LOCKHEED MARTIN AND TERMA SIGN MEMORANDUM OF UNDERSTANDING FOR THE MARITIME HELICOPTER OPPORTUNITY IN DENMARK

LONDON, September 8th, 2009 -- Lockheed Martin [NYSE: LMT] and Danish aerospace and defense company Terma A/S today announced that they have signed a Memorandum of Understanding to explore opportunities associated with the potential sale of the U.S. Navy’s MH-60R multimission helicopter to the Danish Government.

The agreement, announced at the Defence Systems & Equipment International exhibition, follows the Danish Government’s June 2009 authorization to procure new ship-based helicopters to support Royal Danish Navy vessels operating in the North Atlantic and internationally. The U.S. Navy’s MH-60R multimission helicopter is a candidate solution for these maritime operations.

“Lockheed Martin and Terma will combine our complementary experience and skills sets should the Danish Government procure the U.S. Navy’s most advanced maritime helicopter,” said Marillyn Hewson, president of Lockheed Martin Systems Integration in Owego, NY. “Together, we can offer the Danish Armed Forces high quality technological and support services required to ensure mission and flight readiness of the MH-60R across the 30-year life of the aircraft.”

“Lockheed Martin and Terma share a long and beneficial history of working together in a close partnership, which includes the F-16, C-130 and F-35 programs," said Terma President and CEO Jens Maaløe. "We are therefore very happy and proud, that today with this MOU we extend this cooperation to also include Lockheed Martin Systems Integration - Owego. We very much look forward to combining both companies’ core capabilities on the Danish Maritime Helicopter program, and to investigating a number of other exciting business opportunities.”

Lockheed Martin Systems Integration – Owego is the rotary wing center of excellence for Lockheed Martin Corporation. The company has more than 35 years of experience as a leading mission systems integrator of maritime helicopters, including the British Royal Navy’s Merlin Mk 1 helicopter fleet, and two generations of U.S. Navy helicopters, the SH-60B and the MH-60R.

The MH-60R airframe is designed and built by Sikorsky Aircraft Corporation, with mission systems integration by Lockheed Martin. To date, the two companies have delivered 36 MH-60R aircraft to the U.S. Navy. In July, 2009, a U.S. Navy squadron of 11 MH-60R aircraft completed its first at-sea deployment during six months in the western Pacific with the USS John C. Stennis carrier strike group.

The U.S. Navy has established four of ten planned MH-60R squadrons, and intends to purchase 300 MH-60R aircraft over the next decade. Production plans include capacity for concurrent international sales.

The MH-60R replaces the U.S. Navy’s current fleet of SH-60B and SH-60F helicopters as part of the U.S. Navy’s strategy to reduce different type, model and series maritime helicopters with multi-mission platforms. The MH-60R can perform a wide range of missions from its primary missions of anti-submarine and surface warfare to secondary missions such as search and rescue, vertical replenishment, naval surface fire support, medical evacuation and communications and data relay.

The Rheinmetall Group won an initial order from Denmark for the Oerlikon Millennium gun back in 2005. Now official, this follow up order is of great importance with regard to international sales, reflecting strong customer satisfaction with existing systems and their performance over the past decade.

Two types of Danish ships will therefore soon be equipped with the Millennium gun, one of the most effective and versatile naval weapon systems anywhere.

Japan's Ministry of Defense (MoD) announced that it will conduct a live fire experiment of the new XASM-3 supersonic anti-ship missile in the Sea of Japan next year. The missile will be tested against a decommissioned Destroyer of the Japan Maritime Self-Defense Force (JMSDF). XASM-3 is currently in development by Mitsubishi Heavy Industries and the Japanese MoD to replace the existing ASM-1 and ASM-2 missiles.Rheinmetall’s Millennium gun

Thanks to the flexible ISO Mount installation concept, the guns can be installed on any of the Absalon class or the new Iver Huitfeldt-class frigate. The guns will be managed by SaabTech CEROS fire control systems and Terma command and control technology.

Teamed with Rheinmetall’s high-performance 35mm Ahead airburst ammunition, the Millennium gun gives the Danish Navy a close-range self-defence capability for protecting high-value assets that is second to none. A multipurpose weapon system, it is also capable of neutralizing asymmetric and symmetric threats alike, whether on the surface or in the air.

Besides Denmark, five other NATO nations use Rheinmetall’s programmable 35mm Ahead airburst ammunition which, when combined with the Millennium Revolver Gun 35/1000, results in massive yet flexible firepower that can be scaled to match a wide variety of operational scenarios.

Denmark restarts artillery purchase

Nicholas de Larrinaga, London - IHS Jane's Defence Weekly

25 November 2015

Denmark has restarted its plans to purchase a new artillery system, the country's defence minister has announced.

According to Peter Christensen, "An efficient and modern artillery is important for the army and the tasks they must solve. Therefore, it has been very important to me to make the decision to initiate the procurement of new artillery for the army."

The move comes seven months after the country's previous government scrapped a tender for a new artillery system on 30 April, citing financial pressures.

The new artillery system is needed to replace the Royal Danish Army's ageing M109A3 155 mm self-propelled howitzers.

Denmark has ordered 309 Piranha 5 APCs from GDELS-MOWAG. Source: Royal Danish Army

Denmark has ordered 309 Piranha 5 8x8 armoured personnel carriers (APCs) from General Dynamic European Land Systems (GDELS) - MOWAG, it has been announced.

Signed on 11 December, the order is worth DKK4.5 billion (USD650 million) and comes after the selection of the 8x8 by Denmark in April.

The first vehicles are to be delivered for training in 2018, with entry into service planned for 2019. All 309 APCs are set to be in Royal Danish Army service by 2023, according to the Danish Ministry of Defence (MoD).

The Piranha 5 will replace the M113-series of tracked APCs in Royal Danish Army service. Denmark's M113 replacement requirement ran to up to 450 vehicles. Industry sources have confirmed to IHS Jane's that the production contract includes options that will take the total up to this figure.

The new 8x8 APC will operate within the armoured and armoured infantry battalions of the Royal Danish Army's two combat brigades (the 1st and 2nd). As such it will serve alongside the country's Krauss-Maffei Wegmann Leopard 2A5 main battle tanks (MBTs), BAE Systems Hagglunds CV9035 infantry fighting vehicles (IFVs), and its older GDELS-MOWAG Piranha III APCs.

Replacing Denmark's Aging F-16s Could Place Strain on Defense Budget
By Gerard O'Dwyer, Defense News 12:10 p.m. EST January 22, 2016

HELSINKI — The significant investment planned by Denmark to replace the Danish Air Force’s (DAF) ageing F-16s is raising concerns both domestically and within NATO that the capital-heavy program may place a major drain on the military’s future core budgets.

Based on current estimates, the fighter replacement program is likely to cost Denmark between US $3 billion and US $4.5 billion, depending on the number of aircraft eventually purchased.

Moreover, the Danish government will need to budget for additional associated expenditures of between $10 billion to $13 billion to cover operational and maintenance costs over the aircraft’s intended 30-40 year lifespan.

Denmark sought bids on 24, 30 and 36 aircraft. These numbers are substantially lower than Denmark’s initial ambition to acquire up to 48 aircraft at the outset of the acquisition program in 2005. The DAF’s front-line fighter fleet currently has 30 operational F-16s.

"More money is needed to finance the fighter replacement program. What is quite clear is that the project can not be funded from within the existing core defense budget as it stands today," said Rasmus Jarlov, a member of the Conservative Party and chairman of the Danish parliament’s Committee on Defense.

A fighter replacement program (FRP) financed solely from the annual defense budget could prove too large a drain on the Danish Defense Force’s (DDF) finances, which are already in decline, said Jarlov.

Cross-party political support for the FRP has been based on the understanding that the program could be funded from within an expanded defense budget.

The Conservative Party-led Danish government, headed by Prime Minister Lars Løkke Rasmussen, was elected to office in June 2015 on a robust commitment to implement fiscally correct public finance policies.

The government’s room to maneuver on defense spending generally, and the FRP specifically, is tempered by the fact that it is a single-party minority government reliant on the continued support of the Liberal Alliance, the Danish People's Party and the Conservative People’s Party.

The Danish Cabinet is in discussions with the Ministry of Defence to formulate a financing solution for the FRP that will seek to protect the DDF’s core budgets going forward. The present five-year defense spending agreement is set to expire in 2017.

The MoD is mindful of concerns communicated by NATO and opposition leaders that the FRP must not be such a drain on the DDF’s budget and resources that it weakens Denmark’s national military capability and its capacity to contribute to ongoing NATO operations and tasks.

"If the intention is that the money must be found within the normal defense budget, then NATO’s concerns are largely justified," said Henrik Breitenbauch, director of the Copenhagen-based Centre for Military Studies.

Denmark’s New Fighter Program Office (NFPO), which operates under the MoD, is expected to complete all components in its final evaluation of candidate aircraft by the end of January 2016.

The MoD is set to present a recommendation, based on the NFPO’s candidate aircraft evaluation report, to the Cabinet by the end of the first half of 2016. This could potentially happen as soon as March or April.

The aircraft recommendation stage will be followed by a public debate, which will also trigger political cross-party discussions around the aircraft selection and the government’s project financing plan.

The FRP has experienced five separate delays under five difference defense ministers since the project was launched in August 2005. The short list of candidate aircraft in the competition includes the Eurofighter Typhoon, the Boeing F-18F Super Hornet and the F-35A Lightning II (Joint Strike Fighter).

Denmark picks five bidders for artillery procurement

Nicholas de Larrinaga, London - IHS Jane's Defence Weekly
11 April 2016

Denmark has prequalified five contenders to meet its self-propelled howitzer requirement, the Norwegian defence procurement agency (FMI) has announced.

The contenders are vying to replace the Royal Danish Army's existing M109A3 155 mm self-propelled howitzers.

According to the FMI the five candidates are: BAE Systems, Elbit Systems, Hanwha Techwin, Huta Stalowa Wola (HSW), and Nexter Systems.

The prequalification concerns an assessment of the bidder's abilities to meet manufacturing and other requirements, rather than an evaluation of any platforms being offered. Accordingly, no information was provided on the platforms the competitors may be planning to offer, although three of the bidders have only one possible candidate for the programme: the Autonomous Truck Mounted howitzer System (ATMOS) from Elbit; the wheeled CAESAR system from Nexter; and the tracked K9 Thunder from Huta Techwin.

Danish parliament approves expanded contribution to the fight against Islamic State

A broad majority in the Danish parliament on Tuesday approved a proposal to increase the country's military contribution to the fight against the Islamic State (IS) in Iraq and Syria. "The brutal and ruthless terrorist organization IS must meet a powerful response from the outside world. The darkness must be combated," said Danish Prime Minister Lars Loekke Rasmussen.

Denmark Progresses in NATO Ballistic Missile Defense Role
Gerard O’Dwyer, Defense News 1:58 p.m. EDT April 22, 2016
Radar at Thule Air Base, Greenland

HELSINKI — Denmark has moved one step closer to determining the precise content of its contribution to NATO’s ballistic missile defense (BMD) system.

Denmark’s Defense Acquisition and Logistics Organization (DALO), which operates within the Ministry of Defence (MoD), has contracted domestic defense systems group Terma to deliver research and advisory support within the BMD and Integrated Air and Missile Defense (IAMD) domains.

The Terma agreement is directly related to a decision by the MoD to upgrade at least one of the Danish Navy’s Iver Huitfeldt- class frigates to a BMD sensor role. The underlying intention is to offer this capability to the NATO BMD system.

The cost of the frigate upgrade program is expected to run between $100-150 million.

Once fully upgraded with an IAMD sensor, the Iver Huitfeldt-class frigates will provide a robust and important contribution to the NATO BMD system, said Thomas Blom, Terma’s senior vice president of Command, Control & Sensor Systems.

"Because they were designed to be prepared for this mission, the frigate-based BMD offering to NATO is the most affordable option with the lowest risk for a country such as Denmark. At the same time, it provides, the only realistic pathway to a later engagement capability," Blom said.

High Anxiety: Denmark's Choice of Air Force Update Triggers Debate

The Danish Defense Forces' decision to squander a potential 100 million kroner (15 million dollars) on F-35 Joint Strike Fighter aircrafts from the US has sparked strong reactions.

Yesterday, the Lockheed Martin F-35 Joint Strike Fighter was reported to be the preferable alternative to both the Airbus Eurofighter Typhoon and Boeing Super Hornet, despite the latter's aggressive advertising campaign in Denmark. This decision, which took Denmark's national defense committee almost a decade, has already proven controversial, with numerous politicians and experts pointing out that an update of the air force may prove largely detrimental for welfare expenditures.

According to newspaper Berlingske, 48 new jets were initially on the government's shopping list before it was trimmed down to 30 in 2009. Many regard this number as still far too high.

"What concerns us most, is that the fighter jets may become a cuckoo that pushes everything else out of the nest. The aircrafts may actually eat up all economy," Flemming Vinther, President of the Army Constable and Corporal Association (HKKF), told the newspaper Jyllands-Posten.
Central Organization for Cadres (CS), Denmark's largest military trade union, agrees with Flemming Vinther.
"We agree with HKKF's arguments to 100 percent. At the moment, it comes to buying as few jet fighters as possible," the organization told Jyllands-Posten.

The drive to modernize Denmark's aging stock of F-16 fighter jets has become even more relevant in light of the country's recent decision to expand its air force operations in both Syria and Iraq. This decision came under fire from the Red-Green Alliance and the center-left Alternative, which also rebuked the air force update, advocating a boost to the country's public sector instead.
"Danish air forces must not drop bombs out in the world. And when it boils down to territorial defense, opportunities to extend the lifetime of the existing F-16 should be considered," Eva Flyvholm of the Red-Green Alliance she told Berlingske. In her earlier interview with Berlingske, she said that the Defense's top marks to F-35 "reeked of match-fixing."
Earlier this week, estimates for economic growth were revised downwards. Therefore, Denmark may find it hard to maintain its current level of social welfare and living standards, Berlingske's analysis says. With both the number of the elderly Danes and the immigrant population on the rise, most Danes would rather see a long-term investment in healthcare and education rather than a costly purchase of new fighter

Return of the Middle Ages: Danish Soldiers March Back to Estonia

Some 150 Danish soldiers will join NATO's spearhead force of over 6,000 in Estonia, tasked with halting Russia's advances in the Baltic region, the newspaper Politiken reported, citing the war in eastern Ukraine and Russia's "annexation" of the Crimean Peninsula.
According to the official Danish rhetoric, Denmark's contribution in terms of manpower will help to deter Russia from exerting its aggressive security policy in the region.
Director of the Center for Military Studies at the University of Copenhagen Henrik Breitenbauch does not think that Denmark's participation will trigger any anger on Russia's part.

Boeing Disputes Denmark’s F-35 Evaluation
Lara Seligman, Defense News 6:11 p.m. EDT May 19, 2016

WASHINGTON — Boeing is challenging the Danish government’s recommendation that Denmark select Lockheed Martin’s F-35 for its next-generation fighter fleet, claiming that the Danes used flawed data to determine the cost of each plane.

Boeing Vice President Debbie Rub told a Danish parliamentary committee in a private hearing Thursday that the recommendation that Denmark buy 27 F-35s to replace its aging F-16 fighter fleet was based on “incomplete and possibly flawed data,” the company confirmed to Defense News. The news was first reported by Reuters.

In a detailed analysis of the type selection for Denmark’s new fighter, the Danish government pegged the overall procurement cost to buy 28 F-35s at $2.33 billion, or $83 million a piece. By contrast, it determined the number of Boeing’s F/A-18 Super Hornets they would need to complete the same mission over 30 years is 38 aircraft, and calculated the overall cost to buy those jets at $4.65 billion. This works out to a unit cost of about $122 million.

A Den of Inequity: New Files Reveal Denmark's Participation in Three Wars

A Den of Inequity: New Files Reveal Denmark's Participation in Three Wars

The investigation is being led by a historian as well as a political scientist who will look at the decision by the Danish government to send their country's soldiers to war in the mentioned countries. The documents will contain the controversial treatment of Iraqi and Afghan prisoners by the Danish solders and look at the reasons why Denmark went to war. They aim to ultimately uncover some harsh truths about the wars the country was involved in.
Denmark's opposition party, The Liberal Alliance, demanded that once the documents are ready they should be made publicly available. However, the government and the Justice Minister, Soren Pind, have fought fiercely against their release to the public, with their request being upheld.
"We believe it would be best for full public access to all 70,000 documents plus the historical account. [However] we cannot get this through," Mette Bock said in a recent interview.
The documents also show that the foreign prisoners of war, that Denmark had, was far greater than the parliament was told. Denmark also did not look after the prisoners that were handed over to the Iraqi authorities and they were also not registered correctly.

Also further investigations revealed that the Danish soldiers went against government orders and continued to hand over detainees to the Iraqis, putting them at risk of receiving the death penalty.
"There are really a lot of things you can dig into […] it is naive to believe that there will be no wrong decisions taken when you go to war. Decisions in a war will not be taken in a fully informed and rational basis," Mette Bock said in a recent interview.

At Arm's Length: Pricey 'Danish' Warplanes Stay Across the Pond

Recently, Denmark pompously announced that it is set to become the proud owner of 27 US-made F-35 fighter jets, which are going to set the Danish state coffers back billions of dollars. In reality, the future gain is considerably lower, as five of the Joint Strike Fighter warplanes will in fact never leave the US.

According to a report by a government committee, Denmark must permanently station six of the freshly procured F-35 fighters at the training center at Luke Air Force Base in Arizona for pilot training. At the last minute, however, the figure was reduced to five aircraft.
And this is not just okay, this is a decidedly good idea, many experts argue.
"If you look at what the aircraft are actually used for, training and education play an enormous role. In fact, they take up more than half of all the flying time," Henrik Breitenbauch, researcher at the Centre for Military Studies at the University of Copenhagen, told Danish Radio. According to him, it does not really matter, where exactly the warplanes are stationed.
Breitenbauch does not have any qualms about having a fifth of the country's air force being used for training abroad. On the contrary, he sees a hidden bonus with Danish warplanes becoming a fixture in the US.
"In this way, we become part of a training network. By being an integral part of the US Air Force in the next several years, we get tangible cooperation with our alliance partner, which is going to bring us even closer," Breitenbauch said.

Flying a Kite: Epic F-35 Deal Leaves Denmark Vulnerable and Penniless
However, this optimistic view on Denmark's generous contribution to the US' combat aircraft training pool is not shared by other experts. Remarkably, Denmark's northern neighbor Norway plans to buy 52 F-35 Joint Strike Fighters (which is almost twice as many), yet only four of them will be permanently placed in the States. Aircraft expert Andreas Krog of the news portal nytkampfly.dk failed to see any logic behind it.
"Denmark intends to buy far fewer aircraft than Norway. At the same time, the government plans to cut back on the number of fighter pilots, so the demand is going to drop as well," Andreas Krog told Fyens Stiftstidende.

Public opinion in both Denmark and Norway has been seething with anger in the aftermath of the respective government's decisions to buy the controversial and costly warplanes.

"The main problem with the F-35 is primarily economic. The introduction of the supporting infrastructure is very expensive. Besides, every F-35 flying hour costs 30,000 dollars, Norwegian Defense Analyst John Berg told TV2.
However, the criticism did not stop here.

"The aircraft's capacity for air combat is clearly limited. It cannot cope with so-called ‘dogfights' [air combat] with the more advanced aircraft, developed in Russia and China," John Berg said.

Danish Blue: Danes Not Too Keen on Copenhagen's F-35 Deal
Lastly, John Berg criticized the warplane as unsuitable for defense purposes.
"It is an aircraft that fits perfectly for the US attack strategy, unlike a small country's defense like Norway or Denmark," he said.
Overall, the confusion about Denmark's warplane update program has been going on for about a decade. The government's decision to spend billions of dollars on the controversial aircraft has been repeatedly blasted for its lack of transparency and proper arguments to support the cause. Many experts, such as renowned military blogger David Axe, pointed out that the Danish government clearly weighted political and industrial factors more heavily than they did military factors. Axe went on to bluntly call Denmark's decision to buy F-35s because everybody else does, "dumb."
Meanwhile, the growing uncertainty about the actual purchase price and overall operating costs may raise the total price tag even higher, an estimate by Denmark's own Defense Ministry showed.
