Alenia Aeronautica has delivered on the 21st of October 2009 to the Air Force of the Lithuanian Republic the last out of 3 C-27Js, as per the contract signed in June 2006, fully meeting time schedule.

The first aircraft had been delivered to the Lithuanian Air Force in December 2006 and the second one in December 2008.
The ceremony took place at Siauliai Military Airport (Lithuania) at the presence of the Defence Ministry - Miss Rasa Jukneviciene – Commander of the Armed Forces - Maj Gen Arvydas Pocius - and Commander of the Lithuanian Air Force - Brig Gen Arturas Leita, and of Alenia Aeronautica’s top management.
The Lithuanian Defence Ministry has expressed his full satisfaction for this successful programme for the Country’s Armed Forces.
Giovanni Bertolone, CEO of Alenia Aeronautica, commented, “After one month from the ceremony for the delivery of the first refurbished G.222 for the U.S. Air Force (USAF) and assigned to the Afghan Air Force, today’s delivery, with the last C-27J to the Lithuanian Air Force, stands once again for the strong commitment by Alenia Aeronautica in fulfilling its contractual duties and in assuring its customers’ full satisfaction”.
The C-27J, developed by Alenia Aeronautica, is an aircraft capable of accomplishing many missions among which transport of troops, goods and medical stuff, paradrop operations, search and rescue (SAR), support to civil protection and maritime patrolling activities.
The C-27J represents the most advanced programme of last-generation tactical transport airplanes and will be used by the Lithuanian Air Force for the transport of troops and materials, also outside national borders, within the operations led by NATO agreements, whose organisation Lithuania has been member since 2004.

Lithuania has received the first two out of 88 Boxer 8×8 Infantry Fighting Vehicles (IFV), also known as “Vilkas.”

The country placed an order for four configurations of the IFV: command post, squad, platoon, and company commander from the German-Dutch manufacturer Artec in August 2016. The contract is worth nearly Euro 390 million ($435 million).

The IFVs are armed with Israeli-made turrets, 30 mm rapid-fire cannons and Spike LR anti-tank missiles. Powered by a 530 kW (720 HP) turbo-charged diesel engine, the Boxer has a top speed of over 100 km/h with a combat weight of 36.5 tons.

The remaining vehicles will be delivered to the army by the end of 2021, the Lithuanian Ministry of Defense said in a statement Tuesday

On September 26, 2019, the Lithuanian Armed Forces accepted 110 Unimog U5000 trucks of 5t payload manufactured by Germany’s Daimler AG as it is updating its truck fleet with vehicles of the same make as there already are in the fleet.

Lithuanian Armed Forces have received the United States of America additional Javelin man-portable fire-and-forget anti-tank missile systems, according to U.S. Embassy in Vilnius.

Javelin missile supplement worth of a little over $31 million has been handed over to Lithuania as part of the assistance.

Lithuania is planned to acquire missiles for USD 104 million over the next decade, the sum includes a USD 13 million procurement contract signed back in late 2019. The systems will be assigned to different units of the Lithuanian Land Force as part of the steps to strengthen the defense capabilities of Lithuania.


“The U.S. is Lithuania’s strategic partner and key ally for the Baltic security. The Javelin anti-tank missile system provided by the U.S. particularly increases the long-term combat capabilities of the Lithuanian Armed Forces and the deterrent effect,” Vice Minister of National Defence Eimutis Misiūnas said.

“I applaud Lithuania’s ongoing efforts to modernize and improve its Armed Forces capabilities,” said Ambassador Gilchrist. “These Javelin missiles will increase Lithuania’s interoperability with U.S. military forces and, above all, they signify the United States’ unwavering commitment to the security of our valued Allies.”

The Javelin Close Combat Missile System is a medium-range tactical missile system that provides the troops with precision direct-fire effects to defeat main battle tanks and other armored vehicles as well as personnel and equipment in fortifications or in the open. Javelin is highly effective against a variety of targets at extended ranges during day or night operations, and under battlefield obscurants, adverse weather and multiple countermeasure conditions. The system’s soft-launch feature permits firing from enclosures commonly found in complex urban terrain, while its modular design allows the system to evolve to meet changing threats and requirements via both software and hardware upgrades.

The system consists of a reusable command launch unit (CLU) and a modular missile encased in a disposable launch tube assembly.

In order to achieve new quality in the Lithuanian Armed Forces and ensure provision of modern soldier equipment, the Lithuanian Ministry of
National Defence has concluded an agreement with the German company Heckler & Koch and will provide its troops with pistols SFP9 SF Paddle.
These pistols were chosen as the ones that best meet the needs of the Lithuanian Armed Forces.

Ministry of the National Defense Republic of Lithuania has announced that it is signed today a contract on the acquisition of new Black Hawk helicopters from the Government of the United States.

The official press release said that Lithuanian DefMin Karoblis & US Acting Secretary of Defense Miller signed a contract on the procurement of 4 UH-60M Black Hawk helicopters.

A deal worth more than $213 million also includes U.S Government’s $30 million support for the project.

The first shipment of the Black Hawks could be delivered to Lithuania in late 2024 when the Lithuania Armed Forces will have fully trained personnel – pilots and ground support specialists – to work with the new platform and ready maintenance and ground support equipment.

The decision to pass on to a modern western technology that meets all criteria and requirements was made in order to ensure proper readiness of armed forces to face the challenges of modern armed conflicts, as well as excellent compatibility and interoperability with allies. The new platform will fully substitute for the Mi-8Ts currently used by the Lithuanian Armed Forces. The Soviet-made helicopter fleet is in its thirties and its airworthiness has come to the deadline, its operation is also difficult: expensive maintenance, prone to failures, risky repair because of complicated provision of spares from Russia.

“This acquisition is one of the most critical elements in the modernisation and enhancement of the Lithuanian Armed Forces, and a significant qualitative leap in supplying the military with contemporary and capable weaponry. By dropping the last Soviet relic and progressing to a Western helicopter platform we are beginning a completely new phase for the Lithuanian Air Force and moving in step with U.S. and other most advanced NATO allies’ militaries,” Minister of National Defence Raimundas Karoblis says.

“Black Hawks are manoeuvrable, high speed and reliable utility tactical helicopters known for best results in numerous military operations. They will provide the possibility for the Lithuanian Armed Forces to carry out a significantly more effective military training, render air support to the infantry, airlift small units, medical evacuation, and other tasks. We will also be able to complete domestic support tasks, such as search and rescue, emergency transportation of organs, firefighting, more effectively,” Chief of Defence Lt Gen Valdemaras Rupšys says.

The future air assets of the Lithuanian Armed Forces are moderate-sized, one of the most versatile, probably the most widely used helicopters in last decade conflicts, and proven best among other helicopters of such type. The Black Hawk was picked from four manufacturer’s bids as the best match to the needs of the Lithuanian Armed Forces. It will significantly boost the combat power of the Lithuanian Armed Forces, ensure quality military training, and make completion of domestic support and tactical tasks quicker, safer, and more precise.

The new platform will significantly improve interaction with strategic and regional partners – armed forces of thirty countries worldwide, including Denmark, Latvia, Poland and Sweden, acquired the platform of the same manufacturer. It will expand the opportunities to train and carry out operations together in more numerous groups of personnel, alongside partners that also operate Black Hawks.

Fast, manoeuvrable and efficient UH-60M Black Hawk helicopters will also enable the Lithuanian Armed Forces to respond to aid requests significantly more quickly and to assist with search and rescue tasks. Air Force helicopters on 24/7 standby are called in to rescue those in distress at sea, lost or missing on land, to transport donor organs for transplantation, or to extinguish fires.

La Lituanie a pris livraison cet été de systèmes optroniques portables estampillés Safran Electronics & Defense. Passé sous les radars, le contrat correspondant a été conclu au travers de l’Agence OTAN de soutien et d’acquisition (NSPA).


« Nous sommes fiers de fournir aux forces armées lituaniennes des systèmes complets d’observation, de localisation et d’acquisition de cibles intégrant des jumelles multifonctions JIM Compact et MOSKITO TI et des systèmes inertiels d’acquisition de cibles STERNA », annonçait hier Safran.

Ces équipements ont été livrés « entre mai et août 2020 », détaille l’agence otanienne. D’après celle-ci, les jumelles binoculaires multifonctions JIM Compact sont destinées aux observateurs avancés (FO), les monoculaires multifonctions MOSKITO TI aux contrôleurs aériens avancés (JTAC).

Les volumes fournis n’ont pas été détaillés. Si l’on en croit la NSPA, ce contrat valorisé à 9 M€ a été attribué au printemps 2019. Hormis les systèmes, il comprend la documentation technique et les formations. Malgré les contraintes imposées par la crises sanitaire, celles-ci ont pu avoir lieu à Kaunas pour permettre aux FO et JTAC lituaniens d’être opérationnels au plus vite sur ces équipements.

Sans atteindre le niveau d’Airbus, le groupe Safran est un bénéficiaire récurrent du dispositif d’achats piloté par la NSPA. Toutes divisions confondues, le groupe français aura décroché l’équivalent de 45 M€ de contrats en deux ans grâce à cette plateforme. Dont un contrat de 30 M€ remporté durant l’été 2020 pour le soutien en service d’une flotte de drones Sperwer.

The Ministry of the National Defense Republic of Lithuania has announced that the last shipment of Spike LR anti-tank missiles for the Lithuanian Armed Forces’ new infantry fighting vehicles was delivered at the end of June.

According to a recent news release, Spike missiles were ordered to equip a local variant of Boxer fighting vehicle, known as the Vilkas.

“The Spike LR anti-tank missile acquisition contract was completed and implemented by the NATO Support and Procurement Agency (NSPA) through cooperation with the OCCAR international organization that executed the project,” said a statement.

The Vilkas fighting vehicles are manufactured according to the Lithuanian Armed Forces’ requirements by the German consortium ARTEC. The vehicles have Israeli-made turrets, U.S.-made MK-44S 30 mm chain guns, and Israeli-manufactures Spike LR anti-tank missiles that have other specialized equipment and electronic systems.

Lithuania is a member of the NSPA Boxer maintenance and supply program: it ensures a proper logistical provision for the Lithuanian Armed Forces’ Vilkas IFVs – access to collective stocks of IFV spares and central warehouses, main equipment maintenance capabilities, technical and engineer support, etc., in the IFV exploitation.

The Vilkas IFVs are designated for the Lithuanian Grand Duke Algirdas Mechanized and the Grand Duchess Birutė Ulan Battalions.

Lithuania presents JLTVs

The Lithuanian Army presented its first batch of Joint Light Tactical Vehicles (JLTVs) at Rukla on 17 August, the Ministry of National Defence (MND) announced on its website later the same day.

The Lithuanian MND said it had ordered a total of 200 JLTVs from the US government in 2019. The US Foreign Military Sale includes JLTV equipment, armaments, staff training, purchase and maintenance of spare parts, transportation, and installation of equipment, which along with the vehicles are scheduled to be delivered by 2024.

The first batch of 50 Lithuanian JLTVs was shipped from the United States to Lithuania via Germany. They were received by Lithuanian Armed Forces training units in Rukla and Kazlų Rūda, where dozens of JLTV drivers and 15 mechanics have been trained so far.

The MND said the JLTVs were delivered without turrets, which will be installed soon and be armed with M2 QCB (quick change barrel) 12.7 mm machine guns.

The JLTVs will be assigned to the Lithuanian ‘Iron Wolf' Mechanised Infantry Brigade and Žemaitija Brigade, with priority given to units assigned to the National Rapid Reaction Force.

Deputy Defence Minister Margiris Abukevičius said the acquisition was “one of the most important steps in the modernisation of the Lithuanian Armed Forces. They will provide better protection of our troops and improve intelligence, artillery, and air support operations. The [JLTVs] were manufactured according to Lithuanian Armed Forces requirements for both national defence and international missions [and will] also improve interoperability between Lithuanian and US forces”.

Lithuania has ordered GEM Elettronica Columbus Mk2 3D navigation radars from Leonardo for its offshore patrol vessels (OPVs), the Ministry of National Defence (MND) confirmed to Janes on 19 November.


The ministry announced on its website on 27 October that the EUR7.9 million (USD8.9 million) contract was signed the previous week, with its Defence Resource Agency carrying out the procurement. Leonardo will install and integrate the radars, provide technical documentation, and train their operators by the end of 2023.


The radars will be installed on Lithuania's former Royal Danish Navy (RDN) Flyvefisken‐class (Standard Flex 300) Žemaitis , Dzūkas , Aukštaitis , and Sėlis OPVs. Identification friend or foe antennas will also be integrated into the radars.


The MND said the radars would be used mainly for the safe navigation of straits and canals and on the high seas, as well as for search-and-rescue (SAR) operations. The systems have a detection range of 100 km, according to the ministry, which added that the secondary purpose of the radars would be to detect and track surface and aerial targets for onboard weapons, even in extremely poor hydrometeorological conditions both during the day and at night. The MND expected defence savings from providing both navigation and detection/tracking with a single sensor.

The Lithuanian Land forces use equipment compatible with the NATO standards. Since 2007, the standard assault rifle is German Heckler & Koch G36. Units are supplied with modern variants of anti-tank weapons (M72 LAW, Carl Gustaf, AT4, FGM-148 Javelin) as well as man-portable air-defense systems (PZR Grom, RBS-70, FIM-92 Stinger). Modern armored equipment includes Oshkosh L-ATV armored vehicles, Boxer infantry fighting vehicles (local designation IVF "Vilkas") armed with Spike-LR anti-tank missiles, and PzH 2000 self-propelled howitzers. The Lithuanian Land forces have been carrying out major modernization with more new weapons and heavier armor being acquired.

WASHINGTON, December 21, 2021 - The State Department has made a determination approving a possible
Foreign Military Sale to the Government of Lithuania of Javelin Missiles and related equipment for an
estimated cost of $125 million. The Defense Security Cooperation Agency delivered the required certification
notifying Congress of this possible sale today.

The Government of Lithuania has requested to buy an additional two hundred thirty (230) Javelin FGM-148F
missiles and twenty (20) Javelin Command Launch Units (CLUs), that will be added to a previously
implemented case that was under threshold. The original FMS case, valued at $28.23 million, included one
hundred eleven (111) Javelin FGM-148F missiles and ten (10) Javelin CLUs. Therefore, this notification is for
a total of three hundred forty-one (341) Javelin FGM-148F missiles and thirty (30) Javelin CLUs. Also
included are battery chargers; Enhanced Producibility Basic Skills Trainer (EPBST); training; publications;
support equipment; United States Government technical assistance; and other related elements of logistics and
program support. The total estimated cost is $125 million.

This proposed sale will support the foreign policy and national security of the United States by helping to
improve the security of a NATO ally that is an important force for ensuring peace and stability in Europe.

The proposed sale will help Lithuania build its long-term defense capacity to defend its sovereignty and
territorial integrity in order to meet its national defense requirements. It is vital to the U.S. national interest to
assist Lithuania in developing and maintaining a strong and ready self-defense capability. Lithuania will have
no difficulty absorbing this equipment into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractor will be Raytheon/Lockheed Martin Corporation Joint Venture, Orlando, FL, and
Tucson, AZ. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this sale will not require the assignment of any U.S. Government or contractor
representatives to Lithuania.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

La ministre des Armées Florence Parly s’est entretenue hier soir avec le vice-ministre de la Défense nationale de Lituanie, Vilius Semeška. En ressort principalement une volonté de consolider la coopération bilatérale, notamment au travers de développements capacitaires communs et de l’acquisition de matériels français.



Développements communs et acquisitions



Avec moins de 50 M€ de prises de commandes entre 2011 et 2020, la Lituanie n’est pas à proprement parler un client majeur de la BITD française. Le seul contrat « majeur » concerne l’achat de trois hélicoptères Dauphin en 2013 avec l’aide financière de l’Union européenne. Si l’on en croit le vice-ministre Semeška, la situation pourrait évoluer favorablement.

« La France a une industrie de défense très développée, nous visons donc à rejoindre certains programmes de développement et de production d’armements et à acquérir les systèmes les plus modernes », déclarait ce matin Vilius Semeška, sans détailler les besoins prioritaires. Lors de sa visite, celui-ci a également évoqué les questions d’acquisitions et de renforcement capacitaire avec la Direction générale de l’armement (DGA).

De l’artillerie aux véhicules blindés 8×8, la Lituanie a massivement investi ces dernières années pour muscler son outil de défense. Son budget annuel a pratiquement quintuplé en 10 ans pour atteindre 1,2 Md€ en 2022. Elle est aujourd’hui l’un des rares membres de l’OTAN à respecter les trois exigences budgétaires fixées en 2014 : 2% du PIB investis dans la Défense, au moins 20% des dépenses militaires consacrées à l’acquisition d’équipements majeurs et maximum 50% de l’enveloppe allouée au personnel.

En matière de R&D, Paris et Vilnius coopèrent d’ores et déjà au niveau européen. La France est associée à quatre des six projets PESCO auxquels la Lituanie participe : « Military Mobility », « Cyber Ranges Federations » (CRF), « Network of Logistics Hubs in Europe and Support to Operations » (NetLogHubs) et « Common Hub for Gouvernmental Imagery » (COHGI).



De l’artillerie française en Lituanie ?



Hormis le pilier capacitaires, les deux pays continueront de collaborer sur le terrain opérationnel. Les forces terrestres françaises, entre autres, se déploient alternativement en Lituanie et en Estonie dans le cadre de la mission Lynx, volet français du dispositif de présence avancée renforcée (eFP) de l’OTAN dans les États baltes.

Si la mission Lynx lancée en mars 2021 en Estonie se prolonge avec l’envoi d’une compagnie d’infanterie des troupes de montagne, le vice-ministre lituanien annonce avoir discuté du potentiel « déploiement d’une capacité d’appui-feu indirect de l’armée de Terre dans un futur proche ». Le cas échéant, l’armée de Terre retournerait pour la troisième fois en Lituanie dans un cadre eFP après ses contributions de 2018 et de 2020.

Cette éventuelle présence supplémentaire dans la région, plusieurs députés l’appellent de leurs vœux dans un récent rapport parlementaire consacré aux enjeux géopolitiques et de défense en Europe de l’Est. « Il pourrait être envisagé de muscler le dispositif, à la faveur de la réduction des effectifs dédiés à l’opération Barkhane. (…) Si la France faisait un tel choix, elle devrait envisager une permanence des troupes et un renforcement au niveau tactique, afin notamment de se préparer plus efficacement à la haute intensité », relevaient les députés Jean-Charles Larsonneur (LREM) et Charles de la Verpillière (LR).

L’Allemagne a quant à elle entrepris dès début février, soit plusieurs semaines avant l’invasion de l’Ukraine, d’augmenter sa présence militaire en Lituanie. Environ 350 militaires et une centaine de véhicules, dont des canons automoteurs PzH 2000, sont venus renforcer le bataillon eFP basé à Rukla et placé sous commandement allemand.

According to information published by several French newspapers on July 15, 2022, Lithuania signed a letter of intent to procure 18 French-made CAESAR 155mm wheeled self-propelled howitzers manufactured by the French company Nexter.

Lithuania is about to become the tenth country to acquire the French-made CAESAR 155mm wheeled self-propelled from the company Nexter.

This choice of CAESAR was recommended by General Valdemaras Rupšys, Lithuanian Chief of Defense Staff, in April. Lithuania plans to equip the artillery battalion of the "General Motiejus Pečiulionis" brigade which is currently equipped with 54 American M101 105 mm towed guns of American that were transferred by Denmark to the Lithuanian army in 2002.

According to the Lithuanian press, there is also talks between France and Lithuania to acquire the latest generation of the French-made wheeled self-propelled howitzer, the CAESAR NG which is a new variant offering more protection and mobility.
In May 2022, Belgium approved the purchase of nine French-made CAESAR NG and at the end of June 2022, Belgium confirmed the acquisition of 19 19 additional CAESAR NG.
Currently, 12 French-made CAESAR 155mm self-propelled howitzers were given to Ukraine. They have already shown great efficiency in combating Russian forces with great precision allowing destroying several Russian tanks as well as artillery systems.

The CAESAR entered into service with the French army in 1998. The French self-propelled howitzer CAESAR is now a combat-proven artillery system that has been already deployed all over the world to conduct combat operations.

The 6x6 wheeled self-propelled howitzer CAESAR is armed with a 155 mm/52 caliber cannon mounted at the rear of the truck chassis. It can fire a wide range of ammunition: among others, LU family (HE, Illuminating, Smoke and Practice) filled with insensitive or conventional explosives, the BONUS (Anti-Tank, smart), ERFB NR (Explosive Extended-Range Full-Bore), as well as the new KATANA 155mm, guided artillery ammunition. It has a firing range from 4.5 to 40 km and a high level of accuracy with the LU family. In direct firing mode, the maximum range is 2 km.

First UH-60M Black Hawks for Lithuanian Air Force



The first three Sikorsky UH-60M Black Hawk helicopters have been transferred from the Sikorsky Aircraft Corporation factory to the modification factory in Huntsville (AL). The fourth one will be transferred by the end of August.



In November 2020, the Lithuanian Ministry of Defence announced that it signed a contract for four Black Hawks. Over a period of five years, Lithuania will pay USD 213 million for the helicopters, additional equipment, spares, and a training, repair and logistical support package. The UH-60M Black Hawks improves Lithuania’s interoperability with NATO allies, particularly neighboring Poland and Latvia, and moves it away from reliance on the outdated Mi-8T currently in service.


Known Foreign Military Sale (FMS) serials of the three UH-60Ms are 21-27463, 21-27464 and 21-27466. The fourth one will definitely be 21-27465. The future Lithuanian serials are not known yet.


According to the Minister of National Defense, Arvydas Anušauskas, Lithuania will receive the first two UH-60Ms with additional equipment in 2024, when the Lithuanian army will already have fully trained personnel to work with the new helicopter - pilots and ground service specialists, as well as service and ground equipment.
