Japan to Beef Up Submarines to Counter Chinese Power
Japan is to increase its submarine fleet for the first time in 36 years, the Sankei Shimbun reported Sunday. The plan apparently aims to counter China's naval build-up by partially filling the void created by the U.S. reduction of submarines in the Pacific area. The paper said the Japanese government plans to increase the number of submarines from the current 18 including two trainer submarines to more than 20 when it revises its Defense Program Guidelines by year's end. Tokyo has maintained 18 submarines since it first formulated the guidelines in 1976, although it has strengthened their capability by replacing superannuated vessels and with new ones. But now that advanced technology gives them a longer lifespan, it has opted for the new plan to increase the total number, the daily reported. Exactly how many the country will have is not known. Even more than 20 is no match for China, which has 62, but experts say most of the Japanese submarines are new types with superior capability. The immediate cause for the decision was apparently China's plan to build an oceangoing fleet. China declared the plan at a fleet review in Qingdao, Shandong Province in April. It envisions extending its area of operations to the Pacific and Indian Oceans. Out of the 62 Chinese submarines, seven are nuclear-powered and 55 diesel-powered. China recently built an underground submarine base on Hainan Island, which overlooks the South China Sea.

Japan May Acquire Global Hawk Aircraft
Japanese Defence Ministry is considering acquiring three Global Hawk reconnaissance aircraft from the US to enhance its air surveillance capabilities. Japan's move is seen as a measure to deal with China's increasing militarisation and North Korea's nuclear and ballistic missile programmes. The ministry plans to buy the unmanned high-altitude aircraft as part of its new mid-term defence programme for 2011-2015. The Global Hawk can fly at an altitude of 18,000m and is equipped with sophisticated cameras and highly sensitive communications-receiving abilities. The aircraft can gather data and simultaneously send it to command facilities on the ground. The Global Hawk costs 4.15bn yen ($50m) including equipment, so the sum for three aircraft will in excess of 12bn yen ($144m), according to the Japan Times.

Japan Flight Tests Raytheon Standard Missile-3
The Japanese Maritime Self-Defence Force (JMSDF) has successfully achieved its third ballistic missile intercept using a Raytheon Standard Missile-3. The SM-3 block IA missile engaged and destroyed a medium-range ballistic missile target more than 100 miles above the Pacific Ocean. The missiles are deployed to defend against short to intermediate-range ballistic missile threats in the ascent and mid-course phases of flight. The company is also developing the next-generation long-range SM-3 block IIA missile with a larger kinetic warhead for a greater area of defence against sophisticated threats. Raytheon's SM-3 is part of the Missile Defense Agency's sea-based Aegis ballistic missile defence system. More than 100 SM-3s have been delivered to date.

Japan Could Set Up New Unit to Monitor Chinese Navy Japan's military may set up a new unit to monitor Chinese naval operations in a move to counter the increasingly aggressive position of the Chinese Navy in the East China Sea. The new unit would consist of 200 troops in Yonaguni Island, near Taiwan, and the troops would radar monitor Chinese naval operations in the region. The Ministry of Japan confirmed that it is looking at strengthening military monitoring capabilities in south-western islands and a budget for the unit would be formally submitted, according to the Canadian Press. Tokyo and Beijing have conflicting territorial claims of the islands after an incident in which a Chinese trawler collided with two Japanese coast guard patrol ships in waters near the disputed islands. naval-technology

The Japanese Ministry of Defence will purchase ten new P1 patrol aircraft within five years to monitor submarines and suspicious boats and to bolster security in its territorial waters. The estimated 200bn yen ($2.4bn) purchase of the new aircraft will be included in the midterm defence plan, which will be adopted by the government in December. The ministry had plans to decommission 20 P3C aircraft in the next five years, but later decided to retain half of the planes due to financial hitches. The P1 aircraft is capable of travelling 1.3 times faster than the propeller-driven P3C and conduct surveillance flights for more than ten hours without being affected by the weather. The first plane will be deployed within the next year, according to the Mainichi Daily News.

Japan’s MoD Selects Mitsubishi Heavy’s Proposal to Build 40 UH-60J SAR Helicopters
STRATFORD, Connecticut | Japan’s Ministry of Defense has selected Mitsubishi Heavy Industries’ (MHI) proposal to supply the Japan Air Self-Defense Force (JASDF) with a new fleet of advanced UH-60J search and rescue helicopters. The aircraft will be produced under license from Sikorsky Aircraft Corp., a subsidiary of United Technologies Corp. (NYSE:UTX).
The new fleet will replace 40 MHI-built UH-60J search and rescue helicopters currently in operation with the JASDF since 1991. The new aircraft will be phased into service over 20 years. Over the life of the program, MHI is expected to receive a total of 190 billion yen (approx. $2.3 billion) from the Japan Ministry of Defense for all 40 new-generation UH-60J helicopters, including 20 years of logistics support.
“The new-generation UH-60J helicopter will bring to Japan’s Air Self-Defense Force the proven performance attributes of the legacy platform in a new airframe with significant advanced capabilities to support humanitarian relief and rescue missions,” said John Pacelli, Sikorsky Vice President of International Government Programs. “Congratulations to MHI for prevailing against a strong field of competitors for this important mission capability.”
A removable aerial refueling probe is among the principal improvements developed by MHI for the upgraded UH-60J helicopter. The probe will enable all of the new UH-60J aircraft to refuel from tanker aircraft while airborne.
Other modern updates include satellite communications and a collision avoidance system.
The UH-60J helicopter contract was the first comprehensive evaluation bid process conducted by the Ministry for a significant defense item. The new selection process was directed by the Japanese Government to foster more transparency and fairness during the procurement of major weapon systems. MHI has built 226 Sikorsky H-60 series aircraft under license with Sikorsky for exclusive use by the Japan Ministry of Defense since 1988. Aircraft include the UH-60JA helicopter for ground forces utility operations, and the SH-60J/K anti-submarine patrol helicopter.

The Japanese Government plans to deploy interceptor missiles at air bases across the nation to counter the threat of North Korea's ballistic missiles. The new defence policy, to be approved later this month, specified that all six Aegis destroyers be equipped with Standard Missile-3 interceptors, according to Kyodo News. The SM-3 sea-launched interceptors are designed to intercept an enemy missile before it enters the Earth's atmosphere. The number of MSDF escort ships will also be increased from 47 to 48, while major operational aircraft will be trimmed from 350 to 340 due to the larger size of transport planes. Japan also plans to increase the number of submarines from 16 to 22 for enhanced vigilance in the south-west to deal with North Korea and to deter China.

The United States and Japan started joint military exercises Friday, the Japanese defense ministry said, as tensions simmered on the Korean peninsula.
About 10,500 U.S. service members are taking part in the drills, officials said.
The "Keen Sword" exercise will continue until December 10 on military sites in Okinawa, mainland Japan and the waters surrounding it, according to officials.
"Keen Sword will cap the 50th anniversary of the Japan-U.S. alliance as an 'alliance of equals,'" said Maj. William Vause, chief of operational plans, training and exercises. "It is the largest bilateral exercise between the United States and Japan military forces. [The exercise] will better enhance both of our countries' readiness to respond to varied crisis situations."
The drill is not directed to any nation, officials said.
"The goal of Keen Sword is to increase and improve our bilateral relationship to further enhance the Japan and U.S. alliance," Vause said, "and to provide a realistic training environment that allows Japan Self Defense Force and U.S. forces to respond to a wide range of situations."
The drill starts days after South Korea and the United States wrapped up joint military exercises on the Yellow Sea.
