Depuis le Mercredi 10 Juin 2015, cinq hélicoptères de transport Mil Mi-17 de la Force Aérienne Tchèque sont stationnés au centre de vol en montagne (CVM), à Sainte-Léocadie, dans les Pyrénées-Orientales (66).
Créé en Juin 1960, ce centre, sous la direction de l'Ecole de l'Aviation Légère de l'Armée de Terre (EALAT), a pour objectif de former et d'entraîner des pilotes d'hélicoptères français et étrangers au vol en montagne. Le vol en montagne est un exercice difficile en raison, selon un article de l'Armée de Terre, de la "faible densité de l'air, d'une aérologie erratique, et d'une perte de la référence horizon".
Si tous les pilotes d'hélicoptères français passent par ce centre avant leur qualification et leur intégration au sein d'une unité opérationnelle, de nombreux pilotes étrangers viennent aussi s'entraîner dans les montagnes pyrénéennes afin d'acquérir l'expérience et la formation nécessaire pour le vol en montagne, où les pilotes s'entraînent aux côtés de pics culminants à plus de 3 000 mètres d'altitude, comme le Pic d'Aneto (3 400 mètres).
Lorsque les pays européens déployaient des détachements de leurs forces armées en Afghanistan, de nombreux militaires étrangers venaient s'entraîner à Sainte-Léocadie avant leur envoi en Afghanistan, où l'on retrouve des paysages semblables, avec des sommets en altitude.
C'est pourquoi, ce centre a vu, et voit encore, passer "des détachements belges, anglais, tchèques, néerlandais ou allemands, qui fonctionnent de façon autonome". En effet, "le CVM joue principalement le rôle de soutien en procurant hébergement, locaux et alimentation, et surtout un aérodrome avec sa tour de contrôle, où les horloges sont réglées à l’heure universelle".
C'est donc dans ce cadre là que cinq hélicoptères de transport lourd Mi-17 de la Force Aérienne Tchèque sont venus s'entraîner et se former à Sainte-Léocadie depuis le 10 Juin, après avoir fait une courte escale sur la base aérienne 115 d'Orange.

Dans quelques jours, d'autres photos seront disponibles sur la galerie Flickr du photographe qui a eu la chance de voir évoluer cet appareil, mis en service au début des années 80. Il a été exporté dans 71 pays, que ce soit en Amérique du Sud, en Afrique, en Asie, au Moyen-Orient, ou en Europe, dans les anciens pays de l'ex-URSS.

The Czech Ministry of Defence (MoD) has expanded plans to acquire new light helicopters for the Army of the Czech Republic (ACR).
The MoD initially planned to procure 12 light multirole helicopters from a Western manufacturer, however, ministry officials have disclosed that a substantial increase to the defence budget means the number of aircraft to be procured could reach 30-35 over the next two- to three-year period.
"The procurement of 12 [light] helicopters will only be the start. It will be the first phase of the entire [modernisation] programme," Deputy Defence Minister for Procurement Daniel Kostoval told media on 4 August.
The MoD plans to retire its fleet of 17 Russian-made Mil Mi-24 'Hind' attack helicopters and most of its fleet of 25 Russian-made Mil Mi-8/17 'Hip' medium transport helicopters in the coming years.
According to the ACR helicopter modernisation programme, the MoD plans to retain all 10 Polish-made PZL Swidnik W-3A Sokol light helicopters serving in the utility and SAR/Medevac roles. The W-3As are currently undergoing mid-life extension upgrades.
The MoD has made it clear it plans to procure new helicopters via a government-to-government process similar to that used to lease 14 Saab Gripen fighter aircraft from the Swedish government.
"We have had bad experiences in dealing with large companies in the past. It is better if they are controlled and pressured by the governments [in the countries in which they are headquartered]," said Kostoval.
As well as procuring new helicopters Kostoval added that the MoD is insisting that a potential supplier provide all parts and associated equipment, as well as training for flight crews and ground personnel to be provided by the military of the seller country that operates such helicopters in its own fleet.
The MoD sent bid invitations at the end of June to the governments of the United States, France, and Italy where Bell Helicopters, Sikorsky, Airbus Helicopters and AugustaWestland are respectively headquartered.
The three governments have until the first half of September to submit bids. The MoD would like to start receiving the first batch of aircraft at the end of 2017 or start of 2018.

However, the report warned that such a number would threaten the fulfillment of the military’s other commitments. President Miloс Zeman said in early August that the military was able to send up to 1,500 soldiers to protect the Czech border.

The Czech government approved on 20 August the procurement of 20 Steyr Pandur II 8x8 armoured vehicles for the Army of the Czech Republic (ACR) for CZK1.3 billion (USD70 million).
Czech defence manufacturer Excalibur Army will be awarded a contract by the Ministry of Defence (MoD) by the end of 2015 to supply 14 communications and six command platforms in 2018-20.
The ACR currently operates a fleet of 107 Pandur II vehicles in various versions. Defence Minister Martin Stropnicky said the original procurement called for 197 platforms, and that the ACR continues have an urgent requirement for 90 additional vehicles.

Agusta Westland offers its AW139M helicopter, in the tender, the aim of which is to select light multi-role rotary-winged aircraft for the Czech Armed Foces. The manufacturer is also interested in cooperation with the Czech industry and it has already signed a proper agreement with the LOM Praha company, covering the support, maintenance, crew training and adaptation of the offered design, to the needs of the future user.
Agusta Westland offers its AW139M in the tender, the aim of which is to select light multi-role helicopters for the Czech Armed Forces. The helicopter, according to the manufacturer, is well tailored to the requirements of the Czech Ministry of Defence. The aim of the tender is to acquire 12 lightweight multi-role helicopters. Moreover, Prague is interested in purchasing from 30 to 35 rotor-craft, in order to replace the Soviet-made Mi-8, Mi-17 and Mi-24/35 helicopters.
Agusta Westland is focused on the former tender, the aim of which is to acquire light multi-role helicopters. The company offers the light and popular AW139 rotor-craft. This type of helicopter entered service back in 2003, and since then, the Italian-British company received orders, leading to procurement of 800 helicopters. More than 700 examples have already been received by the users. The offered helicopters were received by 15 air forces, including air forces of the NATO member states. Uniformed services and numerous civilian users are also in possession of the Italian rotary-winged aircraft.
AW139M is a modernized variant of its predecessor, the AW139. The helicopter may be easily reconfigured, in accordance with a variety of mission requirements – from military transport and operations, the aim of which is to support the national services, rescue operations, reconnaissance, through close air support, finishing with the CSAR sorties. The helicopter is capable of carrying 15 passengers, or 10 fully equipped soldiers or special forces operators.
AW139M is propelled by the Pratt & Whitney Canada PT6C-67C engines, delivering power output of 1531 horse-power each. The engines are supported by an autonomous digital electronic control system, also known as FADEC. The above, together with a light airframe, partially made out of composites, and a composite main rotor, allow the helicopter to reach high cruise speeds (above 300 kph), along with a favourable power to weight ratio. Thanks to the above the helicopter is in possession of large power reserves, which, according to the representatives of the manufacturer, makes it possible to use it in any weather conditions safely.
The Italian design is also fitted with advanced avionics which make it possible to reduce the workload imposed on the pilots. The cockpit features the Honeywell Primus Epic glass cockpit system, fitted with four LCD displays, along with a display for the external video/thermal vision camera and a mission console. 4-axis auto-pilot is an integrated part of the avionics suite. The crew efforts are assisted by a weather/observation radar, fitted in the front part of the fuselage.
The described rotorcraft also features some survivability enhancements, since the rotor and the fuselage are bulletproof. Additionally AW139M is fitted with self-sealing fuel tanks, missile self-defence system and a laser warning receiver. The tasks are also to be easier to realize thanks to the helicopter structure which reduces the aiframe’s IR and radar signatures. AW139M may also carry armament. Besides the door-mounted machine guns, the helicopter may also carry machine gun pods and guided and unguided missiles and rockets, on the eternal pylons.
The manufacturer is interested in cooperation with the Czech industry. A relevant agreement has already been signed with the LOM Praha company, which may deal with support, maintenance and crew training, and it may also be responsible for tailoring the helicopter to the needs of the future user. AgustaWestland stresses the fact that 12 helicopters in too little to make assembly of the AW139M economically feasible in Czech Republic.
The crews coming from the Czech Air Force had a chance to learn about its capabilities during the Ostrava NATO Days event this year. During the dynamic display of the HH-139A helicopter belonging to the Italian Air Force (SAR variant of the AW139M rotorcraft) the pilots demonstrated a wide variety of manoeuvres that are within the range of possibilities offered by the Italian-British design, including hover and attempts of landing in a hostile area.
HH-139A flight also constituted an occasion to demonstrate the functioning of the onboard computers, including the LCD displays, communications systems and the external camera. The helicopter presented in Ostrava was also equipped with a wide variety of SAR missions equipment, including additional spotlight and a winch.

- American and Czech bomb disposal teams in joint training exercise
Three Czech explosive ordnance disposal (EOD) teams and one three-member American EOD team brushed up on their skills during a week-long training exercise in Bechyne. The training of the Czech EOD teams; the 151st Engineer Battalion from Bechyne, the 153rd Engineer Battalion from Olomouc, the 601st Special Forces Group from Prostejov, and soldiers from the Texas and Nebraska National Guard was comprised of 32 bomb disposal scenarios.
"The scenarios were based on joint experiences gained from Afghanistan deployments, but also focused on issues that they might face in everyday life," said Lieutenant Colonel Zdenek Hejpetr from the Technical and Information Support Centre of the 15th Engineer Regiment at Bechyne.
The bomb experts made use of various materials and equipment on hand; for example, the EOD-9 protection suits, equipment for remote manipulation, metal detectors, remote explosive instruments, and X-ray devices for monitoring suspicious objects.
Assisting military personnel in unmanned monitoring and remote manipulation tasks was the versatile TALON robot, designed for missions ranging from reconnaissance to combat, which Czech units, as part of US Foreign Military Financing programme, received free of charge along with other EOD material.
The joint American/Czech EOD training was initiated by the Defense Cooperation Office of the US Embassy in Prague which follows a similarly successful training exercise in Bechyne in 2012.

Finmeccanica signs MOU with LOM Praha Zachary Fryer-Biggs, Washington, DC - IHS Jane's Defence Industry 27 September 2015 Finemeccanica's subsidiary AgustaWestland has signed a memorandum of understanding (MOU) with LOM Praha, the company announced on 28 September. The MOU is designed to create a team for service and support as AgustaWestland competes for the Czech Ministry of Defence's multipurpose helicopter programme.
LOM Praha would serve as a local partner for the service and support effort, giving AgustaWestland an indigenous partner for their bid, which is centered on the company's AW139M rotary-wing aircraft. Details of how the teaming would work were not disclosed.
ANALYSIS In August the Czech Ministry of Defence expanded its plans for procuring multirole helicopters, increasing its planned order from 12 to 30-35 aircraft over the next two to three years.

Ce lundi, un meeting consacré à la demande de la sortie de la République tchèque de l’Organisation du traité atlantique nord s’est tenu au centre de la capitale du pays, a annoncé le site Ceske noviny.
Les participants au meeting tenu place Vatslav, au centre de Prague, demandaient la sortie de leur pays de l'OTAN. Le nombre de manifestants s'élevait à 100 personnes. Les participants au meeting arboraient les affiches "Sortir de l'OTAN", "L'Ukraine à l'OTAN = la guerre en Europe" et d'autres.
Le meeting a été organisé par le comité social "Non aux bases!" Ce mouvement est devenu connu du grand public il y a près de 10 ans, avec ses manifestations protestataires contre l'ouverture de la base militaire américaine sur le territoire de la République tchèque.
La députée communiste du parlement Marta Semelova a prononcé un discours devant les manifestants. Elle a déclaré que son groupe parlementaire avait l'intention d'ajouter la lutte pour la sortie de la République tchèque de l'OTAN dans son programme. Selon Mme Semelova, l'alliance atlantique "sème la mort et la violence à travers le monde".
La République tchèque a adhérée à l'OTAN en mars 1999, au même moment que la Pologne et la Hongrie. C'étaient les premiers pays de l'ancien bloc socialiste à être entrés dans l'alliance atlantique.

Czech MoD recommends Nexter Titus MRAP purchase Jiri Kominek, Prague - IHS Jane's Defence Weekly 30 September 2015 The Czech Ministry of Defence (MoD) has recommended the government selects the Nexter Systems Titus 6x6 armoured vehicle to fulfil a CZK2.7 billion (USD111 million) requirement for 42 mine-resistant ambush-protected (MRAP) platforms for the Army of the Czech Republic (ACR).
MoD sources leaked information to local media at the end of September that the Titus outperformed the indigenously designed and manufactured SVOS Vega 4x4 armoured vehicle in ACR trials that incorporated seven parameters, with the former platform scoring 25 points versus 12 scored by the latter.
According to the MoD sources, the Titus, which utilises a 6x6 chassis supplied by Czech truck maker Tatra, is said to be CZK4.5 million cheaper than the Vega and has a superior turning radius and the ability to negotiate steeper terrain.

La République tchèque va remplacer ses Mi-24 !
Prague, la République tchèque lance un programme de remplacement pour sa flotte d’hélicoptères Mil Mi-24 « Hind ». A peine la demande d’offre a-t-elle été rendue officielle que les soumissionnaires se bousculent pour répondre aux exigences du pays.
Le ministère de la défense tchèque a émis une demande de renseignements à la mi-juin aux fabricants d'hélicoptères suivant AgustaWestland, Airbus Helicopters et Sikorsky. Le pays envisage d'acquérir un lot initial de 12 aéronefs de classe intermédiaire pour les tâches d'appui au combat, mais ils seront également tenus d'effectuer le transport de troupes et des missions d'évacuation sanitaire.
Les offres :
L’hélicoptériste AgustaWestland confirme offrir son AW139 et a également signé un protocole d'entente avec la firme locale LOM Praha pour la fourniture d'un soutien logistique dans le pays. Depuis sa certification en 2003, l'AW139 a été constamment amélioré pour atteindre des niveaux toujours croissants de performance, la sécurité, l’efficacité de la mission et la capacité de répondre aux dernières exigences très difficiles des clients actuels et futurs. Le seul hélicoptère de nouvelle génération dans sa catégorie de poids, l'AW139 établit de nouvelles normes de performance dans sa catégorie, avec la plus grande cabine de sa catégorie, une vitesse de croisière maximale de 165 noeuds (306 kilomètres par heure) et une portée maximale au-delà de 570nm (1060 km) avec carburant auxiliaire. Le poste de pilotage intégré et avancé, doté d’une avionique de dernière génération, minimise la charge du pilote permettant à l'équipage de se concentrer sur les objectifs de mission. 500 appareils sont déjà en service dans des nombreux rôles y compris EMS / SAR/ VIP / transport corporate, application de la loi et de transport militaire. Près de 200 clients de plus de 60 pays ont commandé plus de 850 hélicoptères AW139 jusqu’ici.
Sikorsky propose le S-70 en collaboration avec la Pologne qui dispose d’une chaine d’assemblage sur le site de PZL à Mielec. Le Black-Hawk est un hélicoptère utilitaire moyen développé pour l’armée américaine. Conçu par Sikorsky pour remplacer le célèbre UH-1, cet hélicoptère effectua son premier vol en 1974 et fut admis au service actif en 1979. Malgré son coût élevé, le Black-Hawk est un hélicoptère tactique très apprécié et qui possède d'excellentes qualités de vol et une bonne maniabilité. Le Black-Hawk se décline en près de 17 versions spécialisées.
Pour sa part, Airbus Helicopters refuse de commenter les détails de son offre, mais est susceptible de proposer sonH225M « Caracal ». Ce dernier a déjà été sélectionné par la Pologne avec une capacité d’assemblage dans le pays. Le H225M 2Caracal »( ex EC725) est la dernière version du « Super Puma » et de la famille « Cougar ». Cet hélicoptère de 11 tonnes bimoteur est équipé d'un rotor à cinq pales et d'un réservoir de carburant de grande capacité, offrant des performances et une autonomie plus grande de vol. Il a été conçu pour effectuer de multiples missions, telles que la recherche et sauvetage de combat (SAR), Le de transport aérien tactique, longue distance le transport en ambulance aérienne (MEDEVAC), l'appui logistique et les missions navales. L'EC725 est également équipé d'une tourelle FLIR.
Le choix :
Le ministère de la Défense tchèque affirme que le processus de remplacement est «prudemment», prévu pour la période 2016-2021. Le choix pourrait intervenir au début de 2016, avec des livraisons à partir de 2017 à 2018. Précisons d’avance que l’armement est également inclus dans la demande, avec des roquettes non guidées, missiles guidés air-surface et des mitrailleuses.

Tuesday, 6 October 2015 Rheinmetall supplies Czech Republic with Mithras rockets The Czech military has placed a major order with Rheinmetall for the handheld Mithras illumination rocket. Through to November 2015, the Düsseldorf, Germany-based defence contractor will supply the tried-and-tested Czech armed forces with an initial shipment of tens of thousands of Mithras rockets. The order is worth around €720,000.

Aero Vodochody plans to deliver another seven aircraft by the end of the year. Draken International is to receive a total of 21 aircraft to be used by the company, which has secured contracts to provide adversary support for the US Air Force and US Navy.
Aero Vodochody in 2014 signed a contract with Draken International to provide 14 L-159 aircraft for CZK220-250 million (USD9-10 million), with an option for another 14 airframes.

The Czech military wants to quickly purchase thousands of new assault rifles, pistols and other equipment in case it is urgently deployed within NATO or to protect the border against the migrant wave, according to a document the Czech governemental Cabinet approved yesterday, Oct. 19, 2015.
CTK has been informed about the decision by the Czech Defense Ministry's spokesman Petr Medek. The document, submitted by the Defense Minister Martin Stropnický, plans to place the relevant 11 orders worth USD52 mn with Czech private and state companies.
The plan outlines the purchase of the materiel the army decided to buy previously, but with a new time priority regarding the ongoing migrant crisis, the document says. The ministry wants to cover the acquisitions from its budget.
To place the orders, it wants to apply an opt-out enabling it not to follow the public procurement law.
“We have been motivated by the permanently worsening security situation in the world, which poses a real threat to the security interests of the Czech Republic and Czech citizens. After assessing all current risks and threats, the ministry had to react to the situation effectively and adequately,” Stropnický said.
The largest among the planned purchases is that of 2,600 CZ 805 BREN assault rifles, the Czech-made gun the military has used since 2011.
The ministry also plans to buy several thousands of scopes and laser sights complementing the rifles, and also 800 grenade launchers and other equipment related to them.
The supply is to cost USD17.5 mn crowns not including VAT. The goal is to primarily secure the armament of the ground and air forces but also the military's active reserves with a modern and effective hand weapon, the ministry wrote, adding that the soldiers would mainly use the observation devices in case of their deployment together with the police.
A few weeks ago, the Czech police and the military held an exercise aimed to train the joint protection of the state border.
The ministry also plans to buy 5,500 CZ 75 SP-01 PHANTOM pistols worth USD2.5 mn, overhaul its five monitoring and reconnaissance systems LOS and Snežka, and modernize its systems for electronic attacks prevention, worth USD6.28 mn altogether.
Further hundreds of millions are to be invested in the purchase of wheeled vehicles, including one Iveco APC and 56 Tatra lorries.
In the area of logistics, the ministry plans to buy 33 multifunctional tents, five energy distribution systems and 14 mobile energy generators.

The Czech Republic is planning to purchase the RBS 70 NG short-range surface-to-air missile (SAM) system from Saab, potentially making the country the first operator of the system.
The Army of the Czech Republic (ACR) conducted firing trials of the system at the end of October, with the new SAM planned to replace the country's Soviet-era 9K35 Strela-10M (SA-13 'Gopher') self-propelled SAM.
Firing trials of the RBS 70 NG were conducted by the ACR's 252nd Anti-Aircraft Section at the Boletice Military Training Area near Cesky Krumlov.
Speaking at the firing trials on 29 October, Lieutenant Colonel Jan Suchy, commander of the unit said the RBS 70 NG would replace the Strela-10M "in accordance with the planned development and maintenance of ground air defence capability within the Army of the Czech Republic". He added that "the first unit should be converted in the period 2018-2020, the others in the period 2020-2025".
The ACR is already familiar with the Saab SAM, having received the original RBS 70 command line-of-sight (CLOS) laser-guided system in 2007 to replace its 9K32M Strela-2M (SA-7b 'Grail') man portable air defence systems (MANPADS). In total the country purchased 16 RBS 70 launchers and around 100 missiles.
The NG is a significant improvement over the older system, featuring both a new sight and new missiles. The new NG sight is lighter than the original and for the first time includes an integrated thermal imager (rather than a clip-on imager), an auto tracker for improved aiming/guidance, 3D visual cuing and an improved acquisition and engagement system to shorten the engagement sequence. The NG version has also been designed to use the new fourth generation Bolide 8 km-range all-target interceptor.

The Czech Ministry of Defence (MoD) has announced it is planning to buy Raytheon FGM-148 Javelin anti-tank guided weapons (ATGWs) from the United States
In total the MoD is planning to spend CZK254 million on the ATGWs for the Army of the Czech Republic (ACR), with the purchase to be made via the US Department of Defense (DoD) Foreign Military Sales (FMS) programme.
The MoD press department confirmed to IHS Jane's on 4 December that the Czech government approved the procurement late on 2 December during a weekly cabinet meeting.
The Czech government also approved an MoD request to procure two additional short-range reconnaissance and surveillance radar units worth CZK140 million to complement the Saab Bofors Dynamics RBS 70 man portable air defence missile systems (MANPADS) currently in service with the ACR's 25 Air Defence Battalion based in Strankonice.

The Army of the Czech Republic (ACR) has signed two contracts with national firearms manufacturer Ceska Zbrojovka for the delivery of CZ 806 Bren 2 rifles, CZ 805 G1 grenade launchers, and CZ 75 SP-01 Phantom semi-automatic pistols.
The first contract, worth CZK417 million (USD16.6 million), is for the delivery of 2,600 CZ 806 Bren 2 rifles, 800 CZ 805 G1 underbarrel grenade launchers, 2,600 Meopta ZD-Dot red dot sights, 1,600 Meopta DV-Mag3 3x magnifiers, 1,450 Meopta NV-Mag3 night vision sights, 500 DBAL-A2 laser pointer/illuminator, and spare parts.
Under the second contract worth CZK59.3 million the ACR will get another batch of 5,500 CZ 75 SP-01 Phantom semi-automatic rifles fed in 9x19 mm cartridges. | |

PRAGUE — The Czech Republic on Wednesday said it would send instructors to Iraq in June to train pilots on how to use the combat L-159 jets bought from Prague to fight the jihadist Islamic State group.
Up to 35 instructors will take part in the mission, which still needs to be approved by parliament and represents “the Czech contribution to the battle against the Islamic State group,” according to Foreign Minister Lubomir Zaoralek.
“If all goes well, the mission will begin on June 1 at Iraq’s Balad Air Base and last until 2018,” Defence Minister Martin Stropnicky said, putting the total cost at 265 million koruna (€10 million, $11 million).
The Czech government approved the sale of 12 L-159s in March 2015 for 750 million koruna, and Iraq received the first batch of two in November.
L-159s can be equipped with munitions for both air-to-ground and air-to-air missions, with the former being the more important for Iraqi forces battling IS jihadists.
The jets are part of a series of aircraft deliveries — including F-16 warplanes and Sukhoi Su-25 ground attack jets — that have bolstered Iraq’s air force since ISIS overran large parts of the country last year.
