La Russie livrera huit chasseurs Su-30MK2 au Vietnam en 2010, a annoncé mercredi le directeur général adjoint de l'agence russe d'exportation d'armes "Rosoboronexport" Alexandre Mikheïev au Salon aérospatial international MAKS-2009 à Joukovski, dans la région de Moscou.
"Un contrat sur la livraison d'avions Su-30MK2 a été signé en janvier dernier, nous le réaliseront en 2009-2010", a indiqué M.Mikheïev.
Le chasseur biplace polyvalent Su-30MK2 est une version modifiée du Su-27 destiné à détruire des cibles volantes, terrestres et maritimes, à effectuer des missions de reconnaissance et à former des personnels navigants.

BAE Systems is undertaking a project to expand its understanding of Vietnam, with a view to potential market penetration. The move coincides with the United States' recent decision to lift its long-standing military embargo on the Southeast Asian country.
Nick Glover, BAE Systems' Southeast Asia vice president, told IHS Jane's recently that the company is "assessing" Vietnam and potential opportunities, not only in its defence market but in adjacent sectors such as homeland security.
"Vietnam could be an interesting market," he said. "We have been assessing industrial capability within the country and we are looking at potential opportunities. It could be a market where we look to enter through Applied Intelligence [BAE Systems' cyber security division] or our HADR [Humanitarian Assistance, Disaster Relief] products.

NEW DELHI --- India will speed up the sale of Russian-Indian BrahMos cruise missiles to Vietnam and consider their delivery to another four countries, in particular, Indonesia, South Africa, Chile and Brazil, a source in the Indian Defense Ministry told TASS.
"A decision to speed up the process of concluding a deal was made at a meeting between Indian Defense Minister Manohar Parrikar and his Vietnamese counterpart General Ngo Xuan Lich at the beginning of the week," the source said.
"India is ready to sell BrahMos supersonic cruise missiles with a range of 290 kilometers [180 miles] to Hanoi. If the deal is concluded, Vietnam will be the first country to receive these missiles manufactured by Russia and India jointly," the source added.
According to the source, Vietnam wanted to purchase BrahMos missiles from India in 2011 but New Delhi refused to conclude a deal as it didn’t want to irritate China.
"Also, India views Indonesia, South Africa, Chile and Brazil as the nearest potential customers of the BrahMos cruise missile. These countries are interested in purchasing this cutting-edge cruise missile with a speed three times as much as the sound velocity," the source added.
As spokesman for the Russian-Indian BrahMos Aerospace Company Praveen Pathak told TASS, "other countries, including the Philippines, Malaysia, Thailand and the United Arab Emirates, have shown interest in the Russian-Indian BrahMos missile."
"However, the delivery prospects require further discussions and analyses," he added.
According to Pathak, Russia and India have determined a group of 14 countries, with which they can sign export contracts for the delivery of the Russian-Indian BrahMos cruise missile.
"The talk is about those countries, with which both Russia and India have good relations," Pathak said.
According to some sources, a contract with Vietnam, which will be the first export contract on the BrahMos cruise missile, can be signed before the end of 2016

Depuis vingt ans, le Vietnam a redoublé d’efforts, malgré ses contraintes budgétaires, pour moderniser sa flotte littorale totalement obsolète, et l’année 2016 correspond à l’entrée en service de nouvelles capacités. Un effort qui est devenu une priorité depuis l’incident avec Pékin en mer de Chine autour de la plate-forme off shore Haiyang Shiyou 981 en 2014.
La Marine vietnamienne s’est, dans un premier temps, concentrée sur sa flotte de surface en commandant quatre frégates légères russes Gepard 3.9. Seuls bâtiments dotés d’une capacité de haute mer, le conflit russo-ukrainien a retardé la livraison par les chantiers Gorky de Selenodolsk du second lot de deux frégates, en raison d’une absence de motorisation, au point que Berlin a, en mars dernier, dépêché un émissaire, Ralf Brauksiepe, pour proposer ses services.
La Marine vietnamienne a mesuré, à cette occasion, sa trop grande dépendance à l’égard de l’industrie russe, même si cette dernière lui a permis de s’offrir les missiles antinavires Kh-35 et KH-31 (Sukhoi 30). Mais son projet d’acquisition de quatre corvettes Sigma, réalisées par Damen, a récemment échoué par manque de financement. Aussi son réel succès consiste à s’être dotée en 2009 d’une sous-marinade qui sera totalement opérationnelle à la fin de cette année. Ses six sous-marins Kilo ne lui offrent pas seulement qu’une capacité d’interdiction, ils sont aussi équipés de missiles de croisière Klub pour les opérations terrestres.

Si le chantier local Hong Ha a pu mener à bien la construction locale d’un OPV de 400 tonnes et d’un transporteur de troupes de 72 m de design russe, sans les corvettes qui devaient emporter des VL Mica, la capacité antiaérienne de la VPN reste marginale. Tout comme d’ailleurs ses capacités de guerre des mines, de patrouille maritime (DHC-6 Twin Otter, Casa 212) eu égard à la surface de sa ZEE, comme de débarquement, ou encore de police maritime, dans la mesure où la Baie d’Along reste encore largement dominée par la piraterie.
Et c’est compte tenu de ces besoins opérationnels et dans un contexte budgétaire contraint que la visite de J.Y le Drian pourrait faire la différence. Les chantiers Couach réalisent des intercepteurs à haute vitesse, récemment vendus à l’Inde. CNIM et Socarenam sont à l’origine du catamaran de débarquement EDA-R, DCNS offre des capacités ASW sur ses Gowind et une alternative aux Sigma trop coûteuses, enfin les systèmes de combat déployés sur les OPV des chantiers Piriou pourraient compenser avantageusement la faiblesse numérique de la flotte vietnamienne.

State-owned Hindustan Aeronautics Limited (HAL) plans to revive previously held discussions with Vietnam officials on sale of Advanced Light Helicopter «Dhruv» Helicopters and also plans to offer Light Combat Helicopter (LCH) which is still under development but lately has been generating lot of interest from various countries due to its cheaper price tags and its ability to perform exceptionally well in higher altitudes.
LCH is a 5.5-tonne class combat helicopter designed and developed by HAL. While the Army has placed an order for 114 with state-run Hindustan Aeronautics Limited, the IAF has ordered 65. The helicopter is designed to carry out dedicated combat roles such as air defence, anti-tank, scout and support combat search /rescue missions.
According to a PTI report, India also in talks with “certain” countries in Africa for possible export of the LCH.

Russia’s largest truck manufacturer KAMAZ has delivered the big batch of military trucks to the People’s Army of Vietnam, that was reported by soha.vn.

Areas of the world riddled with natural disasters and cursed by the secondary effects of mother nature’s wrath demand a responsive force that thinks, trains and plans ahead.
An exercise bringing together those very forces from 18 nations’ military and government organizations kicked off Sept. 5, 2016 at 14th Military Circle, Chonburi Province, Thailand. ASEAN Exercise 16-3 commenced with a fitting demonstration of an earthquake-induced collapsed building Search and Rescue operation.
Helicopters from Japan, Russia, Singapore and Thailand roared toward the airfield, dispatching fast-rope rescue teams and airlifting casualties. Meanwhile, teams on the ground moved casualties from the “hot zone,” a simulated collapsing building, to the “warm zone,” the immediate safety of an open field, and triaged according to casualty condition.
Teams from the Indian Army, Japan Ground Self-Defense Force and Royal Thai Army moved casualties secured on backboards swiftly to the pickup zone or field hospital. It was a grand display of pre-planned, coordinated and rehearsed disaster response, reinforcing the pay-off of the very familiarity and training this exercise will focus on.
“This exercise is intended to foster cooperation and to share experience, information and skills among military medics of the ASEAN member states and plus countries, while fostering capabilities of military units in the region through joint humanitarian assistance and disaster relief operations,” said General Prawit Wongsuwon, Kingdom of Thailand Deputy Prime Minister and Minister of Defense, during the opening ceremony.
AEx 16-3 is an opportunity for different nations to apply and hone common standard operating procedures and diversify each other’s capabilities for the inevitable calamities of the volatile Indo-Asia-Pacific.
A U.S. contingent of approximately 25 personnel from U.S. Pacific Command; U.S. Army Pacific; U.S. Marine Corps Forces, Pacific and Pacific Air Forces will work alongside the other nations in both the command post and field training exercises conducting medical planning, air medical evacuation, military medicine and chemical/ biological/ radiological/ nuclear defense.
Approximately 2,000 personnel are participating in the exercise from the 10 ASEAN member states Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam and “plus” countries Australia, China, India, Japan, New Zealand, South Korea and Russia.
“This is considered an important milestone of defense cooperation,” Wongsuwon lauded the ASEAN Defense Ministers Meeting Plus program, which, “which helps maintain peace, stability and security in the region.”
Humbling reminders of the significance of combined joint disaster response training come in the form of approximately 100 natural disasters on average each year in the Indo-Asia-Pacific. Sharing and honing real-world, on the ground, tactical and operational response capabilities facilitates effective, efficient response in a merciless environment.

Japanese Prime Minister Shinzo Abe confirmed to his Vietnamese counterpart, Nguyen Xuan Phuc, on 7 September that Japan will provide Hanoi with new patrol ships "in the near future", Kyodo news agency reported.
Abe said Japan would respond positively to a request for the new vessels, although the number of ships and the timing of their delivery have yet to be decided.
Tokyo will extend a low-interest loan to Hanoi under its official development assistance (ODA) programme to fund the purchase of the vessels. A similar arrangement, announced on 6 September, has been reached with the Philippines, with the ships to be built in Japan before being delivered
