The Chilean Navy (Armada de Chile) has received into service the first of seven Vulcanair P68 Observer 2 twin-propeller aircraft, the Ministry of Defence (MoD) announced on 1 September.

The first of the Italian-built aircraft (designated Naval Aircraft 321 in Chilean service) arrived at the Naval Air Base at Concon on 1 July, ahead of its induction as a search and rescue, maritime police, medical aero-evacuation, and liaison platform in place of the now retired Cessna O-2 Skymaster.

While the MoD did not disclose when the remaining aircraft will be delivered, it did say that they type will begin operations with VC-1 Squadron in early 2017, flying from Puerto Montt and Iquique initially before being transferred to Talcahuano.

Powered by two Lycoming IO-360-A1B6 engines, the P68 Observer 2 is already in service with a number of military and para-public operators around the world, including the Chilean Army. With operating costs said by the company to be approximately one-fifth that of a single-engined turbine helicopter, the P68 Observer 2 has a cruise speed of 166 kt (compared to 125 kt for a helicopter), and a range of 1,525 n miles (350 n miles for a helicopter). It has an endurance of 10.5 hours.

In Chilean Navy service, the aircraft will be equipped with the UTC Aerospace Systems TASE500 stabilised high-definition (HD) electro-optic/infrared (EO/IR) sensor turret for improved situational awareness and increased observational capabilities.

Though owned and operated by the Chilean Navy, the P68 Observer 2s will be controlled by the Chilean Navy's General Directorate for Maritime Territory and Merchant Marine (Dirección General del Territorio Marítimo y de Marina Mercante: DIRECTEMAR), which is effectively a coastguard service within the navy.

Rival combat system integrators bidding to upgrade the Chilean Navy's three Type 23 frigates have presented the service with combat system modernisation solutions using either the Israel Aerospace Industries (IAI) Barak-8 or the MBDA Sea Ceptor anti-air guided weapon systems, IHS Jane's has learned.




A third missile option - in the form of the Raytheon RIM-162 Evolved SeaSparrow Missile (ESSM) - appears to have dropped out of contention despite the US government approving a prospective sale.

BAE Systems (teamed with QinetiQ), IAI's MBT Division, Lockheed Martin Canada, and Thales Nederland are vying to modernise the three former UK Royal Navy (RN) ships Almirante Cochrane (ex-HMS Norfolk ), Almirante Condell (ex-HMS Marlborough ), and Almirante Lynch (ex-HMS Grafton ).

Russia Seeks to Supply Mi-17 Antarctic-Suited Helicopters to Chile



UBINKA (Moscow Region) (Sputnik) — Russia is seeking to offer its new Mil Mi-17 transport helicopter variants suited to operating in the Antarctic to Chile, Russian state arms exporter Rosoboronexport Deputy Director General Sergey Goreslavsky told Sputnik on Wednesday.

"We now have the arctic and polar variant of the Mi-17 type helicopter, and we count on it to be popular, including in Chile, a country which is implementing a policy of exploring the Antarctic," Goreslavsky said on the sidelines of the ongoing Army-2016 international military and technical forum near Moscow. Russia has traditionally offered the Latin American country, which claims a part of Antarctica, a range of aircraft systems, including helicopters and planes, he added, noting the priority of supplying the new Yakovlev Yak-130 advanced jet trainer, which was introduced in 2010. "I cannot say that we are discussing some specific projects. But we hope that there will be a time when we unite the Chileans around a negotiating table," the deputy director said.


The Mil Mi-17 helicopter was developed and introduced in the 1970s, with dozens of variant modifications created to suit various operating conditions, climates and customers developed since then.

The specialized Mi-8AMTSh-VA helicopter is currently being developed by the Russian Helicopters company for military operations in polar conditions. The variant is based on the latest modification of the Mi-8AMTSh-V military transport helicopter, which is fitted with new VK-2500-03 turboshaft engines, a more powerful auxiliary power unit and upgraded avionics systems.

The Chilean Air Force (Fuerza Aérea de Chile: FACh) has selected the Sikorsky S-70 Black Hawk to fulfil its dual-use medium-lift requirement, a company spokesperson confirmed to IHS Jane's on 7 September.

The service will receive six Polish-built S-70i (international) helicopters that are to be built by Sikorsky's subsidiary, PZL Mielec. According to Sikorsky, contract negotiations will begin later this month with a signature expected before the end of the year.


Once fielded, the new helicopters will reinforce the FACh's existing fleet of mainly Bell 412 and UH-1H platforms, and will increase battlefield lift and disaster relief capabilities. While the current plan is to procure just six aircraft, there is the potential for more to be bought at a later date.

The Sikorsky S-70i Black Hawk helicopters recently selected by the Chilean Air Force (Fuerza Aérea de Chile: FACh) are to be used mainly for combat search-and-rescue (CSAR) and Special Operations roles, but will also be available for community support and disaster relief, sources in Santiago told IHS Jane's .

A USD180 million direct sales contract for a batch of six helicopters is expected to be awarded by year's end. Negotiations for the deal are to start in September and plans indicate the FACh is seeking at least 12 S-70i helicopters, the sources added. The acquisition would lead to retirement of the remaining Bell UH-1Hs still in service in Chile in the utility and liaison roles, which will be taken over by Bell 412s.

Selected from a shortlist that also included the H215 Cougar of Airbus Helicopters, the Black Hawks will be built by Sikorsky's PZL Mielec division in Poland, and fitted with a navigation radar, in-flight refuelling boom, secure voice and data communications, night vision goggle compatible cabin consoles, and other specialised equipment.

Des S-70i pour le Chili !




L’Armée de l’air chilienne recevra 6 hélicoptères Sikorsky S-70iTM « Black Hawk ». Les négociations avec Sikorsky ont abouti à un accord. C’est la filiale polonaise PZL Mielec qui produira les appareils.

Les Sikorsky S-70iTM « Black Hawk » vont venir épauler les Bell 412 et UH-1 en service au sein de l’Armée de l’air. Les conditions de prix de l'accord n'ont pas été divulguées, mais comprennent un ensemble de soutien avec des pièces de rechange, la formation et le soutien technique sur place.

Le S-70i TM«Black-Hawk»:

Le Sikorsky S-70iTM est un dérivé des versions MH-60 destiné à l’exportation. La nécessité d'une plate-forme d'un tout nouveau « Black-Hawk » «M» a émergé durant les années 1990 avec l'obligation de mettre à jour l’avionique analogique des UH-60A et UH-60L avec un cockpit numérique intégré, des commandes de vol numériques doublées et des moteurs plus puissants et des améliorations structurelles.

Airbus Helicopters livre le 10ème H215M au Chili




Airbus Helicopters vient d'annoncer que début décembre, l'armée chilienne avait pris livraison de son dixième et dernier hélicoptère bimoteur H215M. La cérémonie a eu lieu chez Airbus Helicopters à Santiago, en présence du général Humberto Oviedo Arriagada, commandant en chef de l'armée chilienne.

"Cet hélicoptère de dernière génération a la capacité d'effectuer de multiples missions dans tout le pays », a déclaré le général Núñez Kocher, commandant de l'aviation légère chilienne. « Depuis sa mise en service en 2009, Le H215M a prouvé sa polyvalence et sa fiabilité » a t-il continué.

En plus des dix Super Puma H215M, l'armée chilienne exploite un certain nombre d'autres hélicoptères de la gamme Airbus: l'AS350B3, l'AS355NP et le Puma SA330L.

Chile to upgrade its two Type 209/1400 submarines

The Chilean Navy's commander in chief, Vice Admiral Julio Leiva Molina, confirmed earlier this month, during Chile's submarine centennial celebrations, that the two German-built Thomson (Type 209/1400) class diesel-electric submarines currently operated by the service will undergo a final life-extension and refit and upgrade programme beginning in 2018, according to sources who were present.

The refit and upgrade cost is as of yet unknown, but has been approved and funded by the government. The effort is intended to keep the boats – Thomson (SS 20) and Simpson (SS 21) – operational until 2030.

Two newer French-designed Scorpene submarines were delivered last decade, and the 209s were standardised with the new boats’ SUBTICS combat system and fire control system, but retained the original Atlas Elektronik CSU sonar suite.

Three Sikorsky S-70i Black Hawks being built by Sikorsky's PZL Mielec in Poland for the Chilean Air Force have passed the basic airframe inspection and will now begin integrating equipment for delivery next year.

The three S-70i aircraft, part of a USD180 million order for six Black Hawks placed in 2016, will be delivered early on the second half of 2018. The second batch of three machines is scheduled for delivery during the first half of 2019.

The contract includes options for an additional three aircraft and, according to a military source in Santiago, there are "firm plans to order two more S-70i in 2018", and other follow orders are considered "feasible".

The Chilean Air Force (Fuerza Aérea de Chile: FACh) has confirmed the service is to receive all of its recently ordered Sikorsky S-70i Black Hawk helicopters by the end of this year.

The head of the FACH, General Lorenzo Villalón, told Jane’s in early March that the first three of six S-70i helicopters ordered in December 2016 will be delivered to Chile in August, with the remaining three following in October.

After several years of searching and studying, the FACh selected the Polish-built S-70i so as to receive the aircraft as soon as possible. Since the air force has fielded a single S-70A since 1998, it has some experience of the type.

The FACh’s S-70i Black Hawks have been built to the US Army’s UH-60M standard, and will be especially useful for high-altitude operations. Once in service, they are being used to augment the service’s existing S-70A, Bell 412EP/SP, UH-1H, and Bell 206 JetRanger III helicopter fleet.

Chilean Air Force receives more Embraer Super Tucanos

Brazil’s Embraer delivered two new A-29B Super Tucano light strike aircraft to the Chilean Air Force in mid-March, senior military sources in Santiago told Jane’s .

These are part of an order for six Super Tucanos, which Embraer first announced in October 2017 without unveiling the customer’s identity.

That order is in addition to 12 A-29Bs, worth USD120 million, that Chile ordered in August 2008 and received between 2009 and 2010.

Chile’s Air Group 1, based at Los Condores Air Force Base in Iquique, in the north, uses the aircraft as tactical trainers and as close air support for the army’s armoured brigades deployed in northern territories.
