Myanmar Army Receives Russian BRDM-2MS Rubber Wheeled Vehicles

Images published in Myanmar's online social media revealed the newly improved Russian version of the BRDM-2MS 4x4 wheel patrol vehicle. Myanmar Air Force helicopter crashes in Shan State

Several people were injured when a Myanmar Air Force (MAF) helicopter carrying foreign defence attachés crashed in Myanmar's northeastern state of Shan on 6 March.
The Russian-built Mil Mi-17 'Hip' rotorcraft reportedly encountered an abrupt and total loss of power in its main rotor and crash-landed only seconds after taking off from a village in the township of Kutkai.
Three crew members and one attaché suffered minor injuries as a result of the crash, which sheared off the helicopter's entire rear rotor section.
The Myanmar military (Tatmadaw) had invited foreign attachés and local journalists to the area to show off a massive drugs seizure made two days earlier.

Myanmar to receive first batch of SY-400 short-range precision attack ballistic missile from China.
Myanmar is going to receive the very first batch of SY-400M in very soon after a series of tough negotiations for years. Myanmar will also get some kinds of technology transfer for SY-400 along with some amount of loan to cover as the result of prolonged discussions.
The SY-400 system in standard configuration has eight containers with solid fuel missiles. Missiles are factory-fitted into these containers and can be stored for years and do not require additional maintenance. Missiles are launched vertically and have a range of about 400 km. The SY-400 can use different types of warheads.

Myanmar Parliament Slashes Military’s Budget Request for First Time

For the first time under the current government, the Union Parliament has declined to approve in full an additional budget request by the military, cutting 10.6 billion kyats (US$7.57 million) from the 197.688 billion kyats requested by the Defense Ministry for the remaining months of fiscal 2019-20.
It is the first military budget request to be slashed since the National League for Democracy government came to power in 2016, according to lawmakers.
The government’s initial budget estimate for FY2019-20, which began in October and ends in September, was 35.243 trillion kyats, with the military budget accounting for 3.385 trillion kyats. In comparison, the Health Ministry’s budget was 1.172 trillion kyats and the Education Ministry’s budget was 2.685 trillion kyats.
The cabinet last week submitted additional budget requests totaling 2.66 trillion kyats for the remainder of this fiscal year.
Parliament, which resumed on May 18 for the sole purpose of debating the supplementary budget allocations, approved the revised budget, cut by 87.183 billion kyats, on Wednesday.
Defense Minister Lieutenant General Sein Win told Parliament on Wednesday the additional funds would be used to cover the daily travel costs of soldiers currently engaged in special military operations, as well as the cost of transporting materiel, building maintenance and consultant fees.
Of the military’s request, 21.995 billion kyats was to cover per diems for soldiers traveling while undertaking military operations, and 1.296 billion kyats was to pay for materiel transportation, rental fees for the transport of rations, petrol, aviation fuel and operational support materiel.
The defense minister added that military choppers are used not only to transport soldiers and for other military uses, but also to transport civil servants, currency and high school students’ exam papers, as well as for other uses in Chin State’s Paletwa, where the Myanmar military (or Tatmadaw) is fighting the Arakan Army.
“The Tatmadaw is not wasting the state’s budget,” he added, urging lawmakers not to cut the additional budget request as had earlier been urged by some MPs.
On May 22, lawmaker Daw May Win Myint from Yangon’s Mayangone constituency, who oversaw scrutiny of the budget, proposed cutting 22.7 billion kyats from the supplementary request, citing a decrease in the cost of petrol due to the COVID-19 pandemic, and noting that some expenses were higher than those included in the original budget estimate.
Daw May Win Myint and Parliament’s Joint Public Accounts Committee then held negotiations with officials from the Office of the Quartermaster-General, and on Monday they agreed to reduce her proposed cut by more than half, according to U Aung Min, the vice chairman of the committee.
The military budget has accounted for between 13 and 15 percent of the national budget each year since FY2012-13.
The military requested a budget of 3.2 trillion kyats in FY2018-19 and 2.9 trillion kyats in FY2017-18.
While the military’s overall budget increased this fiscal year, it decreased as a percentage of the total budget, accounting for 11 percent.

The Su-30SME uses two AL-31FP afterburning jet engines with thrust vectoring nozzles for enhanced directional control. These two powerplants give the aircraft a combat payload of up to 8,000 kg spread among twelve external hardpoints on the fuselage and wings.

Myanmar’s navy — Tatmadaw Yay — marked its 73rd anniversary on 24 December with the commissioning of its first submarine along with two 63 m anti-submarine ships, a 49 m attack craft, a 56 m landing vessel, and two 26 m tugboats.
The highlight of this year’s event was the long-anticipated commissioning of the Kilo-class submarine, UMS Minye Thainkhathu with pennant 71 (ex-INS Sindhuvir ). The submarine was transferred from the Indian Navy earlier this year after completing an extensive refit in late-2019.
The commissioning ceremony was attended by Indian and Russian ambassador’s to Myanmar along with senior officers from the Indian Navy’s Eastern Naval command. The presence of senior Indian and Russian officials suggests that the submarine transfer was facilitated by the Russians.
The pair of 63 m anti-submarine warfare (ASW) ships bear the names and pennants of former Type 037 ASW patrol craft — Yan UMS Nyein Aung (443) and Yan Ye Aung (446).
The new vessels were built at the Naval Dockyard in Thanlyin and launched in late-2018 and 2019 respectively. These waterjet powered vessels have an overall length of about 66 m although the hull itself is about 63 m long with a beam of around 9 m.
They are fitted with a variety of gun mounts that are found on Chinese built Type 037 patrol vessels including twin 57 mm and 25 mm gun mounts, two five-barreled ASW rocket launchers, and two triple torpedo tube launchers. The new boats are also fitted with a hull mounted sonar whose provenance has been described as either Indian or Israeli by industry sources.

SH 1 is a 155 mm/52 calibre wheeled self-propelled artillery system developed by China North Industries Group Corporation (NORINCO). It is also considered one of the best among wheeled self-propelled artillery systems.
Being a wheeled self-propelled howitzer, SH 1 is easy to produce and maintain but as capable as tracked artillery system. However it is much more mobile than the towed howitzers and thus well suited for mountainous regions of Myanmar.
That is the main reason why Myanmar bought large number of SH 1 howitzers in early 2010s. Currently there are as many as 72 SH 1 howitzers in Myanmar inventory and they are used extensively in many counter insurgency operations.
Since 2015, SH 1s were spotted in many occasions including the Armed Forces Day patade.
SH 1 can fire a range of ammunitions, including: Extended-Range, Full-Bore, Rocket-Assisted, High-Explosive (ERFB-RA/HE) and Extended-Range Full-Bore, Base-Bleed, High-Explosive (ERFB-BB/HE).
When using the ERFB-BB/HE round, the howitzer can reach a maximum range of 53km.
SH 1 is only in service in Myanmar, China and Pakistan.

Riverine Fast Attack Craft is a patrol boat designed and built by the Myanmar Navy. The ship measures 18 metres long with a beam of 4.4 metres and a draught of just 0.8 metre. The ship is light weight, shallow draught, and its water jets allow it to operate at speeds of up to 50 kmh.
The designed of the ship is believed to be inspired by the Super Dvora Mk3 and CB-90.
The Riverine Fast Attack Craft is specifically designed to meet the requirements of the riverine operations of the Myanmar Navy and it incorporated a number of innovative technologies.
The water jets allow the ship to operate at high speed in shallow waters and it can execute extremely sharp turns at high speed, decelerate from top speed to a full stop in a short distance.
The ship also uses the glass cockpit system which displays all the information in the multi‐function touchscreen displays.
The superstructure of the ship is covered with armour plates for better protection and the ship also carries 14 fully armed infantry squad inside the protected hull.
The ship is equipped with locally developed 14.5 mm RCWS (remote controlled weapon station) with the day/night electro optical device.
Apart from the fully stabilized 14.5 mm RCWS, the ship is also equipped with three 7.62 mm medium machine guns. However these 7.62 mm machine guns are interchangeable with other weapon system s such as .5 caliber machine guns, grenade launchers and even the infantry mortars.
Myanmar Navy intended to mass-produce the Riverine Fast Attack Craft and the Naval Dockyard can built 2-4 hips every years.
Myanmar Air Force receives first two Su-30 fighter jets from Russia

As reported by the Myanmar/Burmese newspaper The Irrawaddy on July 4, Russia delivered the first two of six new Su-30 jet fighters to Myanmar in March, according to several informed sources who formerly served with the Myanmar Air Force.

Moscow sent several trainers and technicians to assist the Myanmar Air Force during the warranty period, according to the sources of The Irrawaddy, i.e. former Myanmar Air Force officers who joined the anti-coup movement in 2021. They said the Russian pilots and technicians will stay in Myanmar until the warranty period is over. One source said several of the Russians are staying in Naypyitaw (Myanmar’s capital city) while some are based in Mandalay, the second-largest city of the country. He confirmed that the two new Su-30s are now in a hangar in Naypyitaw, a strategic location in central Myanmar from where they will be able to cover the entire country from the far north to the south.
In 2018, The Irrawaddy recalls, Russia agreed to sell six Su-30 fighter jets to the Myanmar military during Russian Defense Minister Sergey Shoigu’s visit to Myanmar. “These planes will become the main fighter aircraft of Myanmar’s air force to protect the country’s territorial integrity and repel any terror threats,” Russia’s Deputy Defense Minister Lieutenant General Alexander Fomin was quoted as saying at the time by the Russian news agency TASS.
Prior to the recent delivery of fighter jets, a number of Russian pilots and technicians visited Myanmar as the military regime mounted increasingly frequent air attacks on ethnic armed organizations fighting for greater autonomy and on local People’s Defense Force groups that emerged after the military coup last year.
Sukhoi Su-30SME
Su-30SME is the export version of the Su-30SM, with foreign avionics of other Su-30MKI derivatives replaced with Russian systems, and the possible downgrade of certain systems such as the radar modes and fire control. It was unveiled at the Singapore Airshow 2016, and has been offered to Iran, Bangladesh, Uzbekistan, and Myanmar.
Su-30SM (SM for Serijnyi Modernizirovannyi, Serial Modernized. NATO reporting name: Flanker-H) is a specialised version of the thrust-vectoring Su-30MKI for the Russian Air Force, produced by the Irkut Corporation. The Su-30SM is considered a 4+ generation fighter jet. The aircraft has been upgraded according to Russian military requirements for radar, radio communications systems, friend-or-foe identification system, ejection seats, weapons, and other aircraft systems. It is equipped with the N011M Bars radar with a maximum detection range 400 km, search range 200 km using a phased array antenna, frontal horizontal fins and steerable thrusters for supermaneuverability as well as with wide-angle HUD.
The aircraft can be used to gain air supremacy same as for targeting adversary on the ground using wide range of weapons including air-to-air, air-to-surface and guided and unguided bombs with total weapons weight up to 8,000 kg. It is also equipped with the one-barrel, 30 mm GSh-30-1 autocannon. To ensure operations at major distances from airfield, the ability of in-flight refueling (IFR) is included. Besides that, for electronic warfare purposes two SAP-518 jamming pods can be fitted on the wing tips. The SAP-518 is designed to protect the aircraft from various air-to-air and surface-to-air missiles by creating false targets, jamming missile's guidance, enemy aircraft radars or ground and seaborne air defence.

The 300mm A300 surface-to-surface missile has a range of up to 290km, is equipped with a 150kg warhead, and is guided by GNSS (Global Navigation Satellite System) and INS (Inertial Navigation System) satellites with Circular Error Probable (CEP) at 30m-45m.
While the MMT-40 light tank was first seen on social media online of the prototype in 2017, the base carriage should have been based on the MT-LBMSh APC(Armored Personnel Carrier).
Which the Burma Army procured from Ukraine has been modernized and equipped with a Shturm turret equipped with weapons such as A 30mm machine gun and a 7.62mm co-axial machine gun, assembled in Burma, as well as the BTR-3U wheeled vehicle, are also supplied from Ukraine.

Pakistan fails to find solution to Myanmar’s military junta JF-17 nightmare

In what could be good news for the resistance movement and Myanmar’s National Unity Government (NUG), there appears to be shimmering tensions between Islamabad and Naypyitaw over the supply of a set of newly acquired JF-17s fighter planes.
Military junta leader Min Aung Hlaing is said to have expressed his displeasure to none other than Pakistan’s Prime Minister Shehbaz Sharif and military chief, General Asim Munir as the aircrafts - JF-17 Thunder, a multi-role combat aircraft – which Pakistan has supplied to Myanmar between 2019 and 2021 have all been declared “unfit for operations.”
The newly acquired JF-17 Thunder, a multi-role combat aircraft from Pakistan had to be grounded owing to malfunctioning of the planes. The newly delivered planes are part of a deal which the Burmese military junta signed in 2016 to purchase JF-17 produced jointly by Pakistan Aeronautical Complex and Chengdu Aircraft Industries Corporation of China.
But soon after the delivery of the aircrafts the Burmese Air Force were forced to ground the planes as malfunctions and structural flaws were detected. A similar problem resulted with the new acquired fleets in 2022. There are a total of 11 JF-17 fighter jets but none are currently operational due to technical glitches.
Now after a couple of futile attempts by Pakistani engineers who made a secret visit to Myanmar in September 2022 to fix the problems, the military junta is fuming and if what sources say is to be believed, it has sent out “a stern message” to Islamabad to answer for the mess.
While at the same time it has been egging Beijing to intervene. A recent visit by the Myanmar’s Chinese envoy to Naypyitaw is said to have carried a message from the CCP’s top leadership to Gen Min Aung Hlaing.
According to sources, Pakistan is trying hard to renegotiate the deal with newer versions of the JF-17s. In all likelihood these new variants are will be developed by the same combination of Pakistan Aeronautical Complex and Chengdu Aircraft Industries Corporation of China.
However, so far there is little information on whether the renegotiated deal has been accepted by the military junta leadership. Informed sources say that the military junta is very upset as the non-utility of the aircrafts has hampered most of its plans of beefing up its airpower to carry out targeted strikes on Myanmar’s resistance groups which are fighting under the banner of the People’s Defence Force (PDF) an armed wing of the NUG.
Following the news of the crisis arising out of the malfunctioning of the JF-17s, Pakistan’s efforts to sell similar aircrafts to other countries, especially Latin American countries has hit a roadblock.
Now with the military junta in Myanmar refusing to get into any new talks on procuring aircrafts from Pakistan, other countries too have been reluctant to engage with Pakistan.
Besides the experience in Myanmar, the JF-17s has had a poor run in Nigeria as well. The Nigerian Airforce (NAF) had inducted 15 F-7 NI fighter aircraft in 2009. By 2018, six out of the 15 jets had crashed.
The remaining nine were rendered unserviceable. Five of these sent to China for heavy maintenance and upgrades which were received back by NAF in 2022. However soon after on July 2023, a FT-7 NI trainer aircraft supplied by China crashed.
Argentina is amongst the few countries which has refused to buy the JF -17s from China and Pakistan.
JF-17s utility and maintenance costs, and what it means
In fact, Myanmar was the first country to purchase the Pakistan and China combined JF-17 Thunder, aircraft in 2015. These aircrafts which rely on the Russian Klimov RD 93 aeroengine and western avionics and set up on a China-made airframe has huge operations and maintenance costs as compared to a modern weapon system.
According to international aeronautics experts, even after repairs the JF-17s would be “difficult to use” with proper technical know how at an operations level. This would mean that the Myanmar Air Force requires the expertise to be able to attend to the technical issues as and when it arises. The military junta has made plans to send its technicians to Islamabad to train on upgrades and maintenance, but that effort is on hold.
Experts also point to some crucial features of the JF-17s which they say is the China-made KLJ-7 Al radar. A vital component which is the beyond-visual-range (BVR) missile or airborne interception radar is also missing. According to one such expert this impacts the accuracy levels and as a result is not effective. Besides this “there are several other problems” even the body of the aircraft which is not made to withstand gravitational force and strong winds.
The Myanmar junta has been largely dependent on the strength of its aerial power with air strikes by the Myanmar Air Force on ethnic armed revolutionary organizations and civilians. It has been in talks with China and Pakistan to help it to build its air-to-surface missile capabilities using the JF-17s. But that process has not been easy for the military junta even after spending billions of dollars.
What needs to be highlighted is that China itself has not included a single JF-17s in its inventory till date.
Myanmar Receives 2 Su-30 SME Fighter Jets as Part of Contract with Russia

Myanmar has received two Russian Su-30 fighter jets as part of a contract with Russia, Myanmar’s industry minister said on Sunday.
"Two planes have already been delivered," Charlie Than told Russia's state RIA news agency on the sidelines of the 2023 Eastern Economic Forum in Russia's Far East city of Vladivostok.
In September 2022, Maj. Gen. Zaw Min Tun, the official representative of the State Administrative Council of Myanmar, announced that his country would soon receive Russian Su-30 SME fighter jets as part of a contract signed in 2018 for six aircraft of this model.
Charlie said that he does not have information about deliveries of the remaining aircraft.
