of the country’s first two C-130J Super Hercules aircraft at the Lockheed Martin [NYSE: LMT] facility here. With today’s delivery, South Korea became the 14th country to fly the proven C-130J.

South Korea’s new Super Hercules will be operated by Republic of Korea Air Force (ROKAF) aircrews, which currently operate a fleet of C-130H legacy aircraft.

“For almost three decades, Republic of Korea Air Force crews have relied on C-130s to support humanitarian and peacekeeping missions in the Pacific Rim region. The arrival of South Korea’s new Super Hercules fleet ensures that these critical missions not only will continue, but extend for many more decades the added capabilities only the C-130J can provide,” said George Shultz, vice president and general manager, C-130 Programs. “Lockheed Martin values its longtime partnership with South Korea and we are honored to welcome it to the Super Hercules family.”

The ROKAF’s new Super Hercules is the longer fuselage or “stretched” combat delivery variant. Lockheed Martin is also contracted to provide a two-year support program to the ROKAF, including C-130J aircrew and maintenance training.

Sixteen countries have chosen the C-130J Super Hercules to meet their air mobility needs. With more than 1 million flight hours, the C-130J is the standard by which all other airlift is measured in terms of availability, flexibility and reliability. Over the past decade, C-130Js have been deployed in two combat theaters where they operate at a very high tempo efficiently and reliably.

In non-combat — but equally harsh environments — C-130Js are often the first to support humanitarian missions such as search and rescue, aerial firefighting in the U.S., and delivering relief supplies after earthquakes, hurricanes, typhoons and tsunamis around the world.

La Corée du Sud lance son programme KC-X

L’agence d’acquisition d’équipements militaires de la Corée du Sud (DAPA) a officiellement lancé ce 31 mars son programme d’acquisition pour l’achat d’avions ravitailleurs. Baptisé « KC-X », l’appel d’offres vise à équiper l’armée de l’air, qui ne dispose pas à l’heure actuelle d’avions ravitailleurs pour sa flotte de chasseurs.

La DAPA annonce également qu’une réunion d’information se tiendra le 8 avril prochain, afin de détailler les exigences techniques liées à ce futur contrat. Les industriels intéressés ont jusqu’au 30 juin 2014 pour faire parvenir leurs offres.

Seeing Double: Two C-130Js Delivered to Korea

MARIETTA, Ga., April 1, 2014 – Two C-130J Super Hercules aircraft operated by the Republic of Korea Air Force (ROKAF) ferried from the Lockheed Martin [NYSE: LMT] facility here today to South Korea.

ROKAF accepted delivery of these two aircraft last week at a ceremony in Marietta, home to the C-130J Super Hercules production line. These Super Hercs will be flown by ROKAF aircrews, which currently operate a fleet of C-130H legacy aircraft.

The ROKAF’s new Super Hercules is the longer fuselage or “stretched” combat delivery variant. Lockheed Martin is also contracted to provide a two-year support program to the ROKAF, including C-130J aircrew and maintenance training.

Headquartered in Bethesda, Md., Lockheed Martin is a global security and aerospace company that employs approximately 115,000 people worldwide and is principally engaged in the research, design, development, manufacture, integration and sustainment of advanced technology systems, products and services. South Korea extending ballistic missile range to counter North's threat

SEOUL (Reuters) - South Korea has test-fired a new ballistic missile with a range of 500 km (310 miles) and will try to extend the range to 800 km so it can strike any site in North Korea, its defense ministry said on Friday, days after Pyongyang fired a mid-range missile.

The new missiles are intended to counter the threat from North Korea's missile and nuclear programs, ministry spokesman Kim Min-seok said, but the move is likely to rattle the North, hit with U.N. sanctions for its own missile tests.

South Korea adopted a voluntary ban on developing ballistic missiles with a range of more than 300 km, under an agreement with the United States, but the allies agreed in 2012 to allow the South to develop 800 km-range missiles.

"We test-fired it, and we succeeded," Kim told a briefing, when asked if the military had recently conducted a 500-km missile test. "And we're going to make 800-km missiles."

The new missiles will be used to strike the North's weapons and military installations in the furthest part of the country from anywhere in the South if needed, he added.

The two Koreas are technically still at war, since the 1950-53 Korean War ended in a truce, rather than an armistice.

North Korea last week fired a mid-range ballistic Rodong missile that fell into the sea off its east coast after flying about 650 km and short of its maximum range, thought to be about 1,300 km, and enough to hit much of Japan.

North Korea this week fired more than 500 rounds of artillery into the sea off its west coast near a disputed maritime border in the latest sabre-rattling under its young leader Kim Jong Un, who has vowed to build nuclear weapons.

WASHINGTON, Apr 7, 2014 – The State Department has made a determination approving a possible Foreign Military Sale to Korea for AIM-9X-2 Sidewinder Missiles and associated equipment, parts, training and logistical support for an estimated cost of $98 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on April 7, 2014.

The Government of the Republic of Korea (ROK) has requested a possible sale of 76 AIM-9X-2 Sidewinder Block II All-Up-Round Missiles, 24 CATM-9X-2 Captive Air Training Missiles, 8 CATM-9X-2 Block II Missile Guidance Units, and 4 AIM-9X-2 Block II Tactical Guidance Units, containers, missile support and test equipment, provisioning, spare and repair parts, personnel training and training equipment, publications and technical data, U.S. Government and contractor technical assistance and other related logistics and program support.The estimated cost is $98 million.

This proposed sale will contribute to the foreign policy and national security objectives of the United States by meeting the legitimate security and defense needs of an ally and partner nation. The ROK continues to be an important force for peace, political stability and economic progress in North East Asia.

The ROK intends to use these AIM-9X missiles to supplement its existing missile capability and current weapon inventory. This sale will contribute to the ROK’s force modernization goals and enhance interoperability with U.S. forces. The ROK will use this enhanced capability to strengthen its homeland defense and deter regional threats.

The proposed sale of this weapon system will not alter the basic military balance in the region.

The principal contractor will be Raytheon Missile Systems Company in Tucson, Arizona. There are no known offset requirements in connection with this potential sale.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor personnel to Korea. However, U.S. Government or contractor personnel in-country visits will be required on a temporary basis in conjunction with program technical and management oversight and support requirements.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

S. Korea to upgrade Patriot missile defense by 2020


SEOUL, April 28 (Yonhap) -- South Korea's arms procurement agency on Monday approved a US$1.3 billion plan to upgrade its present PAC-2 air defense system and buy PAC-3 missiles by 2020 to improve its anti-ballistic missile capability to counter North Korean threat.

South Korea currently operates 48 PAC-2 missiles imported from Germany and seeks to adopt the advanced interceptors as part of plans to build the indigenous Korean Air and Missile Defense (KAMD) system.

The project aims to upgrade the PAC-2 fire control system to enable it to fire both PAC-2 and PAC-3 missiles from 2014 to 2020, with U.S. defense contractor Raytheon considered as a main contractor.

DAPA will also buy "hit-to-kill" PAC-3 missiles by U.S. aerospace firm Lockheed Martin through the foreign military sales (FMS) program between 2016 and 2020.

"The patriot system is the key weapon of KAMD to counter North Korea's ballistic missiles. Once the upgrade is completed, it is expected to minimize damage on the ground by missiles," DAPA spokesman Baek Young-hyeong said in a briefing.

The PAC-3 directly hits the incoming missiles at an altitude of 40 kilometers, with a higher interception rate than PAC-2. The present system uses blast-fragmentation warhead that could send debris from the exploded missile to the ground.

DAPA will open a bidding for the Patriot upgrade program in June and finalize a deal by November, and proceed with the FMS process for PAC-3 missiles during the same period with a goal to sign a deal within the year, Baek said.

Taurus Systems said Sunday that it will open an office in Seoul on Tuesday ― the company’s first outside Germany.

The joint German-Swedish venture is the manufacturer of the Taurus KEPD 350 long-range cruise missile that will be loaded on the Korean Air Force's F-15Ks.

The Defense Acquisition Program Administration (DAPA), the nation's arms procurement agency, signed a deal to purchase the air-to-surface stand-off missiles in November.

The office will take charge of various tasks regarding the Air Force's acquisition of the missile and also support other work such as technology transfer and joint development of the next cruise missile.

"We are very happy to be a large step closer to our aim of supporting our customers in Korea as best as we can, and to offer an efficient infrastructure, with the opening of the office in Seoul," said Christoffer Drevstad, vice president of Taurus Systems.

"This is the first time for Taurus Systems to open an office outside Germany. This will ring in a new era and be very meaningful for our company."

Thanks to the bunker-busting missiles that can fly over 500 kilometers, the Air Force is now capable of striking targets with pin-point accuracy anywhere in North Korea without aircraft entering its airspace, including nuclear and missile facilities and penetrating several meters of reinforced concrete.

In addition, the Taurus has three independent navigation systems ― terrain reference, imagery, and GPS ― that makes it very resistant to any form of signal jamming.

The Taurus is the first European missile to be integrated onto a Korean fighter aircraft. The missile is expected to improve survival statistics of the fighter and its pilot as well as being an effective strategic threat as a deterrent against war.

South Korea’s air force academy has entered a memorandum of understand to obtain 23 Korea Aerospace Industries (KAI) KC-100 Naraon light aircraft.

The deal was signed with South Korea’s departments of transportation and defence, as well as the Defence Acquisition Program Administration, says KAI.

The deal is significant because it marks the first mass production contract for the aircraft, says KAI. A report carried by official state news agency Yonhap says a final contract could come by the end of 2014.

All 23 aircraft are expected to be delivered by 2016.

The aircraft will replace the 20 Ilyushin T-103s now operated by the academy. The aircraft are used to familiarise students with flying.

First flown in July 2011, the KC-100 is a four seater light aircraft powered by a single Teledyne Continental Motors TSIOF-550-K piston engine.

KAI has built two flight prototypes, two structural prototypes, and a single production prototype.

The aircraft has received certification from the Korean government.

Yonhap says that Seoul wants to achieve a Bilateral Aviation Safety Agreement (BASA) with the USA that covers Federal Aviation Administration Part 23 certification, clearing the way for the NC-100 to be sold in the USA.

South Korea’s military is buying one of the top anti-armor weapons developed by the Pentagon, a Textron Inc. (TXT) system designed to destroy tanks and vehicles.

The Republic of Korea will receive by 2016 its first 361 war-ready versions of the anti-armor Sensor Fuzed Weapon under a $190 million contract, the U.S. Defense Department said today. The armament is made by Textron’s defense systems unit.

South Korea previously bought 22 of the weapons for testing. The new deliveries are part of improved capabilities the South Korean government is investing in before a planned December 2015 handover of the nation’s defenses against North Korea from American command.

The aircraft-dropped weapons, made by Providence, Rhode Island-based Textron, will enhance South Korea’s capability to “defeat a wide range of enemy defenses including fortifications, armored vehicles, and maritime threats,” according to a Pentagon statement.

Korea also is taking delivery in 2016 of the first of 36 AH-64 Apache Longbow helicopters capable of spotting targets while hovering behind ridgelines and hills. U.S. Army forces in South Korea already are armed with the copters made by Chicago-based Boeing Co. (BA)

South Korea also is expected this year to commit to buying its first Global Hawk reconnaissance drones made by Northrop Grumman Corp. (NOC), according to a person familiar with the matter who asked not to be identified discussing military planning. South Korea’s purchase of as many as four drones, along with contracts for parts, training and logistical support may be valued at as much as $1.2 billion, the Pentagon estimates.

The decision to reactivate three more SIAI-Marchetti S-211 jet trainers is aimed at increasing the number of aerial assets needed to screen and train prospective F/A-50 pilots.

This was revealed by Air Defense Wing official Col. Miguel Ernesto Okol in a message to the PNA.

The additional S-211s will provide incoming pilots of the South Korean-built jet plane with the flight time and training needed for fast aircraft operations.

"So far, we have three (S-211) operational and we are requesting (funds) for CY (calender year) 2015 to operationalize one," Okol stressed.

He added that reactivation for two more S-211s are afoot.

"We have two more after this but (this is) subject to funding," Okol disclosed.

The F/A-50 "Fighting Eagle" is expected to be in service by the third quarter of 2015.

Earlier, Okol said that four PAF pilots will be deployed to South Korea before the end of the year to undergo familiarization training in the Korean Aerospace Industries (KAI) F/A-50 "Golden Eagle".

He added that these officers are relatively junior and only have the rank of captain and major.

Aside from this, these PAF officials relatively have high jet time compared to other pilots.

Okol said that these officials have accrued their jet time flying SIAI-Marchetti S-211 jet trainers which doubles as attack aircraft of the PAF.

"These men will be rated as test pilots and operational pilots of the F/A-50s while those who only have 200 to 300 hours of jet hours will be first made to undergo F/A-50 simulator training before being trained and certified by our test pilots for F/A-50 operations," the PAF official said in Filipino.

Deployment of these PAF pilots to South Korea for training and familiarization briefing on the F/A-50 will be determined later, Okol said.

The Philippines and KAI signed the Php 18.9 billion deal for 12 units of the F/A-50 last March 28.

Department of National Defense undersecretary for finance, modernization, installations, and munitions Fernando Manalo said that the first two F/A-50 jet aircraft will be delivered 18 months after the opening of the letter of credit, the next two will be delivered 12 months later and the remaining eight jet planes to be delivered in staggered basis within eight months.

The F/A-50 has a top speed of Mach 1.5 or one and a half times the speed of sound and is capable of being fitted air-to-air missiles, including the AIM-9 "Sidewinder" air-to-air and heat-seeking missiles aside from light automatic cannons.

The F/A-50 will act as the country's interim fighter until the Philippines get enough experience of operating fast jet assets and money to fund the acquisition of more capable fighter aircraft.

The F/A-50 design is largely derived from the F-16 "Fighting Falcon", and they have many similarities: use of a single engine, speed, size, cost, and the range of weapons.


KAI's previous engineering experience in license-producing the KF-16 was a starting point for the development of the F/A-50.

The aircraft can carry two pilots in tandem seating. The high-mounted canopy developed by Hankuk Fiber is applied with stretched acrylic, providing the pilots with good visibility, and has been tested to offer the canopy with ballistic protection against four-pound objects impacting at 400 knots.

The altitude limit is 14,600 meters (48,000 feet), and airframe is designed to last 8,000 hours of service.

There are seven internal fuel tanks with capacity of 2,655 liters (701 US gallons), five in the fuselage and two in the wings.

An additional 1,710 liters (452 US gallons) of fuel can be carried in the three external fuel tanks.

Trainer variants have a paint scheme of white and red, and aerobatic variants white, black, and yellow.

The F/A-50 "Fighting Eagle" uses a single General Electric F404-102 turbofan engine license-produced by Samsung Techwin, upgraded with a full authority digital engine control system jointly developed by General Electric and KAI.

The engine consists of three-staged fans, seven axial stage arrangement, and an afterburner.

The aircraft has a maximum speed of Mach 1.4-1.5.

Its engine produces a maximum of 78.7 kN (17,700 lbf) of thrust with afterburner. (PNA)

S. Korea to develop spy satellite to better watch N. Korea


SEOUL, June 11 (Yonhap) -- South Korea has decided to develop a spy satellite with its indigenous technology as part of an effort to boost its capacity to reconnoiter North Korea, the state procurement agency said Wednesday.

During a meeting of the defense project committee, the Defense Acquisition Program Administration (DAPA) decided to begin developing the military reconnaissance satellite, which is capable of securing imagery intelligence on the Korean Peninsula and the surrounding regions, next year.

Five satellites will be deployed in the early 2020s, the agency said, with an official noting that some 1 trillion won (US$983 billion) is to be earmarked for their development and production.

The so-called 425 project is part of Seoul's defense reform plan for 2014-2030, under which it vows to secure five satellites to increase monitoring of its belligerent neighbor by 2022.

"Not only for military purposes, the new satellite is expected to help predict and better manage natural disasters," DAPA spokesperson Baek Yoon-hyung told reporters.

During the meeting, the government also approved a plan to develop long-range surface-to-air missiles (L-SAM) with its own technology.

The development of the L-SAM system, which intercepts missiles at an altitude of 40 kilometers or above, aims to shoot down ballistic missiles from the communist North in their terminal phase.

After completing its development by around 2018, the agency expects that the production of the L-SAM system will begin in 2023, the DAPA said, adding that more than 1 trillion won is forecast to be used for the research and development of the new interceptor system.

"The L-SAM development is expected to greatly increase the capacity of the Korean Air and Missile Defense (KAMD) by allowing us to secure a multi-layer system," Baek said, noting that low-flying missiles which are in their terminal phase can be destroyed by the Patriot PAC-3 and mid-range surface-to-air missiles, or M-SAM.

The development of the L-SAM system has drawn attention in recent weeks, as it is compatible with the Terminal High-Altitude Area Defense (THAAD) battery, which is an integral part of the U.S.-led missile defense system.

Despite a growing push from Washington, the Seoul government has rebuffed a request to join the U.S.-led air defense system, which mainly aims to counter a rising China in the region.

Israel bids for $1.4 bil. refueling tankers


Israel Aerospace Industries (IAI) is moving to join the competition to win a contract to supply the nation's Air Force with four in-flight refueling tankers.

IAI's participation is creating a three-way battle, along with Boeing and Airbus, who are also bidding to win the 1.4 trillion won ($1.4 billion) acquisition project.

The Israeli company held a media briefing session in Seoul Wednesday and stressed that its B767 MMTT (Multi Mission Tanker Transport) is the comprehensive solution to the air ability of the Air Force.

"The IAI is proposing the pre-owned B767-300ER to be the platform for the Air Force's multi-mission tanker and transport," said Moshe Scharf, senior director of marketing and business development. "We guarantee a service life of more than 30 years after delivery."

In talking about the strengths of its aerial tanker, Scharf enumerated "quick configuration changes, multiple refueling points, enhanced operational flexibility, high dispatch reliability and advanced mission systems."

The company also proposed that it will offer technical support for three years, as well as training courses including ground schools and boom simulators.

Seoul's plan to improve airborne operations of fighters of the Air Force was finalized in November.

In an effort to win the contract, Airbus Defence & Space held its briefing session on May 22, stressing the A330 MRTT's enormous fuel capacity improves the efficiency and effectiveness of fast jets' operations.

For its part, the formidable competitor Boeing also carried out its session days earlier, saying it would be able to supply the KC-46A to South Korea from 2017.

Initially, Boeing's KC-46 and Airbus's A330 MRTT were cited as the leading candidates for the military's acquisition project. But observers say the IAI's participation could turn the competition into a free-for-all, as the Israeli company is expected to present a considerably discounted price.

The government will accept proposal documents by the end of June and make a decision by the end of this year through operational tests and negotiations.

Since 1993, the Air Force has sought to deploy aerial tankers to refuel fighter jets, but the plan has been repeatedly shelved due to budget constraints and shifts in priorities.

Neighboring countries already operate aerial refueling aircraft.

China, which has 10 refueling tankers, recently imported eight more from Russia, while Japan's Air Self-Defense Force plans to augment its four KC-767Js with four more.

BAE commences KF-16 upgrade work in Fort Worth


BAE Systems has commenced the upgrade programme for 134 Lockheed Martin F-16 C/D aircraft operated by South Korea.

Two aircraft recently arrived at BAE’s facility at Alliance Airport in Fort Worth, Texas, says BAE. The aircraft will be upgraded with new weapons, imporved avionics, new mission computers, new cockpit displays, and the Raytheon Advanced Combat Radar (RACR).

“The work is part of a Foreign Military Sales program for the Republic of Korea’s fleet of KF-16C/D Block 52 aircraft over several years,” adds BAE.

“With a contract now in place, the program marks the first time a non-original equipment manufacturer is performing a major upgrade for a 4th-generation U.S. fighter jet. The company is also offering similar capabilities to other countries around the world in need of F-16 upgrades.”

While the majority of the work will take place in Fort Worth, BAE locations in Florida, New York, California and Virginia will also play a part. The work will see the company add about 150 employees.

At the Seoul Air Show in October 2013, BAE’s vice-president global fighter programs John Bean said the initial work involves a single-seat F-16C and a twin-seat F-16D.

Boeing has submitted its response to a request for proposals to supply South Korea’s first in-flight refuelling capability, pitching the 767-based KC-46 for the four-aircraft deal.

In development for the US Air Force, which plans to acquire 179 examples via its KC-X tanker programme, the KC-46 could support Seoul’s Boeing F-15K strike aircraft and Lockheed Martin F-16C fighters if selected, along with its Korea Aerospace Industries TA-50s and future 60 Lockheed Martin F-35s. It also would provide “the ability to operate seamlessly with the US Air Force during combat and humanitarian relief operations”, the company adds.

“Korea’s Defense Acquisition Program Administration is expected to complete its competition by the end of this year,” says Boeing, which points to the 767’s “in-service readiness rate of approximately 99% as an airliner, freighter and tanker”.

Boeing has previously said international deliveries of the KC-46 could begin in 2018, with its first development example to be flown for the first time later this year, and USAF deliveries to start in 2016.

Powered by Pratt & Whitney PW4000-series engines, the KC-46 will be produced with a cargo door and main deck cargo floor. In a statement issued on 30 June, Boeing says the model will be able to operate “from a large variety of smaller airfields and forward-deployed austere bases” – a veiled reference to the larger Airbus A330-200-based multirole tanker transport being offered to Seoul by Airbus Defence & Space.

Airbus officials earlier this month confirmed the company’s intention to contest the South Korean requirement. The nation’s air force already operates its smaller CN235 medium transport, with Flightglobal’s Ascend Fleets database recording 20 examples as being in active use.

SEOUL, July 3 (Yonhap) -- South Korea's Navy launched a 1,800-ton Type 214 submarine Thursday as part of efforts to boost its underwater warfare capabilities against North Korean submarines, officers said.

As the fifth of its kind, the sub, named after Korea's famous independence fighter Yun Bong-gil (1908-1932), is equipped with indigenous ship-to-ship cruise missiles named Haeseong, or Sea Star, torpedoes and mines for anti-submarine warfare, the Navy said.

South Korea fired warning shots on Friday after a North Korean patrol boat crossed a disputed maritime border to the west of the divided peninsula, the South's military said.

Such incidents are not unheard of along the tense sea border between the rivals but it came on the day that the Asian Games officially opened in the South, with North Korean athletes participating.

A South Korean Defense Ministry official said the North Korean vessel intruded into waters controlled by the South off Baengnyeong island just after noon but it turned back six minutes after the South Korean navy fired warning shots.

The two Koreas are technically still at war after their 1950-53 conflict ended in a truce and not a peace treaty and their border is one of the most heavily militarised in the world.

The disputed western waters are the most volatile area of the border. Four years ago, North Korea shelled a South Korean island in the region, killing four people. Earlier this year, the two sides fired hundreds of artillery shells into each other's waters.

South Korean President Park Geun-hye told Reuters in an interview this week that the door was open for talks with the North during the upcoming U.N. General Assembly session. [ID:nL3N0RI1XN]

But Park said the North must show sincerity in seeking constructive dialogue and "walk the talk" in taking up South Korea's offers for engagement aimed at ending a deadlock after a decade of warming ties.

South Korea's military said on Monday it had recovered the wreckage of an unmanned aircraft, believed to be a North Korean drone, in waters off Baengnyeong island.
