MOSCOU, 19 août La Russie livrera huit chasseurs Su-30MK2 au Vietnam en 2010, a annoncé mercredi le directeur général adjoint de l'agence russe d'exportation d'armes "Rosoboronexport" Alexandre Mikheïev au Salon aérospatial international MAKS-2009 à Joukovski, dans la région de Moscou.
"Un contrat sur la livraison d'avions Su-30MK2 a été signé en janvier dernier, nous le réaliseront en 2009-2010", a indiqué M.Mikheïev.
Le chasseur biplace polyvalent Su-30MK2 est une version modifiée du Su-27 destiné à détruire des cibles volantes, terrestres et maritimes, à effectuer des missions de reconnaissance et à former des personnels navigants.

Kyiv, July 22 (Interfax-Ukraine) – Ukroboronservice state-owned enterprise, a part of the state-run concern Ukroboronprom, and Vietnamese VAXUCO have signed a contract on repairs of AL-31F aircraft engines for the Vietnam People’s Air Force.
The press service of the state concern told an Interfax-Ukraine agency that, according to the contract, the Ukrainian side will repair AL-31F aircraft engines at the “Motor” Lutsk Repair Plant in Volyn region. According to a separate agreement, apart from the repairs, the Ukrainian side will also provide Vietnam with technical consulting on overhauls of AL-31F aircraft engines.
The state concern did not disclose other details of the contract.
The AL-31F aircraft engines were designed for the Sukhoi Su-27 fighter aircraft and its modifications.
During a meeting between Ukroboronprom Director General Serhiy Hromov and Commander of the Vietnam People’s Air Force, Colonel General Phuong Minh Hoa before the signing of the contract, the sides reaffirmed their mutual interest in further bilateral military and technical cooperation.
Hromov said that in the near future the Ukrainian side would send to its Vietnamese partners its proposals on the supply and modernization of air defense equipment, aircraft and armored vehicles, as well as on repairs and upgrading of naval equipment. He stressed that training of Vietnamese experts was also an important part of cooperation.
“This part will be taken into account during the signing of further contracts on supplies of military equipment to Vietnam,” he said.
“Vietnam is a promising country for our national defense industry products and we will continue to strengthen Ukraine’s position on the marked of this dynamically developing country,” he said.
In turn, Commander of the Vietnam People’s Air Force praised the signed agreements and cooperation development prospects with Ukraine.
“These agreements open prospects for new contracts on repair documentation, tooling, and facilities for the repairs of aircraft engines. Ukraine is one of Vietnam’s strategic partners in the defense sphere. We are ready to expand cooperation in the spheres of the procurement of new arms, as well as the modernization and prolongation of durability of military equipment of the Vietnam People’s Army,” he said.
Ukraine and Vietnam approved a plan and a program for military and technical cooperation for 2011-2015 in September 2010 on the results of the seventh meeting of their intergovernmental coordinating commission for military and technical cooperation.
The sides have successful cooperation experience, in particular in the sphere of the modernization of a wide range of military equipment for the Vietnamese Army, the creation of an aircraft maintenance facility, and the development of a shipbuilding program for Vietnam.

Russia to Hand Over ‘Black Hole’ Sub to Vietnam in November
The first of six Russian submarines, dubbed by the US Navy as “black holes in the ocean” because they are nearly undetectable when submerged, will be delivered to Vietnam in November, the shipbuilder said Monday.
The Varshavyanka class (Project 636M) of diesel-electric submarines have very low noise emission and can hit targets at long distances without being detected by an enemy’s anti-submarine warfare assets.
“We are expecting the signing of the acceptance act and the sub’s sailing to Vietnam in November,” the press service of Admiralty Shipyards said from St. Petersburg. The submarine successfully completed 100-day sea trials in July while the Vietnamese crew has been in training since April this year, the shipbuilder said in a statement.
“The vessel showed excellent maneuverability and reliable work of all mechanisms during the trials,” the statement said.
Vietnam ordered a fleet of six Russian-made submarines in 2009, seen as an effort to counterbalance China’s expanding maritime influence in the region. The contract, which also stipulates the training of Vietnamese submarine crews in Russia, is reportedly worth $2 billion. All six boats are being built at Admiralty Shipyards. They are due for delivery by 2016.
The Varshavyanka class is an improvement on the Kilo, with more advanced stealth technology and an extended combat range. The vessels displace 3,100 tons, reach speeds of 20 knots, can dive to 300 meters and carry crews of 52 people.
The submarines, which feature 533-milimeter torpedo tubes and are armed with torpedoes, mines and Kalibr 3M54 (NATO SS-N-27 Sizzler) cruise missiles, are mainly intended for anti-shipping and anti-submarine missions in relatively shallow waters.

Le contrat sur la livraison au Vietnam de 12 chasseurs russes polyvalents Su-30MK, signé la semaine passée, atteint près de 450 millions de dollars, a annoncé mercredi à RIA Novosti une source proche des négociations.
"12 chasseurs Su-30MK en version standard seront livrés au Vietnam. Des appareils de ce type ont été livrés auparavant à la Chine, à un prix allant de 35 à 37 millions de dollars par chasseur", a indiqué l'interlocuteur de l'agence.
Selon lui, il s'agit d'une version "fermée" qui, à la différence de Su-30MKI, ne permet pas d'apporter de modifications dans l'armement et l'équipement électronique prévus pour l'avion.
En 2009, Moscou et Hanoï ont conclu un contrat de livraison au Vietnam de huit chasseurs Su-30MK2 sans armement. En février 2010, un deuxième contrat a été signé pour la livraison de 12 chasseurs Su-30MK2 avec armement, estimé à près d'un milliard de dollars. Ce contrat prévoyait également la livraison d'armes et de pièces de rechange destinées aux chasseurs russes achetés en 2009.
Selon les experts russes, le Vietnam pourrait aussi acheter 18 chasseurs Su-30K qui se trouvent actuellement en Biélorussie.

La gamme SIGMA de Damen affiche un nouveau succès dans le marché des navires de guerre moderne, le Vietnam achètera 2 unités Sigma 9814, proche de nos SMI/ABA. Les sigma viets auront le Sting EO Mk2 à la place du Lirod Mk2 comme sur les nôtres ... Les 1m de plus de largeur semble être la solution pour permettre au Sigma de déployer un hélico plus lourd que le Panther ... en l’occurrence le Ka27 pour les viets

Vietnam establishes seaplane squadron
Vietnamese Navy held a ceremony to announce the decision of forming a DHC-6 seaplane squadron, which is supposed to manage all relevant combat-ready and training activities, local Tien Phong (Pioneer) news website reported on Friday.
At the ceremony held on Thursday in northern Vietnamese city of Hai Phong, Vice Admiral Pham Ngoc Minh, the Navy's chief of staff, said the establishment of the DHC-6 seaplane squadron, along with the EC-225 helicopter squadron, the Navy's first squadron formed on Dec. 25, 2011, are steps to building up the modern regular Navy and fulfilling the task of safeguarding Vietnam's sovereignty over territorial waters and islands.
Viking Air aircraft manufacturer and its subsidiary Pacific Aviation held a graduation ceremony for 8 Vietnamese pilots mastering DHC-6 Twin Otter Series 400, also known as the Guardian 400, in Canada on July 10.
In May 2010, Vietnam's Navy signed with Viking Air a contract on buying six Guardian 400s. According to the Canadian manufacturer, the seaplanes is fully-equipped for transport, maritime patrol and surveillance, resupply, search and rescue purposes.
Of the total, three are specially equipped for maritime patrol and coastal surveillance.

Russia Starts Building 2 Frigates for Vietnamese Navy
KAZAN, September 24 (RIA Novosti) – A Russian shipyard on Tuesday started work on a second pair of frigates for the Vietnamese navy, the shipbuilding company said.
The Gepard (Cheetah) class frigates are designed to guard and patrol the state border and economic zone, fight smuggling, poaching and piracy at sea and aid vessels in distress. They are armed with modern missile and artillery systems.
The first contract was signed in 2005, and the first two frigates entered service with Vietnam’s navy in 2011, the Kazan-based Zelenodolsk shipyard said in a statement.
The second contract was signed in February 2013. Unlike the first two, the new frigates feature antisubmarine weapons and an advanced propulsion system.

VietNamNet Bridge – Russian news agency Interfax – AVN, has reported that the Admiralty Shipyards this year will hand over to the Vietnam Navy, the first of the six diesel-electric submarines of Project 636 Varshavyanka.
The first of the six submarines of project 636, built at the Admiralty Shipyard has passed the tests successfully, Interfax - AVN said.
"The tests have been completed. The delivery of product signing is scheduled in early November this year. In late January 2014, the submarine will be sent to Cam Ranh and the final minutes of the receipt of goods will be signed," a spokesman for the shipyard said.
Earlier, the "Kanwa Defense Review" magazine, dated November, made an exclusive interview with Deputy Director of RUBUN Design Bureau (Russia), Mr. Andrey Baranov, who said that the manufacturing of the six Kilo 636 class submarines for Vietnam was progressing very smoothly.Under the plan, in 2014 Russia will hand over a 636 Kilo class submarine to Vietnam, three others in 2015 and the last two in 2016. These boats are equipped with more modern technology than the submarines of the same type of the Chinese navy.

Vietnam Navy selects MBDA Exocet and VL Mica missiles for its Sigma 9814 Corvettes
Vietnam has selected MBDA's Exocet MM40 Block III anti-ship missiles and VL Mica SAM systems for its two Damen built Sigma 9814 Corvettes according to French business weekly La Tribune. The two systems represent some of the most modern maritime superiority missile solutions.
EXOCET MM40 Block3 is in service with the French Navy on its Horizon class frigates and will equip its variant of the Franco-Italian FREMM frigate. It has also been ordered by several other export customers. In April 2007, MM40 Block3 successfully carried out its final qualification firing. In March 2010, the French Navy carried out an operational firing of an Exocet MM40 Block3 from its Horizon class Chevalier Paul frigate. Series production of Exocet MM 40 Block 3 started in April 2008 and deliveries to customers have been on-going since April 2009.
The newest MM40 version (MM40 Block 3) has an improved range in excess of 180 kilometres (97 nautical miles) through the use of a turbojet engine, and includes four air intakes to provide continuous airflow to the engine during high-G manoeuvers.
The Block 3 missiles accept GPS guidance system waypoint commands, which allow them to attack naval targets from different angles and to strike land targets, giving them a marginal role as a land-attack missile. The Block 3 Exocet is lighter than the previous MM40 Block 2 Exocets.
The VL Mica system has been developed to provideself defence and local area defence capabilities to counter potential saturating attacks by anti-ship missiles. Canisters can be installed in a silo structure, part or fully buried in the ship’s deck. Alternatively, the canisters can be installed alongside the ship’s hangar or any suitable vertical bulkhead. Installation in a wide range of either new or retrofit warships, from fast patrol craft to major vessels, is therefore relatively easy. The canister serves as the storage and transportation unit as well as the vertical launcher. Missile system life cycle costs can there fore be minimised. Target designation can be derived direct from the ship’s Combat Management System (CMS) with target data from a 3-D surveillance radar. Systems integration is facilitated via an electronic interface unit installed below deck. Each in terface unit links 12 VL MICA missiles to the CMS. As the system does not require dedicated target trackers, it has a truly 360 engagement capability.
It was announced in October 2011 that Damen shipyard in Vlissingen, Netherlands will build four Sigma corvettes for the Vietnamese Navy. The first two ships will be built in Vlissingen, and the last two (options) will be built in Vietnam, under Dutch supervision.

Baptisé "trou noir" par les experts de l'OTAN pour sa discrétion, le sous-marin diesel-électrique polyvalent du projet 636 "Varchavianka" appartient à la 3e génération de sous-marins. Il a un déplacement de 2.350 tonnes en surface et de 3.950 tonnes en plongée et une vitesse de 17/20 nœuds. Le sous-marin a 45 heures d'autonomie. Il peut être doté de 4 missiles Kalibr, de 18 torpilles de 533 mm (six tubes) et de 24 mines et peut plonger à 300 mètres de profondeur. Son équipage comprend 52 sous-mariniers.

On November 7, Russia will hand over the first submarine to Vietnam. Indian Navy to Train Vietnamese Naval Personnel
The cooperation between Vietnam and India is expanding steadily as the two countries broaden their defense ties.
Namely, the Vietnamese Navy asked its Indian counterpart to train its naval personnel on Russian-built kilo-class submarines, as reported by The Asian Age. Russia handed over the first of six Russian-built Kilo class submarines, named Ha Noi, to Vietnam on November 7. The sub was ordered under a project signed in 2009 in Saint Petersburg. The Indian Navy also wants to sell the BrahMos supersonic missile to Vietnam. The missile can be launched from submarines, ships, aircraft or land. It is a joint venture between the Republic of India’s Defense Research and Development Organization (DRDO) and Russian Federation’s NPO Mashinostroeyenia that have together formed BrahMos Aerospace Private Limited. What is more, the Indian Navy had earlier been given the privilege to drop anchor at the Vietnamese Nha Trang port during a goodwill visit, becoming one of the few to be able to do that. The cooperation could also be extended to shipbuilding industry, claim the local media.

Vietnam formally requested India to supply the Indo-Russian BrahMos cruise missiles at a meeting in New Delhi, informed sources told RIR. The request was made when Vietnam Communist party general secretary Nguyen Phu Trong visited the Indian capital, the sources said, adding that the Southeast Asian country was looking at enhancing security cooperation with India.
Informal negotiations had been going between the countries for the joint Indo-Russian missiles that are being manufactured in India. Vietnam’s interest was renewed as a plan between Russia and the country to jointly produce a modified anti-ship missile is moving a slow pace, the sources told RIR. While Moscow and Hanoi to develop a joint missile analogous to Russia's Kh-35 Uran, using BrahMos as a model, Vietnam is looking at India to supply the missiles to meet its immediate requirement. It remains unclear whether India will be able to supply the missiles in the near future. BrahMos officials declined to comment on the negotiations between India and Vietnam.
During Phu Trong’s visits, requests were also made to India for submarine training and for conversion training for Vietnamese pilots to fly Sukhoi-30 aircrafts. Sources told RIR that India would be ready to supply the missiles, as it was looking for international buyers and countries like Malaysia and Indonesia had already expressed interests. They added that New Delhi was also ready to provide training for Vietnamese pilots but were cautious about further military cooperation keeping the China factor in mind. Beijing has been viewing India’s growing presence in Vietnam with a degree of suspicion, the sources added. India and Vietnam have traditionally maintained friendly and cordial relations and leading analysts suggest that the countries could be at the forefront of a new kind of non-aligned movement.
BrahMos cruise missiles have been adopted by India's Army and the Navy’s surface ships. The Indian Air Force has also ordered a batch of land-based missiles. Work is also underway to adapt the missile to Su-30MKI planes used by the Indian Air Force. BrahMos is an acronym of the two rivers: Brahmaputra in India and Moskva in Russia.

Russia completes first-phase Gepard 3.9 frigate contract
VietNamNet Bridge – The Voice of Russia reported Russia’s Zelenodolsk Shipyard has completed the first phase of building a Gepard 3.9 class frigate for the Vietnam People’s Navy.
A delegation from Vietnam’s Ministry of Defence joined representatives from Rosoboronexport Group and Zelenodolsk Shipyard recently appraised and approved the first phase of a contract to build two Gepard 3.9 frigates.
Zelenodolsk Shipyard has already built the hull and superstructure of the first frigate equipped with anti-submarine weapons.
Both sides also discussed issues relating to defence and technical cooperation.
