Ben Vogel - IHS Jane's Defence Industry 06 May 2016 Czech Republic-based ERA has sealed a strategic partnership with Saab, covering research and development of active and passive airspace surveillance systems for military use.
ERA emphasised the "significant export potential" of the partnership in a 4 May announcement.
"From co-operation with Saab, we expect further extension of our activities in supplying comprehensive radar solutions," said ERA CEO Viktor Sotona.
ERA has traditionally focused on passive surveillance technologies, including multilateration and automatic dependent surveillance-broadcast (ADS-B) systems, terminal and wide area surveillance, vehicle tracking, noise and operations revenue management, flight tracking, target identification, and range management solutions.
Arguably, its most prominent military-oriented product is the VERA passive electronic intelligence (ELINT) surveillance system, which is designed to detect, identify, locate, and track emitters at long range.

Polish and Czech airborne instructors were brushing up on their particular skydiving skills last week at a three-day joint training exercise of the 43rd Airborne Battalion in Chrudim. Professional airborne instructors from the Czech 43rd Airborne Battalion and Polish 18th Airborne Battalion, the 6th Paratrooper Brigade, focused on joint group jumps and coordination during a free fall exercise.
Paratroopers were jumping at a height of 3,000 metres from a CASA aircraft over the town of Chrudim. "The instructors created combined Czech/Polish groups who took up various configurations and formations during the skydiving exercise," said Master Sergeant Pavel Kopecky.
The soldiers opened their parachutes manually at about 1,000 metres and were required to land on a confined landing areas.
"Our Polish colleagues were able to test the newly designed Czech OVP 12 SL ‘round’ canopy parachutes which features excellent manoeuvrability and with a more comfortable touchdown," confirmed Kopecky.
This joint training exercise was just another example of building mutual contacts and interaction between the soldiers, as well as sharing information and experiences.

A team of thirty air instructors are currently undertaking the final weeks of their training at the Military Academy in Vyskov before their deployment to Iraq next month. "By deploying our soldiers to Iraq, we become active participants in the 'Inherent Resolve' operation in the fight against Daesh," said Minister of Defence Martin Stropnicky.
The instructors’ mission is to provide advisory support and mentoring to the Iraqi pilots, ground personnel and aviation experts in all aspects of flying, combat engagement, and the technical maintenance of the L-159 Advanced Light Combat Aircraft.
The Iraqi Air Force will operate twelve L-159 subsonic fighter jets manufactured by the Czech company, Aero Vodochody, located on the outskirts of Prague.
The Advisory Team is made up of soldiers from the 21st Tactical Air Force Base at Caslav, which is the home of the L-159 aircraft, the personnel of the Military Police and the Military Medical Agency. The team, whose deployment was agreed by the Czech Parliament last week, will be based at the Balad Air Base, approximately 60 km from Baghdad, and is mandated until the end of 2018.

According to the British company, BAE Systems and VOP CZ have teamed up to pursue the Czech Republic’s BMP-2 Infantry Fighting Vehicle replacement programme. The two companies will combine efforts to deliver the CV90 vehicle for the Czech Land Forces.
The arrangement offers significant long-term industrial cooperation that will benefit VOP CZ and the Czech defence industry.
BAE Systems is the design authority and manufacturing lead for the CV90 Infantry Fighting Vehicle (IFV), one of the most modern IFVs on the market and currently in production.
“BAE Systems is committed to building a strong working partnership with VOP CZ and Czech industry,” Tommy Gustafsson-Rask, president of BAE Systems Hägglunds, said. “The agreement with VOP CZ will create a strong team to support the Czech Armed Forces for many years ahead.”
VOP CZ has expertise in design, manufacturing, assembly, and engineering production, and specialises in integrating and supplying modern defence equipment and systems to meet the requirements of the Czech customer.
“The partnership with BAE Systems is a great opportunity for cooperation with one of the biggest defence companies worldwide,” Marek Špok, managing director of VOP CZ, said. “VOP CZ offers the highest level of technology, development and production capacity for this project so we are well positioned to fulfil the needs of the Czech Army. We hope the cooperation grows into a long-term relationship.”
There are more than 1,200 CV90 vehicles on contract for seven user nations globally.

Czech Army troops deployed on expeditionary undertakings may soon be fielding modular shelters that feature protection against small-arms fire and splinters under an initiative led by the Military Research Institute (Vojensky Vyzkumny Ustav; VVU) in Brno.
Under development since 2014, the existence of these igloo-shaped shelters was only revealed in April 2016 during a blast-resistance test conducted by VVU.
The shelter has been designed for austere and high-threat environments, and typically includes a base structure consisting of aluminium load-bearing beams to which and inner and outer-layer aluminium armour panels are attached.
There is approximately 90 mm of space between the two layers where additional filler material such as corundum balls can be employed to improve the shelter's ability to defeat or reduce the effects of incoming projectiles or shell fragments.
Other material available immediately to the troops on the site such as sand can also be used, although with the consequence of reduced stopping performance.
VVU claims that the shelter has been specifically shaped to mitigate the blast effect from a nearby explosion, and offers "very good" resistance against small-arms fire and mortar and artillery shell fragments, although the institute was unable to disclose specific test data.
However, it has revealed that the shelter, along with a sensor-embedded dummy located within it, suffered no damage from an enhanced TNT charge that carried "tens of kilograms" of explosives detonated at a distance of 10 m.
The basic model of the shelter is designed for six personnel with its interior divided into two sections - the entrance area with a floor area of 5.6 m 2 and an accommodation/workspace area measuring 7.8 m 2 - which are segregated with hinged aluminium alloy doors.
Designed for easy transportation via air or land, the shelter can be assembled within four hours by two soldiers without the use of specialised tools or equipment.

The Chrudim-based 43rd Airborne Battalion has become the first Army of the Czech Republic (ACR) unit to be equipped with an indigenously developed soldier ensemble called the Modularni Bojovy Komplet (Modular Combat Complex; MBK), IHS Jane's has learnt.
Having undergone field trials in mid-2015, the MBK ensemble - developed by Pramacom HT - achieved initial operational capability (IOC) with the 43rd in May 2016.
The MBK is designed to improve the situational awareness of small infantry units, and comprises equipment sets for the three squad leaders within a platoon, as well as its attached sensor, surveillance, reconnaissance, and target acquisition (SSR TA) specialist who supports the platoon commander with relevant tactical information and functions as a coordinating element to direct artillery and aviation assets.
A dedicated SSR TA team is attached at the company level to enhance the situational awareness of the commander. This team is equipped with the Wasp AE micro unmanned aerial vehicle (UAV), which is controlled via digital datalink (DDL) protocols and is also capable of streaming captured imagery and data to platoon-level SSR TA specialists, artillery reconnaissance teams, and forward air controllers.
If necessary, troops can also take command of the battalion's RQ-11B Raven UAV using the same ground station, which is also NATO STANAG 7085 datalink-compliant for the transmission of videos, images, and other intelligence, surveillance, and reconnaissance data from on-board sensors on the ACR's new ScanEagle tactical UAVs, or the targeting and reconnaissance pods of NATO fixed-wing and rotary aircraft platforms.
Regardless of the variant, the ensemble is connected via the Wave Relay communication network carried on Generation 4 or 5 man-portable unit (MPU) terminals, as well as the DICOM RF-40 or IMBITR radios fitted with Wave Relay modules. Squad leaders and SSR TA specialists are also equipped with personal Android-based MyVector terminals, which fuse information communication and sensor devices and enables them to update and share tactical data. | |

- Why Czech Republic Seeks to Buy Used German Leopard Tanks
The Czech military has recently expressed an interest in purchasing a number of surplus Leopard 2A4 main battle tanks from Spain.
A Czech Republic military delegation has recently visited a Spanish military base of the 41st Logistic Support Group in Zaragosa, which, among other things, serves as a storage facility for Leopard 2A4 main battle tanks that were removed from service and are being offered for sale. Ruslan Pukhov, head of the Centre for the Analysis of Strategies and Technologies, told Sputnik that Prague’s decision to purchase this type of military hardware appears to be a prudent one, as the Leopard is perhaps one of the best tanks in the world, and even the US M1A1 Abrams main battle tank uses the Rheinmetall 120 mm gun – the primary weapon of the Leopard 2.
"You know how a perfect world army would look like? US Air Force, French navy, German tanks and Russian soldiers," Pukhov remarked.
He pointed out that while the T-72 is an impressive war machine in its own right, it has already become outdated, which is why the Russian military is switching to the T-14 Armata.
"It would be a vehicle protected both from high-explosive munitions and from anti-tank weaponry. A tank’s active defense system can intercept one shot, a passive defense system can endure two shots, but nowadays a tank endures about 8-10 hits during battle," Pukhov said.
According to him, the new vehicle should be fitted with a powerful cannon like a tank, and at the same time pack sufficient firepower to keep enemy infantry armed with anti-tank weapons at bay.
He added that Russia does have the concept of a tank support fighting vehicle, which dates back to the Soviet military operation in Afghanistan, when the ZSU-23-4 Shilka anti-aircraft system proved to be extremely effective against mujahedeen infantry elements.
"It’s hard to tell how one could make a cross between Shilka and a battle tank. But whoever manages to accomplish this feat first would be able to seize the lion’s share of the global [weapons] market," Pukhov surmised.

En avril 2015, avec les tensions entre Moscou et l’Union européenne provoquées par la situation en Ukraine, les autorités lituaniennes décidèrent de suspendre les programmes de la chaîne de télévision russe RTR Planeta, alors accusée de diffuser des informations « tendancieuses » au bénéfice de la Russie.
D’autres pays de l’ancien bloc de l’Est, aujourd’hui membres de l’UE et de l’Otan, sont aussi confrontés à cette « guerre de l’information ». C’est ainsi le cas de la Bulgarie, dont le ministère de la Défense avait évoqué, dans une note publiée en août 2014, la menace d’une « nouvelle guerre hybride, qui combinerait des méthodes conventionnelles avec celles de guérilla, de guerre d’information et de la cybernétique. »
La République tchèque est aussi concernée, à en croire le dernier rapport annuel du BIS, son service de contre-espionnage, publié le 1er septembre.
Ainsi, selon le document, les services de renseignement russes mènent une « guerre de l’information » en République tchèque, avec la mise en place d’un réseau de groupes de « marionnettes » et d’agents de propagande susceptibles d’être « utilisés pour déstabiliser le pays ».
Le BIS affirme également que des agents russes ont cherché à attiser les tensions sociales et politiques dans le pays en s’appuyant sur des relais médiatiques et en soutenant les groupes populistes et extrémistes. En outre, ils tentent aussi d’influencer les médias tchèques sur leur traitement des conflits dans l’est de l’Ukraine et en Syrie.
« Le dispositif créé pour la réalisation de ces objectifs ne disparaîtra pas avec la fin de ces deux conflits », prévient le BIS, qui estime qu’il pourrait être « utilisé pour déstabliser ou manipuler la société tchèque à tout moment si la Russie le décide. »
En outre, le contre-espionnage tchèque souligne qu’une « grand nombre » d’officiers de renseignement russes travaillent sous couverture à l’ambassade de Russie à Prague, laquelle compte 140 personnels, soit deux fois plus que celle des États-Unis.
Ce n’est pas la première fois que le BIS s’inquiéte des menées russes en République tchèque. Un phénomène identique avait été observé en 2008, quand il était question d’installer dans le pays des éléments du bouclier antimissile de l’Otan.
« L’objectif (des services russes) est, dans un contexte plus large, de créer, entre autres, l’impression qu’on assiste en Europe à une réhabilitation du nazisme et à une négation du rôle de l’URSS dans la défaite du nazisme, et ce sous le patronage de l’Union européenne et de Otan », avait-il en effet relevé à l’époque.
Cela étant, il existe un courant pro-russe relativement important en République tchèque, le président Milos Zeman ayant d’ailleurs exprimé, à plusieurs reprises, des positions favorables à Moscou.
Quoi qu’il en soit, cette « guerre de l’information » est un sujet de préoccupation pour l’Union européenne, au point que cette dernière a créé une équipe pour « répondre à la désinformation » russe.

Les députés tchèques ont donné jeudi le feu vert à l'envoi en Irak d'une unité médicale et d'un groupe d'instructeurs militaires, forts de 30 personnes au total, dans le cadre des opérations menées contre le groupe Etat islamique (EI).
"L'équipe chirurgicale aura pour tâche d'assurer le traitement des militaires irakiens et ceux de la coalition. Les instructeurs participeront à la formation des spécialistes des forces de sécurité irakiennes", a déclaré le ministre de la Défense, Martin Stropnicky, dans un communiqué. "Il s'agit d'une nouvelle activité concrète en Irak en vue de soutenir la lutte contre le soi-disant Etat islamique, après l'envoi en été 2016 d'une équipe d'instructeurs tchèques chargés de former les pilotes irakiens à l'utilisation des avions de combat tchèques L-159", indique le texte.
Une unité chirurgicale de l'armée tchèque forte de dix-sept personnes, dont des chirurgiens, un anesthésiste et des infirmières, va travailler à partir de décembre dans le cadre d'un hôpital de campagne de la marine américaine basé à 70 km au sud de Mossoul.
L'équipe d'instructeurs militaires sera notamment composée de spécialistes en génie chargés de former les militaires irakiens en matière de protection contre des engins explosifs improvisés. Ils se déplaceront en Irak en 2017. "Il s'agira d'une mission sans participation directe aux combats", a indiqué le chef de l'état-major de l'armée tchèque, Josef Becvar.
Le Sénat, chambre haute du Parlement tchèque, avait déjà approuvé l'envoi des deux équipes mercredi. Prague avait déjà livré au gouvernement irakien et aux forces kurdes qui combattent l'EI des armes et des munitions d'un prix total d'environ 1,5 million d'euros. Le gouvernement tchèque avait également approuvé l'an dernier la vente à Bagdad de quinze avions de combat L-159, un contrat de 27,5 millions d'euros. Il a aussi organisé une formation pour une trentaine de pilotes d'hélicoptère irakiens.

The incoming commander of the the air force branch of the Armed Forces of the Czech Republic (Vzdusné Sily Armády Ceské Republiky: VS ACR) has said the service should be the launch customer for the next generation Aero Vodochody L-39NG jet trainer and light-attack platform, the manufacturer reported on 3 November.

Major General Jaromír èebesta said during a visit to Aero Vodochody that the VS ACR should procure the platform for use at the Flight Training Centre in Pardubice. The centre, which flies the legacy L-39C, is in-line to become a training hub for the central-eastern European region in the coming years.
First unveiled at the 2014 Farnborough International Airshow, the L-39NG version of the L-39 features a more powerful engine, a wet wing, a modern cockpit, and a lighter airframe than its legacy predecessor. It is equipped with five hardpoints (compared with two for the baseline L-39) for a variety of air-to-air and air-to-surface missiles, as well as other munitions and sensors. It also introduces the option for a gun-pod.
The first phase of development was completed in September with a maiden flight on the 14th of that month. The aircraft is expected to be ready for delivery to customers in the 2018 timeframe. | |

WARSAW — Five companies have submitted offers to supply mid-range air defense systems to the Czech Ministry of Defense. These include Lockheed Martin, MBDA, Kongsberg, Rafael and Diehl, according to Vladimir Lukovsky, a spokesperson for the Czech ministry.
"The aim of this consultation is to obtain information on the existing modern mid-range air defense systems, technological trends and the systems that are operated in other countries," Lukovsky told local news site Euro.cz. "The offer should cover the delivery of complete air defense systems, missiles, logistics support, and also technical suport in the entire product life cycle."
The Czech ministry is currently evaluating the offers submitted by the five defense companies.
Under the plan, the new missiles are to replace the Czech Republic’s Soviet-built 2K 12M KUB M systems. The outdated missiles are to be decommissioned in 2020, and the Czech ministry aims to acquire new air defense systems by then.
In the first phase of the procurement, Prague is planning to purchase less than 10 new batteries. The procurement is estimated to be worth at least 6 billion krona (US $246 million).
The 2K 12M KUB is a mobile surface-to-air system. In addition to the Czech Republic, it is used by a number of Eastern European allies, such as Poland, Hungary, Romania and Bulgaria.
The new missile systems are to be reportedly placed on a wheeled vehicle supplied by Czech manufacturer Tatra Trucks.

L'armée de l'air tchèque, premier client du L-39NG ?
S'exprimant lors d'une visite sur un site de l'industriel tchèque Aero Vodochody le général Jaromír Šebesta, chef d'état-major de l'armée de l'air tchèque a laissé entendre que le dernier-né du constructeur, le L-39NG pourrait intégrer la flotte d'avions d'entrainement nationale, mise en œuvre depuis la base aérienne-école de Pardubice, devenant ainsi le premier utilisateur de la version modernisée du L-39.
Le chef d'état-major a également confirmé que le site de Pardubice devrait devenir un centre d'entrainement régional d'excellence pour la formation des pilotes dans les années à venir.
Le L-39NG bénéficie du moteur plus puissant, le FJ44-4M ainsi que d'une nouvelle suite avionique.
