Elbit Systems has received a contract to supply advanced helmet-mounted display systems for the South Korean army's Korean Utility Helicopter (KUH) programme.
Under the deal, Elbit will supply prime contractor Korea Aerospace Industries with equipment for its ongoing development effort, which is expected to lead to the manufacture of up to 250 tactical transport helicopters. The Israeli company's initial contract covers those development aircraft due to be delivered in 2009-10, but it believes the agreement could lead to follow-on orders to equip the entire KUH fleet and additional military rotorcraft.
"We believe this selection will lead to further head-up display projects in South Korea and worldwide," says Yoram Shmuely, co-general manager of Elbit's Aerospace Division.
Elbit says its helmet-mounted display systems enable helicopter pilots to fly with their "head out of the cockpit", boosting situational awareness and safety by projecting essential flight data, plus navigation waypoints and threat data into their line of sight.

The South Korean military conducted in mid-March the first test-firing of its new Hyunmoo-4 (also spelled Hyeonmu-4) ballistic missile, some two-and-a-half years after Washington and Seoul had agreed to scrap the warhead weight limit for South Korean missiles stipulated in US-South Korean guidelines.
A South Korean military official told Jane's on 10 May that the first test launch of the 800-km-range weapon, which features a greater payload than previous Hyunmoo-series missile systems, was conducted at the Agency for Defense Development's (ADD's) Anheung test site in Taean County, South Chungcheong Province. Two missiles were test-fired but one of them reportedly failed. No information was provided about the cause of the failure.
The original US-South Korean ballistic missile guidelines of 1979 stopped the development of South Korean ballistic missiles. A revision made in 1997 allowed South Korea to develop a ballistic missile carrying a 500 kg warhead with a maximum strike range of 300 km. This missile, initially known as the Hyunmoo-2 (also spelled Hyeonmu-2), is now known as the Hyunmoo-2A.
A further revision of the guidelines in 2012 permitted Seoul to extend the range and/or payload of its ballistic missiles. For instance, it allowed for South Korean ballistic missiles to have a maximum range of 800 km while carrying a 500 kg warhead; of 500 km while carrying a 1,000 kg warhead; and of 300 km while carrying a 2,000 kg warhead.
This changed, however, after US President Donald Trump and his South Korean counterpart, Moon Jae-in, announced on 7 November 2017 that they had finalised a deal to scrap the warhead weight limit for South Korean missiles.
As a result, the Republic of Korea (RoK) military has since been looking to increase fourfold the payload of some its missiles, either by modifying them or developing new ones, said officials. | |

The South Korean Navy's JANGBOGO III submarine project began in 2014. ECA GROUP was selected to deliver the Steering and Diving Consoles (SNDC). In the past 5 years, ECA GROUP has been chosen for the third consecutive time to supply further submarine steering and diving consoles for this navy.
The steering console (SC) is a generic sea proven product that manages the 3D motion of submarines, by controlling diving planes and Rudder. SC design concept is based on an open and modular architecture adaptable to any submarine design. SC is fitted with a high performance numerical autopilot which allows several control modes (Automatic, manual and mixed modes). Additional functions like “Decision Support Tool” and “OBTS” (Onboard Training Simulator) increase the performance of the user. ECA Steering Console is installed onboard several submarines class design (SSBN, SSK) for French, Chilean, Malaysian, Indian and South Korean Navies.
The trials of the KSS-III (Jangbogo–III-class) diesel-electric attack submarines (SSKs) was launched in 2019. It will be ready for operational deployment in 2025. This new class of submarines will have the Korean Vertical Launching System which will be able to carry up to 10 indigenous Chonryong submarine-launched cruise missiles. The first submarine in the Republic of Korea Navy to have this kind of capability. It will also have many other improvements compared to its predecessors. Reports indicate South Korea might even deploy SLBMs inside the vertical launchers. Development of SLBMs by Agency for Defense Development is expected to be completed by 2020. The South Korean Army decommissioned five decades-old UH-1H helicopters with indigenous multi-role Surion rotorcraft ready to take their place.
The Army had 129 Bell UH-1H helicopters in service. They flew an accumulated 792,000 hours over 146 million kilometers during the period.
An upgraded version of the Surion could also be deployed soon. These aircraft will be used to transport emergency patients.
The KUH-1 Surion was developed by Korea Aerospace Industries (KAI) and Eurocopter. They will be used in a variety of applications, including troop assault, search and rescue, tactical lift, liaison and medical evacuation. It can accommodate a pilot, co-pilot, two gunners and nine troops
The helicopter features an inertial navigation system, global positioning system, an automatic flight control system, forward-looking infrared radar and a digital MAP.
Surion is also equipped with a health and usage monitoring system, a modular weapon system, a counter measure dispensing system, infrared counter measures, electronic counter measures, a radar warning receiver, a hands-on collective and stick, and an on-board inert gas generating system.
The helicopter is fitted with six BGM-71 tube-launched optically tracked (TOW) air-to-air missiles or four rocket pods. The BGM-1 TOW is an anti-tank guided missile designed and developed by Hughes Aircraft. The maximum operational range of the missile is 3,750m. It weighs around 3.9kg to 5.9kg.

South Korea Navy recent F-35B order confirms plans to get new aircraft carrier
South Korea reportedly plans to order 20 F-35B stealth jump jets, a strong signal that the South Korean navy is leaning forward with the development of a light aircraft carrier.
Last year, it was reported that the country is studying two aircraft carrier designs.
One is a medium-sized 70,000-ton carrier, with a load capacity of 70,400 tons and a length of 298m and a width of 75m. A medium-sized carrier can hold 1,340 crew members and can carry 40 fixed-wing (32) and rotating-wing ( aircraft. Expected acquisition costs amounted to 5.4 trillion won.
The second proposal is a 40,000-ton light-duty carrier with a full load of 41,500 tons. It is 238m long and 62m wide. A light carrier can carry 720 crew members and can carry 20 fixed-wing (12) and rotating-wing ( aircraft. Expected acquisition costs amounted to KRW 3 trillion.
The move to buy the F-35B could signal that the country is moving towards the Short Take-Off and Vertical Landing (STOVL) configuration that is employed by Britain, Italy and Spain for their carriers.
The F-35A is part of the U.S. Air Force, the F-35B belongs to the U.S. Marine Corps, and the F-35C is a fighter operated by the U.S. Navy. Currently, Korean aircraft carriers are in a position to introduce the F-35B, a vertical takeoff and landing aircraft.

Comme la plupart des autres pays, la Corée du Sud, dont la gestion de l’épidémie de covid-19 est considérée comme exemplaire par beaucoup, a vu ses indicateurs économiques se dégrader au cours du premier semestre. Pour faire face aux conséquences de la crise sanitaire, Séoul a annoncé, en avril dernier, un coupe de 625 millions d’euros dans ses dépenses militaires sur les 34,66 milliards d’euros de crédits votés au titre de l’exercice 2020 [soit une baisse de près de 2%, ndlr].
Cela étant, les autorités sud-coréennes n’ayant pas décidé de confiner la population, les conséquences économiques de la pandémie sont, a priori, moins graves en Corée du Sud qu’ailleurs. Ainsi, la Banque de Corée [BOK] estime que le Produit intérieur brut [PIB] reculera que de -1,3% cette année et table sur un rebond de +2,8% en 2021.
Dans le même temps, les menaces sécuritaires n’ont pas faibli. En effet, après avoir connu une embellie [du moins, en apparence], les relations avec la Corée du Nord se sont à nouveau dégradées et le rapport annuel que l’Agence internationale de l’énergie atomique [AIEA] a diffusé le 2 septembre s’inscrit dans la lignée des précédents puisqu’il affirme que Pyongyang continue de développer son programme d’armement nucléaire, en « violation flagrante des résolutions du Conseil de sécurité des Nations unies. »
Ce qui n’est pas une surprise… étant donné que d’autres sources, comme le groupe d’experts de l’ONU chargé du suivi des sanctions prises à l’égard de la Corée du Nord, font le même constat. Qui plus est, en janvier, Pyongyang a annoncé la fin de son moratoire sur ses essais nucléaires. Et cela alors que le programme de missiles balistiques nord-coréens s’est poursuivi…
Aussi, il n’est pas question pour le ministère sud-coréen de la Défense de baisser la garde. D’où le projet de budget qu’il a dévoilé le 31 août, annoncé en hausse de 5,5%, pour s’établir à 52.920 milliards de wons [37,63 milliards d’euros au cours actuel]. Cette somme, qui atteint un niveau record, doit permettre de « renforcer les capacités d’auto-défense du pays dans un contexte d’incertitudes croissantes sur la sécurité et de défis de nature différente comme le nouveau coronavirus », ont expliqué des responsables, cités par l’agence Yonhap.
Dans le détail, 25,49 milliards d’euros [+7,1%] serviront à financer les dépenses de fonctionnement, les soldes des militaires sud-coréens, annoncées en hausse de +12,5%, la formation, l’entrainement et les projets de construction de nouvelles installation.
Dans la limite de cette enveloppe, les crédits alloués au maintien en condition opérationnelle [MCO] sont annoncés en hausse de 7,7% par rapport au précédent exercice.
Et 10,36 milliards d’euros seront affectés aux acquisitions d’équipements, inscrites dans le plan de défense 2021-25, lequel prévoit notamment la construction d’un porte-avions léger et une commande supplémentaire d’avions F-35. Mais il est surtout question de mettre l’accent sur le renforcement des capacités devant permettre de contrer les missiles nucléaires et les autres armes de destruction massive nord-coréennes.
En outre, une effort particulier devrait être fait en faveur de la recherche et du développement [R&D], avec une ligne de crédits de 3 milliards d’euros [+8,5%].

Ce budget prévoit également d’affecter 645 millions d’euros au projet KF-X, l’avion de combat développé par le constructeur sud-coréen KAI, en collaboration avec Lockheed-Martin.
Cet été, l’Administration du programme d’acquisition de défense [DAPA] a dévoilé le prototype du radar AESA [à antenne active] qui équipera cet appareil, censé remplacer les F-5 Tiger de la force aérienne sud-coréenne [RoKAF]. Et KAI a annoncé que l’assemblage final du premier des six prototypes prévus venait de commencer. Au total, Séoul compte investir plus de 6 milliards d’euros dans ce projet.
Enfin, 370 millions d’euros seront affectés au développement d’un sous-marin de nouvelle génération 4.000 tonnes, éventuellement à propulsion nucléaire. Et 220 millions d’euros seront orientés vers la production du char de combat K-2.

South Korean navy completes C4I system upgrade

South Korea’s Defense Acquisition Program Administration (DAPA) announced on 7 September that the upgraded system will “drastically improve the RoKN’s ability to carry out command and control (C2) in a combat situation as it can integrate all the information that was previously provided by four different systems – the Korean Naval Tactical Data Processing System (KNTDS), the Korean Naval Command and Control System (KNCCS), the Digital Specialised Processing System, and the Real-Time Text Network – into a single network.
The new system, which is capable of handling three times as much data as the previous one, also enables the navy to transmit and share data with other units in real time, including data on ballistic missiles.
DAPA pointed out that, while the earlier version of the system had been operated “as a single type without considering the operating environment of each unit”, the newer version, which was upgraded between August 2015 and August 2020, has been “customised according to the tasks of each unit”.
Moreover, all operating network terminals have been configured in such a way that they can be remotely controlled in real time, noted DAPA, adding that under the new system a ‘back-up’ C4I station could become operational within 10 minutes should the main station be damaged.

SEOUL -- A 3,600-ton submarine installed with lithium-ion batteries will be delivered to South Korea's submarine fleet in 2026. Lithium-ion batteries are more power-efficient, take up less space and improve underwater navigation capability and high-speed maneuvering compared to conventional lead-acid batteries.
South Korea has carried out the preliminary design of a diesel-electric submarine carrying lithium-ion batteries. A prototype for performance verification will be produced by the first half of next year, according to the Defense Acquisition Program Administration (DAPA), a state body controlled by the defense ministry.
South Korea has a three-stage project to develop a fleet of submarines. Through the first phase, nine 1,200-ton diesel-electric submarines have been built with technical help from Germany’s Howaldtswerke-Deutsche Werft (HDW). The second phase calls for the construction of six 1,800-ton vessels. Through the third phase, submarines of 3,000 tons or more are to be built with indigenous technologies.
The first 3,000-ton submarine unveiled in 2018 carried lead-acid batteries which are relatively inexpensive and reliable. Submarines using lead-acid batteries surface regularly to vent poisonous fumes created in the processes of cooling and charging. DAPA was upbeat over the development of lithium-ion batteries, citing advanced technologies accumulated by South Korea's battery industry.
Still, safety and reliability will be prioritized for the development of lithium-ion batteries for submarines, DAPA said, adding that a harsh test environment was set to prevent explosion during research and development. Before loading lithium-ion batteries into submarines, DAPA said it would verify performance and safety at land test sites
With the development of lithium-ion batteries for submarines, South Korea can strengthen submarine performance and secure competitiveness in large-capacity lithium-ion battery technology, Cho Dong-jin, who is in charge of DAPA's submarine development, said in a statement. "We expect to gain an edge in submarine exports in the future, considering the global competitiveness of our lithium-ion batteries."

En 2014, la Corée du Sud a finalisé une commande portant sur quatre drones HALE [Haute Altitude Longue Endurance] MQ-4 Global Hawk Block 30 du groupe américain Northrop Grumma pour un montant de 657,4 millions de dollars. Mais il aura fallu attendre cinq ans – soit fin 2019 – pour voir le premier appareil être livré à la force aérienne sud-coréenne [RoKAF]. Le dernier a été réceptionné le 15 octobre dernier.
Pour rappel, d’une envergure de près de 40 mètres pour une longueur de 14,4 mètres et une masse au décollage de plus de 14 tonnes, le RQ-4 Global Hawk Block a un rayon d’action de 22.780 km pour une endurance de 36 heures. Il peut évoluer à 60.000 pieds d’altitude. Propulsé par un turboréacteur Rolls-Royce F137-RR-100, sa charge utile de 1.360 kg se compose notamment d’un radar à ouverture synthétique [SAR], d’une suite de capteurs intégrés améliorés [EIS] et antennes SATCOM à ultra-hautes fréquences et à large bande de fréquence Ku.
Pouvant surveiller une zone de 100.000 kilomètres carrés [soit à peu près la superficie de la Corée dus Sud], cet appareil doit servir à surveiller les mouvements des troupes nord-coréennes. Leur achat étant considéré comme étant un sujet « sensible » par Séoul, les autorités sud-coréennes ont toujours été discrètes à leur sujet.
D’où l’impair diplomatique commis par Harry Harris, l’ambassadeur américain en Corée du Sud, qui a annoncé, pour s’en féliciter, la livraison du premier RQ-4 Global Hawk à la RoKAF. En effet, une source militaire sud-corénne a par la suite confié à l’agence Yonhap que la « position de la Corée du Sud consiste à ne pas annoncer de telles choses pour des raisons de sécurité. » Et d’ajouter : « Le Global Hawk est un atout clé dans le domaine de la surveillance, même si nous comprenons le grand intérêt du public à son égard ».
Et cet intérêt risque encore de croître après les informations publiées le 21 octobre par Yohnap. En effet, sur les quatre RQ-4 Global Hawk livrés, deux présentent des défauts : l’un a une fuite hydraulique au niveau du train d’atterrissage quand l’autre présente « capteur de commande de base » défectueux.
La source de l’agence de presse sud-coréenne n’a pas été en mesure de préciser s’il s’agit de défauts de fabrication ou si ces problèmes sont apparus lors de vols en Corée du Sud. En tout cas, les « autorités militaires sont en consultation avec Northrop Grumman à ce sujet », a-t-elle dit.
Normalement, ces drones RQ-4 Global Hawk doivent entrer en service durant le second semestre de l’année prochaine, à la suite de « procédures préparatoires ». Ce calendrier risque donc d’être compromis.

South Korea's Light Armed Helicopter provisionally declared fit for combat

South Korea’s Defense Acquisition Program Administration (DAPA) has provisionally declared the Korea Aerospace Industries (KAI) Light Armed Helicopter (LAH) fit for combat.
KAI announced in an 11 December statement that DAPA’s assessment, which came five years and six months after the launch of the LAH project, “lays the foundation” for mass production of the helicopter, development of which is due to be completed by late 2022.

The LAH, which is being developed for the Republic of Korea Army (RoKA) to replace the service’s AH-1F and 500MD/Tow Defender helicopters, was first rolled out in December 2018 and made its first flight in July of the following year at KAI’s facility in Sacheon. Three prototypes have been built so far.
The RoKA plans to acquire about 210 LAHs from 2023.
The helicopter, which is capable of carrying out ground-attack and close air support operations, is armed with a chin-mounted 20 mm Gatling-type gun, and fitted with stub wings to carry 70 mm unguided rockets as well as the locally developed Chungum anti-tank guided missile (ATGM), which has a stated range of about 8 km.
The LAH also features a nose-mounted electro-optical/infrared (EO/IR) sensor, multiple missile and radar warning receivers, as well as upwards-directed exhausts to reduce its infrared signature.
The rotorcraft is powered by two Arriel 2L2 turboshaft engines co-developed and built by Safran Helicopter Engines and Hanwha Techwin.
Together with the Light Civilian Helicopter (LCH), the LAH is part of an integrated civil and military helicopter development project with KAI as prime contractor and in partnership with DAPA and the Ministry of Trade, Industry and Energy (MOTIE).

South Korea plans to buy 12 Sikorsky MH-60R Seahawk anti-submarine warfare helicopters, the country’s defense procurement agency announced Dec. 15.
The contract, valued at about $878 million, is expected to be signed by the end of this year, according to the Defense Acquisition Program Administration. The decision is a dramatic win for American firm Lockheed Martin, as the MH-60R had been considered a long shot due to its cost. (Sikorsky is a subsidiary of Lockheed.)
For the second batch of the maritime operational helicopter, or MOH, contract, DAPA intended to sign a direct commercial deal last year with a foreign helicopter maker, with three bidders — Lockheed Martin, Italy’s Leonardo and France’s NHIndustries — showing interest.
Leonardo, which had sold eight AW159 Wildcat helicopters to the South Korean Navy under the MOH Batch I program, was seen a sure winner in that competition, as the two other contenders failed to submit their proposals by deadline.
Ultimately, DAPA was about to go with the AW159 on a sole-source supplier basis, but the U.S. government threw a last-minute curveball by offering pricing for the MH-60R through the Pentagon’s Foreign Military Sales program.
DAPA accepted the offer and issued a second requirement for proposals in May 2019. The U.S. government opened an MH-60R Foreign Military Sales case in August, pegging the value of the 12-strong helicopter deal around $800 million.
In addition to the helicopters, the deal also is known to include weapons, sonobouys, radars and communication equipment, as well as training and support.
A total of 12 Seahawks will be delivered to the South Korean Navy by 2025 in stages. The multimission naval helicopters are expected to be deployed aboard the service’s future surface combatants, namely the KDX-III Batch 2 Aegis destroyers, as well as the FFX Batch III frigates.
The 19.76-meter-long and 5.1-meter-high chopper with a maximum cruising speed of 267 kph can handle multiple missions, including operations of warfare, search and rescue, and medical evacuation.
The U.S. Navy is the main operator of the “Romeo” maritime helicopter, with 289 units in its fleet. South Korea has been added to the list of Romeo operating countries that includes Saudi Arabia, Denmark, Australia, India and Greece.
The South Korean Navy currently operates eight AW159s acquired under a 2012 deal. The helicopters fly missions aboard KDX-series destroyers and Incheon-class guided-missile frigates.
The service plans to commission at least 12 more new frigates fitted with a flight deck and a hangar that can accommodate one Lynx helicopter. _________________ Les peuples ne meurent jamais de faim mais de honte.
