La Russie envisage de livrer à la Birmanie un lot supplémentaire d'avions d'entraînement avancé Yak-130 en 2018, a déclaré aux journalistes mardi Mikhaïl Petoukhov, le chef de la délégation russe à l'exposition LIMA-2017.
L'exposition internationale d'équipement de défense navale et d'aéronautique LIMA-2017 se déroule en Malaisie, dans l'île de Langkawi, du 21 au 25 mars.
Le premier lot de trois avions d'entraînement avancé Yak-130 a été livré à la République de l'Union du Myanmar (Birmanie) en 2016. Le contrat, conclu en 2015, doit être clos en 2017, selon M. Petoukhov.
« En outre, il est prévu de livrer à ce pays un lot supplémentaire de Yak-130 en 2018 », a-t-il ajouté.
L'avion Yak-130 est un avion biréacteur à ailes médianes en flèche. L'appareil biplace en tandem est doté d'un train d'atterrissage tricycle. Il est équipé de trois points d'emport externes sous chaque aile. Son système permet de simuler toutes les armes en service en Russie. Il est capable de simuler les caractéristiques de chasseurs modernes, y compris de 5e génération.
Le contrat avec la Birmanie constitue une percée sur le marché de ce pays asiatique, selon le Centre russe d'analyse du commerce mondial des armes.
Cet avion d'entraînement avancé a déjà été acheté par l'Algérie, le Bangladesh et la Biélorussie.

SY-400 ballistic missile system
The Myanmar Army is to acquire China-made SY-400 short-range precision-attack ballistic missile systems.
China official calling SY-400 missile system as a guided artillery rocket system, hence it is not limited by 300 km range export restrictions.
The SY-400 system in standard configuration has eight containers with solid fuel missiles. Missiles are factory-fitted into these containers and can be stored for years and do not require additional maintenance. Missiles are launched vertically and have a range of about 400 km. The SY-400 can use different types of warheads.
The surface-to-surface missile system, equipped with BP-12A surface-to-surface missile and SY-400 rocket projectile, can pierce through eight targets at the same time, which is much more preciser and powerful than normal artillery. It’s firing range is almost a dozen longer than that of the artillery.
“The rocket projectile is capable of conducting intensive firing in a relatively large area, but the surface-to-surface missile can hit precisely the targets with high value. A dual shooting, which combines the advantages of the two weapons, will improve the efficiency of the new missile system,” said Tang Kehui, missile expert, the China Aerospace Science and Industry Corporation.
In addition to its powerful firing, the new missile system also has another feature: flexibility. Each missile vehicle can both shoot and retreat in a short time.
Missiles are fitted with GPS/INS guidance system. They are steered to the intended target in the initial flight phase by four control surfaces and stabilizing fins. Missile uses low lowering rate to extend the range. Multiple missiles can be aimed at different targets.

L’Allemagne et secondairement l’Autriche sont en porte-à-faux vis-à-vis de la politique européenne critiquant le Myanmar à cause de sa négation des droits de l’homme. En effet, au moment où la répression de la minorité musulmane Rohingya (à l’ouest du pays) constitue une forme de nettoyage ethnique, le commandant en chef de l’armée birmane, le général Min Aung Hlaing, venait faire des emplettes dans ces deux pays de l’Union européenne.
Au cours de sa tournée des entreprises industrielles de défense, en Autriche, il a exprimé son intérêt pour l’avion léger DA-62, et, en visitant une usine de la firme aéronautique GROB, il a cherché à acheter un avion léger de reconnaissance et à obtenir l’entraînement de ses pilotes.
L’Allemagne fournit depuis longtemps des armes légères au Myanmar, et l’Union européenne a levé les sanctions concernant ce pays au début de la démocratisation. Cependant, l’Onu et l’UE diligentent des enquêtes sur les actions de l’armée birmane, qui a causé la fuite de 100 000 réfugiés.
Tandis que le chef de l’armée birmane envisageait d’accroître ses potentiels contre-insurrectionnels, sa rivale politique, Aung San Suu Kyi, effectuait une tournée en Grande-Bretagne, en Italie et à Bruxelles. Alors qu’on lui reproche de ne pas élever la voix pour les Rohingya et/ou se prononcer pour une paix négociée avec les minorités Kachin, Karen et autres, toujours en rébellion contre le pouvoir central.

As previously reported by bmpd colleague on November 1, 2016 the journalists of the Chinese resource Sina.com met with officers of the Myanmar Air Force, and those "confident" confirmed the purchase of Sino-Pakistani fighter FC-1 (JF-17).
To date, Myanmar Air Force have 50 obsolete Chinese fighters J-7M and 30 MiG-29 and 20 Q-5 attack aircraft. Training of pilots for these aircraft carried out on Chinese jet training aircraft Nangchang K-8.
The appearance in the Air Force fighter FC-1 Chinese development will facilitate its development, who have experience of piloting Chinese aircraft. Commander-in-Chief of Defence Services Senior General Min Aung Hlaing, currently in the Russian Federation, accompanied by Lt-Gen Soe Htut and senior military officers of the Office of the Commander-in-Chief (Army) and Myanmar Military Attaché to the Russian Federation Brig-Gen Nyunt Swe, visited No 766 Production and Technological Equipment Center at 4.20 local standard time on 20 June, and was welcomed by Deputy Director-General Mr. Khlebtikov Evgeny.
First, the Senior General and party viewed round ambulances, operation theatre vehicles, laboratory treatment vehicles and cars at the Production and Technological Equipment Center. Officials conducted them round the center.
Next, they viewed remote-controlled mine clearance vehicles, combat vehicles and fire trucks and observed test driving. After viewing armoured vehicles, they rode them.Officials explained salient points.
Afterwards, the Senior General presented commemorative gifts to officials of the company.

The main armament is fitted on the vehicle platform, enabling it to have two fields of action: •Main field of action - firing sector, directed opposite to the vehicle cabin; •Emergency field of action - firing sector directed above the vehicle cabin. •During transport/travelling of the weapon, its armament is turned forward, above the vehicle cabin, with the barrel being fixed by barrel holder. •Automatic loader consists of two cassettes containing 12 projectiles and 12 propellant charges, projectile and charge feeder and chain rammer controlled by PLC thus increasing firing rate and minimizing crew effort. Loader can be refilled from the container on the deck of the vehicle. Container has 8 removable cassettes each containing 6 housings (4 in the middle for storage of projectiles and 2+2 on the left and right side for propellant charges). This makes total combat set 36 rounds. M03 SPGH is fully integrated into AFCCS for battlefield observation, target acquisition, data transfer, ballistic computation and fire command instructions transfer.

Myanmar Air Force Mi-35P Attack Helicopters was upgraded with new TV/FLIR Electro-Optic. Russian Helicopters was repairing four Myanmarese Mi-35Ps since 2016. Image published in Social Media Online demonstrates Mil Mi-35P attack helicopter (Mi-24P NATO export model defines Hind-F code) of Myanmar Air Force (Tatmadaw Lay) has been caught.
Set camera TV/FLIR (Forward Looking Infrared) at the bottom of the head. Which is probably the camera Electro-Optical/Infrared (EO/IR) of the GOES-342 (OPS-24N) family of new Urals Optical and Mechanical Plant Russia or Controp DSP-HD of Israel.
This TV/FLIR camera has been installed to improve the standard Mi-24PN Russian attack helicopter. It is equipped with the latest Mi-35M export helicopter that has been procured in many countries around the world.
As it was reported earlier, in mid 2016. The company Russian Helicopters, a subsidiary of Rostec Enterprises Defence Industry of the Russian Government signed a contract for maintenance of attack helicopters Mi-35P of the Myanmar Air Force.
On 4 units helicopters, one machine operator repair service in Saint Petersburg, Russia, while 3 other repair companies in Myanmar, with Russian experts from Russian Helicopters named Nick Park.
Images depicted in the above indicates that one of the Mi-35P attack helicopter of Myanmar Air Force has been upgraded with TV/FLIR. The Mi-35P is closely aligned with the Senegal Air Force, two cameras have been upgraded to the Controp DSP-HD camera in 2016.

The Myanmar Army ordered the supply of Mi-35P helicopters from Russia in December 2009 as part of a $ 71 million procurement program.
The Myanmar Air Force has received 9-10 Mi-35P helicopters during 2010-2011. Russia has provided information to the Office of United Nations Office Disarmament Commission(UNDC) that have export 4 attack helicopters Mi-35P to Myanmar in 2010, and an additional 4 units in 2011 totaled 8.
Myanmar Air Force has led the attack helicopter Mi-35P into combat first real mission to attack a stronghold armed Kachin KIA in Kachin State, northern border with China. 2013 and many other combat areas, such as in Shan State.
The Myanmar Mi-35P will be equipped with two 30mm twin air cannon at the right side of the gun. The S-5 57mm rockets and the S-8 rockets are not deployed on the 80mm beam side beam. The Mi-35P's new TV/FLIR camera installation adds point-and-shoot capabilities. It is also possible to increase the capability of using air-to-surface missiles (such as 9M120 Ataka), which has never been used by the Myanmar Army.

TSAMTO - Commander-in-Chief of the Myanmar armed forces, Senior General Ming Aung Hlayn participated in the solemn ceremony of handing over 10 Myanmar air force planes on the occasion of the 70th anniversary of their formation.
According to Elevenmyanmar.com, the Myanmar Air Force received six Yak-130 training aircraft, two Fokker-70s and two ATR-42-320s. The program of the event included demonstration flights of aircraft and helicopters.
Speaking at the ceremony, the commander-in-chief stressed the exceptional importance of aviation in modern conflicts and called for the continued modernization of the Air Force.
According to Ming Aung Khlaine, the Myanmar Air Force lagged behind other countries in the region in the field of military aviation. Back in the 1990's. Fighter aircraft of the second generation were in service. Only in 2011 the Air Force began to use the fighters of the fourth generation of MiG-29.
As previously reported, the contract for the supply of Yak-130 training aircraft (presumably 16 units) for the Myanmar Air Force was signed by Rosoboronexport JSC on June 22, 2015, after the completion of a long evaluation of the proposals of the candidates. The first three aircraft were transferred to the customer in late 2016. Three more aircraft were delivered in 2017. According to the plans, the supplies will be continued in 2018. The cost of one aircraft is estimated at 15 million dollars (20.4 billion kyat).
Myanmar became the fifth foreign buyer of Yak-130 aircraft after Algeria, Bangladesh, the Republic of Belarus and Syria.

The Myanmar Navy commissioned seven new vessels into service on 24 December 2017, the service’s 70th anniversary.
The vessels included an offshore patrol vessel (OPV), named UMS Inlay (54), two 56 m landing craft utility (LCU) vessels (1614 and 1615), as well as four 29 m landing craft tank (LCT) vessels (1713–1716).
Inlay was built at Thanlyin Naval Dockyard near Yangon with the help of technical assistance and equipment provided by Singapore-based companies. Launched by late November 2015, Inlay had been very largely completed by April 2017.
The OPV is approximately 81 m long with a beam of about 12.5 m and is understood to displace at least 1,500 tons.

Le Myanmar opte pour le Sukhoi Su-30 !
La Russie va vendre six avions de combat SU-30 « Flanker » au Myanmar, (ex-Birmanie) a rapporté lundi l'agence de presse RIA, citant le ministère russe de la Défense. Le Myanmar est également intéressé par l'achat d'autres matériels militaires russes pour ses forces terrestres et navales, a rapporté RIA.
Avec cette nouvelle acquisition bien que limitée pour l’instant et l’arrivée des premiers JF-17 « Thunder », la Force aérienne du Myanmar a débuter sa mutation.
Des Sukhoi Su-30Mk ?
On sait pas pour l’instant quelle version est vendue au Myanmar. On peut cependant penser que la version export de base, soit le Sukhoi SU-30MK est concernée. Cette version bénéficie des capacités similaires à celle des avions de combat de cinquième génération. L’appareil est doté d’une avionique améliorée, d’un radar AESA de type Phazotron Zhuk-MA plus puissant, capable d’engager plus de quatre cibles simultanément et ceci également vers l’arrière. L’avion dispose une certaine capacité en matière de furtivité et ceci grâce à une diminution de la signature radar. L’autre nouveauté concerne l’adaptation des missiles indien BrahMos et KH-59M Ovod-M. L’avionique dispose d’un mode carte numérique avec une capacité de guidage longue portée TV.
L’appareil est doté de la version des moteurs AL-31FP de Saturn corporation, dont la durée d’entretien est montée à 2000 heures en lieu et place des 1000 sur les versions plus anciennes. Un nouveau logiciel de contrôle de la poussée vectorielle (TVC) permet une meilleure sécurisation en cas de manœuvre extrême.

Contract for the supply of an unnamed number of Yak-130 planes to Myanmar (supposedly 16) was signed by Rosoboronexport on June 22, 2015. The first three Yak-130 aircraft built by the Irkutsk Aviation Plant of PJSC Irkut Corporation under this contract were delivered to Myanmar at the end of 2016 and transferred to Myanmar Air Force in February 2017, receiving Myanmar airborne numbers "1801", "1802" and "1803 "(serial numbers from 130.12.03-0101 to 130.12.03-0103).

In the fall of 2017, the Myanmar Air Force received the next batch of three Yak-130 aircraft with tail numbers "1804", "1805" and "1806" (estimated serial numbers from 130.12.03-0104 to 130.12.03-0106). The official ceremony of entering the first six received Yak-130s into the Myanmar Air Force took place on December 15, 2017 at the airfield of the Myanmar Air Force Flight School in Meythil (near Mandalay).
Now Myanmar has received six more Yak-130 aircraft under this contract. Judging from the published photograph of the transportation of one of the aircraft of this party, this aircraft has a Myanmar airborne number "1808"
Thus, in 2018, ten Yak-130 combat training aircraft were delivered for export from Russia - six to Myanmar and four to Laos.

On Chinese web resources, a snapshot of the first JF-17B two-seat fighter built for the Myanmar Air Force, passing, as you can see, flight tests at the enterprise of the Chinese aircraft manufacturer Chengdu Aircraft Industries Company (Group) (CAC, part of the Chinese state corporation AVIC) in Chengdu, Apparently, this aircraft with the Myanmar's tail number "1707", is the first serial two-seater JF-17B in general, and Myanmar will become the first recipient of the "Sparky" based on the JF-17 (in Pakistan, the prototype of the "Sparky" JF-17B, which made the first flight to End in April 2017, it is still in the testing phase).
Recall that earlier in the fall of 2018, Myanmar received six single-seat JF-17M modification fighters (export version of the JF-17 Block 2 aircraft) under the first contract concluded by Myanmar with Pakistan in March 2015, the cost of the contract was, as it was stated, 129 million euros . The total number of Myanmar-ordered JF-17 planes in single and double seaters is unknown, but, according to several reports, is 16 units. It was also reported that the Myanmar side was conducting preliminary negotiations on the partial localization of the assembly of these aircraft in Myanmar.
By initial agreement, JF-17 aircraft for Myanmar were to be assembled in Pakistan at the Pakistan Aeronautical Complex (PAC) aircraft company in Kamra. However, the implementation of the contract was delayed due to tensions between Pakistan and Myanmar due to the persecution of the Rohingya Muslim minority in Myanmar. Therefore, the lead contractor for the implementation of the contract for the supply of JF-17 fighter jets to Myanmar was the Chinese CAC in Chengdu, which assembles Myanmar airplanes, and the Pakistani PAC produces for the Myanmar airplanes only airframe designs on a contract basis. Like all JF-17, Myanmar fighters are equipped with Russian-made RD-93 engines. First produced in Myanmar single-seat fighter JF-17M made first flight to Chengdu in June 2017.

La Birmanie va participer aux manoeuvres USA-Asean malgré les sanctions

La marine birmane participera la semaine prochaine à des manoeuvres navales communes entre les Etats-Unis et les pays de l'Asean, a annoncé mercredi un porte-parole de l'armée birmane, dont plusieurs dirigeants sont pourtant visés par des sanctions américaines.
Les Etats-Unis ont annoncé mi-juillet des sanctions à l'encontre du chef de l'armée Min Aung Hlaing et de trois autres responsables militaires birmans pour le "nettoyage ethnique" des Rohingyas. Tous les quatre sont, avec les membres de leur famille proche, interdits d'entrée aux Etats-Unis.
L'inclusion de la Birmanie dans les manoeuvres inédites entre les Etats-Unis et les pays de l'Asean ne viole pas ces sanctions. Mais de plus en plus de voix s'élèvent pour demander davantage de mesures de rétorsions contre l'armée birmane, y compris des poursuites pour génocide contre ses dirigeants.
Ces manoeuvres navales, qui doivent débuter le 2 septembre dans le Golfe de Thaïlande, interviennent sur fond de rivalité grandissante entre Washington et Pékin, sur de nombreux dossiers.
Ces tensions portent notamment sur les visées territoriales chinoises en mer de Chine méridionale, qui sont en conflit direct avec plusieurs membres de l'Asean.
"Nous avons été invités à participer à ces manoeuvres dans le cadre de l'Asean", a indiqué Zaw Min Tun, porte-parole du bureau du commandant en chef de l'armée birmane.
"Les sanctions imposées étaient personnelles et cet exercice est en coordination entre l'Asean et les Etats-Unis", a-t-il ajouté.
Début août, la mission internationale d'établissement des faits de l'ONU sur la Birmanie a appelé dans un rapport à des sanctions plus lourdes contre l'armée birmane.
Les auteurs du rapport ont ainsi appelé la communauté internationale à rompre ses liens avec les entreprises liées aux forces armées birmanes, à la tête d'un "empire commercial" de loin le plus puissant du pays.
"Les Etats-Unis devraient travailler avec les membres de la communauté internationale pour demander des comptes à la Birmanie, plutôt que de rejoindre son armée dans des manoeuvres", a réagi John Quinley de l'ONG Fortify Rights.

The images published on Burma's online social media show images of Chengdu Aircraft Industry Corporation (CAC)/Pakistan Aeronautical Complex (PAC) JF-17 Thunder Chinese/Pakistan of the Myanmar Air Force (Tatmadaw Lay) on the ground and while flying in the air equipped with various weapons on the plane. Confirms that the Myanmar Air Force is ready to practice the use of these weapons with the aircraft.
