Over five days and four nights, the 700-strong 42nd Battalion, Singapore Armoured Regiment (42 SAR), travelled hundreds of kilometres and overcame the enemy in both long-range engagements and close-terrain fighting.
The unit was going through its Army Training Evaluation Exercise, which was conducted at the Shoalwater Bay Training Area (SWBTA) in Queensland, Australia, as part of the annual exercise codenamed Wallaby. The battalion received a commendable Readiness Condition (REDCON) 2A grading, the second-highest grade attainable.
Celebrations were put on hold though, as 42 SAR was busy preparing for the integrated air-land live firing, conducted together with its Air Force counterparts.
Witnessed by Minister of State for Defence and Education Lawrence Wong, the live firing was held at the tail-end of Exercise Wallaby, held this year from 23 Sep to 26 Nov.
Acknowledging that the exercise is important as it allows the Singapore Armed Forces (SAF) to train in a realistic and challenging environment, Mr Wong said: "It's something quite precious for us to have this opportunity to train here where we can exercise the integration between air and land operations, as we progress to transform the SAF."
On the hard work put in by the SAF servicemen and women, he said: "They come here, they train hard and we are appreciative of the commitment and dedication that they put into their training... If you look at what they have done here, it's more difficult, it's more realistic, more challenging, but it's also more useful for the units to come here to have the experience, to train here."
This is the 21st year the SAF is training in the SWBTA, an area several times the size of Singapore. The vast expanse of terrain, explained Chief Armour Officer and Exercise Director Brigadier-General Benedict Lim made the exercise "the perfect opportunity for our land and air assets to exercise together" as it allows Armour units to practise various outflanking manoeuvres and integrated operations with Republic of Singapore Air Force (RSAF) assets through the Air-Land Tactical Control Centre (ALTaCC).
This year's exercise involved about 5,500 personnel and over 400 assets, which included Leopard 2A4 Main Battle Tanks, Bionix II Infantry Fighting Vehicles, AH-64D Apache helicopters and unmanned aerial vehicles. Of these assets, two were deployed at Exercise Wallaby for the first time - the Leopard Armoured Recovery Vehicle (LARV) and the Leopard II Armoured Vehicle Launch Bridge (L2AVLB).
The fully-automated LARV, operated by a three-man crew, makes use of the Combat Recovery Device which allows it to hook up to and tow away incapacitated Leopard 2A4s. This means that vehicle crew no longer need to set up the tow bar manually but can instead conduct the entire recovery from within the vehicle. The L2AVLB, on the other hand, allows armoured vehicles to cross gaps of up to 25m.
For 2nd Lieutenant (2LT) Billy Leong who oversaw the maintenance of the armoured vehicles during the exercise, being able to service armoured vehicles in the outfield environment as compared to within workshops was a defining moment.
The battalion workshop officer, who worked round-the-clock to ensure that the armoured vehicles were in tip-top condition, described his Exercise Wallaby experience as adventurous and challenging. The 24-year-old said: "Exercise Wallaby was good for our training. We displayed our full capabilities and showcased what we are made of and what our fighting capabilities are."

SAF Showcases Integrated Strike Capabilities at Exercise Forging Sabre 2011
The Singapore Armed Forces (SAF) successfully conducted an integrated live-firing during Exercise Forging Sabre 2011 in Phoenix, Arizona, USA earlier today (Singapore time). Held from 28 Nov to 11 Dec 2011, the exercise involves more than 450 personnel from the Republic of Singapore Air Force (RSAF) and the Army as well as assets such as F-15SG and F-16C/D fighters, and Apache AH-64D and Chinook CH-47 helicopters from the RSAF. Exercise Forging Sabre 2011 is the third instalment in the series which began in 2005.
The integrated live-firing, orchestrated by the exercise command post staffed by officers from the air force and army, involved multiple sensor and shooter platforms and was witnessed by Chief of Air Force, Major-General (MG) Ng Chee Meng and other senior SAF officers. Besides the deployment of advanced strike munitions, including Joint Direct Attack Munitions (JDAMs) and Hellfire missiles, the exercise also saw the RSAF's F-15SG aircraft dropping Laser JDAMs for the first time against mobile targets in day and night mission scenarios.
Speaking after viewing the integrated live-firing, MG Ng noted that Exercise Forging Sabre 2011 provided an excellent opportunity for the SAF to validate its integrated strike capabilities in a realistic and challenging environment. He said: "I am very impressed by our people's combat proficiency, professionalism and dedication. I saw for myself today how our airmen and soldiers worked to bring together a sophisticated suite of both sensors and shooters, like our F-15SGs, F-16C/Ds and Apaches, to effect an integrated strike against a variety of targets, including mobile targets. This in itself is a very complex operation and I think they have done very well." MG Ng also noted that the US' support of the Forging Sabre series of exercises was a testament to the long-standing and excellent defence ties between Singapore and the US. Besides interacting with SAF personnel participating in the exercise, MG Ng also took the opportunity to meet family members of SAF servicemen in the RSAF's F-16C/D training detachment at Luke Air Force Base.
Training in the US enables the SAF to build up its operational capabilities and readiness. Apart from supporting the conduct of training exercises such as Forging Sabre, the US also supports the RSAF's F-15SG, F-16C/D, Apache AH-64D and Chinook CH-47 aircraft training detachments in the US.

The first M-346 advanced trainer for the Republic of Singapore Air Force (RSAF) is on schedule to be delivered by the end of the year, according to manufacturer Alenia Aermacchi (Booth J39), which is currently producing the first batch.
The RSAF announced the selection of the M-346 in 2010, and a contract was signed in September that year covering 12 aircraft and a ground-based training system. This represented the M-346’s first export order. ST Aerospace (Booth C01) is the prime contractor, with Alenia Aermacchi providing the aircraft and Boeing the training system.

Singapore Issues RFI For Six Tankers
Singapore has moved ahead with plans to order aerial refueling tankers to replace its Boeing KC-135Rs.
Industry sources say Singapore has issued a request for information (RFI) for six aerial refueling tankers. One of the sources says they anticipate a request for proposals (RFP) may be issued mid-year.
The Southeast Asian nation has four Boeing KC-135R aerial refueling tankers, the first of which the island nation received in late 1999. These aircraft are in fact A-model KC-135s that Boeing upgraded to R-model by re-engining the aircraft with new CFM International CFM-56 power-plants.
Industry sources say new aerial refueling tankers are a top priority for the Singapore Air Force, which has been complaining about the cost and difficulty involved in maintaining the KC-135R. This tanker is based on the Boeing 707 commercial platform.
One of the sources says the reason Singapore’s KC-135Rs may be difficult and costly to maintain is because Singapore’s KC-135Rs are a lower block standard than the U.S. Air Force’s.
At the Singapore Airshow (Feb. 14-19), Airbus Military had on display a U.K. Royal Air Force A330MRTT. Israel Aircraft Industries was also at the show promoting its 767 Multi-Mission Tanker Transport and Boeing was promoting its KC-46 aerial refueling tanker.
Boeing would ordinarily be the front-runner in the competition, because of Singapore’s close ties with the U.S., but the KC-46 is still in development. Boeing is already committed to deliver 18 KC-46As to the U.S. Air Force by 2017, leaving no early delivery slots for foreign customers. The earliest Boeing can delivery KC-46s to international customers is 2018. That may be too late for the Singaporeans.

RSAF's G550-AEW aircraft achieves FOC
The Republic of Singapore Air Force's (RSAF) Gulfstream 550 Airborne Early Warning (G550-AEW) aircraft has achieved full operational capability (FOC) status.
During a ceremony held at Tengah Air Base to mark the achievement, Singapore Defence Minister Ng Eng Hen said the FOC was achieved within six months after the delivery of the fourth G550-AEW to RSAF in October 2011.
"The G550-AEW together with the RSAF's fighter squadrons and ground-based Air Defence units, are a powerful network that represents a quantum jump in the SAF's ability to identify potential aerial threats early and respond decisively, in peace or in war," Ng Eng Hen added.
Air warfare officers and maintenance crew of RSAF's 111 Squadron have also been put through intensive training to familiarise themselves to operate and maintain the aircraft.
The G550-AEW aircraft provides detection range of more than 200 nautical miles, enabling RSAF to respond more effectively to aerial threats in various operational situations.
Modified to carry the Elta conformal AEW platform, the G550 upgrades include pod-housed electronic support measures equipment, satellite communications and line-of-sight datalinks.
The aircraft features dual S-band radar arrays at the front and rear as well as L-band sensors on the fuselage side, providing 360° coverage and offering a mission endurance of nine hours at an altitude of 41,000ft.
The first G550-AEW aircraft was received by the RSAF in February 2009, following which it placed orders for four additional upgraded aircraft.
Four AEW-configured aircraft, worth up to $1bn, will replace the aging Northrop Grumman built-E-2Cs that have been in service with the air force for more than 20 years.

The Government of Singapore has requested a possible sale of follow-on support and services for Singapore’s Continental United States (CONUS) detachment PEACE CARVIN V (F-15SG) based at Mountain Home Air Force Base (AFB) for a five-year period. MDE includes: 40 GBU-10 PAVEWAY II Laser Guided Bomb Units, 40 MXU-651/B Air Foil Groups, 84 GBU-12 PAVEWAY II Laser Guided Bomb Units, 84 MXU-650/Bs Air Foil Groups, 124 MAU-169L/Bs Guidance Control Units, and 3 P5 Combat Training System Pods. Also included: commercial vehicles, publications and technical documentation, tactics manuals and academic instruction, clothing and individual equipment, execution and support of CONUS exercise deployments, airlift and aerial refueling, support equipment, spare and repair parts, repair and return, personnel training and training equipment, U.S. Government and contractor technical and logistics support services, and other related elements of logistical and program support. The estimated cost is $435 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been, and continues to be, an important force for economic progress in Southeast Asia.
Singapore needs this training and munitions to support its F-15 aircraft. This program will enable Singapore to develop mission-ready and experienced pilots to support its current and future F-15 aircraft inventory. The well-established pilot proficiency training program at Mountain Home Air Force Base will support professional interaction and enhance operational interoperability with U.S. forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
There is no prime contractor involved in this proposed sale. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will not require the assignment of any additional U.S. Government and contractor representatives to Singapore.

13:41 GMT, May 23, 2012 Singapore's Minister for Defence Dr Ng Eng Hen officiated at a ceremony to inaugurate the Heron 1 Unmanned Aerial Vehicle (UAV) into the Republic of Singapore Air Force's (RSAF's) 119 Squadron (SQN) at Murai Camp this afternoon, marking a significant milestone in the development of the 3rd Generation Singapore Armed Forces' (SAF's) intelligence, surveillance and reconnaissance (ISR) capabilities.
Speaking at the ceremony, Dr Ng pointed out that the SAF's vision for UAVs started as early as in the 70s, quoting Singapore's first Defence Minister Dr Goh Keng Swee's remarks, "For our kind of terrain, we must have Remotely Piloted Vehicles. We must see the enemy without being seen". In highlighting the importance of investing in advanced UAVs such as the Heron 1 UAV to continually improve the ISR capability of the 3rd Generation SAF, he added, "The UAVs have realised the vision of SAF's founding pioneers but only through continued investments to develop this capability." Dr Ng also recognised the efforts of the personnel from 119 SQN, "The advanced surveillance and reconnaissance capabilities of the Heron 1 UAV are, however, only as effective as the people who operate and maintain them. I would like therefore to commend all of you, the men and women of 119 Squadron, who have worked tirelessly in the last year to ready the Heron 1 UAV systems to support the SAF's operations."
Featuring state-of-the-art avionics, detection capabilities and communication systems, as well as longer flight endurance and a fully automatic take-off and landing capability, the Heron 1 UAV will provide the SAF with better battlefield situational awareness and enhance mission effectiveness. The Heron 1 UAV will replace the Searcher-class UAV that has been in service since 1994.
Also present at the ceremony were Senior Parliamentary Secretary for Defence and National Development Dr Mohamad Maliki Bin Osman, Chief of Air Force Major-General Ng Chee Meng and senior officers from the SAF.

Republic of Singapore Navy Conducts Successful Missile Firing
The Republic of Singapore Navy (RSN) conducted a live-firing of the Barak anti-missile missile in the South China Sea earlier today as part of the 18th annual Cooperation Afloat Readiness and Training (CARAT) exercise which Singapore is conducting with the United States. The missile was fired by the upgraded RSN missile corvette RSS Victory against an air drone target simulating an attacking profile. The target was successfully destroyed.
Commanding Officer RSS Victory Lieutenant Colonel (LTC) Eric Tan Wei Hong said that the exercise was professionally valuable to both the RSN and the United States Navy. "The CARAT exercise allows personnel from both navies to work and interact closely with each other and this has also deepened our friendship and mutual understanding", said LTC Tan. Commenting on the success of the missile firing, Weapon Systems (Control) Supervisor Military Expert 2 Jeyabal Sundaraju, who fired the Barak missile said, "the realism and tempo of the exercise has been a fruitful experience for me and my team onboard RSS Victory. The firing was witnessed by Chief of Navy Rear-Admiral Ng Chee Peng. Similar missile firings have been conducted in previous CARAT exercises. The exercise is presently ongoing and will conclude on 27 Jul 2012.

La France pourrait vendre prochainement quatre sous-marins Scorpène à Singapour.
Selon nos propres informations, les négociations vont débuter pour préparer la vente de quatre sous-marins Scorpène à la marine de la République de Singapour. Le fabricant français DCNS entame actuellement les discussions avec le ministère de la Défense pour organiser cette vente. Laquelle pourrait comprendre également des transferts de technologie et des transferts de fabrication. Le tout est de savoir dans quelle mesure la France souhaite vendre des technologies à Singapour de capacités égales ou inférieures à celles de la marine française (rayon de détection des sonars, par exemple). Lesdites décisions d’exportations devront être validées en Commission Interministérielle pour l’Etude des Exportations de Matériels de Guerre (CIEEMG).
« Rien n’est encore sûr, nous sommes en concurrence avec les allemands », nous indique une source au fait du dossier. « C’est un important contrat de deux milliards d’euros minimum, mais si cela se fait le contrat ne pourrait être même pas encore signé l’année prochaine ». Affaire à suivre donc…
