Elbit Systems has received a contract to supply advanced helmet-mounted display systems for the South Korean army's Korean Utility Helicopter (KUH) programme.
Under the deal, Elbit will supply prime contractor Korea Aerospace Industries with equipment for its ongoing development effort, which is expected to lead to the manufacture of up to 250 tactical transport helicopters. The Israeli company's initial contract covers those development aircraft due to be delivered in 2009-10, but it believes the agreement could lead to follow-on orders to equip the entire KUH fleet and additional military rotorcraft.
"We believe this selection will lead to further head-up display projects in South Korea and worldwide," says Yoram Shmuely, co-general manager of Elbit's Aerospace Division.
Elbit says its helmet-mounted display systems enable helicopter pilots to fly with their "head out of the cockpit", boosting situational awareness and safety by projecting essential flight data, plus navigation waypoints and threat data into their line of sight.

La Corée du Sud a fait savoir qu'elle pense acheter des S-3 Viking de lutte anti-sous-marine (ASW). Le pays cherche à remplacer les S-2 Tracker toujours en service, qui ont aujourd'hui la charge de cette mission aux côtés des P-3 Orion.
Quelques appareils seront testés par la marine de la République de Corée du Sud. Si les résultats sont concluants, le pays pourrait se porter acquéreur de 12 machines. Celles-ci seront prélevées sur les 110 appareils actuellement stockés sur la base de Davis Monthan en Arizona. La solution serait assez peu coûteuse pour le constructeur Lockheed, puisqu'il s'agira de remettre en état de vol et de moderniser les avions.
Concernant l'équipement, rien n'est encore définitif. Nouvelles bouées acoustiques, détecteurs d'anomalies électromagnétiques, possibilité d'emport de torpilles... Le plan final de modernisation sera arrêté après le rapport du comité sud-coréen du Système de la Défense National qui testera les engins.
La Corée du Sud est toujours en guerre contre son voisin du nord. Sa flotte aérienne est la sixième du monde avec 1 412 apppareils. Juste en face, la Corée du Nord arrive tout juste dans le "top 10" avec 940 aéronefs. Malgré des évolutions technologiques, cette partie du monde est encore principalement orientée sur le quantitatif plus que la supériorité technologique. Le contexte géopolitique et la taille des espaces d'évolution font que ces flottes sont principalement constituées d'avions et d'hélicoptères de combat et disposent de peu de tankers et moyens de transport.
Développé durant la guerre froide, le Viking a la particularité de disposer d'un groupe auxiliaire de puissance, ce qui le rend totalement autonome lors de son démarrage moteur. Avec une autonomie d'un peu plus de 5 000 kilomètres, il assistera les seize Orion encore en service.
Si l'avion entre réellement en service auprès de la marine sud-coréenne, cela pourrait amener l'aéronavale américaine à relancer le débat sur sa remise en service, en appui des C-2 Greyhound qui commencent à accuser le poids des années.

17 SEPTEMBER, 2015 BY: CRAIG HOYLE LONDON AgustaWestland is on track to deliver its first batch of AW159 maritime helicopters to South Korea later this year, as its Wildcat continues to gain operational experience with the UK’s armed forces.
Seoul has ordered an initial eight AW159s for its navy, with armaments including Rafael’s Spike NLOS air-to-surface missile and a South Korea-developed torpedo. The rotorcraft will be capable of carrying up to four of the Israeli weapon, which weighs around 75kg (165lb) and has a range of approximately 25km (46nm).
“We are on track to deliver the aircraft to our customer later this year,” said Tony Duthie, AgustaWestland’s head of market development for the 6t helicopter.
A combined total of 48 Wildcats have been delivered so far to the British Army and Royal Navy, with the latter having deployed the new model onboard its Type 23 frigate HMS Lancaster earlier this year.
So far, the embarked aircraft has achieved a 100% availability rate during its time at sea, says Cdr Louis Wilson-Chalon, the UK’s Lynx Wildcat Maritime Force commander, during the DSEI exhibition in London on 16 September. Meanwhile, a separate trial performed in the Middle East has seen the rotorcraft demonstrate its maximum take-off weight in hot environmental conditions.
Future trials are set to be performed to integrate the UK aircraft’s MBDA Sea Venom anti-ship and land-attack missile and Thales Martlet air-to-surface missile, with these expected to be operational with the RN around 2018-2019. In the nearer term, Selex ES is within weeks of completing delivery of the Wildcat’s HIDAS 15 defensive aids system equipment, the company says.
More than 10,000 flight hours have now been logged by the UK services’ fleets, along with more than 1,200 deck landings.
While the UK and South Korea are the only customers to date for the new-generation member of the Lynx family, Duthie notes that the manufacturer is seeing “interest in many parts of the world, driven by ship-building programmes”. The AW159’s small embarked footprint makes it suitable for deployment onboard offshore patrol vessels and corvettes, he adds.

- Korea's Fighter Jet Program Hits Turbulence As Washington Rejects Transfer of Core F-35 Technologies

"The U.S. government rejected transferring the technologies for security reasons," an official from the Defense Acquisition Program Administration (DAPA) said Tuesday.
The four technologies are the multifunction, active electronically scanned array (AESA) radar, infrared search and track (IRST), electronic optics targeting pod (EOTGP) and RF jammer.
The failure to receive these is feared to hamper Seoul's project to develop its own warplanes, according to Rep. Ahn Gyu-baek of the main opposition New Politics Alliance for Democracy (NPAD).
During a National Assembly audit session, Rep. Ahn argued that Lockheed promised to hand over a total of 25 technologies related to the stealth fighter, including the four, to Korea as an offset program under the 7.3 trillion won deal, signed in September last year.
Rep. Ahn, who belongs to the National Assembly Defense Committee said, "Under the offset deal, Lockheed Martin was supposed to seek approval from the U.S. government by May to export the technologies."
He said Washington's rejection of the transfer would hinder the nation's 8.5 trillion won project to develop indigenous fighter jets scheduled to be put into service beginning 2025.
Korea Aerospace Industries (KAI) has been pushing for the fighter development project, codenamed the KF-X, on the premise that the Korean company can take advantage of technology transfers from Lockheed.
Rep. Moon Jae-in, chairman of the NPAD, also argued: "One of the prime reasons for choosing the Lockheed Martin F-35 as the nation's next-generation was the transfer of the key technologies. The company won the deal by presenting tempting conditions, and then the U.S. changed its word."
In response, Air Force Chief of Staff Jeong Kyeong-doo told the audit session that there would be no problem in carrying out the KF-X project.
"At the time of signing the contract to buy the F-35s, there was no problem involving the transfer," he said.
DAPA said Korea will push cooperation with other foreign companies in developing AESA radar and IRST technologies, and will autonomously develop EOTGP and RF jammers.
A military official explained on condition of anonymity that at the time of signing the K-X contract, Korea was aware that the U.S. strictly bans the transfer of the four technologies, but DAPA asked Lockheed to additionally include them into the transfer list with the other 21 items. Korea made the additional request, having the strong Seoul-Washington alliance in mind, he said.
"Exclusion of the four cannot be seen as a breach of contract as the U.S. government's approval was cited as a precondition," he said.
Last Thursday, DAPA head Chang Myoung-jin told lawmakers that the U.S. government vowed to approve the export of the remaining 21 technologies.
But some defense observers remained skeptical about the promise, citing previous cases in which U.S. companies have been reluctant in technology transfers.
"It has been the convention that the U.S. is reluctant to transfer technologies after selling weapons," an analyst said.

South Korea began to churn out mini-size drones Wednesday to better surveil North Korea's military activities along the land and sea borders, the country's defense acquisition agency said. Local drone manufacturer UCON System delivered its first batch of the unmanned aerial vehicles, known as the Remoeye-002B, after three years of development, the Defense Acquisition Program Administration said in a statement.
UCONSYSTEM’s RemoEye-002B is a mini-scale, lightweight UAV. It can be preprogrammed to fly along preselected routes or can be operated in autopilot mode. Its flight mode can be changed during flight. In the Emergency mode, it automatically spirals up to the line of sight for communication recovery or returns home on its own.
Measuring 1.4 meters long and 1.8 m wide, the Remoeye-002B can fly at a maximum speed of 80 kilometers per hour for a flight mission of up to 60 minutes, with capacities to surveil and transmit images on a real-time basis around the clock.
Remoeye-002B has a max take-off weight of 2 kg and an operational range of more than 10 km. It is powered by an electrical motor. It is made of light weight composite.
The DAPA will distribute the new drones to front-line infantry units and Marine Corps troops in stages until 2017 for the tasks of surveilling North Korea's military activities near the border.
"The drone deployment will greatly improve infantry battalions' combat power," a DAPA official said, highlighting that the new aircraft will enable troops to oversee enemies from the air before launching attacks, a major leap from current surveillance dependent on human eyes.

Air Force: 'Korea Will Be Able to Continue KF-X Project without 4 Core Techs from US'
Air Force Chief of Staff Jung Gyeong-doo said that even though the U.S. may not provide four core technologies required for the development of the KF-X Korean fighter, Korea will be able to push forward with the KF-X project. The F-35A purchase contract does not include providing the four core technologies, either, Air Force Chief of Staff Jung said in a parliamentary inspection of the Air Force Headquarters on Sept. 22.
Earlier, in Sept. 2014, the Korean military demanded the transfer of 25 technologies such as AESA radar, flight control, avionics, and weapons, while deciding to introduce 40 F-35A fighters for 7.34 trillion won (US$6.23 billion).
But the U.S. government refused to approve exports of the four core technologies due to national security concerns, the Defense Acquisition Program Administration (DAPA) said. The four items are AESA radar, infrared search and tracking equipment (IRST), electro-optical target tracking devices (EO TGP), and RF Jammers. The Korean military was planning to use the technologies in 2025. It was known that the four technologies were not included in the official contract when the Korean government decided to introduce F-35A fighters.
The DAPA is considering going ahead with the production of AESA radar, infrared search and tracking equipment by way of technological cooperation with third countries such as those in Europe and the development of other technologies in Korea.
But today, during the parliamentary inspection, lawmakers voiced concerns about a delay in the Korean fighter development program, since Korea has promoted the program under the premise that Lockheed Martin, the producer of the F-35A, will transfer core technologies to Korea.
Some military pundits say that Korea is one of the biggest buyers of U.S. weapons, but the U.S. is very loath to transfer technologies to Korea after selling them arms. “Lately, the U.S. is recognizing Korea as a competitor in the international arms market,” said a military official. “The U.S. did not give Korea promised technologies after selling the F-15K.” (Business Korea)
U.S. Refuses to Transfer Key Tech for Fighter Jet Project

The U.S. has refused to transfer core technologies connected to the next-generation F-35 fighter jets to Korea, throwing plans to acquire 40 of them for the Air Force into disarray.
Lockheed Martin, the manufacturer, had agreed in negotiations in September last year to transfer the technologies to Korea. But U.S. government intervention means the entire project worth W20 trillion is up in the air (US$1=W1,177).
According to data New Politics Alliance for Democracy lawmaker Ahn Gyu-baek obtained from the Defense Acquisition Program Administration, the military signed the contract with Lockheed Martin last September to buy 40 F-35As for W7.34 trillion.
Lockheed Martin promised to provide Korea with technical assistance on 25 technologies, including the AESA radar. In the negotiations Lockheed Martin boasted that those technologies are worth several trillions of won.
The AESA is a state-of-the-art radar with electronic warfare capabilities that can search and track targets more quickly and precisely than other existing radars. Korea wanted to deploy the next-generation fighter jets warfare-ready by 2025 with these technologies on board.
But the U.S. government did not approve the transfer of four of the 25 technologies for security reasons. DAPA reportedly locked horns with Lockheed Martin over these technologies until the last moment of negotiations.
Despite Lockheed Martin's breach of contract, DAPA has no effective means of calling it to account. Instead, it has decided to develop two technologies -- the AESA radar and the infrared search and track sensor -- on its own and the others in cooperation with a European firm.
But Ahn said it is by no means certain DAPA will succeed, and even if it does there could be compatibility problems with the American equipment. (Chosun)

South Korean shipbuilder Hyundai Heavy Industries (HHI) has begun work on the second LST-2 tank landing ship for the Republic of Korea Navy (RoKN), the company confirmed to IHS Jane's on 25 September.
A contract for the 126 m vessel was announced in December 2013 by the country's Defense Administration Program Agency (DAPA), under a deal worth KRW136.4 billion (USD114 million). HHI has also been selected to construct the third vessel in a projected class of four.

South Korea is pushing to finish its development of ballistic missiles with a range of 800 kilometers by 2017 to deploy them against North Korea's advancing nuclear and missile capacities, officials said Thursday, Oct. 1st, 2015.
"The Agency for Defense Development has proposed the year 2017 as the time frame for the extension of its ballistic missiles' range in a five-year development plan," one government official said, referring to the defense development agency's road map under the Park Geun-hye administration.
With the extension plan, the maximum range of the South Korean military's ballistic missiles will be elongated from the current 500 km to 800 km, another official said.
The military is "aiming at completing the development of the 800-km ballistic missiles by 2017 and deploying them for combat posture," the official added.
Commenting on the push, other military officials indicated the development would mean South Korea will be able to hit any place in North Korea from any point of its choosing in the country.
South Korea is currently equipped with the ballistic missile Hyunmoo-2B, which has the longest range of 500 km and successfully went through a test-firing in early June.
As North Korea's nuclear and ballistic missile capacities have fast advanced, South Korea and the United States revised the ballistic missile guidelines on the South in 2012, allowing Seoul to extend the maximum allowable missile range to 800 km from the previous limit of 300 km.
South Korea conducted its first-ever test launch of a ballistic missile on June 2015 as part of its efforts to better counter North Korea’s growing nuclear and missile threats. The newly developed missile has a range of more than 500 kilometers and thus is capable of striking nearly all parts of the communist neighbor.

South Korea's Defense Acquisition Program Administration (DAPA) has selected three domestic companies to develop guided air-to-surface missiles for the Republic of Korea Army's (RoKA's) future Light Armed Helicopter (LAH), DAPA announced on 12 October.
Following a project committee meeting chaired by South Korea's defence minister Han Min-koo, DAPA also announced its decision to equip the Republic of Korea Navy's (RoKN's) second batch of KDX-3 guided-missile destroyers with Lockheed Martin's Aegis combat system.
In a statement DAPA said that the three companies selected to develop the missiles would be Hanwha, LIG Nex 1, and Poongsan. The programme is valued at KRW162 billion (USD141 million) and will see the three corporations collaborating on the various components and systems of the missile, including fuses, warhead, propulsion, and navigation. South Korea's Agency for Defense Development is also involved in the programme.
Development of the missiles is expected to be complete by 2022, with the programme entering serial production in 2023. This schedule coincides with the development of the LAH, which is expected to enter service with the RoKA from 2022. The LAH is being developed by Korea Aerospace Industries (KAI) in partnership with Airbus Helicopters. The platform is based on Airbus' EC155 Dauphin helicopter.
DAPA said the procurement of the Lockheed Martin Aegis combat system will progress through the US Foreign Military Sale mechanism. IHS Jane's reported in June 2015 that the US Department of State had approved the prospective sale of the Aegis combat systems and associated shipborne components to the country.
The approval covers three sets of Aegis shipboard combat systems: Mk 41 vertical launching systems, data link management systems, and the AN/UPX-29(V) identification friend or foe interrogator. It also includes the AN/SPY-1D(V) multifunction radar. According to the US Defense Security Cooperation Agency, the Aegis contract has an estimated value of USD1.9 billion. | |

Korean Air displayed the KUS-FT tactical unmanned aerial system (UAS) at the ADEX 2015 defence exhibition in Seoul.
The system, which comprises four unmanned aerial vehicles (UAVs), a launch catapult and recovery system, a ground control station, and a support station, is in Republic of Korea Army and Republic of Korea Marines service, an official told IHS Jane's . While an in-service system was displayed at the show, the official was unable to confirm how many systems are in South Korean service.
The UAS is intended to provide intelligence, surveillance and reconnaissance, and target acquisition, and is described as the first South Korean unmanned system to receive an air worthiness type certification.

Seoul is likely to make a decision about the powerplant for its planned KFX indigenous fighter aircraft in the first half of 2016.
The two engines in contention for the requirement are the General Electric F414 and the Eurojet EJ200. Both engine makers had a significant presence at this year’s Seoul International Aerospace & Defense Exhibition.
Industry observers familiar with KFX say that the engine down select will occur in the first half of next year irrespective of the controversy surrounding Seoul’s failure to obtain US export licences for four technologies deemed “core” to the development of KFX: active electronically scanned array radar, infrared search & track sensors (IRST), electro-optical targeting technology, and jamming technology.
Korea Aerospace Industries (KAI) issued the request for proposals (RFP) for the engine several weeks ago, and responses are due in November. KAI will examine the proposals, and South Korean officials’ analysis will include site visits the two rivals’ production facilities in Europe and the USA.
The winner stands to sell around 400 engines. Seoul plans to obtain 120 twin-engined KFX fighters, while Indonesia, a 20% partner in the programme, plans to obtain 80. South Korea eventually hopes to export the countries to other countries.
Eurojet had a large stand at the show with a full-sized mock-up of the EJ200, which powers the Eurofighter Typhoon. Eurojet chief executive Clemens Linden lists a long list of attributes for his company’s powerplant including modularity, a development roadmap, and technology transfer. Eurojet also highlighted maintainability, durability, and reliability.
The European firm also highlighted the experience of Eurojet consortium partner Rolls-Royce in South Korea, with over 400 engines serving in the country’s air force, navy, and army.
General Electric vice president for the F404, F414, J85, and TF34 programmes Alan DiLibero highlighted GE’s 35 year history of working with South Korean fighters. He also discussed GE’s long experience producing engines under licence with Samsung Techwin, which was recently acquired by Hanwha Techwin.
DiLibero also stressed the development roadmap for the F414, which powers the US Navy’s Boeing F/A-18 E/F Super Hornet, and GE’s successful work on a number of international programmes. GE’s international collaboration efforts have seen it involved with the Hindustan Aeronautics Tejas, which is powered by the F404, and the Saab Gripen, which powered by the RM12, a Swedish-produced version of the F414.
The F404 also powers all variants of KAI’s T-50 advanced jet trainer. DeLibero pointed out that GE recently won a supplier recognition award from KAI.
"We know how to do the integration, and I think the T-50 programme is a great example of our ability to execute, and our commitment,” says DeLibero.

- South Korea plans to arm its FA-50 light combat fighters with new variant of the Taurus missile
The South Korea's military is reviewing whether it is possible to arm its FA-50 light combat fighters with a new variant of the Taurus air-to-surface missile to enhance combat capabilities, a RoK military official said Thursday, Oct. 22, 2015.
Europe-based Taurus Systems is now developing a new version of the Taurus missile, numbered 350K-2, for possible use for the Air Force and the Army, the official said.
The target specifications for the new variant under development are a range of 400 kilometers and a cruise speed of Mach 0.6~0.9, according to the official. The new missile may also be fit to equip the Republic of Korea Air Force's main fleet of F-15K's and KF-16s.
"If the FA-50s are armed with mid-range Taurus missiles, it will enhance their combat power as well as exportability," another official said.
The original version, the Taurus KEPD 350, has a range in excess of 500 km. The TAURUS KEPD 350 is a modular stand-off missile system for precision strikes against hardened and high-value point and area targets. The KEPD 350 missile is designed and developed to fly through dense air defences at a very low, terrain-hugging level and kill high-value targets. The missile contains a highly effective 480 kg dual stage warhead system MEPHISTO, which combines excellent penetration capabilities for hard and deeply buried targets (HDBT) with blast-and-fragmentation capabilities against point and area targets.
The weapon system contains the only available Programmable Intelligent Multi-Purpose Fuze (PIMPF), enabling detonation of the penetrator at a pre-selected floor inside the target structure by utilizing unique layer counting and void sensing technologies. The TAURUS KEPD 350 has a Tri-Tec navigation system that utilizes three independent sensor systems - GPS Navigation, Terrain Reference Navigation and Infrared Image Based Navigation. This is a feature which ensures highly robust navigation and exact delivery to the target even within a GPS Jammed environment.
Two batches of 20 and 40 KAI FA-50 light attack aircraft are on order to progressively replace the aging F-5Es. ROKAF pilots are also flying on 60 F-15Ks and 180 F-16C/D fighter aircraft.

Korea Aerospace Industries (KAI) se prépare à augmenter le taux de production de son hélicoptère KUH-1 « Surion ». Kai espère ainsi produire un hélicoptère par mois au lieu de trois comme c’est le cas aujourd’hui.
Jusqu'à présent, l'armée a reçu 40 des exemples du type du « Surion », mais au total il en faudra 200. Pour ce faire la production, doit impérativement être augmentée. Deux versions du « Surion » sont en production, la version destinée à l’armée de terre et la version amphibie pour la marine.
Historique du KUH «Surion» :
Le programme coréen pour un hélicoptère multirôle (KMH) fut lancé le 12 mars 2004 avec comme objectif le développement d’un hélicoptère polyvalent entièrement Coréen. Compte tenu des besoins financiers énormes pour le développement d’une telle machine, le programme fut réorienté afin de répondre aux besoins utilitaires (KUH) de l’armée coréenne en priorité.
Le second problème des coréens était de pouvoir compter sur la collaboration avec un constructeur étranger reconnu pour diminuer les risques industriels. La Corée lança le 15 avril 2005 un appel d’offre international pour permettre à un constructeur étranger d’intégrer le programme. Plusieurs sociétés étrangères, telles que Boeing, Bell Helicopter, Sikorsky aux États-Unis, Eurocopter, AgustaWestland en Europe, une société russe ont répondu à l’offre.
Le 13 Décembre 2005 déjà, le gouvernement coréen a annoncé le choix d'Eurocopter comme partenaire principal de Korea Aerospace Industries (KAI) dans le programme KUH pour le développement du premier hélicoptère de transport militaire coréen.
En septembre 2013, les premiers KUH «Surion» ont été déployés au sein de l'école d'aviation de l'armée à Nonsan et déclarés opérationnels.

La marine sud-coréenne a tiré des coups de semonce contre un patrouilleur nord-coréen à la frontière disputée entre les deux pays, a annoncé dimanche Séoul, un incident susceptible de raviver les tensions en pleine réunion de familles séparées par la guerre.
La marine du Sud était en pleine opération samedi contre des bateaux de pêche chinois évoluant selon elle illégalement dans ses eaux en mer Jaune quand elle a repéré le patrouilleur dans un secteur interdit, a précisé le ministère sud-coréen de la Défense.
Cinq coups de semonce ont été tirés, avant que le patrouilleur nord-coréen ne fasse rapidement machine arrière sans riposter, a ajouté le ministère.
Un incident qualifié dimanche par Pyongyang de "grave provocation militaire".
"Ces tirs en plein jour étaient une provocation délibérée pour déclencher un conflit militaire (...) et aggraver les tensions sur la péninsule coréenne", a indiqué dans un communiqué le Comité pour une réunification pacifique de la Corée (CPRK), organisme du Nord gérant les affaires intercoréennes.
"La dernière provocation militaire des gangsters de l'armée sud-coréenne était un acte dangereux visant à refroidir des relations qui ont été difficilement améliorées et à faire totalement échouer la mise en oeuvre de l'accord Nord-Sud", ajoute le communiqué.
De rarissimes réunions entre les familles du Nord et du Sud séparées par la guerre de Corée (1950-1953) sont actuellement en cours, dans le cadre d'un accord qui avait été conclu en août pour mettre fin à une dangereuse escalade entre les deux voisins.
Les deux Corées ne sont pas d'accord sur la localisation de leur frontière maritime en mer Jaune. - South Korea plans to extend military deployments in Somalia and UAE by one year
South Korea's Defense Ministry is seeking to extend by one year the stationing of its troops off the coast of Somalia and the United Arab Emirates, Korean officials said Wednesday, citing persistent pirate threats and the need for constant security cooperation with Middle Eastern countries.
The ministry is also pushing to put in place legislation to facilitate its future overseas dispatch of forces and participation in non-U.N. peacekeeping operations.
Currently, some 320 soldiers of the Cheonghae Unit have been taking part in an international antipiracy campaign in the Gulf of Aden off the Somali coast since March 2009, operating a 4,000-ton class destroyer.
In Abu Dhabi, the 150-strong Akh Unit -- meaning “brothers” in Arabic -- was dispatched in January 2011 following the UAE’s request to help train its special warfare troops.
The terms of both contingents were due to end at the end of this year.
“The role of the Cheonghae Unit is vital as the combined naval forces continue to face threats from pirates within their operational area, which calls for maintaining the current levels of antipiracy activities as a deterrent,” a ministry official said.
“As for the Akh Unit, it needs to remain there, given our own need to secure a solid footing in the growing arms markets in the UAE and the overall Middle East. It also makes it easier to protect the 25,000 plus people residing throughout the region should a contingency break out.”
The envisioned law on overseas military operations was proposed in June 2013 but has for almost a year been pending at a legislation and judiciary subcommittee of the National Assembly.
If enacted, it will help lay a legislative groundwork for the country’s future multinational peacekeeping activities and defense exchanges with other countries as the current law is only confined to U.N.-led operations.
