Elbit Systems has received a contract to supply advanced helmet-mounted display systems for the South Korean army's Korean Utility Helicopter (KUH) programme.
Under the deal, Elbit will supply prime contractor Korea Aerospace Industries with equipment for its ongoing development effort, which is expected to lead to the manufacture of up to 250 tactical transport helicopters. The Israeli company's initial contract covers those development aircraft due to be delivered in 2009-10, but it believes the agreement could lead to follow-on orders to equip the entire KUH fleet and additional military rotorcraft.
"We believe this selection will lead to further head-up display projects in South Korea and worldwide," says Yoram Shmuely, co-general manager of Elbit's Aerospace Division.
Elbit says its helmet-mounted display systems enable helicopter pilots to fly with their "head out of the cockpit", boosting situational awareness and safety by projecting essential flight data, plus navigation waypoints and threat data into their line of sight.

South Korea launches new 9th Marine Corps brigade to protect Jeju island
A new Marine Corps brigade was launched by South Korea Tuesday to undertake a mission to defend the southern resort island of Jeju and its adjacent area, the Marine Corps said. The new 9th Brigade will take over the mission to secure the safety of the southern island area from the Navy-led Jeju Defense Command, which was recently decommissioned in a reshuffle.
The RoK Navy established the new Jeju Naval Base Squadron in lieu of the dissolved command to take charge of a naval base which will be launched early next year along the southern coast of the resort island.
The 500-strong Marine Corps brigade includes an emergency response battalion tasked with defense against enemy infiltration or terrorist attacks, as well as other disaster situations, according to the Marine Corps.
The battalion will also be in charge of protecting airport and harbor facilities on Jeju and its surrounding area, it also added.
With its recent acquisition of a decontamination vehicle, the 9th Brigade also plans to operate a special response team against potential chemical, biological and radiological attacks.
About 500 military and government officials, including Lt. Gen.
Lee Sang-hoon, the chief commander of the Marine Corps, were present at the ceremony to mark the establishment of the new unit on Jeju Island, according to the Marine Corps.

South Korea and Hungary have signed an agreement to boost defence trade and industrial collaboration, the Ministry of National Defense (MND) in Seoul said on 4 December.
The MND said the bilateral accord features an undertaking to protect each other's confidential military information but will lead to closer ties in relation to military logistics, cyber security, peacekeeping, training, research and development programmes, and defence industrial collaboration.
The two countries also agreed to pursue expanded bilateral trade through a joint economic committee as well as opportunities for South Korean companies to participate in continuing infrastructure development in Hungary.
The South Korean government's Korea.net portal said the scope of defence trade and industrial collaboration will be framed by separate agreements to be signed soon.

South Korea will develop new stealth UAV to counter North Korea's artillery and missile systems
South Korea plans to develop stealth unmanned aerial vehicles (UAVs) to counter North Korea's long-range artillery and mobile missile systems, the country's military said Sunday. The development program is part of 31 research projects scheduled to be conducted by the end of next year, Korean officials said.
The stealth UAVs, if developed, will be tasked with monitoring and destroying the North's mobile missile systems and long-range artillery.
The stealth UAVs will fly at higher altitude than North Korea's aerial defense systems are capable of targeting and attack the North's long-range missiles and mobile missile systems, including 240mm multiple rocket launchers and 170mm self-propelled guns. The targets also include Scud, Rodong and Musudan missiles.
"For large targets such as long-range missiles, the UAV will be able to hit them directly," an official said. "To target smaller objects, the UAV will identify the targets and strike them with several submunition rounds."
By next year, the military will work on analyzing UAV models and setting up ideas for operating systems. After that, they will begin applied research, which is scheduled to be concluded by the end of 2019.
The official said that the South Korean Agency for Defense Development will spend 380 million won ($327,000) on the initial part of the development. Once the initial research phase is over, applied research will be conducted from 2017 to 2019.
Korea also plans to look into the possibility of developing a drone to detect unauthorized personnel around military facilities with built-in high performance video cameras, as another research project, the official said. The defense ministry will work together with the Ministry of Trade, Industry and Energy to develop these drones.
The South is increasingly using drones to monitor the North's military.
Last month, the military said it will develop drones for operations inside the heavily armed Demilitarized Zone. When the unmanned search vehicles are deployed, they will aid highly dangerous search and reconnaissance operations undertaken by border military units.

La marine sud-coréenne a indiqué, ce 8 septembre, avoir procédé à 10 tirs de semonce contre un patrouilleur chinois qui venait de franchir la Ligne de limite Nord (NLL), c’est à dire la frontière maritime entre les deux Corées.
« Le navire a mis cap vers le nord après les coups de semonce, tirés après plusieurs avertissements », a précisé la marine sud-coréenne, qui pensait, au début, avoir affaire un bateau nord-coréen.
Par le passé, cette zone a déjà eu été le théâtre d’affrontements sanglants entre des navires sud et nord-coréens, notamment en 1999, 2002 et 2009.
L’incident s’est produit alors que la patrouilleur chinois contrôlait un navire – également chinois – qui pêchait illégalement à proximité d’une île proche de la NLL.
La pêche illégale dans les eaux sud-coréennes est un phénomène qui tend à prendre de l’ampleur au fil du temps. Pour y faire face, Séoul vient d’augmenter fortement les amendes pour tout navire qui refuserait de se soumettre à des contrôles.
Tant qu’il s’agissait d’embarcations en bois et de pêche artisanale, les autorités sud-coréennes fermaient les yeux. Mais depuis quelques années, ce phénomène a changé d’échelle avec l’apparition d’imposants bateaux chinois pratiquant le chalutage de fond.
Depuis 2011, les gardes-côtes sud-coréens ont infligé des amendes à 2.200 navires chinois pour pêche illégale. Et le nombre de pêcheurs arrêtés est passé de 2 en 2010 à 66 en 2013. Et des altercations violentes lors des contrôles sont relativement fréquentes.

US approves F-35 offset technology transfer to South Korea

The US government has approved the export of technologies to South Korea to support its development of the Korean Fighter Experimental (KFX) 4.5-generation fighter aircraft.
South Korea's Defense Acquisition Program Administration (DAPA) said on 9 December that approvals for 21 technology suites have been granted by the United States following negotiations that continued through November.
The technologies form a central part of the defence offset programme attached to Lockheed Martin's sale of F-35 Lightning II fighter aircraft to the Republic of Korea Air Force. Seoul agreed to purchase 40 F-35s in September 2014 for around USD7 billion.
The technologies to be transferred under offset linked to the F-35 purchase will be channelled into the KFX programme.

South Korean shipbuilder Hyundai Heavy Industries (HHI) has launched the second LST-II tank landing ship for the Republic of Korea Navy (RoKN) and plans to deliver the vessel by the second half of 2016, a company official told IHS Jane's on 22 December.
The vessel, which has been named Cheonjabong and given the pennant number 687, was launched at HHI's facilities in Ulsan on 15 December, according to the company. "The ship is expected to be operationally deployed with the RoKN from 2017 onwards," said Kim Moon-ju, a communications official for HHI.
First-in-class LST-II Cheonwangbong (686) was built by another South Korean shipbuilder, Hanjin Heavy Industries, in Pusan and commissioned on 28 November 2014.
Cheonjabong was built by HHI under a KRW136.4 billion (USD116 million) contract announced in December 2013 by South Korea's Defense Administration Program Agency (DAPA). The company has also been selected to construct the third vessel.
The RoKN is expected to operate a class of four LST-II ships. A contract for the fourth vessel has yet to be awarded, said Kim.
According to specifications provided by HHI, the 126.9 m Cheonjabong has a standard displacement of 4,950 tonnes and accommodation for 120 crew members. The ship has an overall beam of 19.4 m and hull draught of 5.4 m. The vessel can also carry up to 300 fully equipped soldiers and two landing craft, and features a flight deck that can take up to two helicopters including the UH-60A.
Powered by four MAN 12V28/33D diesel engines driving two propeller shafts, the platform has a top speed of 23 kt, a cruising speed of 18 kt, and a standard range of 8,000 n miles at 12 kt.

South Korean Navy decommissions six ships

The Republic of Korea Navy (ROKN) has decommissioned six ships, comprising a light frigate, a corvette, and four Chamsuri fast attack patrol boats. The decommissionings took place on 31 December 2015 at Jinhae naval base.
ROKS Seoul (FFG 952), a 102 m, 1,500-tonne Ulsan-class light frigate, was withdrawn after 34 years of service. According to an ROKN statement, Seoul - which was assigned to the ROKN's Third Fleet Command when in service - is scheduled for use as a platform for security education.
The Ulsan class entered service from 1981 onwards, as part of an programme to build indigenous ships, and served as the navy's primary surface ships until the KDX-series destroyers began entering service in the late 1990s. Seven Ulsan frigates remain in service.
The navy also decommissioned the 88 m, 1200-tonne Po Hang-class corvette Kim Chon (PCC 761). The ship, which entered service in 1986, may be used as a training platform or could be transferred to another navy, according to the ROKN statement. Eighteen of the 24 ships-in-class remain in service.
Two of the already-decommissioned corvettes have been transferred to other navies, with the Philippine Navy set to receive Mokpo (PCC 759), while the Peruvian Navy received Kyong Ju (PCC 758) - since renamed BAP Ferré - in October 2015.
The four decommissioned Chamsuri patrol boats - 283, 285, 288, and 291 - appear to be 33 m, 147-tonne variants. The future of the four boats is unclear, although a number of similar hulls have been transferred to other navies after decommissioning. More than 60 of the class remain in service.

South Korea officially kicks off KF-X fighter jet program
South Korea on Thursday announced the launch of projects to introduce indigenous fighter jets in the mid-2020s, kick-starting the journey that has spawned much controversy following the U.S. rejection to transfer key technologies.
The country's Defense Acquisition Program Administration (DAPA) held a commencement meeting in the headquarters of contractor Korea Aerospace Industries in Sacheon, South Gyeongsang Province. Some 200 government and industry officials as well as military scientists also from partner countries of the U.S. and Indonesia reviewed the program and pledged for its success.
“We will make utmost efforts to deploy in time superb fighter jets that our Air Force needs and people can be proud of,” DAPA head Chang Myoung-jin said in his congratulatory address.
Under the plan, the arms procurement agency will complete the design of the aircraft in 2019, unveil six units of the prototype KF-16-class warplane starting 2021 and conduct flight tests until 2026. A total of 120 planes will then be assembled by 2032. The project, dubbed KF-X, or Boramae, was first floated in 2002.
DAPA also aims to increase the ratio of homegrown components to 65 percent in terms of prices by localizing some 90 items including active electronically scanned array radar and electro-optical targeting pods.
The two systems are among the four technologies that Seoul has failed to secure from U.S. defense firm Lockheed Martin Corp. due to Washington’s veto, darkening the outlook for the initiative’s success.
DAPA reiterated its commitment to nail down the technologies and pull off the project according to schedule through research and development at home and cooperation with other countries, such as the U.K., Israel or Sweden.
“For objective assessment and management of any risks that may arise while carrying out the program, we plan to consult closely with a parliamentary risk management subcommittee and Defense Ministry panel and other expert groups and minimize them,” the agency said in a statement.

Premier vol pour le KUH-1 « Surion » MEDEVAC !
Korea Aerospace Industries (KAI) a fait voler le premier hélicoptère utilitaire KUH-1 «Surion» optimisé pour des missions d'évacuation sanitaire militaires (MEDEVACM). Ce premier vol a eu lieu à depuis les installations de production de Sachon KAI et a duré 20 minutes.
La version sanitaire du KUH-1 « Surion » :
Le «Surion» de 8.7t d'évacuation sanitaire sera d'abord livré à l'armée sud-coréenne d’ici 2018. Pour l’instant un total de 8 exemplaires ont été commandés par le gouvernement coréen. L’appareil est optimisé pour le transport sanitaire pour six patients et sera équipé avec des équipements médicaux y compris les moniteurs de patients, un défibrillateur et un respirateur. Le système de communication est renforcé pour permettre à l'équipage de rester en contact avec les médecins sur le terrain.
Historique du KUH «Surion» :
Le programme coréen pour un hélicoptère multirôle (KMH) fut lancé le 12 mars 2004 avec comme objectif le développement d’un hélicoptère polyvalent entièrement coréen. Compte tenu, des besoins financiers énormes pour le développement d’une telle machine, le programme fut réorienté, afin de répondre aux besoins utilitaires (KUH) de l’armée coréenne en priorité.
Le second problème des coréens était de pouvoir compter sur la collaboration d’un constructeur étranger reconnu, pour diminuer les risques industriels. La Corée lança le 15 avril 2005 un appel d’offre international pour permettre à un constructeur étranger d’intégrer le programme. Plusieurs sociétés étrangères, telles que Boeing, Bell Helicopter, Sikorsky aux États-Unis, Airbus Helicopters, AgustaWestland en Europe et une société russe ont répondu à l’offre.
Le 13 décembre 2005, le gouvernement coréen a annoncé le choix d'Airbus Helicopters (ex Eurocopter) comme partenaire principal de Korea Aerospace Industries (KAI) dans le programme KUH pour le développement du premier hélicoptère de transport militaire coréen. A ce jour, l'armée sud-coréenne exploite plus de 40 « Surion », dont 200 exemplaires ont été commandés.

La marine sud-coréenne a tiré des coups de semonce lundi contre un patrouilleur nord-coréen à la frontière maritime disputée entre les deux pays, un jour après le lancement par Pyongyang d'une fusée à longue portée qui a aggravé les tensions sur la péninsule.
Le ministère sud-coréen de la Défense a déclaré que le bâtiment nord-coréen avait franchi la frontière en mer Jaune peu avant 07H00 (23H00 GMT dimanche). "Il a rapidement battu en retraite après les tirs de semonce de la marine sud-coréenne", a déclaré un responsable du ministère. Les deux Corées ne sont pas d'accord sur la localisation de leur frontière maritime en mer Jaune. Depuis la fin de la guerre de Corée (1950-53), marquée par un simple cessez-le-feu, Pyongyang et Séoul sont toujours techniquement en état de guerre.
Baptisée "ligne de limite du Nord", la frontière maritime a été tracée par les forces des Nations unies et des Etats-Unis en 1953. Pyongyang refuse de reconnaître cette ligne de démarcation qui a été le théâtre d'affrontements brefs mais sanglants entre les deux frères ennemis, en 1999, 2002 et 2009.
Les incidents comme celui survenu lundi sont assez fréquents et débouchent rarement sur quelque chose de plus grave. Mais la Corée du Sud est en état d'alerte renforcée après le quatrième essai nucléaire nord-coréen du 6 janvier et le tir dimanche d'une fusée nord-coréenne qui est en fait pour Séoul un essai de missile balistique déguisé.

Comme chaque année, les États-Unis et la Corée du Sud organisent conjointement les exercices Foal Eagle et Key Resolve. Mais l’édition 2016 de ces manoeuvres est d’une ampleur inédite puisque les forces américaines y ont engagé 17.000 hommes ainsi qu’un groupe aéronaval tandis que leurs homologues sud-coréennes ont mobilisé 300.000 soldats.
Avec un tel niveau d’engagement, il s’agit de faire une démonstration de force à l’égard de la Corée du Nord qui vient de réaliser son 4e essai nucléaire et de lancer une fusée alors que ces activités lui sont interdites par la communauté internationale.
Du coup, la semaine passée, le Conseil de sécurité des Nations unies a voté une nouvelle résolution afin de durcir davantage les sanctions visant Pyongyang. Et, comme il fallait s’y attendre, le régime nord-coréen a très mal pris la chose, son chef, Kim Jong-un, ayant agité la menace nucléaire et annonce une révision de la doctrine militaire des forces armées de son pays en évoquant l’éventualité d’ »attaques préventives » contre la Corée du Sud.
Et, sans surprises, les exercices Foal Eagle et Key Resolve ont, comme d’ailleurs chaque année, provoqué la colère des autorités nord-coréennes.
Ainsi la Commission de la défense nationale de Corée du Nord a, via un communiqué, affirmé que les « manoeuvres militaires conjointes organisées par les ennemis sont perçues comme des exercices de guerre nucléaire non dissimulés visant à porter atteinte à la souveraineté [de la Corée du Nord, ndlr], sa riposte militaire sera d’effectuer des frappes nucléaires préventives et offensive. »
Et d’ajouter que des « plans d’attaque nucléaire au nom de la justice » ont été validés par Kim Jong-un et qu’ils sont « prêts » à être exécutés « même en cas de la plus petite action militaire », précisant que les « les cibles pourraient être sud-coréennes, mais aussi viser les bases américaines dans la région Asie-Pacifique et jusqu’aux Etats-Unis. »
« »Si nous appuyons sur les boutons pour anéantir nos ennemis (…), toutes les origines des provocations seront réduites à des océans de flammes et de cendres en un instant », a encore avancé cette commission militaire nord-coréenne. Rien que ça.

The Marine Corps has formed a new mobile unit tasked with attacking North Korea from the rear in the event of a contingency, a military official said Sunday. The regimental-level unit of 3,000 troops was launched in the southeastern coastal city of Pohang on March 1, dubbed "Spartan 3000," the official said.
The “Spartan 3000” unit trained with U.S. forces during a massive joint exercise earlier this month that included 300,000 troops. The elite force’s main purpose is to destroy “key military facilities” inside North Korea, according to Yonhap news agency.
The elite unit was formed and trained as North Korean leader Kim Jong-Un fortified coastal defenses and threatened to “bury our enemies at sea.”
North Korean state media released images of Kim observing coastal military drills intended to prove that the North could “kill ruthlessly the U.S. and South Korea whenever the group of enemies gives off any sort of sparks on the land,” according to the Korean Central News Agency.
“Seeing the daring action of landing units, Kim Jong-Un said with pleasure that such surprise landing and attack on the coast would result in a victorious battle.”
The North fired what reports said were two medium-range ballistic missiles into the sea on March 18, days after Kim ordered further nuclear tests.
On March 21, North Korea fired five short-range ballistic missiles into the Sea of Japan, the Pentagon confirmed.
“Launches using ballistic missile technology are a clear violation of multiple UN Security Council resolutions. We call on North Korea to refrain from actions that further raise tensions in the region and focus instead on taking concrete steps toward fulfilling its international commitments and obligations,” Pentagon spokesman Bill Urban said.

The South Korean Air Force F-16 crashed during a training flight, obviously due to a technical malfunction. Both pilots ejected safely.
Yonhap reported that a South Korean F-16 fighter jet crashed during a drill on Wednesday, but the two pilots safely ejected from the stricken plane, the Air Force said.
The cause of the crash in Cheongsong, 322 kilometers southeast of Seoul, was not immediately known.

Lockheed Martin expects that the procurement of its S-3 Viking maritime patrol and anti-submarine warfare (ASW) aircraft by South Korea will pave the way for further sales of the type to at least three other operators, a company official told IHS Jane's on 30 March.
Speaking at the FIDAE Airshow in Santiago, Clay Fearnow, Lockheed Martin's director of maritime patrol programmes, said that the approval that is anticipated in the coming months of the sale to the Republic of Korea Navy (RoKN) could open the way for further sales to two other Asian nations (one of which he identified as the Socialist Republic of Vietnam), and one South American nation.
"We are talking to three other countries [besides South Korea] with regard to the S-3. If the South Korean programme is approved, then we expect the aircraft to really take off," Fearnow said, adding that interested nations are waiting on the South Korean deal to be finalised before committing.
With the US Navy (USN) having operationally divested itself of the twin-turbofan S-3 Viking in 2009, the type was revived in late 2013 when it was revealed to IHS Jane's that South Korea was interested in acquiring in the region of 20 such aircraft to supplement its P-3s in the airborne ASW role.
The Korean Defense Acquisition Program Administration (DAPA) is currently putting together a five-year acquisition plan that includes the procurement of 12 S-3s for the RoKN, with the option for a further eight. This plan will be presented to the Ministry of National Defence (MND) for approval in June, with a draft request for proposals for Korean industrial participation set to follow in the first quarter of 2017.
