MOSCOU, 19 août La Russie livrera huit chasseurs Su-30MK2 au Vietnam en 2010, a annoncé mercredi le directeur général adjoint de l'agence russe d'exportation d'armes "Rosoboronexport" Alexandre Mikheïev au Salon aérospatial international MAKS-2009 à Joukovski, dans la région de Moscou.
"Un contrat sur la livraison d'avions Su-30MK2 a été signé en janvier dernier, nous le réaliseront en 2009-2010", a indiqué M.Mikheïev.
Le chasseur biplace polyvalent Su-30MK2 est une version modifiée du Su-27 destiné à détruire des cibles volantes, terrestres et maritimes, à effectuer des missions de reconnaissance et à former des personnels navigants.

A Tuoi Tre (Youth) newspaper reporter has recently witnessed a technically and mentally demanding flight drill of the state-of-the-art Russian-made Su-30MK2 supersonic fighter jets at a regiment posted in southern Vietnam.
The Tuoi Tre reporter visited the 935 Fighter Jet Regiment in October 2015.
The regiment, operating under Division 370, which belongs to the Air Defense-Air Force, is stationed in Bien Hoa City in Dong Nai Province, some 35 kilometers from Ho Chi Minh City. It is the first regiment in Vietnam that owns and operates an all Su-30MK2 fleet.
The Su-30MK2, dubbed “King Cobra,” is an improvement to the Su-30MKK, employing upgraded avionics and maritime strike capabilities.
The Su-30MKK is a modification of the Sukhoi Su-30, incorporating advanced technology from the Sukhoi Su-35 model.
The aircraft, developed by Sukhoi Company in 1997, is a heavy class, all-weather, long-range strike fighter, designed for dedicated use as a maritime strike aircraft as well as for air-to-air and air-to-surface deep interdiction missions.
With a rated maximum takeoff weight of 85,000 lb, the Su-30MK2 has an enhanced weapon system optimized for maritime strikes, built around the N-001VEP radar, which will target the Kh-31A ramjet supersonic anti-shipping missile, and a radar seeker-equipped variant of the Kh-59, designated the Kh-59MK2, according to ausairpower.net.

Night flights are among the 935 Fighter Jet Regiment’s vital tasks.
The regiment is also the Air Force-Air Defense of Vietnam’s first unit to be entrusted with the duty.
Xuan Tuyen, former regiment chief and now deputy chief of Division 370, and Colonel Phan Xuan Tinh, the regiment’s deputy chief and chief of staff, are the country’s first-ever night sea flight instructors.
Apart from a pilot’s high expertise, a successful night airborne operation also requires seamless coordination among commanders, information officers and ground technicians.
“Night flying is considerably more demanding than any daytime routine because of stress-causing elements including darkness, cloudiness and poor vision, which can make or break pilots’ performance,” Col. Tinh said.
“It’s also harder to retain control during nocturnal flights, during which pilots are prone to illusions,” he noted.
The strenuous task is thus exclusive to only the best pilots, who usually have at least 400 flying hours and have carried out 70, 80 or even 100 daytime flights, Col. Tinh added.
Along with night flights, the 935 Fighter Jet Regiment also partakes in nocturnal bomb dropping, rocket launching and live fire exercises.
These activities were part of a two-day military event organized by the Air Force-Air Defense of Vietnam in late March 2015.
This was also the first time in 30 years that the Su-30MK2 jets had joined a night bomb-dropping drill.
The practice session saw 36 pilots maneuver Su-30MK2, Su-22M4 warplanes and Mi-8 choppers.
The outstanding completion of tactical and technical tasks achieved by the 935 Fighter Jet Regiment’s Su-30MK2 pilots was indicative of the crew’s air supremacy and flawless manipulation of the multi-purpose, cutting-edge “King Cobra” jets.
On the October night flight, the last warplane landed safely at 9:10 pm.
“A night routine usually closes at 9:30 pm or a little past 10:00 pm. Otherwise, the deafening, lengthened noise would take a toll on residents in surrounding areas,” Colonel, pilot Tran Quoc Toan said.
“I really love the romantic feeling that I take off at dusk and land against the cloak of darkness, while the whole city has lit up. On good days, the night views are even more gorgeous than those by day,” Colonel Huynh Manh Thang, the regiment’s deputy chief in charge of military training, shared.
935 Fighter Jet Regiment of Division 370
Established on October 30, 1975, Division 370 is among the country’s largest.
In December 2004, its 935 Fighter Jet Regiment was armed with the state-of-the-art Su-27 and Su-30MK2 warplanes.
Six years later, the unit had more Su-30MK2 jets added to its fleet as replacements for the Su-27.
Since 2008, the regiment has made regular patrol flights to Vietnam’s Truong Sa (Spratly) archipelago, the marine platform DK1, and the country’s southwestern border areas.
Its current missions are safeguarding the skyline, seas, border areas, islands, and key economic zones to the south of the country.
The regiment has made outstanding military accomplishments and won ample accolades over the past 40 years.
Its members also provided substantial assistance for Cambodia in establishing the neighboring country’s first-ever fighting air force regiment at Bien Hoa Airport.
Cambodia conferred the Angkor Medal, its highest honor, on the regiment in recognition of its effort. Since 2010, the regiment has trained almost 800 pilots and instructors from different air force units to fly Su-27 and Su-30MK2 fighter jets.

Le premier des nouveaux sous-marins Kilo de la marine du Vietnam a commencé ses patrouilles en Mer de Chine méridionale, face à la marine 10 fois plus puissante du géant chinois.
Le Vietnam augmente aussi l’utilisation de son port en eau profonde de Cam Ranh, stratégiquement situé, où les 6 sous-marins seront basés.
L’arrivée des sous-marins est la pièce la plus importante du renforcement militaire du Vietnam, le plus important depuis la fin de la guerre du Vietnam. Ce renforcement pourrait changer significativement l’équilibre des forces dans le baril de poudre qu’est devenu la Mer de Chine méridionale.
Inquiet face à la Chine qui revendique la presque totalité de cette mer, le Vietnam dépense des milliards $ pour constituer une flotte sous-marine, de l’artillerie côtière et des systèmes de missiles, des avions de combat et des patrouilleurs rapides, pour la plupart achetés en Russie et en Inde.
Pour Carlyle Thayer, de l’Australia’s Defence Force Academy de Canberra, « tous ces systèmes d’armes permettront au Vietnam de rendre très difficile et couteux pour la Chine de conduire des opérations maritimes dans une bande de 200 à 300 nautiques le long des côtes vietnamiennes. »
Les sous-marins classiques Kilo, de la classe Varshavyanka dans la nomenclature russe, sont conçus pour la lutte anti-sous-marine, anti-surface, les patrouilles et la reconnaissance, et pour la défense côtière et des bases navales. Ils sont considérés comme très discrets. Ils peuvent opérer dans des eaux peu profondes comme en Mer de Chine méridionale et ont été constamment améliorés depuis les années 80.
Selon des spécialistes, ils sont technologiquement plus avancés que les sous-marins d’origine russe en service dans la flotte chinoise.
Ils considèrent la base de Cam Ranh Bay comme « l’as dans la manche » du Vietnam contre les forces chinoises mieux équipées. Il a d’ailleurs déjà combattu contre la Chine en 1979. Le Vietnam a indiqué qu’il allait inviter des pays tiers, comme la Russie, les Etats-Unis et le Japon à envoyer des navires et des sous-marins pour un soutien logistique et technique.
Le port, le centre des activités navales américaines pendant la guerre du Vietnam, permet un accès facile à la Mer de Chine méridionale et, via le détroit de Malacca, à l’océan Indien.

- Last Two Project 12418 Tarantul-class Corvettes for Vietnam Navy to be Launched in Spring 2016
Two Project 12418 (NATO reporting name: Tarantul V-class) guided missile craft being license-produced in Vietnam for its navy will be launched in spring 2016, a representative of Russian shipyard Vympel told journalists on Thursday.
"The last two Project 12418 guided missile boats will be launched in the spring. The fifth and sixth ships will cap the batch, and, thus, the contact will be fulfilled," the source said. He added that talks were under way on firming up an option for the licence production of four boats more. As Vympel’s representative had said previously, Vietnam agrees to order the four ships on condition of certain modifications to their onboard equipment.
Vympel in the city of Rybinsk has been making the boats’ knockdown kits and shipping them to Vietnam for assembly and has been exercising technical supervision of the process in conjunction with the boats’ designer, the Almaz Central Marine Design Bureau, a subsidiary of the United Shipbuilding Corporation.
Under the contract of 2003, Vietnam has taken delivery of two Vympel-built missile craft and is to licence-produce 10 more - six under the current contract and four more as firmed-up options. The Vympel-made boats were delivered in 2007 and 2008. The first licence-produced Project 12418 missile boat was laid down by the Ba Son Shipyard in Vietnam in 2010.
Two Vietnam-built ships carrying the Uran-E (SS-N-25 Switchblade) missile system - HQ-377 and HQ-378 - were commissioned by the Vietnamese Navy on July 20, 2014 and two more - HQ-379 and HQ-380 - on September 25, 2015.
The Project 12418 missile boat is designed to fight the enemy’s surface ships, boats and transport craft both independently and within a formation. The boat has a displacement of 510 tons, a length of 56.9 meters, a maximum speed of 40 knots and sea endurance of 2,300 miles. The Project 12418 missile boat is armed with the AK-176M 76mm artillery gun, the Uran missile system comprising 16 missiles in four launch tubes, the AK-630M 30mm antiaircraft artillery system and 12 missiles for the Igla portable antiaircraft missile system.

According to the Russian press, it is negotiating with Vietnam to support close range TT-400TP warships upgrade.

A third Gepard-class 3.9 frigate built for Vietnam will be floated out at a shipbuilding plant in eastern Russia on Wednesday.
Project 1166.1 Gepard 3.9 class frigates are designed to engage surface ships, submarines and air targets, both independently and as part of a task force, as well as to perform escort and patrol tasks. The ships have a displacement of 2,200 tons, a length of 102 meters, a maximum speed of 23 knots, a crew of 103 and a cruising range of 5,000 miles.
The frigates are armed with an Uran-E anti-ship missile system, an AK-176M 76.2-mm gun, a Palma air defense artillery system, two AK-630M 30-mm gun mounts and 533-mm torpedo tubes. It can also carry a Ka-28 or a Ka-31 Helix naval helicopter. Together with the country's recently ordered six Kilo class submarines and Su-30MK2 naval fighter-bombers, the Gepard deal is seen as part of Vietnam's current naval modernization drive. Vietnam purchased first two Project Gepard 3.9 frigates in 2006; the last one was delivered in March 2011. The Vietnamese Navy designated the ships Dinh Tien Hoang and Ly Thai To. Through recent years, Vietnam has completed a number of contracts with Russia for delivery of surface ships and submarines for their Navy. In particular, in 2005 Vietnam bought twelve Project 12418 boats and began licensed production in the fall of 2010. Vietnam purchased six Project 636 Varshavyanka diesel electric submarines from Russia in 2009 for $1.8 billion. La flotte de Su-30MKII vietnamienne bientôt au complet !
Moscou va prochainement livrer les deux derniers avions de combat de type Sukhoi Su-30MkII au Vietnam. Cette livraison sera également la dernière pour cette version du Su-30. Dorénavant l’avionneur russe produira les versions Su-30SM, Su-34 et Su-35, soit les générations 4 ++.
Les deux derniers Su-30MKII destinés au Vietnam, font partie du troisième lot commandé en 2013. En 2009, Moscou et Hanoï avaient conclu un contrat de livraison de huit chasseurs Su-30MKII sans armement. En février 2010, un deuxième contrat avait été signé pour la livraison de 12 chasseurs Su-30MKII avec armement, estimé à près d'un milliard de dollars. Précédemment, en 1995 et 1997 le Vietnam a pris livraison de 7 Su-27SK et 5 Su-27UB.
Modernisation de la Force aérienne:
Les Forces aériennes vietnamiennes disposaient de 150 MiG-21 et 50 Su-22 vieillissants. Une soixantaine d’hélicoptères dont une trentaine de Mi-24 « Hind » épaulent des Mi-2. En parallèle à l’achat de Su-27/30, le pays s’est doté de batteries de missiles de défense contre-avions de type S-300 et prévoit un renouvellement de son parc de radars particulièrement obsolètes.
Sukhoi Su-30MKII :
La génération Su-30M est une version améliorée et totalement multi-rôles du Su-30 ayant vu le jour en 1991. Son premier prototype, développé à partir du Su-27UB, vola pour la première fois en 1992. La masse maximale au décollage a été portée à 34,5 tonnes et la motorisation est assurée par deux réacteurs AL-35F. L’avionique et les systèmes embarqués comme l’autoprotection de guerre électronique ou les communications peuvent être remplacées par des modèles occidentaux (français ou israéliens généralement). L’intégration de nacelles et d’armements occidentaux, de radars russes ou de moteurs dotés de la poussée vectorielle est également possible en option, selon les souhaits du client.

The platform's third-in-class, which is also the first anti-submarine warfare (ASW) variant, was launched in April 2016. The PAVN Navy commissioned its first two Modified Gepad-class ships, Dinh Tien Hoang (HQ 011) and Ly Thai Ho (HQ 012), in March and August 2011 respectively.
The two frigates under construction are expected to be delivered in August and September 2016 respectively, said Mistakhov.

This story, which was originally published Wednesday, has been updated with confirmation that President Barack Obama has lifted the arms embargo.
WASHINGTON — The United States has fully lifted its ban on weapons sales to Vietnam, President Barack Obama announced on Monday during a visit to Hanoi, ending a decades-old embargo on the one-time enemy.
Obama was keen to separate the decision to allow arms sales to the communist nation from shared concerns over China's military build-up in the disputed South China Sea.
"The decision to lift the ban was not based on China... but on our desire to complete what has been a lengthy process moving towards normalization with Vietnam," Obama said at a joint press conference alongside his Vietnamese counterpart President Tran Dai Quang.
"At this stage, both sides have developed a level of trust and cooperation including our militaries," the US leader added.
In the weeks before Obama's trip, regional observers were tracking carefully what would happen if the president did lift the embargo.
In 2014, the Obama administration announced a partial lift of the weapons ban, with a limited focus on maritime security assets.
Such a move has support from Defense Secretary Ash Carter, who said in an April 28 hearing in front of the Senate Armed Services Committee that he backed the end of the ban. It also has support in the form of SASC chairman Sen. John McCain, who has been vocal in his desire to see more equipment flow toward Vietnam.
But news that the Obama administration was considering ending the full export ban, first reported by Foreign Policy magazine, quickly raised concerns on Capitol Hill, with the office of Sen. Bob Corker indicating a need for review and consideration before jumping on board.

À l’exception de quelques corvettes de type Sigma acquises auprès des Pays-Bas, l’armée populaire vietnamienne est presque exclusivement équipée de matériels d’origine soviétique, puis russe. Mais peut-être que cela va changer dans les années à venir.
En effet, à l’occasion d’une visite officielle à Hanoï, ce 23 mai, le président américain, Barack Obama, a annoncé la levée totale de l’embargo sur les ventes d’armes au Vietnam, lequel avait été décrété depuis la fin de la guerre, en 1975, par Washington.
Cette évolution de la politique américaine à l’égard d’Hanoï peut s’expliquer par la situation en mer de Chine méridionale, revendiquée dans sa quasi-totalité par Pékin, malgré les prétentions de pays riverains, dont justement le Vietnam. Cela étant, M. Obama a expliqué qu’il ne fallait pas y voir un éventuel lien.
« La décision de lever l’interdiction n’est pas motivée par la question chinoise (…), mais par notre désir de compléter le long processus de normalisation que nous avons entrepris avec le Vietnam », a ains expliqué le président américain. « Chaque vente que nous faisons avec qui que ce soit est considérée comme une transaction particulière et nous examinons ce qui est approprié et ce qui ne l’est pas », a-t-il ajouté.
Cela étant, Washington avait déjà assoupli cet embargo en octobre 2014, en autorisant la vente d’équipements militaires destinés à assurer la sécurité maritime. Or, cette année-là, la Chine avait installé une plate-forme pétrolière dans des eaux revendiquées par Hanoï, ce qui donna lieu, au Vietnam, à une flambée de violences anti-chinoises.
« Il existe toujours une certaine méfiance (vis-à-vis des Américains) au sein de l’élite vietnamienne, mais l’affirmation croissante de Pékin en Mer de Chine méridionale a vraiment fait évoluer les mentalités et poussé à un rapprochement plus rapide avec les Etats-Unis », a d’ailleurs expliqué, à l’AFP, Murray Hiebert, analyste au Center for Strategic and International Studies.
Cette levée totale de l’embargo américain sur les armes est l’aboutissement de plus de 20 années de rapprochement entre Washington et Hanoï. Ce dernier a en effet été amorcé en 1994, avec le rétablissement des échanges économiques et, un an plus tard, des relations diplomatiques entre les deux pays.
Outre la question de l’embargo sur les armes, les États-Unis et le Vietnam ont également opéré un (timide) rapprochement sur le plan militaire. Ainsi, en 2011, Washington et Hanoï signèrent un accord de coopération entre les servces de santé de l’US Navy et de l’armée vietnamienne. Et leurs forces navales menèrent conjointement des exercices de sauvetage en mer à Da Nang, où des navires américains font régulièrement escale.
Enfin, il y a la question de la base de Cam Ranh Bay. Construite pour les besoins de la marine française puis utilisée par l’US Air Force, cette emprise fut ensuite occupée par les Soviétiques qui y installèrent une station d’écoutes ainsi que des navires et des avions de combat. Reprise par la Russie, elle fut libérée en 2002.
En raison de sa situation géographique – près de l’île de Hainan, là où sont basés les sous-marins chinois -, les États-Unis souhaiteraient y disposer de quelques facilités. Alors secrétaire à la Défense, Leon Panetta s’y était d’ailleurs rendu en 2012. Mais, pour le moment, la base de Cam Ranh Bay sert de point d’appui aux bombardiers russes.

"News reports indicate that Boeing, Lockheed Martin, Raytheon and General Dynamics are already lining up, with some major announcements expected before the end of this year," Jatras, a former foreign policy adviser to Republican members of the US Senate, noted. However, while such arms sales might prove profitable for major US defense contractors, they would also propel the United States further down the road toward a potential confrontation with China, Jatras warned. "President Obama’s decision to lift bans to weapons sales to Vietnam is another step along the road to a major confrontation between the United States and China."
