La mésaventure vécue par Ursula von der Leyen, la ministre allemande de la Défense, en Lituanie, la semaine passée, a « choqué » Airbus. En effet, l’A400M à bord duquel elle était arrivée à Kaunas n’avait pas pu repartir, à cause, a priori, d’une fuite d’huile découverte sur l’un de ses quatre turbopropulseurs TP-400.
Ce « désagrément » est survenu alors que la Süddeutsche Zeitung indiquait que le ministère allemand de la Défense envisageait d’augmenter le nombre d’A400M devant être livrés à la Luftwaffe. Et cela pour deux raisons : la bonne santé des finances publiques et la volonté désormais affichée par Berlin de jouer un plus grand rôle sur la scène internationale.
Initialement, la force aérienne allemande envisageait d’acquérir 73 exemplaires de ce qui allait devenir l’A400M. Puis, au fil des restrictions budgétaires, la cible a été réduite à 60, puis à 53 unités.
Et quand, en 2010, les clients d’Airbus trouvèrent un accord pour sauver le programme A400M, alors en proie à des retards et à des surcoûts importants, Berlin, qui souhaitait réduire encore sa commande à 40 avions, prit l’engagement de la maintenir, avec l’idée de revendre à un pays tiers les 13 exemplaires en surplus.
Mais, a priori, la revente de ces avions ne serait plus d’actualité. En effet, il serait question d’en louer une partie à la République tchèque et même à la Suisse (à en croire le quotidien allemand et le journal Basler Zeitung).
Cette information a été confirmée auprès d’un média local par Petr Medek, le porte-parole du ministère tchèque de la Défense. « Nous attendons, dans les semaines et les mois à venir, une proposition concrète de coopération avec l’Allemagne. Et, par la suite, nous l’analyserons en détail », a-t-il affirmé.
La location de quelques A400M n’est pas la seule piste étudiée par Prague. La force aérienne tchèque, qui dispose de 17 avions de transports, dont 4 Casa C-295, envisage aussi l’achat de C-130 Hercules ou d’Embraer KC-390.

The Czech Ministry of Defence (MoD) announced plans on 28 February to issue a public tender to replace about 700 light 4x4 vehicles in service with the Army of the Czech Republic (ACR), starting in 2020.
The MoD is seeking to replace Russian-made UAZ and British Land Rover Defender vehicles that have been in service with the ACR for over 20-30 years, but would also like to select a replacement for 115 Iveco LMV lightly armoured 4x4 vehicles in service with the ACR since 2008.
"We want to be prepared for the replacement process that must begin in 2020 and do not want to find ourselves in a situation where we would be forced to procure something quickly under pressure," Czech defence minister Martin Stropnicky told media on 28 February while attending a vehicle demonstration event at the ACR's Vyskov testing facility. | |

The Czech Ministry of Defence (MoD) has signed a contract worth CZK75 million (USD3 million) for Desert Tech Hard Target Interdiction (HTI) rifles for use by Czech special forces in international operations.
The contract includes the delivery of 30 sniper rifles, each with a set of conversion kits for .375 CT and .50 BMG cartridges (including barrel, bolt, and magazines), along with scopes, 120 replacement barrels (737 mm/29 inches long), 21,000 cartridges, and additional accessories such as bipods, mounts, and cases.
The HTI is a bullpup design, multi-calibre (convertible between .375 CT, .408 CT, .416 Barrett and .50 BMG), bolt-action sniper/anti-materiel rifle capable of engaging targets out to ranges of 2,200-2,750 m. It is equipped with a quick-change barrel that can be replaced in less than 60 seconds even in field conditions.

The Czech Ministry of Defence (MoD) was granted approval by the Czech government on 12 April to award a CZK1.5 billion (USD60 million) contract to Tatra Trucks to modernise 33 152 mm Dana self-propelled howitzers (SPHs) in service with the Army of the Czech Republic (ACR).
The MoD required approval from the Czech government in order to take advantage of Czech procurement laws that allow exceptions in awarding acquisition contracts without holding open tenders.
The MoD will now hold direct negotiations with Tatra Trucks in order to finalise a contract. Following signature of the contract the MoD expects Tatra Trucks to deliver the modernised Dana platforms, designated M1Ms, from 2018-2020 | |

The Army of the Czech Republic (ACR) has acquired a new 4x4 special operations vehicle for its 601st Special Forces Group, Jane's has learnt at the IDET 2017 exhibition being held in Brno from 31 May to 2 June.
Developed by SVOS Prelouc to meet the specific requirements of the army special forces, the vehicle is named Perun after the Slavic god of war and is also being showcased for the first time at the exhibition.
The service has ordered four vehicles which are expected to be delivered in March 2018.
The Perun has a GVW of 13,000 kg with a kerb weight of 10,400 kg including ballistic and mine protection and a payload capacity of 2,600 kg. It can accommodate five personnel and is based on the newly developed two-axle SVOS chassis, which is available in two versions - the first has a steerable front axle only, while both axles are steerable on the other. In the case of the latter, the rear axles can be steered at speeds under 30 km/h for improved manoeuvrability in confined spaces.
Measuring 6 m long, 2.3 m wide, and 2.6 m tall, the vehicle has a wheelbase of 3.8 m and a track width of 1.97 m. It is air transportable via the C-130 Hercules medium airlifter.
Series-built vehicles for the Czech army special forces will be equipped with M3 12.7 mm machine guns or Mk 19 40 mm automatic grenade launchers and 7.62 mm Minimi machine guns. (Michal Zdobinsky)
A Mercedes Benz 6Y 106 TD21 six-cylinder turbocharged diesel engine delivers an output of 240 kW at 2200 rpm, providing a power-to-weight ratio of 18.43 kW/t. This is coupled to a six-speed 6 HP 602 S+ automatic gearbox to achieve a maximum road speed of 110 km/h and operating range of up to 700 km.
The Perun can traverse terrain with a 22° side slope, cross a 0.85 m wide trench, and climb a 0.55 m vertical step of. It can also ford waters 1.2 m deep although this can be increased to 1.5 m if an optional elevated engine air intake is installed. | |

On 10 June the Czech government approved a request submitted by the ministry of defence (MoD) to procure 16 Saab Dynamics RBS 70 NG man-portable air defence system (MANPADS) launchers, worth just over CZK1 billion (USD43.63 billion), for the air defence component of the Army of the Czech Republic (ACR). Deliveries will take place in 2018–2020.
The RBS 70 NG will replace the obsolete Russian-made 9K35 Strela-10M (SA-13 'Gopher') currently in service with the ACR.

On 10 July the Czech government approved a request by the ministry of defence (MoD) to provide CZK1.27 billion (USD55.7 million) in funding for the modernisation of 33 Army of the Czech Republic (ACR) 152 mm SpGH DANA (ShKH vz.77) self-propelled howitzers (SPHs).
"The modernisation [programme] will provide the [Czech] army with a quality artillery capability that meets NATO standards," Czech defence minister Martin Stropnický told media on 10 July.
Jane's MoD sources say they expect the ministry to award a CZK1.27-billion contract to Tatra Trucks – a division of the Czechoslovak Group – in September to undertake the modernisation programme, with deliveries of the upgraded platforms to take place in 2018–2020. | |

The Army of the Czech Republic (ACR) will contribute a contingent of 290 personnel to the NATO enhanced Forward Presence mission under way in Poland, Estonia, Latvia, and Lithuania from 1 January 2018 to 31 January 2019.
The proposal to deploy ACR personnel submitted by the Ministry of Defence (MoD) was approved by the Czech Chamber of Deputies on 12 July. The deployment is expected to be approved by the Senate.

The Army of the Czech Republic (ACR) on 17 July received 40 Tatra Trucks T-815 8x8 heavy truck platforms to serve as transporters for 81 mm mortar crews, their weapons, ammunition, and other equipment.

The Czech Ministry of Defence (MoD) received approval from the cabinet of ministers on 24 July to procure 62 Nexter Titus 6x6 mine-resistant, ambush-protected (MRAP) vehicles and 80 Iveco 4x4 armoured modular vehicles (AMVs) for the Army of the Czech Republic (ACR) in 2020-24 worth a total of CZK9.5 billion (USD425 million).
The MoD expects to award a CZK4.8 billion contract in early 2018 to Tatra Export, a subsidiary of Czechoslovak Group, to supply the 62 Nexter Titus 6x6 MRAP vehicles to the ACR in 2020-24 for use as command-and-control platforms to better co-ordinate land forces, including more effectively directing artillery. | |

The Czech Republic’s defence industry is poised to benefit following the procurement of the Elta Systems EL/M-2084 3D mobile air defence radar (MADR) system by the Ministry of Defence (MoD).
The MoD selected Elta Systems in December 2016 as the winner of an international tender for eight 3D MADR systems for the Army of the Czech Republic (ACR) to replace obsolete 1980s Russian-made analogue radar systems.
Defence industry sources have said that the MoD should sign a CZK3.6 billion (USD161 million) procurement contract with Elta Systems at the end of August along with a CZK2 billion 20-year service contract. | |
