Salut La constitution japonaise interdit au japon d'avoir des porte-avions. Lorsque leur porte helico amontré un "signe" qu'il pouvait etre utilisé comme porte-aeronefs, cela a provoqué un tolle au parlement. A titre d'exemple, l'exercice de bombardement aerien n'est pas autorisé au japon, d'ou des F-2 qui se sont entrainait en douce a l'etranger... Cf DSI

Japanese shipbuilders set to merge in November By Jon Grevatt 10/22/2012 A merger between major Japanese naval shipbuilders Universal Shipbuilding Corporation (USC) and IHI Marine United is on track to be completed by 1 November, a spokesman from IHI Marine told IHS Jane's on 19 October.
The transaction was announced in August following four years of talks and was originally anticipated to be completed by early October. The deal was then delayed due to continuing corporate reviews and an extended approval process related to competition law. The IHI Marine spokesman confirmed that these administrative processes were on course to be completed before the end of this month.
The merger - once complete - will result in the creation of a new company, named the Japan Marine United Corporation, which will be headquartered in Minato Ward, Tokyo, and undertake the design, manufacture, sale, and supply of merchant and naval ships, patrol craft, and other vessels. In terms of naval shipbuilding, Japan Marine United will be expected to build on the two companies' respective capabilities.
IHI Marine is constructing a 24,000 tonne Hyuga-class helicopter carrier for the Japan Maritime Self-Defence Force (JMSDF), with another planned, and has also built (in collaboration with Mitsubishi Heavy Industries) Takanami-class guided missile destroyers and Hida-class patrol craft over the past decade.
Japan is planning to develop an unmanned drone that could help detect a North Korean nuclear missile attack and to counter China's military buildup, a report said on Sunday.
The defence ministry has demanded 3 billion yen ($372 million) over the next four years to develop the aircraft, which would come into operation in 2020, the Yomiuri Shimbun reported without citing sources.
The development of the drone, which will be equipped with an infrared sensor to seek out low-altitude missiles, comes after Japan failed to detect North Korea's failed rocket launch in April.
The launch, described by Pyongyang as an attempt go put a satellite into orbit but condemned by world leaders as a disguised ballistic missile test, saw the rocket disintegrate over the Yellow Sea just two minutes after launch.
But Japan was forced to rely on information from the United States and media reports after its own detection systems failed.
Japanese officials later said its alert system could not detect the rocket because of its low-altitude flight path.
Japan is also embroiled in a tense territorial dispute with China over a group of islands known as the Senkakus in Japan and Diaoyus in China.

Helicopters are an important adjunct to Japan’s large fleet of 25+ minesweeping ships, and can even serve as a substitute in some situations. Japan’s fleet of 11 MCH-101 airborne mine counter-measures helicopters are closely derived from AgustaWestland’s 3-engined AW101 heavy maritime helicopter, and most are being built in Japan under license by Kawasaki. Mission equipment will include the AN/AQS-24A mine hunting side scan sonar, the AN/AES-1 airborne laser mine detection system, and the MK-104 acoustic minesweeping system.
ECH-101s have good range, and can operate from shore. As an alternative, they can be embarked aboard Japanese ships, especially the JMSDF’s 19,000 ton Hyuga Class “helicopter destroyers” (LPH anywhere else).

ils ont une très belle armée dommage qu'il reste juste statique, de toute façon ils n'auront plus le choix soit il bouge soit il ce font bouffer, la survie de ce peuple en dépend.

The Defense Ministry is countersuing Toshiba Corp. for breach of contract related to the remodeling of F-15 fighters into reconnaissance planes, seeking ¥1.2 billion in penalties for failure to complete the work on schedule, Defense Ministry sources said Monday.
The suit was filed with the Tokyo District Court in October after Toshiba sued the ministry in July 2011, seeking ¥9.3 billion for its modification work following the ministry's contract cancellation.

SASEBO, Nagasaki--To prepare for what is widely believed to be a North Korean ballistic missile test, three Aegis-equipped destroyers of the Maritime Self-Defense Force left Sasebo Naval Base in Nagasaki Prefecture on Thursday for the sea around Okinawa Prefecture and the Sea of Japan.
The Defense Ministry said the missile is unlikely to fall on Japanese territory under normal circumstances, but that it will be on alert. The Aegis-based Standard Missile-3 system, capable of intercepting ballistic missiles above Earth's atmosphere, will do so only if the missile is falling over Japanese territory.
The ministry is set to prepare for such an interception with the Aegis destroyers--the Kongo, Myoko and Chokai--as well as Patriot Advanced Capability-3 (PAC-3) surface-to-air missiles, which will be deployed at three locations in the Tokyo metropolitan area in addition to four places in Okinawa Prefecture.

Yama Sakura is a bilateral training exercise between U.S. Army and Japanese Ground Self Defense Forces in order to enhance cooperation procedures during contingency operations. While this exercise is primarily for command posts, it is also an opportunity to teach U.S. forces and its allies about a new type of warfare currently being waged through computers, smartphones and many other sources of communication.
Across cultures, there is one thing that has developed, united and brought enemies among all of us. Social media networks, such as Facebook and Twitter have become a huge commodity in culture between the United States and the rest of the world. For the younger generation, the means of hasty communication has become a normalcy for life. A constant need to inform and communicate with society has become standard.
“It’s now part of the fabric of society. Not just in the U.S, but globally, so it’s a question of understanding what the challenges are and ensuring there is good education and training for Soldiers using social media sites,” said Maj. Gen. James Walton, 311th Signal Command commander.
This new fabric in society has caused U.S. Soldiers to be more vigilant and recognize the importance of cyber threats and vulnerabilities. All military forces need to understand the importance the roles of cyber defense and inoperability have on the United States and its allies.
As part of the exercise, Walton hosted a briefing for the Japanese Ground Self Defense Force on cyber defense. The briefing touched on key points, such as improving the cyber security posture of Japanese military network, provide threat awareness training and facilitate lead-scenario-based academic discussions. Yama Sakura 63 is an opportunity to share our lessons learned with our counterparts, Walton said.
“We will accomplish this by orienting JGSDF personnel to potential threats in the Pacific and identifying cyber needs to shape future engagements,” said Col. Nora Marcos, U.S. Army Japan and I Corps (Forward) Signal Officer, U.S. Army Pacific.
The cyber threat awareness and training during the Yama Sakura exercise is the foundation for further and future implementation. It will give the JGSDF a similar understanding of where they are in their process of adapting their military organizations to address threats.
“We are ensuring we increase the interoperability so we can achieve a unified common operating force,” Walton said.
He added, “With two partners having significant language and cultural differences, interoperability is almost an essential requirement in order to mitigate difficult technical and operational tasks.”
Japanese and U.S. Army Pacific Soldiers are fully engaged on this topic.
“It’s a great partnership and an honor to work with the Japanese,” Walton said. “They are really involved and particularly interested in the key successes of our partnership. There is no question that Yama Sakura is equally as important to them as it is to the United States.”
U.S. approves upgrades of Japan’s Aegis missile systems

WASHINGTON (Reuters) – The U.S. Defense Department on Monday notified Congress that it had approved an arms sale valued at $421 million to Japan for upgrades to its Aegis missile defense system built by Lockheed Martin Corp, and related equipment.
The Defense Security Cooperation Agency, which oversees foreign arms sales, said Japan had requested the upgrades as part of the modernization of two of its Atago class destroyers.
U.S. lawmakers now have 30 days to block the deal, although such action is rare.
If approved, Lockheed would be the prime contractor. The sale would include the Aegis combat systems, new processors for radar systems, display consoles and video wall screens and more capable guns and sensors.
The Pentagon said the proposed sale would contribute to U.S. security objectives by providing Japan with a significantly improved air warfare capability.

Japan sends out fighter jets after China air breach
TOKYO — Japan scrambled eight fighter jets on Thursday after a Chinese state-owned plane breached its airspace for the first time, over islands at the centre of a dispute between the countries.
It was the first incursion by a Chinese state aircraft into Japanese airspace anywhere since Tokyo's military began monitoring in 1958, the defence ministry said.
The move marks a ramping-up of what observers suggest is a Chinese campaign to create a "new normal" -- where its forces come and go as they please around islands Beijing calls the Diaoyus, but Tokyo controls as the Senkakus.
It also comes as ceremonies mark the sensitive 75th anniversary of the start of the Nanjing Massacre, when Japanese Imperial Army troops embarked on an orgy of violence and killing in the then-Chinese capital.
F-15 jets were mobilised after a Chinese Maritime Surveillance twin turbo-prop aircraft ventured over the islands just after 11 am (0200 GMT), Chief Cabinet Secretary Osamu Fujimura told reporters.
"It was a fixed-wing Y-12 aeroplane belonging to the Chinese State Oceanic Administration. We confirmed that this aeroplane flew in our country's airspace," he said.
"It is extremely regrettable. We will continue to resolutely deal with any act violating our country's sovereignty, in accordance with domestic laws and regulations," he said, adding a senior Chinese diplomat had been summoned.
Japan mobilised eight F-15 jets and an E2C early-warning aircraft, the Asahi Shimbun reported, citing a defence ministry source. But the incident appeared to have passed off without any direct confrontation.
In Beijing, China's foreign ministry said the flight had been routine.
"China's maritime surveillance plane flying over the Diaoyu islands is completely normal," said spokesman Hong Lei.
"China requires the Japanese side to stop illegal activities in the waters and airspace of the Diaoyu islands," Hong said, adding they were "China's inherent territory since ancient times".
The incident came as Japan's coastguard chief told reporters he was digging in for a protracted dispute.
"As China has publicly said it will make this a permanent situation, we are preparing to be better equipped for this long, drawn-out contest," Takashi Kitamura, the commandant of Japan Coast Guard, told a news conference.
"Because we have various other responsibilities other than patrolling for border security, we are asking government to consider building up our capacity," he said.
Chinese government ships have moved in and out of waters around the islands for more than two months -- four vessels were there for several hours on Thursday.
Such confrontations have become commonplace since Japan nationalised the East China Sea islands in September, a move it insisted amounted to nothing more than a change of ownership of what was already Japanese territory.
But Beijing reacted with fury, with observers saying the riots that erupted across China had at least tacit backing from the Communist Party government.
Mitsuyuki Kagami, an expert in Chinese politics at Aichi University said there would be no let-up from Beijing.
"China will keep sending official ships and probably aeroplanes to undermine the status quo of Japan's control over the islands," he told AFP.
He said it would be more alarming if it began to send military vessels or aircraft, but he believed Beijing had no interest in a war with Tokyo.
"China hopes to draw Japan to the negotiating table," he said, adding that the likely victory of the hawkish Shinzo Abe in Japan's general election on Sunday might make any Japanese compromise more difficult.

Japan mulls spy drones for East China Sea
JAPAN is considering introducing US spy drones to boost surveillance of its territorial waters near islands in the East China Sea at the centre of a bitter dispute with Beijing, Kyodo News says.
The Japanese defence ministry hopes to introduce the unmanned Global Hawk aircraft by 2015 "in a bid to counter China's growing assertiveness at sea, especially when it comes to the Senkaku Islands", the news agency said, citing unnamed government officials.
Beijing has been sending maritime patrol vessels into waters around the Japanese-controlled islands, which China claims as Diaoyu, since Tokyo nationalised the chain in September.
China is apparently seeking to prove that it can come and go in the area at will, and on Monday three of Beijing's ships were spotted in the waters around the islands, according to Japan's coastguard, in the latest perceived incursion.
An earlier report on Monday said China has transferred two destroyers and nine other former navy vessels to its maritime surveillance fleet.

Japan dispatched eight F-15 fighter jets to the area on December 13 after its coast guard spotted a Chinese marine surveillance plane near the isles, with its foreign ministry describing the flight as a "further dangerous act" that "escalates the situation". China protested a day later that Japanese military planes entered its airspace near the islands.
The dispute over control of the islands in the East China Sea has strained relations between Asia's two biggest economies and stoked fears of an arms build-up in the region. Japan's new prime minister, Shinzo Abe, vowed in his New Year message to "defend our land, airspace and territorial waters".
Abe also held meetings with officials on Saturday to discuss how to intercept Chinese planes near the disputed islands, ribenxinwen.com reported yesterday.
The latest crisis in the longstanding dispute was triggered by the Japanese government's purchase in September of three of the disputed islands from their private Japanese owner.

TOKYO (Reuters) - Japan's government is likely to increase defense spending for the first time in 11 years, Japanese media reported on Saturday, as newly elected Prime Minister Shinzo Abe pledges a sterner response to a territorial dispute with China.
The government is considering increasing defense spending by around 2 percent to more than 4.7 trillion yen ($53.4 billion) in the fiscal year starting in April, the Mainichi newspaper reported. It gave no source for its information.
The extra spending would be used to increase personnel in the ground self-defense forces and upgrade equipment for land, air and maritime forces, the Asahi newspaper also reported on Saturday. It also did not cite any sources.
Japan's Defense Ministry has scrambled F-15 fighter jets several times in recent weeks to intercept Chinese marine surveillance planes approaching the disputed islands near Taiwan. The islands are known as Senkaku in Japanese and the Diaoyu in Chinese.
The Japanese government administers the islands and purchased three of them from a private owner last September, sparking violent anti-Japanese protests across China. Beijing also claims the isles as part of Chinese territory.
There is a renewed focus on whether relations between China and Japan will improve after voters swept Abe's conservative Liberal Democratic Party back into power last month after three years in opposition.
Abe has repeatedly said there is no room for negotiation on the islands and has said he would boost defense spending to counter China's growing military clout.
